A long history of household-level research has provided important local-level insights into climate adaptation strategies in the agricultural sector. It remains unclear to what extent these strategies are generalizable or vary across regions. In this study we ask about three potential key factors influencing farming households’ ability to adapt: access to weather information, household and agricultural production-related assets, and participation in local social institutions. We use a 12-country data set from sub-Saharan Africa and South Asia to explore the links between these three potential drivers of agricultural change and the likelihood that farmers made farm-associated changes, such as adopting improved crop varieties, increasing fertilizer use, investing in improved land management practices, and changing the timing of agricultural activities. We find evidence that access to weather information, assets, and participation in social institutions are associated with households that have reported making farming changes in recent years, although these results vary across countries and types of practices. Understanding these drivers and outcomes of farm-associated changes across different socio-economic and environmental conditions is critical for ongoing dialogues for climate-resilient strategies and policies for increasing the adaptive capacity of smallholders under climate change.  相似文献

The impact of climate change on US agriculture has been debated for more than two decades, but the estimates ranged from no damage at the lower end to 80 % losses of grain yields at the higher end. This essay aims to help understand such divergent predictions by clarifying the concepts of weather and climate. First, the widely-read panel fixed effects models capture only the impacts of weather fluctuations but not of climate normals. Random weather fluctuations and climatic shifts are two different meteorological events and they have distinct implications on farming decisions. The former is perceived as random while the latter is perceived as non-random by the farmers. Using the historical corn yield data in the US, I explain the differences between the impact of random weather and that of climate change. Second, adaptation strategies to climatic changes and increased climate risks cannot be accounted for by the panel fixed effects models. Using the farm household data collected in sub-Saharan Africa and Latin America, I discuss quantitative significance of modeling adaptation strategies in the estimates of climate damage. Distinction between random weather fluctuations and climatic shifts is critical in modeling farming decisions, as they are fundamental to climate science, but is poorly understood by the impact researchers.  相似文献

Seasonal probability forecasts produced with numerical dynamics on supercomputers offer great potential value in managing risk and opportunity created by seasonal variability. The skill and reliability of contemporary forecast systems can be increased by calibration methods that use the historical performance of the forecast system to improve the ongoing real-time forecasts. Two calibration methods are applied to seasonal surface temperature forecasts of the US National Weather Service, the European Centre for Medium Range Weather Forecasts, and to a World Climate Service multi-model ensemble created by combining those two forecasts with Bayesian methods. As expected, the multi-model is somewhat more skillful and more reliable than the original models taken alone. The potential value of the multimodel in decision making is illustrated with the profits achieved in simulated trading of a weather derivative. In addition to examining the seasonal models, the article demonstrates that calibrated probability forecasts of weekly average temperatures for leads of 2–4 weeks are also skillful and reliable. The conversion of ensemble forecasts into probability distributions of impact variables is illustrated with degree days derived from the temperature forecasts. Some issues related to loss of stationarity owing to long-term warming are considered. The main conclusion of the article is that properly calibrated probabilistic forecasts possess sufficient skill and reliability to contribute to effective decisions in government and business activities that are sensitive to intraseasonal and seasonal climate variability.  相似文献

We carry out a structured review of the peer-reviewed literature to assess the factors that constrain and enable the uptake of long-term climate information in a wide range of sectoral investment and planning decisions. Common applications of long-term climate information are shown to relate to urban planning and infrastructure, as well as flood and coastal management. Analysis of the identified literature highlights five categories of constraints: disconnection between users and producers of climate information, limitations of climate information, financial and technical constraints, political economy and institutional constraints and finally psycho-social constraints. Five categories of enablers to the uptake of long-term climate information in decision-making are also identified: collaboration and bridge work, increased accessibility of climate information, improvement in the underlying science, institutional reform and windows of opportunity for building trust.

Policy relevance

Our review suggests that stand-alone interventions aimed at promoting the uptake of climate information into decision-making are unlikely to succeed without genuine and sustained relationships between producers and users. We also highlight that not every decision requires consideration of long-term climate information for successful outcomes to be achieved. This is particularly the case in the context of developing countries, where the immediacy of development challenges means that decision makers often prioritize short-term interventions. Care should therefore be taken to ensure that information is targeted towards investments and planning decisions that are relevant to longer-term timescales.  相似文献

Several meteorological services in Africa now issue seasonal climate forecasts on an operational basis. However, the failure to develop a comprehensive profile of users has resulted in a considerable gap between the information that is likely to be useful to farmers and that provided and disseminated by these services. The present study develops a methodology to characterize smallholder production systems in order to identify farmer groups who may adopt and benefit from the climate forecast information in sub-Saharan Africa. Through an extensive literature review, data and information was derived from a national household survey of 1540 smallholders in 1995–1997 by the Kenya Agricultural Research Institute and spatial georeferenced data from leading world data centers. The data were analysed and synthesized using the GIS. Considerable opportunities exist for farming communities to improve their profitability using climate forecasts. Although the needs and demand for climate forecasts vary according to the production systems and market forces that determine credit, demand and input availability and, thus, the usability of forecasts depend on the characteristics of the farmers and their place in space. Based on production strategies and options available to farmers, three zones were identified grouping farmers with highly probable, probable and less probable potential of adopting climate forecasts to alter their production practices. Although a climate forecast may be useful to all farmers in the region considered, due to different options available to individual groups of farmers, however, the benefits derived from its use may not be equitable. Some of the options available to farmers in Kenya were considered in this study with a view to highlighting why some may benefit more than others. The methodology demonstrated here could be adopted for other parts of the world for: (1) selecting survey sites to determine the benefits of climate forecasts using farmers participatory rapid rural appraisals and simulation approach, and (2) target climate information where it would be most useful.  相似文献

Commercial marine fishing contributes significantly to the Australian economy, and has great importance for coastal communities. However, climate change presents significant challenges for Australia’s fishing industries, now and into the future. With greater use of targeted information, the fishing industry will be better placed to minimise the negative impacts and take advantage of opportunities associated with the effects of climate change. The future of the fishing industry—specifically wild capture fisheries—will depend on its ability and capacity to apply appropriate adaptation strategies for its viability and sustainability in the long-term. Knowledge regarding expected long-term changes in species distributions, improved weather and seasonal climate forecasts and their influence on target species, and better understanding of species tolerances, can inform adaptation responses. This paper provides a review of recent advances in research addressing Australia’s priorities in relation to commercial marine fisheries’ responses to current and anticipated future climate change impacts, and considers barriers and adaptation options for fisheries management over the near-term planning horizon of 5–7 years.  相似文献

In the past several decades, decision makers in the United States have increasingly called upon publicly funded science to provide “usable” information for policy making, whether in the case of acid rain, famine prevention or climate change policy. As demands for usability become more prevalent for publicly accountable scientific programs, there is a need to better understand opportunities and constraints to science use in order to inform policy design and implementation. Motivated by recent critique of the decision support function of the US Global Change Research Program, this paper seeks to address this issue by specifically examining the production and use of climate science. It reviews empirical evidence from the rich scholarship focused on climate science use, particularly seasonal climate forecasts, to identify factors that constrain or foster usability. It finds, first, that climate science usability is a function both of the context of potential use and of the process of scientific knowledge production itself. Second, nearly every case of successful use of climate knowledge involved some kind of iteration between knowledge producers and users. The paper argues that, rather than an automatic outcome of the call for the production of usable science, iterativity is the result of the action of specific actors and organizations who ‘own’ the task of building the conditions and mechanisms fostering its creation. Several different types of institutional arrangements can accomplish this task, depending on the needs and resources available. While not all of the factors that enhance usability of science for decision making are within the realm of the scientific enterprise itself, many do offer opportunities for improvement. Science policy mechanisms such as the level of flexibility afforded to research projects and the metrics used to evaluate the outcomes of research investment can be critical to providing the necessary foundation for iterativity and production of usable science to occur.  相似文献

The threat of climate change is emerging at a time of rapid growth for many economies in sub-Saharan Africa (SSA). Dominant narratives comprising ambitious development plans are common and often based around sectors with strong inter-dependencies that are highly exposed to climate variability. Using document analysis and key informant interviews, this article examines how climate change is addressed in policy, how it is being mainstreamed into water, energy and agriculture sector policies and the extent to which cross-sectoral linkages enable coordinated action. These questions are addressed through a case study of Tanzania, highlighting broader lessons for other developing countries, particularly those in SSA facing similar challenges. The article finds that, while the agriculture and water sectors are increasingly integrating climate change into policies and plans in Tanzania, practical coordination on adaptation remains relatively superficial. Publication of the Tanzania National Adaptation Plan of Action (NAPA) in 2007 marked a step change in the integration of climate change in sectoral policies and plans; however, it may have reinforced a sectoral approach to climate change. Examining the policies for coherence highlights overlaps and complementarities which lend themselves to a coordinated approach. Institutional constraints (particularly structures and resources) restrict opportunities for inter-sectoral action and thus collaboration is confined to ad hoc projects with mixed success to date. The results highlight the need for institutional frameworks that recognize and address these constraints to enable development goals to be pursued in a more sustainable and climate-resilient manner.

KEY POLICY INSIGHTS

  • The NAPA has been successful at encouraging climate change mainstreaming into sectoral policies in Tanzania; however, the cross-sectoral collaboration crucial to implementing adaptation strategies remains limited due to institutional challenges such as power imbalances, budget constraints and an ingrained sectoral approach.

  • Collaboration between nexus sectors in Tanzania is largely through ad hoc projects with limited progress on establishing deeper connections to enable collaboration as a process. Regular cross-sectoral planning meetings and consistent annual budgets could provide a platform to enhance cross-sectoral coordination.

  • Plans to develop hydropower and agriculture are prevalent across sub-Saharan Africa. Insights from Tanzania highlight the importance of institutional and policy frameworks that enable cross-sectoral coordination.

A well tested agricultural systems model was used together with 114 years of historical climate data to study the performance of a dryland wheat–fallow system as impacted by climate variations and nitrogen input levels in southeast Australia, and to investigate the value of: (1) historical climate knowledge, (2) a perfect climate forecast, and (3) various forecasts of targeted variables. The potential value of historical climate records increases exponentially with the number of years of data. In order to confidently quantify the long term optimal nitrogen application rate at the study site at least 30 years of climate data are required. For nitrogen management only, the potential value of a perfect climate forecast is about $54/ha/year with a reduction of excess nitrogen application of 20 kg N/ha/year. The value of an ENSO based forecast system is $2/ha/year. Perfect forecasting of three or six categories of growing season rainfall would have a value of $10–12/ha/year. Perfect forecasts of three or six categories of simulated crop yield would bring about $33–34/ha/year. Choosing integrated variables as a forecasting target, for example crop yield derived from agricultural modelling, has the potential to significantly increase the value of forecasts.  相似文献

This study compares responses to seasonal climate forecasts conducted by farmers of three agro-ecological zones of Burkina Faso, including some who had attended local level workshops and others who had not attended the workshops. While local inequalities and social tensions contributed to excluding some groups, about two-thirds of non-participants interviewed received the forecast from the participants or through various means deployed by the project. Interviews revealed that almost all those who received the forecasts by some mechanism (workshop or other) shared them with others. The data show that participants were more likely to understand the probabilistic aspect of the forecasts and their limitations, to use the information in making management decisions and by a wider range of responses. These differences are shown to be statistically significant. Farmers evaluated the forecasts as accurate and useful in terms of both material and non-material considerations. These findings support the hypothesis that participatory workshops can play a positive role in the provision of effective climate services to African rural producers. However, this role must be assessed in the context of local dynamics of power, which shape information flows and response options. Participation must also be understood beyond single events (such as workshops) and be grounded in sustained interaction and commitments among stakeholders. The conclusion of this study point to lessons learned and critical insights on the role of participation in climate-based decision support systems for rural African communities.  相似文献

Narrowing research and policy, while challenging, is especially important in climate change adaptation work (CCA) due to the high uncertainties involved in planning for climate change. This article aims to seek stakeholders’ opinions regarding how research and policy development can be bridged within the Cambodian water resources and agriculture sectors. The study used institutional ethnography methods with informants from government organizations, local academia, and development partners (DPs). This article identifies a number of challenges, and barriers for narrowing research–policy development gaps, including: limited effectiveness of governmental policies and planning; lack of relevant information required to promote evidence-based planning and policy development; and communication barriers. Evidence-based planning is valued by government officials most when there is actual and effective implementation of policies and plans. In practice, this often implies that governmental policies and plans need be scoped and scaled down to meet the available budget, and thus be achievable. In the long term, it also means building the capacity for policy-relevant research on climate change adaptation within Cambodia. Engaging policy stakeholders in research process for co-producing adaptation knowledge, and introducing knowledge intermediaries are suggested by informants as means to narrowing gaps between research and policy development. The presence of the Cambodia's Prime Minister in research–policy dialogues is recommended as important for attracting the attention of high-level policy makers.

Policy relevance

As a least developed and highly climate-vulnerable country, Cambodia has received climate change funding to implement a number of climate adaptation initiatives. Cambodia is likely to receive more climate change finance in the future. This article aims to assist evidence-based planning, in particular, through policy-relevant research on CCA, so that resources for adaptation in Cambodia are used effectively and efficiently. Despite decades of research and interventions, crop yields for smallholder farmers across sub-Saharan Africa are dramatically lower than in developed countries. Attempts to address low yields of staple crops in Africa since the Green Revolution through policies and investments in advanced seed cultivars have had mixed results. Numerous countries have heartily embraced and promoted hybrid cultivars through government subsidy programs and investments in research and seed multiplication. One possible explanation for why these programs have not resulted in more significant yield improvements is the challenge faced by farmers to select cultivars that are suited to their local environmental conditions. The question of what seeds farmers choose is exceptionally complex as it is often affected by local seed availability, the availability of information on seed performance, and the transfer of that information to farmers. At the foundation of this choice are farmers’ perceptions of different seed varieties coupled with their perceptions of climate variability. We examine seed choice in Zambia, a country with decades of hybrid maize seed development and supporting policies. We demonstrate how input subsidy programs and seed market liberalization have led to choice overload and a discontinuity in information exchange between farmers and seed companies. The decision making environment is further complicated by the heterogeneity in growing conditions and its variable impact on seed performance, which complicates characterization of seed duration at the farm level. Perceptions and biases related to climate variability effect seed choice, and potentially lead farmers to make risk averse decisions, which ultimately depress maize yields.  相似文献

Water resources, and in particular run-off, are significantly affected by climate variability. At present, there are few examples of how the water management sector integrates information about changing intra-annual climate conditions in a systematic manner in developing countries. This paper, using the case study of Cape Town in the Western Cape, South Africa, identifies processes and products to facilitate increased uptake of seasonal climate forecasts among water resource managers. Results suggest that existing seasonal forecasts do not focus enough on specific users’ needs. In order to increase uptake, forecasts need to include information on the likely impact of precipitation variability on runoff and water availability. More opportunities are also needed for those with climate knowledge to interact with water resource managers, particularly in the developing country context where municipal managers’ capacity is strained. Although there are challenges that need to be overcome in using probabilistic climate information, seasonal forecast information tailored to the needs of water resource planners has the potential to support annual planning and is therefore a means of adapting to climate change.  相似文献

For the past 100 years, a mostly volunteer group of observers has formed the backbone of the U.S. National Weather Service (NWS) Cooperative (CO-OP) network. These stations have provided most of the observations used to satisfy the Department of Commerce's statutory mandate of 1890... to establish and record the climatic conditions of the United States (15 USCA 313). Originally, this network was intended primarily for agriculture, but many other uses of the data have since emerged, such as the climatic planning of weather sensitive activities, input to engineering design studies, and input and verification for weather and river forecasts. In recent years, heightened awareness regarding climatic change and variability has challenged this network with yet another mission: the monitoring and detection of climate change. While not designed for that mission, the CO-OP network has proved useful in this respect. However, with some changes in operation, it could become even more valuable in monitoring for climatic change, and could do so in a most economical way. Similar practices instituted worldwide will be necessary for comprehensive study of climate change to the degrees of detail necessary to address specific policy issues and practical local-scale decision making.  相似文献

The winter time weather variability over the Mediterranean is studied in relation to the prevailing weather regimes (WRs) over the region. Using daily geopotential heights at 700 hPa from the ECMWF ERA40 Reanalysis Project and Cluster Analysis, four WRs are identified, in increasing order of frequency of occurrence, as cyclonic (22.0 %), zonal (24.8 %), meridional (25.2 %) and anticyclonic (28.0 %). The surface climate, cloud distribution and radiation patterns associated with these winter WRs are deduced from satellite (ISCCP) and other observational (E-OBS, ERA40) datasets. The LMDz atmosphere–ocean regional climate model is able to simulate successfully the same four Mediterranean weather regimes and reproduce the associated surface and atmospheric conditions for the present climate (1961–1990). Both observational- and LMDz-based computations show that the four Mediterranean weather regimes control the region’s weather and climate conditions during winter, exhibiting significant differences between them as for temperature, precipitation, cloudiness and radiation distributions within the region. Projections (2021–2050) of the winter Mediterranean weather and climate are obtained using the LMDz model and analysed in relation to the simulated changes in the four WRs. According to the SRES A1B emission scenario, a significant warming (between 2 and 4 °C) is projected to occur in the region, along with a precipitation decrease by 10–20 % in southern Europe, Mediterranean Sea and North Africa, against a 10 % precipitation increase in northern European areas. The projected changes in temperature and precipitation in the Mediterranean are explained by the model-predicted changes in the frequency of occurrence as well as in the intra-seasonal variability of the regional weather regimes. The anticyclonic configuration is projected to become more recurrent, contributing to the decreased precipitation over most of the basin, while the cyclonic and zonal ones become more sporadic, resulting in more days with below normal precipitation over most of the basin, and on the eastern part of the region, respectively. The changes in frequency and intra-seasonal variability highlights the usefulness of dynamics versus statistical downscaling techniques for climate change studies.  相似文献

In many places, predictions of regional climate variability associated with the El Niño–Southern Oscillation phenomenon offer the potential to improve farmers’ decision outcomes, by mitigating the negative impacts of adverse conditions or by taking advantage of favorable conditions. While the notion that climate forecasts are potentially valuable has been established, questions of when they may be more or less valuable have proven harder to resolve. Using simulations, we estimate the expected value of seasonal climate information under alternative assumptions about (a) land tenure (ownership vs. short-term leases) and (b) the decision maker’s objective function (expected utility vs. prospect theory value function maximization), employing a full range of plausible parameter values for each objective function. This allows us to show the extent to which the value of information depends on risk preferences, loss aversion, wealth levels and expectations, as well as situational constraints. Our results demonstrate in a non-laboratory decision context that, in some cases, psychologically plausible deviations from expected utility maximization can lead to substantial differences in estimates of the expected value of climate forecasts. Efforts to foster effective use of climate information and forecasts in agriculture must be grounded in a firm understanding of the goals, objectives and constraints of decision makers.  相似文献

The Climate Science for Service Partnership China(CSSP China) is a joint program between China and the United Kingdom to build the basis for climate services to support the weather and climate resilient economic development and welfare in China. Work Package 5(WP5) provides the translational science on identification of: different users and providers, and their mandates; factors contributing to communication gaps and capacities between various users and providers; and mechanisms to work through such issues to develop and/or evolve a range of climate services.Key findings to emerge include that users from different sectors have varying capacities, requirements, and needs for information in their decision contexts, with a current strong preference for weather information. Separating climate and weather services when engaging users is often not constructive. Furthermore, there is a need to move to a service delivery model that is more user-driven and science informed; having sound climate science is not enough to develop services that are credible, salient, reliable, or timely for diverse user groups. Greater investment in building the capacity of the research community supporting and providing climate services to conduct translational sciences and develop regular user engagement processes is much needed. Such a move would help support the China Meteorological Administration's(CMA) ongoing efforts to improve climate services. It would also assist in potentially linking a broader group of "super" users who currently act as providers and purveyors of climate services because they find the existing offerings are not relevant to their needs or cannot access CMA's services.  相似文献

综述了近10年来国内有关医疗气象的研究,特别是介绍了前人在常见病(循环系统、消化系统和呼吸系统疾病)、传染病以及各种生物性病原(疾病媒介物、寄生虫、真菌、细菌等)与气象条件关系研究,未来气候变化对人体健康的可能影响以及气象部门在医疗气象方面的预报和服务,并对今后医疗气象的研究方向进行了展望。指出应进一步加强医疗与气象两个学科的全国性协作研究。研究各种气象因素对人体生理、病理及精神状态的影响和气候变化对人类健康的影响,加强气象灾害与疾病的关系及灾后防御措施的研究。  相似文献
