Effective climate policy will consist of mitigation and adaptation implemented simultaneously in a policy portfolio to reduce the risks of climate change. Previous studies of the tradeoffs between mitigation and adaptation have implicitly framed the problem deterministically, choosing the optimal paths for all time. Because climate change is a long-term problem with significant uncertainties and opportunities to learn and revise, critical tradeoffs between mitigation and adaptation in the near-term have not been considered. We propose a new framework for considering the portfolio of mitigation and adaptation that explicitly treats the problem as a multi-stage decision under uncertainty. In this context, there are additional benefits to near-term investments if they reduce uncertainty and lead to improved future decisions. Two particular features are fundamental to understanding the relevant tradeoffs between mitigation and adaptation: (1) strategy dynamics over time in reducing climate damages, and (2) strategy dynamics under uncertainty and potential for learning. Our framework strengthens the argument for disaggregating adaption as has been proposed by others. We present three stylized classes of adaptation investment types as a conceptual framework: short-lived “flow” spending, committed “stock” investment, and lower capacity “option” stock with the capability of future upgrading. In the context of sequential decision under uncertainty, these subtypes of adaptation have important tradeoffs among them and with mitigation. We argue that given the large policy uncertainty that we face currently, explicitly considering adaptation “option” investments is a valuable component of a near-term policy response that can balance between the flexible flow and committed stock approaches, as it allows for the delay of costly stock investments while at the same time allowing for lower-cost risk management of future damages.  相似文献

One of the most controversial conclusions to emerge from many of the first generation of integrated assessment models (IAMs) of climate policy was the perceived economic optimality of negligible near-term abatement of greenhouse gases. Typically, such studies were conducted using smoothly varying climate change scenarios or impact responses. Abrupt changes observed in the climatic record and documented in current models could substantially alter the stringency of economically optimal IAM policies. Such abrupt climatic changes — or consequent impacts — would be less foreseeable and provide less time to adapt, and thus would have far greater economic or environmental impacts than gradual warming. We extend conventional, smooth IAM analysis by coupling a climate model capable of one type of abrupt change to a well-established energy–economy model (DICE). We compare the DICE optimal policy using the standard climate sub-model to our version that allows for abrupt change — and consequent enhanced climate damage — through changes in the strength (and possible collapse) of the North Atlantic thermohaline circulation (THC). We confirm the potential significance of abrupt climate change to economically optimal IAM policies, thus calling into question all previous work neglecting such possibilities — at the least for the wide ranges of relevant social and climate system parameters we consider. In addition, we obtain an emergent property of our coupled social–natural system model: “optimal policies” that do consider abrupt changes may, under relatively low discount rates, calculate emission control levels sufficient to avoid significant abrupt change, whereas “optimal policies” disregarding abrupt change would not prevent this non-linear event. However, there is a threshold in discount rate above which the present value of future damages is so low that even very large enhanced damages in the 22nd century, when a significant abrupt change such as a THC collapse would be most likely to occur, do not increase optimal control levels sufficiently to prevent such a collapse. Thus, any models not accounting for potential abrupt non-linear behavior and its interaction with the discounting formulation are likely to miss an important set of possibilities relevant to the climate policy debate.  相似文献

Most deliberations on climate policy are based on a mitigation response that assumes a gradually increasing reduction over time. However, situations may occur where a more urgent response is needed. A key question for climate policy in general, but even more in the case a rapid response is needed, is: what are the characteristic response times of the response options, such as rapid mitigation or solar radiation management (SRM)? This paper explores this issue, which has not received a lot of attention yet, by looking into the role of both societal and physical response times. For mitigation, technological and economic inertia clearly limit reduction rates with considerable uncertainty corresponding to political inertia and societies’ ability to organize rapid mitigation action at what costs. The paper looks into a rapid emission reductions of 4–6 % annually. Reduction rates at the top end of this range (up to 6 %) could effectively reduce climate change, but only with a noticeable delay. Temperatures could be above those in the year of policy introduction for more than 70 years, with unknown consequences of overshoot. A strategy based on SRM is shown to have much shorter response times (up to decades), but introduces an important element of risk, such as ocean acidification and the risk of extreme temperature shifts in case action is halted. Above all, the paper highlights the role of response times in designing effective policy strategies implying that a better understanding of these crucial factors is required.  相似文献

Socio-economic scenarios constitute an important tool for exploring the long-term consequences of anthropogenic climate change and available response options. A more consistent use of socio-economic scenarios that would allow an integrated perspective on mitigation, adaptation and residual climate impacts remains a major challenge. We assert that the identification of a set of global narratives and socio-economic pathways offering scalability to different regional contexts, a reasonable coverage of key socio-economic dimensions and relevant futures, and a sophisticated approach to separating climate policy from counter-factual “no policy” scenarios would be an important step toward meeting this challenge. To this end, we introduce the concept of “shared socio-economic (reference) pathways”. Sufficient coverage of the relevant socio-economic dimensions may be achieved by locating the pathways along the dimensions of challenges to mitigation and to adaptation. The pathways should be specified in an iterative manner and with close collaboration between integrated assessment modelers and impact, adaptation and vulnerability researchers to assure coverage of key dimensions, sufficient scalability and widespread adoption. They can be used not only as inputs to analyses, but also to collect the results of different climate change analyses in a matrix defined by two dimensions: climate exposure as characterized by a radiative forcing or temperature level and socio-economic development as classified by the pathways. For some applications, socio-economic pathways may have to be augmented by “shared climate policy assumptions” capturing global components of climate policies that some studies may require as inputs. We conclude that the development of shared socio-economic (reference) pathways, and integrated socio-economic scenarios more broadly, is a useful focal point for collaborative efforts between integrated assessment and impact, adaptation and vulnerability researchers.  相似文献

2C or not 2C?     
Political attention has increasingly focused on limiting warming to 2 °C. However, there is no consensus on both questions “Is the 2 °C target achievable?” and “What should be done with this target that becomes increasingly difficult to achieve?”. This paper aims at disentangling the points of deep uncertainty underlying this absence on consensus. It first gives simple visualizations of the challenge posed by the 2 °C target and shows how key assumptions (on the points of deep uncertainty) influence the answer to the target achievability question. It then proposes an “uncertainties and decisions tree”, linking different beliefs on climate change, the achievability of different policies, and current international policy dynamics to various options to move forward on climate change.  相似文献

Public support for carbon emissions mitigation is crucial to motivate action to address global issues like climate change and ocean acidification (OA). Yet in the public sphere, carbon emissions mitigation policies are typically discussed in the context of climate change and rarely in the context of OA or other global change outcomes. In this paper, we advance research on OA and climate change perceptions and communication, by (i) examining causal beliefs about ocean acidification, and (ii) measuring support for mitigation policies from individuals presented with one of five different policy frames (climate change, global warming, carbon pollution, air pollution, and ocean acidification). Knowledge about OA causes and consequences is more widespread than we anticipated, though still generally low. Somewhat surprisingly, an “air pollution” mitigation frame elicits the highest degree of policy support overall, while “carbon pollution” performs no better than “climate change” or “global warming.” Framing effects are in part contingent on prior knowledge and attitudes, and mediated by concern. Perhaps due to a lack of OA awareness, the OA frame generates the least support overall, although it seems to close the gap in support associated with political orientation: the OA frame increases support among those (few) conservatives who report having heard of OA before the survey. These findings complement previous work on climate change communication and suggest the need for further research into OA as an effective way to engage conservatives in carbon emissions mitigation policy. This paper examines global demographic change as a driver of migration within the context of anticipated climate change. It begins by briefly considering some theoretical formulations which relate demographic change and migration. It then considers evolving global demographic trends and discusses some of their potential impacts upon migration. It is shown that there is a close spatial coincidence between demographic and climate change “hotspots” that will influence migration in complex ways. It then turns to the complex interaction between demographic change, environmental change and migration, both in the past and potential developments in the future. It concludes with a discussion of the potential impacts of future trends and their policy implications.  相似文献

We present a simple model to account for the potential effectiveness of solar radiation management (SRM) in compensating for anthropogenic climate change. This method provides a parsimonious way to account for regional inequality in the assessment of SRM effectiveness and allows policy and decision makers to examine the linear climate response to different SRM configurations. To illustrate how the model works, we use data from an ensemble of modeling experiments conducted with a general circulation model (GCM). We find that an SRM scheme optimized to restore population-weighted temperature changes to their baseline compensates for 99% of these changes while an SRM scheme optimized for population-weighted precipitation changes compensates for 97% of these changes. Hence, while inequalities in the effectiveness of SRM are important, they may not be as severe as it is often assumed.  相似文献

Developing countries like India are under international pressure to sign a legally binding emissions treaty to avert catastrophic climatic change. Developing countries, however, have argued that any international agreement must be based on historic and per capita carbon emissions, with developed countries responsible for reducing their emissions first and funding mitigation and adaptation in other countries. Recently, however, several scholars have argued that Indian government climate change discourses are shifting, primarily by recognizing the “co-benefits” of an alignment between its development and climate change objectives, and by displaying increasing “flexibility” on mitigation targets. This study investigates the factors driving shifting Indian discourses of climate change by conducting and analyzing 25 interviews of Indian climate policy elites, including scientists, energy policy experts, leading government officials, journalists, business leaders, and advocates, in addition to analysis of articles published in Economic and Political Weekly (a prominent Indian policy journal), and reports published by the government and other agencies. Our analysis suggests that India’s concerns about increasing energy access and security, along with newer concerns about vulnerability to climate change and the international leadership aspirations of the Indian government, along with emergence of new actors and institutions, has led to plurality of discourses, with potential implications for India’s climate change policies.  相似文献

If solar radiation management (SRM) were ever implemented, feedback of the observed climate state might be used to adjust the radiative forcing of SRM in order to compensate for uncertainty in either the forcing or the climate response. Feedback might also compensate for unexpected changes in the system, e.g. a nonlinear change in climate sensitivity. However, in addition to the intended response to greenhouse-gas induced changes, the use of feedback would also result in a geoengineering response to natural climate variability. We use a box-diffusion dynamic model of the climate system to understand how changing the properties of the feedback control affect the emergent dynamics of this coupled human–climate system, and evaluate these predictions using the HadCM3L general circulation model. In particular, some amplification of natural variability is unavoidable; any time delay (e.g., to average out natural variability, or due to decision-making) exacerbates this amplification, with oscillatory behavior possible if there is a desire for rapid correction (high feedback gain). This is a challenge for policy as a delayed response is needed for decision making. Conversely, the need for feedback to compensate for uncertainty, combined with a desire to avoid excessive amplification of natural variability, results in a limit on how rapidly SRM could respond to changes in the observed state of the climate system.  相似文献

Public opinion in the United States about human-caused climate change has varied over the past 20 years, despite an increasing consensus about the issue in the expert community. Attitudes about climate change have been attributed to a number of factors including personal values, political ideology, the media environment and personal experience. Recent studies have found evidence that the temperature can influence one’s opinion about climate change and willingness to change behaviour and/or support climate policy. Although there is some evidence that individual cool or warm years have influenced large-scale opinion about climate change, the extent to which temperature can explain the past variability in public opinion and public discourse about climate change at the national level is not known. Here we isolate the relationship between opinion about climate change and temperature at the national scale, using data from opinion polls, a discourse analysis of opinion articles from five major daily newspapers, and a national air temperature database. The fraction of respondents to national polls who express “belief in” or “worry about” climate change is found to be significantly correlated to U.S. mean temperature anomalies over the previous 3–12 months. In addition, the fraction of editorial and opinion articles which “agree” with the expert consensus on climate change is also found to be significantly correlated to U.S. mean temperature anomalies at seasonal and annual scales. These results suggest that a fraction of the past variance in American views about climate change could potentially be explained by climate variability.  相似文献

By 2025, it is estimated that around 5 billion people, out of a total population of around 8 billion, will be living in countries experiencing water stress (using more than 20% of their available resources). Climate change has the potential to impose additional pressures in some regions. This paper describes an assessment of the implications of climate change for global hydrological regimes and water resources. It uses climate change scenarios developed from Hadley Centre climate simulations (HadCM2 and HadCM3), and simulates global river flows at a spatial resolution of 0.5×0.5° using a macro-scale hydrological model. Changes in national water resources are calculated, including both internally generated runoff and upstream imports, and compared with national water use estimates developed for the United Nations Comprehensive Assessment of the Freshwater Resources of the World. Although there is variation between scenarios, the results suggest that average annual runoff will increase in high latitudes, in equatorial Africa and Asia, and southeast Asia, and will decrease in mid-latitudes and most subtropical regions. The HadCM3 scenario produces changes in runoff which are often similar to those from the HadCM2 scenarios — but there are important regional differences. The rise in temperature associated with climate change leads to a general reduction in the proportion of precipitation falling as snow, and a consequent reduction in many areas in the duration of snow cover. This has implications for the timing of streamflow in such regions, with a shift from spring snow melt to winter runoff. Under the HadCM2 ensemble mean scenario, the number of people living in countries with water stress would increase by 53 million by 2025 (relative to those who would be affected in the absence of climate change). Under the HadCM3 scenario, the number of people living in countries with water stress would rise by 113 million. However, by 2050 there would be a net reduction in populations in stressed countries under HadCM2 (of around 69 million), but an increase of 56 million under HadCM3. The study also showed that different indications of the impact of climate change on water resource stresses could be obtained using different projections of future water use. The paper emphasises the large range between estimates of “impact”, and also discusses the problems associated with the scale of analysis and the definition of indices of water resource impact.  相似文献

The integrated assessment models (IAMs) that economists use to analyze the expected costs and benefits of climate policies frequently suggest that the “optimal” policy is to go slowly and to do relatively little in the near term to reduce greenhouse gas emissions. We trace this finding to the contestable assumptions and limitations of IAMs. For example, they typically discount future impacts from climate change at relatively high rates. This practice may be appropriate for short-term financial decisions but its extension to intergenerational environmental issues rests on several empirically and philosophically controversial hypotheses. IAMs also assign monetary values to the benefits of climate mitigation on the basis of incomplete information and sometimes speculative judgments concerning the monetary worth of human lives and ecosystems, while downplaying scientific uncertainty about the extent of expected damages. In addition, IAMs may exaggerate mitigation costs by failing to reflect the socially determined, path-dependent nature of technical change and ignoring the potential savings from reduced energy utilization and other opportunities for innovation. A better approach to climate policy, drawing on recent research on the economics of uncertainty, would reframe the problem as buying insurance against catastrophic, low-probability events. Policy decisions should be based on a judgment concerning the maximum tolerable increase in temperature and/or carbon dioxide levels given the state of scientific understanding. The appropriate role for economists would then be to determine the least-cost global strategy to achieve that target. While this remains a demanding and complex problem, it is far more tractable and epistemically defensible than the cost-benefit comparisons attempted by most IAMs.  相似文献

This paper uses the MERGE integrated assessment model to identify the least-cost mitigation strategy for achieving a range of climate policies. Mitigation is measured in terms of GDP foregone. This is not a benefit-cost analysis. No attempt is made to calculate the reduction in damages brought about by a particular policy. Assumptions are varied regarding the availability of energy-producing and energy-using technologies. We find pathways with substantial reductions in temperature change, with the cost of reductions varying significantly, depending on policy and technology assumptions. The set of scenarios elucidates the potential energy system transformation demands that could be placed on society. We find that policy that allows for “overshoot” of a radiative forcing target during the century results in lower costs, but also a higher temperature at the end of the century. We explore the implications of the costs and availability of key mitigation technologies, including carbon capture and storage (CCS), bioenergy, and their combination, known as BECS, as well as nuclear and energy efficiency. The role of “negative emissions” via BECS in particular is examined. Finally, we demonstrate the implications of nationally adopted emissions timetables based on articulated goals as a counterpoint to a global stabilization approach.  相似文献

With 80 % of world trade carried by sea, seaports provide crucial linkages in global supply-chains and are essential for the ability of all countries to access global markets. Seaports are likely to be affected directly and indirectly by climatic changes, with broader implications for international trade and development. Due to their coastal location, seaports are particularly vulnerable to extreme weather events associated with increasing sea levels and tropical storm activity, as illustrated by hurricane “Sandy”. In view of their strategic role as part of the globalized trading system, adapting ports in different parts of the world to the impacts of climate change is of considerable importance. Reflecting the views of a diverse group of stakeholders with expertise in climate science, engineering, economics, policy, and port management, this essay highlights the climate change challenge for ports and suggests a way forward through the adoption of some initial measures. These include both “soft” and “hard” adaptations that may be spearheaded by individual port entities, but will require collaboration and support from a broad range of public and private sector stakeholders and from society at large. In particular, the essay highlights a need to shift to more holistic planning, investment and operation.  相似文献

Energy efficiency is one of the main options for mitigating climate change. An accurate representation of various mechanisms of energy efficiency is vital for the assessment of its realistic potential. Results of a questionnaire show that the EMF27 models collectively represent known channels of energy efficiency reasonably well, addressing issues of energy efficiency barriers and rebound effects. The majority of models, including general equilibrium models, have an explicit end-use representation for the transportation sector. All participating partial equilibrium models have some capability of reflecting the actual market behavior of consumers and firms. The EMF27 results show that energy intensity declines faster under climate policy than under a baseline scenario. With a climate policy roughly consistent with a global warming of two degrees, the median annual improvement rate of energy intensity for 2010–2030 reaches 2.3 % per year [with a full model range of 1.3–2.9 %/yr], much faster than the historical rate of 1.3 % per year. The improvement rate increases further if technology is constrained. The results suggest that the target of the United Nations’ “Sustainable Energy for All” initiative is consistent with the 2-degree climate change target, as long as there are no technology constraints. The rate of energy intensity decline varies significantly across models, with larger variations at the regional and sectoral levels. Decomposition of the transportation sector down to a service level for a subset of models reveals that to achieve energy efficiency, a general equilibrium model tends to reduce service demands while partial equilibrium models favor technical substitution.  相似文献

Troccoli et al. (Climatic Change, published online 14th May, DOI: 10.1007/s10584-011-0093-x), analysed different projections from global climate models in order to assess the frequency of storm surges in Venice during the 21st century under a climate change context. They concluded that the frequency of storm surges would decrease by about 30%, and that this reduction would compensate the expected mean sea level rise. Their final statement was that “the frequency of extreme tides in Venice might largely remain unaltered”. Although we agree in the expected reduction of storm surges, we strongly disagree in their final conclusion. First, because the impact of storm surges not only depends on the number of extreme surge events, but also on their intensity, that was not explicitely addressed. Second, because their estimates of mean sea level change for the 21st century are largely underestimated, as they miss some of the components driving sea level variability. Using state-of-the-art estimates for the thermosteric, mass and tidal contributions we show that the flooding events in Venice are expected to dramatically increase in a climate change scenario.  相似文献

Proponents of climate change mitigation face difficult choices about which types of policy instrument(s) to pursue. The literature on the comparative evaluation of climate policy instruments has focused overwhelmingly on economic analyses of instruments aimed at restricting demand for greenhouse gas emissions (especially carbon taxes and cap-and-trade schemes) and, to some extent, on instruments that support the supply of or demand for substitutes for emissions-intensive goods, such as renewable energy. Evaluation of instruments aimed at restricting the upstream supply of commodities or products whose downstream consumption causes greenhouse gas emissions—such as fossil fuels—has largely been neglected in this literature. Moreover, analyses that compare policy instruments using both economic and political (e.g. political “feasibility” and “feedback”) criteria are rare. This article aims to help bridge both of these gaps. Specifically, the article demonstrates that restrictive supply-side policy instruments (targeting fossil fuels) have numerous characteristic economic and political advantages over otherwise similar restrictive demand-side instruments (targeting greenhouse gases). Economic advantages include low administrative and transaction costs, higher abatement certainty (due to the relative ease of monitoring, reporting and verification), comprehensive within-sector coverage, some advantageous price/efficiency effects, the mitigation of infrastructure “lock-in” risks, and mitigation of the “green paradox”. Political advantages include the superior potential to mobilise public support for supply-side policies, the conduciveness of supply-side policies to international policy cooperation, and the potential to bring different segments of the fossil fuel industry into a coalition supportive of such policies. In light of these attributes, restrictive supply-side policies squarely belong in the climate policy “toolkit”.  相似文献

In July, heating of the continents in the Northern Hemisphere results in strengthened monsoon systems which bring rains to West Africa. In Nigeria, the annual rainfall total decreases from over 3,800 mm at Forcados on the coast to under 650 mm at Maiduguri in the north-east of the country. June, July, August and September are the rainiest months throughout the country. In many parts of the south, however, there is “supposed to be” a slight break in the rains for some 2 to 3 weeks in late July and early August or the so called “August break”. In this study, we are underscoring the obvious that climate is changing. The daily series of rainfall data for 1983–2003 analyzed between the months of July–August for some sites in the Eastern humid zone of Southern Nigeria shows that the “August break” may indeed “be breaking”. We have discussed some practical approaches to climate change research in this monsoon region.  相似文献
