Rights-based management regimes are considered by economists as an important solution to the problems of excess capacity and biological over-harvesting of fisheries. In practice, adoption of such regimes, and particularly of those relying on individual quota allocations, has often met with resistance from within the fisheries concerned. A key reason for this resistance appears to be the distributional conflicts which arise in the process of implementing the regimes. An economic analysis of the nature of these conflicts in the different contexts in which they have been observed is proposed. The approach centres on the way in which distributional conflicts can influence the operation of management systems and their impacts on fisheries, from the country to the individual firm level. As an illustration, an analysis of the economic processes at firm level is developed based on the simulation of a fishery managed under individual transferable quotas.  相似文献

Despite being an economic success and generating considerable profit, the Norwegian salmon farming industry face environmental challenges that need to be solved. Since 2014, all new licenses to farm salmon are labelled either “light-green”, dark-green” or “development licenses”. The industry is nevertheless characterized by the open net-pen as a hegemonic technology, and is susceptible to both cognitive and political lock-in. In the article, it is defined which narratives on “greening criteria” that are dominant and an analysis is presented on how narratives influence new licenses for salmon farming. The data is derived from 52 qualitative interviews and a broad qualitative analysis of trends and debates in the industry. From the perspective of evolutionary economic geography and the sub-concept path dependency, narratives on greening criteria for future salmon farming are divided in three categories: path extension, modest path renewal and strong path renewal. The findings reveal that although most licenses are linked to mere path extension, development licenses might disrupt this trend.  相似文献

Resource conflict is a common feature of coastal management. This conflict is often managed by using spatial planning tools to segregate uses, with access decisions made through a comparison of the economic costs and benefits of the competing sectors. These comparisons rarely include an in-depth analysis of the extent or nature of the conflict. One commonly experienced form of resource conflict in coastal communities involves professional fishing, recreational fishing and broader coastal tourism. In New South Wales, Australia the professional fishing industry is often seen as being in conflict with recreational fishing and tourism, and there are frequent calls to close areas to professional fishing, arguing that this will provide improved economic benefits to local communities. This research examined the relationships between the three sectors using economic valuations, qualitative interviews and a large-scale representative questionnaire of the general public. The results revealed highly interconnected and mutually supportive relationships, with professional fishing providing a range of services that benefit both tourism and recreational fishing. These results suggest that spatial management exercises that seek to segregate or remove one sector from an area, may be counterproductive to the interests of all these groups. Relying on economic valuations of each sector as if they stand alone is insufficient to adequately understand their roles in local communities. Resource allocation decisions should be based on evaluations that consider the interconnections between sectors, and consider whether negotiated sharing of resources may provide greater community benefits than excluding certain groups of users.  相似文献

Being a littoral state, Malaysian maritime sectors provide the basis for the growth and development of marine-related activities. As the country enters the new millennium along with the ‘2020 Vision’ which serves as the basic template against which the economic performance of these sectors should be judged, it poses a new challenge for Malaysia in developing these sectors. This paper attempts to address three basic issues: Firstly, is there any national ocean policy in place? Secondly, are the maritime sectors adequately organized to play an important role in achieving the objectives? Thirdly, what are the opportunities available in developing the ocean?It can be seen that existing policies to develop comprehensive ocean governance have not received the full attention they deserve. Organizational structures governing the ocean for implementing national policies are well in place but in a fragmented and uncoordinated fashion. As a result, sectoral and intersectoral management problems were created such as multiple-use conflicts, overlapping of jurisdiction and duplication of efforts. Environmental problems have also not been properly addressed. A few sectors have been identified as offering opportunities to further develop the Malaysian maritime areas. Among these are marine education and human resources development, marine tourism and the seafood industry.  相似文献

As a result of declining and overfished small-scale nearshore fisheries in Southeast Asia, there are increasing conflicts and social tensions between and among different user groups, leading to coastal “fish wars”. A challenge facing fishers, resource managers and national decision makers in the region is to identify more appropriate governance and public policy mechanisms to manage conflicts over fishery resources and to resolve them productively in the interests of both long-term sustainability and short-term economic feasibility. A quantitative analysis undertaken in selected coastal communities in Indonesia, the Philippines, Thailand and Vietnam with and without co-management indicate that co-management does lead to reduced resource conflict levels. The analysis has also shown that when resource conflicts are reduced, food security improves.  相似文献

Fisheries managers face the dual challenge of achieving sustainable fisheries exploitation, while doing so through ‘light’ regulation. This is particularly the case in the European Union, where there is an overarching ‘better regulation’ agenda and new environmental management requirements under the Common Fisheries Policy. This paper explores the potential for using fisheries licensing schemes for environmental purposes in the EU, and so demonstrates their value as an instrument for environmental integration in the sector. The current and potential use of licence conditions and licensing within strategic management planning and assessments is explored in EU and non-EU fisheries, as well as other sectors. While not necessarily the solution to all environmental management challenges, licences are evidently a potentially valuable tool that can be used for more than mere entry limitation.  相似文献

Despite increasing attention paid to the value of marine resources, in particular marine protected areas (MPAs), their economic valuation focuses mainly on use values of ecosystem services such as fishery and tourism. Furthermore, most MPA related studies are carried out for coastal ecosystems, especially tropical coral reefs. The valuation of remote marine ecosystems is rare. The main objective of this paper is to estimate public willingness to pay (WTP) for alternative management regimes of a network of offshore MPAs in the North Sea under the Marine Strategy Framework Directive (MSFD). In a baseline valuation study carried out just before the adoption of the MSFD, beach visitors and a random sample of coastal and non-coastal residents were asked for their preferences for two alternative management options of three remote, ecologically sensitive areas with multiple use conflicts. Despite the lack of public awareness and familiarity with the offshore marine areas, a majority of 70% is willing to pay extra tax for their protection. Using a conservative value elicitation procedure, Dutch households are willing to pay on average maximum 0.25% of their annual disposable income to ban access and economic use. This serves as an indicator of what a network of remote MPAs in the MSFD is allowed to cost according to the Dutch tax payer.  相似文献

Mangroves in Northwestern Mexico are vital to maintain coastal environments healthy, to provide nutrients for several food chains, and to supply valuable goods and services that sustain and improve human livelihoods. Many of these values offer a range of opportunities for economic development that attract workers, investors and developers. Recently, federal privatization policies have promoted an accelerated coastal development of this region to obtain large profits in short times, creating competing and overlapping interests to use coastal environments and control key resources. Such intense developments are modifying the ecological conditions of many coastal areas, threatening the provision of important ecosystem services to society. After years of centralized decisions, new paradigms are needed to achieve a coastal management that ensures long-term ecosystem maintenance, fair resource use and social equity. Recognizing the multiplicity of actors involved in coastal management and using a qualitative research methodology, we identified and explored the perspectives of different key stakeholders in the states of Baja California Sur and Sonora, Mexico, to better understand their views on mangroves use and management as well as the interaction among them. We discuss similarities and/or discrepancies found among stakeholders’ perceptions by describing their central ideas and identifying overlapping interests that may create conflicts when defining development and conservation programs or formulating policies. This information also intends to encourage further research on the social-ecological system of the coasts in Northwestern Mexico and to contribute to address coastal management issues in integrated ways that consider the social dimension through documenting stakeholders’ narratives in the future.  相似文献

Coastal zone planning at regional level has been introduced in Norway to deal with the problems of integration that coastal zone planning at municipal level has not been able to solve. In particular, this relates to coordination between the relevant sectors at regional level. The present article discusses the effects of different planning strategies at regional (county) level in terms of achieving integration between the interests of the aquaculture industry with those of other coastal interests. The findings are based on a study comparing the experiences in three counties. The authors argue that the individual county's choice of planning strategy influence the way in which the integrated coastal zone management (ICZM) is carried out. The more active the county authorities have been as a meta-governor in the planning and implementation processes, the higher level of integration is achieved.  相似文献

For most of history, the ocean has remained nearly opaque to study, and it has been difficult to understand where salmon or other marine animals go or how they use the ocean. This greatly limits the ability of oceanographers and fisheries biologists to improve the management of many marine resources. The technical and scientific basis now exists to track the ocean movements of individual marine fish for months or years at a time. In this article, we review how new technologies might be applied to salmon in particular. Our conclusion is that animals as small as juvenile Pacific salmon can be followed for months to years at sea, and thus over great distances. By identifying the migration pathways for individual salmon and specific populations of Pacific salmon, we can establish their ocean foraging grounds. We outline the approaches and initial results from the Census of Marine Life program pacific ocean salmon tracking (POST). The research program involves two distinct aspects: (1) the development of an acoustic array for tracking the movements of Pacific salmon during their shelf-resident phase of the life history and (2) the use of archival (data storage) tags to measure aspects of their local environment and to delineate their open ocean migration pathways off the shelf. We report on some of the preliminary findings from the first year of the field project using acoustic tags.  相似文献

Conflicts between artisanal and industrial fishermen—targeting increasingly scarce resources in Senegal—are posing a serious threat to human security and are only symbolically addressed by the country's fisheries governance regime. Severely outmatched in terms of political influence and size, artisanal fishermen are more vulnerable to the fallout of conflicts at sea. The loss of fishing materials threatens the livelihoods of fishermen and their families; collisions and violence between members of the two sectors often result in injury and death. This study examines at-sea interactions between Senegal's artisanal and industrial sectors and the formal and informal mechanisms in place for managing them. Conflictive interactions are found to co-exist alongside cooperative ones and both emerge in response to changes in marine resource abundance and management. Formal systems in place to mediate at-sea conflicts are ineffective and seldom used by artisanal fishermen, who either accept their losses, attempt to informally resolve conflicts with industrial actors or resort to violence.  相似文献

Solutions to the problem of discarding in fisheries have been debated for decades. Despite this attention, measures to ameliorate discarding have had limited success. Regulators, researchers, and industry continue to struggle with fisheries management and foregone yield in the face of the continued wastage of valuable resources due to discarding.Waste minimization and by-product utilization are powerful imperatives in other sectors that are also reliant on the harvest of natural resources. This paper considers the performance of these sectors in waste minimization and by-product utilization, with the aim of identifying practices and processes that may be applied to ameliorate discarding in fisheries.This paper describes the handling, utilization, and mitigation of discards and waste in the livestock farming, agriculture, mining, and waste management industries, and in particular, in forestry. In terms of biological impact, economic objectives, and management approaches the harvesting of trees has substantial similarities to industrialized fishing. However, the forestry sector has found ways to utilize almost 100% of the natural product harvest by establishing markets and new products. Analogous developments within the fishing industry could substantially improve sustainability through reduced levels of discarding and wastage. Based on the experiences of these sectors it is suggested that evaluations of potential Management Strategies are developed to specifically examine discard mitigation approaches on a broader scale than previously conducted.  相似文献

Ecosystem-based management is an increasingly prominent paradigm for the management of living marine resources with a focus on maintaining ecosystem level properties and processes. Although highly migratory marine and anadromous fish species often disproportionately contribute to the structure and function of ecosystems, incorporating these species into ecosystem-based management policies remains difficult because they spend a considerable portion of time outside the boundaries that define a particular management area. In this paper, two case studies are used to examine how the challenges of ecosystem openness, imperfect information, and ecosystem complexity can impede efforts to integrate highly migratory Pacific salmon into ecosystem-based management policies. This analysis highlights three main factors that hinder more effective integration: (1) uncertainties about impacts of human activities and ecological processes that occur in geographically distant jurisdictional areas or at spatial scales larger than the ecosystem-based management area, (2) spatial asymmetries in the distribution of costs and benefits associated with management decisions (i.e., positive or negative externalities), and (3) static management policies that prevent updating management decisions in a timely manner when ecosystem conditions change or new information becomes available. Given these factors, two potential strategies to address migratory challenges are suggested. First, the creation of an international ecosystem synthesis group is recommended to facilitate the collection, analysis, and dissemination of ecological, social, and policy information across national and other jurisdictional boundaries. Second, the expanded use of dynamic in-season management policies is recommended, which allow for rapid updating of management decisions based on evolving information about ecosystem conditions.  相似文献

This paper explores the nature of conflict and how institutional failure may be a primary cause of conflict over natural resources. Typologies for studying conflicts are reviewed and a typology specific to tropical fishery conflicts is proposed. Using data from three tropical fisheries, it shows how conflicts emerge and how they are managed.1 The paper concludes that local level management of conflict can be successful, but, without proactive support from higher levels of government the underlying causes of conflict are unlikely to be removed in the long term.  相似文献

This paper examines the role of stewardship in offshore petroleum licensing systems, comparing Australia, Norway and the United Kingdom. These countries face similar challenges such as ageing infrastructure as production areas reach maturity, but have taken different approaches to evolving their ideas of stewardship to deal with them. One such approach is the UK's recently introduced strategy of maximising economic recovery of UK petroleum, which is indicative of a profound change to the traditional concession model on which its system is based. That model focuses on production in an individual licence area rather than achieving maximum value for the nation. This paper explores how this and other innovative approaches to stewardship can produce improved outcomes for the management of offshore petroleum and other natural resources, and in doing so suggests a way forward for countries like Australia who have relied on the concession model.  相似文献

The management of the coastline around Sabah (Borneo, Malaysia) faces numerous conflicting interests from the public, private and industry groups. The public demands socio-economic growth, sustainable development and preservation of natural resources while the private sector and industry demand local coastal protection and often reckless development. Subsequently, there are numerous multi-disciplinary conflicts across user groups, over the use of coastal resources. To resolve these issues the creation of a management plan for Sabah's coastline has been initiated. A baseline was established from historical investigations, data collection and using a combination of visual inspections and photos. Understanding of the physical, chemical and biological processes involved as well as the dynamics of the integrated processes and a holistic impact assessment is also required. To do so numerical models were used to integrate available information and knowledge and to hind-cast and now-cast conditions and predict the consequences of different development scenarios. In some cases the models results needed further detailed analysis in combination with specific knowledge on local habitats to determine the impacts. The focus of the paper is on the integration of information, but some details are also given on the important conflicts and habitat threats.  相似文献

Substantial economic opportunities have been identified in many Australian fisheries but may remain unimplemented due to the perception that the role of government is to ensure harvests are biologically sustainable, while economic decisions should be left to the commercial industry. This paper explores the role of government in driving changes that increase revenue and profit from fisheries (termed economic benefit). Australian fisheries resources are managed by eight different jurisdictions. While each have separate legislation, there is invariably a responsibility to manage on behalf of, and to the benefit of the public, who are the owners of the resource. This paper uses case studies to explore how government can struggle to determine the public interest, separate this from private interests and then implement management changes to ensure the public utility is maximised. Common problems were: (i) overarching economic objectives, which define who should benefit, were often ambiguous and open to interpretation; (ii) the public interest was usually abstract and often under-represented in decision-making processes, (in contrast to industry, who have direct representation); (iii) special interest groups were often able to lobby against changes; and (iv) government was often reluctant to seize opportunities to increase economic benefit when there was significant industry opposition to management changes. In drawing attention to these challenges and how they have been overcome historically, it is argued that government has both a role and requirement under their legislative objectives to take the lead in implementing measures that increase the economic benefit from Australian fisheries.  相似文献

Numerous national governments and supranational organizations such as the OSPAR Commission, the European Union and the United Nations Educational, Scientific and Cultural Organization (UNESCO) have underlined the importance of maritime spatial planning (MSP) for balancing and solving conflicts between the needs of different sectors and conservation in the marine space. In the last decade, many maritime spatial plans have been developed around the world. The drivers to develop these plans and the approaches to find solutions for the particular problems differ significantly. The Portuguese national marine jurisdiction is one of the largest in Europe. For the continental part, a maritime spatial plan was initiated in 2009, and entered in 2010 in the final stage of approval. One of the driving forces for this MSP initiative was the claim to extend its continental shelf. The development process was led by a multidisciplinary team. Despite the challenges, the existing as well as potential future marine resources and activities were characterized, mapped and categorized. To overcome conflicts resulting from the many overlapping uses and to assure sustainable development of all sectors, a conflict analysis and evaluation of potential future uses were necessary. The applied zoning scheme represented an exercise of conflict solving and proved to be a powerful tool to promote discussion and participation among stakeholders. The successful implementation of Portuguese MSP will rely largely on its ability to provide efficient management, financial and legal mechanisms to achieve the integration of all strategies and spaces under the Portuguese maritime jurisdiction.  相似文献
