社会—生态系统(SES)由社会子系统、生态子系统及两者的交互作用构成,具有不同于社会系统或生态系统单独具有的结构、功能和复杂特征。社会—生态系统适应性治理旨在通过适应性的社会权利分配与行为决策机制,使社会—生态系统能够在动态条件下可持续地保障人类福祉。适应性治理理论的形成受到“公共池塘资源管理”“韧性”和“治理”3方面理论的影响,并为“转型治理”与“协作治理”提供了建构基础。该理论具有以下3个主要目的:① 理解和应对社会—生态系统多稳态、非线性、不确定性、整体性以及复杂性;② 建立非对抗性的社会结构、权利分配制度以及行为决策体系,匹配社会子系统与自然子系统;③ 通过综合方法管理生态系统,使其可持续提供生态系统服务。因此,面对人类行为主导地表过程的“人类世”,实现适应性治理有助于应对社会—生态系统的复杂性与不确定性。鉴于中国的生态环境正处于迅速变化时期,且中国与世界各国间的相互影响日益复杂,未来研究可重点关注以下3个方面:① 理解耦合系统的多元互动过程,增强适应能力;② 强调社会—生态系统的整体性研究;③ 提高环境变化背景下理解和预测系统动态的能力。  相似文献

国家公园通过公益化管理体现其公益性。相关主体行为是相应管理的主要对象,以使之产生正外部性,减少或消除其负外部性。国外国家公园已有100多年的公益化管理实践,产生了大量研究。论文分析、归纳国外学者在相关方面所关注的主要内容,并系统梳理针对这些内容的研究,总结出其对国内国家公园公益化管理中应对现实问题、达成“理顺权属关系、扩大社会参与、实现公益服务、保障社区利益”等目标的启示:非国有土地管理合约化、管理权限系统化、保护责任制度化、社会募捐常态化、生态保护科学化;以及通过构建渠道、科学组织实现公众参与保护及管理;以体现公益、优化体验、环境教育为目标提供游憩服务;以正外部性最大、负外部性最小为原则对企业及访客进行管理;以激励相融、利益保障为原则实现社区共管共享等。  相似文献

Abstract

Given the linkages between natural resources and social conflicts, evidence increasingly shows that successful natural resource management requires conflict mitigation and prevention. However, there may be a gap in practice between knowing what processes and tools need to be used to manage conservation conflicts and how to actually implement them. We present learning from a practice-based case study of conflict management in the Amarakaeri Communal Reserve in the Peruvian Amazon that aimed to develop natural resource governance institutions and build stakeholder capacity, including of indigenous groups, to navigate existing conflict resolution mechanisms. Through applying good practices in conservation conflict management and collaborative governance, we generated important lessons on the practical considerations involved in collaborative conservation. These lessons, while specific to our case, could be applied to a variety of protected areas facing complex social-ecological systems dynamics and wicked problems.  相似文献

Collaborative management, or co-management, is recognized as best practice for protected area management. A vast literature explores the benefits and challenges of implementing co-management, but more literature is not always better. We propose that the term co-management has been uncritically “stretched”, losing its original framing of actors working together collaboratively. Co-management has become a facade under which traditional hierarchical and market-based management regimes can occur. Conceptual stretching inhibits the capacity to critically articulate variations within models of collaborative governance. We investigate this stretching through a nuanced framework of co-management models with varying intensities. By considering participating actors, institutions and delivery objectives, the theoretically informed and empirically tested framework highlights the stretched implementation of co-management, enabling protected area managers an opportunity to align their practice with the promise of co-management.  相似文献

Charismatic wildlife can be difficult to manage due to the controversies they generate among stakeholders, which may be rooted in their symbolic meaning. Using construal-level theory, we coded the images of gray wolves mentioned by respondents to a national survey (n?=?621) and an issue public survey (n?=?447) as symbolic (abstract) or corporeal (concrete). We analyzed the relationship between these representations of wolves and several perceptions that may perpetuate social conflict. Most people thought of wolves abstractly, and abstract thoughts were associated with positive feelings toward wolves and agreement with existence beliefs regarding wolves. Concrete representations were associated with identifying as a gun or property rights advocate, hunter, or farmer/rancher. Given these disparate views of wolves, engaging stakeholders through collaborative processes designed to foster a shared understanding of this species, while addressing the concerns of those groups, could be useful in reducing conflict concerning wolf management.  相似文献

存量建设土地再开发过程中对增值利益的合理分配是推动城市更新实施的关键,而多方参与主体为此进行的复杂利益博弈,则是城市更新工作的阻力。鉴于此,以广州城中村改造为例,基于利益主体博弈视角,分析城市更新政策演进中利益分配格局的转变,并从价值导向、权益认定和管理体系三方面阐释影响城市更新主体利益平衡难、博弈周期长的难点,进而从促进存量时代城市更新实施的目标出发,结合改造方案编制的技术要点、审批流程与制度设计,从“公共优先、权益共享、一体化实施”3个方面提出了利益统筹的对策,以及引导价值转变,到合理认定权益,并通过管理体系统筹利益分配的实施路径,以加快城市更新共识的达成,实现存量土地价值盘活。  相似文献

Most countries in Africa have promoted some form of decentralized fisheries management either as discrete co-management projects or as a component of broader decentralization processes that cut across other sectors. These initiatives were shaped by an international policy narrative that emphasises participation in decision making and development. A review of fisheries decentralization experiences in Cameroon, Niger, Nigeria, and Malawi reveals marked differences in purpose, strategy, and performance. In general, co-management projects are limited by their ability to scale up new practice and to maintain viable and representative management institutions. In other cases, the decentralization process is not well supported politically or locally or does not articulate with fisheries policy. Experiences of decentralization in other sectors provide useful lessons. Acknowledging the informal institutional environment or realpolitikof fisheries and the rural economy could provide opportunities to better manage and review the process of decentralization.  相似文献

Environmental change has stressed wildlife co-management systems in the Arctic because parameters are changing more rapidly than traditional scientific monitoring can accommodate. Co-management systems have also been criticized for not fully integrating harvesters into the local management of resources. These two problems can be approached through the use of spatially-defined human social units termed community clusters, which are based on the demographic or ecological units being managed. An examination of polar bear management in Nunavut Territory, Canada, shows that community clusters provide a forum to collect and analyse traditional ecological knowledge (TEK) over a geographic area that mirrors the management unit, providing detailed information of local conditions. This case study also provides examples of how instituting community clusters at a governance level provides harvesters with social space in which to develop their roles as managers, along the continuum from being powerless spectators to active, adaptive co-managers. Five steps for enhancing co-management systems through the inclusion of community clusters and their knowledge are: (1) the acceptance of TEK, science, the precautionary principle and the right of harvesters not to be constrained by overly-conservative management decisions; (2) data collection involving TEK and science, and a collaboration between the two; (3) institutionalization of community clusters for data collection; (4) institutionalization of community clusters in the management process; and (5) grass-roots initiatives to take advantage of the social space provided by the community cluster approach, in order to adapt the management to local conditions, and to effect policy changes at higher levels, so as to better meet local objectives.  相似文献

There are three key factors to be considered in comprehensive environmental management: (a) integration across disciplines and interests; (b) flexibility and adaptability based on feedback; and (c) interactions between policy and implementation at different scales. Successful management is both integrated and inclusive, and also adaptive and flexible. It involves a synthesis of work, requiring empathy among contributors and active synthesis. Furthermore, there is a need for a dialectical consideration of processes acting at various scales. Geographers who are not too narrowly specialised have a key role to play, and, collectively, might have been more centrally involved in environmental management than they have been.  相似文献

Abstract

Scholarship on collaboration in natural resource management is restricted by a lack of large-N assessments and mixed methods approach to examine relationships between collaborative structures and processes, and management actions and outcomes. This paper examines the relationship between perceived levels of collaboration, collaborative process indicators, and benefits of USDA Forest Service stewardship contracts at a broad spatial and temporal scale using mixed methodology. This study found higher levels of collaboration were strongly associated with jointly initiated processes that included a breadth of interests and utilized a broad range of outreach mechanisms and opportunities for engagement. Highly collaborative processes were closely linked with attaining project objectives and social and economic benefits. Findings contribute to defining collaboration by uncovering the relationship between perceived levels of collaboration, the role of process characteristics, and perceived benefits of collaborative stewardship contracting processes through a large-N dataset (n?=?1,064) and case study (n?=?61) findings.  相似文献

Using a mixed set of ethnographic methods including interviews and a structured survey, we evaluate local perceptions about the sustainability of salmon fisheries among fishers of the Cook Inlet region of Alaska. A majority of residents report participating in these fisheries, but we find significant disagreement about their sustainability. Household income and the types of fishing practiced both influence people's responses, and many implicated specific user groups for overharvesting and/or for receiving unfair catch allocations. Drawing on the theoretical areas of information theory and political ecology, we argue that these findings reveal a complex interplay among the practical, social, and political aspects of how local resource users, or “local experts,” develop and communicate their assessments of ecological conditions in a context of conflict. We conclude with notes on future research as it relates to the successful design of local-management and co-management solutions, especially in settings where resources are contested by stakeholders.  相似文献

Abstract

There are perhaps 10,000 technicians in the United States who work in the field known as cultural resource management (CRM). The typical field technician possesses a bachelor's degree in anthropology, geography, or a closely allied discipline. The author's experience has been that few CRM field technicians receive adequate undergraduate training in geographic field methods, such as cartography and orienteering, which are considered critical to the demands of CRM studies. This paper assesses a practical on-the-job-training approach not uncommon to the industry and concludes with a recommended curriculum. As a result, educators should recognize this need as an opportunity to offer courses in basic geographic field methods at the college level.  相似文献

随着乡村旅游的快速发展,乡村旅游社区逐步成为多群体竞争与冲突的场所,其内部多群体的态度差异成为指示社区冲突的重要指标。本文以西安汤峪镇为例,采用参与式制图(Participatory Mapping)和半结构访谈方法对当地居民、度假购房业主和游客3类群体的旅游开发态度和景观价值感知进行调查,最终获得315套访谈表与填图,共提取空间信息点5518个。基于对Brown等土地利用冲突倾向指标模型的修订,并结合地理空间分析方法探讨旅游社区态度差异和冲突倾向的空间特征。结论显示:① 旅游开发态度及其差异具有明显的地点指向性,并与景观价值的空间感知相关联。旅游开发冲突倾向空间上并非均匀分布,而是呈斑状格局,高值集中于社区旅游开发核心区域,且强度由开发的核心区域向外围区域减弱;② 潜在冲突地点的形成既有传统冲突因素的影响,又有特殊空间因素的作用,旅游开发要素的空间结构、多人群景观价值的空间感知、社区旅游发展阶段和相关人群的涉入程度都会影响冲突空间的形成;③ 参与式制图与深度访谈结合的方法能够帮助获得多人群主观数据,为认识态度和旅游开发冲突的空间特征提供了新的技术支撑。  相似文献

This paper discusses one aspect of a phenomenographic study that investigates experiences of individuals who volunteer their time for a variety of catchment care groups in coastal Queensland. Data were collected through group and personal interviews, which were undertaken in 2001. Interviews took place in a number of locations along the east coast of Queensland, from Brisbane to Mossman, just north of Cairns. A number of broad conceptions emerged from the data, and this paper discusses one of these, that of empowerment. Analysis of interviews revealed that some catchment volunteers became personally empowered, and developed skills that they would not otherwise have had. Other volunteers saw catchment volunteering as a vehicle for empowerment that allowed individuals to have a say in decision making and governance of local resources. Many volunteers, however, revealed the difficulties associated with public participation processes, and described power struggles that arose within groups, and at a community level, when catchment group members wanted to be directly involved in decisions affecting their local environments. These struggles were further complicated by a chronic lack of resources. Despite these setbacks, community catchment groups can provide personal and group empowerment, resulting in a 'little voice' as opposed to none.  相似文献

This paper broadly assesses some reasons why co‐management of inland fisheries by resource users and state agencies in Cambodia remains difficult to realize. Our survey of the resources, human capacity and associated de facto mechanisms for achieving community fisheries (CFi) objectives among fishing communities of Krakor District, located along Tonle Sap Lake, found these mobilizations at a crossroads in terms of empowered institutional and legal frameworks. Although the commune is a local administrative authority in the context of Cambodia's evolving decentralization and deconcentration (D&D) reform process, decision making and accountability in natural resource management have yet to be transferred to, or opened to participation from, local and subcommune level stakeholders and agencies. Furthermore, the institutional links between the commune council and CFi are ambiguous. This lack of linkages between central government, state agencies and CFi has left fisherfolk struggling to survive against more powerful competing interests. The preliminary findings presented here suggest that the achievement of sustainable CFi management in the Tonle Sap Lake remains problematic without local level decision making powers, sustained funding of CFi and related local government, and partnership between key shareholders in rural development programmes that recognize and encompass women's roles in natural resource management.  相似文献

Indonesia's forest management unit (Kesatuan Pengelolaan Hutan or KPH) system can be a promising mechanism for balancing international and national interests for global carbon mitigation initiatives with local interests in project implementation. We discuss the potential role of the KPH system in implementing REDD+ (Reducing Emission from Deforestation and Forest Degradation) projects and improving decentralized forest governance. Substantial financial gains from international initiatives like REDD+ and others can provide appropriate motivation for the central government to ensure successful decentralization of forest management. Development and implementation of REDD+ activities can also support the KPHs in performing their basic functions: conducting forest inventory, developing and implementing forest management plans, and strengthening communication and coordination with local communities. However, engaging indigenous peoples and local communities, which is a legal mandate for the system, will require building some measure of democratic process that can hold the KPHs accountable to local people.  相似文献

Many communities are challenged with balancing growing demands for energy and residential development with the protection of places having cultural or biological importance. Incorporating the preferences and values of local residents early in decision-making processes through public participation GIS (PPGIS) data may help to limit land use conflicts. We used a PPGIS dataset from three counties in Wyoming to determine 1) if there are spatial relationships among mapped cultural or biological values and preferences for new energy or residential development that indicate compatibility or conflict and 2) if there is evidence of geographic discounting or a not-in-my-backyard (NIMBY) pattern associated with development preferences. We found strong overlap, or compatibility, between mapped cultural and biological values and little or no overlap among mapped biological or cultural values and energy development siting preferences. These relationships could identify opportunities for conservation initiatives and inform siting of new developments. Where people live influenced their mapping patterns. Participants mapped perceived positive environmental conditions closer to home than negative conditions, demonstrating geographic discounting. We observed NIMBYism for wind development, as participants mapped wind preferences further from their homes than where development is anticipated. We also observed NIMBYism for residential development, but at a reduced spatial discounting rate compared to wind development. Participants mapped their preferences for oil and gas development further from home than existing or anticipated wells but tended to place them near a large oil and gas field, which may reflect a preference for concentrated development, rather than NIMBYism. We noted distinct preferences for contrasting values in different locations, and this consistency among participants shows that PPGIS datasets have potential to communicate a useful collective vision to inform development siting.  相似文献

Aboriginal cultural heritage protection, and the legislative regimes that underpin it, constitute important mechanisms for Aboriginal people to assert their rights and responsibilities. This is especially so in Victoria, where legislation vests wide-ranging powers and control of cultural heritage with Aboriginal communities. However, the politics of cultural heritage, including its institutionalisation as a scientific body of knowledge within the state, can also result in a powerful limiting of Aboriginal rights and responsibilities. This paper examines the politics of cultural heritage through a case study of a small forest in north-west Victoria. Here, a dispute about logging has pivoted around differing conceptualisations of Aboriginal cultural heritage values and their management. Cultural heritage, in this case, is both a powerful tool for the assertion of Aboriginal rights and interests, but simultaneously a set of boundaries within which the state operates to limit and manage the challenge those assertions pose. The paper will argue that Aboriginal cultural heritage is a politically contested and shifting domain structured around Aboriginal law and politics, Australian statute and the legacy of colonial history.  相似文献

文章以社会角色与角色冲突的相关理论为指导,以云南丽江白沙村的2个纳西族民族餐馆为研究对象,对当地居民与游客在互动过程中的角色冲突进行质性研究。研究发现,当地少数民族居民与汉族游客在互动过程中存在多种角色冲突。除东道主和游客各自存在角色内冲突现象外,双方之间还存在2种角色间冲突的现象。互动双方在处理这些角色冲突的过程中,既反映出当地居民对经济利益的诉求,也反映出当地居民与游客在互动过程中的地位与权力关系。  相似文献
