By simultaneously controlling for the spatial and social characteristics of neighborhoods, this study sheds new empirical light on the relationship between ethnic-enclave residence and ethnic-niche employment. Considering women's commuting constraints and their theoretically more local social networks, this study explores whether residential segregation may be a more important determinant of labor-market segregation for immigrant women than for men. The study finds that residential segregation plays an important role in sustaining labor-market segregation among immigrants, and that gender emerges as a salient mediating factor. While living in an ethnic enclave tends to be associated with ethnic-niche employment for both men and women, women who live in enclave neighborhoods have a higher rate of ethnic-niche employment than men. However, greater geographic accessibility to niche jobs is associated with niche employment for both immigrant men and women in general, and place-based context seems as important to men as women.  相似文献

Responding to previous analyses that assume that places are passive recipients of the various macro-level social phenomena associated with concentrated urban poverty, I hypothesize that concentrated urban poverty takes on different forms in different places as a result of how macro-level social phenomena are mediated by locally specific structures. To investigate how concentrated urban poverty takes on different forms in different places, I first decompose the poverty rates of all high-poverty urban neighborhoods in the United States into their race-specific rate and composition effects, and classify high-poverty neighborhoods based on these decomposition values. The results of the analysis demonstrate that poverty in a majority of the high-poverty neighborhoods in the United States is undoubtedly affected by geographically specific processes. For example, within one set of high-poverty neighborhoods, poverty is associated with both the lack of economic opportunity and high rates of class-based residential segregation within mixed-race immigrant ethnic/immigrant enclaves in large gateway cities. A second set of high-poverty neighborhoods, located in the metropolitan areas of the southern United States, has high rates of poverty because of the residential segregation and geographic concentration of poverty-prone African Americans. And lastly, among a third set of tracts, poverty experiences in African American ghettos are linked to declining economic and social opportunities and class-based residential segregation within large manufacturing cities. A set of recommendations for additional research includes addressing how one-size-fits-all anti-poverty public policies should be modified for the specific needs of each type of high-poverty neighborhood. Spatial barriers to employment limit women's job opportunities, but their effects differ among racial/ethnic minority groups. This study evaluates the degree of spatial mismatch for minority women and men by comparing the commuting times of African American, Latino, and white workers in the New York metropolitan region. Using Public Use Microdata for 1980 and 1990, we perform a partial decomposition analysis to assess the role of spatial mismatch in lengthening commuting times for minority workers. The results show that African American men and women living in the center of the region have poorer spatial access to employment than their white counterparts. In the suburbs, African American women and Latinas suffer no spatial mismatch; rather, their longer commuting times reflect greater reliance on mass transit. Comparison with 1980 findings reveals little change in spatial mismatch over time despite significant economic and social restructuring in the 1980s. Spatial barriers still limit employment prospects for the majority of minority women living at the core of the region.  相似文献

Disagreement persists about whether or not African American workers in U.S. metropolitan areas are more distant from centers of employment opportunities than European American workers are. But few studies on employment accessibility focus on racial differences among women. Analyses of 1980 and 1990 census Public Use Microdata Samples for Erie County (Buffalo), New York show that, by 1990, African American and European American women who use private vehicles generally spend about the same time commuting. However in both years, work trips to destinations outside the central city penalize African American women relative to European American women. If employment opportunities, especially service jobs, continue to expand in suburban locations and not in central-city locations, the African American women who have to reverse commute (even when they use a car) are unlikely to enjoy the relative convenience of short commutes that characterize the journey-to-work behavior of European American women with suburban employment.  相似文献

Zelinsky and Lee recently unveiled a model of the sociospatial process of immigrant settlement designed to augment and possibly supplant the well-known theories of assimilation and pluralism. Although in some ways new, their work continues a tradition in social science that treats the settlement geography of immigrants as a measure of their more general fit into American society. The authors question the prevailing assumption that immigrant settlement patterns represent a barometer of their adaptation, or lack thereof, to a host society. This critique of the concepts of assimilation, pluralism and Zelinsky and Lee's alternative "heterolocal" model of immigrant settlement pivots around the issues of spatial scale and race. The authors argue that the contestations over immigration and how well immigrants fit into society are increasingly constructed at the regional scale. The authors also assert that questions race infuse almost all aspects of these debates. The transformation of America's largest city-regions into places of non-White immigrants, and the shifting political balance of power to states like California through immigration-driven reapportionment, are touchstones for anti-immigration initiatives and associated local and national debate. Fear of racial regional changes underpins an increasingly powerful response to immigration. The reactions elicited by these settlement geographies fall under the heading the authors call the "territorial politics of immigration".  相似文献

"This paper considers how the role and status of Germany's diverse immigrant population has been affected by its new geopolitical situation, in particular unification, since 1989.... The paper shows how the integration prospects for Germany's older immigrant populations have been dented by the combination of economic restructuring and a huge upsurge in new types of immigration. Prominent among the latter are ethnic German resettlers (or Aussiedler), and the paper examines how these immigrants find themselves in a weak position.... The paper concludes that, although there would appear to be no major labour shortages within the economy, Germany has to develop a more extensive range of migration policies to cater for the huge demand for economically motivated migration. Little attention is paid to the ways that labor market inequalities within urban institutions enforce governance regimes that (re)produce urban environmental unevenness. Milwaukee's Bureau of Forestry is one such institution that has historically been dependent on state-sanctioned labor market inequalities to perpetuate an explicitly White/male regime of environmental governance and production. Historically, the Bureau's management employed and promoted very few African Americans and women within its arboricultural workforce, based on its racist and gendered categories of laboring individuals. Furthermore, and for identical reasons, these workers—and by extension their communities—face distributional injustices as they are not allowed to channel their labors into the production of equitable and/or alternative forms of urban forests more suitable to their own social reproduction. This paper investigates the changing relations between Milwaukee's Bureau of Forestry and its African American and female employees as they attempt to legally (re)articulate their laboring identities and capabilities within a disempowering institution. We use in-depth interviews and archival materials to show that the Bureau of Forestry has consequently been forced to publicly confront its racist/patriarchal legacy in light of two recent high-profile lawsuits and an ambassadors program. We conclude by discussing how changes that allow some African Americans and women to work in Milwaukee's urban forest have affected the Bureau of Forestry and potentially the forest itself.  相似文献

This paper examines employment concentrations (commonly called niches) in the Atlanta Metropolitan Area. Concentration ratios (created from 1990 5% Public Use Microdata Samples) reveal niches characterized by gender, race, and ethnicity. White workers of both sexes commonly hold niches in white-collar occupations and non-Whites (Blacks, Mexicans, Koreans, Chinese, and Asian Indians) primarily occupy niches as blue-collar, or secondary service workers. Chinese, Korean and Asian Indian males are the only groups of non-Whites to hold jobs in a significant number of white-collar employment niches. Generally, non-White niches pay very little and for women, especially, niche employment is generally not very lucrative. Logistic regression models explore predictors of niche employment and indicate that the social constructs of ethnicity and race have the most substantial impact upon an individual's odds for niche employment. Human capital measures alone do not sufficiently account for niche employment, and segmentation theory best explains the phenomenon.  相似文献

Since World War II, migrant labor has contributed significantly to Western Europe's economic growth. Initially, industries recruited and hired migrant workers to overcome labor shortages and downward demographic trends within the domestic work force. Since the recession of the mid-1970s, however, migrant labor has faced increasing job loss and restricted entry to many Western European countries. Throughout the postwar period, state immigration policy has supported industry, initially by assisting in the recruitment, and more recently, facilitating the repatriation of migrant workers. Economic and social disparities between developed core and underdeveloped peripheral countries are linked to international labor mobility. Certain sectors in the core benefit from the reserve labor force while emigration from peripheral countries partially contributes to these countries' economic problems. These issues are explored through a case study of the employment of North Africans in the French automobile industry.  相似文献

This article examines linkages between recent domestic out-migration from immigrant gateway metropolitan areas and nonmetropolitan migration gains, based on data of the 1990 census, 1996 Current Population Survey, and population estimates for the 1990–1996 period from the Bureau of Census. Our analysis of these data suggests that there is a mirror image of migration patterns between high immigration metropolitan area losses and nonmetropolitan area gains. This is especially evident in the West with the relationship between Los Angeles and San Francisco areas' losses on the one hand, and the region's nonmetropolitan gains on the other. While pre-elderly and elderly retirees have contributed to these nonmetropolitan gains, much of it is attributable to the destination choices of suburban-like populations—Whites with children, not college educated, and with lower incomes—that have been leaving high immigration metropolitan areas. This new, more dispersed form of “White flight” holds the potential for reinvigorating smaller, nonmetropolitan communities, but creating, as well, new demographic divisions across space.  相似文献

Significant ethnic minority business growth has occurred in the United States in the post-World War II period. The self-employment pattern of ethnic minority business, particularly the success of Asian-immigrant small business, is currently explained by two different hypotheses: the social resources explanation and the class resources explanation. While the former approach attributes the large number of small business enterprises and their success to the existence of such social resources as rotating credit associations, a protected market, and a labor source within Asian American communities, the latter argues that success instead is caused by greater investment of human and financial capital by these immigrants. The present study compares the self-employment pattern of the restaurant industry operated by African Americans and immigrant Chinese in Denver. Contrasts and similarities in ownership characteristics, start-up capital, location, soical networks, and economic significance prompted this study to conclude that alone neither explanation is satisfactory and more empirical studies are needed.  相似文献

This study analyzes commuting trends in a relatively vibrant setting during the 1980s to determine (a) how labor market segmentation correlates with differences in the spatial dimensions of local labor markets, and (b) whether this link represents a direct spatial effect, independent of earnings, travel mode, and part-time work. I use 1980 and 1990 PUMS data to analyze changes in racial and gender divisions in the workforce, and I develop an estimate of work trip distance to adjust for different travel modes. For all groups except white men, employment in a job “typical” of one's gender and racial group is associated with more localized commutes, but this effect is strongly mediated by variations in earnings and part-time work. Using a covariance structure model to control for these effects, I find no independent link between segmentation and longer commutes among African Americans. Earnings and commute distances remained unchanged over the decade for African Americans, providing no evidence of a purely spatial mismatch manifest in lengthening work trips without corresponding wage gains. The spatial dimensions of an employment mismatch for inner-city minorities are concealed through the replacement of production jobs by poorly paid service work in the expanding downtown economy of a vibrant regional center.  相似文献

北京市域制造业在结构调整的同时也在不断发生空间格局的变动。在京津冀协同发展战略的推进下,北京非首都功能疏解不断加速,将进一步加剧北京制造业产业结构的调整,进而影响空间格局的演化。利用2008年和2013年北京市经济普查数据中街道、镇乡的制造业大类的就业数据,从街乡的尺度,分析探讨北京市域内制造业的空间演化特征与趋势。研究显示:2008-2013年北京市制造业的产业结构和空间结构均趋向集聚,增长产业是制造业空间集聚的主导力量,在引导制造业空间进一步集聚的同时,形成了明晰的空间分异,增长产业更加趋向于在专门化程度更高的地区集聚,就重点街乡来看,北部地区的空间发展趋势将较为稳定,南部地区可能成为未来需要重点关注的高变动区域。  相似文献

This study investigates whether women's short commutes should be interpreted as constrained or convenient work trips by examining how race, gender, travel mode, occupation, residential location, workplace location, and Inc.ome affect commuting time. The analysis is restricted to a sample of European American and African American male and female workers residing in Buffalo, New York, and the surrounding county using data drawn from the Public Use Microdata Samples of the 1990 U.S. census. Given the pervasive gender wage gap, women unsurprisingly have more compromised (short commutes to low-Inc.ome jobs) work trips than do men. Multivariate analysis reveals that among those who reverse commute to suburban locations, African American women have the longest work trips.  相似文献

Although welfare rolls have dropped considerably in recent years, most welfare recipients who find work are employed in low-wage, insecure jobs. The problem of "working poverty" is especially acute in large city-regions such as Los Angeles, where local labor market restructuring has created an expanding, low-wage economy, increasingly dependent on immigrant labor. This paper analyzes the employment outcomes of 6,931 women who completed the county's welfare-to-work program in 1996. I evaluate their earnings, labor market segmentation, and job stability. The results show that women were highly concentrated in low-wage service jobs and experienced high levels of turnover and unemployment. Many were unable to obtain employment in the formal labor market. I argue that the struggles of the working poor in a growing regional economy are explained not solely by human capital limitations, but by processes of local labor market restructuring that have contributed to widespread economic insecurity in Los Angeles County.  相似文献

Using 2006–2010 American Community Survey data and a multilevel research design, this study examines how the spatial concentration of African Americans within local labor markets is associated with the probability of self-employment and job earnings from business ownership. We find a negative relationship between the spatial concentration of African Americans and their business ownership in Miami, but not in Atlanta. In Detroit, a higher percentage of US-born African Americans in the local labor market is actually associated with a higher probability of business ownership. The relationship between the percentage of African Americans and job earnings also differs across the three study areas. These results suggest that the relationship between racial/ethnic concentration and African American entrepreneurship is highly contingent on the economic conditions and demographic composition of local labor markets.  相似文献

Since 2000, the American suburb has emerged as a principal destination for new immigrants to the United States, both documented and undocumented. Whereas some suburban communities have responded to perceived undocumented immigrants with hostility in the form of exclusionary local immigration policies, others have introduced policies designed to welcome immigrants independent of federal legal status. In this article, I employ a qualitative comparative case study analysis of four local immigration policies in the Chicago and Washington DC metropolitan areas to explain how suburbs justify their policy positions. I find that these suburban communities relied on conceptions of American identity and the ‘American Dream’ in support of their policies, but leveraged these tropes in vastly different ways depending on the broader strategic purposes of the policies. These divergent suburban immigration policies both challenge traditional notions of suburban political and cultural homogeneity and reveal how such heterogeneity has produced a distinct unevenness in contemporary local policy responses to undocumented immigration within metropolitan regions.  相似文献

The effects of the deepening financial crisis in Malaysia, Thailand and South Korea, led by the collapse of financial and currency markets, have spread beyond domestic boundaries to other Asian economies. Financial instability, devaluation and inflation are warning signals for other Asian countries in the process of repairing damage to their economies. The mobility of female labour, due to eviction and expulsion (forced migration), is related to forces of the new market mechanism in the era of the globalizing world. Two processes of forced migration are highlighted: between countries; and between urban and rural areas. Such processes have led to increasing mobility and to the eviction of immigrant labour and the female labour force, which has affected the local economy, type of work and gender relations. Thailand is examined as a case study, with supplementary data from other affected countries. There is a strong tendency for women especially to be priced out of the economy and forced to return either to their native villages within the host country or to their home countries. The type and pattern of migration and change of occupation helps in the understanding of the power of globalization, the dynamics of the crisis and its impact on women workers.  相似文献
