Flash floods are the most common type of natural hazards that cause loss of life and massive damage to economic activities. During the last few decades, their impact increased due to rapid urbanization and settlement in downstream areas, which are desirable place for development. Wadi Asyuti, much like other wadis in the Eastern Desert of Egypt, is prone to flash flood problems. Analysis and interpretation of microwave remotely sensed data obtained from the Shuttle Radar Topography Mission (SRTM) and Tropical Rainfall Measuring Mission (TRMM) data using GIS techniques provided information on physical characteristics of catchments and rainfall zones. These data play a crucial role in mapping flash flood potentials and predicting hydrologic conditions in space and time. In order to delineate flash flood potentials in Wadi Asyuti basin, several morphometric parameters that tend to promote higher flood peak and runoff, including drainage characteristics, basin relief, texture, and geometry were computed, ranked, and combined using several approaches. The resulting flash flood potential maps, categorized the sub-basins into five classes, ranging from very low to very high flood potentials. In addition, integrating the spatially distributed drainage density, rainfall intensity, and slope gradient further highlighted areas of potential flooding within the Wadi Asyuti basin. Processing of recent Landsat-8 imagery acquired on March 15, 2014, validated the flood potential maps and offered an opportunity to measure the extent (200–900 m in width) of the flooding zone within the flash flood event on March 9, 2014, as well as revealed vulnerable areas of social and economic activities. These results demonstrated that excessive rainfall intensity in areas of higher topographic relief, steep slope, and drainage density are the major causes of flash floods. Furthermore, integration of remote sensing data and GIS techniques allowed mapping flood-prone areas in a fast and cost-effective to help decision makers in preventing flood hazards in the future.  相似文献

Application of geographic information systems and remote sensing are a powerful tool for the assessment of risk and management of flood hazards. By using these techniques to extract new drainage network with more details to prepare natural hazard maps which may help decision makers and planners to put suitable solutions reducing the impact of these hazards. Ras Sudr city and surrounding area had been attacked by flash floods of Wadi Sudr and Wadi Wardan which are nearly perpendicular to the eastern side of the Gulf of Suez, Egypt, and many infrastructures had destroyed. GIS techniques and remote sensing are used to find the interrelation between the morphometric parameters by using statistical correlation to determine the area under varying flood conditions. The results of morphometric parameters and the new data of last flood which occurred on 17-18th January 2010 indicate that the two basins are threatened by the risk of flash floods and Wadi Wardan is more risky than Wadi Sudr.  相似文献

Flash floods are considered to be one of the worst weather-related natural disasters. They are dangerous because they are sudden and are highly unpredictable following brief spells of heavy rain. Several qualitative methods exist in the literature for the estimations of the risk level of flash flood hazard within a watershed. This paper presents the utilization of remote sensing data such as enhanced Thematic Mapper Plus (ETM+), Shuttle Radar Topography Mission (SRTM), coupled with geological, geomorphological, and field data in a GIS environment for the estimation of the flash flood risk along the Feiran–Katherine road, southern Sinai, Egypt. This road is a vital corridor for the tourists visiting here for religious purposes (St. Katherine monastery) and is subjected to frequent flash floods, causing heavy damage to man-made features. In this paper, morphometric analyses have been used to estimate the flash flood risk levels of sub-watersheds within the Wadi Feiran basin. First, drainage characteristics are captured by a set of parameters relevant to the flash flood risk. Further, comparison between the effectiveness of the sub-basins has been performed in order to understand the active ones. A detailed geomorphological map for the most hazardous sub-basins is presented. In addition, a map identifying sensitive sections is constructed for the Feiran–Katherine road. Finally, the most influenced factors for both flash flood hazard and critical sensitive zones have been discussed. The results of this study can initiate appropriate measures to mitigate the probable hazards in the area.  相似文献

In the last years, natural hazards related to flash floods have caused serious damage and losses to the population of the state of Rio de Janeiro. This research discusses the importance of implementing a methodology for the prevention of flash floods, by comparing the methods applied since 2013 in the city of Duque de Caxias, in the Baixada Fluminense region of the state of Rio de Janeiro, Brazil, and the major prevention actions suggested by the Flash Flood Early Warning System Reference Guide from the National Oceanic and Atmospheric Administration, questioning civil defense professionals about the importance of each method to vulnerable communities. Even without the occurrence of an extreme event that proves the effectiveness of the method between 2014 and 2016, the population will certainly be better prepared to face the risks of disasters in the city in the future. In addition, the study also underscores an approach of approximation between academic studies and operational activities, which is still very incipient in Brazil.  相似文献

The Mediterranean coastal region is prone to high-intensity rainfall events that are frequently associated with devastating flash floods. This paper discusses the role of a karst aquifer system in the flash floods of a Mediterranean river, the Lez river. Most of the Lez river watershed is located on karst terrains where interactions between surface water and groundwater take place. During extreme rainfall events, the presence of fractures and well-developed karst features in carbonate terrains enhances the infiltration processes and involves the concentration of the recharge into highly organized and permeable flow paths. The groundwater, therefore, quickly moves towards the natural outlets of the karst system. The influence of the Lez karst aquifer system on the associated river floods dynamics is analysed while considering the spatially distributed rainfall, as well as the time series of the groundwater level within the aquifer and of the Lez river discharge measured at various gauging stations. Special attention is given to the relative importance of the surface and underground processes involved in flash flood genesis. It is shown that the karst groundwater contributes to flash floods under certain conditions, while high-rate pumping within the karst aquifer, which generates significant drawdown, may mitigate flash floods under other conditions.  相似文献

Although flash floods are one of the major natural disasters that may hamper human development in arid areas, aspects of the process leading to their initiation remain uncertain and poorly understood. In the present study, wadi El-Alam Basin, one of the major basins in the Eastern Desert of Egypt that is frequently subjected to severe flash flood damage, is selected for investigation. Here, a hydrological modeling approach was used to predict flash flood hazard within the basin. Earlier work conducted for the same basin showed that such approach is successful and was able to accurately highlight the locations of historical flood damage. However, such work was based on one set of arbitrary model parameters. The present study has taking into account the rainfall as the excitation factor in the adopted hydrological modeling. The study aims to build on the earlier study by investigating impacts of variation of rainfall depth, areal coverage, and location on flash flood generation. Results demonstrate that the basin under study requires a rainstorm intensity of at least 40 mm in order to initiate surface runoff with a noticeable flood peak at its main outlet. The location of rainstorm has a major effect on the shape of the basin final hydrograph. Furthermore, in the study basin, the upstream flood appears to be of a magnitude and a peak flow that is much higher than those for downstream ones, which believes to be strongly attributed to the surface steepness and impermeability of the former. The used approach shows to be useful in the rapid assessing of flash flood hazard in mountainous desert and could be adopted, with appropriate modifications, elsewhere in arid regions.  相似文献

Boulders moving in flash floods cause considerable damage and casualties. More and bigger boulders move in flash floods than predicted from published theory. The interpretation of flow conditions from the size of large particles within flash flood deposits has, until now, generally assumed that the velocity (or discharge) is unchanging in time (i.e. flow is steady), or changes instantaneously between periods of constant conditions. Standard practice is to apply theories developed for steady flow conditions to flash floods, which are however inherently very unsteady flows. This is likely to lead to overestimates of peak flow velocity (or discharge). Flash floods are characterised by extremely rapid variations in flow that generate significant transient forces in addition to the mean‐flow drag. These transient forces, generated by rapid velocity changes, are generally ignored in published theories, but they are briefly so large that they could initiate the motion of boulders. This paper develops a theory for the initiation of boulder movement due to the additional impulsive force generated by unsteady flow, and discusses the implications.  相似文献

Analysis of flash flood disaster characteristics in China from 2011 to 2015   总被引:1,自引:0,他引:1  
Flash floods are one of the most disastrous natural hazards and cause serious loss of life and economic damage every year. Flooding frequently affects many regions in China, including periodically catastrophic events. An extensive compilation of the available data has been conducted across various hydroclimatological regions to analyze the spatiotemporal characteristics of flash floods in China. This inventory includes over 782 documented events and is the first step toward establishing an atlas of extreme flash flood occurrences in China. This paper first presents the data compilation strategy, details of the database contents, and the typical examples of first-hand analysis results. The subsequent analysis indicates that the most extreme flash floods originate mainly from small catchments over complex terrains and results in dominantly small- and medium-sized flooding events in terms of scales; however, these events, abrupt and seasonally recurrent in nature, account for a large proportion of the overall flooding-related disasters, especially disproportionately affecting elderly and youth populations. Finally, this study also recommends several immediate measures could be implemented to mitigate high impacts of deadly flash floods, although it still requires long-term significant efforts to protect human life and property in a country like China.  相似文献

In the last decade, attention has been devoted to the southern part of the Egyptian Red Sea coast due to the large touristic and mining activities. Egypt spares no effort to develop it, to build new urban communities, and to create new job opportunities. Many comprehensive planning studies have been conducted. Many luxurious tourist spots, airports, and harbors have been constructed. These areas are subjected to flash floods, which represent a frequent threat to these urbanization activities that may cause losses in livelihood. By analyzing the geomorphologic features of the study area, intense stream networks are detected that, with the available metrological data, require flood management and analysis to mitigate the possible negative effects and to benefit from the estimation of flood water. Rahbaa basin is a sub-catchment of wadi Hodin. Flash floods within this area threaten the Red Sea coastal plain as well as the main coastal roads. It also directly drained out to the sea, which leads to a loss of huge amounts of flood water that is useful for arid regions. Using geographic information system and remote-sensing tools with the application of a comprehensive graphical modeling (watershed modeling system) supports the hydrological modeling of HEC-1. The total amount of runoff is calculated and the hydrograph of the 50-year return period is computed using rainfall historical data.  相似文献

The January 2010 earthquake that devastated Haiti left its population ever more vulnerable to rainfall-induced flash floods. A flash flood guidance system has been implemented to provide real-time information on the potential of small (~70 km2) basins for flash flooding throughout Haiti. This system has components for satellite rainfall ingest and adjustment on the basis of rain gauge information, dynamic soil water deficit estimation, ingest of operational mesoscale model quantitative precipitation forecasts, and estimation of the times of channel flow at bankfull. The result of the system integration is the estimation of the flash flood guidance (FFG) for a given basin and for a given duration. FFG is the amount of rain of a given duration over a small basin that causes minor flooding in the outlet of the basin. Amounts predicted or nowcasted that are higher than the FFG indicate basins with potential for flash flooding. In preparation for Hurricane Tomas’ landfall in early November 2010, the FFG system was used to generate 36-h forecasts of flash flood occurrence based on rainfall forecasts of the nested high-resolution North American Model of the National Centers for Environmental Prediction. Assessment of the forecast flood maps and forecast precipitation indicates the utility and value of the forecasts in understanding the spatial distribution of the expected flooding for mitigation and disaster management. It also highlights the need for explicit uncertainty characterization of forecast risk products due to large uncertainties in quantitative precipitation forecasts on hydrologic basin scales.  相似文献

Enxoé is a small temporary river with a flushy regime, which flash floods carry significant loads to the reservoir. As a result, the reservoir, which supplies 25,000 inhabitants, exhibits a high trophic state and cyanobacteria blooms since its construction in 1998, with water abstractions requiring extensive treatment. This study aimed to understand the contribution of flash floods to the Enxoé’s reservoir high trophic state using a modeling approach. This was the first time the river was monitored and that a modeling study was carried out. The MOHID-Land model was implemented to assess the water path in the catchment, and was integrated with field data to compute river loads. Results confirmed the importance of flash events. During flash floods, water properties were determined by soil surface and river bottom wash out, and depended mostly on the flush sequence and intensity. Model simulations showed that soil surface permeability reduction was an important factor regulating surface runoff while soil moisture was low. The first flood after the dry period contributed to 2% of the yearly discharge, 3% of yearly N load, and 7% of the yearly P loads. Winter floods contribution differed, producing 10% of both yearly discharge and loads. However, concentration of particulate matter and organic compounds in the first flood were one order of magnitude higher than in winter floods. This was due to river bottom resuspension and erosion of riparian areas, representative dynamics of a flushy regime. During subsequent winter floods, nutrient concentrations tended to remain constant as the watershed surface and respective soils were washed. Further work should link a watershed model to a reservoir model to depict the flood impact in the reservoir, and test management strategies to reduce the reservoir trophic state.  相似文献

2020年长江上游和中下游先后发生特大洪水,其中干流编号洪水全部发生在上游,构成了长江流域洪水的主要部分。首先回顾2020年洪水及洪灾情况,然后根据历史上几次特大洪水过程和历年实测资料,分析长江上游洪水特征、洪灾类型及特点,最后提出新时代长江流域洪水整体防御战略及山洪灾害防治战术。研究表明:金沙江洪水是长江上游洪水基础部分,岷江、嘉陵江和干流区间是洪峰的主要来源,三者洪水遭遇是产生上游特大洪水的主因,上游洪水又是全流域特大洪水的基础和重要组成部分。目前造成洪灾死亡人数最多的是山洪以及山洪引起的地质灾害,财产损失最大的是中下游及湖泊地区。未来堤防仍然是防洪的基础,提高沿江城市防洪标准主要手段是控制性水库的联合优化调度,而减少洪涝灾害损失最有效的途径是给洪水以空间的自然解决方案等非工程措施。  相似文献

The peculiar rainfall pattern in Indiarenders the country highly vulnerable to floods. Forty million hectares of land, roughlyone-eighth of the country's geographical area, is prone to floods. Each year, floods cause extensive damage to life and property, losses being exacerbated by rapid population growth, unplanned development and unchecked environmental degradation. The country has been tackling the problem through structural and non-structural measures. While non-structural measures like flood forecasting aim at improving the preparedness to floods by seeking to keep people away from floodwaters, structural measures involve the construction of physical structures like embankments, dams, drainage channels, and reservoirs that prevent floodwaters from reaching potential damage centres. Almost 48% of the vulnerable area has been provided with reasonable protection, though floods continue to cause widespread losses year after year. This paper examines the incidence of floods and the trends in consequent losses in the eastern region of the country – one of the most vulnerable – with the objective of studying the efficacy of flood protection measures in the region. Based on a simple regression exercise for three highly vulnerable states in the region, the paper argues that flood protection measures have been inadequate in controlling losses and reducing vulnerability. Regressions for the three states over the period 1971 to 1996 indicate that the level of protection is an insignificant explanatory variable in explaining the number of people (adjusted for increases in density) affected by floods; while area affected, as an indicator of the intensity of floods remains the main loss-determining factor.  相似文献

Flash floods are one of the major natural hazards occurring in small streams with a negative effect on the country as well as on human lives. Heavy rainfall occurred on July 20, 2014 and July 21, 2014 and caused severe surface water flooding and a flash flood in the Malá Fatra National Park (Slovakia). The most affected was Vrátna Valley with the Varínka stream. This study presents a reconstruction and post-event analysis of a flash flood on small ungauged basin located in this protected area of Slovakia. The reconstruction included hydraulic terrain measurements on estimating the flood’s culmination and documenting the flood’s development. The measurements were taken at three cross sections of the Varínka stream. This paper is focused mainly on post-event analysis of the Varínka stream in two profiles: Strá?a (gauged profile) and Tiesňavy (ungauged cross section). Subsequently, the extremeness of the flash flood was preliminary evaluated. Results of the post-event analysis showed that the July 2014 flood was not the highest flood in this area despite its catastrophic consequences. By studying historical materials, we came to the conclusion that in the past (e.g. in 1848 or 1939) some devastating floods in this area had occurred, which had disastrous consequences for the population. The second part of the study is focused on comparing this flash flood with three major floods which have occurred in Slovak territory since 1998. The first flood occurred on the 20th of July, 1998 on the Malá Svinka stream, and the two others are floods which occurred on the 7th of June, 2011 in the Small Carpathian Mountains: on the Gidra stream in Píla village and on the Parná stream in Horné Ore?any village. Such comparison of flash floods from different geographical regions and different rainfall events can provide comprehensive information about their regimes, threats and disastrous effects.  相似文献

Multi-hazard susceptibility prediction is an important component of disasters risk management plan. An effective multi-hazard risk mitigation strategy includes assessing individual hazards as well as their interactions. However, with the rapid development of artificial intelligence technology, multi-hazard susceptibility prediction techniques based on machine learning has encountered a huge bottleneck. In order to effectively solve this problem, this study proposes a multi-hazard susceptibility mapping framework using the classical deep learning algorithm of Convolutional Neural Networks (CNN). First, we use historical flash flood, debris flow and landslide locations based on Google Earth images, extensive field surveys, topography, hydrology, and environmental data sets to train and validate the proposed CNN method. Next, the proposed CNN method is assessed in comparison to conventional logistic regression and k-nearest neighbor methods using several objective criteria, i.e., coefficient of determination, overall accuracy, mean absolute error and the root mean square error. Experimental results show that the CNN method outperforms the conventional machine learning algorithms in predicting probability of flash floods, debris flows and landslides. Finally, the susceptibility maps of the three hazards based on CNN are combined to create a multi-hazard susceptibility map. It can be observed from the map that 62.43% of the study area are prone to hazards, while 37.57% of the study area are harmless. In hazard-prone areas, 16.14%, 4.94% and 30.66% of the study area are susceptible to flash floods, debris flows and landslides, respectively. In terms of concurrent hazards, 0.28%, 7.11% and 3.13% of the study area are susceptible to the joint occurrence of flash floods and debris flow, debris flow and landslides, and flash floods and landslides, respectively, whereas, 0.18% of the study area is subject to all the three hazards. The results of this study can benefit engineers, disaster managers and local government officials involved in sustainable land management and disaster risk mitigation.  相似文献

Every year floods cause enormous damage all over the world. This study investigates loss of human life statistics for different types of floods and different regions on a global scale. The OFDA/CRED Database contains data on international disasters and is maintained by the Centre for Research on the Epidemiology of Disasters in Brussels (CRED) in cooperation with United States Office for Foreign Disaster Assistance (OFDA). Information from this source on a large number of flood events, which occurred between January 1975 and June 2002, is evaluated with respect to flood location and flood type. Due to the limited availability of information on coastal flood events, the scope of this study is limited to three types of freshwater flooding: river floods, flash floods and drainage problems. First, the development of loss of life statistics over time is discussed. Second, the dataset is analysed by region, by flood type and by the combination of type and region. The study shows that flash floods result in the highest average mortality per event (the number of fatalities divided by the number of affected persons). A cross analysis by flood type and location shows that average mortality is relatively constant for the different types over various continents, while the magnitude of the impacts (numbers of killed) and affected for a certain type varies between the different continents. On a worldwide scale Asian river floods are most significant in terms of number of persons killed and affected. Finally, a comparison with figures for other types of natural disasters shows that floods are the most significant disaster type in terms of the number of persons affected.  相似文献

The probability of the occurrence of urban flash floods has increased appreciably in recent years. Scientists have published various articles related to the estimation of the vulnerability of people and vehicles in urban areas resulting from flash floods. However, most published works are based on research performed using numerical models and laboratory experiments. This paper presents a novel approach that combines the implementation of image velocimetry technique (large-scale particle image velocimetry—LSPIV) using a flash flood video recorded by the public locally and the estimation of the vulnerability of people and vehicles to high water velocities in urban areas. A numerical one‐dimensional hydrodynamic model has also been used in this approach for water velocity characterization. The results presented in this paper correspond to a flash flood resulting on November 29, 2012, in the city of Asunción in Paraguay. During this flash flood, people and vehicles were observed being carried away because of high water velocities. Various sequences of the recorded flash flood video were characterized using LSPIV. The results obtained in this work validate the existing vulnerability criterion based on the effect of the flash flood and resulting high water velocities on people and vehicles.  相似文献
