Much of the research that concerns the impacts of management measures in the eastern Baltic cod fishery has focused on fish stock rather than understanding fishermen's attitudes towards regulations. Hence, there is little information available on fishermen's responses although they are the ones whom the regulations affect most profoundly. This study analyses the views of fishermen towards management measures with an emphasis on fishing closures (marine protected areas, MPAs). Swedish log-book data from 1996 to 2005 were used to describe MPA induced fishing effort displacements. Fishermen argued that MPAs have been inefficient in conservation of cod stock. The enlargement of Bornholm MPA in 2005 caused substantial effort displacement towards areas dominated by smaller sized fish. This contributed to the increased discarding of juvenile cod. Enlarged MPAs also intensified competition between different fleet segments and reallocated fishing areas. To reduce fishing mortality, fishermen suggested days-at-sea (effort) regulation and an effective landings control system for all fleets that exploit cod stocks in the Baltic Sea Main Basin. These measures would better motivate fishermen for mutual rule compliance, which is a prerequisite for a sustainable cod fishery.  相似文献

Long-term investment to drive the adoption of precautionary, adaptive and resilience-building fisheries management measures is urgently required, especially given the financially difficult transition period to reach sustainable fisheries. In this paper a case for investing in the recovery of large marine ecosystems is provided based on the future value of recovered fish stocks. It is argued that the current market-based sustainable seafood movement alone will not affect the scale of change needed and must be complemented by investment in fundamental conservation measures that will lead to the recovery of marine ecosystems and promote long-term sustainable use. A rationale for addressing the economically challenging transition period is provided and the basis of a new financial institution to finance the measures necessary for realising the economic, social and environmental benefits of large-scale fisheries reform is proposed.  相似文献

Achieving a low-carbon and sustainable economy is a long-term goal that EU aims at achieving in the next few decades: the potential role of bioeconomy is likely to make the difference, and in particular, the EU aquaculture and the seafood processing industry has the potential to contribute substantially to the emergence of bioeconomies (for instance through new – niche - markets for bio-based products such as algae, etc). In this particular framework, understanding how to enhance cleaner and more sustainable consumption patterns is preliminary to the transition towards more equitable and sustainable markets. The present analysis investigates the role of consumers’ attitudes with respect to sustainable attributes (namely food safety and respect of the environment) in order to suggest on their potential role to catalyze the transition toward bioeconomies. Up to date, empirical investigations on this issue are limited to few markets, and studies on aquaculture are particularly scant. The gap is reduced by the present analysis: it has been implemented a survey on fish consumers to investigate how their attitudes toward food safety and environmental issues tend to influence consumption choices, and it is shown that those attitudes are important determinants of consumers choices. Put differently, a cleaner and more sustainable supply chain (i.e through a safer, and environmental friendly product) is likely to enhance consumption of oysters. To the extent that policy makers, producers, and taxpayers are interested in enhancing sustainable bioeconomies, understanding the relevance of attitudes toward food safety and environmental sustainability is an important and pressing goal. The analysis, novel in its application to a high quality product, speaks in this direction and will help understanding how to accelerate the transition to sustainable bioeconomies.  相似文献

Fish and fish-related products are among the most highly traded commodities globally and the proportion of globally harvested fish that is internationally traded has steadily risen over time. Views on the benefits of international seafood trade diverge, partly as a result from adopting either an aggregate national focus or a focus on local market actors. However, both views generally assume that the trade in question is characterized by export of fisheries resources to international markets. This is potentially misleading as empirical evidence suggests that import of seafood can also have impacts on local SSF dynamics. A systematic analysis of the different ways in which local production systems connect to international seafood markets can therefore help shed more light on why small-scale fisheries exhibit such differences in outcomes as they engage in an increasingly global seafood trade. This paper conducts a synthesis across 24 cases from around the world and develops a typology of small-scale fisheries and how they connect to and interact with international seafood trade. The analysis is based on key features drawn from trade theory regarding how trade interacts with local production. The implications of the findings for social and ecological sustainability of small-scale fisheries are discussed with the aim of identifying further research topics which deserve attention to better inform trade policy for more sustainable fisheries and more just wealth distribution from their trade.  相似文献

Evidence accumulates that better management of coastal biodiversity outside of protected areas will be necessary to halt current trends of depletion. Japanese satoumis are human-influenced coastal seas that are both productive and rich in biodiversity. Satoumi has gained interest within and outside Japan as a field-tested approach to conciliate sustainable ecosystem use and conservation of biodiversity. This paper provides a review of new reports on field implementation of satoumi in Japan. An analysis identifying key institutional features that foster satoumi is provided as well. A great variety of active conservation measures that do not rely on the exclusion of human influence to manage biodiversity are being assessed. Some are centuries-old, such as river basin forestry, some more recent such as seagrass transplants or artificial tidal flats. Crucial to their success are the involvement of local communities and the voluntary contribution of significant labour by ecosystem users, mostly fishers. These contributions from fishers’ communities are an internalisation of the costs of conservation by the economic activity that benefits from it. Rather than a cultural specificity, the latter appears to rest essentially on collective ownership of territorial use-rights, strong local collective structures that enforce the community's interest, and the availability of active conservation measures as options to contribute to biodiversity management through manual work in the ecosystem. It is argued that as the effectiveness of these approaches becomes demonstrated, they should be adequately accounted for in international agreements and targets for biodiversity conservation.  相似文献

The collection of marine taxa for the aquarium trade continues to demand live animals be extracted from reefs, but in doing so, offers economic benefits for local communities. To improve our understanding of the status of marine aquariumtrade in India, information on harvested species and their volume was gathered at the major collection hubs (Tuticorin, Kilakarai and Mandapam) in the Gulf of Mannar region, and compared to the export data. During one year, 87 species of fish (51% belonging to the family Pomacentridae) and 21 species of invertebrates were harvested for the trade. The conservation status of exploited species revealed that nearly 50% (n=43) have not been assessed for their extinction risk by the IUCN, while of the 44 species assessed, 41 were Least Concern (LC), and one each was in the Data Deficient (DD), Near Threatened (NT) and Endangered (EN) categories. While many fish were collected, only a few were exported from India. The sea anemones were the major export as they were of a higher value in the international markets, largely attributed to their color patterns. Price discrepancies within the trade value of marine fishes and invertebrates used for the aquarium trade indicated that price increased approximately 200% at each transition in the value chain (collectors to wholesalers, wholesalers to retailers). Management strategies and conservation plans for India's marine ornamental taxa subjected to exploitation are provided so as to ensure long-term sustainability of the coral reef ecosystems, as well as the livelihood that are dependent on them.  相似文献

This study estimates consumer demand for eco-friendly labeled canned tuna products in two distinct US marketing channels, conventional and natural supermarkets, to evaluate market-based incentives for conservation measures that affect fishing costs and retail prices. Using retail scanner data, this paper finds that US consumer demand for canned tuna varies depending on the species of tuna, what gear type was used, whether the can is sold in natural food or conventional supermarkets, and whether canned product is or is not certified as eco-friendly. The paper's main conclusions are that retail price premiums for eco-friendly products face upper limits due to consumer responses to higher prices, and are most effective when coupled with: (1) inelastic own-price elasticity of demand; (2) price premium signals that are transmitted from retail markets to raw material producers; and (3) limited retail consumption substitution possibilities with lower-priced conventional products that help maintain price premiums and that otherwise create conservation disincentives by increasing conventional supply. Results from this paper not only have unique implications for various forms of international tuna fisheries policy that incorporates or anticipates change in market behavior, but also could serve as a scientific reference to clarify the trade disputes.  相似文献

Bangladesh's hilsa shad (Tenulosa ilisha) comprises the largest single-species fishery in the country, constituting 11 per cent of the total catch and employing 2.5 million people directly or indirectly. Since 2003, following a sharp decline in catch figures, the hilsa fish has been the subject of a government conservation programme offering fishers economic incentives or payments for ecosystem services (PES). While PES schemes are widely used to conserve natural resources such as forests and watersheds, Bangladesh's programme is a rare example of PES for sustainable fishery management. Catch figures have improved since the programme was introduced; but concerns remain about fishers’ socioeconomic conditions and the long-term sustainability of Bangladesh's hilsa fishery. This paper analyses the conservation scheme's legal and institutional frameworks, identifying challenges to its design and implementation, and makes recommendations to overcome them.  相似文献

Research exploring how climatic variability impacts fishing economies in high-latitude regions was conducted in south-central Iceland and southwest Alaska during 2001–2004. Important differences were found regarding the economic impacts of climatic variations in the commercial economies in Iceland and Alaska, versus in the native subsistence economies in Alaska. In general, the commercially inclined economies in both regions seemed less resilient to ordinary climatic variability. Moreover, both of the commercial economies were importantly influenced by fluctuations in global fish markets that are prompted by climatic variations occurring in regions that are geographically very distant from them. A better understanding of how climatic variability affects fishing economies in high-latitude regions will help in the development of more sustainable fisheries policies for these regions, which may already be experiencing radical climatic and ecological change.  相似文献

Coral reef fish are an important source of food security and income for human coastal populations. They also underpin ecosystem processes vital for the future ability of coral reefs to generate ecological goods and services. Identifying socio-economic drivers behind the exploitation of fish that uphold these key ecosystem processes and the scales at which they operate is therefore critical for successful management. This study addresses this issue by examining the reef-associated fish value chain in Zanzibar, and how it links to functional groups of fish and maturity stage of fish within these groups. Semi-structured interviews with 188 respondents (fishers, traders and hotel staff) involved in the fisheries and trade with reef-associated fish in Zanzibar and participatory observations were used. The trade with reef fish in Zanzibar is a complex structure involving many different agents and this study shows that these different agents exhibit differential “preferences” regarding fish functional groups and/or maturity stages within these groups. Consequently, both high and low trophic species, as well as small and large fishes are fished and sold, which leaves no refuge for the fish assemblage to escape fishing. When other market agents than fishers have so much influence and there are few alternative income generating activities, it is not possible to put all burden on fishers. Management measures that extend down the value chain to include all market agents as well as their links to ecosystem processes are thus likely to be needed to reach the target of sustainable fisheries.  相似文献

鱼类产卵群体的相关研究一直是渔业领域关注的热点,对鱼类的产卵期、产卵场的研究是鱼类生态习性研究方向的重要组成部分。本文在前期研究证实鱼类体长-体重关系幂指数可以指示鱼类产卵期的基础上,利用2004年4个季节的东海大面积调查数据,尝试利用同一时间点上的各个调查点幂指数信息来分析鱼类产卵场分布特征,结果发现,成熟产卵个体仅在春季出现,而未成熟产卵个体4季均有分布,以此推测小黄鱼存在"跳过产卵"现象。另外发现,单靠幂指数大小,不能区分各个产卵成熟阶段,也不能区分产卵个体与非产卵个体;而怀卵个体出现站点的幂指数平均值偏低于匀速生长,空间上也具有类似特征,即幂指数相对低的地方一般对应怀卵个体相对集中的水域。本文依据幂指数分布,推断小黄鱼成熟产卵群体有3块相对集中水域,即舟山渔场近海、济州岛西南侧和江外与舟外渔场临近水域。  相似文献

The paper aims to consider and compare some background trends in policy and science that are concerned with sustainable development, and, which may, influence the evolving approach to the sustainable management of islands, particularly that of the small island states. The presentation will consist of three steps.General trendThe sequence of some cardinal documents from intergovernmental organisations, which have been concerned with island management, is considered. Attention is concentrated on their teleological approach, as it has evolved moving from the 1992 Agenda 21 (Chapter 17, Subject Area G, Sustainable development of small islands), and from the 1994 Programme of Action for the Sustainable Development of Small Island Developing States, to the 2000 United Nations Millennium Declaration, and to the subsequent 2002 World Summit on sustainable development (WSSD) Plan of Implementation. Analysis is inclined to put into evidence how the approach to sustainable development has evolved passing through some stages, respectively marked by: (i) the focus on the ecological issues, leaving the other components of sustainable development in the background, and therefore concentrating on the first component of sustainable development, namely ecological integrity; (ii) an increasing consideration of economic and social issues, therefore concentrating on the second component of sustainable development, namely economic efficiency; and (iii) the diffusion of attention to human conditions, therefore focusing on the third component of sustainable development, namely social, intra- and inter-generational equity. The third stage has been marked by a peculiar consideration of culture, which has been regarded by decision-makers from two perspectives: first, as a resource for development, and secondly as a heritage to protect and transfer to future generations.Specific operational platformsWhere the role of island culture is the focus, two arenas are worthy of consideration. The first arena concerns United Nations Educational Scientific and Cultural Organization (UNESCO). In this respect, the criteria through which island places have been included in the UNESCO world heritage list (WHL) may be referred to the concept of sustainable development with the final aim of evaluating whether and how they could be used as an operational platform. A more specific relevance may be attributed to the inclusion of cultural landscapes in the WHL, and to the proclivity to design and to operate the protection and valuing of intangible culture, in that focusing on two streams—landscape and intangible culture—which have marked the recent implementation of the 1972 UNESCO Convention on the Protection of Cultural and Natural Heritage. It might be considered to what extent this articulated operational arena could help the protection and sustainable use of island cultural heritage. The second arena is concerned with the 2000 European Landscape Convention, which was designed by the Council of Europe, entering into force in 2003. In this respect, at least two peculiar features are relevant to island sustainable development: on the one hand, the aim of the Convention consists of framing the landscape in planning and management, therefore attributing a cardinal role to culture in designing praxis; on the other, the perception of the landscape by the individual local communities is regarded as the reference basis for protection, management, and planning, therefore focusing on those geographical features that are regarded as culturally relevant to the local systems. This approach leads to considering whether and how the landscape may be assumed as a focus for implementing sustainable development in small islands states.The role of scienceAt this point, attention shifts to science, in order to discuss how culture has been recently approached, and what inputs may be identified with respect to small islands and small island states. In this respect, two speculative arenas have solidified: the structuralist arena, where culture is essentially identified in tangible realities, such as archaeological remains, old buildings and monuments, therefore opening the perspective of attributing them a peculiar role in planning and management; the humanistic arena, according to which culture is thought of as a mantle of symbols, and as the associated values attributed to places by local communities, therefore opening the perspective of considering the intellectual and spiritual endowment of the individual communities as an essential basis for designing culturally sound strategies and actions. The question is how these two conceptual approaches may be integrated and, jointly, how they may be used to optimise the strategies carried out by UNESCO and other intergovernmental organisations involved in island management, being sensitive to the role of culture vis-à-vis sustainable development.ConclusionMoving from this three-step pathway some deductions are sketched in order to design how the cultural identity of islands may be assumed as a cardinal basis for spatial praxis, and it may be framed into a comprehensive view by also embracing ecological identity.  相似文献

China is the world's largest country in terms of fish production, yet its fisheries management is comparatively unknown outside the country. This article gives an overview of the current management system and highlights some of its challenges. In the past 30 years, the Department of Fishery Administration has formulated and organized a series of conservation and management regimes and measures. The most important tools are minimum mesh size regulation and a range of input control measures, including seasonal closures and attempts to control fishing capacity through licensing and limiting total engine power. However, fisheries output is only controlled through a nation-wide total catch limit. Certain progress has been achieved, but there are still problems as the resource situation is poor. While the existing measures could, in principle, improve sustainability, their enforcement is insufficient, and they do not limit fishing effort in a way that would allow recovery.  相似文献

Individual transferable quota (ITQ) markets are being used successfully to distribute quotas in single region and single species fisheries. In many parts of the world, the development of well crafted markets for multispecies or multiregional fisheries is still evolving. As a result, there exists an opportunity to inform policy by providing research insights into the relative merits of alternative market designs for such fisheries.This study explored the relative merits of a simultaneous ascending auction design and an iterative combinatorial auction design for a hypothetical multiple region quota market. In a simultaneous auction, separate auctions are run in parallel for individual species or regions. During intermediate rounds, fishers can adjust their bids in auction depending on their position in the other auction. In a combinatorial auction, a fisher can purchase a combination of quotas (or a package quota) for different fish species or regions in the same auction. Being able to acquire bundles of species or regions allows fishers to take advantage of complementarities. To date, the potentials of such auctions have not been thoroughly tested in fisheries quota markets. This study found that while a simultaneous auction design was more efficient than combinatorial auction design overall, combinatorial market design took fewer rounds to make final allocations and performed better in high synergy environments.  相似文献

A feasibility study was conducted on the impacts of the new Common Fisheries Policy (CFP) rules requiring catches in regulated fisheries to be landed and counted against quotas of each Member State - the landing obligation (LO), and that catch of species subject to the LO below a minimum conservation reference size (MCRS) be restricted to purposes other than direct human consumption. The aim was to estimate the level of discarded fish likely to be covered by the new rules, the impact of the rules on EU fisheries and the regulatory challenges and responses to them. Data from EU's Scientific, Technical and Economic Committee on Fisheries (STECF) database were analysed to estimate the volume of unwanted catches produced by EU fisheries. Views were sought from policy officials and fisheries scientists through a questionnaire on the implications of the LO and the control of fisheries across Member States, and the potential adjustments that might be needed. Findings show that 11% (44,000 t) of the total catches of EU countries from which data were available are of fish under MCRS. The species with the highest volume of undersized discards associated with the lowest quota, which would potentially restrict the fishing opportunities for other quota species (i.e. choke species), are plaice and haddock with 18,000 and 14,000 t of undersized fish respectively, followed by whiting and cod with 5000 and 6000 t of undersized fish respectively. Discards data shows that the Netherlands, United Kingdom, France and Belgium will be most affected by landings for non-human markets. Findings also show that existing infrastructure at landing ports in all Member States is limited because there are currently limited facilities in place to handle animal by-products produced by the catching sector. Policy officials maintained that while they could support the fishing industry through funding programmes, it is the responsibility of fishers to ensure they have the right infrastructure to handle unwanted catches. The expectation is that the LO combined with the restriction to non-human consumption purposes will encourage fishers to internalise the costs of catching unwanted fish and motivate them to avoid unwanted catch. This will be realised if sufficient flexibility is given to fishers to find their own solutions to reducing unwanted catches. It is concluded that gear technology measures exist to enable the regulated fisheries to increase gear selectivity.  相似文献

This study is a first step towards valuing the Guinea Current Large Marine Ecosystem (GCLME), one of the five world's most productive marine areas that are rich in fishery resources, petroleum production, and an important global region of marine biological diversity. The area is highly degraded and thus demands urgent attention to recover and sustain depleted fisheries; restore degraded habitats; and reduce land and ship-based pollutions. Achieving this goal would be a mirage if the actual value of the ecosystem's contribution to the society is not known. Valuation can help identify the main beneficiaries of conservation and the magnitude of benefits they receive, and help design measures to capture some of these benefits and contribute to financing of conservation. Hence this study used the direct output approach to estimate the value of relevant marine activities in the area. The result shows that the total value of output in GCLME when some outputs namely, marine fishery, offshore oil production, NTFP (periwinkle) and mining, are considered as $49,941.4 million. Among these uses, offshore oil production has the highest value accounting for 59.79% of the total estimate. These estimates provides sufficient evidence to show that GCLME provide enormous value and should be managed appropriately to sustain the gains if the economic development would be guaranteed especially considering that most countries in the GCLM depend on natural resources for their survival. Evolving a well defined property rights regime and an efficient governance system for management is recommended.  相似文献

Sea angling has been shown to be a high value activity with significant expenditure by individuals on their sport. Deriving estimates of the economic contribution of recreational sea angling is important in a number of related policy contexts, from tourism management and economic development policy, to the sustainable management of inshore fish stocks. This paper reveals some of the challenges in understanding the economic effects associated with recreational sea angling, and provides estimates of the economic value of recreational sea angling in England. The results were derived from research undertaken in England in 2011-13, which was conducted as part a wide ranging government-funded study, Sea Angling 2012, that estimated sea angler catches, spending and activity. Recreational sea angling made a significant contribution to the economy, supporting just over £2 billion of total spending, and 23,600 jobs in England in 2012-13. The implications of these results are discussed in the context of the management of recreational sea angling in England.  相似文献

Global trade in fishery products plays a significant role in shaping the harvesting and use of fish, and therefore will be an important part of a transition to sustainable fisheries. This article provides an overview of global trade flows in fish and fishery products as well as future trends affecting the sector. It then moves on to review trade policy measures applied in major producing and importing countries, including tariff, non-tariff measures, and fisheries subsidies. It ends with an overview of recent developments in international frameworks governing trade in fish and fishery products at the global, regional and national levels.  相似文献

This article presents a framework for fisheries sector analysis based on the literatures on global value chains (GVCs) and global production networks (GPNs). A value chain approach offers an alternative to focusing primarily on policy as an explanatory variable, by bringing into focus relations among buyers, sellers and other stakeholders as well as their institutional context. After outlining the utility of this approach, the article identifies three questions at the forefront of contemporary debates on the dynamics of GVCs and GPNs. Namely: (1) How institutional context affects distributional and regulatory outcomes; (2) The conditions under which particular institutions that limit or regulate market forces are either productive or perverse; and (3) Why and how particular markets are constituted in the ways that they are. The article then showcases some of the central findings from the case studies brought together in this thematic issue, demonstrating how they contribute to current analytic debates surrounding value chains and core substantive problems facing both fisheries and those engaged in the fishing industry.  相似文献

Over the past two decades, there has been a proliferation of consumer-facing, market-based initiatives for marine conservation—most notably in seafood eco-labels and sustainability certifications. Yet, despite the growing recognition of these initiatives by consumers and retailers in North America and Europe and the (subsequent) acceptance of their role in seafood distribution by fisheries and fish marketing industries around the world, seafood certification programs have thus far made little progress in Japan. Here, the evolution of the three seafood eco-label and certification programs in Japan is examined and insights into the ongoing challenges they face in terms of the domestic supply chain network, consumer preference and their social-cultural attitude toward sustainability are provided. Despite an initial lack of success, seafood certification programs in Japan can be useful in enhancing consumer awareness for fisheries resource conservation and identifying Japanese domestic small-scale fisheries that are already engaged in sustainable fishing practices. A possible pathway for developing an eco-certification program suitable for the Japanese seafood market is provided through integration of environmental and cultural sustainability under the existing certification framework.  相似文献
