In countries like Sierra Leone, where stock assessments based on fisheries-independent data and complex population models are financially and technically challenging, catch statistics may be used to infer fluctuations in fish stocks where more precise data are not available. However, FAO FishStat, the most widely-used time-series data on global fisheries ‘catches’ (actually ‘landings’), does not account for Illegal, Unreported, and Unregulated (IUU) catches and relies on statistics provided by the national agencies of each member country. As such, reported FishStat data is vulnerable to changes in monitoring capacity, governmental transitions, and budgetary constraints, and may substantially underestimate the measure of extracted marine resources. In this report, Sierra Leone's total catches by all marine fishing sectors were estimated for the period 1950–2015, using a catch reconstruction approach incorporating national data, expert knowledge, and both peer-reviewed and grey literature. Results demonstrate that a substantial amount of marine resource exploitation is not represented in official statistics, and reconstructed catches represent more than 2.25 times the recorded FAO Fishstat values. Notably, foreign fleets take the vast majority of industrial catch in Sierra Leone's EEZ, indicating that most of the resource catch and revenue is diverted to foreign companies and export markets. While foreign actors dominate the industrial sector, the small-scale sector represents the majority of domestic catch. Illegal fishing is also a substantial challenge in Sierra Leone, and extracts a large amount of the country's marine fish resources. Reconstructing catches in Sierra Leone also highlights the impacts of various historical events such as Sierra Leone's civil war and post-war reconstruction on the development of the fisheries sector. The results found in the reconstruction present a large discrepancy from FishStat data, with considerable implications for assessment of stocks and management of Sierra Leone's marine resources.  相似文献

Most fisheries management studies have concentrated on understanding resource dynamics and have paid less attention to understanding the dynamics of those who use the resources. This situation limits the knowledge about the fisheries system as a whole and specifically about the viability of management schemes. It is vital to understand how the actors within the fishing sector (fishing firm owners/managers, fishers, fisheries managers, and traders) may respond to changes in fishing resources trends, market dynamics, and fisheries policies before they are implemented. These issues are explored in this paper by applying a longitudinal analysis of the Yucatan Mexico's fishing industry. The analysis is presented within the framework of the theory of change and coping strategies. The study primarily involved interviews during 2008 with the main owners of companies in the fishing industry and with fisheries managers and other stakeholders. Time-series catch data on the main fishing resources are also reviewed to evaluate changes across three historical periods and describe how the actors have perceived and responded to those changes. Given conditions of uncertainty in resource availability, changes in market demand and changes in institutional arrangements, the viability of traditional business and resource management practices are discussed. The analysis presents different kind of triggers that have modified the conditions of the fishing sector and had had impacts on the socio-economic–ecological system in which fisheries are embedded. The need for adaptive strategies in the whole chain of the fisheries business and resource management is stressed, given the current changes and conditions of fisheries. The discussion states a series of actions that could improve the relationships between business practices and fisheries management.  相似文献

The fisheries data supplied to the Food and Agriculture Organization of the United Nations (FAO) by national agencies have served as the primary tool for many global and regional studies. However, it is recognised that these data are incomplete and often underestimate actual catches, particularly for small-scale fisheries. This study reconstructed total marine fisheries catches from 1950 to 2005 for Mozambique and the United Republic of Tanzania, by applying an established catch reconstruction approach utilising all available quantitative and qualitative data, combined with assumption-based estimations and interpolations. Since the 1950s, Mozambique has reported primarily industrial catches and has substantially under-reported the country's small-scale fishing sector due to lack of resources and civil war. In Tanzania, Zanzibar's recorded fisheries statistics prior to 2000 are absent from Tanzania's marine fisheries catches reported to FAO, and total mainland catches are at least one-third larger than officially reported. Based on our reconstruction, since 2000, Mozambique caught between 150 000 and 172 000 t y?1, while the United Republic of Tanzania caught at least 95 000 t y?1. For the period 1950–2005, reconstructed total marine catches were 6.2 and 1.7 times greater than data supplied to FAO by Mozambique and Tanzania respectively. The reliance on incomplete and substantially under-reported national data puts authorities under serious risk of over-licensing fishing access and mismanaging marine ecosystems and national food security.  相似文献

Many coastal communities have strong links to fishing that span generations where fishing is a way of life that goes beyond the means to earning a living. Fishing's influence is not confined to those activities that take place at sea, but spills over onto land to create a particular identity and sense of place in coastal towns inherently linked to fishing. Using Hastings in south-east England, with Britain's largest beach-launched fleet, as a case study, this paper considers how marine fishing contributes to place-making. Through an examination of the physical environment and semi-structured interviews, the study found that fishers have deep attachments to the fishing beach, called the Stade, which also defines their identity as individuals and as a fishing community. Non-fishers also value the contribution that fishing makes to the character of the town and its importance for related industries such as tourism. A deeper understanding of the attachments that fishers and non-fishers form with fishing places is needed to inform both local planning and regeneration strategies and, more broadly, fisheries and marine policy.  相似文献

Fish stocks associated with seamounts may be particularly susceptible to overexploitation. From January to July 2001, the Spanish Oceanographic Institute (IEO) conducted an experimental fishing survey entitled ‘Palguinea-2001’ on the seamounts of the Sierra Leone Rise. Beryx splendens (commonly called alfonsino) is the main commercial demersal fish associated with this area. The aim of this study was to investigate the effects of a demersal longline fishery targeting B. splendens on the previously unexploited small Machucambo Seamount over a short time-scale, and also to consider trends in pooled catch rate at another four seamounts. During 110 fishing days at Machucambo, a total catch of 207 tonnes of B. splendens was taken with a fishing effort of 1 309 070 hooks. A spectral analysis and red-noise spectra procedure (REDFIT) algorithm was used to identify the red-noise spectrum from the gaps in the observed time-series of catch per unit effort by weight. Our results show the potential impact of longline fishing pressure on an unexploited ecosystem – after approximately 50 fishing days, the stock appeared to decline substantially, as reflected by a marked drop in catch per unit effort. The apparent rapid decline of the stock might be related to the small size and the virgin state of the Sierra Leone seamounts. The results could be extrapolated to similar small seamounts elsewhere.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

The aim of this paper is to determine whether British and German sea fisheries policies have been shaped by domestic factors or by European Union (EU) institutions. To achieve this aim, British and German perceptions of the EU's Common Fisheries Policy (CFP) were compared using two alternative theories of EU integration: Moravscik's Liberal Intergovernmentalism and Pierson's Historical Institutionalism. The perceptions of three sets of respondents—fisheries scientists, fishers, and politicians—were investigated in each country to determine whether they saw the CFP as a means of attaining their own nation's domestic fisheries agenda (as Liberal Intergovernmentalism would argue), or as an institutional champion of European fisheries as a whole (as might be predicted by Historical Institutionalism). The article concludes that although there were elements of both theories evident in each country's perceptions, British perceptions were more strongly indicative of Historical Institutionalism than Liberal Intergovernmentalism, and German perceptions were more strongly indicative of Liberal Intergovernmentalism than Historical Institutionalism. This difference is exemplified in Britain's euroscepticism (which sees EU institutions as obstacles to British fisheries’ interests), and Germany's environmentalism (which sees EU institutions as synchronising with Germany's national priorities).  相似文献

This paper assesses the extent to which the importance of a country's fisheries sector is reflected in its national development plan/poverty reduction strategy paper. We hypothesize that those countries in which the sector plays an integral role in enhancing trade and food security are most likely to effectively incorporate fisheries in their development plans. This is examined through the systematic assessment of the contents of such plans. We find that while five countries offer a compelling case regarding mainstreaming, only two have significantly done so. Reasons are suggested and areas for future research highlighted.  相似文献

This paper analyses the perceptions of Spanish fishermen working in Atlantic fishing grounds on current fishery regulation measures and the possibility of introducing transferable rights as is established in the EC's latest proposal to reform the Common Fisheries Policy. A survey was conducted through face-to-face interviews and ordered logistic and multiple regression models to identify which characteristics influence fishermen's perceptions and attitudes. The results show that the fleet segments most in favour of implementing ITQs correspond to industrial fishing, while the smaller-scale fisheries (artisanal, gillnets, longline and coastal trawl) are more in favour of a system involving individual effort (fishing days or kW days), transferable or otherwise.  相似文献

This paper examines the effects of neoliberalization on the opportunities and constraints that fishing cooperatives face in Yucatán, Mexico. Cooperatives have the potential to enhance small-scale fishing livelihoods and participate in sustainable resource governance. However, promoting cooperatives’ success entails developing a realistic understanding of the political and economic contexts in which they operate. Drawing on interview and census data, the analysis employs the theory of club goods to examine how the neoliberalization of Mexican fisheries policies in the 1980s and 1990s has affected cooperatives’ ability to provide members with collective benefits, and thus the success and failure of fishing cooperatives in the region. In general, neoliberalization has reduced support to fishing cooperatives and generated greater challenges for their success in Yucatán. The results of this study are likely relevant to many other small-scale fisheries in the South that have undergone similar processes of neoliberalization.  相似文献

Recreational fishing mortality can have a major impact on coastal fish populations, bringing recreational fishers into conflict with commercial fisheries. This article reviews exclusion zones for commercial fishing, or ‘recreational fishing areas’ as a solution to the conflict between commercial and recreational fisheries. Recently designated recreational fishing areas in the state of Queensland, Australia are examined as a case-study. The goal of recreational fishing areas is to enhance recreational fishing and provide economic opportunities through charter fishing. However, recently designated recreational fishing areas in Queensland have not been thoroughly assessed for their social, economic and environmental impacts and they are not integrated within existing management frameworks for fisheries. The designation of recreational fishing areas is thus a shift away from evidence-based management in Queensland's fisheries and has likely occurred solely for political reasons – there are more voters in the recreational fishery than commercial fishery. In Queensland, excluding commercial fishing on its own is unlikely to result in long-term benefits to recreational fisheries because recreational harvest is a major component of fish harvest for some key species and there is no legislated limit to recreational harvest. Current political attention on recreational fishing areas provides an opportunity for fisheries managers, politicians, conservation groups and the public to discuss what is needed to manage sustainable coastal fisheries. In particular, recreational fishing areas need to be combined with efforts to enhance stewardship among recreational fishers if they are to be successful in the long-term.  相似文献

The Food and Agriculture Organization (FAO) Committee on Fisheries (COFI) adopted an International Plan of Action for the Management of Fishing Capacity, which calls for all member states to achieve efficient, equitable and transparent management of fishing capacity by 2005. Based on the theoretical review of fishing capacity management, this paper examines the major practices made by China's government in managing the fishing capacity of its marine capture fisheries. The Marine Living Resources Act (MLRA), which was enacted in 1998, is the primary legislation addressing South Africa's marine fisheries. In June 2012, another important instrument, the Policy for the Small Scale Fisheries Sector (SSFP) in South Africa, was adopted to rectify the exclusion of many small-scale fishers from access to resources, that had resulted from weaknesses in the MLRA. This paper assesses the MLRA, aspects of the SSFP and selected other subsidiary policies and regulations in relation to current best-practices, especially the extent to which they support an ecosystem approach to fisheries (EAF). The study concludes that there are some serious gaps and shortcomings in the MLRA that should be addressed. These include, among others, the need to: (i) revise the MLRA so as to incorporate requirements for open and transparent management and governance; (ii) entrench the principles of co-management, emphasised in the SSFP, for all fisheries; and (iii) include a legal requirement for detailed management plans for all fisheries. Despite these shortcomings, there has been considerable progress in implementation of EAF, at least in the country's bigger fisheries. However, this should not be seen as a justification for avoiding or delaying a revision of the MLRA to bring it into line with modern best-practices as encompassed by EAF.  相似文献

Many fish stocks in the world are depleted as a result of overexploitation, which reduces stock productivity and results in loss of potential yields. In this study we analyzed the catch trends and approximate thresholds of sustainable fishing for fished stocks to estimate the potential loss of catch and revenue of global fisheries as a result of overexploitation during the period of 1950–2010 in 14 FAO fishing areas. About 35% of stocks in the global marine ocean have or had suffered from overexploitation at present. The global catch losses amounted to 332.8 million tonnes over 1950–2010, resulting in a direct economic loss of US$298.9 billion(constant 2005 US$).Unsustainable fishing caused substantial potential losses worldwide, especially in the northern hemisphere.Estimated potential losses due to overfishing for different groups of resources showed that the low-value but abundant small-medium pelagics made the largest contribution to the global catch loss, with a weight of 265.0 million tonnes. The geographic expansion of overfishing not only showed serial depletion of world's fishery resources, but also reflected how recent trends towards sustainability can stabilize or reverse catch losses.Reduction of global fishing capacity and changes in fishery management systems are necessary if the long-term sustainability of marine fisheries in the world is to be achieved.  相似文献

This paper surveys the current state and major trends in global fisheries; the environmental and social dimensions of fisheries; and explains how the international community has tried to meet the policy challenges associated with oceans and fisheries. The ocean and the freshwater ecosystems of the world make significant contributions to people's well-being via the many vital social and environmental services they provide (for example, food and nutrition, employment and incomes, carbon cycling and sequestration). The impact that the increase in fishing since the 1950s has had on wild fish stocks, and the significant increase in aquaculture production in the 20th century, have resulted in severe environmental impacts. This has significant effects on marine ecosystems and the health of oceans. The erosion of the resource undermines communities' long-term interests, including food security, employment, and income. Attempts by the global community to address challenges of sustainable production by improving the governance and management of fisheries resources range from national management of fisheries resources, to regional fisheries management organisations (RFMOs) for international fisheries stocks. These attempts have not always successfully met the challenge of balancing current and future use of fisheries.  相似文献

This article examines China's distant water fishing industry, with a focus on China's bilateral fisheries access agreements in Africa. The article argues that China largely conforms to international norms and rules on sustainable fisheries, but that challenges remain in efforts to work with China on the sustainable management of fish stocks. Developed countries contribute to China's policies and behavior in international fisheries in both positive and negative ways.  相似文献

A detailed understanding of fishing activity in Scottish waters is required to inform marine spatial planning. Larger fishing vessels are fitted with Vessel Monitoring Systems (VMS) offering spatial information on fishing activity. VMS does not cover smaller vessels (under 15 m), which fish predominantly in inshore waters where the competition for space is often greatest. To improve knowledge of the distribution of fishing activity and value of fisheries in Scotland's inshore waters, Marine Scotland conducted a participatory fisheries mapping project, known as ScotMap. The data were collected during face-to-face interviews with 1090 fishermen of Scottish registered commercial fishing vessels under 15 m in overall length and relate to fishing activity for the period 2007–2011. Interviewees were asked to identify the areas in which they fish, estimate the contribution these areas make to vessel earnings, and to provide associated information. The majority of interviews relate to creel fishing. The data collected were aggregated to provide mapped outputs of the monetary value, relative importance to fishermen and the usage of the seas around Scotland (number of fishing vessels and number of crew). ScotMap outputs provide information on the locations of inshore fishing activities and the economic importance of different sea areas at a much higher spatial resolution than was previously possible. Outputs have informed marine policy development, provide a valuable resource for marine spatial planning in Scotland and illustrate how participatory mapping can generate useful resources on the location and importance of inshore fishing areas.  相似文献

Conflicts between artisanal and industrial fishermen—targeting increasingly scarce resources in Senegal—are posing a serious threat to human security and are only symbolically addressed by the country's fisheries governance regime. Severely outmatched in terms of political influence and size, artisanal fishermen are more vulnerable to the fallout of conflicts at sea. The loss of fishing materials threatens the livelihoods of fishermen and their families; collisions and violence between members of the two sectors often result in injury and death. This study examines at-sea interactions between Senegal's artisanal and industrial sectors and the formal and informal mechanisms in place for managing them. Conflictive interactions are found to co-exist alongside cooperative ones and both emerge in response to changes in marine resource abundance and management. Formal systems in place to mediate at-sea conflicts are ineffective and seldom used by artisanal fishermen, who either accept their losses, attempt to informally resolve conflicts with industrial actors or resort to violence.  相似文献
