Abstract

This article investigates future greenhouse gas emission scenarios for Russia's electricity sector, a topic of importance since Russia's ratification of the Kyoto Protocol in November 2004. Eleven scenarios are constructed to the year 2020 considering economic and technological details in both the demand and supply sides of the sector. The scenarios are based upon a thorough review of the different factors controlling carbon dioxide emissions, including potential economic growth, changes in energy efficiency and technological development, and that Russia may export large amounts of natural gas to European and Asian markets. The most likely scenario is that Russia will double industrial output over the next 10 years, increase energy efficiency in the demand sector, will remain consistent to the goals of the Energy Strategy 2020 and will implement more efficient technology in the electricity supply sector. Consequently, carbon dioxide emissions will still be 102 million tonnes below 1990 levels in 2010, representing a significant source for emission reduction credits available to be sold on international markets or transferred to the next crediting period.  相似文献

The Agriculture, forestry and other land use (AFOLU) sector as a whole accounts for more than 80% of the total greenhouse gas (GHG) emission in Nepal. This study estimates the GHG emissions from the AFOLU sector in the business as usual (BAU) case during 2010–2050 and identifies the economically attractive countermeasures to abate GHG emissions from the sector at different carbon prices. It also estimates the carbon price elasticity of GHG abatement from the sector. The study finds that enteric fermentation processes in the livestock and emissions from agricultural soils are the two major contributors of GHG emission in AFOLU sector. It identifies no-regret abatement options in the AFOLU sector that could mitigate about 41.5% of the total GHG emission during 2016–2050 in the BAU scenario. There would be a net cumulative carbon sequestration of 16 million tonnes of carbon dioxide equivalent (MtCO2e) at $10 per tonne of carbon dioxide equivalent (tCO2e) during the period. Carbon price above $75/tCO2e is not found to be much effective in achieving significant additional reduction in GHG emissions from the AFOLU sector.  相似文献

Empirical investigations have indicated that projections of future atmospheric carbon dioxide concentrations of a quality quite adequate for practical questions regarding the environmental threat of anthropogenic carbon dioxide emissions and its relationship to energy use policy could be made with the simple assumption that a constant fraction of these emissions would be retained by the atmosphere. By analysis of the structural behavior of equations describing the transfer of carbon and carbon dioxide between their several reservoirs we have been able to demonstrate that this characteristic can be explained to result from approximately linear behavior and exponentially growing carbon dioxide release rates, combined with fitting of carbon cycle model parameters to the last twenty years of observed atmospheric carbon dioxide growth. These conclusions are independent of the details of carbon cycle model structure for projections up to 100 years into the future as long as the growth in atmospheric carbon dioxide release rates is sufficiently high, of the order of 1.5% per annum or more, as referenced to p re-industrial (steady state) conditions. At low rates of growth, when the longer response times of the carbon cycling system become important, for most energy use projections the resultant CO2 induced climate changes are small and the uncertainties in predicted atmospheric carbon dioxide level are thus not important. A possible exception to this condition occurs for scenarios of future fossil fuel use rates designed to avoid atmospheric CO2 levels exceeding a chosen threshold. In this instance details of carbon cycle model structure could significantly affect conclusions that might be drawn concerning future energy use policies; however, it is possible that such a result stems from inappropriate specification of a criterion for an environmental threat, rather than from inherent inadequacy of current carbon cycle models. Recent carbon cycle model developments postulate transfer processes of carbon into the deep ocean, large carbon storage reservoir at rates much higher than in the models we have analysed. If the existence of such mechanisms is confirmed, and they are found to be sufficiently rapid and large, some of our conclusions regarding the use of the constant fractional retention assumption may have to be modified. The prospects of the Clean Development Mechanism (CDM) and for carbon income, up to and beyond 2012, in the industrial sectors of Iran and five other Asian countries are investigated. The attractiveness and suitability of each host country, the status of their industrial sectors (based on four post-2012 scenarios), and the post-2012 potential of the CDM (or similar carbon projects) in these sectors are all examined. A multi-criteria analysis of Iran, Saudi Arabia, the UAE, Qatar, China, and India, based on seven sets of criteria (institutional, regulatory, economic, political, social, CDM experience, and energy production/consumption), is conducted, and the post-2012 potential carbon incomes of each country – based on CO2e emissions of industrial processes – are calculated. Finally, the Iranian industrial sector and the impact of deregulation of energy prices are examined. The post-2012 potential savings in the Iranian industrial sector are calculated based on energy savings, carbon income, and environmental savings. The results indicate that there is strong demand for investment and new technology in this sector to combat several-fold energy price increases. Moreover, high-priced carbon credits could play a meaningful role in post-2012 energy policies in this sector.

Policy relevance

This research is the first study to quantify the carbon market potentials in the industrial sectors of the selected Organization of the Petroleum Exporting Countries (OPEC) members. The Kyoto Protocol is considered by most OPEC countries to be a mixed bag of threats and opportunities and they have shown ambivalence towards it, mainly due to the threat a reduction of fossil fuel consumption poses to their economies. On the other hand, energy efficiency is a desirable goal for their industrial sectors. Iran, as an OPEC member country with vast energy resources, has mostly ignored the CDM during the first commitment period of the Kyoto Protocol and has performed poorly on CDM implementation. However, the current deregulation of energy prices in Iran, with profound cuts in energy subsidies, would definitely alter the perspective of its industrial decision makers on the post-2012 carbon potentials.  相似文献

A change in economic structure influences the total energy consumption as well as CO2 emissions of a country, given the inherent difference in levels of energy intensity and energy fuel mix of different economic sectors. Its significance has been recognized in recent literature on China’s emission mitigation which could arguably raise China’s mitigation potential and thus the possibility of keeping the 2-degree trajectory on track. This article utilizes the past trend of economic structural change of five East Asian developed economies to project the energy consumption and CO2 emissions of China in the coming decades. A special delineation of the economic sector is made, putting private consumption together with the three typical economic production sectors, to resolve the mismatch between the statistical data of energy consumption and economic production, in that residential energy consumption is typically merged into the tertiary sector, although it does not directly correspond to gross domestic product (GDP) output. Results suggest that the level of CO2 emissions would be lower if China followed a development pathway emphasizing the development of the tertiary sector and continuously shrinking her secondary sector, making it possible for China to contribute more to global carbon mitigation. The impact from the rise of private consumption would be relatively insignificant compared to deindustrialization. In addition to continuous improvement in technology, economic structural change, which reduces carbon emission intensity, would be essential for China to be able to achieve the carbon emission level pledged in the Paris Agreement.

  • Any additional contribution from China to the global effort to maintain a 2-degree trajectory would be limited – from a ‘fair-contribution’ perspective based on share of population or GDP – because the implied mitigation targets would be almost impossible to achieve.

  • If developing countries follow the pathway of developed economies, particularly in developing energy-intensive industries, energy consumption and CO2 emissions would significantly increase, reducing the possibility of keeping global temperature rise within the 2-degree Celsius benchmark.

The drivers of Chinese CO2 emissions from 1980 to 2030   总被引:4,自引:0,他引:4  
China's energy consumption doubled within the first 25 years of economic reforms initiated at the end of the 1970s, and doubled again in the past 5 years. It has resulted of a threefold CO2 emissions increase since early of 1980s. China's heavy reliance on coal will make it the largest emitter of CO2 in the world. By combining structural decomposition and input–output analysis we seek to assess the driving forces of China's CO2 emissions from 1980 to 2030. In our reference scenario, production-related CO2 emissions will increase another three times by 2030. Household consumption, capital investment and growth in exports will largely drive the increase in CO2 emissions. Efficiency gains will be partially offset the projected increases in consumption, but our scenarios show that this will not be sufficient if China's consumption patterns converge to current US levels. Relying on efficiency improvements alone will not stabilize China's future emissions. Our scenarios show that even extremely optimistic assumptions of widespread installation of carbon dioxide capture and storage will only slow the increase in CO2 emissions.  相似文献

Nearly all scenarios for future U.S. energy supply systems show heavy dependence on coal. The magnitude depends on assumptions as to reliance on nuclear fission, degree of electrification, and rate of GNP growth, and ranges from 700 million tons to 2300 million tons per year. However, potential climate change resulting from increasing atmospheric carbon dioxide concentrations may prevent coal from playing a major role. The carbon in the carbon dioxide produced from fossil fuels each year is about 1/10 the net primary production by terrestrial plants, but the fossil fuel production has been growing exponentially at 4.3% per year. Observed atmospheric CO2 concentrations have increased from 315 ppm in 1958 to 330 ppm in 1974 - in 1900, before much fossil fuel was burned, it was about 290–295 ppm. Slightly over one-half the CO2 released from fossil fuels is accounted for by the increase observed in the atmosphere; at present growth rates the quantities are doubling every 15–18 years. Atmospheric models suggest a global warming of about 2 K if the concentration were to rise to two times its pre-1900 value - enough to change the global climate in major (but largely unknown) ways. With the current rate of increase in fossil fuel use, the atmospheric concentration should reach these levels by about 2030. A shift to coal as a replacement for oil and gas gives more carbon dioxide per unit of energy; thus if energy growth continues with a concurrent shift toward coal, high concentrations can be reached somewhat earlier. 在梳理新常态以来各省经济布局发展以及能源需求特征的基础上,重点剖析了国家区域协调发展战略,并利用中国多区域动态可计算一般均衡模型(China Multi-Regional Computable General Equilibrium,CMRCGE),对“十四五”时期各省经济社会发展、能源需求及碳排放进行了模拟分析。主要结论包括:(1)在区域协调发展战略指引下,预计到“十四五”末,中国将有13个省市人均GDP超过1.5万美元,16个省市人均GDP在1.0万~1.5万美元之间,各省经济有望实现平稳较快发展。(2)预计2025年各省能源需求总量可达54.5亿tce(由于数据原因,未测算西藏),“十四五”年均增长约为1.5%,能源需求仍保持低速增长。同时能源需求的重心逐步从东部向中部转移,而西部地区能源大省的用能比重基本保持稳定,这与各地所处的经济发展阶段、区域协调发展战略导向基本一致。(3)“十四五”时期各省的碳排放(主要考虑能源利用碳排放)强度年均降幅约为5.4%,绝大部分省份降幅超过4.0%。近年来碳强度显著下降的趋势有望继续保持。  相似文献

Issues concerning what measures should be adopted to achieve a sustainable world with less carbon dioxide emission and in what magnitude should we reduce our emission have been on agenda in both international negotiations and countries’ policy making aimed at coping with potential global climate change. These issues cannot be easily addressed unless comprehensive understanding about the countries’ status quo as well as historical relationship between economic development and carbon dioxide emission are gained. In this paper, we examine the historical relationship between economic development and carbon dioxide emission; the ex ante restrictions on function forms and the poorly handled robustness issues rife in economics literature are synthetically addressed. Evidence from recent four decades indicates that per capita carbon dioxide emission first significantly and monotonously increase at low income level and flattens after per capita income reaches at about 22,000 $ (2005 constant price). We perform various robustness checks by employing different data sources, different model specifications and different econometric estimates. The captured development–emission relationship is robust. Our empirical results indicate factors such as urbanization, population density, trade, energy mix and economic environment impact the absolute level of carbon dioxide emission not the overall income elasticity structure of carbon dioxide emission.  相似文献

Impacts of Climate Change on the Global Forest Sector   总被引:1,自引:0,他引:1  
The path and magnitude of future anthropogenic emissions of carbon dioxide will likely influence changes in climate that may impact the global forest sector. These responses in the global forest sector may have implications for international efforts to stabilize the atmospheric concentration of carbon dioxide. This study takes a step toward including the role of global forest sector in integrated assessments of the global carbon cycle by linking global models of climate dynamics, ecosystem processes and forest economics to assess the potential responses of the global forest sector to different levels of greenhouse gas emissions. We utilize three climate scenarios and two economic scenarios to represent a range of greenhouse gas emissions and economic behavior. At the end of the analysis period (2040), the potential responses in regional forest growing stock simulated by the global ecosystem model range from decreases and increases for the low emissions climate scenario to increases in all regions for the high emissions climate scenario. The changes in vegetation are used to adjust timber supply in the softwood and hardwood sectors of the economic model. In general, the global changes in welfare are positive, but small across all scenarios. At the regional level, the changes in welfare can be large and either negative or positive. Markets and trade in forest products play important roles in whether a region realizes any gains associated with climate change. In general, regions with the lowest wood fiber production cost are able to expand harvests. Trade in forest products leads to lower prices elsewhere. The low-cost regions expand market shares and force higher-cost regions to decrease their harvests. Trade produces different economic gains and losses across the globe even though, globally, economic welfare increases. The results of this study indicate that assumptions within alternative climate scenarios and about trade in forest products are important factors that strongly influence the effects of climate change on the global forest sector.  相似文献

Abstract

Experience with implementation of CO2 taxes spans almost a decade in the Nordic countries, and time is ripe for an evaluation of their performance. In contrast to ex-ante forecasts, empirical research can show the extent to which such taxes deliver on the assumptions of economic theory. A survey of the existing literature shows that there are currently 20 ex-post studies of the full or partial effects of CO2 taxes. Evaluations are complicated by frequent changes in tax rates, widespread exemptions and the ‘too many variables’ problem. Attempts have been made to deal with these problems by using a variety of approaches and research techniques, some more advanced than others. On balance the studies appear to show that emissions have been curbed when compared to businessas-usual forecasts, while absolute CO2 reduction remains the exception. Among the Nordic countries, Denmark's scheme, which combines taxes with subsidies for energy efficiency, seems to have attained the most marked results, although the achieved reductions also reflect the higher carbon content of the Danish energy sector. The evaluations differ considerably in scope, approach and methodology. Methodological issues connected with expost evaluation are considered. An adequate evaluation of the impact of the CO2 taxes, in both environmental and economic terms, will require the establishment of comprehensive panel databases of energy consumers.  相似文献

The relevance and cost-effectiveness are key criteria for policymakers to select appropriate policy and economic instruments for reducing carbon emissions. Here we assess the applicability of carbon finance instruments for the improvement in building energy efficiency by adopting the high efficiency standards as well as advanced energy supply systems, building on a case study in a northern city in China. We find that upgrading the current Chinese BEE standard to one of the best practices in the world coupled with the state-of-the-art energy supply system implies an abatement cost at 16US$/tCO2, which is compatible with the international carbon market price. The institutional reorganization turns out to be indispensable to facilitate the implementation of the proposed scheme of local government-led energy efficiency programme in the form of programmatic CDM in China’s buildings sector. We show that with international support such as carbon finance, the BEE improvement will facilitate city’s transition to low-carbon supply in the longer term. More importantly, it is argued that demand-side energy performance improvement in buildings should be considered a prerequisite to shifting low-carbon energy supply technologies such as fuel-switching, renewable power generation and Carbon Capture and Storage to address climate mitigation in light of cost-effectiveness and environmental integrity.  相似文献

This paper employs a computable general equilibrium model (CGE) to analyse how a carbon tax and/or a national Emissions Trading System (ETS) would affect macroeconomic parameters in Turkey. The modelling work is based on three main policy options for the government by 2030, in the context of Turkey’s mitigation target under its Intended Nationally Determined Contribution (INDC), that is, reducing greenhouse gas (GHG) emissions by up to 21% from its Business as Usual (BAU) scenario in 2030: (i) improving the productivity of renewable energy by 1% per annum, a target already included in the INDC, (ii) introducing a new flat rate tax of 15% per ton of CO2 (of a reference carbon price in world markets) imposed on emissions originating from carbon-intensive sectors, and (iii) introducing a new ETS with caps on emission permits. Our base path scenario projects that GHG emissions in 2030 will be much lower than Turkey’s BAU trajectory of growth from 430 Mt CO2-eq in 2013 to 1.175 Mt CO2-eq by 2030, implying that the government’s commitment is largely redundant. On the other hand, if the official target is assumed to be only a simple reduction percentage in 2030 (by 21%), but based on our more realistic base path, the government’s current renewable energy plans will not be sufficient to reach it.
  • Turkey’s official INDC is based on over-optimistic assumptions of GDP growth and a highly carbon-intensive development pathway;

  • A carbon tax and/or an ETS would be required to reach the 21% reduction target over a realistic base path scenario for 2030;

  • The policy options considered in this paper have some effects on major sectors’ shares in total value-added. Yet the reduction in the shares of agriculture, industry, and transportation does not go beyond 1%, while the service sector seems to benefit from most of the policy options;

  • Overall employment would be affected positively by the renewable energy target, carbon tax, and ETS through the creation of new jobs;

  • Unemployment rates are lower, economic growth is stronger, and households become better off to a larger extent under an ETS than carbon taxation.

An increase in atmospheric carbon dioxide concentration has both a radiative (greenhouse) effect and a physiological effect on climate. The physiological effect forces climate as plant stomata do not open as wide under enhanced CO2 levels and this alters the surface energy balance by reducing the evapotranspiration flux to the atmosphere, a process referred to as ‘carbon dioxide physiological forcing’. Here the climate impact of the carbon dioxide physiological forcing is isolated using an ensemble of twelve 5-year experiments with the Met Office Hadley Centre HadCM3LC fully coupled atmosphere–ocean model where atmospheric carbon dioxide levels are instantaneously quadrupled and thereafter held constant. Fast responses (within a few months) to carbon dioxide physiological forcing are analyzed at a global and regional scale. Results show a strong influence of the physiological forcing on the land surface energy budget, hydrological cycle and near surface climate. For example, global precipitation rate reduces by ~3% with significant decreases over most land-regions, mainly from reductions to convective rainfall. This fast hydrological response is still evident after 5 years of model integration. Decreased evapotranspiration over land also leads to land surface warming and a drying of near surface air, both of which lead to significant reductions in near surface relative humidity (~6%) and cloud fraction (~3%). Patterns of fast responses consistently show that results are largest in the Amazon and central African forest, and to a lesser extent in the boreal and temperate forest. Carbon dioxide physiological forcing could be a source of uncertainty in many model predicted quantities, such as climate sensitivity, transient climate response and the hydrological sensitivity. These results highlight the importance of including biological components of the Earth system in climate change studies.  相似文献

The energy sector is the main contributor to GHG emissions in Saudi Arabia. The tremendous growth of GHG emissions poses serious challenges for the Kingdom in terms of their reduction targets, and also the mitigation of the associated climate changes. The rising trend of population and urbanization affects the energy demand, which results in a faster rate of increase in GHG emissions. The major energy sector sources that contribute to GHG emissions include the electricity generation, road transport, desalination plants, petroleum refining, petrochemical, cement, iron and steel, and fertilizer industries. In recent years, the energy sector has become the major source, accounting for more than 90% of national CO2 emissions. Although a substantial amount of research has been conducted on renewable energy resources, a sustainable shift from petroleum resources is yet to be achieved. Public awareness, access to energy-efficient technology, and the development and implementation of a legislative framework, energy pricing policies, and renewable and alternative energy policies are not mature enough to ensure a significant reduction in GHG emissions from the energy sector. An innovative and integrated solution that best serves the Kingdom's long-term needs and exploits potential indigenous, renewable, and alternative energy resources while maintaining its sustainable development stride is essential.

Policy relevance

Tremendous growth of GHG emissions poses serious challenges for the Kingdom in their reduction and mitigating the associated climate changes. This study examines the changing patterns of different activities associated with energy sector, the pertinent challenges, and the opportunities that promise reduction of GHG emissions while providing national energy and economic security. The importance of achieving timely, sustained, and increasing reductions in GHG emissions means that a combination of policies may be needed. This study points to the long-term importance of making near- and medium-term policy choices on a well-informed, strategic basis. This analytical paper is expected to provide useful information to the national policy makers and other decision makers. The ongoing human-induced emission of carbon dioxide (CO2) threatens to change the earth's climate. One possible way of decreasing CO2 emissions is to apply CO2 removal, which involves recovering of carbon dioxide from energy conversion processes and storing it outside the atmosphere. Since the 1980's, the possibilities for recovering CO2 from thermal power plants received increasing attention.In this study possible techniques of recovering CO2 from large-scale industrial processes are assessed.In some industrial processes, e.g. ammonia production, CO2 is recovered from the process streams to prevent it from interfering with the production process. The CO2 thus recovered can easily be dehydrated and compressed, at low cost. In the iron and steel industry, carbon dioxide can be recovered from blast furnace gas. In the petrochemical industry CO2 can be recovered from flue gases, using low-temperature heat for the separation process.Carbon dioxide can be recovered from large-scale industrial processes and in some cases the cost of recovery is significantly less than CO2 recovery from thermal power plants. Therefore this option should be studied further and should be considered if carbon dioxide removal is introduced on a wide scale.  相似文献

Carbon dioxide, latent and sensible heat fluxes were measured by means of the eddy covariance method above a mountain meadow situated on a steep slope in the Stubai Valley in Austria, based on the hypothesis that, due to the low canopy height, measurements can be made in the shallow equilibrium layer where the wind field exhibits characteristics akin to level terrain. In order to test the validity of this hypothesis and to identify effects of complex terrain in the turbulence measurements, data were subjected to a rigorous testing procedure using a series of quality control measures established for surface-layer flows. The resulting high quality dataset comprised 36% of the original observations, the substantial reduction being mainly due to a change in surface roughness and associated fetch limitations in the wind sector dominating during nighttime and transition periods. The validity of the high quality dataset was further assessed by two independent tests: (i) a comparison with the net ecosystem carbon dioxide exchange measured by means of ecosystem chambers, and (ii) the ability of the eddy covariance measurements to close the energy balance. The net ecosystem CO2 exchange measured by the eddy covariance method agreed reasonably well with ecosystem chamber measurements. The assessment of the energy balance closure showed that there was no significant difference in the correspondence between the meadow on the slope and another one situated on flat ground at the bottom of the Stubai Valley, available energy being underestimated by 28% and 29%, respectively. We thus conclude that, appropriate quality control provided, the eddy covariance measurements made above a mountain meadow on a steep slope are of similar quality as compared to flat terrain.  相似文献

Long-term economic scenarios (up to 2100) are needed as a basis to explore possible different futures for major environmental challenges, including climate change. Given the high level of uncertainty involved, such scenarios would need to span a wide range of possible growth trajectories. The recently developed storylines of the Shared Socioeconomic Pathways (SSPs) provide a basis for making such projections. This paper describes a consistent methodology to derive (per capita) GDP trend pathways on a country basis. The methodology is based on a convergence process and places emphasis on the key drivers of economic growth in the long run: population, total factor productivity, physical capital, employment and human capital, and energy and fossil fuel resources (specifically oil and gas). The paper uses this methodology to derive country-level economic growth projections for 184 countries. The paper also investigates the influence of short-term growth rate estimates on the long-term income levels in various countries. It does so by comparing long-term projections based on short-term forecasts from 2011 with the projections based on forecasts from 2013. This highlights the effects of the recent economic crisis and uncertainty in short term developments on longer term growth trends. The projections are subject to large uncertainties, particularly for the later decades, and disregard a wide range of country-specific drivers of economic growth that are outside the narrow economic framework, such as external shocks, governance barriers and feedbacks from environmental damage. Hence, they should be interpreted with sufficient care and not be treated as predictions.  相似文献
