The reduction of discards in European fisheries has been identified as a specific objective of the reform of the EU Common Fisheries Policy. To reduce the uncertainty in catch data and the socially unacceptable waste of resources that results from the disposal of catch at sea, a policy to ban discards has been proposed. Discard bans are currently implemented in Alaska, British Columbia, New Zealand, the Faroe Islands, Norway and Iceland. Experience from these countries highlights that a policy of mandatory landings can result in a reduction in discards, but relies upon a high level of surveillance or economic incentives to encourage fishers to land more of their catch. Discard bans will also not result in long term benefits to stocks unless total removals are reduced, through the avoidance of undersized, non-commercial or over quota catch. Experience shows that additional management measures are required to incentivise such a move towards more selective fishing. Success has resulted from the use of area closures and bycatch limits, with potential applications in EU fisheries. However, selective fishing will not be a panacea for the current state of European fisheries; discard bans and accompanying measures must be embedded in a wider management system that constrains fishing mortality to reasonable levels before sustainable exploitation can occur.  相似文献

In this paper the discard ban policy within the Portuguese fisheries sector is discussed and the opportunities and impact in the fisheries economy that arise from sales of unwanted fish under the new landing obligation are evaluated. The decadal mean price of fish (€/kg, adjusted for inflation) rose from the 1940s until the 1970s, dropping thereafter. The yearly averaged economic income estimated for discards sales between 1969 and 2009 ranged from 419345€ to 2164379€. Discard ban sales could contribute from 10% to 53% of the total landed value and 9–34% of the total catches (landings + discards). Under a discard ban policy, the fishing sector with the largest economic contribution for total discards sales would be multispecies (54%), followed by trawl (26%) and seine (20%). On average, fishing sales contributed with 0.63% to gross domestic production (GDP) between 1938 and 2009. Discard sales can increase 1.07–1.46 times more than the fish landing contribution to GDP. After 1983 the average landings/imports economic ratio was 0.28:1, which means that fish imports surpassed landings economic value 3.57 fold. The discard ban policy can create economic opportunities in the national context thus helping to revitalize some specific fisheries sectors.  相似文献

According to the Food and Agriculture Organization of the United Nations, overcapacity in the fishing fleet poses a fundamental challenge in fisheries. Overcapacity leads to an increased pressure on fish stocks and a decrease in economic profit. The fishing fleet is marginalised economically, and overcapacity creates allocation conflicts between different gear and vessel groups. In addition, the expenses to control and management increase. Although Norwegian authorities have introduced several restrictions, for example total allowable catch, licenses, vessel quotas, and other regulatory measures, this article shows that the problems connected to overcapacity persist. Analyses of the technical capacity development show that there is an overall capacity expansion although the number of vessels is reduced. This development is an indicator of the dynamics of technological development over time, and the article discusses whether the concept of technology is sufficiently integrated into fisheries management. The important question now is whether analyses of the technical capacity development can serve as a positive supplement to the traditional fisheries management, which largely is based on input from the scientific disciplines biology and economics.  相似文献

Solutions to the problem of discarding in fisheries have been debated for decades. Despite this attention, measures to ameliorate discarding have had limited success. Regulators, researchers, and industry continue to struggle with fisheries management and foregone yield in the face of the continued wastage of valuable resources due to discarding.Waste minimization and by-product utilization are powerful imperatives in other sectors that are also reliant on the harvest of natural resources. This paper considers the performance of these sectors in waste minimization and by-product utilization, with the aim of identifying practices and processes that may be applied to ameliorate discarding in fisheries.This paper describes the handling, utilization, and mitigation of discards and waste in the livestock farming, agriculture, mining, and waste management industries, and in particular, in forestry. In terms of biological impact, economic objectives, and management approaches the harvesting of trees has substantial similarities to industrialized fishing. However, the forestry sector has found ways to utilize almost 100% of the natural product harvest by establishing markets and new products. Analogous developments within the fishing industry could substantially improve sustainability through reduced levels of discarding and wastage. Based on the experiences of these sectors it is suggested that evaluations of potential Management Strategies are developed to specifically examine discard mitigation approaches on a broader scale than previously conducted.  相似文献

This paper discusses the potential for implementing individual transferable quota (ITQ) schemes in commercial recreational fisheries, focusing particularly on charter and headboat fisheries. After a brief discussion of ITQs in commercial fisheries, the paper discusses the manner in which rents get dissipated in commercial recreational fisheries. Fishing mortality in recreational fisheries is determined as a joint outcome of angler behavior and trip supply. In the recreational sector under open access conditions, there are likely to be too many vessels providing too many trips at prices that are too low. Vessel input configurations are likely to be distorted in a manner that generates excessive fishing mortality. Designing ITQs for recreational fisheries requires consideration of issues not prominent in the design of commercial fisheries. Among the most important is the manner in which angler preferences and types affect overall mortality from both landings and discards. While catch and release fisheries and pure food fish recreational fisheries are relatively easy to manage with recreational ITQs, fisheries with both angler types present difficult monitoring problems that add complexities to ITQ design. Various ways to design programs that account for both landings and discard mortalities and that generate incentives for anglers and vessel owners to reduce discard mortality are discussed.  相似文献

Discard management needs to draw on scientific research and advice, usually supported by specific statistical modeling analysis. A wide range of statistical analysis methods were applied to fishery data in an attempt to distinguish factors that influence the species discard composition. While such approaches are important, they are still incomplete for disaggregating the economic and spatial-temporal factors for analyzing of this process and obtain a whole view of this issue. Our study aims to fill this gap by identifying, describing, and quantifying factors that influence discards of trawl fisheries using a multivariate approach based on five complementary aspects: “economic”, “vessel characteristics”, “spatial”, “temporal” and “environmental”. In addition, a spatial multi-criteria approach were used to investigate discard hot-spot areas using ecological criteria such as vulnerability and resilience of the discarded species. Using these ecological criteria will concentrate conservation efforts on the most relevant sites minimizing discards of a variety of potentially vulnerable species. This approach was applied to a case study of a multi-species demersal bottom trawl fisheries in north Spain, Cantabrian Sea (ICES area VIIIc). Results showed how spatial and economic factors highly affect species discard composition, identifying specific spatial-temporal discard hot-spots to be preferentially avoided by fishers. Mitigation measures for future fisheries management strategies should be implemented at multiple stages of the discarding process, both in the selection of the fishing grounds and the economic valorization of the discarded species.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

Colombia has coasts on both the Atlantic and Pacific Oceans, but its marine fisheries are limited by the relatively small size of commercially important stocks. However, diverse fishery resources have traditionally been exploited by coastal communities, and industrial fisheries have grown in recent years with the intensification of tuna fishing in both oceans. The management of Colombia's fisheries has been hampered by frequent administrative changes, which has notably led to the disappearance of a part of the official landings data. We estimated total fisheries removals (reported plus discards and unreported catches) in the Colombian Atlantic and Pacific Oceans for the period 1950–2006. We used secondary sources of information to estimate missing data, and we estimated subsistence fishing and the unreported by-catches of the shrimp and tuna fisheries. We used available information on seafood prices to estimate the relative economic impact (gross revenues) of the small-scale and industrial sectors for the period 2000–2006. Our results suggest that for the period 1950–2006, the Colombian marine fisheries catches may have been almost twice the landings reported by FAO on behalf of the country (2.8 times higher in the Atlantic; 1.3 times higher in the Pacific). Although the total gross revenues of industrial fisheries were higher than those of the small-scale sector, the latter commanded higher gross revenues in the Atlantic in 2006.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献

Sustainable management of wild fish stocks by means of catch quotas requires reliable data on fishing mortality. Norwegian authorities have attempted to ensure the reliability of this data through catch report procedures and a ban on dumping. The reliability of data on fishing mortality depends on the fishers’ compliance with these regulations. This article outlines the main factors that govern compliance and non-compliance in the Norwegian pelagic fisheries. The landing obligation recently adopted by the European Union's (EU) Common Fisheries Policy aims to eradicate discards in EU fisheries. The objective of this paper is to investigate the potential social and economic impacts of the discard ban in European small-scale fisheries (SSF) and the critical factors for its successful implementation. An exhaustive systematic literature review and a stakeholder consultation were carried out in order to (i) collect detailed information about current knowledge on discards in EU SSF and gauge stakeholder perceptions about potential impacts of the discard ban in European SSF, (ii) examine the capacity of the SSF industry to implement the discard ban, and (iii) explore the limits and feasibility of implementing such a measure.The results of this study show that little attention has been given by the scientific community to discards in EU SSF. Indeed, the systematic literature review shows that this problem is relatively unexplored in the EU. In addition, the effectiveness of a discard ban in industrial fisheries is still unclear, mainly because discard data are not systematically collected by fisheries authorities. Stakeholders mostly perceive that the new landing obligation was developed with industrial fisheries in mind and that compliance with the landing obligation in EU SSF will be difficult to achieve without high economic costs, such as those related to the handling and storage of unwanted fish on board.  相似文献

Technical efficiency, uncertainties in data quality and natural fluctuations in fishing stocks constitute potential sources of fishing vessel inefficiency. Moreover, debate is on-going as to whether the skill of the fishermen (“skipper effect”) is an underlying actor in fishing efficiency. Therefore, this article monitors, calculates and quantifies the inefficiency caused by the “skipper effect”, if any, through the use of data envelopment analysis (DEA), with the aim of determining whether best practice target operational values in DEA, and their associated environmental impact reductions through LCA+DEA methodology, are achievable beyond the theoretical baseline they involve. A window analysis model is applied to the US menhaden fishery, a purse seining fleet with high homogeneity, since it is owned by the same company, with similar vessel and management characteristics. Results revealed relevant inefficiency levels in the four ports assessed, suggesting the existence of a “skipper effect” in all of them. Strong variances between vessels were identified, not only on an annual mean basis, but also per week of study. These variances could be attributed to random variation through time, if it were not for the fact that best performing vessels managed to repeatedly perform at high efficiency rates throughout the period. Moreover, standard deviations of low efficiency vessels were higher in all ports. Consequently, best performing targets calculated in LCA+DEA may be difficult to achieve in fleets where skipper skill strongly influences the sources of inefficiency. In these cases, the results suggest that resource minimization should be linked to specific measures to improve the individual skills of low performing vessels to attain best practice targets.  相似文献

Fishing vessels from Cornwall, England entered the albacore tuna (Thunnus alalunga, Bonnaterre, 1788) fishery using drift-nets in the Bay of Biscay in 1991, the prime motivation for this being concern over excess capacity and quota limitations in existing local fisheries. Although the albacore fishery has made a contribution to the region's prosperity and has reduced pressure other fish stocks, many operators who invested in the necessary fishing equipment have withdrawn their vessels after only one or two seasons. Those staying in the fishery have been able to do so only because of profitability for vessels with very low overheads. Two sources have undermined confidence in the fishery amongst Cornish fishermen; new legislation which evolved from inappropriate, extra-regional sources and conflict between the fishing fleets from different European countries due to its ‘High Seas’ location. The political significance of the fishery is disproportionate to its size and impact on the environment and has meant that the Cornish albacore fleet may cease to exist.  相似文献

It is widely recognized that fishing states are obliged to exercise flag state responsibility over their vessels. In an attempt to become a responsible fishing actor, Taiwan has endeavored to manage its distant water fishing fleet in accordance with international fisheries management. However, the long-standing problems of illegal, unreported and unregulated (IUU) fishing, fish laundering, and fishing overcapacity, which remained unsolved during the 1990s and early 2000s, brought its management capability into doubt. Failure to address these problems undermined the credibility of all management measures and ultimately resulted in a recommendation adopted by International Commission for the Conservation of the Atlantic Tunas (ICCAT) in 2005. This recommendation significantly affected Taiwan's distant water fishing policy. This paper examines how Taiwan assimilated this outside force into its fishing policy as a new response to international fisheries management and how fishers perceived this response. It shows that Taiwan's efforts in controlling distant water fisheries marked a big change, specifically manifest in three noticeable actions - reducing excessive bigeye-targeted efforts, deterring IUU fishing, and strengthening fisheries management. The study advises that management of small tuna vessels be effectively exercised and recommends future actions on providing subsidies for fishers to partially offset costs incurred by rule compliance, streamlining their administrative work, enhancing communication with them, putting more enforcement and meaningful penalties in place. Finally, the study indicates the existence of an interaction in the international fisheries management scheme, potentially favoring Taiwan to bargain for fishing rights and a favorable status in the participation of regional fisheries management organizations (RFMOs) in the future if it continues to exercise effective control of distant water fisheries.  相似文献

In the context of the Common Fisheries Policy reform, the need for decreasing discards has been highlighted in discussions on the implementation of a discard ban. While most of the research has focused on the quantification of discards by species and métier, identification and quantification of the causes of discards have received little attention. This study presents the results of on-board surveys conducted in the Southern Bay of Biscay fleets of netters and longliners. A large variability of discards was observed. It is also shown that in these passive gear fisheries the main reasons for discarding put forward by fishermen are, firstly, market-related and, secondly, quality-related; discards related to the application of regulations are minor. The results therefore illustrate that decisions to discard can also occur in highly selective fisheries because of economic constraint and the results also show that a part is discarded alive.  相似文献

Marine fisheries play an important role in the economy of Sierra Leone, supporting livelihoods and contributing significantly to food security. This paper looks in detail at how the performance of fisheries was impacted by the ten year civil war, an event which contributed to the country's reputation for being a “failed state”. The paper focuses mainly on the artisanal fisheries sector, which employs the majority of the country's coastal population, and demonstrates how the conflict caused major social dislocation to fishing communities as well as reducing the productive capacity of the fleet. The paper concludes with a discussion of the policy challenges now facing Sierra Leone, particularly the prevention of resource looting through illegal fishing of the offshore stocks and the development of strategies to enable the potential wealth of these fisheries to be captured.  相似文献

A Dutch pilot study of fully documented fisheries provided the opportunity to observe actual changes in fishing behaviour under catch quota management (CQM). Interviews with fishers in the pilot study aided in interpreting the results and giving insight in the decision making process and reasoning of fishers. The CQM pilot study entailed a fleet of small and large demersal vessels. For these vessels, all cod catches were counted against quota, including catches of individuals below minimum landings size. To obtain reliable catch data all vessels were equipped with electronic monitoring (EM) systems. These systems recorded videos of all fishing and processing activities on board. In return, fishers received a 30% quota bonus for cod and were compensated with more flexibility on effort regulations. It was hypothesized that vessels in the CQM will (i) increase their landings by 30% according to their quota bonus, (ii) increase the use of gear with large mesh size, and (iii) change effort towards fishing locations with high catch rates of large cod and avoid areas with high catch rates of undersized cod. The results showed that CQM had no effect on fishing behaviour of the small vessels. In contrast, large vessels significantly increased their cod landings (216%) and avoided undersized cod. This difference in response of different fleets suggested that implementation of CQM, for instance in the context of the European Common Fisheries Policy, should consider fleet characteristics. It seemed that larger vessels in this study more easily adapted their behaviour to new management regimes and that the quota bonus opened up new fishing strategies, that were not envisaged during the implementation.  相似文献
