The 2004 tsunami that struck the Sumatra coast gave a warning sign to Malaysia that it is no longer regarded as safe from a future tsunami attack. Since the event, the Malaysian Government has formulated its plan of action by developing an integrated tsunami vulnerability assessment technique to determine the vulnerability levels of each sector along the 520-km-long coastline of the north-west coast of Peninsular Malaysia. The scope of assessment is focused on the vulnerability of the physical characteristics of the coastal area, and the vulnerability of the built environment in the area that includes building structures and infrastructures. The assessment was conducted in three distinct stages which stretched across from a macro-scale assessment to several local-scale and finally a micro-scale assessment. On a macro-scale assessment, Tsunami Impact Classification Maps were constructed based on the results of the tsunami propagation modelling of the various tsunami source scenarios. At this stage, highly impacted areas were selected for an assessment of the local hazards in the form of local flood maps based on the inundation modelling output. Tsunami heights and flood depths obtained from these maps were then used to produce the Tsunami Physical Vulnerability Index (PVI) maps. These maps recognize sectors within the selected areas that are highly vulnerable to a maximum tsunami run-up and flood event. The final stage is the development of the Structural Vulnerability Index (SVI) maps, which may qualitatively and quantitatively capture the physical and economic resources that are in the tsunami inundation zone during the worst-case scenario event. The results of the assessment in the form of GIS-based Tsunami-prone Vulnerability Index (PVI and SVI) maps are able to differentiate between the various levels of vulnerability, based on the tsunami height and inundation, the various levels of impact severity towards existing building structures, property and land use, and also indicate the resources and human settlements within the study area. Most importantly, the maps could help planners to establish a zoning scheme for potential coastline development based on its sensitivity to tsunami. As a result, some recommendations on evacuation routes and tsunami shelters in the potentially affected areas were also proposed to the Government as a tool for relief agencies to plan for safe evacuation.  相似文献

Tsunami hazard in coastal areas susceptible to flooding, although reduced (in terms of probability of occurrence), may pose a high risk. Therefore, in these areas, a detailed evacuation planning of the affected population is required as a risk mitigation measure. The knowledge and enforcement of evacuation routes may reduce the population vulnerability, making it more resilient and reducing risk. This paper presents a GIS approach for modelling evacuation routes based on the optimal path search problem, of the graph theory, which is implemented on ArcCasper tool. The methodology proposed considers the elements involved in the evacuation process, the worst credible tsunami inundation scenario (hazard extent and travel time), the number of people that needs to be evacuated in different time scenarios, the safe areas or destination points of the evacuation routes, the roads network characteristics and finally the time available to evacuate. The knowledge of those elements allows predicting some possible outcomes of the evacuation, such as the arrival time of the evacuees to a shelter and the identification of congestion hot spots resulting from the application of a flocking model which simulates the path to be used by evacuees avoiding obstacles. The municipality of Cascais was used to test the methodology proposed in this study. Cascais is one of the largest urban centres located about 25 km west of Lisbon, Portugal, with a high density of infrastructure along the coastline whereby most of the population and economic activities are exposed to a tsunami. The results, presented in the form of maps, allow identifying the optimal evacuation routes as well as the unfeasible routes. This crucial information could be used to the evacuation optimization regarding the location of meeting points and vertical shelters as well as to improve the accessibility of the areas to be evacuated.  相似文献

Tsunami deposits have been found at more than 60 sites along the Cascadia margin of Western North America, and here we review and synthesize their distribution and sedimentary characteristics based on the published record. Cascadia tsunami deposits are best preserved, and most easily identified, in low-energy coastal environments such as tidal marshes, back-barrier marshes and coastal lakes where they occur as anomalous layers of sand within peat and mud. They extend up to a kilometer inland in open coastal settings and several kilometers up river valleys. They are distinguished from other sediments by a combination of sedimentary character and stratigraphic context. Recurrence intervals range from 300–1000 years with an average of 500–600 years. The tsunami deposits have been used to help evaluate and mitigate tsunami hazards in Cascadia. They show that the Cascadia subduction zone is prone to great earthquakes that generate large tsunamis. The inclusion of tsunami deposits on inundation maps, used in conjunction with results from inundation models, allows a more accurate assessment of areas subject to tsunami inundation. The application of sediment transport models can help estimate tsunami flow velocity and wave height, parameters which are necessary to help establish evacuation routes and plan development in tsunami prone areas.  相似文献

Educational tsunami evacuation map brochures in Washington and Oregon have been developed locally, resulting in significant differences between the types of tsunami hazard information they include. This paper identifies six tsunami hazard information types present in 38 brochures in Washington and Oregon: (1) tsunami hazard zone, (2) road network, (3) assembly areas, (4) evacuation guidance, (5) infrastructure, and (6) terrain. It compares and contrasts these information types in the maps and text of six of the brochures, including a proposed design standard in Oregon. Design differences of all 38 brochure maps are then organized using principles of cartographic abstraction, which describe mapmaker decisions about selection, generalization, and symbolization of information. We further use this framework to situate the information content of a new interactive Google Maps tool in Oregon. Our assessment identifies limitations of current tsunami hazard information that may be relevant to improving tsunami education. In theory, more advanced evacuation map tools can play an important role in reducing the limitations of tsunami hazard information relevant to the public. The new Google Maps tool addresses few of these limitations. Recognizing how map-making decisions define the underlying information content of evacuation maps can facilitate much needed future evaluations and developments in evacuation map design.  相似文献

In the aftermath of the 2004 Indian Ocean tsunami, a large increase in the activity of tsunami hazard and risk mapping is observed. Most of these are site-specific studies with detailed modelling of the run-up locally. However, fewer studies exist on the regional and global scale. Therefore, tsunamis have been omitted in previous global studies comparing different natural hazards. Here, we present a first global tsunami hazard and population exposure study. A key topic is the development of a simple and robust method for obtaining reasonable estimates of the maximum water level during tsunami inundation. This method is mainly based on plane wave linear hydrostatic transect simulations, and validation against results from a standard run-up model is given. The global hazard study is scenario based, focusing on tsunamis caused by megathrust earthquakes only, as the largest events will often contribute more to the risk than the smaller events. Tsunamis caused by non-seismic sources are omitted. Hazard maps are implemented by conducting a number of tsunami scenario simulations supplemented with findings from literature. The maps are further used to quantify the number of people exposed to tsunamis using the Landscan population data set. Because of the large geographical extents, quantifying the tsunami hazard assessment is focusing on overall trends.  相似文献

Tsunami evacuation is an effective way to save lives from the near-field tsunami. Realistic evacuation simulation can provide valuable information for accurate evacuation risk assessment and effective evacuation planning. Agent-based modeling is ideal for tsunami evacuation simulation due to its capability of capturing the emergent phenomena and modeling the individual-level interactions among agents and the agents’ interactions with the environment. However, existing models usually neglect or simplify some important factors and/or mechanisms in tsunami evacuation. For example, uncertainties in seismic damages to the transportation network are not probabilistically considered (e.g., by simply removing the damaged links (roads/bridges) from the network). Typically a relatively small population (i.e., evacuees) is considered (due to computational challenges) while neglecting population mobility. These simplifications may lead to inaccurate estimation of evacuation risk. Usually, only single traffic mode (e.g., on foot or by car) is considered, while pedestrian speed adjustment and multi-modal evacuation (e.g., on foot and by car) are not considered concurrently. Also, pedestrian–vehicle interaction is usually neglected in the multi-modal evacuation. To address the above limitations, this study proposes a novel and more realistic agent-based tsunami evacuation model for tsunami evacuation simulation and risk assessment. Uncertainties in seismic damages to all links in the transportation network as well as uncertainties in other evacuation parameters are explicitly modeled and considered. A novel and more realistic multi-modal evacuation model is proposed that explicitly considers the pedestrian–vehicle interaction, walking speed variability, and speed adjustment for both the pedestrian and car according to traffic density. In addition, several different population sizes are used to model population mobility and its impact on tsunami evacuation risk. The proposed model is applied within a simulation-based framework to assess the tsunami evacuation risk assessment for Seaside, Oregon.

This study presents a tsunami human damage prediction method employing numerical calculation and GIS (Geographical Information System) for Usa town, Tosa City, Shikoku Island, Japan. Sometime near the end of the first half of the twenty-first century, a huge earthquake is predicted to occur along the Nankai trough and costal areas facing the Pacific ocean of Shikoku Island. Much damage due to the resultant tsunamis will be caused, therefore, it is necessary to predict the extent of human damage for every town in high-risk areas.The number of tsunami victims was estimated by population in areas of maximum inundation. The number of deaths as a result of tsunami was estimated by a method which employed accumulated death toll of every area in terms of time and space, taking into account consideration of time necessary to begin to seek refuge after an earthquake, tsunami inundation depth on land, flow velocity and evacuation speed. As a result of this study a rapid decrease in death toll by early evacuation was shown quantitatively for the first time.Thus, with the method presented here, it is possible to estimate the extent of tsunami human damage on coastal regions, and may be useful as a tsunami human damage countermeasure.  相似文献

Geological identification of past tsunamis is important for risk assessment studies, especially in areas where the historical record is limited or absent. The main problem when using the geological evidence is to distinguish between tsunami and storm deposits. Both are high-energy events that may leave marine traces in coastal stratigraphic sequences. At Martinhal, SW Portugal both storm surge and tsunami deposits are present at the same site within a single stratigraphic sequence, which makes it suitable to study the differences between them, excluding variations caused by local factors.

The tsunami associated with the Lisbon earthquake of November 1st 1755 AD, had a major impact on the geomorphology and sedimentology of Martinhal. It breached the barrier and laid down an extensive sheet of sand, as described in eyewitness reports. Besides the tsunami deposit the stratigraphy of Martinhal also displays evidence for storm surges that have breached and overtopped the barrier, flooding the lowland and leaving sand layers. Both marine-derived flood deposits show similar grain size characteristics and distinctive marine foraminifera. The most important differences are the rip-up clasts and boulders exclusively found in the tsunami deposit and the landward extent of the tsunami deposit that everywhere exceeds that of the storm deposits. Identification of both depositional units was only possible using a collection of different data and extensive stratigraphical information from cores as well as trenches.  相似文献

Natural disasters can neither be predicted nor prevented. Urban areas with a high population density coupled with the construction of man-made structures are subjected to greater levels of risk to life and property in the event of natural hazards. One of the major and densely populated urban areas in the east coast of India is the city of Chennai (Madras), which was severely affected by the 2004 Tsunami, and mitigation efforts were severely dampened due to the non-availability of data on the vulnerability on the Chennai coast to tsunami hazard. Chennai is prone to coastal hazards and hence has hazard maps on its earth-quake prone areas, cyclone prone areas and flood prone areas but no information on areas vulnerable to tsunamis. Hence, mapping has to be done of the areas where the tsunami of December 2004 had directly hit and flooded the coastal areas in Chennai in order to develop tsunami vulnerability map for coastal Chennai. The objective of this study is to develop a GIS-based tsunami vulnerability map for Chennai by using a numerical model of tsunami propagation together with documented observations and field measurements of the evidence left behind by the tsunami in December 2004. World-renowned and the second-longest tourist beach in the world “Marina” present in this region witnessed maximum death toll due to its flat topography, resulting in an inundation of about 300 m landward with high flow velocity of the order of 2 m/s.  相似文献

Ten years after the Indian Ocean tsunami in 2004 and following a long process of rehabilitation and reconstruction, Aceh has finally recovered. After the tsunami, Aceh experienced a dramatic migration of its coastal population away from the city; however, after 10 years, the population has mostly recovered. As new houses have been built and new economic activities commenced in the coastal areas, there is now concern regarding potential future tsunami risks for the city. The initial rehabilitation and reconstruction plan sought to prevent the construction of any new houses 500 m from the coastline; however, this failed to happen. This paper elucidates the reasons why these new coastal communities chose their new housing areas and examines the coastal land use changes around Banda Aceh 10 years after the Indian Ocean tsunami. Questionnaires were distributed to 457 respondents, and multiple logistic regressions were used to examine the reasons for household location selection and whether a possible future tsunami was a deciding factor. To examine the coastal land use changes, a series of aerial images from the Banda Aceh coastal area were digitised. It was found that tsunami history was not a major factor in new household selection; rather, rents and land prices, distance from work, and family connections were the top three reasons motivating households to select new living places. These changes and new settlements have given the city’s disaster management agency the challenge of building more emergency infrastructure in the coastal areas.  相似文献

Recent disasters highlight the threat that tsunamis pose to coastal communities. When developing tsunami-education efforts and vertical-evacuation strategies, emergency managers need to understand how much time it could take for a coastal population to reach higher ground before tsunami waves arrive. To improve efforts to model pedestrian evacuations from tsunamis, we examine the sensitivity of least-cost-distance models to variations in modeling approaches, data resolutions, and travel-rate assumptions. We base our observations on the assumption that an anisotropic approach that uses path-distance algorithms and accounts for variations in land cover and directionality in slope is the most realistic of an actual evacuation landscape. We focus our efforts on the Long Beach Peninsula in Washington (USA), where a substantial residential and tourist population is threatened by near-field tsunamis related to a potential Cascadia subduction zone earthquake. Results indicate thousands of people are located in areas where evacuations to higher ground will be difficult before arrival of the first tsunami wave. Deviations from anisotropic modeling assumptions substantially influence the amount of time likely needed to reach higher ground. Across the entire study, changes in resolution of elevation data has a greater impact on calculated travel times than changes in land-cover resolution. In particular areas, land-cover resolution had a substantial impact when travel-inhibiting waterways were not reflected in small-scale data. Changes in travel-speed parameters had a substantial impact also, suggesting the importance of public-health campaigns as a tsunami risk-reduction strategy.  相似文献

The 2004 Indian Ocean tsunami and the 2011 Great Tohoku Japan earthquake and tsunami focused a great deal of the world??s attention on the effect of tsunamis on buildings and infrastructure. When a tsunami impacts structures in a coastal community, the structures are often not strong enough to withstand the forces and may collapse. Therefore, to maximize the survival probability, people evacuate to higher ground or move outside the inundation zone. However, this is not always possible because of short warning times for near-field tsunamis. Thus, sheltering-in-place or ??sheltering-near-place?? using vertical evacuation should be considered as an alternative approach to lateral evacuation from a tsunami inundation zone. This paper presents the method and results of a study to develop and demonstrate a methodology that applied genetic optimization to determine optimal tsunami shelter locations with the goal of reducing evacuation time, thereby maximizing the probability of survival for the population in a coastal community. The City of Cannon Beach, Oregon, USA, was used as an illustrative example. Several cases were investigated ranging from a single shelter to multiple shelters with locations of high elevation already in place near the city. The method can provide decision-support for the determination of locations for tsunami vertical evacuation shelters. The optimum location of the shelter(s), which was found to vary depending on the number of shelters considered, can reduce the evacuation time significantly, thereby reducing the number of fatalities and increasing the safety of a community.  相似文献

Earthquakes and tsunamis along Morocco’s coasts have been reported since historical times. The threat posed by tsunamis must be included in coastal risk studies. This study focuses on the tsunami impact and vulnerability assessment of the Casablanca harbour and surrounding area using a combination of tsunami inundation numerical modelling, field survey data and geographic information system. The tsunami scenario used here is compatible with the 1755 Lisbon event that we considered to be the worst case tsunami scenario. Hydrodynamic modelling was performed with an adapted version of the Cornell Multigrid Coupled Tsunami Model from Cornell University. The simulation covers the eastern domain of the Azores-Gibraltar fracture zone corresponding to the largest tsunamigenic area in the North Atlantic. The proposed vulnerability model attempts to provide an insight into the tsunami vulnerability of building stock. Results in the form of a vulnerability map will be useful for decision makers and local authorities in preventing the community resiliency for tsunami hazards.  相似文献

Efforts to characterize population exposure to near-field tsunami threats typically focus on quantifying the number and type of people in tsunami-hazard zones. To develop and prioritize effective risk-reduction strategies, emergency managers also need information on the potential for successful evacuations and how this evacuation potential varies among communities. To improve efforts to properly characterize and differentiate near-field tsunami threats among multiple communities, we assess community variations in population exposure to tsunamis as a function of pedestrian travel time to safety. We focus our efforts on the multiple coastal communities in Grays Harbor and Pacific Counties (State of Washington, USA), where a substantial resident and visitor population is threatened by near-field tsunamis related to a potential Cascadia subduction zone earthquake. Anisotropic, path distance modeling is conducted to estimate travel times to safety, and results are merged with various population data, including residents, employees, public venues, and dependent-care facilities. Results suggest that there is substantial variability among communities in the number of people that may have insufficient time to evacuate. Successful evacuations may be possible in some communities assuming slow walking speeds, are plausible in others if travel speeds are increased, and are unlikely in another set of communities given the large distances and short time horizon. Emergency managers can use these results to prioritize the location and determine the most appropriate type of tsunami risk-reduction strategies, such as education and training in areas where evacuations are plausible and vertical-evacuation structures in areas where they are not.  相似文献

Nagapattinam, in the east coast of India, was severely affected during the deadliest Indian Ocean tsunami of December 26, 2004. The tsunami caused heavy damage to life and property, and the death toll was about 3,378 in Nagapattinam taluk. Certain villages along the coast witnessed large inundation while adjacent villages were protected from the fury of the tsunami waves. This study was carried out to examine the underlying causes for the vulnerability along Nagapattinam coast with the help of field observations, remote sensing, and geographical information system as tools. Coastal areas with high sand dunes have been protected from tsunami, and areas adjacent to backwaters were inundated. Realtime Kinematic Global Positioning System and high-resolution satellite data were used to map the topographic information and maximum extent of inundation. Thematic maps on land use, land cover, and coastal geomorphology were generated using remote sensing and field data. Using field data as the primary source of information, tsunami hazard maps have been generated for Nagapattinam.  相似文献

Tsunami evacuation planning in coastal communities is typically focused on local events where at-risk individuals must move on foot in a matter of minutes to safety. Less attention has been placed on distant tsunamis, where evacuations unfold over several hours, are often dominated by vehicle use and are managed by public safety officials. Traditional traffic simulation models focus on estimating clearance times but often overlook the influence of varying population demand, alternative modes, background traffic, shadow evacuation, and traffic management alternatives. These factors are especially important for island communities with limited egress options to safety. We use the coastal community of Balboa Island, California (USA), as a case study to explore the range of potential clearance times prior to wave arrival for a distant tsunami scenario. We use a first-in–first-out queuing simulation environment to estimate variations in clearance times, given varying assumptions of the evacuating population (demand) and the road network over which they evacuate (supply). Results suggest clearance times are less than wave arrival times for a distant tsunami, except when we assume maximum vehicle usage for residents, employees, and tourists for a weekend scenario. A two-lane bridge to the mainland was the primary traffic bottleneck, thereby minimizing the effect of departure times, shadow evacuations, background traffic, boat-based evacuations, and traffic light timing on overall community clearance time. Reducing vehicular demand generally reduced clearance time, whereas improvements to road capacity had mixed results. Finally, failure to recognize non-residential employee and tourist populations in the vehicle demand substantially underestimated clearance time.  相似文献

For the testing of the effect on the tsunami prevention facilities, a simplified methodfor tsunami risk assessment was suggested without wave run-up analysis. This methodis proposed using calculated offshore tsunami waveform and field reconnaissance suchas the seawall height, time necessary for residents' evacuation and tsunami warninginsurance. Then, two normalized values are evaluated; one is the ratio of calculatedmaximum tsunami height to seawall height, the other is the ratio of time betweentsunami over-topping and evacuation completion to total time required for evacuation.These two values are used to qualitatively estimate the safety of residents and the effectof tsunami prevention facilities, eliminating the necessity to compute complicatedtsunami run-up onshore.  相似文献

Our nation’s coast is a complicated management area where no single delineation provides all of the demographic statistics needed to address the full range of policy and management issues. As a result, several different coastal delineations are currently being used, yielding a variety of US coastal population statistics. This paper proposes a simple model for generating and applying coastal population statistics at the national and regional level to increase consistency in coastal policy discussions and improve public understanding of coastal issues. The model includes two major components. The first component is “the population that most directly affects the coast,” represented by the permanent US population that resides in a standard suite of Coastal Watershed Counties, where land use and water quality changes most directly impact coastal ecosystems. The second component is “the population most directly affected by the coast,” represented by the permanent US population that resides in a standard suite of Coastal Shoreline Counties that are directly adjacent to the open ocean, major estuaries, and the Great Lakes, which due to their proximity to these waters, bear a great proportion of the full range of effects from coastal hazards and host the majority of economic production associated with coastal and ocean resources.  相似文献

Among the coastal districts of mega city Istanbul, Bakirkoy is one of the most critical one with the importance of air and marine transportation and presence of many other coastal facilities and structures that are prone to suffer from marine hazards. In the history, the Sea of Marmara has experienced numerous earthquake and landslide events and associated tsunamis. Therefore, tsunami risk assessment is essential for all coastal districts of Istanbul, including Bakirkoy district. In this study, a further developed methodology for tsunami human vulnerability and risk assessment Metropolitan Tsunami Human Vulnerability Assessment (MeTHuVA) is applied for Bakirkoy district of Istanbul, considering earthquake generated tsunamis. High-resolution tsunami hazard analysis is performed with the integration of coastal inundation computation with tsunami numerical tool NAMI DANCE and tsunami human vulnerability assessment with GIS-based multi-criteria decision analysis methods (MCDA). Using analytical hierarchy process method of MCDA, a hierarchical structure is established, composed of two main elements of tsunami human vulnerability: Vulnerability at Location and Evacuation Resilience. Tsunami risk assessment for Bakirkoy district is calculated by integrating result of hazard and vulnerability assessments with a risk relation that includes a parameter (n), which represents the preparedness and awareness level of the community. Tsunami simulations revealed that the maximum inundation distance is over 350 m on land and water penetrates almost 1700 m along Ayamama stream. Inundation is observed in eleven neighborhoods of Bakirkoy district. In the inundation zone, maximum flow depth is found to be over 5.7 m. The inundated area forms 4.2% of whole Bakirkoy district, and 62 buildings are located in the inundation zone. Hazard, vulnerability and risk assessment results for different neighborhoods of Bakirkoy district are presented and discussed.  相似文献

A major tsunamigenic earthquake is expected in the near future along the coast of West Sumatra Province of Indonesia. In the city of Padang, the arrival time of the tsunami is expected to be ~30 min. Currently, there are approximately 400,000 people in the city living within the potential inundation zone. This study aimed to complement the existing research in appraising possible risk reduction interventions, specifically looking at enabling the timely evacuation of the area. This research, developed in consultation with national and local authorities, emergency planners and NGOs, analysed interventions for tsunami risk reduction in Padang through the development of a pedestrian and vehicular evacuation model and the appraisal of possible solutions to enhance the evacuation rates. Some of the conclusions from this research can be applied to other areas in Southeast Asia where the traffic patterns are similar to those in Padang and where the distance to safety is greater than 4–5 km. For the case of Padang, the results show that pedestrian evacuation is strongly preferable to vehicular evacuation due to the limited road capacity and the high population density. In the present situation, however, 70–80 % of the population in Padang could not evacuate within 30 min, even by foot. Common interventions such as widening roads and building bridges prove to be relatively ineffective in this case due to the large distance that has to be covered in a short time. These interventions would only have a decisive impact if a longer evacuation time was available (more than 60 min). In the case of Padang, the evacuation rate in the first 30 min is strongly dependent on the presence/absence of evacuation shelters, whose effectiveness is limited by the capacity of the structures. Building a few high-capacity and high-resilience structures such as evacuation hills is a more effective and robust evacuation strategy than constructing many small high-raised buildings. Even with evacuation structures, wider roads and bridges, about 20 % of the population would still be unable to reach safety by the time the tsunami arrives. This means about 70,000 people of Padang’s current population, which is rapidly increasing. The building of evacuation shelters may be a viable option for saving lives in the short term, but it is not a sustainable option in the medium to long term. It is therefore also necessary to set up and enforce regulations for land use planning that take into account the tsunami risk and prevent further urban development for the areas that may be affected by a tsunami.  相似文献
