Crop and livestock farmers must respond to climate change, including a range of physical and cultural impacts and risks. In rural northern California, farmers face extreme drought and catastrophic wildfires with increasing frequency. I draw on an extended case study of farmers and agricultural advisors in Siskiyou County to understand how rural agriculturalists perceive risks when navigating climate change discourses. While farmers are changing their management practices in response to the physical effects of climate change, many perceive substantial social risks within their communities if they align themselves publicly with climate change beliefs or actions. Perceived social consequences included loss of access to the benefits of membership in formal and informal farming groups. Efforts focused on educating or convincing farmers of climate science may, in some contexts, increase rather than decrease the perceived social risks of climate action. The framing of climate policies, programs, and practices – especially by public agricultural advisors like Cooperative Extension Advisors and local USDA staff (e.g., Farm Service Agency) – is important not only for increasing farmer participation, but also for reducing perceived social risks associated with climate change. Interventions that focus on livelihood impacts and validate existing land stewardship-oriented values have more potential to increase the pace and scale of climate change mitigation and adaptation in agriculture.  相似文献

This article contributes to the understanding of how to proceed with the development of index-insurance in order to reach extended population coverage with the insurance. The approach is applied to an example from a region in Tanzania. One of the main coping strategies that resource-poor households rely on to manage risks related to fluctuations in income flows is risk-sharing in informal networks. An informal network is an ideal way of managing idiosyncratic shocks, but once such shocks become covariate and affect whole communities, as is the case with most climate change impacts, informal networks become insufficient since the majority of risk-sharers will be affected by the shock at the same time. This paper proposes a collective approach to index-insurance in which the members of an informal network will be insured as one insurance taker. The paper raises a conceptual argument that targeting households through existing informal networks will remove a number of prevailing barriers to the take-up of insurance and consequently the approach has the potential to increase households’ resilience to climate change impacts. The policy implications of the conclusions are significant since the number of covariate shocks is predicted to increase with climate change.  相似文献

This paper considers how farmers perceive and respond to climate change policy risks, and suggests that understanding these risk responses is as important as understanding responses to biophysical climate change impacts. Based on a survey of 162 farmers in California, we test three hypotheses regarding climate policy risk: (1) that perceived climate change risks will have a direct impact on farmer's responses to climate policy risks, (2) that previous climate change experiences will influence farmer's climate change perceptions and climate policy risk responses, and (3) that past experiences with environmental policies will more strongly affect a farmer's climate change beliefs, risks, and climate policy risk responses. Using a structural equation model we find support for all three hypotheses and furthermore show that farmers’ negative past policy experiences do not make them less likely to respond to climate policy risks through participation in a government incentive program. We discuss how future research and climate policies can be structured to garner greater agricultural participation. This work highlights that understanding climate policy risk responses and other social, economic and policy perspectives is a vital component of understanding climate change beliefs, risks and behaviors and should be more thoroughly considered in future work.  相似文献

Agriculture is both vulnerable to climate change impacts and a significant source of greenhouse gases. Increasing agriculture’s resilience and reducing its contribution to climate change are societal priorities. Survey data collected from Iowa farmers are analyzed to answer the related research questions: (1) do farmers support adaptation and mitigation actions, and (2) do beliefs and concerns about climate change influence those attitudes. Results indicate that farmers who were concerned about the impacts of climate change on agriculture and attributed it to human activities had more positive attitudes toward both adaptive and mitigative management strategies. Farmers who believed that climate change is not a problem because human ingenuity will enable adaptations and who did not believe climate change is occurring or believed it is a natural phenomenon—a substantial percentage of farmers—tended not to support mitigation.  相似文献

Is the prospect of possible climate change relevant to water resources decisions being made today? And, if so, how ought that prospect be considered? These questions can be addressed by decision analysis, which we apply to two investments in the Great Lakes region: a regulatory structure for Lake Erie, and breakwaters to protect Presque Isle State Park, PA. These two decisions have the elements that potentially make climate change relevant: long lived, "one shot" investments; benefits or costs that are affected by climate-influenced variables; and irreversibilities. The decision analyses include the option of waiting to obtain better information, using Bayesian analysis to detect whether climate change has altered water supplies. The analyses find that beliefs about climate change can indeed affect optimal decisions. Furthermore, ignoring the possibility of climate change can lead to significant opportunity losses—in the cases here, as much as 10% or more of the construction cost. Yet the consequences of climate uncertainty for Great Lakes management do not appear to be qualitatively different from those of other risks, and thus do not deserve different treatment. The methods of sensitivity analysis, scenario planning, and decision analysis, all of which are encouraged under US federal guidelines for water planning, are applicable. We recommend increased use of decision trees and Bayesian analysis to consider not only climate change risks, but also other important social and environmental uncertainties.  相似文献

With global concern on climate change impacts, developing countries are given special attention due their susceptibility. In this paper, change and variability in climate, land use and farmers' perception, adaptation and response to change are examined in Danangou watershed in the Chinese Loess Plateau. The first focus is to look at how climate data recorded at meteorological stations recently have evolved, and how farmers perceived these changes. Further, we want to see how the farmers respond and adapt to climate variability and what the resulting impact on land use is. Finally, other factors causing change in land use are considered. Local precipitation and temperature instrumental data and interview data from farmers were used. The instrumental data shows that the climate is getting warmer and drier, the latter despite large interannual variability. The trend is seen on the local and regional level. Farmers' perception of climatic variability corresponds well with the data record. During the last 20 years, the farmers have become less dependent on agriculture by adopting a more diversified livelihood. This adaptation makes them less vulnerable to climate variability. It was found that government policies and reforms had a stronger influence on land use than climate variability. Small-scale farmers should therefore be considered as adaptive to changing situations, planned and non-consciously planned.  相似文献

Previous research has demonstrated a striking difference in climate change beliefs and policy support between people who identify with the right-wing of politics and with the left-wing of politics. But are we destined to continue with this divergence? We suggest that there is movement around these differences based on the politicization of climate change and we conducted two experimental studies with 126 and 646 people, respectively, to examine this effect. We found that those people whose political identity was made salient were less likely to believe in an anthropogenic cause of climate change and less likely to support government climate change policies than those whose identity was not made salient; particularly when those people were aligned with the right-wing of politics. The results demonstrate the importance of the salience of one's political identity in determining attitudes and beliefs even for scientific facts such as climate change. Our research also identifies some ways forward in dealing with climate change-based on depoliticizing the issue.  相似文献

American Indian and Alaska Native tribes are uniquely affected by climate change. Indigenous peoples have depended on a wide variety of native fungi, plant and animal species for food, medicine, ceremonies, community and economic health for countless generations. Climate change stands to impact the species and ecosystems that constitute tribal traditional foods that are vital to tribal culture, economy and traditional ways of life. This paper examines the impacts of climate change on tribal traditional foods by providing cultural context for the importance of traditional foods to tribal culture, recognizing that tribal access to traditional food resources is strongly influenced by the legal and regulatory relationship with the federal government, and examining the multi-faceted relationship that tribes have with places, ecological processes and species. Tribal participation in local, regional and national climate change adaption strategies, with a focus on food-based resources, can inform and strengthen the ability of both tribes and other governmental resource managers to address and adapt to climate change impacts.  相似文献

Cities in the USA engage in action on climate change, even as the federal government remains resistant to comprehensive climate policy. While experts generally agree that local level adaptation and mitigation policies are critical to avoiding the worst climate impacts, the degree to which cities communicate climate change issues to their constituents has yet to be fully explored. In this article, we evaluate how US cities communicate climate change-related issues, problems, and policies. We use a computer-assisted approach to evaluate climate change efforts by cities by examining the full text of press releases of 82 large cities in the USA. We first identify who discusses climate change, finding that many large cities in the USA address climate change in their public communication. Second, we examine the content of these discussions. Many cities discuss weather-related concerns in conjunction with broad collaborative efforts to address global warming, while city-based policy discussions focus more on energy and transportation efforts. Third, we evaluate the local factors associated with these discussions. We find that the city’s climate vulnerability is particularly influential in shaping the level and timing of climatic communication.  相似文献

The relationship between climate change understanding and other variables, including risk perception, beliefs, and worldviews, is an important consideration as we work to increase public attention to climate change. Despite significant effort to develop rigorous mechanisms for measuring affective variables, measurement of climate change understanding is often relegated to unvalidated questions or question sets. To remedy this situation, we constructed and analyzed a climate change concept inventory using a suite of validity and reliability steps, including Rasch analysis. The resultant 21-item test has a high degree of validity and reliability for measuring understanding about basic climate change processes. Inventory scores along with other variables were included in a model of climate change risk perception, providing both concurrent validity for the test and new insight into the importance of understanding, worldview, and values on risk perception. We find that environmental beliefs and cultural cognition worldview play a larger role in predicting an individual’s risk perception than knowledge. Implications for addressing climate change are considered.  相似文献

基于在云南省西部保山地区开展的入户问卷调查和关键信息人访谈,探讨在发生旱灾,大量农民外出务工以弥补旱灾给家庭和农业生产带来的损失这一特定背景下,对比外出务工农户和非外出务工农户在收入来源、应对旱灾措施和家庭收入分配上的差异,分析外出务工对农民适应气候变化能力带来的影响。结果表明:外出务工收入给留守家庭的气候变化适应能力带来了积极的影响;另外一方面,大量青壮年劳动力的外出让经济结构仍然以农业为主的村庄出现劳动力缺乏、农业发展后续动力不足等潜在问题。建议在未来针对外出务工人口开展的职业培训中增加诸如家庭财务管理、气候变化等相关内容来加强农村地区和农民的气候变化适应能力,建议政府推广气候智能农业,采取本地化/本土化的适应措施。  相似文献

通过问卷调查和访谈,揭示了青藏高原东南缘玉龙雪山地区居民对当地气候变化及其影响与适应的感知认识。结果表明:居民对玉龙雪山地区气候变化的感知强度与科学研究结果总体上具有很高的一致性。居民对气候变化对农业环境影响的感知不很强烈,认为气候变化并未影响到农作物长势和产量,但对气候变化导致农作物病虫害略有增加和作物生长期延长的感知却持较高赞同度。居民对气候变化及其适应的感知强度总体上与海拔高度相关显著,而对气候变化及其影响的感知则与年龄显著相关。气候变化已促使山区居民调整产业结构,发展低耗水农业经济,并积极参与山区旅游、外出打工,以弥补微薄的农业收入。同时,居民也期望政府能够给予他们一定的经济补偿,以弥补由于干旱和倒春寒等带来的经济损失。  相似文献

Climate change in many agricultural contexts will increase tensions between farming and non-farming populations over adaptations in land use and water conservation strategies. How adequately these future tensions may be mitigated will be partially determined by each groups' beliefs about climate change. A voluminous literature shows that climate change beliefs are crucial for understanding engagement with climate change mitigation and adaptation strategies, and that values motivate climate change beliefs, but the role of values remains unclear, and comparisons of farming and non-farming populations are scant. We develop a model of climate change beliefs that integrates four main motivating factors - values, political ideology, knowledge, and worldview - and we explicitly compare members of farming and non-farming populations in an agricultural watershed in the Central Great Plains, USA. Our findings highlight the role of held values in motivating climate change beliefs and point to areas of potential consensus and tension within and among members of these two groups. The results provide an empirical basis for developing future climate change engagement strategies in contexts of growing divides and conflicts among farming and non-farming groups.  相似文献

Despite the increasing interest in climate change policy in the US, little systematic research has been conducted on the willingness of individuals to change their behaviour to mitigate the problem. Understanding behavioural change is critical if federal and local governments intend to implement programmes requiring actions to mitigate and adapt to climate change. This understudied aspect of climate change policy is addressed by quantitatively examining the degree to which residents living in the US are willing to alter their behaviour to mitigate climate change impacts, and by identifying the major factors contributing to this willingness. Based on a national survey, the reported willingness of individuals to alter behaviours is explained, using the components of risk, individual stress, capacity and ecological values. The findings indicate that specific personal traits and contextual characteristics trigger a significantly greater willingness to change longstanding behavioural patterns. These insights into the factors motivating behavioural change can provide guidance to decision makers at both federal and local levels on how best to implement climate change policies.  相似文献

The case of the Pyramid Lake Paiute Tribe exemplifies tribal vulnerabilities as a result of climate change. Preliminary socio-economic data and analysis reveal that the tribe’s vulnerability to climate change is related to cultural and economic dependence on Pyramid Lake, while external socio-economic vulnerability factors influence adaptive capacity and amplify potential impacts. Reduced water supplies as a consequence of climate change would result in a compounded reduction of inflows to Pyramid Lake, thus potentially impacting the spawning and sustenance of a cultural livelihood, the endangered cui-ui fish (Chasmistes cujus). Meanwhile, limited economic opportunities and dwindling federal support constrain tribal adaptive capacity. Factors that contribute to tribal adaptive capacity include: sustainability-based values, technical capacity for natural resource management, proactive initiatives for the control of invasive-species, strong external scientific networks, and remarkable tribal awareness of climate change.  相似文献

Governance failures are at the origin of many resource management problems. In particular climate change and the concomitant increase of extreme weather events has exposed the inability of current governance regimes to deal with present and future challenges. Still our knowledge about resource governance regimes and how they change is quite limited. This paper develops a conceptual framework addressing the dynamics and adaptive capacity of resource governance regimes as multi-level learning processes. The influence of formal and informal institutions, the role of state and non-state actors, the nature of multi-level interactions and the relative importance of bureaucratic hierarchies, markets and networks are identified as major structural characteristics of governance regimes. Change is conceptualized as social and societal learning that proceeds in a stepwise fashion moving from single to double to triple loop learning. Informal networks are considered to play a crucial role in such learning processes. The framework supports flexible and context sensitive analysis without being case study specific.First empirical evidence from water governance supports the assumptions made on the dynamics of governance regimes and the usefulness of the chosen approach. More complex and diverse governance regimes have a higher adaptive capacity. However, it is still an open question how to overcome the state of single-loop learning that seem to characterize many attempts to adapt to climate change. Only further development and application of shared conceptual frameworks taking into account the real complexity of governance regimes can generate the knowledge base needed to advance current understanding to a state that allows giving meaningful policy advice.  相似文献

A policy network analysis using a questionnaire survey was conducted to identify the main climate policy actors in South Korea and examine how they form alliances and come into conflict over four major issues. Generally, it was found that governmental organizations are the main actors in the South Korean climate policy arena and that they mediate between the business and civil sectors. In particular, key organizations in each sector play a leading role in the formation and maintenance of at least two distinct alliance networks: growth and environmental. In particular, the growth network has been stronger and more intense than the environmental network, with the exception of nuclear power policy. The crucial drivers of proactive policy discourse in South Korea have been scientific discourse and a consensus on the advent of anthropogenic climate change by the international scientific community, the international climate change negotiations and the pressure to commit to GHG emissions reduction, and low-carbon green growth strategy.

Policy relevance

The positions of South Korean governmental organizations (as well as other civil society organizations) on the four major issues of climate policy have not been aligned. The government has not acted as a unified body; instead it is an aggregated body composed of organizations with competing interests. If policy actors with different interests share the recognition of the state of the country within global society and understand international pressure as well as the urgency of combating climate change, then a common policy goal can be achieved. It is essential for the government to exert proactive leadership for climate policies in mediating the growth and environmental networks. It is important to boost environmental networks in order to overcome the alliance of growth networks. A more proactive response for combating climate change would establish open policy-making processes for environmental network actors and provide economic opportunities for climate actions.  相似文献

Previous research documents that U.S. conservatives, and conservative white males in particular, tend to dismiss the threat of climate change more than others in the U.S. public. Other research indicates that higher education and income can each exacerbate the dismissive tendencies of the political Right. Bridging these lines of research, the present study examines the extent to which higher education and/or income moderate the ideological divide and the “conservative white male effect” on several climate change opinions, and whether these effects are mediated by an individualistic worldview (e.g., valuing individual liberty and limited government). Using nationally representative survey data of U.S. adults from 2008 to 2017 (N = 20,024), we find that across all beliefs, risk perceptions, and policy preferences examined, the ideological divide strengthens with both higher education and higher income. However, educational attainment plays a stronger role than income in polarizing the views of conservative white males. Further analyses support the hypothesis that differences in individualism partially explain the increased political polarization among more educated and higher-income adults, as well as greater dismissiveness among conservative white males relative to other demographic groups. These results highlight key moderators of opinion polarization, as well as ideological differences among conservatives, that are often overlooked in public discourse about climate change. Implications for climate change education and communication across demographic groups are considered.  相似文献
