The article addresses international campaigning for labour rights and global labour networking against illegitimate labour practices of global corporations. Theoretically, the article offers an analytical framework to explain and strategise labour empowerment and disempowerment in Global Production Networks. The problem is approached by reviewing how the issue of labour agency is addressed in literature about Global Value Chains, Global Production Networks and Labour Geography. Given the limited progress in theorising cross-border labour agency, two new approaches within the industrial relations research tradition – Strategic Union Corporate Analysis and Strategic Choice Framework – are linked to economic geography perspectives, with a view to offering a more integrated Global Labour Network (GLN) approach. The framework is then applied to analyse and explain the outcome and impact of a Danish–Malaysian campaign in support of a worker collective in a Danish controlled joint venture in Malaysia struggling for union recognition and collective bargaining agreement. The article concludes that the GLN approach integrates the achievements of the labour agency literatures by focusing on explaining changes in strategic labour power from the dynamic interface of strategic opportunities and labour capacity. Moreover, it is argued that semi-comprehensive international campaigns of labour NGOs may add critical but insufficient support to labour agency in developing countries with highly legalistic and politically infused industrial relations systems. Finally, international labour NGO networks will not be sustainable if they are not integrated with and supported by national and global union networks that match the power of global corporate networks.  相似文献

Labouring geography: Negotiating scales, strategies and future directions   总被引:2,自引:0,他引:2  
In our editorial introduction to this themed issue on labour geography, we outline some important on-going debates in the relatively young field of labour geography and suggest future directions for research. First, there is the key question of labour as an active agent in the production of economic landscapes. The agency of labour will likely remain a defining feature of labour geography, but perhaps it is not as important to construct theoretical analytical boundaries as it is to define labour geography as a political project. Second, debates continue surrounding the production of scale and the multiscalarity of organized labour. Third, labour geographers have yet to engage in any sustained fashion with unpacking the complex identities of workers and the way in which those identities simultaneously are shaped by and shape the economic and cultural landscape. Fourth, there is some debate on the costs and benefits of a ‘normative’ labour geography which emphasizes what workers and their organizations ‘could’ or even ‘should’ do. Lastly, we challenge the assumption that labour geographers have not yet asserted themselves as activists in their own right. We conclude the editorial by introducing the articles included in the issue. While these articles may not address every gap in the literature, they do contribute in significant ways to move the labour geography project forward.  相似文献

The governance of labour in global production networks (GPNs) has become a critical area of concern amongst academics and policymakers alike. To date, GPN research has focused on the role of private company codes and multi-stakeholder ethical initiatives primarily driven by lead-firms. Other GPN studies highlight the critical role of civil society organisations (CSOs) in challenging lead-firm purchasing practices and shaping regulatory outcomes at local production sites. However, GPN research has not sufficiently incorporated the role of nation states in regulating work through legislative frameworks and enforcement regimes, often referred to in the literature as ‘state’ or ‘public’ governance. This is despite a ‘regulatory renaissance’ taking place across certain developing countries, seeking to strengthen their national regulatory labour institutions (Piore and Schrank, 2008:1).The GPN framework provides an analytical lens through which to conceptualise cross-cutting strands of trans-scalar governance regimes, involving complex networks of state, private and civil society actors operating at multiple scales. Notions of territorial and societal embeddedness are used to elucidate how global ethical standards derived from particular country contexts become enmeshed in national regulatory frameworks and local societal relations, shaping governance outcomes for precarious workers incorporated into GPNs. The paper draws attention to the ‘trans-scalar embeddedness’ of labour governance regimes which interact across geographical scales and, in the case of South African fruit, reflect a ‘trans-scalar governance deficit’ for precarious workers. It is argued that the influence of national regulatory regimes should be more fully incorporated into analytical frameworks for understanding governance outcomes in GPNs.  相似文献

This paper explores the impact that a new type of pineapple, and subsequent changing consumer preferences in the Global North, has had on the livelihoods of pineapple growers in Ghana. The paper starts by tracing how research and development in Costa Rica by the world’s largest producers of pineapple, Del Monte and Dole, have resulted in a new variety MD2. This new pineapple type has been marketed in the EU through campaigns carried out by plantation companies via supermarkets. Consumer preferences have subsequently switched to MD2 away from the varieties which previously dominated the market, including the Ghanaian grown Smooth Cayenne. Ghanaian smallholders have experienced a dramatic drop in the demand for Smooth Cayenne and are unable to switch to growing MD2. The Ghanaian pineapple sector is consequently being restructured with large-scale pineapple farms, principally run by transnational companies, growing large quantities of MD2 for export. Through a detailed empirical study of the changing livelihoods of pineapple growers in two settlements in Ghana, we show how smallholders have been affected in differing ways as transnational companies have increasingly entered the market. Recent attempts to incorporate smallholders as producers of niche pineapple products are discussed. The paper illustrates the mutual benefits of linking global value chain analysis with livelihood analysis.  相似文献

This article contributes to contemporary debates over the resourcefulness and entrepreneurialism of young people in the Global South by exploring the relationship between development and the migration of male youth within the football industry. Drawing on fieldwork in Accra, the paper reveals how young Ghanaians attempt to enact development as freedom through spatial mobility. Significantly, this is coupled with an awareness that their desired spatial mobility is difficult to attain, thereby inducing a sense of involuntary immobility. For some male youth, the solution to this predicament is to invest in their sporting bodily capital and become Foucauldian ‘entrepreneurs of self’ in the form of a professional footballer. Meanwhile for others, the solution to prevailing economic pressures is to embrace financial risk by becoming entrepreneurs in the form of football club owners, and attempting to profit from the movement of players. The interests of these two sets of entrepreneurs coalesce around the fact that the mobility of footballers is crucial to generating a return on their respective investments. It is argued that the construction of young Ghanaians as responsible for their future life chances, and the growing dissonance between aspirations and the ability to migrate, is a key reason why youth are trying to migrate through football. Problematically, this can foster conditions favourable for irregular migration.  相似文献

Although the number of directions which geographical research on transport is taking has recently increased, the extent to which transport geography capitalises on theoretical advancements made in other sub-disciplines of human geography is still fairly limited. This especially pertains to economic geography which, in contrast to the predominantly positivist and quantitative transport geography, has developed over the last few decades a more post-positivist and qualitative profile. By means of focusing on passenger air transport – one of the most neglected industries in economic geography – this paper aims to help bridge this gap. Three under-researched aspects of air transport are identified and a combination of two economic-geographical approaches – global production networks (GPN) and evolutionary economic geography (EEG) – is advocated as a useful conceptual basis for further, more qualitative and more critical research on this dynamic sector. The paper argues that GPN and EEG would help research on air transport to: (1) employ network thinking beyond the infrastructural understanding of networks of air connections and thus better explain the multi-actor nature of the aviation sector, (2) complement the research on supra-national and national regulatory frameworks with more attention to the array of sub-national environments that shape the aviation industry ‘from below’, and (3) explore how the relations between aviation and economic development are moulded by different place-specific institutional factors. To lay foundations under further research the paper conceptualises the aviation industry as a global production network and uses the example of Polish passenger air transport to highlight the paper’s key empirical implications.  相似文献

Geographers and oral historians continue to have much to learn from each other. The subfield of labour geography in particular can enrich its understanding of workers’ lived experiences, both in employment and beyond the workplace, through greater use of interpretative, collaborative oral history methodologies. Attentive to the temporal specificity and inter-subjectivity of people’s narratives, oral history reveals how workers’ moral geographies emerge and change. This article documents the spatio-temporalities and institutions of food sector employment in Peterborough, England, a city-region from which urban-based workers are bussed out daily to rural jobs. The analysis draws on four extended case studies of people who migrated to the UK and worked in the sector in the 2000s, building on recent research that has highlighted harsh employment conditions in the food production, packing and processing sector. It complements this work by viewing narrative itself as an agentic act and listening to how research participants crafted their life stories. These stories revealed diverse, complex and context-specific moral geographies, with participants variously placing value on small acts of rebellion or refusal, dignity and the time to speak with others at work. The article advocates greater engagement by labour geographers with the subjective experiences of workers, and with individual as well as collective agency.  相似文献

In this paper we review the implications of neoclassical economic framings within the interdisciplinary field of land-change science. We argue that current pressing global environmental problems, such as land grabs, loss of critical carbon sinks and the increasing importance of corporate actors in land-use decision-making, necessitate a reconsideration of neoclassical conceptualizations of what the economy is, who economic actors are and how they make decisions, and how environment–economy linkages operate in a globalized world. We argue that concepts from economic geography can help land change science move beyond neoclassical framings. The first concept is that the economic (including markets, commodities, and rational decision-makers) is neither separate nor universal, but is historical and socially embedded. The second is to use these notions to understand the spatial organization of economic activity. The framework of global production networks, in particular, will help land change scientists conceptualize and represent teleconnections. Using economic geography to move beyond neoclassical economic framings will bring a fresh approach to economic change that holds much promise for invigorating land change science.  相似文献

Labour geography aims to explore aspects of workers’ agency that have not yet been at the centre of research, this includes: the links between working-class politics and local communities, the interdependence of global economic networks and working-class activities, and the spatial dimension of workers’ organisations. Although these aspects are relevant for the dynamics of mass strikes, an analysis of mass strikes has been largely absent from debates in labour geography. Rosa Luxemburg’s seminal analysis of strikes in Russia demonstrated the rapid spatial expansion of these movements without any central organisation. Similar phenomena have occurred in recent mass strikes in the emerging economies. This text shows how mass strikes in Brazil, India and South Africa can be investigated through a labour geography lens and calls for a renewed debate on how a ‘strike wave’ is defined or understood.  相似文献

This article provides a new way of analyzing and defining contemporary bioprospecting under emerging frameworks of neoliberal conservation. I document how bioprospecting has changed over time on the island-nation of Madagascar due to shifts in environmental governance. The most significant change includes efforts to speed up and industrialize the production of new drugs derived from nature. This has been accomplished through the switching over to rational collection strategies that employ new geo-referencing technologies, global networks of herbarium archives, and high-technology rapid screening methods. Results show that nature is re-constituted, traditional knowledge is rendered inefficient, and labour is mechanized within sites of production. This study demonstrates how changes in bioprospecting alter the way Malagasy scientists and local resource users participate in the practice and diminish their decision making power over natural resources. These developments, in turn, cause some Malagasy scientists, researchers and administrators to question their participation in bioprospecting projects and reveal that current natural resource policies of extraction, commercialization and benefit-sharing face many challenges.  相似文献

The study of marine export production is helpful to trace the changes of oceanic and global carbon reservoirs. Dust input is an important factor inspiring marine export production. Measurements of carbonate, Opal, TOC and Corg/N were performed on Core SO202-37-2, which was retrieved from Hess Rise, central North Pacific during the German SO202-INOPEX Expedition, for reconstructing variations of the local export production and dust input. The core age model is constructed via morphologically correlating its foraminifer oxygen isotope record with those of Core H3571 and the LR04 stack. XRF-Ti/Ca can be used as a proxy for dust input and its distribution pattern is consistent with that of Opal content, possibly indicating that dust input may have affected the local export production, i.e. the local export production increased (decreased) with enhancing (declining) dust input during interglacial (glacial) periods. Fluctuations in dust input might be due to southward/northward migration of the Westerly Jet over the dust source regions during interglacial and glacial periods. Although global dust output increased during glacial periods, meridional migration of the Westerly Jet in this area made the distribution pattern of the dust deposition in the study area different from that of other areas.  相似文献

Labour geography foregrounds the role of workers in shaping geographies of work by paying attention to the larger actions of labour in response to the capital and state. It however pays less attention to the everyday geographies of labour and the complexities of the ‘social being’ in trying to understand workers motivations and responses. This review argues for labour geography to look beyond the factory gates to understand the nuanced politics of labour as relations get ‘reworked’ within a patriarchal-capitalist society. It argues for paying close attention to the life stories and experiences of workers, to create linkages between lives as waged workers in a formal workspace with the informal nature of work-life outside, without losing sight of the larger struggles of labour and global processes, to develop a more grounded understanding of worker’s agency and actions.  相似文献

The paper examines the construction of the political as a space of contestation in Sri Lanka. Empirically, the article draws on two different field projects, one locating in a Sinhala village in the south of the country in the early 1980s, the other in a Muslim town in the East in the late 2000s. The case studies concentrate on the relationship between religion and politics, and specifically the way in which religion – Buddhism, Islam – is presented as a privileged space for expressions of community, unsullied by the agonistic consequences of the political. The paper at once draws on, and critiques, certain strands of radical democracy theory which have been widely discussed in recent political geography.  相似文献

This paper demonstrates how the global commodity chain approach has mutated from a critical tool for studying the production of inequality in the global economy to an instrument of development policy that extends the frontiers of marketization to so-called “peripheries” in the Global South. Taking an outgrower scheme for the global production of organic mangoes in northern Ghana as point of departure, and situating this case study within the broader context of market experiments in the Ghanaian agricultural sector, it develops an account of global capitalism as a diverse, heterogeneous and messy arrangement of local borderlands. As a zone of inclusive exclusion these borderlands are brought into being by an economic discourse which separates the inside of the capitalist world from its supposed outside. The so-called integration of smallholders into global markets relies on exclusionary representations and the forging of new associations. First, economic practices in northern Ghana are portrayed by economists as defective and in doing so determine what lies outside the market. Second, within this “outside” – on which the “inside” actually depends – global capitalism mediated through the market models and rhetoric of international development organizations now literally touches the ground in specific geographical settings. Hence Frontier regions as represented by our case study bear the paradoxical character of the work of economics and are an instructive example for the performative power of economic theories. Marketization is revealed as a complex and socio-technically entangled process full of hidden prerequisites and unforeseen consequences that open up new social spaces of multiple ontological reconfigurations.  相似文献

Toronto’s quest to host the Summer Olympic Games has dominated both contemporary planning discourse and practice. For some, the pursuit of the games embodies Toronto’s transformation into a ‘competitive’ global city. Relatively unexplored in this discourse are the contradictory roles that labour plays in contemporary urban development. I argue that the new labour geography can provide some interesting insights into such processes. Specifically, labour geographers have given workers with divergent interests greater agency in shaping economic landscapes and have noted the multi-scalar organisation of labour. The paper looks at the contradictory and conflicting positions held by different labour unions in Toronto toward the city’s bid to host the 2008 Olympics. The case study suggests that labour is an active agent in processes shaping contemporary Toronto and support the bid for complex reasons ranging from the promise of jobs to potential future organising opportunities.  相似文献

An examination of the relationship between large organizations and local labour markets which draws attention to the role of the extended internal labour market (EILM). This paper explores recruitment strategies in the local labour market amongst 52 major employers in the metal sectors in the Sheffield local labour market. It shows how dependence on the external labour market rather than the internal labour market varies with the different occupations recruited within the local area and that, in some occupations, the EILM plays an important role. Where recruitment difficulties are experienced there are a variety of responses, all of which have particular implications for the amount and type of labour sought from the external labour market. The paper concludes by arguing for a greater emphasis on the recruitment strategies of larger firms in employer surveys to provide new insights into the operation of local labour markets and, in particular, the operation of the EILM.  相似文献

This article follows the industry employment histories of all individuals who at some point have been affiliated with the declining German or the dismantling Swedish shipbuilding industry during 1970–2000. We analyse the situation of the individual workers leaving shipbuilding, investigating the extent to which they were employed at all, tended to move to related sectors within or outside the region, and whether such moves were beneficial for the individuals. Combining insights from labour geography and redundancy studies with evolutionary economic geography, we find remarkably similar results for the West German and Swedish cases. Our findings indicate a notable impact of the regional industry structure on the labour market outcomes for workers leaving shipbuilding. This suggests that more attention should be devoted to the specific structures of the absorptive capacity of regional labour markets. The findings are discussed within the context of a mature industry.  相似文献

For more than a decade, labor geography has stressed the importance of ‘giving primacy’ to workers in the analysis of global economic restructuring. However, the majority of contributions have focused on organized workers, leaving the issue of individual labor agency much in the dark. The aim of this article is to shed light on the agency of individual workers involved in rapid industrialization processes. In this endeavor we draw inspiration from recent contributions that have integrated Cindi Katz’s threefold categorization of agency as reworking, resilience and resistance. In combination with this categorization, we apply a distinction between workers’ intentions to enter the industrial labor market and the consequences of doing so (i.e. the outcomes of their engagement). The discrepancy between intentions and outcomes is indicative of labor agency and points to the structural constraints that condition the labor market. The empirical part of the article draws on interviews with local and migrant first-generation workers in two settlements located next to an industrial zone in Can Tho Province in the Mekong River Delta Region of Vietnam. It is suggested that the alternating practices of reworking and resilience can be conceptualized as transformative trajectories - workers’ situated knowledge and practices evolve and change over time and is conditioned by the specific labor market contexts through which the individual moves.  相似文献

海洋生物泵及其与碳循环关键生物地球化学研究是当今全球变化研究的前沿课题。边缘海是全球海洋的重要组分,在生态系统的物质循环、能量流动和气候调节中起着十分重要的调控作用,同时也是海洋生态系统和生物地球化学过程相互作用研究的热点和难点区域。针对"边缘海浮游生物群落结构如何调控生物泵效率"这一科学命题,归纳分析了浮游生态系统主要生物组分及其在碳循环和生物泵(颗粒有机碳输出)过程中的作用,总结了当前国内外相关研究进展和存在的问题。目前大多数的研究思路是将整个浮游生态系统看成黑箱模式,关注该生态系统某些方面的动态与生物泵效率的关系。最新研究表明,浮游生态系统对生物泵的调控并不是简单的线性关系,该系统内不同营养级间的碳流与颗粒有机碳输出的相关过程非常复杂。简单地利用浮游生物不同类群(含营养级)生物量和生产力等指标来阐明浮游生态系统结构和生物泵效率的耦合机制非常困难。针对当今存在的问题,提出从整个浮游生态系统入手,在研究生态系统群落组成和生物量(即各类群颗粒有机碳储库)的基础上,更加关注有机碳在不同营养级之间的转换过程及其速率,期望阐明影响生物泵效率的关键生物地球化学过程和机制,同时构建不同浮游生态系统的碳流传递过程和颗粒有机碳的输出模式,从而最终揭示浮游生物群落结构调控生物泵效率的问题。  相似文献
