Though the concept of sustainable development originally included a clear social mandate, for two decades this human dimension has been neglected amidst abbreviated references to sustainability that have focused on bio-physical environmental issues, or been subsumed within a discourse that conflated ‘development’ and ‘economic growth’. The widespread failure of this approach to generate meaningful change has led to renewed interest in the concept of ‘social sustainability’ and aspects thereof. A review of the literature suggests, however, that it is a concept in chaos, and we argue that this severely compromises its importance and utility. The purpose of this paper is to examine this diverse literature so as to clarify what might be meant by the term social sustainability and highlight different ways in which it contributes to sustainable development more generally. We present a threefold schema comprising: (a) ‘development sustainability’ addressing basic needs, the creation of social capital, justice and so on; (b) ‘bridge sustainability’ concerning changes in behaviour so as to achieve bio-physical environmental goals and; (c) ‘maintenance sustainability’ referring to the preservation - or what can be sustained - of socio-cultural characteristics in the face of change, and the ways in which people actively embrace or resist those changes. We use this tripartite of social sustainabilities to explore ways in which contradictions and complements between them impede or promote sustainable development, and draw upon housing in urban areas as a means of explicating these ideas.  相似文献

The paper demonstrates how whiteness is produced in progressive non-profit efforts to promote sustainable farming and food security in the US. I explore whiteness by addressing the spatial dimensions of this food politics. I draw on feminist and materialist theories of nature, space and difference as well as research conducted between 2003 and the present. Whiteness emerges spatially in efforts to increase food access, support farmers and provide organic food to consumers. It clusters and expands through resource allocation to particular organizations and programs and through participation in non-profit conferences. Community food’s discourse builds on a late-modern and, in practice, ‘white’ combination of science and ideology concerning healthful food and healthy bodies. Whiteness in alternative food efforts rests, as well, on inequalities of wealth that serve both to enable different food economies and to separate people by their ability to consume. It is latent in the support of romanticized notions of community, but also in the more active support for coalition-building across social differences. These well-intentioned food practices reveal both the transformative potential of progressive whiteness and its capacity to become exclusionary in spite of itself. Whiteness coheres precisely, therefore, in the act of ‘doing good’.  相似文献

This paper argues that the conflicts of interest cases brought against Wall Street investment banks in the early 2000s were neither geographically nor institutionally isolated events. Rather, by combining recent work on financial knowledges in both economic geography and the social studies of finance with the growing interest in topological spatial imaginaries, I explore how London’s corporate finance industry was unable to distance itself from both the conflicts of interest allegations and the ensuing regulatory changes of the ‘Global Settlement’ in the US. Analysis of 36 semi-structured interviews conducted in London in the early 2000s is used to explore how a range of individual interests, institutional demands and structural changes within London’s financial district affected analysts’ ability to produce ‘objective’ research. As well as pointing to the problematic nature of certain aspects of knowledge rich ‘communities of practice’ [Wenger, E., 1998. Communities of practice: learning, meaning and identity. Cambridge University Press, Cambridge], I explore how the resulting contingent and situated nature of research practice is at odds with a weakly defined notion of ‘objective’ research that underpins the Financial Services Authority’s regulatory response.  相似文献

In this introduction and special issue we examine the ideas of ‘globalisation’ and ‘failure’ as concept metaphors that encapsulate contemporary processes of social, economic and political transformation. Through an emphasis on situated understandings, this collection explores the implications and consequences of attributions of failure in specific contexts. A focus on ‘failure’ opens up key trajectories of globalising processes and “actually existing neoliberalisms” [Brenner, N., Theodore, N., 2002. Cities and the geographies of ‘‘actually existing neoliberalism”. There is currently a lively discussion on the role of historic memories and the re-visiting of historic legacies in post-communist countries. Using the example of Poland and its legacy of the tripartite division of the 19th century, this paper aims to illustrate how symbolic conflicts over identity politics and the interpretation of history may critically influence discourses on the debates on, and portrayals of, variations in regional development. The paper thus discusses the post-war history of Poland in the context of the so-called left-right political cleavage, and the varying related debates on the ‘quality’ of regional development as part of Poland’s post-communist restructuring. These discussions include varying projections of the nature and role of social capital and its relative ‘usefulness’ for a successful development Poland’s after communism. And there are clear political overtones to these contrasting portrayals of Poland’s history and its regionally varying legacy. Drawing on different definitions of the notion of social capital, the paper then discusses how different legacies, such as an introspective and extrovert outlook of population and institutions, and the degree of cohesion among them, circumscribes a region’s economic development prospects.  相似文献

This paper demonstrates the value of child-centred migration studies which highlight children’s role in shaping the migration journeys of their families, as well as their own projected journeyings. It examines the case of children from China who move to Singapore, an aspiring global education hub, expressly for the purpose of an overseas education that will facilitate longer-term migration and life goals. Focus is given specifically to the children of ‘study mothers’ or peidu mama (literally: ‘mothers accompanying their children who are studying’). Through interviews with the teenagers and the conceptual optic of ‘social navigation’, our paper demonstrates that children are resilient and creative beings able to navigate the twists and turns of their immediate trajectories, as well as develop their own goals and projected destinations for their futures. The paper calls for a refinement in the way we understand children’s mobilities. First, in arguing that their spatial journeying across the terrains of transnational education cannot be decoupled from their process of social becoming and emotional development from passive followers to active negotiators, we wish to disrupt hegemonic discourses and dominant representations of children in migration as simply ‘migrant’s children’ and restore them to the status of ‘migrant children’. Second, adopting the concept of social navigation as an analytical lens allows us to highlight the fluid ways that young people think about their futures and the different pathways by which they can get there. This leads us to conceive of social and cultural capital accumulation through transnational education as a process with many more degrees of provisionality than what is often presented in the literature as a ‘strategic project’ with a fixed and abstract goal.  相似文献

Transfrontier conservation has taken Southern Africa by storm, where the modus operandi remains simple and intuitive: by dissolving boundaries, local benefits grow as conservation and development spread regionally. However, in the case of South Africa’s section of the Great Limpopo Transfrontier Park, political and economic change redirects benefits to support ‘modern’ economies at the expense of rural livelihoods through community-based natural resources management (CBNRM). Neo-liberal agendas promoted by government and the transfrontier park derail efforts at decentralizing CBNRM initiatives beyond markets and state control. This paper argues that ‘hybrid neoliberal’ CBNRM has arisen in private and public sector delivery of devolved conservation and poverty relief projects as ‘tertiary production’ for regional development. As a result, ‘CBNRM’ projects related to and independent of transfrontier conservation support private sector interests rather than the resource base of rural livelihoods. Concluding sections assert that CBNRM can counter this neoliberal trend by supporting the land-based economy of local users living near the Great Limpopo Transfrontier Park.  相似文献

This paper addresses the idea of autonomy—the desire for freedom, self-organisation and mutual aid. Through challenging economic neoliberalism, state repression, a powerful transnational elite, and the commodification of nature and resources, many communities, especially in the global south, are trying to manage their own affairs. Using the example of the Movement of Unemployed Workers (El Movimiento de Trabajadores Desocupados) in Argentina, I explore the idea of autonomous geographies and how they are made and remade at three overlapping levels: the territorial, through the emergence of networked autonomous neighbourhoods which are selectively open and closed to translocal links; the material, through the development of a solidarity economy where immediate needs are met and work is redefined, and; the social, where collective action and daily practice helps constitute more collective, autonomous forms of social interactions. In their desire to manage connections with the outside world while at the same time inspire autonomous place projects elsewhere, the MTDs represent both a ‘militant localism’ and ‘militant pluriversalism’. Moreover, while such experiments in making and embedding ‘autonomous geographies’ face limits and have few widespread examples on which to draw, it is through constant questioning and collective struggle at the everyday level that autonomy is made real.  相似文献

This paper critically but sympathetically examines eco-localisation as a response to ‘peak oil’ and to reduce the emission of CO2 to avoid dangerous climate change. Rather than seeing the politics of climate change and peak oil as in some way ‘post-political’, the paper argues that protagonists of localised economies are developing radical new conceptions of livelihood and economy that directly cut against the logic of growth-based capitalist economic strategies and elite conceptualisations of economic development. Building on development theory, the paper develops a conceptualisation of ‘immanent’ and ‘intentional’ localisation, with the former a simple move by businesses of economic activities that have high transport costs closer to their markets. Advocates of intentional localisation are working more pro actively at grassroots level to develop local solutions to peak oil and climate change based on developing less resource-intensive yet enjoyable and fulfilling livelihoods in more localised economies. In discussing the contested nature of localisation, the paper engages with critiques of eco-localisation from neoliberal advocates and from the left, before concluding that localisation should be seen more as a different calculation of where economic activities would be located, which aims to reduce oil consumption and CO2 emissions, rather than a call for autarky. The paper concludes by arguing that analyses of the scale of economic networks need to pay more attention of the materiality of oil consumption and CO2 emissions, and that scales cannot be seen as socially constructed.  相似文献

In the debate on urban and regional competitiveness, it has become fashionable to stress the growing importance of creativity for economic development. Especially scientist-consultants with a keen eye for what politicians and business people want to hear have taken centre stage in this discussion. Each city and region in the advanced capitalist world seems to prefer a label as creative city or region, and all look after the same type of industries and try to produce the same set of conditions, while investing in higher education and research institutes, networking and lobbying institutions, and the promotion of spin-off companies. A vast number of leaders and spokesmen of local and regional (quasi) governments believe that a major thing to do is to become more attractive places to live for creative knowledge workers or the ‘creative class’, as it is euphemistically labelled.However, in academia there is a lot of scepticism with regard to the use of these concepts and their meaning for urban and regional competitiveness. Also citizen movements and NGOs, and some political parties, voice their concern about the extent to which policies that apply these concepts and ideas might only benefit an elite of higher educated, well- paid professionals while at the same time these policies might result in decline of other activities and in social polarisation and poverty as well.In this paper we contribute to the critical discussion through a critical appraisal of local experts’ views on developments in seven European city-regions, first with regard to policies towards the development of creative and knowledge-intensive industries; and secondly with regard to the impact the development of ‘creative knowledge regions’ may have in social and other respects. In contrast to the rather homogeneous yet dominant advice to facilitate ‘the creative class’, in this paper we will argue that a range of parameters related to the firms and regional institutional, geographical and historical contexts promote a much more diversified view on urban economic development.  相似文献

In this paper, we explore how ‘peak oil’ anxieties are woven into the spaces and practices of the state in Norway and the consequences of this for environmental justice and the public sphere more widely. We focus in particular on an ongoing struggle over access to hydrocarbon deposits in the Norwegian Arctic, the so-called ‘Battle of the North’. We use this dispute to highlight three wider theoretical points regarding (i) the continuing relevance of the state in the governing of nature-society relations, (ii) the increasingly fragmented and fluid nature of state space, and (iii) the significance of ‘security’ as a term around which social, economic and environmental tensions pivot. The paper concludes by reflecting on current efforts to prevent new oil activities in the north of Norway.  相似文献

This article explores the relationship between the oil industry’s representation of operating conditions in key sites of extraction and the constitution of oil futures markets. An analysis of Shell Oil’s recent Scenarios publications, the ‘Trilemma Scenarios to 2025’ and subsequent ‘Scramble and Blueprints Scenarios to 2050’, provides insight into both the (global) social construction of oil prices and the oil industry’s reaction to social resistance in its operating environment - whether in the form of movements for resource sovereignty or climate change activism. Examining the implications of these two Scenario publications for key sites of Shell investment, the Nigerian Niger Delta and the Canadian Tar Sands, the article demonstrates that understanding the discursive implications of ‘peak oil’ for the petroleum industry requires contextualizing discussions of ‘scarcity’ within business agents role in shaping oil futures markets, and private industry’s interest in the ongoing development of unconventional fossil fuel sources. While the role of deregulated futures trading receives little attention in the Shell Scenarios, speculative trading - and thus perception concerning supply among business agents - is central to shaping global oil prices and thus the social conditions of the oil market.  相似文献

Baldacchino [Baldacchino, G., 2002. Jurisdictional self-reliance for small island territories: considering the partition of Cyprus, The Round Table, 365, 349-360] has argued that the ‘troika’ of smallness, insularity and peripherality may incline island peoples (rather more than mainlanders?) to question the effects of economic globalization and be especially disposed to innovative approaches to development. He views jurisdictional capacity as integral to that task. Much of the literature on such issues relates to island nations, but this work focuses on Australia’s smallest and only island state of Tasmania, and thus on a sub-national jurisdiction. In what follows I explore the effects of an attempt to enrol Tasmanians in the creation and stabilization of a ‘2020 vision’ meant to be global in its reach, to focus on the particular strengths of the island state, and be innovative in advancing sustainable development. Known as Tasmania Together, the 20-year strategic vision outlines diverse economic, social and environmental goals assembled over two years via widespread consultations with the island’s communities of place and interest. For a time Tasmania Together generated significant debate about what it means to be an island people, and whether and to what extent Tasmanians’ future will be secured through economic globalization or localized endeavours premised on sustainability principles. Important to Tasmanians as well as to island studies, these rhetorics of social and spatial engagement also have salience beyond the borders of the island state, highlighting larger questions about the technologies of governmentality, agency and the performance of identity.  相似文献

For geographers, debates surrounding the knowledge economy have reinvigorated interest in the geographies of learning and knowledge production. Particularly topical are discussions of the possibility of spatially stretched (global) learning, something especially relevant to professional service firms where the production and management of knowledge across transnational organizational networks is essential. Taking this as its starting point, the paper explores the way knowledge is produced and circulated in transnational legal professional service firms. Drawing on the ideas of relational economic geography to analyse original empirical material, it highlights the way relational networks are socially constructed to allow learning to be stretched across space. The paper then goes on to identify the ‘politics’ of inclusion in these networks and the exclusivity of membership. It also highlights the geographies of power that influence the nature and effect of the knowledge produced and circulated. It does this by examining the role of relational knowledge networks in the ‘Americanization’ of legal practice in Europe and the impacts of such changes on national institutional and regulatory contexts. It is, therefore, argued that transnational corporate networks need to be viewed as heterogeneous and ‘embedded spaces of social practice’. It is shown that studying the actors and their interactions across relational networks is vital to fully understand how global relational forms are constructed and to understand their structuring effects on the global economy.  相似文献

In this article I examine the objectives and substantive claims of a body of work that has come to be known as ‘environmental economic geography’ (EEG). I characterize this loose grouping of research activities as a topical contrivance: often what unites EEG researchers is simply a desire to apply the theories and methods of economic geography to environmental issues. The article explores an alternative rationale for doing EEG: the development of a distinctive intellectual project out of the encounter between economic geography and environment. Such a project extends beyond an assessment of the environmental impacts of economic activity, to examine the ways in which many ‘economic’ processes are environmentally constituted.  相似文献

In recent years, economic geographers have drawn extensively upon notions of ‘cultural embeddedness’ to explore how spatially variable sets of cultural conventions, norms, values and beliefs shape firms’ innovative performance in dynamic regional economies. However, our understanding of these causal links remains partial, reinforced by an ‘over-territorialised’ conception of cultural embeddedness which sidelines the role of institutional actors operating outside and across the boundaries of ‘the local’. So motivated, this paper offers a theoretically-informed - and theoretically informing - empirical analysis of the high tech regional economy in Salt Lake City, Utah to explore the everyday causal mechanisms, practices and processes - both local and extra-local - through which firms’ cultural embedding within the region is manifested, performed and (un)intentionally (re)produced. In so doing, this paper aims to further our understanding of the constitutive entanglement and complex interweaving of cultural/economic practices, and to contribute to the development of an in-depth empirical corpus of work which compliments the exciting conceptual developments that have largely dominated cultural economic geography over the last decade.  相似文献

This paper explores the shifting cultural politics of development as expressed in the changing narratives and discursive transparencies of fair trade marketing tactics in the UK. Pursued through what I call ‘developmental consumption’ and the increasing celebritization of development, it is now through the global media mega-star that the subaltern speaks. After a more general discussion of the implications of the celebritization of development, specific analysis focuses on two parallel processes complicit in the ‘mainstreaming’ of fair trade markets and the desire to develop fair trade as a product of ‘quality’. The first involves improving the taste of fair trade commodities through alterations in their material supply chains while the second involves novel marketing narratives designed to invoke these conventions of quality through highly meaningful discursive and visual means. The later process is conceptualized through the theoretical device of the shifting ‘embodiments’ of fair trade which have moved from small farmers’ livelihoods, to landscapes of ‘quality’, to increasing congeries of celebrities such as Chris Martin from the UK band Coldplay. These shifts encapsulate what is referred to here as fair trade’s Faustian Bargain and its ambiguous results: the creation of increasing economic returns and, thus, more development through the movement of fair trade goods into mainstream retail markets at the same time there is a de-centering of the historical discursive transparency at the core of fair trade’s moral economy. Here, then, the celebritization of fair trade has the potential to create ‘the mirror of consumption’, whereby, our gaze is reflected back upon ourselves in the form of ‘the rich and famous’ Northern celebrity muddling the ethics of care developed by connecting consumers to fair trade farmers and their livelihoods. The paper concludes with a consideration of development and fair trade politics in the context of their growing aestheticization and celebritization.  相似文献

Ecological Modernisation (EM) theorists argue that businesses in industrialised nations are ecologically restructuring in response to market signals, and that economic actors increasingly perceive a business case for sustainability. Whilst UK policymakers urge companies to undertake environmental measures voluntarily on the basis that it will be good for business, a qualitative study exploring the environmental practices of small and medium-sized construction firms found that the opinions of owner-managers had little resonance with this ‘win-win’ rhetoric. Respondents did not perceive the financial returns to be gained from eco-efficiency measures to be significant enough to warrant the short-term investment in time and resources required to pursue them. Moreover, the market was not signalling that product value could be raised or that customers could be won by embracing environmental best practice. The paper concludes by questioning the UK government’s faith in EMs ‘win-win’ ideology to encourage the greening of industry.  相似文献

One important (though often neglected) part of the ‘development business’ committed to principles of partnership is the Commonwealth, a voluntary association of 54 independent countries, almost all of which were formerly under British rule. This paper focuses on the Commonwealth’s contemporary sense of ‘responsibility’ for shaping African development through ‘partnership’ and by promoting ‘good governance’ and examines the particular example of Mozambique, which joined the Commonwealth in 1995. In exploring exactly what membership of this post-colonial ‘family’ has meant for Mozambique the paper explores the neocolonial paternalism and sense of trusteeship that the Commonwealth has articulated in its often very apolitical vision of African development which seems to lock the continent into a permanent stage of tutelage and to repetitively reduce Africa to a set of core deficiencies for which externally generated ‘solutions’ must be devised. More generally, the paper also examines the wider context of the Commonwealth’s involvement in Africa by looking at the connections it has made to British industry, British charities and the British Department for International Development (DFID). The paper concludes with an assessment of the ‘showcase’ potential of Mozambique and its importance to Commonwealth and DFID narrations of an African ‘success’ story of peace, stability and growth since the end of the country’s devastating civil war in 1992.  相似文献

Visions of the future predict spaces apparently teaming with ever more novel and pervasive technologies. Significant amongst such forecasts is the notion of ‘ubiquitous computing’ (ubicomp), understood as an affordance or capacity tied (in)to people, places and things. This article stages an encounter between the futurity of ubicomp and recent debates in geography around anticipation. So, first, the future orientation in ubicomp research and development (R&D) is investigated as a mode of anticipation. ‘Knowledges’, and ‘logics’ of anticipation are subsequently, and second, discussed as the conceptual apparatus that constructs and perpetuates the ‘proximate future’ of ubicomp. This analysis connects recent discussion about ‘anticipation’ in social sciences research with the methods of ubicomp research, which fits with an emergent agenda around futurity in human geography. Third, the conceptual articulation of ‘anticipatory logic’ is applied to the analysis of empirical investigations of ubicomp R&D to identify the specific logics of anticipation at play. This article accordingly examines the logics of anticipation that both support and destabilise the certainty with which the future is imagined within ubicomp. In conclusion, the multiple ways of anticipating a future world and the ways in which they discipline understandings of futurity are framed as a politics of anticipation.  相似文献
