Research on gated community in Chinese cities has been growing very fast, but empirical studies are limited, especially those on the relationship between gated community and residential segregation. A retrospective questionnaire survey was conducted in three gated communities in Chongqing, China. The findings from the survey include that, after moving into the gated communities, many homeowners’ contact with other people decreases. It is also found that homeowners’ participation in local public affairs decreases. These results hold even when we compare with the reference group and control for duration of stay. They support the view that gated community aggravates residential segregation. However, the survey shows that many homeowners feel the income differences among the neighbors increase and the changes of several types of external activities don’t show a consistent pattern. All these empirical findings suggest that a complex relationship between gated community and residential segregation exists in urban China and the removal of work unit from the housing system affects people’s experience in gated community.  相似文献

Notwithstanding the burgeoning scholarship on enclave urbanism, urban gating has often been pigeonholed as an intra-urban development that is somewhat ‘epiphenomenal’ to wider global processes. Overlooked in the literature is how gated communities as globally-oriented spaces are intertwined with the transnational lifeworlds of its elite inhabitants. As key sites where transnational super-rich elites organize their consumption and reproduce their purportedly global lifestyle, gated communities are now emerging as a new ‘meta-geographical form’ that circulates in and around rapidly globalizing cities. Drawing on the case study of Sentosa Cove, an exclusive waterfront gated community in Singapore catering to ‘high net-worth’ residents, this paper critically examines how elite localities and transnationalism are being socially and spatially reproduced in the city-state. To this end, the paper makes a distinct contribution by bringing to bear critical transnationalism perspectives in the understanding of urban gating and the privileged geographies of the global super-rich.  相似文献

This paper explores gated community culture and development in the suburbs of North Durban in the KwaZulu-Natal province of South Africa. Using perspectives from the anthropology of space and place as a theoretical and methodological framework, ethnographic fieldwork in one community in this area explores the cultural reasoning behind the movement to a fortified suburban enclave in South Africa by problematizing why, in a newly democratic society based on an ethos of desegregation, do individuals feel the need to segregate themselves along class and racial lines in fortified developments in a fashion reminiscent of homeland demarcation during apartheid? And, is the movement to gated communities within post-apartheid South Africa solely a white cultural and class phenomenon? While these questions are necessary, and perhaps commonsensical in terms of the unique social history of South Africa, research also attempts to complicate these lines of inquiry to apprehend the cultural reasoning and lifestyles of gated community residents to move past racial and class stereotypes and delve into the complex culture of these environments and the different rationalizations that individuals work with to justify their surroundings.  相似文献

Since the mid-1970s, gated housing areas of the privileged have been spreading in Latin American cities. They have to be seen as a visible consequence of the deepening social disparities within Latin American societies and the resulting fragmentation of urban space. Condomínios fechados (Brazil) or barrios cerrados (Argentina) can be typified following different criteria, such as formation, location, size, fittings, construction typology, as well as social structure. Three groups of actors influence the process of their expansion: the real estate companies, for which the new form of living offers an attractive market segment, the target groups, whose increasing expectations regarding security and living comfort need to be met, and the public authorities, who have to find adequate responses concerning the further orientation of urban development. Based on case studies from Brazil, the paper will discuss the different phases of gated community expansion and the reasons why this is happening. Their internal structure and differentiation, as well as consequences for socio-spatial development and urban planning will also be dealt with.  相似文献

Motivated by theoretical arguments about ethnicity and economics and by historical research on urban black communities in the United States, this paper investigates the resilience of the early twentieth-century Black Metropolis. The study tests hypotheses about changes during the Great Depression (1930–1940) in the advantages of various cities as locations of black communities’ ethnic economies, analyzing Census data on blacks’ representation in occupations reflecting the Black Metropolis’s professional, entrepreneurial, and cultural media pursuits. There is mixed support for the hypothesis that the nationally dominant urban centers of New York, Chicago, and Philadelphia had the most resilient Black Metropolises, a finding that casts doubt on claims that black communities in such key places enjoyed exceptionally favorable locational advantages. Yet, the results support the hypothesis that northern cities were, overall, more resilient locations than southern cities, particularly for black professionals and entrepreneurs, affirming the argument that the urban North’s Black Metropolises were vital economic opportunity centers for these black communities’ upper- and middle-classes.  相似文献

Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

The growing research on gated communities has largely regarded them as isolated and isolating places, rather than considering residents’ relations with other spaces and communities. This paper seeks to examine these external contacts through exploring the ways in which gated communities establish relations with local political actors. This is done through an examination of two gated communities in Gokturk and Omerli, Istanbul, and an analysis of the differences between them. On the basis of semi-structured in-depth interviews with residents and locals, the paper demonstrates how gated communities engage with the outside world in contrasting ways. By focusing on the conflict between Islamist and secular people, the paper also argues that gated communities are active urban agents, establishing interdependent relations with local political actors which can change urban space and politics.  相似文献

In recent years, there has been heightened interest in creating more environmentally sustainable forms of urban development in China. Central in these greening initiatives has been increased attention on promoting public participation in community-based environmental activities. Focusing on China’s green community initiatives, we examine the production and effects of participation in a state-led development program. Our analysis considers how incentives for program organizers and participants are structured by broader political and economic imperatives facing Chinese cities. We also consider what influence China’s history of neighborhood-based mobilization campaigns had on the meanings and methods of participation in green communities. To understand how urban development processes and memories of mobilization influence participation at the local level, we present two examples of the community greening process from the city of Guangzhou, comparing policy outcomes between a new and older neighborhood. This article seeks to demonstrate that the participatory processes associated with such an urban environmental initiative cannot be adequately understood without reference to earlier participatory practices and broader policy priorities guiding development in Chinese cities.  相似文献

There have been many studies of the retail industry in recent years, and of the impact that retailing has had on the spatial arrangement of urban areas and on consumer behaviour. Little attention has been paid, however, to employment in retailing, which is disturbing in view of its growing importance and its rapidly changing nature and composition. This paper examines the nature of the broad structural changes within the industry, and investigates their spatial consequences through a case study of employment generation within a system of suburban retail centres in Canberra, Australia. It is shown that the evolution of suburban centres, particularly those of a regional variety, has had an important and enriching impact on the suburban labour market. The regional centres are also seen to be the focus of the major structural employment changes currently affecting the retail industry. Over the past 100 years, ethnic minorities and the poor have become increasingly concentrated and isolated in low-income urban neighborhoods. While the demographic changes in cities are well documented, the parallel history of urban retailing is less well known. Little research has been done on changes in urban food retailing, particularly as they concern the urban poor. As the residential character of urban neighborhoods changed during the 20th century, so did the amenities available in those neighborhoods. The low point for urban retailing was in the 1980s, when cities experienced a net loss of supermarkets even as, nationally, store openings exceeded closings. The trend toward fewer, bigger stores located outside cities has continued to the present. Some critics have referred to this disinclination of large chains to locate in cities as `supermarket redlining'. Changes in food availability are a key element in the changing social conditions of the urban poor and, as good nutrition is critical for good health, a contributing factor in the decline of urban health. This paper will examine changes in urban retail food availability, the impact these changes have had on the health status of the urban poor, strategies utilized by the urban poor to address inadequate access to quality food sources, and the role of supermarkets in distressed communities.  相似文献

The rapid development of cities in developing countries results in deteriorating of agricultural lands. The majority of these agricultural lands are converted to urban areas, which affects the ecosystems. In this research, an integrated model of Markov chain and cellular automata models was applied to simulate urban land use changes and to predict their spatial patterns in Tripoli metropolitan area, Libya. It is worth mentioning that there is not much research has been done about land use/cover change in Libyan cities. In this study, the performance of integrated CA–Markov model was assessed. Firstly, the Markov chain model was used to simulate and predict the land use change quantitatively; then, the CA model was applied to simulate the dynamic spatial patterns of changes explicitly. The urban land use change from 1984 to 2010 was modelled using the CA–Markov model for calibration to compute optimal transition rules and to predict future land use change. In validation process, the model was validated using Kappa index statistics which resulted in overall accuracy more than 85 %. Finally, based on transition rules and transition area matrix produced from calibration process, the future land use changes of 2020 and 2025 were predicted and mapped. The findings of this research showed reasonably good performance of employed model. The model results demonstrate that the study area is growing very rapidly especially in the recent decade. Furthermore, this rapid urban expansion results in remarkable continuous decrease of agriculture lands.  相似文献

In the past five years the numbers of enclosed neighbourhoods have significantly increased in South Africa. These are existing neighbourhoods that are closed off through gates and booms across the roads. Many of these neighbourhoods are fenced or walled off as well, with a limited number of controlled entrances/exits, manned by security guards in some cases. The roads within these neighbourhoods were previously, or still are public property and in most cases the local council is still responsible for public services to the community within the enclosed neighbourhoods. In this way public urban space is privatised, whether formally or informally. I will explore the distribution of enclosed neighbourhoods in South Africa on a national scale and within two metropolitan municipalities, viz., the cities of Johannesburg and Tshwane. Then I proceed to highlight the nature and impact of these neighbourhoods on the privatisation of public space and draw on a wide basis of empirical data obtained through a national survey and in-depth case studies. Finally I will conclude with examples of lessons learnt from South Africa and how these may relate to international experience and future research on gated communities.  相似文献

The transition from the Soviet to the post-Soviet period in and near Moscow manifested itself in increasing production of segregated space both in the urban core and suburban areas outside of the beltway to accommodate the preferences of the new Russian business and governmental elite. This paper focuses on the residential single-family housing inside old and new settlements, which are frequently gated. Approximately 260 of such suburban communities have been developed within 30 km of the beltway during the past few years, of which a majority have some form of exclusion mechanism in place, typically tall solid fences, gates, closed-circuit video surveillance and guarded entry checkpoints. The difference in exclusivity varies from the most exclusive older communities inside Moscow Serebryany Bor enclave and Rublevskoe highway mansions to less exclusive new developments along Novorizkhskoe and Dmitrovskoe highways. Despite high rates of construction, based on sociological surveys in 2003, only about 11% of Russia’s upper class claimed to live in such new “cottages,” with the rest owning condos and luxury apartments in the inner city or older detached homes in villages and small towns. Therefore, not all the needs have been accommodated and more development is certain to take place. The environmental impact of such developments is profound. Based on preliminary LANDSAT image analysis, almost 22% of suburban “green belt” forested land within 30 km zone has been converted to new construction from 1991 to 2001. New construction is now focusing on the remaining fragments of natural vegetation, which will likely lower air quality and water quality available for the city. Ironically, the new developments advertise themselves as “clean and green” with massive investments in unnatural landscaping (seeded lawns, exotic shrubs, river and lake shore “improvements”). Contemporary Australian society is highly urbanised. Therefore social differentiation in our cities largely subsumes the broader question of divisions within society generally. Australia has for long been portrayed as unusually egalitarian, with no entrenched class divisions. However, this image bears little resemblance to the actual distribution of wealth, privilege or power in today's affluent urban society. The privatization of urban space, as represented in the trend towards a wide variety of common interest developments and increasing prevalence of gated communities, is an international phenomenon. Recent research has not systematically explored the ways in which these types of developments are collectively re-shaping the public and private realms of the city at large. This empirical study of community areas in a Canadian city describes a number of historical private neighbourhood development trends and their convergence in space and time. Based on the empirical generalizations, a conceptual model is developed to illustrate how the trends may have combined to produce a new geography or ecology of space privatization within the city, one in which the older public city is being circumscribed and bounded by new territories of multi-tiered privatization.  相似文献

The aim of this article is to investigate regulations regarding housing and spatial planning to determine the extent to which these have influenced the development of gated housing in Poland since 1989. The focus is on how government policy with regard to spatial planning and housing, together with the law on property and ownership, influences the emergence and development of gated forms of housing in the country. Legal regulation documents concerning issues of housing and spatial planning between 1990 and 2013 have been studied. The article argues that the liberal policies and legal regulation in the country is resulting in a disregard for spatial planning and housing, but also the lack of integrated urban policies. Existing spatial plans are of a consultative nature and bear no regulatory capacity, at the same time as housing programmes and spatial planning in the country is strongly in favor of private investors and new construction. All these shortcomings have created a differentiated housing market, one in which housing developers maximize their profits by constructing gated housing complexes, combined with a tendency among those who have the means to move to newly built housing behind gates. The long period of developer-friendly policies and governmental support of purchasers of new construction, have resulted in increased popularity of gated communities in Poland and their spread to many Polish cities.  相似文献

Private residential neighbourhoods encircled by a wall or fence and cut off from the public by a remote-controlled or guarded gate are not entirely new in Bulgaria. Both ‘dacha’ and leisure settlements of the communist rulers existed in such enclosed developments on the outskirts of Sofia, in mountain resorts, and on the coast of the Black Sea until the end of the 1980s. After the political change in 1989, new types of walled settlements, similar to gated communities in the U.S., began to spring up in Bulgaria, a result of the dramatic and decisive changes in Bulgarian society that are still very much underway today. Seven gated communities, comprising 78 housing units and six projects that are not yet fully completed create an entirely new social context and a residential landscape in the Sofia metropolitan area, which may indicate future residential desires. Ivanyane, situated on the western periphery of Sofia, and Mountain View Village to the southeast, exemplify the two main types of gated communities which are either self-organized by residents or developer-organized. The reasons why these gated communities were built appear to be very similar to those in other places. It can be expected that the demand for this new type of residential living will continue to increase in Sofia’s urban periphery, but it would be unwise to assume that these developments will necessarily provide a positive context for building a new society. Latin American scholars have recently discussed the privatization of urban public space. A fundamental aspect of this process is the disintegration of communities because it often targets and affects a peculiarly Latin American kind of public space: the plaza. Plazas have traditionally functioned as cultural centres in Latin American cites. They are central meeting points for political groups, sites of civic expression and public resistance, as well as places to purchase relatively cheap goods and services. Plazas are, therefore, sites in which families, neighbours, and political organizations mingle, interact, and also challenge authority. This paper uses these sorts of insights on public space in Latin America to develop a conceptualization of the plaza as a community centre. However, the multiple practices and interactions that occur in these forms of public space have been disrupted by state-led strategies which seek to privatize and sanitize public space, thereby disrupting??or even destroying??the community centre. I use primary materials on Mexico City??s Historic centre and its plaza to explore the ways in which this specific type of urban public space has been affected physically and symbolically by a regeneration scheme known as the Programa de Rescate.  相似文献

Bolivia is a country with high levels of poverty and inequality among its peoples and regions. For the nation and its urban and rural areas, trends in the social and spatial distribution of poverty (and extreme poverty) are identified from 1976 to 2003 using UBN data with minor support where appropriate from poverty lines. The main survey between 1992 and 2001 uses composite and selected UBN to track detailed poverty change for the country’s nine departments, its ten largest cities and a selection of other smaller urban and rural municipalities. Because of rising background increases in population in the various surveyed administrative units, many instances of relative reductions in poverty are accompanied by rising absolute increases. Marked spatial variations in poverty and development in the country over the last several decades are identified as the main driver for the country’s quickening pace of rural–urban migration. As a result, the paper concludes by assessing two different but closely related views. One investigation tests the notion that because more poor people have been living in Bolivia’s cities than in its rural areas since the mid to late 1990s, rapid rural–urban migration has simply shifted the locus of poverty from the countryside to the cities in a process called, the ‘urbanisation of poverty.’ A second, more challenging, investigation assesses the view that the flow of poor rural people to the better serviced urban areas of Bolivia has actually acted to alleviate national poverty levels.  相似文献
