Caribbean coastal ecosystems are increasingly being threatened by natural and anthropogenic factors. The scale of these factors is at local, national, regional and global levels. Threats include the effects of fisheries and extraction, eutrophication, siltation, and pollution as well as global climate events such as El Niño and global climate change. Integrated coastal management (ICM) should clearly demonstrate the adverse effects of environmental impacts, thus justifying the need for mitigation and should evaluate the success of management efforts. ICM requires robust indicators that gauge the ‘health’ of the coast in relation to environmental, social and economic activities. Biological indicators (bioindicators) offer a signal of the biological condition in an ecosystem. Using bioindicators as an early warning of pollution or degradation in an ecosystem can help sustain critical resources. Biological indicators in the Caribbean are focused around particular ecosystems, especially coral reefs, seagrass beds and mangrove forests and include a range of biological parameters relating to particular species, groups of species and biological processes. The use of these indicators is critically reviewed and the presence or absence of a relevant framework for their use in Caribbean ICM programs is discussed.  相似文献

The Caribbean Sea hosts twenty-seven small island developing states (SIDS), some of which utilise their marine resources found in the Caribbean Sea for economic gains. Many of the economic activities such as tourism, shipping and industrial development are currently incompatible with a healthy and sustainable marine environment. Sewage, agricultural effluents and hydrocarbon pollution resulting from these economic activities have led to degradation of this large marine ecosystem. In an effort to address these issues; policies, programmes and multilateral environmental agreements (MEAs) were initiated in order to regionalise the response efforts. These include efforts such the Cartagena Convention, the integrated watershed and coastal area management (IWCAM) initiative and pollution assessment among others. This paper reviews the regional responses by the SIDS and other agencies in dealing with pollution from land and marine-based activities and biodiversity loss via these initiatives.  相似文献

A survey of coastal and marine resource use conflicts in Tanzania was carried out to highlight them, investigate their origin and finally, suggest ways of minimizing them. Although Tanzania is putting emphasis on environmental issues, including coastal zone management, integrated coastal area management has not yet been integrated into the government management structure/approach. Many conflicts are the result of sectoral approach to coastal and marine resources management, and improper or poor implementation of government policies. Additionally, the local coastal community, who are the foremost stakeholder, were most often not involved in the planning, decision and implementation of many projects and policies even those that affect them directly. Ignorance about the linkages of coastal and marine ecosystems and resources is also an important factor. I suggest that integrated coastal area management which is the foundation for sustainable development, as far as coastal and marine resources are concerned, should be integrated into the government administrative structure. A lead agency with full authority on all activities on the coastal area, including issuance of permits for environmental sensitive businesses/activities, should be nominated or established. This will reduce conflicts by bringing about national coordination of coastal area management.  相似文献

This paper discusses some of the challenges and opportunities that can arise when implementing ecosystem-based management (EBM) in tropical nations. EBM creates a new series of challenges, problems, and opportunities that must be considered in light of existing governance and management frameworks in a local context. The paper presents five case studies from different parts of the tropical world, including Oceania, insular and continental Southeast Asia, East Africa, and the Caribbean, which illustrate that the implementation of EBM in watershed and marine ecosystems offers a new series of challenges and opportunities for its inclusion with existing forms of environmental governance and management. The paper suggests that EBM is best thought of as an expansion of customary management (CM) and integrated coastal management (ICM), rather than a paradigm shift, and that it has certain benefits that are worth integrating into existing systems when possible. The paper concludes that the cultural and institutional context of CM as well as the experience, technical skills, and legal basis that serve ICM programs are logical platforms from which to build EBM programs. Some guidelines for creating hybrid management regimes are suggested. In sum, declining marine species and ecosystems require urgent action, necessitating utilization of existing paradigms such as ICM and CM as a foundation for building EBM.  相似文献

Management of the Belize Barrier Reef was originally envisioned through the creation of marine protected areas. However, the influence of land-based activities was not accounted for in Marine Protected Area (MPA) programs. Therefore focus was shifted to an integrated approach via Integrated Coastal Management (ICM). The Belize ICM process has evolved into a system of coordination through the fostering of multi-sectoral linkages for integrated management of coastal resources. Marine protected areas were included in the ICM program as tools for achieving biodiversity protection and management of sensitive habitats. The ICM process has resulted in greater coordination and consultation in decision making for coastal resource issues, the MPA program however has not evolved with the trend of greater community involvement in MPA management. The greatest challenges to MPA and ICM programs in the next 10 years are: improved linkages between the two, fostering of community participation in management, broadening of the scope of ICM to watersheds and ocean governance, and sustainable financing for both programs.  相似文献

Integrated coastal management (ICM) is an emerging approach in East Africa for the solution of various coastal issues. This paper is intended to provide an update on the current practical aspects concerning the ICM process and related policies and strategies in Madagascar. Efforts are being made in Madagascar for the mutual integration of numerous coastal projects and activities within the Environment Program of the National Environmental Action Plan. The foundations for an ICM program, built during an ICM workshop, which took place at the end of 1996 upon existing activities, are being expanded presently. These developments concern, above all, the institutional aspects related to the formulation of an ICM program. Therefore, the actual situation sees an overgrowing collaboration of the national and international agencies involved in the implementation of coastal projects, in an expandingly integrating way, within an institutional framework that grows progressively stronger. The case of Madagascar suggests reflections on how ICM can mitigate potential sectoral conflicts as well as on, how the sometimes complex nature of the social and cultural issues may influence the development of an ICM program. The need for monitoring ICM is stressed and the role of outside partners clarified.  相似文献

Integrated coastal management (ICM) is a management process used by stakeholders in decision making to determine how coastal areas will be used and what activities can take place in them. While many ICM Programs are national government initiatives, some ICM Programs are ‘decentralized’, managed by community groups or local governments. This paper describes the Atlantic Coastal Action Program (ACAP), an ICM Program in Atlantic Canada, and the Xiamen ICM Program, in Xiamen, China, and discusses their major differences. The most important difference between the two ICM Programs is that ACAP is a community-based program that uses a multi-stakeholder approach and consensus decision making, while the Xiamen ICM Program is managed by a coordinating office within a local government. After comparing the two programs, some general lessons learned about decentralized ICM from these case studies are noted. It is concluded that the appropriate use of either model for ICM depends on the cultural, economic and political environment of the program. However, stakeholder involvement, scientific consultation and the use of a detailed management plan are important components of any decentralized ICM program.  相似文献

Over the past six years international interest in multi-use marine spatial planning (MSP), as a practical process to launch integrated coastal management (ICM), exploded. This paper explores the extent to which existing national legal frameworks can support this process, focusing on the coastal marine environment. First the characteristics of an appropriate legal regime for multi-use MSP are explored by interrogating secondary data sourced from literature reviews and case studies. Key paradigms are distilled as a means of dissecting this complex process into a suite of characteristic determinants that disclose the underpinning environmental management approaches or principles. These criteria are then used to assess the compatibility of national legal regimes for multi-use MSP—in this instance the South African legal framework. Although multi-use MSP has not been explicitly adopted as a process within South Africa's broader ICM implementation, existing legislation does reveal support. The department responsible for the environment is viewed as the most appropriate agency to house the statutory mechanism for multi-use MSP at national and provincial levels, but delegating local multi-use MSP processes to local government agencies. The political will to deploy and dedicate duties and resources to effective implementation of multi-use MSP, however, remains critical. Finally, the approach adopted here is proposed as a means to assess the compatibility of other national legal regimes for multi-use MSP, although the suite of characteristic determinants may need to be reviewed from time to time, as new learning emerges from practice.  相似文献

If managed in isolation, coastal and marine protected areas (MPAs) are vulnerable to natural resource development and exploitation occurring outside these areas—in particular, overfishing, alteration and destruction of habitats, and water pollution. Thus, protection of coastal and marine areas—of species, habitats, landscapes, and seascapes—should be integrated into spatial development strategies for larger areas, under the umbrella of integrated coastal and ocean management (ICM). This is typically easier said than done, since the actors involved in MPA networks and in ICM programs are often different, reflecting different cultures, networks of relationships, ministries, and goals and motivations.This article reviews the ecological, social and economic linkages between MPAs and the governance of broader ocean and coastal areas; sets forth nine guiding principles for managing MPAs within an ICM context; reviews work conducted under the Convention on Biological Diversity to operationalize the linkages between ICM and MPAs; and develops strategic guidance for addressing these linkages. The article ends with a call to bring together the diverse communities involved in marine protected areas, coastal and ocean management, and watershed management to collaborate in national-level ocean and coastal planning, including in the designation of networks of marine protected areas.  相似文献

The need for integrated resource management in coastal and marine areas is increasingly urgent. Estuaries, as a representation of the relationship between river basins and coastal areas are spaces of convergence due to their natural characteristics. Transboundary estuaries also historically represent divisions between regions and countries, often presenting overlaid administrative domains and a complex situation to manage. This paper makes a meta-analysis of the main geographical and managerial characteristics of 17 cases of transboundary estuaries in Latin America and the Caribbean region (LAC). These cases are presented as examples of bilateral relations of cooperation and co-management of shared systems (fluvial, coastal and marine). The analysis of these estuaries in LAC demonstrated that there is an inadequate integration between River Basin Management and Coastal Areas Management, not considering the scope of a management based in ecosystems. It was also exposed that the articulation of international and national policies and the land and sea domains that take place at these locations determine the system management, as well as the use and distribution of shared resources.  相似文献

We describe the changes in the management of marine resources in Kenya from traditional management, through the era of marine protected areas and the fisheries sector, towards the initial developments of an integrated coastal area management system, which has only been active since the early 1990s. The first meetings between sectors were held in the mid-1990s where the responsibilities of management were agreed upon and from which a number of memorandums were initiated as part of the integrative process that was lead by the Coast Development Authority. Two integrated coastal management (ICM) pilot projects started in the mid- to late 1990s were undertaken to test the effectiveness of the process in two tourist beaches north of Mombasa and later Diani. These ICM programs primarily focused on infrastructural development and resource access issues and participants needed to be reminded that that the objectives of the ICM process were to improve natural resource management and protect biodiversity. There was also the problem that government and the larger economic interests were involved in policy and planning but the poor and associated communities were often marginalized because they lacked effective formal organizations and finances to represent them. The financial support for projects prior to 2003 was generally less than US $150 000 and this and the poverty of the institutions and difficulties of establishing financial sustainability limited the programs and their problem solving. Nonetheless, there has been sustained progress and lessons learned concerning interactions with stakeholders, zoning of activities, linkages among groups, and improvements in the environment that should form the basis for further integration and solutions.  相似文献

为加强惠州市海洋生态环境保护工作,并为其提供科学依据,文章利用2016年春季和夏季惠州市海洋环境综合调查数据,选取溶解氧、化学需氧量、无机氮和活性磷酸盐4个环境因子,分析其近岸海域和海洋基本功能区的海水环境质量,并评价海水有机污染状况。研究结果表明:春季近岸海域海水环境质量优于夏季,无机氮和活性磷酸盐为主要超标因子;港口航运区海水环境质量良好,其他功能区均有环境因子超标现象;近岸海域受到有机污染,旅游休闲娱乐区在2个季节均受到有机污染;海水环境尚未对海洋生物产生影响。  相似文献

Integrated coastal management (ICM) is accepted world-wide as a comprehensive, multi-sectoral integrated approach to the planning and management of coastal areas. ICM is particularly suited to the island member countries of the South Pacific Regional Environment Programme (SPREP) because of their size, the interconnectedness of the coast and terrestrial areas and the high degree of association and community involvement with the management of coastal systems. With the exception of the highly migratory pelagic fish stocks, the narrow natural resource base of many Pacific islands make them particularly vulnerable to inappropriate development and mismanagement. Fortunately, the governments of many Pacific Island countries (PIC) have become aware of the benefits of integrated coastal management and are looking at ways of making it an established practice. This paper uses the framework of ICM to illustrate some of the author's experience of coastal management within the South Pacific region. Within the ICM framework, a range of tools and techniques are available to manage coastal problems. The success of any approach depends on the scale and magnitude of the problems to be addressed and the availability of information, institutional support and commitment from all stakeholders. The way in which programmes are conducted and implemented is particularly important. Top down initiatives may work at the regional level but tend to fail at the national and community level unless there are other incentives to support them. On the other hand, bottom up, process driven initiatives have enjoyed more success at the community level. Demand-based approaches have tended to be very successful at all levels, whether they be at the community, country or regional levels, particularly where all of the interested parties can collaborate and contribute to finding solutions to their problems.  相似文献

Management of the interactions between social/economic interests and the coastal environment requires practical, interdisciplinary assessment techniques. Backbarrier systems are critical natural resources that provide both economic and social benefits. Activities such as aquaculture, fishing, shipping and port activities, sediment mining, salt extraction, and tourism all take place in these ecosystems but are often not compatible with each other. Therefore, a program to manage such a system must congregate many different types of activities and stakeholders with potentially conflicting interests. In this paper, we develop a proposed coastal management program (CMP), based on the driving-pressure-state-impact-response (DPSIR) framework and the integrated coastal management (ICM) cycle, for the management of channels located in backbarrier systems subject to dredging operations. The conceptual model involves the application of regional sediment management (RSM) actions and is applied to a case study, Faro Channel, located in the Ria Formosa backbarrier system in Algarve, Portugal. The CMP provides results on the interactivity between scientists, stakeholders, and decision-makers, by defining and clarifying the economic and environmental aspects of decision-making processes through the utilisation and measurement of local coastal indicators. The proposed CMP proved to be a useful tool in the definition of coastal management initiatives for channels inside backbarrier systems, since it identified management problems and allowed management solutions to be formulated. The CMP could be used within a broader ICM program but would also be effective when used on its own.  相似文献

Local coastal communities are highly dependent upon the marine environment not only for protein but also as a primary source of income. In addition, there are growing economic opportunities offered within the coastal zone. As populations increase in these areas there is an increasing demand on coastal resources. This in turn requires effective management initiatives at regional, national and local levels.The Marine Education and Training Programme in Mtwara, southern Tanzania was a small scale capacity building project that incorporated two elements; a primary schools field day education programme and a marine coastal resources course for fishermen and women from the Mtwara District. The programme ran for a period of 1 year and during that time 14 schools, 198 children, 34 fishermen, 2 women and 14 villages participated. Results from preliminary evaluation indicated that such education is not only welcome by the local government offices, teachers, village chairmen and fishermen as an expansion of the knowledge base, but is also an important and valuable stepping stone for the local communities to become active in issues regarding the management of coastal resources.  相似文献

Since 1997, institutions on both sides of the Atlantic have been building linkages under a joint US/European effort aimed at the next generation of marine policy and ocean management professionals. The Consortium for Transatlantic Cooperation in Marine Policy and Coastal Management Education is facilitating the exchange of knowledge between the United States and Europe regarding integrated coastal management (ICM) and regional fisheries management by creating course modules and case studies, conducting short intensive cross-cultural courses, offering transatlantic internship and academic exchange opportunities, and implementing distance learning technologies. The Consortium includes three European and three US universities, plus five partners from government, non-governmental organizations, and the private sector. The Consortium's ultimate goal is to foster cross-cultural understanding of ICM as it is implemented in response to international mandates such as Agenda 21, the Framework Convention on Climate Change, the Convention on Biological Diversity, and the Global Programme of Action on the Protection of the Marine Environment from Land-Based Activities. Iran, having two separate coastlines at its north and south of about 3000 km length, with very different characteristics, suffers from various coastal problems. While its northern coastal area is over-populated and its sensitive and unique habitats must be protected from destruction, most of its southern coastal areas are undeveloped and deserted. Intense oil and gas exploitation activities in the Caspian Sea region and occurrence of two wars in the Persian Gulf during the last two decades have rendered hydrocarbon pollution a major issue for this country's marine and coastal environment. Biodiversity is under threat in some areas and natural resources are deteriorating. To overcome the problems, Integrated Coastal Management has been considered by Iran's government as a long-term solution. In Iran's ICZM study project, baseline studies along with social, economical, and spatial planning studies in the coastal provinces are carried out in order to achieve the desired outcomes as a number of strategic plans for the coastal areas that are to be implemented by a coastal management entity. Providing the required laws and regulations for establishing such a management body is also under way. In this paper after reviewing Iran's coastal zone characteristics and problems, the long-term goals, strategies, and policies for sustainable management of Iran's coastal areas are outlined. Then, the ICZM study procedure and its prospected outcomes are explained, and importance of some of the findings of Iran's ICM is emphasized. Finally, some challenges including having two separate and different coastlines at the north and south of the country and their effects on the Iran's ICZM plan are discussed.  相似文献

The experience of 19 donor agencies and international organizations with evaluation of ICM initiatives is surveyed to analyze the differences in the evaluative purposes and methodologies and their relevance to a “learning-based approach” to ICM. We group evaluation into three broad categories: performance evaluation, management capacity assessment and outcomes evaluation. Performance evaluations address the quality of project implementation, and the degree to which project goals are achieved. Management capacity assessments are conducted to determine the adequacy of management structures and governance processes as these relate to generally accepted international standards and experience. Outcome assessments evaluate the impacts of a coastal management initiative upon coastal resources and the associated human society(s). The survey show that most donor evaluations emphasize performance evaluation, but usually combine elements of all three types. There is strong interest among international donors investing in coastal management in learning from and advancing coastal management practice. If donors are to maximize leaning and commit to an adaptive approach to ICM they will need to modify the manner in which project monitoring and evaluations are conducted, analyzed and distributed. A number of modifications to current approaches to evaluation are suggested in the paper.  相似文献

Understanding the performance of each coastal area as it develops is the primary task of policy-makers in a marine economy; however, quantitative regional differences in China's marine economy have not been empirically examined. This paper offers a methodological contribution by applying a series of techniques, including the variation coefficient, Gini coefficient, and Theil index decomposition, to illustrate the relative differences among coastal areas. Additionally, the coastal areas of China were divided into two categories to reveal the provincial differences and regional disparities in China's marine economy. The results show that although the numerical economic differences in Gross Ocean Product (GOP) among coastal areas have increased significantly during the 21st century, the gaps among coastal regions have gradually decreased. In addition, China's marine economy presents three levels of regional development (developed, medium-developed, and developing). The results of the Theil index decomposition show that the overall difference in China's marine economy is derived mainly from differences within the three macro marine economic regions; these differences account for more than 95% of the overall difference. Furthermore, the underlying reasons for and driving mechanism of regional differences in China's marine economy can be illuminated in terms of differences in natural resource endowments and geographic locations; industrial agglomeration and diffusion; changes in regional development policy; and foreign investment. These findings offer basic data support and policy recommendations for marine economy management at the national and regional levels.  相似文献
