An inexact double-sided fuzzy chance-constrained programming (IDFCCP) method was developed in this study and applied to an agricultural effluent control management problem. IDFCCP was formulated through incorporating interval linear programming (ILP) into a double-sided fuzzy chance-constrained programming (DFCCP) framework, and could be used to deal with uncertainties expressed as not only possibility distributions associated with both left- and right-hand-side components of constraints but also discrete intervals in the objective function. The study results indicated that IDFCCP allowed violation of system constraints at specified confidence levels, where each confidence level consisted of two reliability scenarios. This could lead to model solutions with high system benefits under acceptable risk magnitudes. Furthermore, the introduction of ILP allowed uncertain information presented as discrete intervals to be communicated into the optimization process, such that a variety of decision alternatives can be generated by adjusting the decision-variable values within their intervals. The proposed model could help decision makers establish various production patterns with cost-effective water quality management schemes under complex uncertainties, and gain in-depth insights into the trade-offs between system economy and reliability.  相似文献

Water resources systems are associated with a variety of complexities and uncertainties due to socio-economic and hydro-environmental impacts. Such complexities and uncertainties lead to challenges in evaluating the water resources management alternatives and the associated risks. In this study, the factorial analysis and fuzzy random value-at-risk are incorporated into a two-stage stochastic programming framework, leading to a factorial-based two-stage programming with fuzzy random value-at-risk (FTSPF). The proposed FTSPF approach aims to reveal the impacts of uncertainty parameters on water resources management strategies and the corresponding risks. In detail, fuzzy random value-at-risk is to reflect the potential risk about financial cost under dual uncertainties, while a multi-level factorial design approach is used to reveal the interaction between feasibility degrees and risk levels, as well as the relationships (including curvilinear relationship) between these factors and the responses. The application of water resources system planning makes it possible to balance the satisfaction of system benefit, the risk levels of penalty and the feasibility degrees of constraints. The results indicate that decision makers would pay more attention to the tradeoffs between the system benefit and feasibility degree, and the water allocation for agricultural section contributes most to control the financial loss of water. Moreover, FTSPF can generate a higher system benefit and more alternatives under various risk levels. Therefore, FTSPF could provide more useful information for enabling water managers to identify desired policies with maximized system benefit under different system-feasibility degrees and risk levels.  相似文献

Abstract

Groundwater is an important water resource and its management is vital for integrated water resources development in semiarid catchments. The River Shiyang catchment in the semiarid area of northwestern China was studied to determine a sustainable multi-objective management plan of water resources. A multi-objective optimization model was developed which incorporated water supplies, groundwater quality, ecology, environment and economics on spatial and temporal scales under various detailed constraints. A calibrated groundwater flow model was supplemented by grey simulation of groundwater quality, thus providing two lines of evidence to use in the multi-objective water management. The response matrix method was used to link the groundwater simulation models and the optimization model. Multi-phase linear programming was used to minimize and compromise the objectives for the multi-period, conjunctive water use optimization model. Based on current water demands, this water use optimization management plan was able to meet ecological, environmental and economic objectives, but did not find a final solution to reduce the overall water deficit within the catchment.  相似文献

A standard lower-side attainment values based inexact fuzzy two-stage programming (SLA-IFTSP) approach is proposed for supporting multi-water resources management under multi-uncertainties. The method improves upon the existing inexact two-stage stochastic programming by the introduction of a standard average lower-side attainment values based fuzzy linear programming. Multi-uncertainties such as intervals, probabilistic and/or possibilistic distributions and their combinations in water resources management can be directly communicated into the water allocation process. The risk of infeasibility caused by the random water availabilities can be analyzed by imposing economic penalties when the designed water allocations would not be satisfied after the occurrence of random seasonal flows. Based on the standard average lower-side attainment index, the fuzzy random relationships representing various subjective judgments in the model can be transformed into corresponding deterministic ones without additional constraints, and thus guarantee a higher computational efficiency. A hypothetical case regarding two-source water resources management is adopted for demonstrating its applicability. Reasonable solutions have been generated. They provide desired water allocations with maximized system benefit under different water availability levels. The solutions of intervals with different probabilities can be used for generating decision alternatives. Comparisons between the solutions from SLA-IFTSP and those from ITSP are also undertaken. They show that SLA-IFTSP can generate more reasonable water allocation patterns with higher net system benefits than ITSP.  相似文献

All realistic Multi Criteria Decision Making (MCDM) problems in water resources management face various kinds of uncertainty. In this study the evaluations of the alternatives with respect to the criteria will be assumed to be stochastic. Fuzzy linguistic quantifiers will be used to obtain the uncertain optimism degree of the Decision Maker (DM). A new approach for stochastic-fuzzy modeling of MCDM problems will be then introduced by merging the stochastic and fuzzy approaches into the Ordered Weighted Averaging (OWA) operator. The results of the new approach, entitled SFOWA, give the expected value and the variance of the combined goodness measure for each alternative, which are essential for robust decision making. In order to combine these two characteristics, a composite goodness measure will be defined. By using this measure the model will give more sensitive decisions to the stakeholders whose optimism degrees are different than that of the decision maker. The methodology will be illustrated by using a water resources management problem in the Central Tisza River in Hungary. Finally, SFOWA will be compared to other methods known from the literature to show its suitability for MCDM problems under uncertainty.  相似文献

In this study, a two-stage fuzzy chance-constrained programming (TFCCP) approach is developed for water resources management under dual uncertainties. The concept of distribution with fuzzy probability (DFP) is presented as an extended form for expressing uncertainties. It is expressed as dual uncertainties with both stochastic and fuzzy characteristics. As an improvement upon the conventional inexact linear programming for handling uncertainties in the objective function and constraints, TFCCP has advantages in uncertainty reflection and policy analysis, especially when the input parameters are provided as fuzzy sets, probability distributions and DFPs. TFCCP integrates the two-stage stochastic programming (TSP) and fuzzy chance-constrained programming within a general optimization framework. TFCCP incorporates the pre-regulated water resources management policies directly into its optimization process to analyze various policy scenarios; each scenario has different economic penalty when the promised amounts are not delivered. TFCCP is applied to a water resources management system with three users. Solutions from TFCCP provide desired water allocation patterns, which maximize both the system’s benefits and feasibility. The results indicate that reasonable solutions were generated for objective function values and decision variables, thus a number of decision alternatives can be generated under different levels of stream flows, α-cut levels and fuzzy dominance indices.  相似文献

An inexact fuzzy-random-chance-constrained programming model (IFRCCMM) was developed for supporting regional air quality management under uncertainty. IFRCCMM was formulated through integrating interval linear programming within fuzzy-random-chance-constrained programming framework. It could deal with parameter uncertainties expressed as not only fuzzy random variables but also discrete intervals. Based on the stochastic and fuzzy chance-constrained programming algorithms, IFRCCMM was solved when constraints was satisfied under different satisfaction and violation levels of constraints, leading to interval solutions with different risk and cost implications. The proposed model was applied to a regional air quality management problem for demonstration. The obtained results indicated that the proposed model could effectively reflect uncertain components within air quality management system through employing multiple uncertainty-characterization techniques (in random, fuzzy and interval forms), and help decision makers analyze trade-offs between system economy and reliability. In fact, many types of solutions (i.e. conservative solutions with lower risks and optimistic solutions with higher risks) provided by IFRCCMM were suitable for local decision makers to make more applicable decision schemes according to their understanding and preference about the risk and economy. In addition, the modeling philosophy is general and applicable to many other environmental problems that may be complicated with multiple forms of uncertainties.  相似文献

A superiority–inferiority-based fuzzy-stochastic integer programming (SI-FSIP) method is developed for water resources management under uncertainty. In the SI-FSIP method, techniques of fuzzy mathematical programming with the superiority and inferiority measures and joint chance-constrained programming are integrated into an inexact mixed integer linear programming framework. The SI-FSIP improves upon conventional inexact fuzzy programming by directly reflecting the relationships among fuzzy coefficients in both the objective function and constraints with a high computational efficiency, and by comprehensively examining the risk of violating joint probabilistic constraints. The developed method is applied to a case study of water resources planning and flood control within a multi-stream and multi-reservoir context, where several studied cases (including policy scenarios) associated with different joint and individual probabilities are investigated. Reasonable solutions including binary and continuous decision variables are generated for identifying optimal strategies for water allocation, flood diversion and capacity expansion; the tradeoffs between total benefit and system-disruption risk are also analyzed. As the first attempt for planning such a water-resources system through the SI-FSIP method, it has potential to be applied to many other environmental management problems.  相似文献

过去几十年太湖流域经济社会快速发展,但由于经济增长方式尚未根本转变,流域水循环系统遭到无序干扰和破坏,太湖水污染问题严重,水质型缺水问题突出,流域水安全面临巨大挑战. “引江济太”作为太湖流域水安全保障的关键措施和流域水环境综合治理的重要举措,自2002年启动实施以来,以丰补枯,增加流域水资源供给;以动治静,抑制太湖蓝藻大规模暴发,改善流域区域水环境;科学应对,保障突发水污染事件和重大活动期间供水安全,取得了显著的综合效益,社会各界予以了广泛关注. 本文基于监测数据和大量文献,在综述“引江济太”实践背景、过程和成效的基础上,重点围绕“引江济太”调度模式、水量水质保障、洪旱风险管控、调水事件驱动等进行了研究. 结果表明,“引江济太”通过试验探索回答了流域治理管理的一些关键科学问题,已经成为提升流域水资源和水环境承载能力的重要手段. 面对极端气候变化、流域水循环格局变化、保障长三角一体化高质量发展水安全新需求和挑战,建议“引江济太”实践中,探索多目标统筹协调调度、开展数字孪生太湖调水、促进流域骨干水网建设,实现”引江济太”综合效益最大化.  相似文献

An inexact stochastic fuzzy programming (ISFP) approach has been developed for the optimization of the industrial structure in resource-based city subjected to water resources under uncertainty in present study. The ISFP method incorporates the techniques of inexact stochastic programming and inexact fuzzy chance-constrained programming, where the uncertainties are expressed as interval, fuzzy sets, and probability distribution, respectively. Moreover, it can also examine the risk of violating fuzzy tolerance constraints. The developed method is subsequently employed in a realistic case for industrial development in the Jinchang city, Gansu province, China. The result can help to analyze whether the water resources carrying capacity of Jinchang can meet the need of local economic development plan under uncertainty and help decision maker to optimize the industry structure under water resource constraints to meet the maximum economic efficiency.  相似文献

A fuzzy parameterized probabilistic analysis (FPPA) method was developed in this study to assess risks associated with environmental pollution-control problems. FPPA integrated environmental transport modeling, fuzzy transformation, probabilistic risk assessment, fuzzy risk quantification into a general risk assessment framework, and was capable of handling uncertainties expressed as fuzzy-parameterized stochastic distributions. The proposed method was applied to two environmental pollution problems, with one being about the point-source pollution in a river system with uncertain water quality parameters and the other being concerned with groundwater contaminant plume from waste landfill site with poorly known contaminant physical properties. The study results indicated that the complex uncertain features had significant impacts on modeling and risk-assessment outputs; the degree of impacts of modeling parameters were highly dependent on the level of imprecision of these parameters. The results also implied that FPPA was capable of addressing vagueness or imprecision associated with probabilistic risk evaluation, and help generate risk outputs that could be elucidated under different possibilistic levels. The proposed method could be used by environmental managers to evaluate trade-offs involving risks and costs, as well as identify management solutions that sufficiently hedge against dual uncertainties.  相似文献

A concept of the distribution with fuzzy boundary interval probability is defined to address multiple uncertainties expressed as integration of intervals, fuzzy sets and probability distributions. IFCTIP integrates the inexact programming, two-stage stochastic programming, integer programming and fuzzy-stochastic programming within a general optimization framework. IFCTIP incorporates the pre-regulated water-diversion policies directly into its optimization process to analyze various policy scenarios; each scenario has different economic penalty when the promised targets are violated. More importantly, it can facilitate dynamic programming for decisions of capacity-expansion planning under fuzzy-stochastic conditions. IFCTIP is applied to a flood management system. Solutions from IFCTIP provide desired flood diversion plans with a minimized system cost and a maximized safety level. The results indicate that reasonable solutions are generated for objective function values and decision variables, thus a number of decision alternatives can be generated under different levels of flood flows.  相似文献

Water quality management is a significant item in the sustainable development of wetland system, since the environmental influences from the economic development are becoming more and more obvious. In this study, an inexact left-hand-side chance-constrained fuzzy multi-objective programming (ILCFMOP) approach was proposed and applied to water quality management in a wetland system to analyze the tradeoffs among multiple objectives of total net benefit, water quality, water resource utilization and water treatment cost. The ILCFMOP integrates interval programming, left-hand-side chance-constrained programming, and fuzzy multi-objective programming within an optimization framework. It can both handle multiple objectives and quantify multiple uncertainties, including fuzziness (aspiration level of objectives), randomness (pollutant release limitation), and interval parameters (e.g. water resources, and wastewater treatment costs). A representative water pollution control case study in a wetland system is employed for demonstration. The optimal schemes were analyzed under scenarios at different probabilities (p i , denotes the admissible probability of violating the constraint i). The optimal solutions indicated that, most of the objectives would decrease with increasing probability levels from scenarios 1 to 3, since a higher constraint satisfaction probability would lead to stricter decision scopes. This study is the first application of the ILCFMOP model to water quality management in a wetland system, which indicates that it is applicable to other environmental problems under uncertainties.  相似文献

In this study, a risk aversion based interval stochastic programming (RAIS) method is proposed through integrating interval multistage stochastic programming and conditional value at risk (CVaR) measure for tackling uncertainties expressed as probability distributions and intervals within a multistage context. The RAIS method can reflect dynamic features of the system conditions through transactions at discrete points in time over the planning horizon. Using the CVaR measure, RAIS can effectively reflect system risk resulted from random parameters. When random events are occurred, the adjustable alternatives can be achieved by setting desired targets according to the CVaR, which could make the revised decisions to minimize the economic penalties. Then, the RAIS method is applied to planning agricultural water management in the Zhangweinan River Basin that is plagued by drought due to serious water scarcity. A set of decision alternatives with different combinations of risk levels employed to the objective function and constraints are generated for planning water resources allocation. The results can not only help decision makers examine potential interactions between risks under uncertainty, but also help generate desired policies for agricultural water management with a maximized payoff and a minimized loss.  相似文献

A robust risk analysis method (RRAM) is developed for water resource decision making under uncertainty. This method incorporates interval-parameter programming and robust optimization within a stochastic programming framework. In the RRAM formulation, penalties are exercised with the recourse against any infeasibility, and robustness measures are introduced to examine the variability of the second stage costs which are above the expected levels. In this study, a number of weighting levels are considered which correspond to the robustness levels of risk control. Generally, a plan with a higher robust level would better resist from system risk. Thus, decision with a lower robust level can correspond to a higher risk of system failure. There is a tradeoff between system cost and system reliability. The RRAM is applied to a case of water resource management. The modeling results can help generate desired decision alternatives that will be particularly useful for risk-aversive decision makers in handling high-variability conditions. The results provide opportunities to managers to make decisions based on their own preferences on system stability and economy, and ensure that the management policies and plans be made with reasonable consideration of both system cost and risk.  相似文献

Urban water supply systems (UWSS) are generally composed of water sources, transmission pipes, treatment plants, and distribution networks from source to tap and usually are exposed to variety of uncertain threatening hazards. These threats can be divided to three main groups of natural, human-made, and operational hazards which affect either water quantity or water quality. In order to evaluate the reliability of water supply systems, risk assessment tools must be used to identify threats, their probability, and consequences and vulnerabilities of each element of these systems against the hazards. Due to the complexity and uncertainties affecting water supply systems and threatening hazards, a comprehensive and effective risk assessment method is required. In this study, an integrated fuzzy hierarchical risk assessment model for water supply systems (IFHRA-WSS) is proposed to assess hazards in a complex UWSS using a systematic approach incorporating both water quantity and quality issues. This model uses a hierarchical framework for breaking down the UWSS infrastructures to their interrelated elements to reduce the overall complexity of the system. It also considers uncertainties using Fuzzy Logic approach. Effects of functional interdependencies between different components of the system have also been considered in the vulnerability analysis. IFHRA-WSS incorporates the contributions of urban water experts in a group risk assessment procedure in a way that they can be easily expressed in terms of the qualitative and quantitative risk measures. Efficiency of this model has been examined in a case study which includes a large part of a drinking water supply system in a major city in Iran. This system includes all the elements of the UWSS from the delivery point to the consumption point. In the case study, different components and subcomponents of this system have been ranked based on their estimated risk values. It is envisaged that the results of the proposed model can help the decision makers to plan for effective risk mitigation measures.  相似文献

An integrated fuzzy simulation-assessment method (FSAM) was developed for assessing environmental risks from petroleum hydrocarbon contamination in ground water. In the FSAM, techniques of fuzzy simulation and fuzzy risk assessment were coupled into a general framework to reflect a variety of system uncertainties. A petroleum-contaminated site located in western Canada was selected as a study case for demonstrating applicability of the proposed method. The risk assessment results demonstrated that system uncertainties would significantly impact expressions of risk-level outputs. A relatively deterministic expression of the risks would have clearer representations of the study problem but may miss valuable uncertain information; conversely, an assessment under vaguer system conditions would help reveal potential consequences of adverse effects but would suffer from a higher degree of fuzziness in presenting the modeling outputs. Based on the risk assessment results, a decision analysis procedure was used to calculate a general risk index (GRI) to help identify proper responsive actions. The proposed method was useful for evaluating risks within a system containing multiple factors with complicated uncertainties and interactions and providing support for identifying proper site management strategies.  相似文献

Planning of water resources systems is often associated with many uncertain parameters and their interrelationships are complicated. Stochastic planning of water resources systems is vital under changing climate and increasing water scarcity. This study proposes an interval-parameter two-stage optimization model (ITOM) for water resources planning in an agricultural system under uncertainty. Compared with other optimization techniques, the proposed modeling approach offers two advantages: first, it provides a linkage to pre-defined water policies, and; second, it reflects uncertainties expressed as probability distributions and discrete intervals. The ITOM is applied to a case study of irrigation planning. Reasonable solutions are obtained, and a variety of decision alternatives are generated under different combinations of water shortages. It provides desired water-allocation patterns with respect to maximum system benefits and highest feasibility. Moreover, the modeling results indicate that an optimistic water policy corresponding to higher agricultural income may be subject to a higher risk of system-failure penalties; while, a too conservative policy may lead to wastage of irrigation supplies.  相似文献

A fuzzy chance-constrained linear fractional programming method was developed for agricultural water resources management under multiple uncertainties. This approach improved upon the previous programming methods, and could reflect the ratio objective function and multiple uncertainties expressed as probability distributions, fuzzy sets, and their combinations. The proposed approach is applied to an agricultural water resources management system where many crops are considered under different precipitation years. Through the scenarios analyses, the multiple alternatives are presented. The solutions show that it is applicable to practical problems to address the crop water allocation under the precipitation variation and sustainable development with ratio objective function of the benefit and the irrigation amount. It also provides bases for identifying desired agriculture water resources management plans with reasonable benefit and irrigation schedules under crops.  相似文献

引调水是改善平原河网地区水环境的重要方法之一,通过构建太湖流域走马塘东南片平原河网区一维水动力水质数学模型,研究不同引调水方案对区域水环境改善效果,确定引调水过程中的异质性因子.从决策目标、水质指标、空间指标3个层面综合考虑,构建环境效益与经济效益结合的多目标函数及评价体系,对引调水方案进行评估优选.结果表明:引调水流量较大时,能够在一定程度上改善区域水环境状况,规划方案下引调水5 d后,高锰酸盐指数、氨氮、总磷的平均改善率分别为30.7%、22.2%、26.4%;引调水时,区域河网中不同空间点位、不同水质指标之间的水质改善过程与效果都存在一定异质性;引调水水量、调度模式及污染源分布都会对调水后的河网区水质产生差异性影响;本研究建立的多目标评价体系较现有方法能够有效涵盖引调水中存在的异质性因子,从多个目标层面优选引调水方案,实现水量水质综合优化调控,为平原河网地区水环境长效管理与科学决策提供理论参考.  相似文献
