In 2014, China will pilot its first earthquake insurance program, and the inhabitants’ perception of earthquake risk in the pilot area is significant for the implementation of this plan. In this study, the authors conducted a field survey in four districts in the insurance pilot area to investigate the factors affecting the earthquakes risk perception of residents. The survey concentrates on the factors of hazard experience and residents’ house type and shows that people who have experienced more earthquakes tend to have a lower risk perception while people who have suffered serious earthquake loss tend to have a higher risk perception. For the house type factor, the author finds that house type is correlated with the risk perception from an earthquake. The effect on risk perception is significantly reduced when people enhance their house type with brick walls, concrete beams, and column. Furthermore, gender, income, and education level also have direct effects on how residents perceive of the risk from an earthquake.  相似文献

Situated over the Himalayan tectonic zone, Kathmandu Valley as a lake in geological past has a long history of destructive earthquakes. In recent years, the earthquake risk of the valley has significantly increased due mainly to uncontrolled development, poor construction practices with no earthquake safety consideration, and lack of awareness among the general public and government authorities. Implementation of land use plan and building codes, strengthening of design and construction regulations, relocation of communities in risky areas, and conduction of public awareness programs are suitable means of earthquake disaster risk management practice. Kathmandu, the capital of Nepal, is still lacking earthquake disaster risk management plans. So, this paper highlights some initiatives adopted by both governmental and nongovernmental organizations of Nepal to manage earthquake disaster risk in the Kathmandu Valley. It provides some comprehensive information on recent initiatives of earthquake disaster risk management in the valley and also highlights the outcomes and challenges.  相似文献

This exploratory study contributes to our knowledge about the relationships between interpersonal communication sources and risk perception regarding natural hazards. Survey data (N?=?186) from a small village in northwest China was used, and the correlations between eight types of interpersonal communication sources related to disaster risk reduction and the perceived severity and perceived likelihood of occurrence of eight types of natural hazards were explored. Past studies have suggested that interpersonal communication sources are more likely to influence individuals in their perceived severity of natural hazards than in their perceived likelihood of occurrence. The results of this study moderately corroborate this finding. The results indicated that different sources have different relationships to risk perception, as positive correlations were found between obtaining information via certain trained science professionals (science teachers, emergency responders, scientific experts) and certain natural hazard risk perceptions, while negative relationships were found between obtaining information via certain personal contacts (other villagers and relatives and friends) and certain natural hazard risk perceptions. However, the strength of these relationships was weak (??0.197?≥?r?≤? 0.245). Age showed statically significant correlations with the perceived severity of most of the natural hazards. Studies with more representative samples and controls for theoretical factors are needed to better understand how interpersonal communication sources affect individuals' natural hazard risk perceptions.  相似文献

This research looks at the very nature of perception of seismic risk, an issue that is not only academically important, but also it can save lives and reduce injury and community costs. The background idea is that citizens in big cities, vulnerable to seismic hazard are living with latent and permanent concerns about a possible earthquake. We were interested in revealing significant aspects of Bucharest citizens’ orientations and tendencies in relation to the possible seismic event. Bucharest, the capital of Romania, is exposed to the greatest seismic hazard compared with other European capitals. The dimensions of study were: the anticipations of seism occurrence, the behavior during the event, evaluations of consequences, support factors, and individual vulnerability. This article is an example of the low cost approach on a sample of 190 citizens, understood as an exercise in attempting to relate population characteristics to various aspects of risk perception. The methodology used was based on a field investigation, where the research agents’ applied one questionnaire containing free/post codified/fan answers concerning: demographic variables, the buildings’ features, and perceptions about the possible earthquake event. The findings of this study showed that the hazard perception significantly associates with aspects concerning the subjects’ orientation toward institutional factors/human relations/negativism, and toward financial/material/moral support in case of disaster etc. It is hoped that this issue will serve to inspire further investigations into this very important and socially sensitive field, due to the fact that hazard analysis and mitigation would be more effective when it takes into account the human dimension of disasters.  相似文献

Although most Filipinos perceive that natural hazards are a risk to them, only a third of Filipinos undertake measures to prepare for disasters. Filipinos who perceive climate-related changes directly impacting their households report taking greater action to prepare for disasters. Filipinos who believe they have been directly impacted by climate-related changes are also more likely to prepare for disasters, take planning actions, and undertake material actions to prepare, such as dwelling improvements. Other factors associated with disaster preparedness include gender, membership in an association, wealth, risk perception, and prior exposure to and losses due to disasters. Awareness and perception of risk are among the most crucial steps in the process of taking precautions at individual level for various hazards. In this study, we investigated the factors affecting better knowledge and greater risk perception about earthquakes among residents of Istanbul. A field survey was carried out, and a total of 1,123 people were interviewed in two districts of Istanbul with different seismic risk levels and from three (low, moderate and high) socio-economic levels (SEL). The findings showed that although the level of knowledge regarding earthquakes and preparedness for them was promising, it could be improved. The results indicated that future preparedness programmes should target people with lower educational and socio-economic levels. The media were the leading source of information among the respondents. Location of the home was a strong influence on individuals having above average earthquake knowledge and even more on high risk perception. Socio-economic parameters (educational level, economic status, SEL of the sub-district and tenure of the home), gender and attitude score were other factors influencing greater risk perception with regard to earthquakes.  相似文献

China has suffered from severe earthquake disasters in recent years. In order to explore the impact of severe earthquakes on public risk perception on different time scales, four surveys were conducted twice each after the severe Wenchuan and Yushu earthquakes. t tests were performed between two consecutive surveys to explore the change of public risk attitudes. The results demonstrated that after the two severe earthquakes, the public seismic risk acceptance has increased over time, and the comparison between pre- and post-Yushu earthquake illustrated that the severe disaster had more impact on vulnerable population such as females, children and low-income people. Moreover, linear regression models were employed to find the determining factors of public acceptance towards earthquake risks. It was discovered that the public perceived earthquake effect had significant negative relationship with seismic risk acceptance, and public trust towards local government had positive relationship with the risk acceptance. This study could help government to gain better understanding of public mental status and take more effective disaster preparedness measures when preventing and responding to a severe earthquake.  相似文献

One of the biggest impacts of a disaster is the effect it can have on community and regional housing and the ability of people, communities and regions to recover from the damages. Policy decisions involving investments in loss reduction measures and response and recovery are best informed by the integration of scientific and socioeconomic information. Natural scientists develop hazard scenarios for stakeholders and emergency officials to assess the impacts of a particular disaster outcome. Social scientists have found that housing losses and recovery affect individuals in lower socioeconomic status disproportionately. By combining socioeconomic status data from the US Census with an earthquake scenario for southern California, an event-driven conditional distribution of earthquake risk is used to prioritize investment decisions for earthquake hazard mitigation. Simulation of the damages in the scenario showed a statistically significant risk concentration in census tracts with large numbers of residents of lower socioeconomic status living in multi-family housing and mobile homes. An application of the approach is demonstrated in Los Angeles County as a decision criterion in a building retrofit program. The earthquake scenario was used to evaluate the economic benefits of a program for voluntary mitigation and a combined program of voluntary mitigation and regulated mitigation based on socioeconomic status (mandate requiring mitigation in census tracts meeting specific damage and income thresholds). Although the analysis is a hypothetical scenario based on a simulation of a great earthquake, the results and potential outcomes show that a regulated program with a socioeconomic decision criterion would have significant benefits to vulnerable populations.  相似文献

Landslides are recurrent phenomena in Italy, but little is known regarding the public perception of related risk. In order to investigate landslide risk perception of recent phenomena, we decided to perform a qualitative investigation in Frosinone (Lazio, Central Italy) where, during 2013, a relevant landslide (“Viaduct Biondi”) occurred. Survey results highlighted that Frosinone population have been experiencing landslides but do not consider themselves threatened and prepared in occurrence of this type of emergency. This study pointed out that Frosinone municipality and surrounding town populations behave as an inactive actor in land conservation and management, addressing major responsibility to institutions. For this reason, realization of a purposed designed dissemination campaign would be useful in order to improve citizen knowledge and to enhance their participation in landslide risk reduction activities.  相似文献

Flood management decision-makers face significant challenges as the climate changes. The perceptions of those affected by floods are critical to the successful implementation of adaptation responses; risk perceptions are affected by how information is communicated and, in turn, perceptions influence expectations on flood risk managers to respond. The links between flood experience, risk perception, and responses by individual households were examined in the Hutt Valley, New Zealand, through a household survey, a workshop and interviews with local government practitioners. Two propositions were tested: (1) that flood experience can influence flood risk perceptions; and (2) that flood experience can stimulate increased risk reduction and adaptation actions where changing climate risk is likely. Perceptions of responsibility for flood management were also examined. The study found that previous flood experience contributes to heightened perception of risk, increased preparedness of households, greater willingness to make household-level changes, greater communication with councils, and more advocacy for spatial planning to complement existing structural protection. Flood-affected households had a stronger preference for central government and communities having flood risk responsibilities, in addition to local government. Those who lacked experience were more likely to be normalised to their prior benign experiences and thus optimistic about flood consequences. These results suggest that harnessing positive aspects of experience and communication of changing risk through engagement strategies could help shift the focus from citizens’ expectation that governments will always provide protection, to a citizen–local government–central government dialogue about the changing character of flood risk and its implications, and build a ‘risk conscious’ society in which ‘sharing and bearing’ is considered desirable.  相似文献
