Using 2006–2010 American Community Survey data and a multilevel research design, this study examines how the spatial concentration of African Americans within local labor markets is associated with the probability of self-employment and job earnings from business ownership. We find a negative relationship between the spatial concentration of African Americans and their business ownership in Miami, but not in Atlanta. In Detroit, a higher percentage of US-born African Americans in the local labor market is actually associated with a higher probability of business ownership. The relationship between the percentage of African Americans and job earnings also differs across the three study areas. These results suggest that the relationship between racial/ethnic concentration and African American entrepreneurship is highly contingent on the economic conditions and demographic composition of local labor markets.

This paper surveys research about African Americans in six geography journals between 1911 and 1995. 176 journal articles about African Americans were identified. A chronological analysis of a subset of these articles shows that it was not until the 1960s that African Americans were studied to any appreciable degree by geographers. Since that time, geographers have continued this research, but unevenly; annual output varies widely. Popular topics have included considerations of spatial distributions, social problems, political participation, the development of black residence areas, and historical and cultural studies of African Americans. Recent research in this area has problematized the concept of “race” and investigated the mutual constitution of racial identity and place.

This research presents an operable zoning approach for phased evacuations adapted to disasters with spatio-temporal randomness. As a criterion for prioritizing evacuation order, evacuation risk is formulated by taking into consideration the estimated residual evacuation horizon associated with the characteristics of the disaster, the estimated time-dependent capacities of outbound lanes related to network supply, and the time-dependent evacuation demand of an evacuation unit. The modeling of the subzone determined for phased evacuation is based on rescue demand, the characteristics of the disaster, and network supply, and is labeled as a high-risk evacuation zone (HEZ). The range of HEZ features a time-evolving pattern in accordance with phased evacuation. The zone partition paradigm can be seamlessly applied to different types of disasters, especially those with high spatio-temporal randomness. It also provides a generalizable approach for subzone partitioning in phased evacuation by minimizing evacuation risk. The proposed approach is examined on numerical experiments through the road network of Xi’an, China, the results of which highlight its strength in increased adaptability to the dynamics of disaster impact and improved performance in evacuation operation.

The naming of streets after Martin Luther King, Jr. (MLK) is an importantarena for African Americans as they rewrite the landscape of southern identity and commemoration. While less ornate and ostentatious than museums and monuments, MLK streets are powerful and highly contested cultural geographies because of their potential to connect disparate communities and incorporate a vision of the past into the spatial practices of everyday life. They reveal the importance of location, particularly intra‐urban location, to public memorialization. Naming streets for King is a significant part of the nonmetropolitan South as well as larger cities and dependent upon the relative size of a city's African‐American population. When estimating the intra‐urban character of MLK streets within several southern states, findings suggest that they are located in census areas that are generally poorer and with more African Americans than citywide averages. Analysis reveals a geographic unevenness in the frequency of businesses having an address identified with King. When compared with the stereotypical American thoroughfare of “Main” Street, the address composition of MLK streets appears to be more residential in nature, although there is significant state by state variation.

Research on disaster response frequently uses volunteered geographic information (VGI), due to its capability to provide near real-time information during and after a disaster. It is much less commonly used in spatial planning related to disaster management. However, VGI appears to have considerable potential for use in spatial planning and offers some advantages over traditional methods. For example, VGI can capture residents' preferences in a much faster, more timely, and more comprehensive fashion than is possible with, for example, questionnaires and surveys. This research investigates the usefulness of VGI for planning flood evacuation shelters. Using Jakarta, Indonesia, as a case study, we use VGI to capture the locations of flood evacuation shelters based on residents' preferences during flood periods in 2013–2014 and 2014–2015 and compare these with the locations of official shelters. Floods frequently affect Jakarta and the city administration uses VGI in flood emergency responses. Moreover, Jakarta has been identified as having the largest number of active Twitter users among cities worldwide. Thus, Jakarta is an appropriate place to study the use of VGI for planning evacuation shelters. VGI generated by Twitter users was used to identify the shelter locations preferred by Jakarta residents, and more precisely the flood evacuees. Of 171,046 tweets using keywords relating to flood evacuation, the content of 306 tweets indicated that they had been sent from inside or near evacuation shelters. The spatial pattern showed that those tweets were sent from 215 locations, mostly located near flooded areas. The analysis further showed that 35.6% of these shelter locations preferred by residents intersected with the locations of official evacuation shelters. As a general conclusion, our study demonstrates the advantages of using VGI for spatial planning, which mainly relates to the ease of capturing community preferences over a large area.

Shrinking New Orleans: Post-Katrina Population Adjustments
《Urban geography》2013,34(5):675-699
The flooding caused by hurricane Katrina in 2005 acted as a catalyst for an abrupt change of the demographic landscape of the New Orleans metropolitan area. New Orleans city proper has been a shrinking city for the last half century, but its population loss was balanced by expanding suburbs until 2005. Based on a comparison of the newly released 2010 census data with the 2000 data, this paper discusses the major population adjustments that have resulted from the disaster. Hurricane Katrina has caused the entire metropolitan area to shrink much faster than previous declines. Five years after the storm, New Orleans displays some limited signs of resilience, although the storm seems to have accelerated its population decline. Furthermore, a close examination of the available data shows us that Katrina has provoked a major change in the city's ethnic landscape.

Abstract

A long history of overt discrimination left an enduring racialized imprint upon the geography of the East Bay. While the benefits of a metropolitan decentralization of jobs, housing, and public investment fell to Whites, discrimination in employment and housing trapped African Americans in urban neighborhoods burdened by infrastructure encroachment and divestment. By circa 1970, overt discrimination succumbed to new, racially neutral, legal, and administrative forms, including regional planning processes. Using an environmental racism framework, we show that these new forms reproduced the existing racialized geography by means of new inequalities in representation and transportation service provision. These new regional transportation policies, like those challenged by a 2005 civil rights lawsuit, favored the mobility needs of more affluent suburbanites over those of African American East Bay bus riders. These policies, layered onto an existing racialized geography, reinforced existing inequalities by failing to address racial barriers to opportunity in the built environment. Life After Death
Predictions of the death of impoverished and actively marginalized racial and ethnic communities are premature. Many core African American societies have been devastated by the state, capital, and cultural policies of the last two decades. Simultaneously, geography and the other social sciences have been mobilized in order to prevent a fuller understanding of these communities and of the need for social equity. The further development of several approaches is required to open geography and the other disciplines up for community‐building, rather than community destruction. The incorporation of research in the following areas holds out the promise of revitalizing both: human rights; the ethnic movements underlying restructuring; the social construction of regions; the reproduction of social power; building ethnic alliance; and indigenous knowledge systems.

Little attention is paid to the ways that labor market inequalities within urban institutions enforce governance regimes that (re)produce urban environmental unevenness. Milwaukee's Bureau of Forestry is one such institution that has historically been dependent on state-sanctioned labor market inequalities to perpetuate an explicitly White/male regime of environmental governance and production. Historically, the Bureau's management employed and promoted very few African Americans and women within its arboricultural workforce, based on its racist and gendered categories of laboring individuals. Furthermore, and for identical reasons, these workers—and by extension their communities—face distributional injustices as they are not allowed to channel their labors into the production of equitable and/or alternative forms of urban forests more suitable to their own social reproduction. This paper investigates the changing relations between Milwaukee's Bureau of Forestry and its African American and female employees as they attempt to legally (re)articulate their laboring identities and capabilities within a disempowering institution. We use in-depth interviews and archival materials to show that the Bureau of Forestry has consequently been forced to publicly confront its racist/patriarchal legacy in light of two recent high-profile lawsuits and an ambassadors program. We conclude by discussing how changes that allow some African Americans and women to work in Milwaukee's urban forest have affected the Bureau of Forestry and potentially the forest itself.

For all its vitality political ecology often appears to be a project in which work by Anglo‐Americans in particular, if it is not privileged, certainly predominates. This trend reflects wider language and intellectual tendencies in human geography and the social sciences that distort the development of the field by downplaying or obscuring the contributions of many non‐Anglo‐Americans and by naturalizing Anglo‐American assumptions at the heart of research. The latter in turn determine what constitutes ‘good’ work – even as there is no single definition of political ecology. Arguing against this tendency, this paper draws on postcolonial thinking to emphasize the need to reassess and reorient the field as ‘other’ political ecologies are feasible and desirable.

The timely and secure evacuation of residents to nearby urban emergency shelters is of great importance during unexpected disaster events. However, evacuation and allocation of shelters are seldom examined as a whole, even though they are usually closely related tasks in disaster management. To conduct better spatial allocation of emergency shelters in cities, this study proposes a new method which integrates techniques of multi-agent system and multi-criteria evaluation for spatial allocation of urban emergency shelters. Compared with the traditional emergency shelter allocation methods, the proposed method highlights the importance of dynamic emergency evacuation simulations for spatial allocation suitability analysis. Three kinds of agents involved in evacuation and sheltering procedures are designed: government agents, shelter agents, and resident agents. Emergency evacuations are simulated based on the interactions of these agents to find potential problems, for example, time-consuming evacuation processes and road congestion. A case study in Jing’an District, Shanghai, China was conducted to demonstrate the feasibility of the proposed method. After three rounds of simulation and optimization, new shelters were spatially allocated and a detailed recommended plan of shelters and related facilities was generated. The optimized spatial allocation of shelters may help local residents to be evacuated more quickly and securely.

Responding to previous analyses that assume that places are passive recipients of the various macro-level social phenomena associated with concentrated urban poverty, I hypothesize that concentrated urban poverty takes on different forms in different places as a result of how macro-level social phenomena are mediated by locally specific structures. To investigate how concentrated urban poverty takes on different forms in different places, I first decompose the poverty rates of all high-poverty urban neighborhoods in the United States into their race-specific rate and composition effects, and classify high-poverty neighborhoods based on these decomposition values. The results of the analysis demonstrate that poverty in a majority of the high-poverty neighborhoods in the United States is undoubtedly affected by geographically specific processes. For example, within one set of high-poverty neighborhoods, poverty is associated with both the lack of economic opportunity and high rates of class-based residential segregation within mixed-race immigrant ethnic/immigrant enclaves in large gateway cities. A second set of high-poverty neighborhoods, located in the metropolitan areas of the southern United States, has high rates of poverty because of the residential segregation and geographic concentration of poverty-prone African Americans. And lastly, among a third set of tracts, poverty experiences in African American ghettos are linked to declining economic and social opportunities and class-based residential segregation within large manufacturing cities. A set of recommendations for additional research includes addressing how one-size-fits-all anti-poverty public policies should be modified for the specific needs of each type of high-poverty neighborhood. More Americans now reside in Canada than at any time since the Vietnam War. Of particular note is the surprisingly large population of immigrants from the United States who now reside in Montreal—Francophone Canada's largest and most diverse city. This article documents and analyzes the migration experiences, spatial patterns, and “sense of belonging” of Americans in Montreal during the post–Vietnam era framed within the larger political and linguistic context of the city's “Two Solitudes.” Findings are based on information compiled from archival materials, census records, structured and unstructured interviews, survey questionnaires, participant observation, and fieldwork. My overarching goal is to embed the experiences and patterns of this English‐speaking group of immigrants in predominately French‐speaking Montreal during the past five decades—one of the most dramatic and divisive periods of time in Montreal and in Quebec as a whole.

Postapocalypse stories about human survival and rebound of nature following mass disaster are a familiar genre. A major real world example is the demise of most Native Americans after 1492. This essay is a review of some of what is known about the subsequent return of forests and the explosion of wildlife numbers in the neotropics and in North America. The belief by many early Europeans in the New World, including influential postcolonial writers, that the bounty they observed had preceded them, was mostly false.

Streets named for Martin Luther King, Jr are common yet controversial features in cities across the United States. This paper analyses the politics of naming these streets as a 'scaling of memory'– a socially contested process of determining the geographic extent to which the civil rights leader should be memorialized. Debates over the scaling of King's memory revolve around the size of the named street, the street's level of prominence within a hierarchy of roads, and the degree to which the street transcends the spatial confines of the black community. A street-naming struggle in Eatonton, Georgia (USA) exposes how the scaling of memory can become a point of division and contest within the black community as activists seek to fulfil different political goals. Analysing these intra-racial contests allows for a fuller appreciation of the historical consciousness and geographic agency of African Americans rather than seeing them as a single, monolithic group.
