This investigation of demographic changes between 1990 and 2000 within African American employment concentrations in Chicago finds that the effects of immigration on African American employment differ by gender. Black women increasingly shared their niche industries with immigrant women without being displaced, a pattern of coexistence that indicates the primacy of gender in sorting women into employment. By contrast, similar patterns were absent between African American and immigrant men, and several niche industries reflected competition. Yet economic restructuring more significantly affected African American male and female employment than immigration. Among women, these same trends also affected immigrants. Both groups were adversely affected by the growth of low-wage employment in female-dominated, care-work jobs—their primary industries of overlap. These findings underscore the significance of gender in problematizing ethnic/racial divisions of labor and the need to consider economic consequences that cross these divisions as well as derive from them within urban economies.

This paper aims to develop a simple technique for defining employment concentrations, suitable for application to any large North American urban area, and to implement it for a major area. Following a review of earlier work, the 1990 distribution patterns of population, resident workers, and jobs in greater Los Angeles are mapped, summarized in tabular form, and compared. After a consideration of alternative approaches, employment concentrations are delineated using census tracts, with the 1990 employment/residence ratio as chief criterion, rather than job density. Of 120 concentrations defined, 11 have more than 100,000 jobs each and 28 have at least 50,000. Downtown Los Angeles, still the region's largest concentration, now is rivaled by the relatively new Irvine. Comparable 1980 data show job growth in most concentrations, although increases Downtown have been modest. The industry profiles of the largest concentrations vary widely, especially as to the significance of manufacturing, which dominates some concentrations but is relatively unimportant in others. The data are inconclusive as to whether jobs in the region became more or less concentrated during the 1980s. The paper also questions two of Garreau's "edge cities" criteria by showing that most such developments in the Los Angeles region are not wholly new and already existed as job concentrations 30 years ago.

In this study I argue that Mexico's integration into the global economy has increased the dependent nature of its capitalist development and has resulted in the weakening of organized labor and growth of the informal sector. Neoliberal policies in Mexico have accentuated the disparities between the formal and informal sectors and between highly paid skilled workers and those working in unskilled and poorly paid occupations. New forms of geographic dispersion and agglomeration of economic activities contribute to the reproduction of differentiated labor markets in various regions and cities. This is particularly true in those areas most affected by the global economy, such as the major metropolitan areas and the northern regions of the country.

The main changes in the urban labor market associated with economic restructuring in Mexico during the 1980s are analyzed. The paper makes three main points: (1) the ability of the formal sector and especially industry to absorb labor has declined, and there is a clear trend toward a tertiarization of the economy; (2) the informal sector has experienced rapid growth, particularly in small firms and other less productive economic activities; and (3) the occupational structure displays more marginal employment and signs of polarization between the proportions of jobs with the highest and lowest levels of skill.

Inadequate transportation has emerged as a major barrier to employment for welfare recipients required to transition from public assistance to employment under welfare reform. Transportation is a particularly daunting barrier for single women without access to a household car. This study uses multivariate techniques to examine whether nearby transit access impacts the employment outcomes of this population in Los Angeles County. Results show that the level of transit service near a recipient's home makes a moderate, yet statistically significant, contribution to increasing the probability of employment and transit use for work-related trips. However, recipients who use public transit face multiple problems, including overcrowding and infrequent service.

This research focuses on the spatial mismatch hypothesis as an explanation for the concentration of unemployment in the central cities of the industrial Midwest. It is argued that the immobility of low-wage labor relative to the mobility of employment results in either the exploitation or isolation of low-wage labor. In the contemporary period, the suburbanization of low-wage employment economically isolates the immobile low-wage population of the central cities. This alternative view of the spatial mismatch de-emphasizes race and emphasizes the segmentation of women and minorities into low-wage occupations. To test the spatial mismatch hypothesis, a model of the probability distribution of travel times to work is estimated for three cities in the industrial Midwest: Chicago, Detroit, and Cleveland. The results support the hypothesis that the decentralization of employment reduces access to employment for central city residents as evidenced by the lower frequency of short trips to work for low-wage central city labor.

In the past decade, the women's employment rate has increased in Gulf Cooperation Council (GCC) states as a result of improved female educational attainment and the expansion of the local market economy. A significant gender gap in labor force participation (LFP) rates has emerged, however, compared to other countries in the Middle East and North Africa. The main aim of this article is to model the spatial variations of female LFP rates across the northeastern part of Oman. A geographically weighted regression (GWR) technique, within the geographic information system platform, is used to address how the relationships between Omani female LFP rates and a set of explanatory variables vary across Omani subnational boundaries. GWR is a powerful approach that can facilitate the identification of areas with lower or higher female LFP rates and help in better understanding the predictors that are associated with women's employment in specific locations. In so doing, this work attempts to fill the gap in the geographic literature regarding the modeling of local spatial patterns of female employment in developing countries. The results show that the female LFP rate is significantly associated with different spatial measures and particularly the geographic distribution of female education. Interestingly, the percentage of female jobs in the public sector is found to have a substantial negative effect on female LFP rates, especially in urban areas. This can be attributed to the propensity of Omani women to work in governmental jobs and reduce their participation in private and other business sectors. The findings of this research analysis not only offer a more nuanced examination of female LFP rate patterns but also provide empirical evidence in support of locally tailored policies pertaining to the female labor force, which might help in increasing women's participation trends in the local economy across local communities.

Different perspectives have been offered to explain ethnic labor market concentrations. In most studies, however, residential places are seldom included in the research framework. Using data from 5% Public Used Microdata Samples in 2000, this case study of the San Francisco Bay Area reveals that the robust growth of the new economy is dramatically segmenting the geography of employment and thereby the spatial division of labor in each ethnic group. Living arrangements, such as central-city residence and living in coethnic-concentrated-PUMAs, increase the chances of niche employment for most racial/ethnic groups, even after controlling for human capital and certain local context factors. However, there is a "substitution" effect between personal socioeconomic status and location factors. This study argues that living arrangements can provide a mechanism through which personal characteristics, social networking, and ethnic recourses interact with macroeconomic trends, and thus carve out local labor market experiences across the urban space.

This study analyzes commuting trends in a relatively vibrant setting during the 1980s to determine (a) how labor market segmentation correlates with differences in the spatial dimensions of local labor markets, and (b) whether this link represents a direct spatial effect, independent of earnings, travel mode, and part-time work. I use 1980 and 1990 PUMS data to analyze changes in racial and gender divisions in the workforce, and I develop an estimate of work trip distance to adjust for different travel modes. For all groups except white men, employment in a job “typical” of one's gender and racial group is associated with more localized commutes, but this effect is strongly mediated by variations in earnings and part-time work. Using a covariance structure model to control for these effects, I find no independent link between segmentation and longer commutes among African Americans. Earnings and commute distances remained unchanged over the decade for African Americans, providing no evidence of a purely spatial mismatch manifest in lengthening work trips without corresponding wage gains. The spatial dimensions of an employment mismatch for inner-city minorities are concealed through the replacement of production jobs by poorly paid service work in the expanding downtown economy of a vibrant regional center.

This paper, the second in a series dealing with employment trends in geography, focuses on current labor market conditions. Two windows on the current labor market are (1) the employment experiences of recent graduates of geography programs and (2) the activities of the Association of American Geographers Convention Placement Services (CoPS). The former provides a perspective primarily on the nonacademic labor market in geography and includes bachelor's, master's, and doctoral recipients of geography degrees. The latter covers both academic and nonacademic jobs but focuses on geographers who hold advanced degrees.

Using data from a multi-city survey of urban inequality, we assess the effects of bridging social networks—ties that connect individuals to different worlds of information, resources, and opportunities—on Black, Hispanic, and White female labor-force participation in metropolitan Los Angeles. Our findings indicate that these types of networks are far more important in explaining the labor-market experiences of females in Los Angeles than the kinds of cultural forces that serve as the foundation of much contemporary conservative social policy making in the United States. Implications for current efforts to transition women from welfare to work are discussed.

Women form an increasing proportion of migrants and of the non-agricultural labor force in Taiwan. However, many questions regarding female migration in Taiwan have remained unanswered since the focus of the migration literature in the past has been on male migration. This paper examines the decision process of rural-urban migration and adaptation of rural female migrants to the Taipei metropolis. The analysis is based on interviews of 96 female migrants who have moved to Taipei from villages. The reasons for migration are severalfold. With rapid expansion of employment in the manufacturing and urban service sectors, women are attracted to urban occupations, most of which require unskilled labor. Migrants are also motivated by psycho-social reasons. The "glamour" and "convenience" of city and greater chances for further education through work-study programs are all perceived by migrants to provide alternatives to hard and unrewarding farm lives. Though the initiative and final decision to move come from the migrants themselves, most only do so, however, with the consent and advice of their parents. The choice of moving to Taipei, rather than some other city, is mainly influenced by friends or relatives who are alrady there. Their initial jobs and accommodations are arranged by friends and relatives. The majority of women are employed in unskilled or semi-skilled occupations. Even though they change jobs frequently in order to find better employment terms and pay, they experience limited upward mobility. Homesickness, unfamiliarity with the city environment, limited resoureces, and social lives are major problems for the rural female. Freequent home vistits are made in between jobs to relieve themselves of homesickness and the pressures of city life. Once settled, they do not segreate themselves by village origin in their occupation or palces of residence in the city, but they have a tendency to interact socially with other migrants of rural origin rather than city people.

Drawing on the insights of the geography, structural, and social movement literature this study analyzes the interactive effects of structure, space, place, and agency on patterns of collective action in Long Beach, California. Long Beach and Los Angeles occupy the same regional landscape with similar economies, yet the logic of collective action varies considerably. It is argued that preceding 1960, pro-business elites in Long Beach allied with their Los Angeles counterparts to spatially restrict labor organizing and foster patterns of noncontiguous interdependencies within and among labor and community groups. Through violence, cultural references, local and extralocal political policies, and regional coalition building before 1960, the Long Beach ruling elites fragmented the labor and community sector and inhibited the emergence of an organizational infrastructure necessary to foster community-based change after 1960. The legacies of this period are reflected in a fragmented labor and community sector set against a powerful ideologically driven, business-led opposition.

The question of how home and workplace are linked through commuting is at the heart of much recent work on metropolitan areas. However, the emphasis tends to be either on spatial-economic models or on the impact of empirically measured individual, household, neighborhood, and transport mode characteristics; relatively little work has focused on job characteristics and place of employment as they relate to travel to work. In this article, I investigate whether people travel different distances to access different types of job location, with particular attention to the different distances traveled by men and women. My points of reference are the major employment centers (poles) in the Montreal region. After controlling for a wide range of explanations that may account for different travel distances, I conclude that differences in commuting length between different places of work are, by and large, independent of possible explanatory factors such as residential location, economic sector, occupation, income, and participation in household earnings—some places of work generate longer commutes than others. Men and women behave differently in relation to these places: women will travel farther to access jobs in centers whereas men will not; and despite their shorter average overall commutes, women travel farther than men to reach jobs in the CBD. This suggests, at the metropolitan scale, that each job location may have its own local culture or "milieu," and that men and women react differently to them.

Disparities in park provision raise environmental and health justice concerns. With public agencies stepping back from providing environmental amenities in increasingly neoliberal urban regimes, nonprofits in the U.S. have assumed a prominent role in the parks and recreation sector. But very few studies have comprehensively assessed whether and how park nonprofits contribute to increasing or closing the equity gap in park provision. Focusing on Los Angeles, I analyze how park nonprofits operate and which demographic groups benefit from new and improved parks supported by nonprofits. Based on interviews with local practitioners and geospatial analyses, I find that nonprofits are leading a park equity movement in Los Angeles and helped address park disparities. To do so, nonprofits built diverse coalitions, leveraged complementary strengths, coalesced with public agencies, and helped generate public funds for parks. These findings show that equity-oriented nonprofits can successfully challenge the unjust outcomes of neoliberal governance.

Day labor worker centers have emerged as an important mode of regulatory action in the informal economy of major US cities. Research suggests that these organizations are beneficial in improving employment outcomes experienced by migrant workers engaged in this labor market sector. Yet, the extent to which these organizations impact the social integration of this working population remains relatively undeveloped in the literature. Using data from the National Day Labor Survey, we examine the impact of day labor worker centers on the level of social inclusion experienced by migrant day laborers. We find that worker centers have a modest, but statistically significant, impact on the levels of social integration experienced by this working population and that this varies from city to city. Ultimately we argue that the social intermediary role of these organizations may offer a type of counter mobilization necessary to promote the socioeconomic integration of this working population, but that issues of capacity remain.

In this paper we explore the impacts of the training programmes offered to lone mothers with young children on the Government's 'New Deal for Lone Parents' in one local labour market: West London. Our research suggests that regulatory workfare policies are (re)producing and reinforcing gendered inequalities in the labour market by encouraging lone mothers to undertake training in feminised occupational areas such as childcare. We will argue that in a local economy such as West London where more childcare workers are desperately needed to enable other more highly skilled workers to take up employment opportunities, such training programmes may be doing little more than exacerbating the already gendered and class-based polarisation of the labour market – embedding low-skilled, poorly qualified lone mothers into low-paid jobs.
