The Islands of Réunion and Mayotte are French territories in the Indian Ocean and are prone to numerous and recurrent hazards as well as to increasing vulnerabilities. This paper examines disaster risk reduction on non-sovereign islands through the case studies of Réunion and Mayotte. The approach used is embedded in standard geographical approaches to risk analysis, focusing on place-based vulnerability, in order to understand disaster risk and disaster risk reduction on both islands. In addition to establishing baseline information and visiting both islands for further data, 21 semi-structured individual interviews were completed to understand the people’s perceptions of the hazards and of their vulnerabilities. Disaster risk reduction strategies, and attitudes from governing bodies implementing the strategies, tend to assume similar vulnerability contexts as mainland France, despite obvious differences on the islands. Many policies are implemented in a top–down manner by those from mainland France who have little interest in, and who do not fully take into consideration, local realities. This paper contributes new case studies to the literature, especially in comparing two non-Anglophone non-sovereign islands, and reinforces recommendations factoring in local contexts when addressing ‘vulnerability of a place’ to disasters.  相似文献

A comparative analysis of six vulnerability models aims to identify differences and similarities between several approaches towards understanding vulnerability. The analysis yields a set of characteristics for explaining the condition of vulnerability (multiple contexts, multiple dimensions, temporal variability, multiple scales and scale-interdependency). In addition, ‘adaptation’ and ‘adaptive capacity’ are identified as key elements of vulnerability. The results of the analysis are put into a wider context not only of vulnerability but also of resilience and risk research. It is demonstrated that ‘adaptation’ and ‘adaptive capacity’ serve as hinges not only for conceptualising vulnerability but between ‘vulnerability’ and ‘resilience’ alike. Based on the results of the comparative analysis, a model of vulnerability focussing on the household and community scale is developed, which displays the key findings of this work.  相似文献

NOAA’s National Geophysical Data Center is using state-of-the-art Internet tools for natural hazards education, public outreach, and access to natural hazards data. For example, NGDC acquires, processes, and provides access to geologic hazards event data that are useful in natural hazards risk assessment and hazards-related research. In addition, a collection of natural hazards slides and a teacher’s guide on volcanoes are available online. NGDC also created an online “Kids Hazards Quiz” to test the user’s knowledge of disaster safety information. An online Natural Hazards Data Resources Directory provides access to information and links to organizations that provide natural hazards data and information. Expanded access to these data and information by the public and researchers can increase public awareness of natural hazards, improve hazards research, and ultimately reduce the devastating impacts of natural disasters.  相似文献

Despite the recognition of the need for mitigation approaches to landslide risk in developing countries, the delivery of ‘on-the-ground’ measures is rarely undertaken. With respect to other ‘natural’ hazards, it is widely reported that mitigation can pay. However, the lack of such an evidence base in relation to landslides in developing countries hinders advocacy amongst decision makers for expenditure on ex-ante measures. This research addresses these limitations directly by developing and applying an integrated risk assessment and cost–benefit analysis of physical landslide mitigation measures implemented in an unplanned community in the Eastern Caribbean. In order to quantify the level of landslide risk reduction achieved, landslide hazard and vulnerability were modelled (before and after the intervention), and project costs, direct and indirect benefits were monetised. It is shown that the probability of landslide occurrence has been substantially reduced by implementing surface-water drainage measures and that the benefits of the project outweigh the costs by a ratio of 2.7–1. This paper adds to the evidence base that ‘mitigation pays’ with respect to landslide risk in the most vulnerable communities—thus strengthening the argument for ex-ante measures. This integrated project evaluation methodology should be suitable for adoption as part of the community-based landslide mitigation project cycle, and it is hoped that this resource, and the results of this study, will stimulate further such programmes.  相似文献

Ewald’s recent genealogy of constructions of risk in Western societies argues that the 1980s saw an important paradigm shift to the “precautionary principle”. Critical scholars have taken up this idea as a lens through which to interpret the Bush administration’s ‘war on terror’. I argue that 11 September 2001 actually brought about qualitative changes to this paradigm. Bush’s pre-emptive doctrine is driven, and perhaps even more importantly, continually justified to the US population, by what might be called the “trans-precautionary principle”, a move from “decisionism” to “actionism”, and a new radicalization of the way fear is produced and managed. Donald Rumsfeld’s famous typology of different articulations of knowledge and ignorance offers an excellent analytical window onto the connections between ignorance, fear and geopolitical action in this new regime. In the latter part of the essay, his four modes of knowledge/ignorance are arrayed, for heuristic purposes, in an abstract spatial grid organized along dimensions of the specificity and possession of knowledge. This allows a ‘mapping’ of some of the Bush administration’s more controversial strategies in the ‘war on terror’, as a set of different pathways through Rumsfeld Space.  相似文献

A market place designed to provide a variety of weather-sensitive institutions with products for dealing with their risks from weather-climate hazards has been developing in recent years. Shifts in demographics, growing population, and greater wealth across the U.S., coupled with de-regulation of utilities and expansion of global economics, have increased corporate vulnerability to weather/climate extremes. Availability of long-term quality climate data and new technologies have allowed development of weather-risk products. One widely used by electric-gas utilities is weather derivatives. These allow a utility to select a financially critical seasonal weather threshold and for a price paid to a provider, to get financial payments if this threshold is exceeded. Another new product primarily used by the insurance industry is weather risk models. These define the potential risks of severe weather losses across a region where little historical insured loss data exists. Firms develop weather-risk models based on historical storm information combined with a target region’s societal, economic, and physical conditions. Examples of the derivatives and weather-risk models and their uses are presented. These various endeavors of the new weather market exhibit the potential for dealing with shifts in weather risks due to a change in climate.  相似文献

Taiwan has long made efforts to increase community emergency response capability, due to its vulnerability to earthquakes, typhoons, landslides and debris flows. Not until recent major natural disasters, such as the 1999 Chi–Chi Earthquake, Typhoon Toraji and Typhoon Nari, has the government reformed its policy toward empowering the community to take actions in hazard mitigation, emergency preparedness and emergency response. A new initiatve, Integrated Community-Based Disaster Management Program (ICBDM), was launched in 2001 by the Executive Yuan to achieve the goal of strengthening community resistance. The paper, taking Shang-An Village as an example, describes Taiwan’s new community-based disaster management program. Through a participatory process, community residents have learned how to analyze vulnerable conditions, discover problems, develop solutions and establish an organization to implement disaster management tasks. Further, basic response training courses and a disaster scenario were held in order to improve their emergency response capability. Based on the case study, a phased process, including initiation, assessment, planning and practice, is generalized.  相似文献

Social vulnerability assessment of natural hazards aims to identify vulnerable populations and provide decision makers with scientific basis for their disaster prevention and mitigation decisions. A new method based on remote sensing is presented here to establish a model of social vulnerability for county-scale regions that lack of relative data. To calculate population density, which is the most important indicator in social vulnerability assessment, first, a statistical model is established to estimate the population on village level. Then a new concept defined as “population density based on land use” is created to replace the arithmetic population density. The former has taken the dynamic human distribution related to land use into account; thus, it can map the population distribution more realistically. The other two indicators are age structure and distance to hospital. The application of this method to the Luogang District of Guangzhou, South China demonstrated its capability of providing high spatial resolution and reasonable social vulnerability for social vulnerability assessment of natural hazards.  相似文献

The objective of the present study is to simulate the physical and socioeconomic factors of human vulnerability to tropical cyclones and storm surges at the household level in existing and changing status of households. The primary data were collected from a cyclone prone coastal area in Bangladesh, through structured questionnaire and GPS survey, key informants interviews and field observations. In order to simulate the physical and socioeconomic factors geographical information systems based Structured Query Language (SQL) query has been used. The study simulated the physical and socioeconomic factors of human vulnerability to tropical cyclones and storm surges on the basis of collected data through pre-designed SQL query. The study found the number of most vulnerable households under existing conditions and how much it will be afterward of a favourable or adverse change of the factors of vulnerability associated with households. The major findings of the study unveil that the socioeconomic and physical factors of human vulnerability have important function to determine the household’s level of vulnerability to the cyclone induced disaster. It has been demonstrated that the degree of vulnerability of households is changed with its physical and socioeconomic status. This study provides a conceptual model for assessing and simulating vulnerability to other natural hazards like floods, droughts, riverbank erosions and so forth. This study highlights that the households’ intrinsic vulnerable conditions are responsible for its defencelessness to the hazards and the reduction of vulnerability is the first measure of integrated and sustainable disaster management in the coastal Bangladesh.  相似文献

Framing vulnerability, risk and societal responses: the MOVE framework   总被引:9,自引:7,他引:2  
The paper deals with the development of a general as well as integrative and holistic framework to systematize and assess vulnerability, risk and adaptation. The framework is a thinking tool meant as a heuristic that outlines key factors and different dimensions that need to be addressed when assessing vulnerability in the context of natural hazards and climate change. The approach underlines that the key factors of such a common framework are related to the exposure of a society or system to a hazard or stressor, the susceptibility of the system or community exposed, and its resilience and adaptive capacity. Additionally, it underlines the necessity to consider key factors and multiple thematic dimensions when assessing vulnerability in the context of natural and socio-natural hazards. In this regard, it shows key linkages between the different concepts used within the disaster risk management (DRM) and climate change adaptation (CCA) research. Further, it helps to illustrate the strong relationships between different concepts used in DRM and CCA. The framework is also a tool for communicating complexity and stresses the need for societal change in order to reduce risk and to promote adaptation. With regard to this, the policy relevance of the framework and first results of its application are outlined. Overall, the framework presented enhances the discussion on how to frame and link vulnerability, disaster risk, risk management and adaptation concepts.  相似文献

Analysis of social vulnerability to hazards in China   总被引:1,自引:0,他引:1  
To improve natural disaster management, it is important to recognize the variability of the vulnerable populations exposed to hazards and to develop location-based emergency plans accordingly. This paper presents a mathematical model to establish a model of social vulnerability index (SoVI), which includes 12 social variables, and the regional social vulnerability to natural hazards was formulated by them. Taking a city as statistical unit, the variability of vulnerability to natural hazards was explored among the 323 cities based on the SoVI. The results indicate that vulnerability is a location-based regional phenomenon, with the most vulnerable cities being located in the southwest of China and the eastern areas being generally less vulnerable. The results will be helpful for policy makers to formulate disaster management plans, which can be beneficial for people in more vulnerable areas who are responding to, coping with, and recovering from natural disasters.  相似文献

Global climate change, nonpoint source pollution, watershed and wildlife habitat destruction, and unsustainable development are damaging the natural world, threatening the socio-cultural integrity of communities, and jeopardizing the livelihood security of peoples worldwide. Despite the past 50 years of progress in addressing environmental damage in the United States and elsewhere, intractable problems have arisen that to date have eluded successful technological or policy responses. Solutions have been sought by recognizing that these problems are very complex and demand interdisciplinary approaches that require building effective partnerships among relevant academic institutions, governmental agencies, nongovernmental organizations, and private business, as well as levering various disciplines and traditional knowledge systems. Such thinking has evolved to now consider humans to be an integral part of nature, which is captured in the idea of the ‘human ecosystem’, where biophysical, socioeconomic, and cultural systems interact via a complex set of organizational, spatial, and temporal ‘couplings’. Within such a context, environmental problems can be viewed as coupled human and natural systems, which afford unique and novel approaches to their solutions. This paper discusses the development of the coupled systems approach as a scientific methodology, reviews its key characteristics and principles, provides an example of how it has been applied to assess conservation issues in alpine areas of Northwest Yunnan Province, China, and recommends how this scientific approach might be further developed for use in mountainous landscape regions of Central Asia and elsewhere.  相似文献

The article decodes and analyzes the standard functions of social and social-ecological systems when they manage their own vulnerability. The author acknowledges these as “Resilience functions” or “Operational Resilience”. For this purpose, she follows a “Vulnerability Actor” (V Actor)-based approach. V Actor is considered as a system faced with multiple hazards, carrying various vulnerability facets (physical, economic, institutional, etc.) and attempting to transform, transfer, rearrange them in time and space so as to achieve Actor’s own persistence. It is these processes of vulnerability re-arrangement that are identified by the author as Resilience functions and which change the vulnerability not only of the V Actor performing resilience but also others’. Performance of Resilience functions presupposes attraction and employment of resources by the Actor, not only own, current and inherent but also other resources to be found in spatial and temporal scales external to or beyond the Actor but which the Actor can appeal to. This attraction most probably leads to deprivation of others of the necessary resources for their persistence, recovery, etc. When somebody’ vulnerability is reduced sometimes somewhere, it is most probable that others elsewhere are encumbered with extra vulnerability, currently or in the future. Hence, what resilience can only do is vulnerability re-arrangement, re-setting and management. The proposed systemic approach is documented on current state of art regarding interactions between vulnerability and resilience to hazards and on empirical evidence from the international experience of responses to natural hazards.  相似文献

This paper examines the scope and limitations of geomorphological investigation of the sites of architectural and engineering works. Various degrees of vulnerability, forms of impact, and types of applied geomorphological response are summarized. Aspects of land development and construction practice that may increase the vulnerability of buildings and structures to geomorphological hazards are discussed. Strengths and weaknesses of the geomorphological input to hazard mitigation are reviewed. Examples are described that show both negative and positive influences exerted by geomorphological site analysis on urban and regional planning for unstable terrains in Italy. It is concluded that societal choice, within the overall matrix of a society's culture (sensu largo), will influence the way in which vulnerability is managed at sites, and hence the scope for utilizing geomorphological analysis of the physical risks.  相似文献

Recent developments in the vulnerability literature have contested the use of technical solutions as the sole adaptive strategies to reduce natural hazard impact; this literature emphasizes the need to attend to the wider everyday risks to which people are exposed and that aggravate hazard vulnerability. Using a case study of two flood-prone communities in Puerto Rico, this article supports and enhances that literature by placing floods within a wider context of other risks and determining how everyday risks influence people’s perceptions of and capacity to adapt to floods. Participatory methods are used to elicit the everyday risks that concern community members. The analysis reveals that participants perceive floods as one of their risks, but they see them as neither the most important nor most severe risk in their lives. Instead, they find other concerns—health conditions, family well-being, economic factors, and land tenure—more pressing. These competing risks limit adaptive capacity and increase vulnerability to natural hazards. The results suggest that addressing these multiple risks, mainstreaming flood management and adaptation into the wider context of people’s general well being, and increasing risk perception will strengthen adaptive capacity to present and future floods.  相似文献

This article explores whether past exposure to debris flow disasters with a human dimension (e.g. caused in part by deforestation) results in adaptive hazard mitigation and improved environmental and resource management practices in affected areas. When guiding hazard mitigation practice, the ‘adaptive hazard mitigation’ approach views mitigation as a multi-dimensional experiment, with the associated need for post-experiment monitoring, evaluation, learning and adjustment, and attention paid to multiple scales (Bogardi 2004). This article explores how the concept of ‘adaptive hazard mitigation’ has emerged, linking this ‘adaptive management’ used increasingly in resource and environmental management. Two case studies of disasters linked to human-induced environmental change are examined, and the mitigation responses of local communities, NGOs and Government agencies are documented. Data sources include secondary data (journal articles, web-based disaster reports and grey literature) on each disaster, key informant interviews (n = 8) and direct observation over the 2005–2006 period of post-disaster mitigation actions implemented after each disaster. The research indicates that in both case studies, a limited range of hazard mitigation actions was employed, including both structural and non-structural approaches. However, the research also found that causal factors involving human-induced environmental change (e.g. deforestation) were not addressed, and overall, the hazard mitigation strategies adopted lacked monitoring, learning and adjustment. In both case studies, responses to disaster were judged to be examples of ‘trial and error’ adaptation, rather than either ‘passive’ or ‘active’ adaptation.

Understanding the complexity of vulnerability to disasters, including those triggered by floods, droughts and epidemics is at the heart of disaster risk reduction. Despite its importance in disaster risk reduction, there remains a paucity of approaches that contribute to our understanding of social vulnerability that is hidden in dynamic contextual conditions. The study demonstrates an accessible means to assessing the spatial variation of social vulnerability to flood hazards and related for the context of Muzarabani district in northeast Zimbabwe. The study facilitated local identification with residents of variables contributing to social vulnerability and used the principal component analysis (PCA) technique to develop a social vulnerability index (SoVI). Using ArcMap10.2 geographic information systems (GIS) tool, the study mapped composite SoVI at the ward level. The results showed that Muzarabani district is socially vulnerable to hazards. The social vulnerability is influenced by a variety of economic, social and institutional factors that vary across the wards. Quantifying and visualising social vulnerability in Muzarabani provides useful information for decision makers to support disaster preparedness and mitigation programmes. The approach shows how spatially distributed multivariate vulnerability, as grounded in interpretations at local level, can be quantitatively derived for contexts such as those of Muzarabani. The study findings can inform disaster risk reduction communities and cognate disciplines on quantitative assessments for managing hazard vulnerability where these have hitherto not been developed.  相似文献

Mountain regions are subject to a variety of hazardous processes. Earthquakes, landslides, snow avalanches, floods, debris flows, epidemics and fires, among other processes, have caused injury, death, damage and destruction. They also face challenges from increased populations, and expansion and intensification of␣activities, land uses and infrastructure. The combination of a dynamic bio- geophysical environment and intensified human use has increased the vulnerability of mountain social–ecological systems to risk from hazards. The ability of social–ecological systems to build resilience in the context of hazards is an important factor in their long-term sustainability. The role of resilience building in understanding the impact of hazards in mountain areas is examined and illustrated, in part, through examples from Canada and India. Resilient social–ecological systems have the ability to learn and adjust, use all forms of knowledge, to self-organize and to develop positive institutional linkages with other social–ecological systems in the face of hazards. The analysis suggests that traditional social–ecological systems built resilience through avoidance, which was effective for localized hazards. The more recent development and implementation of cross-scale institutional linkages is shown to be a particularly effective means of resilience building in mountain social–ecological systems in the face of all hazards.  相似文献

This research appraises how residential built environment growth influences coastal exposure and how this component of societal vulnerability contributes to tropical cyclone impact and disaster potential. Historical housing unit data and future demographic projections from a high-resolution, spatial allocation model illustrate that the area within 50 km of the US Atlantic and Gulf Coastlines has the greatest housing unit density of any physiographic region in the USA, with residential development in this region outpacing non-coastal areas. Tropical cyclone exposure for six at-risk metropolitan statistical areas (MSAs) along the US Atlantic and Gulf Coasts are assessed. All six MSAs evaluated are distinct in their development character, yet all experienced significant growth from 1940 through the contemporary period; projections from the model under various socioeconomic pathways reveal that this growth is anticipated to continue during the twenty-first century. Using a worst-case scenario framework, the historical and future residential data for the six MSAs are intersected with synthetic hurricane wind swaths generated from contemporary landfalling events. The New York City MSA contains the greatest residential built environment exposure, but Miami is the most rapidly changing MSA and has the greatest potential for hurricane disaster occurrence based on the juxtaposition of climatological risk and exposure. A disaster potential metric illustrates that all six MSAs will experience significant increases in disaster probability during the twenty-first century. This analysis facilitates a detailed spatiotemporal assessment of US coastal region vulnerability, providing decision makers with information that may be used to evaluate the potential for tropical cyclone disasters, mitigate tropical cyclone hazard impacts, and build community resilience for these and other hazards in the face of environmental and societal change.  相似文献

The viewpoint that most health problems are environmentally related has always been promoted by medical geography. In recent times, concern about environmental degradation has been of high priority for many national and international organizations as ‘we human beings become a threat to our planet’. There is also a need to specifically focus attention on the impact of so-called development efforts on the health of women and children, in particular those living in highly marginalized regions which often contribute substantially to the overall development of their countries. This paper uses the concept of vulnerability as a departure point from which to map the health risks to children in Igbekun area of Ondo State, the ‘transgressive muddy’ oil-rich coastal area of Nigeria. The paper attempts to highlight the poor quality of life and health of children in particular, and how it is becoming much more difficult to practice health intervention programmes, especially oral rehydration therapy (ORT) in the area. The Igbekun area is an unhealthy and harsh environment, complicated by the devastating effects of oil drilling in recent years. The siltation and sedimentation of the creeks and lagoons have serious health dimensions as human faeces float in and around villages because the ‘bush toilets’ can no longer be reached. The on-going environmental crisis has also deprived women of their traditional means of livelihood; fishing. There is a relatively high level of ignorance (compared with other women living in the same local government area (LGA) of causes of the commonest diseases such as diarrhoea, acute respiratory infection (ARI) and measles. A majority of the women have never heard of family planning, immunization against diseases and interventions such as ORT. Promotive health care services, especially those that strive to reduce the high mortality of children have passed the mothers by. It is also becoming impracticable to promote ORT because of the widespread ‘salty and oily’ water supply in the area. The greatest concern of the women now is that oil drilling activities have further amplified their stressful conditions especially their health and that of their children. Unfortunately, their plight is not acknowledged by the Nigerian authorities and the oil companies are least concerned about alleviating the poor health status of the community, in particular the most vulnerable groups, children under the age of five.
