Even though fish stocking might have unfavourable effects on the genetic composition of wild populations, stocking programmes are currently developed in significant numbers in the Baltic Sea. The aim of this study is to examine and propose explanations for potential differences in fish stocking practices between Finland and Sweden. A comparative case study, focusing on the operational decisions made by frontline bureaucrats at the regional level, is conducted. The results show that frontline bureaucrats in Finland make more similar decisions than their colleagues in Sweden do. The lower regional variation can be explained by greater similarities in policy beliefs and by the fact that Finnish bureaucrats, in cases of uncertainties, consult the same implementation resource. Thus, by clarifying policy substance and by designing a central organisation for the provision of knowledge and advice, policy makers can counteract regional variation in fish stocking practices.  相似文献

Adaptive management implies a system in which policy and practice are constantly revised in a continuous circular process to accommodate new ecological knowledge. In the case of current fish stocking practices, there is an evident gap between science and practice indicating a lack of adaptability. While fish stocking is perceived as a solution to many problems of modern fishery management, scientific researchers warn that current practices, including introducing alien populations, seriously threaten the sustainability of fish stocks. The aim of this study was to address, explain the existence of and, finally, discuss the prospect of narrowing this gap. For this purpose, the characteristics of the policy subsystem were analyzed. The empirical findings highlight the wickedness of the policy problem. The substantial and institutional uncertainties surrounding the issue are proposed as the main reasons for the deficits in adaptability. Fish stocking decisions are made within a complex policy subsystem that involves multiple actors and policy-making institutions, conflicting goals and competing notions of the problem. Cross-coalition learning—learning between coalitions of actors with different problem definitions, forming a joint view—is a necessary and, in the case of fish stocking, lacking variable in the adaptive management process.  相似文献

In the Northeast US fishery managers have attempted to control marine recreational fishing mortality through annual adjustments to the number and/or size of fish that can be kept. These measures, with a few exceptions, have generally failed to prevent recreational fishing mortality rates from exceeding annual target levels. In this study, we show that one of the reasons why keep limits may have failed is that a substantial number of anglers obtain little value from being able to keep self-caught fish. Our findings are based on a telephone survey administered to marine anglers in all of the coastal counties in the Northeast US in 2004/2005. To evaluate the importance of keeping self-caught fish, we provide estimates of the size of the marine angling population in the Northeast US that keeps fish for food or income and also for those that fish primarily for recreation and place little or no value on keeping fish. Demographic characteristics of the two groups of anglers are compared statistically and differences related to consumption of self-caught marine resources and to health warning advisories are discussed. We also estimate the size of the Northeast US angling population that relies on their self-caught marine resources as a cost-saving food source or as a supplement to household income. This information could improve the effectiveness of fisheries regulations and the ability of policy analysts to predict how anglers might be affected by proposed fishery management actions.  相似文献

Ecosystem based management takes into account the interconnectedness and interdependent nature of ecosystem components and emphasizes the importance of ecosystem structures and functions which provide a range of services. The concept has now been adopted by many international agreements and national governments and is in the process of being implemented. This paper seeks to review the literature and to analyze the understanding of the subject. The term is defined and its implementation in fisheries and for all marine uses is analyzed. It has been concluded that to understand marine ecosystem based management one must consider ecosystems as complex adaptive systems which can show changes at higher levels from actions and processes occurring at lower levels. Recognizing that humans are part of these complex adaptive systems is vital in that their actions along with other processes can lead to transformations in ecosystem functioning. This recognition is also important to show how society can sustainably exploit these resources and that the inclusion of all stakeholders in the management process is necessary to legitimize the process. The uses of the precautionary principle along with adaptive management are seen to be useful tools in implementing these insights into the management of natural resources. Finally, the need for reducing consumption of fish is considered.  相似文献

In Ireland there is no national shoreline management policy. Instead, management involves a series of actions at the local authority (County) level that respond to local demands, politics and economics within only a broad legal framework. Through the COREPOINT project, University of Ulster scientists have been working with local authority officials in Donegal to bring a scientific understanding of coastal processes to bear on practical management. Experience at several sites has shown significant changes in practice as a result of this interaction, compared to the previous situation when rock armouring was the favoured response to coastal erosion. We argue that achieving sustainable approaches to coastal management in a policy vacuum relies on a combination of (i) commitment to these approaches by local officials, (ii) low levels of public pressure for action, and (iii) limited financial resources. A change in any one of these is likely to lead to unsustainable actions. While close co-operation with scientists can help management in the absence of a coherent policy, only a formal regulatory instrument can deliver sustainable shoreline management.  相似文献

The 1995 United Nations Fish Stocks Agreement facilitates the creation of regional fishery management organizations (RFMOs) to govern harvests of straddling and highly migratory fish stocks. The stability and success of these organizations will depend, in part, on how effectively they can maintain member nations’ incentives to cooperate despite the uncertainties and shifting opportunities that may result from climate-driven changes in the productivity, migratory behavior, or catchability of the fish stocks governed by the RFMO. Such climatic impacts may intensify incentives for opportunism, and create other management challenges for the RFMOs now governing tropical tuna fisheries in the Pacific and Indian Oceans.  相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

This study investigates the local social and fisheries impact of formal fisheries policies in Bahía de Kino, one of the most important fishing villages in terms of extraction of benthic resources in the Northern Gulf of California, Mexico. The paper focuses on cross-scale institutional interactions, describing how existing formal policies are functioning on the ground, how these policies interact with local arrangements, and how this interaction may affect the incentives of different actors towards sustainable fisheries. Besides providing lessons on how the performance of a local fishery could be improved, this paper addresses the question of whether the formal institutional structure of Mexican fishing regulations is effective in promoting responsible behavior by small-scale fishery stakeholders. It is argued that the design of the most widely used management tool to regulate access to marine resources throughout Mexico -the permit (licensing) system- provides the wrong incentives for sustainable-use. Granting secure rights to resources to those actively involved in the fishery is a necessary step for promoting sustainable fishing practices.  相似文献

This paper presents a historical account of Brazilian public policy on fisheries subsidies, and a discussion of problems and limitations resulting from such policy. From the 1960s to the mid-1980s, public policies led to a great increase in fisheries catch without appropriate consideration for the long-term sustainability of the resources, resulting in declining catches over the years. The goals of current Brazilian public policy on fisheries will not help in reducing overexploitation. This is because these policies are too optimistic about the abundance of fish in Brazil's EEZ, and are not accompanied by a fisheries management plan that is likely to work.  相似文献

This paper investigates the extent to which remote sensing data can contribute to the management of two parallel crises in the South China Sea (SCS); first the ongoing disputes related to islands and related maritime boundaries and second the degradation of the marine environment and the decrease in fish stocks. It demonstrates that remote sensing surveys are the only means to lawfully collect independent and verifiable geographic data on the disputed features without the need to consult all the claimants and thereby add to regional frictions and tensions. These surveys can contribute to the determination of whether these features are submerged or above water at high tide and what their physical characteristics are. This would inform the application of the Law of the Sea and help determine entitlements to maritime zones and thus access to resources. The other category of uses for remote sensing surveys which is explored is the identification and classification of marine habitats and the building of a biogeographic platform. This paper shows the limits created by unavoidable uncertainties in the interpretation of satellite imagery. However, many benefits outweigh the downsides: the potential for national and regional marine spatial planning, for the prioritization of marine environments in need of management, for the implementation by the States bordering the SCS of the international treaties which they have ratified and for ecological monitoring.  相似文献

The live reef fish for food trade is a highly significant fishery that provides income for many coastal communities in the Asia-Pacific region but faces challenges relating to sustainability. This paper draws attention to the large gaps that exist between policy and practice in the live reef fish for food trade in Palawan, Philippines. While many policies have been introduced over many years, effective implementation remains a challenge. We show how the implementation of successive sets of policies has been hindered by three broadly inter-related features of the local social landscape: the capacity of government institutions and legal frameworks to implement regulations, the distinctive culture of fisheries governance in the Philippines, and the perspectives and practices of local fishers themselves. By focusing on the gaps between policy and practice, we highlight the ongoing need to examine more explicitly the ways in which local contexts shape the effectiveness of implementation, enforcement and policy more generally.  相似文献

Spatially sensitive management built on detailed biological and socio-economic knowledge is required to establish sound fishing regulations and to avoid extinction of small coastal populations of fish and shellfish. Highly productive isolated populations of several commercial species have historically inhabited the Swedish west coast, but during the past century these populations have been depleted by fisheries and with no sign of recovery. Since 1999 several fisheries regulations and different stakeholder co-management initiatives have flourished along the Swedish coast of the Skagerrak. They aimed to facilitate the recovery of collapsed local stocks but the established regulations failed to identify and restrict the main sources of mortality acting on local stocks and they have thus been ineffective to promote the recovery. Furthermore, regulations have operated on the weakest among stakeholders (e.g.. recreational fishers), which have minor influence over management, and the restrictions have been imposed without providing any data which supported the choice (i.e. the “easy restriction” syndrome). In line with the general “spirit” of recent Swedish fishery management, we conclude that managers, without the disapproval of Swedish scientists, have circumvented limitations which should address the largest mortality factor, i.e. the commercial fishery. The regulations presently in place, have been politically uncontroversial and easy to implement, but have been highly unsuccessful. We therefore suggest that stakeholders, including politicians, should start focusing on more effective and science-based management and less on what is politically attractive if Swedish citizens shall have a chance to witness the recovery of their once flourishing coastal populations.  相似文献

Ireland's waters represent a valuable resource encompassing productive fishing grounds and important oil and gas reserves. As a species rich marine environment, Ireland's waters are also an important habitat for many species of marine mammal. Specifically, grey seals (Halichoerus grypus) and harbour seals (Phoca vitulina) are widespread in Irish coastal waters and at least 24 species of cetacean have been reported at sea. The coastal zone represents critical habitat for many of these species, in particular seals that use both terrestrial and aquatic coastal habitat and are vulnerable to habitat degradation. Increasing exploitation of marine resources has increased their exposure to a range of anthropogenic effects including pollution and habitat loss. As top predators seals interact with commercial fisheries both directly and indirectly for resources and conflicts arise. The relatively recent move towards ‘greener’ resource exploitation such as marine renewable energy does not come without negative consequences for marine mammals including seals, which are afforded protection under national and international conservation legislation, highlighting the difficulties faced by resource managers. The sustainable exploitation of resources whilst conserving biodiversity is a challenging task and effective management implementation depends on appropriate policy informed by reliable scientific data. This paper outlines the conservation needs of seals in Irish waters, reviews our current knowledge of these species in Irish water, provides a critical analysis of the existing legislative framework and describes how research outputs can inform present and future policy decisions.  相似文献

Fishermen, scientists, national policy makers, and staff of environmental NGOs (ENGOs) hold different perceptions about temporal patterns in fish stocks. Perception differences are problematic in multi-stakeholder settings, because they elicit controversies and unbalanced disputes. These hinder effective participation, a prerequisite for ‘good governance’ and effective management of sustainable fisheries. This study shows that perceptions of change (‘does the stock increase or decrease?’) and of current status of a fish stock (‘is it doing well or not?’) are influenced by the capturing and processing of information, rather than by interests alone. We focused on the Dutch North Sea fishery on plaice and sole and examined (1) availability and accessibility of information on temporal patterns of these stocks and (2) perception differences between all parties. A first explanation for these differences is the use of different parameters as a measure for stock size. Fishermen focus on catch rates or catch-per-unit-effort (relative stock size), whereas scientists, policy makers, and ENGO-staff mainly use scientific assessments of spawning stock biomass (absolute stock size). Between-group perception differences are further explained by spatial aggregation levels of information, lengths of time series evaluated, and by modes of comparison to qualify the current status of fish stocks. Awareness of information differences and the development of shared information use and processing may release some of the tensions in multi-stakeholder settings debating fisheries management. However, comprehension problems amongst all parties on how spawning stock biomass is reconstructed and how it relates to catch rates in the fishery may pose an enduring barrier.  相似文献

Sweden and other European Union countries are currently carrying out extensive work aimed at improving the marine and freshwater environment. The adaptive management approaches typically used for this require the development of new policy instruments and measures when needed, but also evaluations of instruments and measures already in use or under way. This paper reports on a study of the Swedish individual transferable quota system introduced in 2009 for the pelagic fishery. The new system was motivated mainly by economic arguments and, thus, the need to get incentives right. Despite this, the design of the Swedish system weakened the intended incentive effects in several ways, compared with the foreign systems that served as models. Moreover, the information needed for future evaluations was not collected, even though the need for future evaluations had been expressed explicitly and the data needs for this could be identified at the time that the system was introduced.  相似文献

The recent overexploitation of East Atlantic and Mediterranean bluefin tuna stock has been well documented in the media where it has become the archetype of overfishing and general mis-management. Beyond the public debate, the crisis also highlighted how the interactions between science and management can change through time according to the awareness of the public opinion. To reflect these issues, the history of Atlantic bluefin tuna overfishing is first described. Then, the major uncertainties that undermine the current scientific advice are summarized and the importance of reducing their impacts by improving knowledge and developing robust scientific framework is considered. The study also discusses how uncertainty was used by different lobbies to discredit science-based management. The recent improvement in bluefin tuna stock status following the implementation of the rebuilding plan shows that, despite uncertainty in the scientific advice, the management of a heavily exploited fish stock can be positive when there is a political will. However, optimizing long-term yields of modern fisheries implies good science. The study concludes by advocating for the implementation of a scientific quota that should be part of the management framework to support the scientific advice.  相似文献

The seas in North-East Asia, the Yellow/East China Sea and the East Sea, which are semi-enclosed seas constituting unitary ecosystems are now facing many problems such as depletion of fish stocks, poor fishery management policies, and large-scale deterioration of the marine environment. The fishery resources of the region have long been subject to heavy fishing pressures, and many stocks are now believed to be seriously depleted and may be in danger of extinction because of overfishing. In addition, poor fishery management policies have accelerated overfishing and the rapid depletion of fish stocks. Considering this rapidly deteriorating situation, regional co-operation based on the 1982 UN Convention among coastal states should be given top priority. Most fish stocks in the region migrate beyond the jurisdiction of any one country. Indeed, one state by itself can easily destroy fishery resources because semi-enclosed seas, particularly those such as the Yellow/East China Sea and the East Sea, cannot be managed effectively without close co-operation among the coastal states.  相似文献

This paper presents how environmental concerns emanating outside the Common Fisheries Policy (CFP) are increasingly setting the stage for EU fisheries management. This is illustrated via what is termed the exogenous entrance of environmental concerns through the implementation of directives in EU policy. More endogenous entrance of environmental concerns occurs via stakeholder participation in Regional Advisory Councils (RACs) as well as market mechanisms, such as ecolabelling and traceability. This study discusses how these latter channels of environmental concern may have become a more potent and efficient way of reaching environmental goals, outside of the primacy of the CFP.  相似文献

The Pacific Island Regional Ocean Policy (PIROP), which was released in 2002, provided the framework for ocean governance in the Pacific region. Since then there have been a myriad of policy documents and institutional arrangements that have been developed to address ocean governance issues, however, little progress has occurred with regard to the actual implementation of PIROP. This paper examines the region's progress in establishing integrated oceans management, and how this fits with the use of marine spatial planning and area based management tools, such as marine protected areas. It argues that policy making in this region encounters the usual difficulties with integrated policy approaches experienced elsewhere but that these difficulties are further accentuated when applied to developing nations that are highly dependent on external support. It suggests a way forward for the future with development of action plans, implementation and the practical application of those plans including a regional contextualisation/analysis of progress against regional objectives.  相似文献
