Integrated Coastal Zone Management (ICZM) is widely advocated at all levels of governance as a means of delivering sustainable development in coastal areas. This paper explores the status and characteristics of various forms of ICZM at the local level given that it is at this level that most ICZM activity currently takes place. In this context, local level ICZM includes agency-led initiatives, local pilot projects and bottom-up approaches. Providing empirical evidence about the relative strengths and weaknesses of these various models for local delivery, this paper presents an overview, critique of and lessons learned from approaches in Ireland, where there is no over-arching national coastal management policy to provide any steer for management. The potential for local government involvement in these approaches is emphasised, particularly in bottom-up and local projects which foster strengthened management capacity within local government with limited resource implications. Whilst the paper highlights difficult jurisdictional issues in the Irish context, the potential for improved coastal management, through continued local government involvement in ICZM networks and local projects, as well as through the implementation of the European Integrated Maritime Policy and Marine Strategy Framework Directive, is outlined.  相似文献

This paper reviews the principal marine and coastal policy changes in England since 1999. The key changes identified are the establishment of a strategic national marine and coastal policy direction, new marine legislation and institutions, the emergence of a marine planning framework, the consolidation of Integrated Coastal Zone Management approaches to coastal governance, the establishment of a Marine Protected Area network, and the decline of coastal partnerships. The European Union, UK National Government, and devolved administrations are identified as key influences on the governance evolution and their relative contributions are discussed. It is concluded that the English marine and coastal governance context has evolved significantly since 1999 and that the new framework, if implemented successfully, represents a genuine step towards an integrated governance framework for England's coasts and seas.  相似文献

Biological diversity, or biodiversity, is high on the international agenda for nature conservation. Marine and coastal ecosystems account for an important share of the biological diversity on Earth. As a consequence many international conventions, European legislation and national laws refer to marine biodiversity. The protection of marine biodiversity is a complex legal issue as it requires consideration of geographic (between land and sea), political (between conservation and exploitation), and economic (between fisheries, tourism, intellectual property and many other sectors) factors. Like Matryoshka dolls, marine biodiversity is a heterogeneous notion difficult to address as one discrete area in the development of policy agendas or juridical frameworks. In the past decade, the EU has been very active in Promoting Integrated Coastal Zone Management and in developing a framework for an Integrated Maritime Policy. This article reviews the status of marine biodiversity in the policy and legal initiatives of the European Union, a challenging issue to both the objectives of conservation and to the concept of integration.  相似文献

To describe marine recreational fisheries, their socio-economic importance and interactions with other fisheries and the environment, it is necessary to define what is meant by recreational fishing. A review of European Member States’ national legislation revealed considerable variation in ownership and access to coastal waters/fisheries, and in the legal distinction between sport fishing and other recreational uses of marine fisheries and their commercial (catching for sale and profit) counterparts. Together with a re-examination of existing definitions, this has enabled us to suggest definitions that may be used to develop a common approach to evaluate participation and socio-economic value of marine recreational fishing, and guide attempts to legislate for the benefit and development of marine recreational fishing across Europe.  相似文献

The European Union׳s Integrated Maritime Policy (EU IMP) is being developed in the framework of a process that is reshaping maritime geographical scenarios and world geopolitics. This process is characterised by a change in States׳ territoriality resulting from their jurisdictional expansion. Over 60% of coastal States in the world possess territory with a more extensive maritime component than the terrestrial component which helps to reaffirm the fragmentation of maritime space and stresses the national vision of the oceans. Unlike the process of ocean space fragmentation that results from its nationalisation the EU Integrated Maritime Policy has a global and cooperative vision, which is particularly evident in the Atlantic Strategy. In this context, this article aims to: (i) provide a first estimate of the size and extent of the territorial changes resulting from jurisdictional claims available to date and their mapping; (ii) consider the case of the European Union as one of special significance with its express policy of maritime spatial projection. The conclusions point to a redefinition of the large territorial pieces of the global geopolitics puzzle and the emergence of a new Atlanticism associated with the EU׳s maritime policy.  相似文献

The European Atlas of the Seas is a web-based information system aimed at the general public, but it is also capable of supporting selected nonspecialist professionals in addressing environmental issues, human activities, and policies related to the coast and sea. It includes a collection of maps and associated fact sheets based on data originating primarily from the European Commission and its agencies, which present a snapshot of key natural and socio-economic elements of the coastal and marine regions of the European Union. It provides a suite of basic instruments for map analysis and data combination to derive ad hoc maritime indicators.  相似文献

The Mexican coast can be regionalized according to the main economic activities performed in it; for the purpose of this work we are considering five regions: North Pacific, Mar de Cortes, outh Pacific, Gulf of Mexico, and Caribbean. According to the national census, the population of the coastal zone in Mexico is increasing at a higher rate than the national average. The main industries located in the coastal and marine zones are oil and gas, fisheries, aquaculture, tourism, maritime transportation and ports, chemical industries, and minerals. Mexico has developed an environmental legal framework based on the Ley General del Equilibrio Ecologico y la Proteccion al Ambiente (LGEEPA), and the coastal management paradigm is strengthened through several other legal tools developed specifically for this purpose. There are three management strategies identified in this work for the coastal zone in Mexico: (1) Agency Leadership, (2) Protected Areas, and (3) Land Ordinance. Each one of these strategies includes stages for eventually developing an Integrated Coastal Zone Management (ICZM) plan that considers vertical and horizontal integration, scientific research of natural resources and ecosystems, and socioeconomic issues.  相似文献

The need to better understand the linkages and interdependencies of socio-economic and coastal environmental dynamics has taken on a more deliberate role in the development and assessment of Integrated Coastal Management world-wide. The analysis and establishment of indicator-driven programs to assess change in coastal and watershed systems have increasingly moved to stress socio-economic forcings and impacts. This article serves to review the need for and provide an assessment of important frameworks designed to foster such integration. It argues that the evolution of the Driver–Pressure–State–Impact–Response (DPSIR) framework, now in broad use, provides an essential contribution.  相似文献

Member States of the European Union and the Mediterranean Regional Sea need to elaborate national strategies for coastal management according to ICZM principles and to undertake national stock-taking, which must consider major actors, laws and institutions influencing the management of their national coastal zone. However, different approaches to coastal management and defence and various degrees of development and implementation of national ICZM strategies can be found. The research presented in this article aims to analyze the different situations and to contribute to the further development of a common approach in terms of methodology to establish stakeholder and users participation in ICZM. An extensive survey was conducted in five pilot sites along the European Mediterranean coastal zone (Greece, Italy and France) show beach visitors’ perception of ICZM, coastal erosion and coastal defence systems, and beach visitors’ Willingness To Pay (WTP) for beach defence. The survey yielded important information for coastal and beach managers. Surprisingly, the level of awareness about generic Coastal Zone Management was found to be rather low in all regions except Riccione Southern beach, Emilia-Romagna Region. In the Languedoc-Roussillon Region, this is justified by the fact that most of the respondents were not local people or beach visitors (other than recreational day-visitors). As regards coastal erosion it appears significant that, despite the lack of awareness demonstrated overall by stakeholders in the Region of East Macedonia and Thrace, visitors respond very positively to definitions and show awareness of the erosion process in their coastal system. In conclusion, in order to raise public awareness about ICZM, erosion and coastal defence systems, it is suggested that education, training and public awareness should be promoted as well as identification of local needs for the implementation of specific demand-driven studies.  相似文献

Despite the importance of the socio-economic dimension of the use of marine waters, there has been little research in the field until recently, when interest has grown in the concept of ‘blue growth'. This paper aims to contribute to filling this gap with a socio-economic assessment of the main maritime sectors, focused on the Spanish part of the European Atlantic Arc. To this end, it first proposes a theoretical structure for the maritime economy and then collects and classifies comparable and reliable maritime socio-economic indicators. The data obtained allows us to assess the size of the Spanish maritime sector and the position of the Spanish Maritime Cluster in the wider context of the maritime economy of the European Atlantic, as well as discuss the appropriateness of a strategy of forming clusters at the national level vs. a transnational approach. The results indicate differences between regions in the European Atlantic Arc that complicate the development of integrated policies to stimulate blue growth. Extending our knowledge of the maritime economy of the European Atlantic Arc will make it possible to design strategies that address the real issues, increasing the likelihood of these being effective.  相似文献

The status of water quality of Irish estuaries is reviewed; this sheds light on the rationale behind the design of the national monitoring programme. Relative to other EU Member States, Ireland's coastal monitoring programme is relatively young and not as advanced. The monitoring programmes in Ireland pre Water Framework Directive (WFD) were structured on a salinity-based typology, with an emphasis on quantifying the variability of the component elements. Although monitoring is a significant obligation under the WFD, there is little guidance on developing monitoring protocols; Member States are developing ad hoc monitoring programme. The Irish Environmental Protection Agency (EPA), responsible authority, undertook research programmes to assist design and implementation of the WFD. A substantial new national monitoring programme was developed. However, the Irish programme is not optimised; the programme is being refined to include elements not yet covered, notably the biota. New research, by the authors, aims to develop a robust approach towards monitoring integrating data and model results. This paper presents changes in Irish marine water quality monitoring policy and some of the associated research necessary to change policy.  相似文献

The EU Marine Strategy Framework Directive (MSFD) is considered to be the environmental pillar of the EU Integrated Maritime Policy, establishing a framework within which member states must take the necessary measures to achieve, or maintain, good environmental status in their marine waters. This study presents Portugal's contributions to the Directive development, describes the Portuguese institutional framework within the MSFD and, finally, highlights the opportunities and threats to the success of the MSFD implementation in Portugal. The latter entails an analysis of the Directive's long term adequacy in its link to (1) marine spatial planning, (2) climate change and (3) the economic/financial crisis. With one of Europe's largest exclusive economic zones. Portugal's interest in the MSFD is paramount. Efforts towards the approval of the final document were assured during the Portuguese presidency of the European Council of Ministers, in 2007, while chairing a thorough discussion between the Council and the European Parliament. In the Portuguese context, the Directive implementation will rely on the Water Institute as the authoritative entity, which will be responsible for coordinating all necessary efforts at the national level. The success of such process depends on a close cooperation among the institutions involved as well as on how approved measures account for long term issues. In addition, the MSFD implementation must be built on lessons learned within the Water Framework Directive, in order to be successful. Although it poses a methodological challenge to Portugal, the MSFD implementation is expected to contribute significantly to the improvement of coastal/marine conservation and management at the national level.  相似文献

Ireland's waters represent a valuable resource encompassing productive fishing grounds and important oil and gas reserves. As a species rich marine environment, Ireland's waters are also an important habitat for many species of marine mammal. Specifically, grey seals (Halichoerus grypus) and harbour seals (Phoca vitulina) are widespread in Irish coastal waters and at least 24 species of cetacean have been reported at sea. The coastal zone represents critical habitat for many of these species, in particular seals that use both terrestrial and aquatic coastal habitat and are vulnerable to habitat degradation. Increasing exploitation of marine resources has increased their exposure to a range of anthropogenic effects including pollution and habitat loss. As top predators seals interact with commercial fisheries both directly and indirectly for resources and conflicts arise. The relatively recent move towards ‘greener’ resource exploitation such as marine renewable energy does not come without negative consequences for marine mammals including seals, which are afforded protection under national and international conservation legislation, highlighting the difficulties faced by resource managers. The sustainable exploitation of resources whilst conserving biodiversity is a challenging task and effective management implementation depends on appropriate policy informed by reliable scientific data. This paper outlines the conservation needs of seals in Irish waters, reviews our current knowledge of these species in Irish water, provides a critical analysis of the existing legislative framework and describes how research outputs can inform present and future policy decisions.  相似文献

Capacity building has been a much promoted principle of Integrated Coastal Zone Management (ICZM) since its advent beginning in the 1970’s. Although the concept of capacity building includes human resource development, organizational development and institutional and legal framework development, in practice it has often become focussed on the transfer of technical knowledge and procedures to managers and decision makers. The effect of this is often to emphasise and promote sectoral approaches rather than a holistic one as advocated by ICZM. Experiences gained during the EU Intereg IIIB COREPOINT project led to the development of a training programme that progressively reduced its formal lecture-style content and increased opportunity for discussion and delegate participation. It also produced a more uniform and systematic style and structure to presentations, in particular the case studies illustrating the eight EU ICZM principles of best practice, and embedded the ICZM principles and European perspectives of coastal management within the context of the work environment.This paper reviews methods for practitioner-oriented capacity building, and details the evolution of a training course to sensitise and familiarise coastal practitioners with the principles and practices of ICZM, working from local to national to trans-national scales. The lessons learnt from the ICZM capacity development in COREPOINT are identified and it is suggested that these are relevant and applicable to many other ICZM initiatives.  相似文献

Quasi-synoptic distributions of salinity and the concentrations of dissolved inorganic nutrients in the winter regime of the northern Irish Sea are presented. Salinity to nutrient regression analyses and the distributions of nutrient ratios show that the characteristics of Atlantic waters are variously modified during their northward passage through the Irish Sea. Inherently different chemical characteristics of the fresh water sources discharging into the Northern Irish Sea generate a conglomeration of water types in the area. Marine waters along the Irish coast are relatively enriched in silicon, while waters adjacent to the eastern coastal boundary are relatively enriched by anthropogenic nitrogen sources. Possible implications of the spatial dichotomy in nutrient status for the seasonal production cycle in the northern Irish Sea are considered.  相似文献

EU policy geared towards the sustainable development of European coastal areas has incorporated Integrated Coastal Zone Management (ICZM) as one of its primary mechanisms to achieve its goal. However, critical shortcomings in the ICZM paradigm have emerged. In particular, incoherence in the European Commission's ICZM principles with respect to local and strategic objectives remains an issue. Additionally, a lack of scientific certainty about environmental processes when determining the environmental pros and cons of alternative coastal-management decisions undermines environmentally protective decisions that may otherwise hinder local regional development. With these issues in mind, a Biodiversity Portfolio Analysis (BPA) is applied to Iarras Aithneach, a peninsula on the west coast of Ireland, to test its suitability as tool for ICZM. In addition, the paper uses the BPA methodology to explore the contrast between scientific/strategic and local attitudes towards the management of a coastal area of environmental importance. Pronounced differences between the two are found and the implications for both BPA and ICZM are discussed. The spatial and participatory nature of the BPA process and the explicit treatment of risk the framework exhibits suggest there is scope for it to become a useful tool for ICZM. It also has the potential to act as a routine way of quantifying the “attitude gap” between the scientific community and the local community when managing a unique coastal area.  相似文献

The economic impact of the marine economy is poorly understood at both national and regional levels in Ireland. A recent paper estimated the national level economic value of the sector for Ireland. This paper presents a follow up analysis of the Irish marine sector at the regional level for 2007. The paper examines the impact of the marine sector in addressing regional disparities in Ireland, and the key marine sectors that drive regional economic performance within the marine sector. The analysis finds that in absolute values Dublin and the South West provide the highest levels of marine GVA; however, as a percentage of regional GVA, the marine sector is more important in the West and South West region. In terms of employment, the West and South-West provide the highest levels of marine employment, and this relationship is maintained when one examines marine employment as a percentage of regional employment. Finally, productivity rates for the sector were highest in the Dublin region. However, productivity in the marine-based sector was higher than the overall regional rate for five of the eight Irish regions.  相似文献

Throughout northwest European coastal countries risks associated with coastal erosion are significant but spatially and temporally variable. The level of this risk is largely dependent on the extent of development within the coastal zones and a variety of approaches have been adopted for its management. The decision-making process for responding to erosion risk depends to a large extent on national policy. Coastal protection policy in northwest European countries varies in terms of the level of centralisation and formality of arrangements. In this paper the practical outworking of the informal practice-based system of Ireland, where there is no national policy framework, is compared with the policy-led system of England and Wales where formal national guidelines exist. Using case studies, the strengths and weaknesses of both the bottom-up and top-down approaches are assessed. The findings reveal strengths and weaknesses in both existing types of approach.  相似文献

Also, the legal, institutional, and technical framework that is applied to the coastal management of the region is analyzed.
