Society could sustain the impact of climate change by adapting to the change and mitigating risks from adverse effects of increasing changes, so that it can continue maintaining its prospect and improving wellbeing. Nevertheless, climate change is more or less affecting society's functions at different scales, including both individuals and communities. In this review, we discuss the relationship between society and climate change in China from the aspects of the needs at different socioeconomic developing stages. The relationship as well as the current spatial pattern and future risks of the climate change impacts on societies are summarized. The complexity of social and climatic systems leads to the spatial heterogeneity of climate impacts and risks in China. To more effectively leverage increasing knowledge about the past, we advocate greater cross-disciplinary collaboration between climate adaption, poverty alleviation and Nature-based Solutions (Nbs). That could provide decision makers with more comprehensive train of thoughts for climate policy making.

It is one of the important focuses of the Past Global Changes (PAGES) to investigate the long-term impacts of climate change on regional social and economic development over the past two millenniums. The past decades in China have witnessed great progresses in the study of past climatic influence on human society. In this paper, reviews have been made on the latest proceedings related with researches about the past 2000-year climatic impacts on Chinese history in terms of the following three aspects: economic fluctuations, social stability, and the rise and fall of dynasties in China. It is concluded that climate change and socio-economic fluctuation in historical China really temporarily demonstrated a good coincidence, which indicates a potential driving-response mechanism was likely embedded in the complicated relationship between climate change and human society. A warm climate provided relatively stable conditions of agricultural production and thus generally played a positive role in the healthy development of the economy and society. On the contrary, socio-economic adverseness triggered by a colder climate was preconditioned with social problems such as the intensification of the contradiction between people and land, as well as the gradual accumulation of social rigidity. These social problems accompanying with social development contributed higher vulnerability of society in the face of changing climate, which to some extent might amplify the effects of climatic deterioration. The authors emphasize that the future studies of the relationship between past climate change and human history in China should attach more attention to the following key problems: making deeper exploitation of the potential of Chinese historical documents, exploring the mechanism of climate-society interaction, and studying the differences of climatic effects on socio-economic development at the regional scale. This study from a historical perspective might enhance the understanding of human-environment relationship under a situation of global warming, and also provide the scientific basis for the sustainable social development in China.

According to the guideline of National Key Research and Development Project, this project aims at developing a world-class Integrated Assessment Model (IAM) in China, which will be used to assess the impacts of climate change on economy system. The objects of this project are to ① Improve the spatial resolution of Earth System Model (ESM); ② Modify the Integrated Assessment Model; ③ Couple the ESM and IAM; ④ Evaluate the impacts of climate change on society and economy. This project will solve two key scientific questions: how to identify the impacts of climate change in the IAM; How much the impacts of climate change on economy in China. Meanwhile, two techniques will be developed to complete the mission of this project: Simulate of small-scale human activities in the EAM and spatial and temporal resolution match of ESM and IAM.

This study investigated the changes of high temperature events during important growing period of rice (graining filling to maturity) of 2021-2050 due to climate change. Future climate scenarios were HadGEM2-ES simulation with RCP2.6 and RCP8.5 emission pathways. Relationship between high temperature and yield change was established from historical weather and field observations during 1981-2009 period. The impacts of high temperatures on China’s rice production up to 2050 were assessed by applying deduced regression models to climate scenarios. Key messages drawn from this exercise include: ①High temperature event exhibited gradual increase from 2021 to 2050 under both RCP2.6 and RCP8.5 scenarios, characterized by increased number of high temperature days (HSD), rising accumulated temperature with Tmax greater than 35 ℃ (HDD), and increased lasting days of high temperature (CHD). The HSD and HDD increased substantially in double rice cropping system of South China, single rice cropping system of Yangtze River Basin and rice area of Northeast China. ②High temperature hotspot was located near the border between Hunan and Hubei during 1961-2000, and might move towards northeast in the period of 2021-2050. ③Except the Northeast, China’s rice production suffered most from increased HDD during grain filling to maturity, indicated by significant negative and linear relationship between yield and HDD, whereas rice in Northeast China was subject to the increase of SDD during grain filling to maturity, with a significant and quadratic relationship between the yield and SDD. ④Compared to the high temperature risks during 1961-1990, climate change would increase the risks in majority of the rice area, especially in Hubei and Anhui-the central portion of Yangtze River Basin rice area, Guangdong, Guangxi and Hainan-south China double rice area, and south part of Northeast China single rice area.

Climate disasters are now on the rise and more likely to increase in frequency and/or severity under climate change in the future. To clearly illustrate spatial–temporal distributions of climate disasters and the response of wheat yields to disasters over the past three decades, several disaster indices including the impact of climate disasters, the sensitivity to climate disasters and the response index of wheat yield losses to climate disasters were defined and calculated. The impact and sensitivity indices were examined by the agricultural production losses due to climate disasters, and the response of wheat yields to climate disasters was assessed by wheat yield loss compared with the 5-year moving average. The results showed that the indices of climate disaster impacts and sensitivities as well as response index of wheat yields to climate disasters could represent the spatial–temporal distributions of climate disasters well in the whole China. Droughts in northern China had higher impacts and sensitivities than those in southern China during the period 1983–2008, but the impacts of floods were opposite. In northern China, although impacted area by drought was larger than that by flood, the flood sensitivities were larger than drought sensitivities when flood happened. Although drought significantly affected wheat yields in most of the regions with drier conditions during 1983–2008 in major wheat-producing regions, better management practices like irrigation and drought-tolerant cultivars applied in the Huang-Huai-Hai Plain can adapt to climate disasters especially droughts. To ensure the stability of agricultural production, future food security will need to be achieved through quantifying the relative effects of climate disasters and effective adaptation to increasingly frequent extreme climate events.

Adaptation to climate change, particularly flood risks, may come to pose large challenges in the future and will require cooperation among a range of stakeholders. However, there presently exists little research especially on the integration of the private sector in adaptation. In particular, recently developed state programs for adaptation have so far been focused on the public sector. Insurance providers may have much to contribute as they offer other parts of society services to appropriately identify, assess and reduce the financial impacts of climate change-induced risks. This study aims to explore how the institutional distribution of responsibility for flood risk is being renegotiated within the UK, Germany and Netherlands. Examining how the insurance industry and the public sector can coordinate their actions to promote climate change adaptation, the study discusses how layered natural hazard insurance systems may result from attempts to deal with increasing risks due to increasing incidences of extreme events and climate change. It illustrates that concerns over the risks from extreme natural events have prompted re-assessments of the current systems, with insurance requiring long-term legislative frameworks that defines the objectives and responsibilities of insurers and the different political authorities.

The social impact of global climate change is one of the hotspots in the current research. To deal with the challenges from climate change, it could be learned from the adapting experiences and lessons to climate change in the history. The main achievements of cognition on the historical impacts of climatic change in China and on coping with the climate changes in the future based the published papers in recent years is summarized. The followings are the main conclusions. ①The general characteristics of the impacts of climatic change in the history was negative in the cold periods and positive in the warm periods, but there were regional differences in the impact and responses. ②The cooling trend on centurial scale and the social economic decline run concurrently. The rapid development supported by better resources and environment in the warm period could lead to the increase of the social vulnerability when the climate turned to the cold period. ③Strategies and policies to cope with the climate change in the history were adopted according to the temporal and spatial circumstances and the subjects. Initiative adaptation promoted by governments was an effective way.  相似文献

Climate risks have significant economic impacts on the various sectors of an economy through direct and indirect channels. When aggregated, their impact can be underestimated or overestimated. This paper examines the impact of five types of climate risks on 47 sectors in China from 2000 to 2014 through the application of a threshold model. We find that: (1) the impact of the integrated climate risks index on sector output is linear. While rainstorms show a U-shaped relationship with output, the other four types of risks—droughts, typhoons, high temperatures and low temperatures freezing—have an inverted U-shaped relationship. (2) Climate risks indirectly influence sector output through capital stock in a significantly positive way. (3) The proportion of intermediate inputs leads to significant differences in the impact of climate risks on sectors. The results suggest that climate policies need to be sector- and risk-specific, as well as dynamic.

Along with climate change, cloud-to-ground lightning (CG)-caused forest fires are becoming increasingly pronounced. This study employed the Chinese lightning location system data (2009–2015) and worldwide lightning location network data (2005–2015) to jointly analyze CG characteristics and study the correlation between CG and climate change. The Muli county in southwest China was taken as research area. The CG number showed a clear increasing trend on yearly timescale. At the monthly timescale, CG occurred from March to October, with a peak in June. At the daily timescale, 15:00–23:00 (local time) and 00:00–05:00 both had a high CG frequency, and the peak was at 18:00–19:00. We divided CG electric current intensity into six grades and found that negative CG accounted for more than 90% of total CG and, among these, the 3rd and 4th intensity grades accounted for about 70%. To examine the spatial distribution, we focused on lightning-caused forest fires high occurrence seasons. In spring, CG distribution changed from the initial southeast to the northwest, gradually spreading to the whole area of Muli, whereas the CG area gradually moved back to the southeast in autumn. Our research suggested that minimum temperature was the most sensitive temperature to CG change. In March, the relationship between CG and minimum temperature showed a strong positive correlation. Considered jointly, we suggest the CG and related lightning-caused forest fires could increase in the future under an increased minimum temperature and decreased precipitation, especially in March.

Arid central Asia is one of the regions most sensitive to global climate change, as well as the region with dramatically hydrological changes and fragile ecosystems. The region includes the main body of the ancient Silk Road, which played a key role in the cultural exchange and the rise and fall of Silk Road civilization. Scientific assessment of the risks faced by the sustainable development of human society in the arid central Asia under the background of global warming is a major scientific issue that has received much attention. The study of the relationship between cultural exchange, development of Silk Road civilization and climate change can provide a scientific basis for understanding the evolution rules of human-land relationship on different timescales in this area. This study summarized the research progress in the history of cultural exchanges, the rise and fall of Silk Road civilization, climate change during the Holocene, forcing mechanisms of climate and hydrological change on different timescales, as well as the process and rule of human-environment interaction. On this basis, we proposed that the study of the temporal and spatial patterns of Holocene climate change and the evolution of Silk Road civilization in arid central Asia, as well as the research on the interaction mechanisms between human and environment, are obviously insufficient. Solving the problems of regional imbalance of climate change and cultural evolution in arid central Asia and strengthening the cross-disciplinary study of geoscience and archaeology are effective ways to promote the study of climate change and changes of Silk Road civilization, which has important scientific and practical significance for understanding the evolution of human-land relations in the region, coping with the challenges of climate change, and serving the “One Belt, One Road” strategy.
