Review of the history of Soviet water management indicates that the recently abolished N to S river transfer program would only be marginally helpful in hydroenergy production, river navigation, estuarine fishery, and stabilization of water levels in the Caspian and Aral seas, but would be significantly harmful to the ecology of the N parts of the USSR. Widely criticized mismanagement of coutrywide irrigation will only be exacerbated by water deversions. After Gorbachov's ascension, Soviet water management reached a pivotal point. Further expansion of water-wasteful irrigation will be drastically curtailed. A new comprehensive land reclamation programm will be initiated in order to boost farm production without additional interbasin water transfers. This program will basically consist of complex measures of forestation and land cultivations, soul erosion prevention, improvement of water delivery systems to the cropland, strict water rationing during irrigation, water conservation by efficient treatment, and reuse of collected drainage water. It is not yet clear how the Soviet planners intend to alleviate water shortages in Central Asia and prevent the shrinkage of the Aral Sea.Research for this Paper was completed under a fellowship at the Woodrow Wilson Center and prepared for presentation at a colloquium, Woodrow Wilson International Center for Scholars, Smithsonian, April 14, 1987. Water control is an essential requirement if food and energy crises in Africa are to be resolved on a sustainable basis. The paper reviews the problems and prospects associated with the expansion of irrigation in Africa, where experiences with large and medium scale water management have been of comparatively recent origin. The present status of water development and management issues are approached carefully and cautiously, they can make an important and lasting contribution to the resolution of Africa's food crisis.  相似文献

灌区水资源合理配置是提高灌区水资源利用效率及保障粮食安全的重要途径,也是实现灌区水资源可持续利用的有效调控措施。从灌区水资源管理政策、水资源循环转化规律、水资源优化配置模型与方法和水文生态4个方面,对国内外该领域的研究现状进行了对比分析。研究发现,国内灌区水资源配置主要存在4个方面的问题:水资源合理配置与保护政策落实不到位、水资源的统一管理机制不健全、水资源优化配置模型实用性不强和水资源优化配置基础条件较为薄弱。建议加强灌区水资源的统一管理政策与机制、变化环境下水资源循环转化规律、水资源承载力基础理论与评价新方法、水文生态调控技术、水资源实时风险调度与智能化管理技术以及水资源优化配置耦合技术研究。  相似文献

对于水资源短缺的西北地区,研究大型引黄灌区退水规律及退水量预测对灌区水资源高效利用和灌区水资源管理具有十分重要的意义。本文利用宁夏青铜峡灌区的实测资料,通过灰色关联分析法研究了宁夏引黄灌区年退水量的影响因素和预测模型,得出影响灌区退水量的主要因素依次为灌溉引水量、地下水位、降水量和蒸发量;建立了灌区退水量的多元逐步回归预测模型,并对青铜峡灌区退水量进行了预测研究,结果表明,该模型具有较高的预测精度,研究成果为灌区水资源高效利用奠定了科学基础。  相似文献

中亚地区是我国天气的上游区,生态环境异常脆弱,必须要保证该地区生态环境和资源安全,水资源安全首当其冲.研究和评估气候变化和人类活动对中亚地区水文环境的影响,具有重要的战略意义.近百年来中亚地区气候有暖湿化趋势,气温增温持续时间较长且增温幅度较大,近50a增暖更加明显(0.47℃·(10a)-1),其中冬季增温最快,预估未来会延续变暖的态势;同时20世纪80年代之后降水量持续波动上升.气候变化对该地区水资源的时空分布及湖泊变迁造成了重大影响,人类活动加剧了水资源短缺,近50a来锡尔河和阿姆河入咸海径流量均呈减少的趋势,20世纪70年代之后拦水蓄水水库等水利工程的建设,加上灌溉用水的增加,导致两河入咸海水量骤减;而1987年之后两河入咸海水量回升,主要是气温回暖、降水增多,加速了常年积雪和冰川融化,使得进入河道的径流量增加.同时,湖泊水位下降,面积收缩,水质恶化.中亚水资源问题主要是跨国水资源分配和水环境恶化问题,要做好水资源评估和用水规划工作,建立覆盖全区域的水资源环境监测网络.中亚国家需要共同参与制定一套完整的、综合考虑人口、社会经济、生态环境等因素的水资源管理政治立法决策体系,构建中亚各国人水和谐、互利共存的水资源新秩序,以水资源可持续利用来支持经济与社会的可持续发展.  相似文献

Water reservoirs play an important role in areas with limited and erratic precipitation where water is stored and re-distributed later for different purposes. Irrigation is primarily a major water consumer in arid countries of Central Asia for the economic development, employment and food security of the region. The major rivers of Central Asia (e.g., Amu Darya, Syr Darya, and Zerafshan) are turbid watercourses. Sedimentation reduces the main reservoir asset i.e., its volume capacity. In addition, vast territories of the region’s countries have been transformed for agriculture to grow water intensive crops such as cotton, rice and wheat during the Soviet Union that dramatically accelerated soil erosion by water and wind. Thus, many man-made water reservoirs are affected by high sedimentation rates. Moreover, uneven spatial and temporal water resources and a Soviet-inherited unified hydraulic infrastructure have raised transboundary reservoir management issues over water resources allocation among the countries in the region such as Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan and Turkmenistan. The rivers such as Syr Darya and Amu Darya are already regulated by more than 78 and 94 %, respectively and attempts for new reservoir projects upstream raises increased concerns of the downstream countries (e.g., the Rogun hydropower station in Tajikistan and the Toktogul reservoir in Kyrgyzstan). For instance, the uncoordinated use of reservoirs has caused the Arnasai lake problem in Uzbekistan with environmental, material damage and social unrest. The aim of this paper is first to review the present conditions and the role of man-made water reservoirs for irrigation in Central Asia with special focus on Uzbekistan, second to document past and current reservoir sedimentation conditions in Uzbekistan and third to discuss research carried out by Soviet and present-time local research community in the domain of erosion and sedimentation in the region.  相似文献

Rapid social and economic development results in increased demand for water resources. This can lead to the unsustainable development and exploitation of water resources which in turn causes significant environmental problems. Conventional water resource management approaches, such as supply and demand management strategies, frequently fail to restore regional water balance. This paper introduces the concept of water consumption balance, the balance between actual evapotranspiration (ET) and target ET, and establishes a framework to realize regional water balance. The framework consists of three stages: (1) determination of target ET and actual ET; (2) quantification of the water-saving requirements for the region; and (3) reduction of actual ET by implementing various water saving management strategies. Using this framework, a case study was conducted for Guantao County, China. The SWAT model was utilized to aid in the selection of the best water saving management strategy by comparing the ET of different irrigation methods and crop pattern adjustments. Simulation results revealed that determination of SWAT model parameters using remote sensing ET is feasible and that the model is a valuable tool for ET management. Irrigation was found to have a greater influence on the ET of winter wheat as compared to that of maize, indicating that reduction in winter wheat cultivation is the most effective way to reduce regional ET. However, the effect of water-saving irrigation methods on the reduction of ET was not obvious. This indicates that it would be difficult to achieve regional ET reduction using water-saving irrigation methods only. Furthermore, selecting the best water saving management strategy by relying solely on the amount of reduced ET was insufficient, because it ignored the impact of water conservation measures on the livelihood of the agricultural community. Incorporating these considerations with our findings, we recommend changing the current irrigation method to sprinkler irrigation and replacing 20% of the winter wheat-maize cultivated area with cotton, as the best strategy to achieve water balance in the study area.  相似文献

Many irrigation projects in the central plain of Thailand are not capable of providing sufficient surface water for the cultivation of rice, which is the major cash crop for Thai farmers. To overcome this surface water deficiency, which has been exacerbated in recent years by climate change, groundwater is increasingly being used for irrigation. Thus, large sections of agriculture lands have been converted to conjunctive water use regions. While conjunctive water use may be a suitable option to overcome the temporary water shortages on a short-term basis, it may pose a particular threat to the overall water resources in the long term, if not properly managed. As a remedy, conjunctive water management policies ought to be adopted. Conjunctive water management is basically a tool to optimize productivity, equity, and environmental sustainability through simultaneous management of surface water and groundwater resources. As of now, such a comprehensive approach has not been yet employed in the upper Chao Phraya basin of Thailand, and the present study is one of the first of this kind. The study region is the Plaichumpol Irrigation Project (PIP) where conjunctive water use has become indispensable for meeting the increasing water requirements for farming. To get a first grip on the issue, water demand, supply and actual use in the study area were investigated for the purpose of providing possible guidelines for optimal water exploitation. A numerical groundwater model with a special module for simulating surface-groundwater interaction was applied in the PIP area to understand the impact of the farmer’s irrigation behavior on the dominant hydrological processes that determine the seasonal and multi-annual water availability in the irrigation area. A set-up of different agricultural water allocation schemes that depend on the local weather conditions and the regional management rules are examined by the numerical models. The results of the simulations provide adaptation guidelines for the proper management of the conjunctive water resources, namely, optimal water utilization. The numerical results for the surface groundwater in particular indicated that while the irrigation canals recharge water to the aquifer during both dry and wet season, small amounts of discharge from the aquifers to the canals occur only during the wet season. The analysis of the groundwater balance also showed that the present available groundwater potential is not fully exploited by the farmers, especially during the dry periods of surface water shortage. In contrast, the adoption of an optimal conjunctive management scheme would ensure extra water availability for additional annual rice crops in the region.  相似文献

运用模糊综合评判和层次分析法对疏勒河流域昌马灌区、双塔灌区和花海灌区水资源开发利用潜力进行了分析评价。结果表明:昌马、双塔和花海三大灌区水资源开发利用潜力各不相同。昌马灌区水资源开发利用处于高级阶段,开发潜力最小,进一步开发应以深度开发为主,同时加强水资源的综合管理;双塔灌区和花海灌区均处于中级阶段,进一步开发潜力较大,其中花海灌区开发潜力最大,水资源开发方式应逐渐从广度向深度转变,耗水型向节水型过渡。研究结果对疏勒河流域灌区尺度水资源的可持续利用提供了科学依据和决策支持,具有重要的实用价值。  相似文献

Karez is an indigenous method of irrigation in which groundwater is tapped by a tunnel. After running for some distance the tunnel comes out in the open and the water is conducted to the command area. Karez irrigation is practised in 22 countries from China to Chile including Pakistan. In Pakistan it is confined to the province of Balochistan which has a tribal society.Karez is an old and stable irrigation system of Pakistan. It is a community enterprise managed by tribal tradition and run by social control. Spacing of the karez, their types, life, length, discharge, land development and allocation, water distribution and management are important aspects of karez irrigation which have been discussed in this paper. Differences in karez maintenance and management produced by differences in tradition and customs of various tribes inhabiting Balochistan are brought out. Furthermore recent changes in Karez irrigation caused by changes in the socio-economic conditions are also analysed.  相似文献

Irrigated agriculture allows for the increase of agrarian yields and stability in food supply and raw materials, being, at the same time, responsible for the reduction of water resources availability and for the pollution by salts and nitrate. This work aims to analyze the impact of changes in irrigation management (establishment of an on-demand flood irrigated system, assignment of irrigation allowances and water payment for surface and irrigation water consumption) in a traditional irrigated land on drainage flow, electrical conductivity and nitrate concentration in irrigation return flows between the year 2001 and the period 2005–2008. Changes in water management significantly modified quantity (lower drainage) and quality (electrical conductivity and nitrate) of irrigation return flows, keeping similar evolution paths during the year with water ameliorants in summer due to the use of good irrigation water quality. Salinity in irrigation return flows is not a current problem in the area as electrical conductivity values in water did not exceed the limit established for water used in irrigation or intended for human consumption. Despite the fact that changes in irrigation management and crop distribution have reduced nitrate concentrations in irrigation return flows by 43 %, the water still presents nitrate values exceeding the 50 mg NO3 ?/l. Thus, nitrate remains as the main agro-environmental problem in this irrigation area. However, the nitrate concentration trends detected in this work mark the possibility of reaching nitrate values below 50 mg NO3 ?/l in the case of maintenance of the conditions in this agricultural system.  相似文献

In recent decades, water has been subjected to different commodification and de-collectivization processes. Increasingly, this is also affecting collective irrigation water management. Critical analysis of this privatization and de-collectivization wave in the irrigation sector has mainly focused on neoliberal institutional policies and market-oriented legislation. However, subtly and silently but equally determinant, the adoption of water-saving technologies is fostering the penetration of private enterprise and market-based governance into these hydro-social settings. This paper discusses this phenomenon through a case study of the community of Senyera in Valencia, Spain, tracking the privatization and subsequent contestation and re-takeover of water management by irrigation system users. The article shows how privatization removes users’ autonomy in the name of common well-being, and increases irrigation costs in a context of little transparency. But the case also highlights users’ capacity to re-value and re-signify their past collective action, remembering and ‘re-membering to’ the collective. Senyera water users critically and reflexively analyse privatization, reconstruct societal relationships around and embedded inside the new technology, and re-collectivize and re-moralize irrigation management in a new hydro-social scenario.  相似文献

Water resources in Egypt are becoming scarce and the demand for clean drinking water supply is one of the most important priorities of the Egyptian government in recent years. Analyzing water use and future demand forecasting is a primitive clue for water demand management. Water in Luxor is used for agricultural, residential, institutional, commercial, and touristic purposes. The results of water use analysis indicated that for the time period from 1983 to 2012, agriculture is the highest consumer of water which reached about 94.76–97.38 % followed by residential water consumption (1.90–3.05 %), institutional water consumption (0.71–1.75 %), and touristic water consumption (0.02–0.43 %), respectively. The future demand forecasting results revealed that the present situation may continue to rise in the next 50 years which will increase the water demand with a water deficit ranging between 15 and 114 MCM/year. To fill the gap between the present water consumption and future residential, institutional, commercial, and touristic water demand, additional municipal facilities, and improvement and management of water supply/demand are needed. To cope with the predicted future water demand, it is recommended to improve the on-farm irrigation, reduce the demand for irrigation water, rationalize the irrigation water use, and enhance the integrated role of water users in integrated water resources management.  相似文献

In order to counter water shortages in the agricultural regions along the lower Volga and in Kazakhstan and Central Asia and to alleviate falling water levels in southern seas, the Soviet Union proposes to transfer substantial quantities of water south from its northern Arctic-flowing rivers. We describe the background to these proposals, the need for greater agricultural production in the Soviet Union, current irrigation practice, and the development of schemes for large-scale water transfers. We discuss the Soviet philosophy of the transformation of nature, the problems encountered in implementing irrigation schemes, and the likely time scale of larger water transfers. The Soviet authorities consider the transfers essential. Even if the efficiency of existing irrigation schemes is improved, demand will surpass supply in many southern agricultural regions within the next 10 to 15 years. Work is to proceed on the first of the second, the Siberian scheme, is unlikely to be taken until any problems encountered in the implementation of the European scheme are assessed. Finally, we consider the potential impact of the diversions. There will certainly be local ecological and environmental consequences and it is considered that the net impact will, on balance, be adverse. There is also concern that the diversion of water away from higher latitudes may affect the Arctic ice cover and, possibly, global climate.  相似文献

Water quality assessment study of the three major rivers within the Cross River Basin have been carried out using cross plots, ionic ratio, correlation analysis, factor analysis and water quality index (WQI) based on the World Health Organization and world average data guidelines. The primary aim was to determine their suitability for domestic and irrigation uses, while the secondary aim was to determine the sources of the ions in the river water. The results showed that the water samples from the Cross River estuary generally had elevated values of dissolved ions as compared to the Calabar and Great Kwa Rivers. Cross plots, ionic ratios, correlation and factor analyses showed tidal influence, silicate weathering, nitrate pollution and dissolution of carbonate minerals from soil CO2 as the origin of the variables. Chemical indices including sodium adsorption ratio and residual sodium carbonate indicate that the river water of the study area are suitable for domestic and irrigation, while sodium percentage (Na %) indicate unsuitability for irrigation applications. The WQI values on the average indicate water of very poor to excellent quality. Generally in terms of quality for the different rivers, the Great Kwa River is best as compared to the Calabar River and Cross River estuary for domestic and irrigation purposes.  相似文献

采用流速仪测量渠道流量的灌区,在其测流及水量计算过程中,由于测验断面或人为因素,不可避免地存在着一定误差,有时出现上游测站水量小于下站水量或站间计算配水量明显偏大、偏小等不合理现象.应用线性规划理论中的修正单纯形法,提出水量平差模型,对不合理的测站水量进行修正,以提高配水统计和配水调度的精度.通过在位山灌区的实际运用,取得了明显效果,灌区配水调度也因此实现了由经验定性决策向科学定量决策的过渡,提高了用水管理水平.  相似文献
