For a smooth lateral integration between Taiwan’s regional emergency operation centers (EOCs) and with local health, fire, and medical units, the operating performance of the emergency medical care law (EMCL) needs to be enhanced throughout the emergency medical service system. In this article, a 3-year comprehensive evaluation was adopted to analyze the performance evaluation of six regional EOCs and to initiate a proposed framework with an appropriate coordinated operation and notification mode for the regional EOCs with above three units. The study discovered that establishing a closer coordinated operation and notification model relationship for the EOCs with above three units was a key factor to provide real-time information delivery and query services. A common disaster information and medical resource exchange platform should be established in the future, and the EMCL that allows EOCs to be the official dedicated units should be amended. In addition, EOCs must be given a regulatory power and responsibility to execute their services, which allows them to play an active role rather than a passive role. This would effectively help to integrate the fire, health, and medical units uniformly in the rescue response operation of disaster incidents.  相似文献

Spatially explicit hydrodynamic flood models can play animportant role in natural hazard risk reduction. A key element of these models that make them suitable for riskreduction is the ability to provide time-series inundation information about the onset, duration and passingof a hazard event. Such information can be critical for landuse planning, for mapping evacuation egress routes,and for locating suitable emergency shelters to name only a few risk treatments. This research contends that abarrier to effective risk reduction is providing disaster managers with access to model results in a structured andflexible framework that allows consequences of different hazard scenarios to be assessed and mapped. Toaddress these limitations, a framework has been developed that links a commercial relational databasemanagement system with a GIS-based decision support system. The framework utilises industry standard dataexchange protocols and results in efficient time-series hazard data management. A case study based in Cairns,in far-north coastal Australia is presented to illustrate how the system has been developed. Results show that theframework reduces data volumes significantly, while making pre-run modelled inundation results rapidly accessibleto disaster managers. Of note is the ability of the framework to present results in terms of risk to buildings,roads and other spatial features in urban regions, and to provide answers to relatively complex risk questions.  相似文献

France experiences catastrophic floods on a yearly basis, with significant societal impacts. In this study, we use multiple sources (insurance datasets, scientific articles, satellite data, and grey literature) to (1) analyze modern flood disasters in the PACA Region; (2) discuss the efficiency of French public policy instruments; (3) perform a SWOT analysis of French flood risk governance (FRG); and (4) suggest improvements to the FRG framework. Despite persistent government efforts, the impacts of flood events in the region have not lessened over time. Identical losses in the same locations are observed after repeated catastrophic events. Relative exposure to flooding has increased in France, apparently due to intense urbanization of flood-prone land. We suggest that the French FRG could benefit from the following improvements: (1) regular updates of risk prevention plans and tools; (2) the adoption of a build back better logic; (3) taking undeclared damages into account in flood risk models; (4) better communication between the actors at the different steps of each cycle (preparation, control, organization, etc.); (5) better communication between those responsible for risk prevention, emergency management, and disaster recovery; (6) an approach that extends the risk analysis outside the borders of the drainage basin; and (7) increased participation in FRG from local populations.

Economic and social development throughout the world is frequently interrupted by extreme events. The Pacific Rim is particularly vulnerable to natural disasters, thus to social and economic losses. Although disaster events impact both developed and developing countries, in the latter, they can cause a sharp increase in poverty. As disasters pose an important challenge to the development of the Pacific Rim, it is important to assess their global, regional, economic, and social impacts. Most economic assessments of the impacts of disasters have concentrated on direct losses—that is, the financial cost of physical damage. Equally important are indirect and secondary impacts of disasters, including the destruction of communities and their negative impacts on families. The challenges posed by potential disasters in the Pacific Rim countries require rapid action, and also an energetic risk-management strategy. To help reduce those negative impacts, countries need an overall evaluation of their risks, including: (i) risk identification, (ii) risk reduction, and (iii) risk transfer. It is expected that concerted action on risk management will help create an increased awareness of the economy—wide significance of natural disasters and the problems they pose for long—term development. Accordingly, this growing awareness will lead to an increased resilience in the countries of the Pacific Rim.  相似文献

In urban area, popular and property is accumulated in a small area, potential risk of earthquake disaster in urban community is great. Pre-disaster emergency evacuation zoning has become a significant topic of disaster prevention and mitigation research. Based on the present layout of evacuation facilities and shelters as well as the evacuation demands in urban communities, a systematical methodology for occupant evacuation against earthquakes on community scale was developed by employing spatial analysis techniques of Geographical Information System (GIS). The methodology included the following aspects: the distribution analysis of emergency evacuation demands, the calculation of shelter space accessibility, and the optimization of evacuation destinations. This methodology was applied to Lujiazui Street in Pudong, a new district located in Shanghai, China. It was found that the proposed methodology could be used to formulate pre-event planning for earthquake disaster prevention and mitigation on a community scale, especially for organizing a rapid and smooth evacuation and optimizing the location allocation of shelters.  相似文献

Worldwide, earthquakes and related disasters have persistently had severe negative impacts on human livelihoods and have caused widespread socioeconomic and environmental damage. The severity of these disasters has prompted recognition of the need for comprehensive and effective disaster and emergency management (DEM) efforts, which are required to plan, respond to and develop risk mitigation strategies. In this regard, recently developed methods, known as multi-criteria decision analysis (MCDA), have been widely used in DEM domains by emergency managers to greatly improve the quality of the decision-making process, making it more participatory, explicit, rational and efficient. In this study, MCDA techniques of the Analytical Hierarchical Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), integrated with GIS, were used to produce earthquake hazard and risk maps for earthquake disaster monitoring and analysis for a case study region of Küçükçekmece in Istanbul, Turkey. The five main criteria that have the strongest influence on the impact of earthquakes on the study region were determined: topography, distance to epicentre, soil classification, liquefaction and fault/focal mechanism. AHP was used to determine the weights of these parameters, which were also used as input into the TOPSIS method and GIS (ESRI ArcGIS) for simulating these outputs to produce earthquake hazard maps. The resulting earthquake hazard maps created by both the AHP and TOPSIS models were compared, showing high correlation and compatibility. To estimate the elements at risk, population and building data were used with the AHP and TOPSIS hazard maps for potential loss assessment; thus, we demonstrated the potential of integrating GIS with AHP and TOPSIS in generating hazard maps for effective earthquake disaster and risk management.  相似文献

我国是世界上受滑坡影响最大的国家之一,也投入了大量的人力物力开展区域性滑坡隐患探测工作.近年的政府工作表明,80%的滑坡发生在已圈定的隐患点范围外,80%的滑坡发生在防灾减灾工作条件相对薄弱的边远农村地区.为了解决这个困境,亟需:(1)厘清不同类型滑坡宜选用的广域探测技术,解决滑坡隐患广域探测的漏检问题;(2)突破社区协同滑坡防灾的难题,助力滑坡隐患探测和风险评估.本文将滑坡隐患分为4类:斜坡变形区、复活历史变形破坏区、稳定历史变形破坏区和潜在斜坡变形区,以便充分发挥多源遥感数据和技术的优势;进而提出一种“滑坡隐患广域探测-单体滑坡隐患风险评估-社区协同防灾”的多源遥感滑坡防灾技术框架.以青藏高原交通工程关键区段约10 000 km2区域作为研究区,协同社区(如设计和建设单位)共识别出滑坡隐患263处,其中斜坡变形区249处,复活历史变形破坏区5处,稳定历史变形破坏区9处,并针对3个典型滑坡隐患进行风险定量评估和社区协同防灾.该多源遥感技术框架将有助于提高社区滑坡防灾的能力,也将直接服务于青藏高原交通工程的建设与运维.   相似文献

The National Tsunami Hazard Mitigation Program (NTHMP) Steering Committee consists of representatives from the National Oceanic and Atmospheric Administration (NOAA), the Federal Emergency Management Agency (FEMA), the U.S. Geological Survey (USGS), and the states of Alaska, California, Hawaii, Oregon, and Washington. The program addresses three major components: hazard assessment, warning guidance, and mitigation. The first two components, hazard assessment and warning guidance, are led by physical scientists who, using research and modeling methods, develop products that allow communities to identify their tsunami hazard areas and receive more accurate and timely warning information. The third component, mitigation, is led by the emergency managers who use their experience and networks to translate science and technology into user-friendly planning and education products. Mitigation activities focus on assisting federal, state, and local officials who must plan for and respond to disasters, and for the public that is deeply affected by the impacts of both the disaster and the pre-event planning efforts. The division between the three components softened as NTHMP scientists and emergency managers worked together to develop the best possible products for the users given the best available science, technology, and planning methods using available funds.  相似文献

Based on the classification results of marine structure accidents induced by sea ice, the risk assessment index system of sea ice disasters was established. The possibility coefficient of risks was proposed based on risk factors of sea ice disasters, including sea ice conditions, ice risk status, ice resistance in the design phase, the current defense ability in the operation phase, and management behaviors in the freezing period. The severity index should be determined according to the affected scope, the distribution of affected personnel, and the monitoring ability in emergency. According to the case study and expert evaluation method, the scores and levels of sea ice disaster risk assessment indices were determined. Finally, the sea ice disaster risks of two offshore oil platforms and a coastal nuclear power plant were assessed.

Disaster mitigation as a pre-disaster measure within the scope of disaster risk management is significant in the sense of reducing the adverse effects of earthquakes in the context of earthquake-sensitive risk planning. In the urban planning context, the existence of numerous decision makers and alternatives, which are depending on many criteria, makes decision-making process difficult. This difficulty was overcomed through geographical information systems (GIS). In the context of GIS-based multicriteria decision-making (MCDM) analysis, we used analytic hierarchy process (AHP) and technique for order preference by similarity to ideal solution (TOPSIS) to determine earthquake-risky areas in Yalova City Center. First, AHP analysis related to geological and superstructure/infrastructure criteria was conducted and two separate AHP maps were obtained. Then, we conducted TOPSIS analysis to consider both criteria in the sense of earthquake risk-sensitive planning. Then, overall earthquake risk map obtained which could be used as an input for disaster mitigation processes.

Filipinos self-report relatively low levels of knowledge of climate change and cited increased temperatures, shifts in seasons, and heavier rains as the most likely consequences. Levels of disaster preparedness in the Philippines differ widely by region. Although most Filipinos perceive that natural hazards are a risk to them, only a third of Filipinos undertake measures to prepare for disasters. Filipinos who perceive climate-related changes directly impacting their households report taking greater action to prepare for disasters. Filipinos who believe they have been directly impacted by climate-related changes are also more likely to prepare for disasters, take planning actions, and undertake material actions to prepare, such as dwelling improvements. Other factors associated with disaster preparedness include gender, membership in an association, wealth, risk perception, and prior exposure to and losses due to disasters. Small-scale flash flood events are climate-related disasters which can put multiple aspects of the system at risk. The consequences of flash floods in densely populated cities are increasingly becoming problematic around the globe. However, they are largely ignored in disaster impact assessment studies, especially in assessing socioeconomic loss and damage, which can provide a significant insight for disaster risk reduction measures. Using a structured questionnaire survey, this study applied a statistical approach and developed a structural equation model (SEM) for assessing several socioeconomic dimensions including physical impacts, mobility disruption, lifeline facilities, health and income-related impacts. The study reveals that respondents have experienced a stronger impact on direct tangible elements such as household contents and buildings as well as direct intangible elements with β coefficients 0.703, 0.576 and 0.635, respectively, at p?<?0:001 level. The direct intangible impacts affect mobility disruption with β coefficients equal to 0.701 at p?<?0:001 level which then further cause adversity to income-generating activities with β 0.316 at significant p?<?0:001 as well. The overall model fit indices show highly acceptable scores of SRMR 0.068, RMSEA 0.055 and PClose 0.092. Thus, the SEM has successfully incorporated the socioeconomic dimensions of disaster impact and explained the impact phenomena reliably. This modeling approach will allow inclusion of various variables from different disciplines to assess hazard impact, vulnerability and resilience.
