On the basis of a 2008 survey conducted in the Msunduzi municipality in the KwaZulu-Natal province, the paper begins an exploration of the character of popular politics and citizenship in South Africa. Embracing a ‘citizen-centred’ methodology informed by participation literatures, and sensibilities to the ‘work in progress’ character of African cities from urban studies debates, the paper interrogates the mainstream liberal-participatory model of citizenship in South Africa, and the critiques of current South African politics informed by these notions, specifically the ‘racial census’ and ‘dominant party syndrome’ analyses. Taken together these views can be read as characterising South African politics as a game for individual citizens governed by liberal rules, but played by racial and/or partisan groups in exclusionary ways, thus distorting liberal democratic mechanisms of representation and accountability. The paper also examines evidence for an alternative class-based analysis of one aspect of citizenship, namely, protest against poor local governance.The paper looks to unpack this ‘liberal model versus racialised communitarian practice’ imaginary by, on the one hand, demonstrating the ways in which citizenship is not racialised, or is asymmetrically racialised. Indeed, other than party allegiances and trust in key offices, very little by way of what citizens do, believe or think of themselves follows discrete racial lines. Similar points hold for partisanship too. On the other hand, the paper does not redeem the liberal-democratic model as there is also evidence of trust in government when it is not deserved based on performance, but more importantly, evidence that citizens embrace ‘informal’ means to secure their rights. A good example of this is protestors who are also more likely to vote than non-protestors. Taken together, these findings affirm both the way in which the racial and partisan legacy of the past is being undone by new institutions and practices, and suggest the complex intersection of these with networks of personal relations which characterise the local politics of most African cities.  相似文献

The point of departure for this article is the contemporary tendency towards localisation of politics in the context of neo-liberal globalisation. Mediated through institutional reforms, political discourses and localised struggles, this localisation of politics produce new and transformed local political spaces. The purpose of the article is to examine the capacity of popular movements to use and transform such political spaces within the South African housing sector. This analysis is done through a combination of conceptual examination of political space and actor capacity and a concrete case study of the political strategies and capacities of The South African Homeless People’s Federation. The article argues that the Federation has utilised political relations at different scales to mobilise resources such as land and subsidies for housing for its members. It has also influenced the formulation of housing policies through its discourses and practical experiences with people-driven housing processes. In consequence the Federation’s ability to function as a civil/political movement has granted them a certain capacity to participate in the complicated process of turning de jure rights to adequate shelter into de facto rights for the urban poor as citizens of a democratic South Africa.  相似文献

The everyday politics of rural young people who live in post-war settings in the Global South is poorly explored. In the aftermath of a recent civil war in Nepal (1996–2006), villages have been operating without elected bodies, and poorly functioning local governance has been concentrated around party patronage networks and community development. In the lives of many young people, the aspirations and practices of educational and labour mobility have been dominant. Based on fieldwork carried out in the Panchthar District, this article discusses how ordinary young people nevertheless engage in different political dimensions. Guiding the analysis through the narratives of four young men and women, I have accentuated how the tension between socio-political situatedness and young people’s life strategies shapes the versatility of their political engagement. How do those who did not become political activists balance their daily lives, mobility and household obligations with involvement in party and local development politics? By exploring their motivations and engagement, I come to two conclusions. Firstly, young men navigate party politics by juggling the legacy of patronage and rejecting parties, as well as by involving themselves in disruptive events and seeking personal benefit from them. Secondly, young men and women negotiate their political motivations in community development politics primarily through household dynamics adjusted to their mobile lifestyle.  相似文献

The environment is the issue most closely identified with the Green movement. However, a commitment to the rejuvenation of political practices has been equally important in the development of their partisan organisations. Green party members share the conviction that democracy is the best way to attain a sustainable society. They aspire to a more participatory politics and have translated their ideals of equality and individual fulfilment into alternative party structures. Many of their practices demonstrate that they share values and attitudes which inspire their behaviours and intra-party regulations. However, Green parties are also influenced by the national structure of political opportunities. The practical arrangements French and British Greens have developed reflect their relative integration within the political system as well as the influence of national political culture on conceptions of equality and participation. What role does science play in shaping the political? This themed issue brings together scholars from political science, human geography, natural science and related fields with the common aim of exploring links between science/expertise and politics with a specific focus on security implications. The increasing attention to threats and risks related to issues such as climate change, migration, energy security, or emerging technologies creates a demand for new types of experts and expertise relevant for security politics. By looking at the actors who operate at the boundary between science, bureaucracy and security politics, this themed issue seeks to destabilize the notion of an apolitical sphere of science and expertise, while at the same time demonstrating how the politics of expertise shapes the authority and subjectivity of scientists and reconfigures the meanings and roles of scientific knowledge. In this editorial, we connect relevant literatures and introduce the individual articles that compose the themed issue.  相似文献

This paper asks how contending political leaders legitimize their authority in a competitive authoritarian regime. It contends that ‘legitimization through patronage’ is an important means of convincing the public of the rightfulness of a leader’s authority when ‘ideology-based normative legitimacy’ is declining and the formal electoral route is not available. Drawing on an understanding of legitimacy that accounts for leaders’ strategies and public receptions, the paper seeks to explore the moral norms and values on the basis of which followers evaluate leaders’ performance. Drawing on anthropological studies of patronage in South Asia not only helps to transcend an exclusively instrumental understanding of patronage by stressing its moral dimension but also complements comparative politics’ focus on the national level by studying the everyday processes through which political leaders’ legitimacy is locally constructed and contested in patronage relations. Evidence from Darjeeling in northern West Bengal/India (where the State’s preferential treatment of a regional party claiming leadership of a movement for regional autonomy has contributed to the establishment of a dominant party regime) highlights patronage’s potential as a legitimating strategy – but it also reveals its practical limits. While the establishment of resource monopolies over developmental funding helped leaders of the ruling party to “feed” their support networks and foster reputations as selfless “social workers”, differing bases for the evaluation of leaders, the growing expectations of followers, and dependence on external patronage resources limited the long-term success of patronage as a legitimating strategy. This, in turn, enabled the State to curtail demands for autonomy by controlling regional elite construction.  相似文献

In this paper we aim to rethink the political geography of African development at the beginning of the 21st century. Central to our thesis are two intertwining legacies, paralleling Edward Said’s Orientalism. The first is the construction of Africa in the western imagination and the second is an enduring trusteeship towards the continent. The core movement we seek to critique and move beyond is the complicity between racialised knowledges about Africa and a series of political interventions that seek to ‘help’ Africans to develop. The paper begins by examining the legacy of colonialism in the policies towards and representations of Africa. Although selective and schematic we argue that what unites these power–knowledge constructions is a sense of trusteeship towards the continent. The next step is to look at ways of decolonising our knowledges as a means to effect more appropriate political engagement with Africa. For this we touch on a range of theoretical positions, but look most closely at the corpus of post-colonial theory for ways of doing this. While not uncritical of post-colonialism we find it potentially useful for destabilising western authority and in addressing questions of popular agency and cultural constructions of exclusion. From here we attempt a reformulation which addresses the role of the state, the politics of place and space, and the ways in which ‘we’––professional geographers––might go about our work.  相似文献

Political ecologists working in many other parts of the world are now heading north, or simply going global, posing a series of important questions related to theory, methodology, politics, and policy along the way. This special issue, contains papers originally delivered at a conference held at Rutgers University in 2003 that addressed this phenomenon. The papers collected offer case studies that reveal the First World as subject to a host of processes that can be insightfully understood via a political ecology perspective. First, globalized production and consumption regimes have created new linkages that demand synoptic analyses of often far-flung research sites. Second, the painful coincidence of deindustrialization and a radical restructuring of agricultural credit and price support systems have devastated North American and European heartlands, effectively producing “Third World” conditions in many depressed rural areas. Third, migration streams originating in Latin America, Africa and many parts of Asia have brought sizable Third World populations into the spatial heart of capitalism. Fourth, the belated recognition of some indigenous claims to resources, especially in Canada, and fierce opposition to others, have reopened questions of (internal) colonial domination. Finally, we see the burgeoning First World political ecology literature as the culmination of what Louise Fortmann has called “the long intellectual journey home” for many scholars who originally carried out research on/in the Third World. All of these factors have combined to help political ecologists discover suitable analytical terrain in the First World.  相似文献

The emergence of an environmental movement in post-apartheid South Africa has involved the reframing of the environment as a ‘brown’ issue, articulating the discourse of social and environmental justice and a rights-based notion of democracy. Environmental movements have pursued a dual strategy of deliberation and activist opposition. Environmental movements have deployed science to pursue the strategic task of democratic opposition and have established networks of environmental knowledge and expertise. Ecological modernization is the dominant approach to environmental governance and adopts a science-based policy approach. In this context the regulation and management of the environment is premised on the need for science, which provides the authoritative basis for a regulatory response. In local environmental movements, there exists a fundamental tension between a cumulative history of lay knowledge about pollution and the lack of official acknowledgement of qualitative narratives. This is accompanied by a lack and suspicion of reliable official data. Environmental movements have thus employed ‘civic science’ strategically to place the issue of air pollution on the political agenda. This paper uses the case of environmental politics in Durban to reflect on the ways in which civic science and lay knowledge, together constituting community hybrid knowledge, are produced and disseminated in order to pressure the state and capital. The three ways in which knowledge is deployed are: to frame environmental problems, in strategies of oppositional advocacy, and in deliberative policy forums. Empirical analysis shows that civic science is produced through knowledge networks, and both lay knowledge and civic science are opportunistically used by environmental movements to engage both inside and outside formal policy making arenas. This deployment of hybrid knowledge by environmental movements represents a broader challenge to the power of science and technology based on increasing evidence of the hazards and risks facing ordinary people in their daily lives.  相似文献

This paper argues that, given the rapid growth in the middle classes across the Global South, debates about ethical consumption need to be reconfigured to admit these middle classes, not as a problem but as a possibility. It establishes the potential to constitute Southern consumption as a surface of mobilisation for ethical consumption and, through working from the specificities of the South in Bangladesh, demonstrates how within-South framings unsettle and challenge existing North–South understandings of ethical consumption. The paper makes three specific contributions. (1) It shows how North–South conceptual understandings of ethical consumption as political consumption might be reworked to admit the South. (2) Through an examination of the Rana Plaza disaster in Bangladesh it demonstrates the absence of a politics of consumer responsibility amongst the Bangladeshi middle classes, and suggests how a politics of responsibility might be forged, through paying attention to Southern brands and supply chains. (3) Through an examination of the Aarong retail brand of the corporate NGO BRAC, the paper shows that ethical consumption exists in Bangladesh, not as ethical consumption but as ordinary consumption with ethical effects. The paper concludes by considering the wider implications of these findings for furthering academic and practitioner debate.  相似文献

Immigration has become a leading topic of Italian political discourse and culture over the past decade, but international migrants also play a crucial role in the transformation of political culture at the scale of everyday practices. In the northern Italian industrial city, Turin, migrants from various parts of Africa, Latin America and Southeast Asia bring into relief the deconstruction of postwar labor in Italy, and contribute widely to shifting political practices and identities. Contemporary migrants from diverse ethnic backgrounds are discriminated against in similar ways, and are in the historically peculiar position of building diasporic politics. In Turin, first generation migrants have helped lead newcomers toward active participation in local politics, from the shop floors to the labor unions, and to inter-ethnic and feminist associations.  相似文献

In the context of contemporary concerns about climate change and food security, Conservation Agriculture (CA) has emerged as a well-supported and central component of the agricultural sector development strategy across sub-Saharan Africa, including in Zambia, which is the focus of this paper. A variety of narratives about the benefits of CA over conventional agricultural systems underpin endeavours towards ‘scaling up’ CA and increasing rates of adoption amongst smallholder farmers nationwide. However, there is a knowledge politics underlying the translation of a weak evidence base around CA into persuasive narratives and financial and political support. In this paper, we trace the evolution of five narratives around CA in Zambia in relation to changing political agendas and the involvement of new public and private sector actors, and review the development of evidence bases and knowledge that support and challenge each of these narratives. We discuss the potential to open up space within this knowledge politics to alternative narratives and the contestation of the pervasive CA scaling up agenda. Critical reflection is essential to ensure that national and local evidence is more effectively used to guide national climate and agricultural policy developments and international donor initiatives.  相似文献

Based on empirical evidence, the article looks at the implications of private sector participation (PSP) for the delivery of water supply and sanitation to the urban and peri-urban poor in developing countries, with particular reference to Africa and Latin America. More precisely, the article addresses the impact produced by multinational companies’ (MNCs) strategies, in light of the pursuit of profitability, on the extension of connections to the pipeline network. It does so by questioning the assumptions that greater private sector efficiency and innovation, together with contract design, will enable the sustainable extension of service coverage to low income dwellers. The strategies of the major water MNCs are considered both in relation to the global expansion of their operations and the adjustment of local strategies to commercial considerations. The latter might result in identifying profitable markets, modifying contractual provisions, attempting to reduce costs and increase income, reducing risks and exiting from non-performing contracts. The evidence reviewed allows for re-assessing the relative roles of the public and private sectors in extending and delivering water services to the poor. First, the most far reaching innovative approaches to extending connections are more likely to come from communities, public authorities and political activity than from MNCs. Secondly, whenever MNCs are liable to exit from non-profitable contracts, the public sector has no other option than to deal with external risks affecting continuity of provision. Finally, market limitations affecting MNCs’ ability to serve marginal populations and access cheap capital do not apply to well-organised, politically led public sector undertakings.  相似文献

This article reviews an emerging body of research applying a “multiple governmentalities” perspective derived from Michel Foucault to the study of environmental politics. Previous application of the popular governmentality concept to understand such politics had largely overlooked the multiple forms of governmentality, described in Foucault’s later work, that may intersect in a given context. This paper outlines the evolution of Foucault’s discussion of governmentality and its implications for the study of environmental politics. It then reviews recent research concerning environmental politics employing a multiple governmentalities perspective. It finishes by distilling overarching patterns from this literature and suggesting new directions for future research to explore.  相似文献

This paper explores the implications of spatial production of academic knowledge on the Middle East, through the critiques of Orientalist discourses on the “Muslim woman.” It begins with an examination of the success of postcolonial studies and scholarship on democratization in challenging racist perceptions and politics in the West. Then it reflects on the ways in which this knowledge production travels and is reconfigured in places where power inequalities are different. This requires a consideration of the regional consequences of either an over-emphasis on differences in agencies of “Muslim women” or a relative silence on issues of gender inequality. The paper’s suggestion is to shift the focus from representation and discourse to the structural circumstances in which ordinary men and women’s agencies play out; various political mechanisms which participate in the production of acceptable cultural practices; and patterns of resistance, which may defy arguments about culturally specific definitions of agency. This is a quest for making the “exotic” familiar, without exoticizing the familiar.  相似文献

In an effort to practice what we teach, this paper moves beyond a simple academic-military binary and summarizes the efforts of four faculty members to teach critical thinking to US Army Special Operations Forces (SOF) officers. All four of us teach graduate level courses in a non-thesis, interdisciplinary Master’s degree program intended to satisfy military interest in civilian education. We view our work as an effort to think both with security and as an intervention into security. We position this work as an endeavor of public geographies and critical pedagogy. The paper begins by considering public geographies and the supposed academic/military binary and explores subtle and not so subtle interactions between academics and the U.S. national security apparatus. Each of the four co-authors—a geographer, a sociologist, and two political scientists—describes a particular approach to teaching critical thinking and comments on how the SOF students have responded. We conclude the paper by reflecting on the value of this work within the broader context of our shared mission as scholars and teachers.  相似文献

This short intervention argues that mainstream politicians are increasingly adopting localism as a framework for public policy. This is, in part, a product of popular, and populist, disillusionment with the nature and practice of mainstream politics. While it has the potential to transform the political geography of the UK, as yet, the localism agenda remains poorly researched. There is an emerging literature suggesting that when smallholder households diversify their agriculture, a wide range of food groups will be available, and consequently, dietary diversity will be improved. The present article brings this literature into critical conversation with research in feminist political ecology. Grounded in five years of repeated fieldwork, the article weaves together 70 in-depth interviews, and dietary as well as farm production diversity data from 30 households in northern Ghana. This dataset is analyzed by considering not only the diversity of farming systems, but also household headship, including male-headed, de facto female-headed, and de jure female-headed. Among other findings, the paper suggests that dietary diversity scores are lowest for households who have lost their farmlands to on-going land grabbing in Ghana. Furthermore, the paper suggests that while agricultural diversification is essential, it is not sufficient in itself to address nutritional challenges confronting smallholder households. In the contested and political arena of the household, the gendered politics of access to food can deeply shape how agricultural diversification contributes to dietary diversity. Overall, I do not wish to conclude that there are no benefits of increasing the diversity of farm production. Rather, I wish to stress that farm production diversity might not be the best or only strategy to improving dietary diversity among rural households. Through this case study, I also contribute to emerging research in new feminist political ecologies by demonstrating how the intersection of gender, seniority, marital status, and sexual politics shapes resource access and control.  相似文献

The Brazilian Landless Movement (MST) is widely acknowledged as one of the most organized, dynamic, and influential social movements in Latin America. The MST has increasingly inserted the struggle for land within larger political contestations for broad social change, leading conservatives and leftists alike to describe it as a “first class actor” in Brazilian politics. What explains the move from corporatist struggles for land to broader counter-hegemonic contestations; put differently, how did the MST come to acquire ‘global ambition’? Much of the literature on the MST analyzes its external actions but without explaining what drives these actions. This paper utilizes a Gramscian political ecology approach to comprehend the MST’s political actions and its rise and transformation into a counter-hegemonic political actor. Specifically, I evaluate the development of the MST’s organizational praxis from corporatist struggles for land in the late 1970s to ‘global ambition’ and changing nature-society relations by the early 2000’s. Such an approach brings to light the role of organization building, political education, alliance building, and subaltern agency in propelling the MST’s political mobilizations. In so doing, this paper contributes to the literature on the MST and collective action. This paper also engages with a ‘politics of scale’ since the conquest of geographic scale is critical to understanding the MST’s national growth and political actions. This paper concludes by arguing that the rise and transformation of the MST into a vibrant counter-hegemonic actor in Brazilian politics was a gradual process that matured as it territorialized into a national movement.  相似文献

Abstract: The Wenchuan earthquake in 2008 and geo-hazards triggered by the earthquake caused large injuries and deaths as well as destructive damage for infrastructures like construction, traffic and electricity. It is urgent to select relatively secure areas for townships and cities constructed in high mountainous regions with high magnitude earthquakes. This paper presents the basic thoughts, evaluation indices and evaluation methods of geological security evaluation, water and land resources security demonstration and integrated assessments of geo-environmental suitability for reconstruction in alp and ravine with high magnitude earthquakes, which are applied in the worst-hit areas (12 counties). The integrated assessment shows that: (1) located in the Longmenshan fault zone, the evaluated area is of poor regional crust stability, in which the unstable and second unstable areas account for 79% of the total; (2) the geo-hazards susceptibility is high in the evaluation area. The spots of geo-hazards triggered by earthquake are mainly distributed along the active fault zone with higher distribution in the moderate and high mountains area, in which the areas of high and moderate susceptibility zoning accounts for 40.1% of the total; (3) geological security is poor in the evaluated area, in which the area of the unsuitable construction occupies 73.1%, whereas in the suitable construction area, the areas of geological security, second security and insecurity zoning account for 8.3%, 9.3% and 9.3% of the evaluated area respectively; (4) geo-environmental suitability is poor in the evaluated area , in which the areas of suitability and basic suitability zoning account for 3.5% and 7.3% of the whole evaluation area.  相似文献
