This paper uses a case study that explores the impacts of the ivory trade ban on elephant management in Namibia to illuminate the processes and complexities associated with the commodification and neoliberalisation of nature. The paper demonstrates that the ivory trade ban neither prevents the commodification of elephants, nor hampers the neoliberalisation of nature. By tracing Namibia’s experience associated with applying market based approaches to elephant conservation, this paper highlights that the ivory trade ban is only one obstacle among many which prevent the commodification of the ‘living’ elephant. Analysing Namibia’s experiences alongside the wider debates informing elephant conservation reveals that actors of preservation and sustainable utilisation produce elephants. In particular, during the events leading up to the 1989 ivory trade ban, advocates of preservation produced a very lucrative representation of the elephant that relies on market mechanisms. This image has become a powerful commodity that competes with parts of the biophysical elephant (particularly its ivory) and therefore creates new and contesting ways in which elephants can be commodified.  相似文献

As both a lucrative timber commodity and endangered species, rosewood ties the forests of Madagascar to the far ends of the globe. While the United States and Europe fund rosewood conservation, logging exports to China fuel a growing demand for classical furniture dating back to the Ming Dynasty. Conflicting demands for rosewood are often portrayed in terms of an East-West tension. Indeed, accounts of many global conservation resources, including ivory, rhino horn, tiger parts, and shark fin, fit this portrayal. In breaking with these accounts, I analyze global demands for rosewood in terms of two overlapping conservation and commodity assemblages. Both global assemblages have reterritorialized the forest of northeastern Madagascar. Via NGO offices in the United States, the conservation assemblage delineates vast tracts of forest for protection and identifies the communities that are to be its managers. Via rosewood importers in China, the commodity assemblage drives thousands of loggers into these protected forests in search of rosewood. Yet, rather than representing irreconcilable vantages, these global assemblages demonstrate a fundamental congruence. Both conservation and commodity assemblages blur global rationalities with situated cultural elements, creating the illusion of either a universal science uncorrupted by culture, or a cultural eminence uncorrupted by capitalism. Analyzing rosewood in terms of assemblage reveals not the stark contrast of an increasingly bifurcating global order, but rather an emergent space of global connectivity that complicates binary understandings of East and West, while simultaneously speaking to the reality of these geopolitical imaginaries.  相似文献

In this article, the evolving forms of biodiversity politics are examined in the light of regulation theory and in the tradition of materialistic state theory (Gramsci, Poulantzas, etc.). Biodiversity politics is not so much oriented toward the conservation of biodiversity as towards the creation of a stable political-institutional framework for its commercialization. In this contested and contradictory process, the nation state plays a crucial role. After a few remarks on the theoretical assumptions, some basic elements of the international regulation system of genetic resources are presented. The main topics of international biodiversity politics beside conservation are: access to biodiversity and its genetic resources, benefit sharing from its use and intellectual property rights. A major problem of this system is the relationship between varying negotiation processes in different fora. Another closely connected problem is the contradictory relationship between different regulatory levels at different spatial scales (international, regional, local). These contradictions are analyzed for the case of Mexico. Central issues of Mexican biodiversity politics, and the different actors, forces and interests are outlined and discussed against our initial theoretical reflections. Bioprospecting projects in the south of Mexico have raised questions of legal and legitimate forms of access, which have generated growing concern and significant disputes within Mexico. Finally, some conclusions are drawn, binding together the theoretical with the empirical results of our study.  相似文献

Communities of practice play an important role in innovation processes. It is, however, still unclear what their particular function is. In this article the authors seek first to develop further systematic differentiations between different types of knowing in practice to provide the conceptual ground for studying the influences of knowing in practice on innovation in a comparative way. Therefore, existing inductive approaches are complemented with deductive elements that highlight different impulses of reflexivity (push vs. pull) and different internal logics of reflexivity (rationalist vs. aesthetic). Second, in this article the authors introduce a dynamic approach which focuses on core ideas of innovation processes from a spatial perspective. In such a dynamic view types of knowing in practice have an impact as sources and resources of innovation. As sources of innovation they form a particular locus in which novel ideas emerge and subsequently take particular trajectories. As resources of innovation they intervene at subsequent stages of the process and propel further the translation process of a novel idea becoming eventually a valuable and practicable solution.  相似文献

This introduction to the themed issue discusses the articulation of protected areas, conservation, and security in issue contributions. Protected areas are presented as localized sites to address global crises, such as anthropogenic climate change and the “war on terror.” When they are sites for securitization and militarization, protected areas articulate state and subject formations through violence. As threat discourses have amplified in recent years, communities once deemed putative eco-destroyers have been interpellated as potential threats in wars on drugs and/or terror. The themed issue reveals that reframing environmental crime as organized crime has significant implications for expanding claims of what counts as legitimate use of force in protected areas policing, as well as potential prosecutions. It is apparent that security for one group may hinge on the insecurity of another group at different historical and political moments. In this special issue we challenge conservation actors as well as those critical of conservation to ask: for whom does conservation provide security, under what circumstances, and at what cost?  相似文献

In Malaysia, second largest palm oil producer worldwide, logging companies, palm oil corporations, and even responsible citizens can now compensate their biodiversity impacts by purchasing Biodiversity Conservation Certificates in an emerging new biodiversity market: the Malua BioBank. Biodiversity markets are part of a wider trend of marketisation and neoliberalisation of biodiversity governance; introduced and promoted as (technical) win–win solutions to counter biodiversity loss and enable sustainable development. The existing neoliberalisation and nature literature has tended to analyse these processes as consequences of an inherent drive of capital to expand accumulation and submit ever more areas of nature to the neoliberal market logic.In contrast, I aim (a) to problematise the agency and the “work” behind marketisation of biodiversity, challenging the story of (corporate-driven) neoliberalisation as the realisation of an inherent market-logic (based on the a false conceptual state–market divide, often prevalent even in activist academic circles working on neoliberalisation of nature) and to see the state not only as regulator, but driving force behind, and part of “the market”; (b) to question the myth of neoliberalisation as state losing control to the market and to show how the state is using the biodiversity market as mode of governing; re-gaining control over its forests and its conservation policy; and (c) to demonstrate empirically the distinction between neoliberal ideology and practice, and to show that marketisation was based on pragmatic decisions, not ideology-driven political action. Conservation practitioners have scrutinized the credibility and effectiveness of community-based natural resource management, noting its romantic misconceptions about communities and their capacities. Early approaches failed to acknowledge the heterogeneity of collective agents, the synergy between decentralization and neoliberalism, or the need to affirm rural peoples’ entitlements to resources. A Maori community’s attempt to restore Lake Whakaki on New Zealand’s east coast confirms many of these critiques. The restoration confronts institutional ambivalence, obstructive forces from beyond the zone of Maori influence and non-correspondence between community and catchment dynamics. Fulfilment of the project requires exogenous resources and authority, but state conservation agencies are ambivalent towards local demands for self-determined development. Nonetheless, an uncommon degree of agency which is grounded within community aspirations for sovereignty suggests that the motivational characteristics of community retain their importance in debates about integrated conservation and development.  相似文献

土壤退化已成为严重的全球性环境问题之一,全球共有20亿hm 2的土壤资源受到土壤退化的影响,即全球农田、草场、森林与林地总面积大约22%的土壤发生了不同程度的退化。土壤侵蚀、化学退化、物理退化是全球范围内最主要的退化形式。土壤退化是人类活动诱导和加速的一种自然过程,其中最主要的人为驱动因素为农业土壤不适当的利用与管理、森林破坏以及过度放牧等。土壤退化的直接后果是导致土壤生产力的大幅度下降,在过去50年中,由于土壤退化而导致的全球农业产量下降幅度为11.9%~13.4%。此外,土壤退化还造成如河流与湖泊淤积、土壤有机碳储量变化、特殊生境消失以及生物多样性减少等其它环境与生态问题,对人类的生存与可持续发展形成极大威胁。因此,为了确保粮食安全与维护生态环境健康,全球在不同尺度、不同水平上防治土壤退化、修复与重建退化土壤,切实有效地实施土壤资源可持续利用战略已经成为公众关注的重要议题。  相似文献

In the current environment of austerity, social justice concerns are increasingly permeating the food security agenda. However, there is a need to clarify what it means to create socially just food systems conceptually and practically. To address this gap, this paper proposes an analytical framework to embed a more complex conceptualisation of justice in food security debates that also serves as a bridging device across competing narratives. This framework is mobilised to analyse the framing process of the UK media, which plays a key role in developing narratives that provide audiences with schemas for interpreting events. Results show the emergence of eleven frames which highlight different solutions to deliver food security. The application of the justice analytical framework evidences the contingent relationship between food security and justice claims and discusses how these food security frames address differently what counts as a matter of justice (including economic, socio-cultural and political dimensions) and who counts as a subject of justice, tackling issues around delimitation of scales and sites of justice. The analysis reveals polarised positions between whether the sites subject to justice should be individuals or structures and uncovers how political and global elements of justice are largely by-passed in food security debates. These conceptualisations of justice and associated policy recommendations neglect the potential for people to participate fully in the conditions and decisions that give rise to particular distributions of goods and bads in the first place; limiting the construction of shared responsibilities to deliver global and participative food justices.  相似文献

Several international initiatives, including the World Economic Forum (WEF), aim to constitute biodiversity loss as a material risk to the ‘bottom line’ calculations of investors and insurers. The WEF claims that while no sector ‘escapes untouched by some form of biodiversity risk’, such risks can be transformed into opportunities, and ideally, profit. I trace the key actors, reports, and methodologies producing ‘biodiversity loss as risk’, and outline some of the challenges, paradoxes and implications of this transformation. In particular, I show how biodiversity loss is a difficult to transform into an individuated risk that can cause firms to act otherwise. However, new calculative devices are emerging to help individuate and calculate biodiversity risks for firms. In this paper I focus on two of such devices, the Integrated Biodiversity Assessment Tool (IBAT) and the Corporate Ecosystem Service Review (CESR). Both tools aim to render biodiversity loss legible in the language and metrics of financial risk. These tools devised to produce biodiversity risk, I argue, have effects. They are changing the way that conservation knowledge is produced, producing new spaces for investment and disinvestment, and are also re-defining the very subject of conservation.  相似文献

During the past two decades biodiversity conservation has become the major focus of international interventions by donor organizations and nongovernment organizations (NGOs) working in Madagascar. Despite these efforts, biodiversity losses continue unabated and the conservation activities undertaken to date appear ineffective. This paper summarizes the findings of a research study conducted on the central highlands of Madagascar that sought to examine possible reasons for the continued erosion of biodiversity in the country. A political ecology research framework is used to identify different social actor groups vying for access to natural resources and the extent to which their actions influence biodiversity on the island. The application of this framework reveals three major findings: (1) the existence of tensions between groups of social actors vying for access to and use of natural resources; (2) the characteristics and role of power differs greatly by actor group and it is the maldistribution of power, and its manifestations of use, that have detrimental effects on regional biodiversity; and (3) there are numerous aspects of the `conventional wisdom' that have permeated the thinking of staff from extralocal actor groups (especially NGOs, donors, and government agencies) and are largely false. Such `wisdom,' perpetrated by discourse and media, lacks understanding of local livelihood patters and local needs. However, endowed with political power and financial influence, this wisdom dominates local knowledge and ultimately leads to the conception and realization of conservation projects that fail to achieve their stated objectives. The behaviors of all of the actors in this situation perpetuate the status quo, including current patterns of biodiversity elimination.  相似文献

In a time of biodiversity loss, conservation management literature in Cape Town focuses on biodiversity preservation and top-down management responses. Contributing a more nuanced and politicised understanding of conservation management, this paper examines the challenges of everyday nature conservation and collaboration that occurs nearby Cape Town’s persistently racially-segregated and historically neglected townships. The analysis is based on in-depth interviews with on-ground nature conservators and participant observations in collaborative conservation arrangements with local township residents. Examining the literature on Cape Town’s colonial and apartheid conservation histories, I also consider how manifest through the identified everyday challenges are persistent colonial legacies—including deeply racialised relations, exclusionary conservation practices, and a focus on biodiversity conservation to the neglect of community needs. However, on-ground relations and everyday practices also reveal significant contestations to and transformations away from colonising legacies. The analysis contributes towards a discussion of what it means to be a ‘postcolonial’ nature conservator in Cape Town.  相似文献

South Africa is unique in that its globally significant biodiversity, which is under significant threat, coexists with an apartheid history of dispossession that produced a starkly unequal land ownership pattern and widespread rural poverty. It is in this context that the post-apartheid government must fulfil constitutional and international obligations to safeguard environmental assets as well as undertake land reform benefiting the previously dispossessed. Consequently, there is a continuous challenge of reconciling complex and often conflicting relationships between poverty, inequitable access to resources, and the protection of biodiversity. Current efforts to conserve the Cape Floral Kingdom emphasize partnerships between private landowners and existing nature reserves to promote sustainable utilisation of biodiversity. This paper presents a case study exploring how this approach might be reconciled with land rights and opportunities for land-based livelihoods among farm dwellers in the Baviaanskloof area of the Eastern Cape. The paper identifies systemic and structural tensions in current attempts to reconcile biodiversity conservation and farm dwellers’ interests, and documents issues of process and principle that could become important in the future. In doing so, it highlights the influence of on-farm power relations and overly complex institutional arrangements in determining the real extent of participation by affected farm dwellers and the efficacy of social safeguard policies. Findings also caution against an over-reliance on ecotourism as the major occupation and the paper argues instead for support for multiple livelihood strategies.  相似文献

For nearly two decades, participatory conservation projects in Madagascar have failed to gain the backing of rural populations. I believe that the concept of participation as it is currently theorized and practiced by conservationists in Madagascar lies at the heart of the problem. It is essential, therefore that the notion of participation be unpacked, an egalitarian framework for the notion be formulated and the theoretical and methodological infrastructure needed to enable effective conservation praxis reconstructed. Toward this end, this paper considers two general theories of democratic political action: a Habermasian-inspired conception of deliberative democracy and Jacques Rancière’s post-structuralist account of dissensus politics. I argue that by tacking between the results of a critique of the notions of normative legitimacy and political efficacy in the deliberative model and Rancière’s politics of radical equality, users and managers of natural resources in Madagascar and elsewhere will have a set of conceptual tools toward reconstructing a more powerful, transformative participatory conservation. Ethnographic data collected from the Ifanadiana/Ranomafana region of southeastern Madagascar helps illuminate the argument.  相似文献

This article provides a new way of analyzing and defining contemporary bioprospecting under emerging frameworks of neoliberal conservation. I document how bioprospecting has changed over time on the island-nation of Madagascar due to shifts in environmental governance. The most significant change includes efforts to speed up and industrialize the production of new drugs derived from nature. This has been accomplished through the switching over to rational collection strategies that employ new geo-referencing technologies, global networks of herbarium archives, and high-technology rapid screening methods. Results show that nature is re-constituted, traditional knowledge is rendered inefficient, and labour is mechanized within sites of production. This study demonstrates how changes in bioprospecting alter the way Malagasy scientists and local resource users participate in the practice and diminish their decision making power over natural resources. These developments, in turn, cause some Malagasy scientists, researchers and administrators to question their participation in bioprospecting projects and reveal that current natural resource policies of extraction, commercialization and benefit-sharing face many challenges.  相似文献

In this paper, I advance debates that argue that we need to reconceptualise global work from a mobilities perspective by looking how the representation of movement connects with the experience of movement. By looking at the imaginative geographies of Singapore for the British corporate expatriate, I explore how the qualitative representation of place is changing within managerial discourses from a hardship to an opportunity. In doing so, the paper argues that we need to combine understandings of the global economic flows that move some transnational migrants with their everyday lived experiences in order to explore what qualitatively makes work global. This allows us to highlight the multiplicity of ways in which transnational migrants can be understood rather than trying to impose singularity.  相似文献
