The protection of imperilled fish species is increasingly urgent given ongoing fisheries declines and the degradation of aquatic habitats. In Canada, threatened aquatic species were less likely than terrestrial species to be listed under the Species at Risk Act (SARA), the main legal instrument for bestowing protection, in the early years of the Act's implementation. In this paper, the existence of economic thresholds that might have hampered the protection of Canadian marine and freshwater fishes is examined. The analysis of the socio-economic data used to inform listing decisions about threatened fish taxa over the past decade reveals that the likelihood of being listed declines non-linearly with increasing estimated costs of protection but does not vary with proposed threat status. The estimated threshold cost (i.e., the point at which the likelihood of not being listed=0.5) was ∼$5,000,000 (∼$1,400,000 to ∼$31,400,000, 95% CI) per decade for freshwater species but only ∼$90,000 ($∼50,000 to ∼$140,000, 95% CI) per decade for marine fish taxa. In fact, no marine fish species with an anticipated cost of listing greater than zero was listed for protection. The presence of existing management legislation and qualitative statements about negative impacts of listing on exploitation generally led to denying protection to marine but not to freshwater species. These findings highlight both a large and inconsistent emphasis on costs of protection in SARA listing decisions, to the detriment of marine fish species.  相似文献

利用常规肌肉营养测试方法,测定分析了美洲黑石斑鱼的含肉率及肌肉营养成分。测定结果显示,美洲黑石斑鱼含肉率平均值为(73.71±1.93)%,肌肉(鲜样)中粗蛋白、粗脂肪、水分和粗灰分含量分别为(19.09±1.34)%,(6.14±1.76)%,(71.86±1.58)%和(1.32±0.17)%;美洲黑石斑鱼肌肉中被测出的常见氨基酸(色氨酸未测定)有17种,其中包括7种必需氨基酸、2种半必需氨基酸和8种非必需氨基酸,其氨基酸含量占鲜体质量的百分比分别为(8.27±0.21)%,(1.84±0.08)%和(10.15±0.31)%,17种氨基酸总含量为(20.26±1.13)%(鲜样)。谷氨酸(Glu)含量占鲜体质量的百分比最高,为(3.27±0.16)%,其次是天冬氨酸(Asp)和赖氨酸(Lys),胱氨酸(Cys)含量占鲜体质量的百分比为最低,仅为(0.27±0.01)%。4种鲜味氨基酸含量占干样的(29.32±0.14)%。鲜样的美洲黑石斑鱼必需氨基酸总量占氨基酸总量的比值为40.82%,干样的为40.81%;鲜样的必需氨基酸总量与非必需氨基酸总量的比值为81.48%,干样的为81.43%,其构成符合FAO/WHO的标准。同时计算出的美洲黑石斑鱼肌肉蛋白质氨基酸评分(AAS)均大于1,化学评分(CS)均大于0.7,必需氨基酸指数(EAAI)达到91.18,高于多数海产经济鱼类,说明它能为人体提供大量必需氨基酸,且其组成接近人体的氨基酸需要量模式。美洲黑石斑鱼肌肉中主要含有16种脂肪酸,其中饱和脂肪酸(SFA)7种,含量占肌肉脂肪酸总量的(38.66±1.22)%;不饱和脂肪酸(UFA)9种,含量占肌肉脂肪酸总量的(61.36±0.98)%,其中单不饱和脂肪酸(MUFA)5种,多不饱和脂肪酸(PUFA)4种。多不饱和脂肪酸中的人和动物生长发育必需的脂肪酸EPA和DHA含量,分别占总脂肪酸的(9.02±0.59)%和(11.73±0.43)%。-ω3族与-ω6族PUFA总量的比值为5.30。分析表明,美洲黑石斑鱼肌肉含肉率高,含有较多的粗蛋白和粗脂肪,氨基酸总量及鲜味氨基酸含量均较高,是一种优质蛋白源;美洲黑石斑鱼肌肉富含PUFA,尤其是EPA和DHA含量丰富,并且∑n3/∑n6值较高,因而具有较高的食用营养价值和保健功效,是一种具有广阔市场前景的优良养殖品种。  相似文献

The ambitious Marine Strategy Framework Directive (MSFD) has been the focus of much marine research across Europe in the pursuit of achieving Good Environmental Status in the four European Union marine regions; Baltic Sea, Black Sea, Mediterranean Sea and North-east Atlantic. This research addresses the Strengths, Weakness, Opportunities and Threats (SWOT) of the current European marine governance structures and its relationship to implement the MSFD. Results of the SWOT analysis were acquired through a combination of approaches with MSFD experts and stakeholders including: 30 face-to-face interviews, an online survey with 264 stakeholder respondents and focus groups within each European marine region. The SWOT analysis concurrently identifies common strengths and weakness and key governance issues for implementing the MSFD for European marine regions. This paper forms one assessment within the governance component of the Options for Delivering Ecosystem Based Marine Management (ODEMM) project and presents timely issues that can be of benefit to national and European Union policy makers.  相似文献

Ecosystem-based management is more successful when a great diversity of stakeholders is engaged early in a decision-making process. Implementation of the California Marine Life Protection Act (MLPA) has been stakeholder-based, coordinating the participation of a wide range of people including divers, fishermen, conservationists, local officials, business owners and coastal residents. Although commercial and recreational fishermen have actively participated throughout the MLPA implementation process, and research related to California’s sport and commercial fisheries has been integrated into the process, pier and shore anglers have been relatively unengaged as stakeholders. This study was completed to generate information about pier angler understanding and sentiment towards marine protected areas (MPAs), as well as to educate anglers on the MLPA implementation process in southern California and inform them on involvement opportunities. Of the 3030 pier anglers surveyed over 12 months, 78% only fish for subsistence from piers and from shore (never from boats); 84.6% are of non-White/Euro-American ethnicity and speak English as a second language; and 82% indicated that they were supportive of establishing a strong network of MPAs in southern California, specifically fully-protective no-take marine reserves. This study is an example of an alternative and customized method of outreach designed to reach a unique and previously unengaged stakeholder group, which stands to be affected by the implementation of the MLPA in California. Engaging such non-traditional stakeholders in public policy may be critical for decision makers to gauge all views from those standing to be affected by a policy—not just the views of those that regularly attend policy meetings—and for the ultimate success of policy implementation and community support.  相似文献

The Canadian Beaufort Sea is one of the last places on Earth that has not experienced large-scale commercial fisheries. The aboriginal people of the western Canadian Arctic, the Inuvialuit, have become increasingly concerned about the potential effects of large-scale commercial operations on key subsistence species of fish and marine mammals and the marine ecosystem upon which they depend. A 1984 comprehensive land settlement agreement (treaty) between Canada and the Inuvialuit established a co-management regime for limited aspects of fish and marine mammal resource management, and gave the Inuvialuit rights to subsistence fisheries and existing commercial fisheries but no preference for new commercial fisheries. The Fisheries Joint Management Committee (the fisheries co-management body), the Canada Department of Fisheries and Oceans, the Inuvialuit Regional Corporation and the Inuvialuit Game Council have developed an integrated fisheries management framework agreement for the review and assessment of any proposed commercial fisheries within the Canadian Beaufort Sea. The agreement provides clarity and transparency for decision making and strengthens the protection of fish stocks. The development of the framework depended upon a history of cooperation between the parties and a bridging initiative by the Fisheries Joint Management Committee and an NGO that brought together the Inuvialuit and the government.  相似文献

In this study, utilization of catch-quota balancing mechanisms in the Icelandic demersal fishery, which allow for individual transferable quota to be transformed among species and transferred between years, is analyzed to determine whether annual catches closely adhere to total allowable catches on average. Icelandic landings data for 14 demersal fish species during 2001–2013 are compared to implemented total allowable catches as well as catch limits recommended by the Marine Research Institute (MRI) and a proxy for annual market values. Landings surpassed legal limits of total allowable catch in 27% of the cases (landings by species by fishing year), mostly due to species transformations, but TAC overages were not consistent for any species. Instead, catches of some species were consistently less than legal limits, with some indications that landings were related to profitability (i.e. landings were correlated with market value). However, landings surpassed MRI recommendations in 67% of the cases, and landings of four species (Atlantic wolffish, haddock, monkfish and redfish) consistently exceeded MRI recommendations. Therefore, discrepancies between scientific recommendations for catch limits and quotas selected through the political process may represent a higher risk to long-term sustainability than catch-quota balancing mechanisms.  相似文献

Between 2003 and 2006, a severe drought occurred throughout the Mondego River catchment's area, inducing lower freshwater flows into the estuary. As a consequence, both 2004 and 2005 were considered as extreme drought events. From June 2003 to June 2006, the fish assemblage of the Mondego Estuary was sampled monthly in five stations during the night, using a 2 m beam trawl. Fish abundance was standardized as the number of individuals per 1000 m2 per season and the assemblage was analyzed based on ecological guilds: estuarine residents, marine juveniles, marine adventitious, freshwater, catadromous and marine species that use the estuary as a nursery area. A total of 42 species belonging to 23 families were identified, with estuarine residents and nursery species dominating the fish community. Variations in the fish community were assessed using non-metric MDS, being defined as three distinct periods: summer and autumn 2003, 2004/2005 and winter and summer 2006. The main drought-induced effects detected were the depletion of freshwater species and an increase in marine adventitious in 2004/2005, due to an extended intrusion of seawater inside the estuary and a significant reduction in abundance during the driest period of estuarine resident species. Nevertheless, from the management point of view, it could be stated that although some variations occurred due to environmental stress, the main core of the Mondego Estuary fish community remained relatively unchanged.  相似文献

In recent decades it has been recognized that in the North Atlantic climatic variability has been largely driven by atmospheric forcing related to the North Atlantic Oscillation (NAO). The NAO index began a pronounced decline around 1950 to a low in the 1960s. From 1970 onward the NAO index increased to its most extreme and persistent positive phase during the late 1980s and early 1990s. Changes in the pattern of the NAO have differential impacts on the opposite sides of the North Atlantic and differential impacts in the north and south. The changes in climate resulting from changes in the NAO appear to have had substantial impacts on marine ecosystems, in particular, on fish productivity, with the effects varying from region to region. An examination of several species and stocks, e.g. gadoids, herring and plankton in the Northeast Atlantic and cod and shellfish in the Northwest Atlantic, indicates that there is a link between long-term trends in the NAO and the productivity of various components of the marine ecosystem. While broad trends are evident, the mechanisms are poorly understood. Further research is needed to improve our understanding of how this climate variability affects the productivity of various components of the North Atlantic marine ecosystem.  相似文献

England is about to embark on the introduction of an integrated approach to the management of its marine environment, known as marine planning. The management of human activity in the marine environment is a central function of marine planning; therefore, stakeholder involvement will be crucial for the successful development and subsequent implementation of marine plans. The range of stakeholder activities, their connection to the marine environment and interest in its management are likely to vary considerably on a local, regional and national scale. It is realistic to assume that it will not be possible to involve every stakeholder all the time; therefore in order to develop efficient and effective stakeholder involvement during the marine planning process it is sensible to determine who to involve, when to involve them, and how to involve them from the outset. This paper discusses the role of stakeholders in the marine planning process through consideration of the results of a stakeholder analysis, which was informed by primary data collated from stakeholders within the Solent. The paper concludes with a proposed mechanism, comprising different organisational units, for managing stakeholder involvement in the marine planning process.  相似文献

This study employs Structural Equation Models (SEMs) to systematically analyze the components of a multi-stakeholder negotiation in an applied setting. It characterizes participant perceptions of a multi-stakeholder, consensus-based negotiation process used to reduce harmful interactions between marine mammals and fishing gear in U.S. waters (marine mammal Take Reduction Teams). From April to July 2013, 234 current and former participants of eight Take Reduction Teams received a survey with 15 questions about the negotiation process, outputs (Take Reduction Plans), and outcomes. The SEMs depict relationships among the latent variables of social capital and shared learning, fairness, stakeholder satisfaction with the Take Reduction Plans, and their perceived outcomes. The SEMs also explain the influence of independent predictors of team identity and age, geographic region, and stakeholder affiliation on the latent variables. Results indicate that stakeholder views of fairness significantly influenced their satisfaction with the Take Reduction Plans, which in turn, significantly affected their opinions of the outcomes. While the majority of participants believed the plans were at least slightly successful at reducing marine mammal bycatch, this varied among teams and was significantly influenced by stakeholder affiliation, region, and Take Reduction Team age.  相似文献

There is limited knowledge about the sensitivity of different fish species to environmental pollutants. Such information is pivotal in risk assessment and to understand why some species appear to be more tolerant to contaminants than others. The aim of the current study was to evaluate whether primary hepatocyte cultures of three marine fish species could be established in the field and whether their sensitivity to selected contaminants would differ. Primary hepatocyte cultures of three marine fish species (plaice, long rough dab, Atlantic cod) were established and exposed for 24 h to copper (20-2500 mg L?1) and statins (1-200 mg L?1). Endpoints were esterase activity, metabolic activity and reduced glutathione (GSH) content, all using fluorescent probes. Flatfish hepatocytes were more susceptible to copper and statin exposure than hepatocytes from cod. This study has shown that species-dependent differences in contaminant sensitivity can be investigated using primary hepatocyte cultures.  相似文献

From 2009 to 2011, marine spatial planning (MSP) rapidly gained visibility in the United States as a promising ocean management tool. A few small-scale planning efforts were completed in state waters, and the Obama Administration proposed a framework for large-scale regional MSP throughout the U.S. Exclusive Economic Zone. During that same time period, the authors engaged a variety of U.S ocean stakeholders in a series of dialogs with several goals: to share information about what MSP is or could be, to hear stakeholder views and concerns about MSP, and to foster better understanding between those who depend on ocean resources for their livelihood and ocean conservation advocates. The stakeholder meetings were supplemented with several rounds of in-depth interviews and a survey. Despite some predictable areas of conflict, project participants agreed on a number of issues related to stakeholder engagement in MSP: all felt strongly that government planners need to engage outsiders earlier, more often, more meaningfully, and through an open and transparent process. Equally important, the project affirmed the value of bringing unlike parties together at the earliest opportunity to learn, talk, and listen to others with whom they rarely engage.  相似文献

The conservation status of New Zealand (NZ) marine mammals (suborders Cetacea and Pinnipedia) is reappraised using the 2008 version of the NZ Threat Classification System. The list comprises 56 taxa (named species or subspecies, and as yet unnamed forms or types) in the following categories: Threatened—eight taxa (five Nationally Critical and three Nationally Endangered); Vagrant—six taxa; Migrant—20 taxa; and Data Deficient—13 taxa. A further nine taxa are listed as Not Threatened. Relative to the previous listing, the threat status of two species worsened: the NZ sea lion (Phocarctos hookeri) was uplisted to Nationally Critical and the bottlenose dolphin (Tursiops truncatus) was uplisted to Nationally Endangered. No species was considered to have an improved status. With the uplisting of the NZ sea lion and the continued listing of the Hector's dolphin (Cephalorhynchus hectori hectori) as Endangered and Maui's dolphin (C. hectori maui) as Nationally Critical, all three endemic NZ marine mammals are now considered threatened with extinction. We considered future research or management actions that would allow the downlisting of the eight taxa currently listed as Threatened.  相似文献

Red-throated divers are piscivorous seabirds considered to be opportunistic feeders. The overall knowledge about their diet at sea is scarce. A large sample size of 82 by-caught red-throated divers from two winter (2001–02 and 2002–03) and three spring periods (2003, 2004 and 2005) offered the unique opportunity to analyse their dietary composition in the Pomeranian Bight. This area represents a hot spot in their winter distribution in the southwestern Baltic Sea and a marine protected area has been established due to its importance for the divers and other seabird species. Diet composition was analysed based on stomach and gut contents. The comparison of the different prey species was mainly based on reconstructed biomass using regressions between skeletal hard parts such as otoliths and original fish length and weight. The diet of the divers comprised eleven different fish species and nine different families. No interannual differences in the consumption of the nine most important prey species could be observed. However, in contrast to the other fish species the consumption of Atlantic herring and zander differed significantly between seasons. Herring supplied the majority of prey biomass in all three spring periods and zander in both winter periods. Moreover, the average length of herring consumed differed significantly between seasons. In winter, smaller herring was consumed compared to spring. The distinct seasonal changes in the diet composition were paralleled and most probably evoked by the migration pattern of the Western Baltic spring spawning herring which has its main spawning grounds adjacent to the study area. Based on the habitat requirements of the different prey species it could be inferred that mostly the coastal waters of the bight were used for foraging. Its function as spawning, nursery area and feeding ground with numerous resident and migrating fish species available might explain the important role of the Pomeranian Bight as wintering and staging area for red-throated divers in the southwestern Baltic Sea.  相似文献

Given the public's limited knowledge of marine environments, informing the public about marine protection presents a unique challenge. Studies have shown a well-informed public is more likely to support environmental issues and that newspapers, in particular, are considered a credible media source. This research investigates media representations of current South Australian efforts to establish a marine protected area (MPA). Articles from five newspapers between 1999 and 2006 were examined for content in the following areas: local marine ecology, the policy process of MPA establishment and stakeholder views. The research found that newspapers concentrated their reporting on opposing stakeholders, opinions and were largely ineffective in conveying the significance of the local marine ecology, the economic benefits of the MPA, and the delayed establishment process. These information gaps have left the public poorly informed, and therefore, there is unlikely to be significant pressure to overcome the continued delays in the establishment process.  相似文献

This paper describes the main features of the Icelandic marine ecosystem and its response to climate variations during the 20th century. The physical oceanographic character and faunal composition in the southern and western parts of the Icelandic marine ecosystem are different from those in the northern and the eastern areas. The former areas are more or less continuously bathed by warm and saline Atlantic water while the latter are more variable and influenced by Atlantic, Arctic and even Polar water masses to different degrees. Mean annual primary production is higher in the Atlantic water than in the more variable waters north and east of Iceland, and higher closer to land than farther offshore. Similarly, zooplankton production is generally higher in the Atlantic water than in the waters north and east of Iceland. The main spawning grounds of most of the exploited fish stocks are in the Atlantic water south of the country while nursery grounds are off the north coast. In the recent years the total catch of fish and invertebrates has been in the range of 1.6–2.4 million ton. Capelin (Mallotus villosus) is the most important pelagic stock and cod (Gadus morhua) is by far the most important demersal fish stock. Whales are an important component of the Icelandic marine ecosystem, and Icelandic waters are an important habitat for some of the largest seabird populations in the Northeast Atlantic.In the waters to the north and east of Iceland, available information suggests the existence of a simple bottom-up controlled food chain from phytoplankton through Calanus, capelin and to cod. Less is known about the structure of the more complex southern part of the ecosystem. The Icelandic marine ecosystem is highly sensitive to climate variations as demonstrated by abundance and distribution changes of many species during the warm period in the 1930s, the cold period in the late 1960s and warming observed during the recent years. Major features of four marine ecosystems were analyzed based on a broad range of fisheries-associated datasets and a suite of oceanographic surveys. The ecosystems analyzed included the Gulf of Maine/Georges Bank in the Northwest Atlantic Ocean, the Norwegian/Barents Seas in the Northeast Atlantic Ocean, and the eastern Bering Sea and the Gulf of Alaska in the Northeast Pacific Ocean. We examined survey trends in major fish abundances, total system fish biomass, and zooplankton biomasses. We standardized each time series and examined trends and anomalies over time, using both time series and cross-correlational statistical methods. We compared dynamics of functionally analogous species from each of these four ecosystems. Major commonalities among ecosystems included a relatively stable amount of total fish biomass and the importance of large calanoid copepods, small pelagic fishes and gadids. Some of the changes in these components were synchronous across ecosystems. Major differences between ecosystems included gradients in the magnitude of total fish biomass, commercial fish biomass, and the timing of major detected events. This work demonstrates the value of comparative analysis across a wide range of marine ecosystems, suggestive of very few but none-the-less detectable common features across all northern hemisphere ocean systems.  相似文献

By reviewing the history of fishery exploitation in the coastal waters of west Canada and east Korea, related with contrasting life history strategies of the dominant species, the fishery management challenges that each country would face in the upcoming decades were outlined. In the ecosystem of the Canadian western coastal waters, the dominant oceanographic feature is the coastal upwelling domain off the west coast of Vancouver Island, the northernmost extent of the California Current System in the eastern North Pacific. In the marine ecosystem of the eastern coasts of Korea (the Japan/East Sea), a major oceanographic feature is the Tsushima Warm Current, a branch of the Kuroshio Current in the western North Pacific. Fishes in the Canadian ecosystem are dominated by demersal, long-lived species such as flatfish, rockfish, sablefish, and halibut. During summer, migratory pelagic species such as Pacific hake, Pacific salmon, and recently Pacific sardine, move into this area to feed. In the late 1970s, Canada declared jurisdiction for 200 miles from their coastline, and major fisheries species in Canadian waters have been managed with a quota system. The overall fishing intensity off the west coast of Vancouver Island has been relatively moderate compared to Korean waters. Fishes in the ecosystem of the eastern Korean waters are dominated by short-lived pelagic and demersal fish. Historically, Korea has shared marine resources in this area with neighbouring countries, but stock assessments and quotas have only recently (since the late-1990s) been implemented for some major species. In the Korean ecosystem, fisheries can be described as intensive, and many stocks have been rated as overfished. The two ecosystems responded differently to climate impacts such as regime shifts under different exploitation histories. In the future, both countries will face the challenge of global warming and subsequent impacts on ecosystems, necessitating developing adaptive fisheries management plans. The challenges will be contrasting for the two countries: Canada will need to conserve fish populations, while Korea will need to focus on rebuilding depleted fish populations.  相似文献

Competing demand for land is driving biofuel and bioenergy research in various directions including macro-algae (seaweed). This paper reviews the main issues for the marine environment of cultivating and harvesting UK and Irish seaweed for biofuels/bioenergy, informed by stakeholder interviews. These showed stakeholders were sceptical of an offshore cultivation industry developing but generally considered inshore cultivation possible, while noting various practical obstacles and conditions. Views on expansion of seaweed harvesting were more divided, with research scientists being relatively cautious.  相似文献

Because offshore wind energy development is fast growing in Europe it is important to investigate the changes in the marine environment and how these may influence local biodiversity and ecosystem functioning. One of the species affected by these ecosystem changes is Atlantic cod (Gadus morhua), a heavily exploited, commercially important fish species. In this research we investigated the residency, site fidelity and habitat use of Atlantic cod on a temporal scale at windmill artificial reefs in the Belgian part of the North Sea. Acoustic telemetry was used and the Vemco VR2W position system was deployed to quantify the movement behaviour. In total, 22 Atlantic cod were tagged and monitored for up to one year. Many fish were present near the artificial reefs during summer and autumn, and demonstrated strong residency and high individual detection rates. When present within the study area, Atlantic cod also showed distinct habitat selectivity. We identified aggregation near the artificial hard substrates of the wind turbines. In addition, a clear seasonal pattern in presence was observed. The high number of fish present in summer and autumn alternated with a period of very low densities during the winter period.  相似文献
