《建筑物防雷设计规范》GB 50057-2010在防雷分类的相关内容上做了诸多修改,为了能更全面的掌握新旧规范防雷类别划分标准的区别,从爆炸危险环境分区和分类、火灾危险场所和一般性工业建筑物的分类以及用于划分防雷类别的年预计雷击次数的阈值及其计算式的变化等方面,逐一分析了防雷分类相关条款的内容及其与旧规范的区别,并通过实例比较了规范的修改对防雷类别划分结果的影响。最后总结了新规范防雷分类的总体变化:爆炸性粉尘环境由2个分区增加到3个,取消了火灾危险环境的分区;提高了对爆炸性粉尘环境、火灾危险环境及一般性工业建筑的防雷安全要求;对于按预计雷击次数划分防雷类别的建筑物,提高了其分类的阈值。按照新规范的计算方法,我国大部分地区计算得到的Ng比旧规范的大,Ae一般比旧规范的要小。因此,此类建筑物的防雷要求的提高与否并不能一概而论,需要根据新规范的要求计算其年预计雷击次数,进而判定其防雷类别。  相似文献

从理论上来说,防雷服务的需求是一种刚性需求,防雷服务的供给则随着市场的放开,从行政垄断转向自由竞争。现阶段,防雷服务市场正处于调整期,出现了防雷服务需求的异变和防雷服务供给的迎合等亟待解决的问题。究其原因,防雷安全生产的监管乏力和防雷服务市场的规范不足难辞其咎。规范防雷服务市场有利于提高防雷安全水平,可以采取以下对策:(1)挖掘市场潜力,培育市场需求;(2)加大对防雷服务机构的监督管理;(3)完善防雷服务机构的信用监管;(4)发挥防雷协会的独特作用。  相似文献

为满足用户对公共气象服务更精细化、个性化的要求,研制了自驾天气服务系统.该系统采用Magento系统作为门户网站,利用JMS完成各服务器之间的通信,使用GMAP API获取路线信息,应用Mysql数据库和NC文件存储库存储服务信息和气象信息.通过SSL安全认证,支付宝,GMAP API和JMS与门户网站集成的方法,完成用户定制自驾天气服务产品的功能.目前,该系统已经进入试运行阶段.试运行状况表明,自驾天气服务系统能够满足公众对气象服务的个性化和差异化要求,有利于气象服务事业的发展.  相似文献

Urban water supply security is commonly measured in terms of per capita water availability at the city level. However, the actual services that citizens receive are influenced by several components, including (1) a city's access to water, (2) infrastructure for its treatment, storage and distribution, (3) financial capital for building and maintaining infrastructure, and (4) management efficacy for regulating and operating the water system. These four types of "capital" are required for the provision of public water supply services. A fifth capital “community adaptation” is needed when public services are insufficient. Here, we develop and test an integrated framework for the quantification of urban water supply security based on these five capitals. “Security” involves three dimensions: 1) the level of system function (i.e., supply services); 2) risks to these services; and 3) robustness of system functioning. We apply this Capital Portfolio Approach (CPA) to seven urban case studies selected from a wide range of hydro-climatic and socio-economic regions on four continents. Detailed data on urban water infrastructure and services were collected in two cities, and key stakeholder interviews and household surveys were conducted in one city. Additional cities were assessed based on publicly available utility and globally available datasets. We find that in cities with high levels of public services, adaptive capacity remains inactive, while cities with high levels of water insecurity rely on community adaptation for self-provision of services. Inequality in the capacity to adapt leads to variable levels of urban water security and the vulnerability of the urban poor. Results demonstrate the applicability of the presented framework for the assessment of individual urban water systems, as well as for cross-city comparison of any type of cities. Communication researchers and practitioners have suggested that framing climate change in terms of public health and/or national security may make climate change more personally relevant and emotionally engaging to segments of the public who are currently disengaged or even dismissive of the issue. To evaluate these assumptions, using a nationally representative online survey of U.S. residents (N?=?1,127) conducted in December, 2010, we randomly assigned six previously identified audience segments on climate change to one of three experimental conditions. Subjects were asked to read uniquely framed news articles about climate change emphasizing either the risks to the environment, public health, or national security and the benefits of mitigation and adaptation-related actions. Results show that across audience segments, the public health focus was the most likely to elicit emotional reactions consistent with support for climate change mitigation and adaptation. Findings also indicated that the national security frame may possibly boomerang among audience segments already doubtful or dismissive of the issue, eliciting unintended feelings of anger.  相似文献

In this paper we discuss the importance of framing the question of public acceptance of sustainable energy transitions in terms of values and a ‘whole-system’ lens. This assertion is based on findings arising from a major research project examining public values, attitudes and acceptability with regards to whole energy system change using a mixed-method (six deliberative workshops, n = 68, and a nationally representative survey, n = 2441), interdisciplinary approach. Through the research we identify a set of social values associated with desirable energy futures in the UK, where the values represent identifiable cultural resources people draw on to guide their preference formation about particular aspects of energy system change. As such, we characterise public perspectives as being underpinned by six value clusters relating to efficiency and wastefulness, environment and nature, security and stability, social justice and fairness, autonomy and power, and processes and change. We argue that this ‘value system’ provides a basis for understanding core reasons for public acceptance or rejection of different energy system aspects and processes. We conclude that a focus on values that underpin more specific preferences for energy system change brings insights that could provide a basis for improved dialogue, more robust decision-making, and for anticipating likely points of conflict in energy transitions.  相似文献

采用哥本哈根学派提出的安全化方法,对中美气候安全化水平进行对比,结果表明:安全是一种主体间现象,通过中美气候安全化水平的对比,可以清楚地识别出中国处于由政治权威、科学权威作为安全化主体的高强度“安全化”过程中,而美国正处于由政治权威引导的“反安全化”过程。“主体间性”是安全化主体之间对存在性威胁的认同程度,中国气候安全化的主体间性与气候安全化进程不协调,表现为中国政治高层的气候安全化水平较高,而公众的安全化水平相对较低。气候安全存在性威胁表达是制约中国公众气候安全化水平的重要因素,表现为安全化视角和媒介单一。建议通过引入全球视角和图形化等方式增强存在性威胁表达效果,以提升中国气候安全化水平。  相似文献

To achieve environmental sustainability and reduce their vulnerability to oil shocks, countries can develop new energy technologies. Technological advances reduce the cost of structural changes in the energy economy, and thus also increase the political feasibility of such changes. But what explains international variation in the form and quality of energy technology innovation? We build on previous theories and offer an integrated account: increasing oil prices reinforce existing sectoral innovation systems, both politically and economically, thus allowing public policymakers and private entrepreneurs to profitably invest in new energy technologies. We test this theoretical argument against data on public R&D expenditures and patents in the domain of renewable energy technology for industrialized countries from 1989 to 2007. We find strong support for the interactive hypothesis. Thus, we contribute to literatures on (i) domestic responses to international shocks, (ii) environmental sustainability and energy security, and (iii) the political economy of technology innovation.  相似文献
