The objective of this study was to understand the implications of forced displacement and resettlement of a rural community to an extremely different built environment in urban setting. Based on the Inglehart’s theory of cultural shifts we were able to delineate the process by which changes in physical environment caused significant changes in the community social structure and community members’ cultural identities. The collective characteristics that had once united and strengthened the community’s social structure began to dwindle. Meanwhile, a growing tendency towards individualistic characteristics gradually increased, causing the weakening and eventual dissolution of both the community and its social structure. The gradual process of community changes was reflected in the subjective narratives presented by community residents in a series of in-depth interviews conducted 4 years after the evacuation, in their new homes. Till that time, the community finally broke up, most of its members spreading out to live in various other areas. The study findings will be incorporated into a framework for resettlement policy on appropriate housing for resettled communities.  相似文献

The last decade has witnessed a surge of interest in ‘sustainable communities’ within the UK. This has stimulated a plethora of research aimed at acquiring a better understanding of what ‘sustainable communities’ might look like and how they can be achieved. However, this has not been accompanied by a reflection and interrogation of the actual processes, challenges and politics of doing ‘sustainable communities’ research. This paper addresses this gap by highlighting the importance of paying attention to the on-going process of negotiating access when carrying out sustainability research at the community level. We draw on a recent study of skills and knowledge for ‘sustainable communities’ in Stroud Gloucestershire, UK, to illustrate the importance of sensitivity to social relationships throughout and beyond the research trajectory within sustainability research. Our experience raises important questions about the politics of research practices when doing sustainability research ‘with’ communities and the challenges associated with participatory approaches as a means to demonstrate research impact. We argue that in developing a fuller understanding of why and how different types of community level initiatives can contribute to the ‘sustainable communities’ agenda, greater consideration needs to be given to how these community practices can be better supported through the process of doing academic research.  相似文献

Sustainable agricultural growth is the key to rural system changes that include changes in rural bio-physical environment, economic infrastructure and social conditions. The present study has examined the temporal changes in 18 selected indicators of rural systems in Bangladesh during the period 1975-2000, and explored the influences of demographic, market forces, environmental, institutional and technological factors inducing and mediating such changes. An analysis of 64 district level published census data showed significant increase in agricultural intensity, cropping patterns, land productivity and farm income; decline in labor and technological productivities; and major improvement in rural housing, economic and social conditions during this period. Spatially, major agricultural growth and rural development were observed in districts with high population density, less constrained environments, and better access to markets, irrigation canals, and capital loans.  相似文献

The purpose of this research was to identify social, culturaland psychological aspects of riverbank erosion-induced displacement in the flood plainsof Bangladesh. Although considerable research has examined the social and economicimpacts of riverine hazards in Bangladesh, there has been a general neglect of associatedpsychosocial implications. The specific objectives of the study were to: (1) assess hazardawareness in relation to riverbank erosion, (2) determine the magnitude of psychologicaldistress associated with displacement, and (3) identify patterns of psychosocial copingand adaptation common to displaced persons in Bangladesh. Although displacees were foundto have a significantly higher level of distress than non-displacees, this was relatedprimarily to socioeconomic deprivation rather than to displacement per se. The findingsof this study showed that the constant threat of riverbank erosion has contributed to asubstantial disaster subculture in the riverine zones of Bangladesh. The commonly hypothesized factorssuch as loss of land and frequency and duration of displacement were notsignificantly associated with distress levels. The need to integrate into hazard analysis and mitigation studiesa social, cultural and psychological context is recommended. In Bangladesh, the poor copewith hardship and problems by relying on religion, which in turn significantlyinfluences how they perceive and interpret natural calamities. It is argued that the capacityof people to respond to environmental threats is a function of not only the physicalforces which affect them, but of indigenous social and cultural belief systems which influencehow people interpret and organize their activities. Hazard analysis and mitigation wouldbe most effective when it takes into account psychological and socio-cultural aspects ofdisasters, due to the fact that psychological distress impacts the capacity of people toachieve livelihoods, but also important social and psychological processes determine the waypeople perceive and adapt to natural hazards.  相似文献

Much has been said, yet little remains known, about the impacts of the changes associated with post-socialist transition on housing inequalities in metropolitan Central and Eastern Europe. To some extent, this depends on the scarcity of ‘hard evidence’ about the socialist epoch against which the subsequent developments may be gauged. Based on a case study of Bucharest, the Romanian capital and one of the region’s major cities, this study investigates various lines of housing inequality using data from a 20 % sample of the national censuses of 1992 and 2002. With only minor changes having taken place since the revolutionary events of late 1989, the year 1992 provides an accurate picture of the housing inequalities inherited from the socialist epoch, whereas the new societal order had largely been established by 2002. We use linear regression and binary logistic regression modeling to identify the factors that predict living space and level of facilities. The results suggest that the first decade of transition did not exert any major influences on the housing inequalities inherited from socialism, with the exception of notable improvements at the very top of the social pyramid. This finding is at odds with the literature that highlights the (suggested) effects of socio-economic polarization on the residential structure of cities after socialism. However, the results from 1992 indicate that housing was segmented along socio-economic lines already under socialism, and perhaps more so than one would have expected in the light of the literature on housing inequalities during this period.  相似文献

The ‘5.12’ earthquake in 2008 and the ‘8.13’ debris flow in 2010 brought huge losses of life and property to Qingping Township. Farmers’ livelihoods assets were also seriously affected and damaged. These led to a change in farmers’ livelihood styles and reduction in their income. A study of the impact of natural disasters on farmers’ livelihoods in mountainous areas would have significant importance for policy making. Based on field survey data from sample households, this study comparatively analyzed the assets, livelihood styles and income of farmers over three periods—2007, 2009 after the ‘5.12’ earthquake, and 2 months after ‘8.13’ debris flows. It presents the following findings: (1) livelihood assets suffered heavy losses; (2) livelihood styles were significantly changed; and (3) the sustainability of farmer income was adversely influenced. These results suggest that, during the process of post-disaster reconstruction work, affected farmers’ security, the carrying capacity of livelihood assets, and the enhancement of employment and livelihood choice are worthy of much attention from policy makers.  相似文献

In this paper, I articulate a notion of ‘social dispossession,’ an optic that extends current theorizing on agrarian dispossession into the realm of social reproduction, by examining the testimonies of microcredit borrowers in rural Bangladesh. In recent years, research on microcredit has highlighted new forms of subject-making employed by microcredit and other NGO entrepreneurship development programs. These developments have received insufficient attention in scholarship on agrarian change, both globally and in specific places. I correct this by arguing that microcredit drives social dispossession through three specific mechanisms: the confiscation of assets necessary to social reproduction (as well as to production); the construction of debt relations within a community which reshape what reproduction can look like; and the re-configuration of women’s social status and subjectivities in relation to their communities.  相似文献

The regional inequalities in socio-economical characteristics such as income, population density, age composition, unemployment rate and the education level may bring about variation in waste generation, recycling and collection. Using environmental Kuznets curve, the factors affecting municipal solid waste disposal are examined. The results demonstrate that an inverted N-shaped curve executes on municipal solid waste disposal for all regions. As personal disposable income increases, per capita municipal solid waste disposed firstly declines, then grows at the second stage and finally decreases again. All the explanatory variables including economic factors, social characteristics and geographical barriers are found to influence municipal solid waste disposal significantly. Each person increase in population density leads to an increase in municipal solid waste disposed by approximately 1.17 ×10?4 kg/day. Each percent increase in age composition results in a decrease in municipal solid waste disposed by approximately 0.0224 kg/day; in the unemployment rate causes a decrease of 0.0901 kg/day and in the education level results in a decrease of 0.01556 kg/day. In general, municipal solid waste disposal starts to increase at the first turning point of personal disposable income NT$ 198,000 (about US$ 6,280) and to decrease at the second point of NT$ 389,000 (about US$ 12,350) for all regions (pooled data). The rural regions, however, cannot support the inverted N-shaped curve by the ‘reduced form’ while urban regions have a significant outcome. This result implies that income can only explain a portion of variation while other social and geographical factors contribute a lot to identify the variation in municipal solid waste disposal between urban and rural regions.  相似文献

The living conditions of the Bihari camp dwellers of Bangladesh are an embarrassment to the country's social environment. An investigation was made about the socio-economic condition of the Biharis living in the Khalishpur camp, Khulna. A comparison has been made between the Biharis and equivalent Bengali slum dwellers in Khalishpur. The data were collected from primary sources. A 10% systematic sampling was undertaken to collect a total of 150 Bihari households and through a 20% systematic sampling 150 Bengali households were surveyed by questionnaires. Data analysed both qualitatively and quantitatively indicate that the Biharis are leading an extremely substandard life when food consumption, medical expenditure, schooling, income and employment pattern were considered. The condition as prevalent in the camp has led to a high rate of infectious diseases which is likely to aggrevate creating environmental hazards. The country then may face serious social problems which should be prevented through gearing up the process of repatriation and through encouraging community participation in improving their economic and social environment. The study was sponsored by CONCERN a voluntary Irish Organization in Bangladesh.  相似文献

This paper investigates the increasing provision of ‘community benefits’ – i.e. financial or material benefits to communities affected by wind energy development – with a focus on on-shore wind projects in Wales. The paper argues that as community benefits are becoming more significant in scale, so pressures are mounting on what have hitherto been largely ad hoc arrangements for their disbursement. The paper finds that previously dominant definitions of communities as places directly affected by and within close proximity to wind farm development, are being challenged by the tendency to define ‘affected’ communities as broader entities characterised by more indirect and widely dispersed claims to benefit entitlement. This redefinition of the recipient community is causing conflict, much of it focused on debates about how community benefits should be governed. Evidence suggests that any re-scaling of relations around community benefits – from local compensation towards wider development goals – may be more consensually achieved in communities with previous experience in handling these funds, and where growing income streams allow multiple constituencies to be satisfied.  相似文献

The governance of labour in global production networks (GPNs) has become a critical area of concern amongst academics and policymakers alike. To date, GPN research has focused on the role of private company codes and multi-stakeholder ethical initiatives primarily driven by lead-firms. Other GPN studies highlight the critical role of civil society organisations (CSOs) in challenging lead-firm purchasing practices and shaping regulatory outcomes at local production sites. However, GPN research has not sufficiently incorporated the role of nation states in regulating work through legislative frameworks and enforcement regimes, often referred to in the literature as ‘state’ or ‘public’ governance. This is despite a ‘regulatory renaissance’ taking place across certain developing countries, seeking to strengthen their national regulatory labour institutions (Piore and Schrank, 2008:1).The GPN framework provides an analytical lens through which to conceptualise cross-cutting strands of trans-scalar governance regimes, involving complex networks of state, private and civil society actors operating at multiple scales. Notions of territorial and societal embeddedness are used to elucidate how global ethical standards derived from particular country contexts become enmeshed in national regulatory frameworks and local societal relations, shaping governance outcomes for precarious workers incorporated into GPNs. The paper draws attention to the ‘trans-scalar embeddedness’ of labour governance regimes which interact across geographical scales and, in the case of South African fruit, reflect a ‘trans-scalar governance deficit’ for precarious workers. It is argued that the influence of national regulatory regimes should be more fully incorporated into analytical frameworks for understanding governance outcomes in GPNs.  相似文献

This article investigates the impacts of globalization processes on community resilience. It argues that theoretical concepts such as transition theory can provide a lens through which resilience pathways at community level can be better understood, and proposes a framework focused on a social resilience approach for understanding community resilience as the conceptual space at the intersection between economic, social and environmental capital. It argues that certain types of communities are losing resilience through increased embeddedness into globalized pathways of decision-making, while other communities may be gaining resilience, although not one system is either totally resilient or totally vulnerable. Striking the right ‘balance’ between communities and their scalar interactions with the global level is key for maximization of community resilience: while too much isolation of a community may be bad in light of over-dependency on local resources, skills and people, ‘over-globalization’, with possible loss of autonomy and identity, may be equally fraught with problems. In particular, relocalized communities have, so far, not shown much tangible success, as almost all members of the relocalization process at community level are simultaneously embedded within the global capitalist system through their dependencies on global economic processes.  相似文献

Bangladesh is a country that comprises much of the world’s largest delta, formed from the Ganges, Brahmaputra, and Meghna (GBM) rivers and their tributaries. Flooding is a fact of life in Bangladesh where up to two-thirds of the country is flooded annually from combined monsoonal rains and Himalayan snowmelt. For this reason, understanding flood dynamics on both local and regional scales is critical. However, flood hazard studies to date typically rely on single flooding events to create flood maps and to evaluate flood hazards using satellite imagery. Here we use geographic information systems to analyze weekly water level data from 304 river gauges and over 1200 groundwater gauges from the Bangladesh Water Development Board to determine the spatial and temporal changes in flood depth and extent. These data cover an eight year period from 2002 to 2010 and provide a temporal resolution that match or are better than that of available satellite imagery. Country-wide ground and surface water levels and corresponding annual flooding events were determined along with groundwater level, flooding, and precipitation trends in Bangladesh at multiple scales. We find that while precipitation within the GBM basin has steadily increased through the time series, the average country-wide inundation depth and absolute water level has been decreasing. These respective trends could be attributed to improved flood management strategies in Bangladesh and surrounding countries that are within the GBM basin, as well as fluctuating weather patterns, declining volume of Himalayan snowmelt runoff, dam construction upriver from the GBD both within and outside the Bangladesh border, and increased groundwater abstraction of shallow groundwater aquifers for sustaining life in the eighth most populous country in the world.  相似文献

This study investigated how the meaning of ‘home’ influences the social construction of bushfire in two Australian communities at high risk. An increasing number of Australians are living in proximity to areas of high bushfire risk due to climate, vegetation and demographic changes. Land and Fire Management Agencies recognise an urgent need to understand what motivates residents to take action to mitigate bushfire risk, and individual decisions whether or not to evacuate when bushfire is imminent. In bushfire policy and management, the home is considered to be synonymous with the house and associated built structures. Using a combination of visual and ethnographic research methods, we ‘mapped’ residents’ understanding of ‘home’. The findings suggest that the concept of ‘home’ embraces more than the private spaces of house and garden. Landscape practices such as gardening with indigenous plant species, ecological restoration, and habitual walking extend the home territory beyond the house and garden and into public landscapes. Physical elements of the landscape such as mountains and locally significant species of trees form part of the ‘imaginary’ of home. These findings are important to the on-going study of the meaning of home. The implications are also significant for land and bushfire managers as they suggest that community education programs that focus solely on the house may fail to connect with people’s wider sense of home in the landscape.  相似文献

To achieve a more robust interpretation of sediment conditions and transport based on grain size, this study combines the perspectives of two different interpretation techniques that have been developed separately and applied in the literature: (i) ‘grain size trend analysis’ interprets changes between interrelated sampling sites assuming that sediment in the direction of transport should become either coarser, better sorted and more positively skewed, or finer, better sorted and more negatively skewed; and (ii) the ‘population anomalies’ method, which estimates the balance between erosion and accumulation processes at each sampling site based on individual site deviations compared with average values for grain‐size parameters in the area of interest. The simultaneous use of both approaches enables sedimentological conditions and transport alternatives to be distinguished. This improvement is necessary because site‐specific changes and general textural trends provide information that complements the strengths and weaknesses of each perspective. The methods are implemented here using two‐dimensional Geographic Information System tools and illustrated for the Lithuanian coast. Grain‐size characteristics of 712 surface samples of sandy sediments are used to interpret sediment transport pathways and predominant sedimentological conditions in the Lithuanian coastal zone. In general, coast‐parallel sediment transport dominates the entire investigation area, although wave‐induced movement perpendicular to the coastline is inferred in the shallow nearshore zone. The deepest areas offshore are characterized by sea floor erosion in the north, whereas an accumulation zone occurs in the relatively deep central part of the study area.  相似文献

Over the past one billion years, England has experienced a remarkable geological journey. At times it has formed part of ancient volcanic island arcs, mountain ranges and arid deserts; lain beneath deep oceans, shallow tropical seas, extensive coal swamps and vast ice sheets; been inhabited by the earliest complex life forms, dinosaurs, and finally, witnessed the evolution of humans to a level where they now utilise and change the natural environment to meet their societal and economic needs. Evidence of this journey is recorded in the landscape and the rocks and sediments beneath our feet, and this article provides an overview of these events and the themed contributions to this Special Issue of Proceedings of the Geologists’ Association, which focuses on ‘The Geology of England – critical examples of Earth History’. Rather than being a stratigraphic account of English geology, this paper and the Special Issue attempts to place the Geology of England within the broader context of key ‘shifts’ and ‘tipping points’ that have occurred during Earth History.  相似文献

The urban system in India is the product of a long and complex history and the urban-rural dichotomy is marked. While urban India is often viewed as ‘modern’ and ‘commercial’, rural India is generally characterised as myopic, backward and traditional. The diffusion of a modern commercial sector into traditionally agricultural areas is seen to be slow because of the lack of small sized towns, and many of the major cities are viewed as the centres of introverted economic systems. This paper seeks to examine these aspects of urban-rural relationships and levels of development in India at two scales, the national and the district. The national scale study analyses the urban and rural components of population potential surfaces. The study at the district level uses similar data, but at a finer scale, and in addition considers potentials of retail trade which gives a clearer illustration of ‘importance’ than population data alone. Several innovations in technique are discussed. The paper concludes with some general methodological comments about the nature of location as perceived by geographers.  相似文献

The conventional method of risk analysis (with risk as a product of probability and consequences) does not allow for a pluralistic approach that includes the various risk perceptions of stakeholders or lay people within a given social system. This article introduces a methodology that combines the virtues of three different methods: the quantifiable conventional approach to risk; the taxonomic analysis of perceived risk; and the analytical framework of a spatial multi-criteria analysis. This combination of methods is applied to the case study ‘Ebro Delta’ in Spain as part of the European sixth framework project ‘Floodsite’. First, a typology for flood hazards is developed based on individual and/or stakeholders’ judgements. Awareness, worry and preparedness are the three characteristics that typify a community to reflect various levels of ignorance, perceived security, perceived control or desired risk reduction. Applying ‘worry’ as the central characteristic, a trade-off is hypothesized between Worry and the benefits groups in society receive from a risky situation. Second, this trade-off is applied in Spatial Multi-Criteria Analysis (SMCA). MCA is the vehicle that often accompanies participatory processes, where governmental bodies have to decide on issues in which local stakeholders have a say. By using risk perception-scores as weights in a standard MCA procedure a new decision framework for risk assessment is developed. Finally, the case of sea-level rise in the Ebro Delta in Spain serves as an illustration of the applied methodology. Risk perception information has been collected with help of an on-site survey. Risk perception enters the multi-criteria analysis as complementary weights for the criteria risk and benefit. The results of the survey are applied to a set of scenarios representing both sea-level rise and land subsidence for a time span of 50 years. Land use alternatives have been presented to stakeholders in order to provide the regional decision maker with societal preferences for handling risk. Even with limited resources a characteristic ‘risk profile’ could be drawn that enables the decision maker to develop a suitable land use policy.

In recent decades, water has been subjected to different commodification and de-collectivization processes. Increasingly, this is also affecting collective irrigation water management. Critical analysis of this privatization and de-collectivization wave in the irrigation sector has mainly focused on neoliberal institutional policies and market-oriented legislation. However, subtly and silently but equally determinant, the adoption of water-saving technologies is fostering the penetration of private enterprise and market-based governance into these hydro-social settings. This paper discusses this phenomenon through a case study of the community of Senyera in Valencia, Spain, tracking the privatization and subsequent contestation and re-takeover of water management by irrigation system users. The article shows how privatization removes users’ autonomy in the name of common well-being, and increases irrigation costs in a context of little transparency. But the case also highlights users’ capacity to re-value and re-signify their past collective action, remembering and ‘re-membering to’ the collective. Senyera water users critically and reflexively analyse privatization, reconstruct societal relationships around and embedded inside the new technology, and re-collectivize and re-moralize irrigation management in a new hydro-social scenario.  相似文献
