Madagascar has always held a special place on the bioprospecting map. Designated as one of the world’s “hottest” biodiversity hotspots, scientists believe the extremely high flora and faunal endemism contain unique potential for the commercialisation of natural products. Years of collections by bioprospectors in Madagascar are beginning to pay off, not necessarily from drug discovery, but through the biodata from their botanical collections. In the paper, we highlight the links between labour and value over time to illustrate the historical process of collecting inventories of biodata and calculating biodiversity metrics. As we demonstrate, biodata originally used for the purposes of drug discovery and scientific exploration are now being repurposed in biodiversity offsetting programs for multinational mining operations in Madagascar. This project of “re-mining” biodata has reinforced the power of select research institutions which now service their expertise for biodiversity offsetting initiatives. In sum, botanical agencies are far from apolitical actors in these new iterations of market-conservation but active participants in a new age of green grabbing.  相似文献

The visual turn presents new challenges and methodologies for the pursuit of geography as we seek to communicate our ideas and understanding within and beyond the discipline. This paper attempts to show the potential importance of visual culture within a field that we may call cultural climatology. Cultural climatology seeks to explore the dialectic between society and atmosphere, weather and climate at a variety of temporal and spatial scales. A new visual approach to cultural climatology is presented as a possible way of stimulating conversations across the divide between the social and physical sciences. Images and visualisation assert their presence in the understanding, modelling and communication of many nature/culture debates, highlighting a need both for visual literacy across geography, and for social and physical scientists to share their visual methodologies. Cultural climatologists, like other scientists, need visual methodologies for both the critical construction and deconstruction of the images they wish to present and with which they are confronted. To illustrate the importance of visual literacy for cultural climatologists this paper introduces a sample of works from three artists: Constable, Monet and Eliasson. It shows how an exploration of their work (via a theory of pictures) could help to provide: firstly a methodology for understanding the cultural symbolism of skies and weather; secondly an assessment of the urban atmosphere in London at the turn of the 20th century and thirdly an example of the effective representation of atmosphere, weather and climate involving public participation and understanding. Lessons learned from deconstructing these works of art will then be used to suggest improvements in the visualisation of weather in the production and consumption of weather forecasts (thus, picturing theory).  相似文献

Since 1990, Mongolia has experienced a radical change away from centralized livestock production to more traditional rangeland management practices. As the herders now have increased access to the pastures, they need to be able to evaluate the sustainable level of exploitation of the rangeland. This paper demonstrates how pertinent information on the state of the rangeland resources can be made available to herdsmen by using a Geographical Information System (GIS). The focus is on the importance of having a sound data and information framework when assessing rangeland resources. The three main requirements are: first, knowledge of the production system; second, a natural resource inventory; and third, an assessment of the natural resource exploitation. Workshops held in the field brought together herdsmen, administrators, scientists and project personnel to identify and discuss issues of range management. From topographic maps, a digital elevation model was created using GIS, which together with a recent land-cover map elaborated from a SPOT satellite image made it possible to map the important areas suitable for winter grazing. The exact locations of the family winter settlements were recorded and linked to annual livestock statistics using GIS to identify the areas being grazed and to calculate the stocking rates by household. It was shown for the administrative unit of Arbayasgalan that the ratio of stocking rates to carrying capacity exceeded one, which indicates overstocking. However, the uneven distribution of grazing pressure over the study area enabled the proposal of actions to mitigate serious overgrazing. A discussion of range management practices was facilitated by providing the herdsmen with information on the extent and location of the problem. We address the territorial embeddedness of resource management: the way in which resource management is shaped by the territorial context in which it occurs, as well as the way in which resource management contributes to shape new territories. We demonstrate that Industrial Ecology (IE), as a specific resource management approach, can be used to gain new perspectives on territorial patterns emerging with resource optimization. First, we lay down a theoretical framework that should underlie the use of territory as a concept, building bridges between geography and IE. Then, drawing upon this theoretical framework, we develop a methodological structure that can lead to and manifest the process of territorial construction at work in IE. We test the knowledge production capacity of this theoretical and methodological approach to territory in IE by applying it to a specific case study in the Aix-Marseille Provence metropolitan area (France). This paper thus enhances knowledge about the territorialization process at work in IE, by identifying different IE territories within the same geographic area and positioning local stakeholders, understood as local inhabitants, with respect to territorial interfaces. Finally, we discuss how IE, as a specific resource management approach, questions the different aspects of the connection between people and geographical places in a natural management context.  相似文献

A persistent theme in land and agrarian studies is the appropriation of land and natural resources by mostly Western foreigners and the inequitable division of land and natural resources between Indigenous people and white settlers. It was this overt racial inequality in land ownership and the accompanying structures of oppression that led to the rise of liberation movements in Africa, South America and Asia. Most, if not all, land and agrarian reform programmes in the former colonies take the racial inequality in land as their point of departure. The same applies to the process of changing the inequalities in the use and ownership of natural resources such as wildlife, fisheries and forests. Whereas critical scholarship and social movements vehemently opposed the racialized nature of land dispossession, less attention has been paid to the persistence of racialized tenure systems. The silence on the racial character of land and natural resource tenure is rather surprising given that colonial tenure systems were based on race and racist grounds. This paper draws on examples from nature conservancies and communal land reform in southern Africa to argue that the dual land and natural resource tenure inherent from colonialism and apartheid remains intact in contemporary southern Africa. It also suggests that the democratic governments in the region and critical scholarship have failed to challenge the racialized character of land tenure. Instead, they continued to reinvent orthodox views of society and culture. Race seems to matter most in property regimes in the region in as far as it relates to equity rather than its initial categorization of people. The consequences of the persistence of the racialized tenure systems are that the success or failure of land and resource use and management reproduces racial explanations.  相似文献

This paper examines contemporary struggles over hydrocarbon governance in Ecuador and Bolivia. Our comparative analysis illustrates the ways that petro-capitalism, nationalist ideologies, popular movements and place conjoin in the governance of oil and natural gas. In the case of Ecuador, state employees drew on their labor relations and political training to oppose the government’s efforts to privatize the state oil company. In Bolivia, urban popular movements opposed the privatization of the hydrocarbons industry and its domination by foreign firms. In both cases, hydrocarbons struggles involved the production of imaginative geographies of the nation and it hydrocarbon resources, which in turn drew on historical memories of nationhood. Whereas neoliberal political and economic restructuring sought to re-organize national hydrocarbons companies, redraw concessions, and draft new resource extraction laws, hydrocarbon movements aimed to counter these processes by re-centering hydrocarbon governance within a populist vision of the nation-state. In contrast to analyses of resource conflict in the environmental security and resource curse literatures, the cases of Ecuador and Bolivia demonstrate that such struggles cannot be reduced to models of opportunity structure, war profiteering, or resource scarcity (or abundance). Rather, these cases show that political economy and cultural politics are inseparable in the context of resource conflicts, which involve struggles over the meanings of development, citizenship and the nation itself.  相似文献

As diaspora strategies have become an integral aspect of national economic development strategies, so too have universities begun to formally identify and mobilise diasporic scientists, researchers and scholars in an effort to create global knowledge networks. This paper will identify this new role for diasporic academics. It begins by emphasising the increasing internationalisation of the academic labour market, arguing that an increasing number of researchers have multiple national affiliations and relationships. It shows how diasporic academics have become central to the creation of global knowledge networks. These knowledge networks derive from multiple sources including the institutional ambitions of universities who are seeking to expand their research remits in increasingly resource constrained environments, international and national funding bodies who are increasingly focused on research ‘grand challenges’, and the aspirations of individual researchers for whom global networks are increasingly important to successful careers.  相似文献

This paper presents a theoretical framework for analyzing human–environment issues that examines shifting, dialectical relationships between social and power relations, cultural beliefs and practices, and ecological processes to allow an interdisciplinary, complex assessment of social and environmental change in Nepal. The purpose of this analysis is to capture the complexity and non-static nature of environmental and social change in the context of uneven development. Drawing from political ecology and feminist geography, this framework brings together scholarship on aspects of human–environment issues that are often pursued in isolation, yet all three processes, social–political relations, cultural practices and ecological conditions, have been acknowledged as important in shaping the trajectory of social and ecological change. I argue that a consideration of the articulations between them is necessary to understand first, how specific land management regimes arise and are dominant over time in specific places. And second, I examine the extent to which these regimes distribute resources equitably within communities, promote economic development and sustain ecological resilience. In this analysis, ecological processes are conceptualised as co-productive of social and cultural processes to explore their role in land management regimes without resorting to environmental determinist or similarly reductive paradigms. I present this framework through the example of natural resource management, specifically community forestry in Nepal, as it offers a rich case study of the relationships between the political economy of land use and the ecological effects of natural resource extraction.  相似文献

The demands and needs of our presently increasing population require that the social decisions for land use must be based on the best and most reliable information that the decision-makers can obtain. Growing mass of natural resource information should be presented in a concise and practical form which the planners and public administrators can readily use without a need to learn about natural resources in detail. One of the means to present this information is a resource evaluation system which consists of four levels of maps: basic resource maps, single-factor maps, limiting-factor maps and final land suitability maps. The basic process used in the system is developing a series of individual maps showing specific kinds of information and superimposing them to identify a degree of suitability for a specific land use. The authors provide an overview of the use of land suitability maps in land use planning in the United States; show what natural resource data planners can require and put to use; outline the way in which earth scientists can evaluate and present the data needed; and finally demonstrate the land suitability analysis by case studies. Also briefly discussed is the need for information other than earth-science data. Land use planning and decision-making process is an intricate mixture of scientific, engineering, ecological, sociological, economic, cultural and political factors and forces. Obvious as it may seem this fact is nevertheless often ignored in practice resulting in misunderstandings and mutual disbelief of parties involved.  相似文献

Both ‘indigenous rights’ and environmental discourses brought a NGO-led natural resource mapping project to the West Caprivi Game Park in northern Namibia in the late 1990s. San countermapping elsewhere in southern Africa demonstrates how mapping has been used as a tool for ‘indigenous’ identity-building and asserting authority over land. At the same time, mapping and Geographic Information Systems (GIS) have increasingly been used by conservationists in Namibian Community Based Natural Resource Management (CBNRM), demonstrating the potential therein for state and NGO surveillance and intervention regarding both natural resources and their users in conservancies and national parks. Mapping in West Caprivi thus embodied a tension between ‘visibility’ and ‘legibility’. This paper explores how mapping activities reflected, and became part of, institutional and ethnic struggles over identity, authority and natural resources. It argues that members of a San group called Khwe used mapping to construct particular histories, promote a unified, exclusive ethnic identity, and bolster their authority in the area. This in turn presented particular challenges for NGO relationships with the state. The mapping project also showed that, in their bid to counteract their own exclusion, Khwe not only opened up the landscape to new forms of NGO and state legibility, but sought to exclude ethnic others. Like other CBNRM projects, mapping often served socio-political, rather than environmental, functions.  相似文献

A major challenge to integrating local knowledge into collaborative environmental governance processes stems from the underlying differences between positivist science and local knowledge; these differences often result in strong differences of opinion regarding which forms of knowledge are valid in environmental decision-making. Previous research on these issues has mainly focused on the attitudes of scientists towards local knowledge. Studies of the views of local and non-scientific actors regarding their own knowledge are much less common. Through a qualitative case study of water allocation planning in South Australia, we analyzed participants’ conceptualizations of local knowledge and the role of local knowledge in collaborative governance. We found that participants defined local knowledge broadly across a number of dimensions and that many acknowledged variability in the nature and quality of different types of local knowledge. While most recognized the value of local knowledge in supporting technical investigations and developing policies, very few participants identified a role for local knowledge in the early stages of the collaborative process (i.e., in framing problems or establishing research protocols). Previous research has highlighted “epistemological anxiety” among scientists and resource managers toward local knowledge as a significant barrier to its effective use in environmental decision-making. This study suggests that state and local actors, and scientists and non-scientists, share similar reservations about local knowledge and highlights the need for researchers and practitioners to take into account the attitudes of all types of participants when considering how to overcome the epistemological challenges related to integrating local knowledge into collaborative management.  相似文献

In this paper, I analyze the connections made between women and water in a Rajasthani drinking water supply project as a significant part of drinking water’s commodification. For development policy makers, water progressing from something free to something valued by price is inevitable when moving economies toward modernity and development. My findings indicate that water is not commodified simply by charging money for it, but through a series of discourses and acts that link it to other “modern” objects and give it value. One of these objects is “women”. I argue that through women’s participation activities that link gender and modernity to new responsibilities and increased mobility for village women involving the clean water supply, a “traditional” Rajasthani woman becomes “modern”. Water, in parallel, becomes “new”, “improved” and worth paying for. Women and water resources are further connected through project staff’s efforts to promote latrines by targeting women as their primary users. The research shows that villagers applied their own meanings to latrines, some of which precluded women using them. This paper fills a gap in feminist political ecology, which often overlooks how gender is created through natural resource interventions, by concerning itself with how new meanings of “water” and “women” are mutually constructed through struggles over water use and its commodification. It contributes to critical development geography literatures by demonstrating that women’s participation approaches to natural resource development act as both constraints and opportunities for village constituents. It examines an under-explored area of gender and water research by tracing village-level struggles over meanings of latrines.  相似文献

The demise of the Soviet Union precipitated profound changes in formerly collectivised rural spaces across Eastern Europe and Central Asia. However, it is only recently that attention to the post-Soviet ‘land question’ has begun to move beyond predominant, practical concerns with land restitution and fragmentation and towards engagement with diverse discourses of rurality, nature and modernity. In particular, longitudinal accounts of the narratives and practices of Soviet modernisation and post-Soviet “development” in specific rural places and societies are lacking. This paper is concerned with the complex linkages between environmental policies, practice and concepts of nature in such spaces and over recent history. Through examination of the management and representation of nature amongst pastoralist communities in Mongolia and in the collective and post-collective eras this paper seeks to understand local-level enactments, reworking and assimilation of externally-derived discursive and policy formulations. In doing so it acts as a corrective to state-centred and homogenising visions of Soviet and post-Soviet rurality. It highlights how local herders’ ‘room for manoeuvre’ in expression and enactment of diverse ideas of nature and its management resides primarily in informal spaces, facilitated by recent trends of devolution in natural resource management. Finally, the paper demonstrates how nomadism has been constructed and reconstructed as a component of, rather than inimical to, modernity, albeit with as yet unproven implications for livelihoods and for nature in rural Mongolia.  相似文献

Protecting biodiversity requires the practice of making nature values present in natural resource use decisions. In this article, such practices are explored from the perspective of affective capacities for expert fieldwork in forestry. Affective capacities are broadly acknowledged in the literature on embodied knowing, and by the practitioners themselves, as a necessary condition for knowing nature. We will extend this discussion to the politics involved. Drawing on a case study in Finland, the article points out that professional foresters’ affective ways of knowing nature are controlled by institutionalised strategies and practices. Thus, power is exercised through fieldwork, determining how nature can and should be known in forestry. The article concludes that since policy implementation takes place through the intensities present in mundane routines, governance studies would benefit from understanding how the various technologies of governance interact with emergent and embodied capacities.  相似文献

Agriculture stands alone among resource sectors in Western industrialized countries as having the fastest growth in production/productivity during post-war years. Yet that growth in productivity and accompanying high levels of sufficiency has been at the expense of such goals as adequate income, community stability and resource/environmental conservation. In the process, agriculture has mimicked trends in the economy as a whole through increased segmentation and differentiation, throughput of non-renewable resources and divergence of natural and economic processes. Within the context of prevailing policies and market forces in OECD countries in general and Canada in particular, this paper evaluates the problems facing the sector and the nature of the trade-offs being made in the pursuit of high-input agriculture. It is argued that, while agri-business and market forces are generally responsible for a weakening of the links between environment and economy, numerous market distortions, precipitated by agricultural policy, do much the same. To achieve a better balance among the production and consumption functions of the land and to achieve an approach to future agricultural production which is sustainable will require changes in many of the rules, standards and conventions influencing the growth of food and fibre. From a policy perspective, the main task ahead is to redesign and implement programs which will encourage new ‘opportunity sets’ for the economic and competitive viability of the farmer and agricultural system, while at the same time meeting the nutritional needs of society and ensuring the protection of important environmental services and amenity values.  相似文献

Increasing penetration by the market into the governing of agri-environments, and the use of market-oriented approaches in an attempt to produce more sustainable outcomes, is a characteristic feature of what scholars have called the ‘neoliberalisation of nature’. While accepting that neoliberal forms of governing tend to extend market relations into new domains, a number of scholars have argued that they may at the same time create spaces of resistance, open up progressive political possibilities, or incorporate alternative rationalities of governing. This literature has so far focused primarily on the policy and/or programme level with limited connection made to the growing body of research that explores landholder responses to specific market instruments. We address this gap by focusing on a market instrument – Wimmera Habitat Tender – in the State of Victoria, Australia, which aims to provide incentives for farmers in managing native vegetation. This case study explores how a specific tender-based market instrument seeks to construct natural resource managers as neoliberal subjects, as well as the complex ways in which farmers contest or resist the neoliberal governing of their agri-environmental practices. Through our analysis we contend that closer scrutiny of how the techniques underpinning market-based environmental instruments are taken up or resisted contributes to a more robust understanding of the environmental possibilities created by market instruments, as well as the challenges involved in attempts to neoliberalise nature.  相似文献

This article draws upon two distinct UK case studies to explore how alternative modes of provisioning employ ordinary practices of sharing and circularity. Speaking to debates about alterity, diverse economies (Gibson-Graham, 2008) and emerging literature on the circular and shared economy, these two small and informal based models, one food based, the other clothing, are put forward as examples of the vast array of contemporary ‘alternative’ forms of consumption and provisioning taking place across the UK. The article illuminates how diverse economies are ‘made material’ through their materials and practices. In doing so I make three key arguments: firstly, and overall, that studying materiality is one way to illuminate these new and emerging spaces of provisioning, highlighting their practices, intimacies and ambiguities. Secondly, this material focus illustrates how the practices of provisioning – in particular, sharing and circulating - are not new, but are instead organised in original and novel ways; and this has wider implications for contemporary debates on circular and shared economy. Thirdly, that the materials of provisioning can be both beneficial and troublesome to provisioning organisations’ practices of circulating and sharing and the extent to which they tackle issues of social exclusion, financial hardship and sustainable resource use.  相似文献

人类活动是生物圈中最重要的活动之一.半个世纪以来,人类活动的重要特征就是人口的城市化.地球的岩石圈、水圈、气圈不断变化,其中许多剧烈的变化,表现为自然灾害,严重影响生态环境,对人类形成威胁.随着经济发展和人口的城市化,这种人类活动和生态环境的相互作用越来越紧密,自然灾害越来越严重.本文利用GDP作为人类活动的度量,定量地分析了人类活动和自然灾害的关系.另外强调,活动构造作为第四纪地质学研究的一部分,是了解环境演变和灾害发生机理的地学基础,将成为十分活跃的新研究领域.  相似文献
