ITQs have not yet been introduced by the Government of Japan. In coastal areas, fishery cooperative associations have traditionally played an important role in managing fisheries through self-imposed rules and peer-monitoring systems. Recently, however, the economic competitiveness of Japanese fisheries in the international market is being questioned. In this paper, a detailed examination of the pros and cons of the current system in Japan is compared to the current fishery management measures of Iceland and the United States, where attaining economically or biologically efficient outcomes may be prioritized in making fisheries management decisions. For many coastal fisheries in Japan, maintaining a management scheme in which stakeholders play an active role in determining fisheries measures seems more relevant if their priority is to maintain the stability of coastal communities and equity of stakeholders. Intensive dialog among stakeholders would be necessary to identify shared objectives of their fishery operations and to make decisions to establish specific steps toward the goal of increasing economic efficiency, environmental sustainability, or stability of communities and equity of stakeholders.  相似文献

There is a growing argument that the biological priorities of Europe's Common Fisheries Policy – to halt the depletion of commercial fish stocks – are not a straightforward solution to the problems currently facing international fisheries management and that social objectives need to be incorporated into policy. However, existing notions of fisheries ‘dependency’ and ‘community’ remain poorly understood and leave decision-makers struggling to address social and cultural issues. By investigating further concepts of ‘dependency’, ‘community’ and some of the social issues facing Fisheries Dependent Areas in Scotland, this research explores the complex shape of coastal fishing communities and the conditions of dependency on fishing that coastal areas face. In this paper preliminary findings from an in-depth case study of Fraserburgh in the north east of Scotland are presented to explore the potential meaning and justification of social objectives in fisheries policy.  相似文献

Benefits humans rely on from the ocean – marine ecosystem services – are increasingly vulnerable under future climate. This paper reviews how three valued services have, and will continue to, shift under climate change: (1) capture fisheries, (2) food from aquaculture, and (3) protection from coastal hazards such as storms and sea-level rise. Climate adaptation planning is just beginning for fisheries, aquaculture production, and risk mitigation for coastal erosion and inundation. A few examples are highlighted, showing the promise of considering multiple ecosystem services in developing approaches to adapt to sea-level rise, ocean acidification, and rising sea temperatures.Ecosystem-based adaptation in fisheries and along coastlines and changes in aquaculture practices can improve resilience of species and habitats to future environmental challenges. Opportunities to use market incentives – such as compensation for services or nutrient trading schemes – are relatively untested in marine systems. Relocation of communities in response to rising sea levels illustrates the urgent need to manage human activities and investments in ecosystems to provide a sustainable flow of benefits in the face of future climate change.  相似文献

The development of seawater desalination plants to increase water reliability in coastal areas poses a threat to the health of near shore marine ecosystems and may affect the effectiveness of marine protected areas (MPAs) that have been established to meet international conservation targets. This paper applies a multi-criteria analysis approach to quantify stakeholder groups’ priorities for seawater desalination plants that have been proposed in communities adjacent to a National Marine Sanctuary. All groups placed the highest importance on minimizing environmental impacts on protected areas and endangered species that could be affected by water intake and brine discharge emphasizing the need for integrated land and sea conservation. Minimizing socio-economic impacts on coastal communities was much less important. Stakeholders also weighted reducing pressure on water levels in rivers, streams, and aquifers as more important than increasing water for residential consumption, which may foster coastal growth rather than replacing water taken from other sources. The study further revealed differences in the importance of multiple management objectives among stakeholder groups, which highlights the need to elicit distinct priorities of all groups to understand concerns and potential conflicts of desalination with existing marine users. The analysis of consistency ratios revealed that around half of all surveyed stakeholders had high inconsistencies in their responses, which suggests either a lack of understanding of desalination, or reflects the complexity of establishing desalination plants in coastal areas adjacent to a marine protected area.  相似文献

Addressing social and economic considerations is crucial to the success of Marine Protected Area (MPA) planning and management. Ineffective social assessment can alienate local communities and undermine the success of existing and future MPAs. It is rare to critique the success of methods used currently to incorporate social and economic considerations into MPA planning. Three Australian MPA planning processes covering three states and incorporating federal and state jurisdictions are reviewed in order to determine how potential social impacts were assessed and considered. These case studies indicate that Social Impact Assessment (SIA) is under-developed in Australian MPA planning. Assessments rely heavily on public participation and economic modelling as surrogates for dedicated SIA and are followed commonly by attitudinal surveys to gauge public opinion on the MPA after its establishment. The emergence of issues around public perception of the value of MPAs indicates the failure of some of these proposals to adequately consider social factors in planning and management. This perception may have potential implications for the long term success of individual MPAs. It may also compromise Australia's ability to meet international commitments for MPA targets to gazette at least 10% of all its marine habitats as MPAs. Indeed, this is demonstrated in two of the three case studies where social and economic arguments against MPAs have been used to delay or block the future expansion of the MPA network.  相似文献

While ocean acidification (OA) poses a significant threat to ocean-related ecosystems and communities reliant on marine fisheries, aquaculture, and coral reef systems, limited public understanding and awareness can prevent coastal regions from being able to adequately assess the need for OA adaptation or mitigation. This study assessed public understanding of OA and how social and demographic factors influence the public’s concern for OA. The analysis was based on 311 questionnaires from full-time Alaska residents. The results showed that most Alaskans self-reported to have a basic awareness of OA, and subsequently were able to recognize that CO2 emissions related to human activity are the dominant driver of changing ocean conditions. However, there was a low recognition of how natural variability in the marine environment affects OA, and most respondents were not very confident in their understanding of OA-related science. Moreover, even though many communities in Alaska are reliant on commercial and subsistence fishing activities, the respondents had a low awareness of fisheries-related OA risk. Given the ongoing debate associated with climate change research, evaluating CO2 mitigation efforts through the perspective of OA could give individuals an unbiased way to assess the pros and cons of more intensive efforts to curb CO2 emissions. Furthermore, using OA communication to enhance the understanding of how natural variability influences OA around the state and the potential economic implications for Alaska fisheries would help residents and stakeholders make informed decisions when considering fisheries management plans, food security, and job diversity as OA intensifies. Solidifying the understanding that any reduction in pH and intensification of OA can have implications for marine species that are irreversible on human timescales will reinforce not only that OA is an immediate concern, but also the importance of taking action now.  相似文献

Developments in coastal regions often entail invisible, complex and uncertain aspects of risk. This paper examines: (1) what kinds of environmental risk information are generally “invisible” or difficult to understand; (2) whether or not there is specific “invisible” risk information especially related to coastal development; and (3) what would be bases of risk education in coastal communities in the future. It discusses these by looking at successful and unsuccessful attempts to make some “invisible” risk information visible, using examples from Japan and elsewhere.  相似文献

Brazilian legislation defines coastal zone as a national patrimony – the geographic space of interaction of air, sea and land formed by the counties directly influenced, but not necessarily by those located in the coastline; also included are those distant until 50 km from the coastline, holding activities of great impact for the coastal zone or its ecosystems. The definition includes also the territorial sea of 12 nautical miles. Coastal management is conducted by a national plan legally enforced, complemented by states and counties plans, and a coastal ecologic-economic zoning limited to small portions of the coastal zone. A resolution of the “Environmental National Council” defines as “permanent preservation areas”, of very restricted use, coastal ecosystems as mangroves, sand dunes, and reproduction sites of wild fauna. One could expect that the Brazilian coast should be more protected and properly managed than other countries where a national management plan is lacking (Argentina) or where the guidelines exist but are not yet legally enforced (South Africa). Notwithstanding, we note today in Brazil an intensification of conflicts opposing small-scale vs. industrial fishermen; shrimp farming vs. mangrove crab harvesting; resorts installation vs. native communities; oil and gas activities vs. NGOs; and conflicts on environmental permit between federal and state governmental agencies. This paper evaluates the possible reasons for the failure of the complex legal suite available in Brazil and suggests that participatory management and concerted actions with relevant stakeholders are the key elements for the successful cases.  相似文献

利用欧洲中心气候再分析资料和美国国家冰雪数据中心北极海冰面积资料,分析了夏季北极海冰面积与前期大气经向热量输送年际变化的联系。结果表明:6月北半球中高纬大气的经向热量输送以瞬变热量形式为主,其中巴芬湾西部(B区)和格陵兰岛东部(G区)是瞬变热量向极区传输的两个通道,二者之间存在反位相的协同变化,且这种协同变化与夏季北极海冰面积变化密切相关。可能的机制为:6月,AD、AO和NAO三种北极大气环流型能够引起巴芬湾西部和格陵兰岛东部瞬变热量输送的协同变化,这种协同变化通过涡旋动力作用激发夏季极区大气表现为AD异常,同时影响途经区域的气温,从而通过热动力作用影响夏季北极海冰。将向极区输送的热量称为暖输送,从极区输出的热量为冷输送,则上述两个区域的瞬变热量协同输送可分为三种情况:B暖G冷、B冷G暖、B和G均冷,而B和G均暖的情况十分罕见。当B区向极区输入、G区输出热量时,有利于太平洋扇区和喀拉海的海冰偏少;当G区输入、B区输出热量时,利于喀拉海和拉普捷夫海海冰偏少;当B区和G区均输出热量时,利于波佛特海南部、喀拉海和拉普捷夫海海冰偏多,反之则相反。  相似文献

The correlation between the Kuroshio and coastal sea level south of Japan has been examined using the altimetry and tide gauge data during the period 1992–2000. The sea level varies uniformly in a region bounded by the coast and the mean Kuroshio axis, which stretches for several hundred kilometers along the coast. These variations are related with the Kuroshio velocity, as coastal sea level decreases (or increases) when the Kuroshio is faster (or slower). To the east of the Kii Peninsula, where sea level variations are different from these to the west, movement of the Kuroshio axis additionally affects coastal sea level variations.  相似文献

Coral reefs are among the most productive and diverse ecosystems on earth and provide a multitude of valuable ecosystem services. Moreover, the resources derived from coral reefs are essential to the food security of millions of people living within tropical coastal communities. Unfortunately, burgeoning human populations in coastal regions are placing an unsustainable burden on these resources such that degradation of coral reefs is common. In addition, during 1998, El Niño driven increases in sea temperature caused a mass bleaching event that further degraded many of the world's coral reefs. This article provides a brief review of the status of the world's coral reefs and highlights their value to society. Also, the anthropogenic and natural disturbances that threaten the future of coral reefs are discussed and finally, this article offers some potential remedies that promote sustainable use of coral reef resources thus ensuring their future survival.  相似文献

As with the global scenario, a number of climate change ‘symptoms’ are being detected in Malaysia. Local scholars have looked into the problems of rising temperature, rising sea level, extreme rainfall and extreme winds, which are causing coastal and mangrove erosion and degradation of marine resources. In turn, these issues are affecting the small-scale fishermen who rely heavily on weather stability to conduct their social and economic routines. This paper analyses six adaptation strategies, namely, reducing the risks associated with fishing routines, strengthening social relationships, managing fishermen's climate change knowledge, facilitating the community's learning of alternative skills, involving fishermen in climate change adaptation planning, and enhancing fishermen's access to credit. These suggestions are hoped to provide basis for concerned parties to develop adaptation strategies that are in line with small-scale fishermen's needs, abilities and interests.  相似文献

Many coastal communities have strong links to fishing that span generations where fishing is a way of life that goes beyond the means to earning a living. Fishing's influence is not confined to those activities that take place at sea, but spills over onto land to create a particular identity and sense of place in coastal towns inherently linked to fishing. Using Hastings in south-east England, with Britain's largest beach-launched fleet, as a case study, this paper considers how marine fishing contributes to place-making. Through an examination of the physical environment and semi-structured interviews, the study found that fishers have deep attachments to the fishing beach, called the Stade, which also defines their identity as individuals and as a fishing community. Non-fishers also value the contribution that fishing makes to the character of the town and its importance for related industries such as tourism. A deeper understanding of the attachments that fishers and non-fishers form with fishing places is needed to inform both local planning and regeneration strategies and, more broadly, fisheries and marine policy.  相似文献

The Sustainable Development Goals or SDGs [44] are an ambitious step towards sustainable development, taking a much broader view of sustainability than ever achieved previously, yet practical challenges remain, including how to implement change. The aims of this research were to determine how an influential aquaculture company in Australia - Tassal, Tasmania's largest salmon aquaculture company - perceived the SDGs, and to ascertain the motivations and barriers for Tassal to work towards implementing the goals. Interviews were conducted with leaders, employees and external business partners. Tassal was not aware of the SDGs prior to this project, but were open to considering implementing them in their current sustainability practices. The survey responses were analysed using the Values-Rules-Knowledge (vrk) framework of decision making. Key findings were: 1) corporate and personal values were the key component driving Tassal's positive responses to the SDGs; 2) awareness of the SDGs resulted in Tassal recognising the potential gains from engaging with some of the seemingly less aquaculture-related goals (such as health and wellbeing). These findings demonstrate that businesses can fruitfully engage with the SDGs, even without government requirements or societal expectations, if they are prepared to broaden their interpretation of business sustainability and be reflective about their values. The vrk model is a potentially useful addition to current SDG and sustainability tools, such as those of the UN Global Compact, as a way to diagnose organisational barriers to adopting practices aligned with the SDGs. An emerging area of importance to social, economic and environmental sustainability – social license – was also identified as implicit in many, but not explicit in any of the SDGs.  相似文献

Intertidal clam fisheries seem ideal candidates for the devolution of management authority from government to local stakeholders. In St. Mary's Bay, Nova Scotia, a private firm recently applied for a 10-year renewal of a large (1,627 ha) lease for quahog clam aquaculture. This case study examines the challenges of implementing community-based natural resource management (CBNRM) in rural fisheries within a broad integrated coastal management (ICM) institutional environment that favours corporate stakeholders. The challenges facing clam harvesters in rural Digby Neck, Nova Scotia arise from poor communication and coordination within government and between government and communities, as well as higher-level policy conflicts. The most important challenge arises from ‘stealth privatization’ of clam beaches. A single firm was granted rights of first refusal to depurate all clams harvested from closed (polluted) beaches in the region, resulting in the de facto privatization of all (polluted and unpolluted) clam beaches. Experiences in other parts of Canada suggest there may be community-based governance approaches that avoid the pitfalls associated with corporate management of clam beaches. New thinking is required about how to moderate the ‘privatization paradigm’ so prevalent within senior levels of government in order to ensure environmental and social sustainability in rural fishing communities.  相似文献

Interdisciplinary studies comparing fisheries-dependent regions across the North Atlantic find a number of broad patterns. Large ecological shifts, disastrous to historical fisheries, have resulted when unfavorable climatic events occur atop overfishing. The “teleconnections” linking fisheries crises across long distances include human technology and markets, as well as climate or migratory fish species. Overfishing and climate-driven changes have led to a shift downwards in trophic levels of fisheries takes in some ecosystems, from dominance by bony fish to crustaceans. Fishing societies adapt to new ecological conditions through social reorganization that have benefited some people and places, while leaving others behind. Characteristic patterns of demographic change are among the symptoms of such reorganization. These general observations emerge from a review of recent case studies of individual fishing communities, such as those conducted for the North Atlantic Arc research project.  相似文献

Understanding how information flows between scientific and decision-making communities is essential for the creation of effective strategies to link scientific advice to management decisions. Interviews of scientists and managers in two inter-related fisheries management organizations – the Department of Fisheries and Oceans (DFO) and the Northwest Atlantic Fisheries Organization (NAFO) – and direct observations at science and management meetings revealed important organizational characteristics that influence the production, communication, and use of scientific information in decision-making. Formal processes for communicating scientific advice to managers – DFO's Canadian Scientific Advisory Secretariat (CSAS) and NAFO's Fisheries Commission's Request for Advice – demonstrate the use of credible, relevant, and legitimate advice for operational decision-making for fisheries management. Such defined processes, in addition to governmental bureaucracy, departmentalization, and de-centralization, can limit communication as highlighted for Canada as a Contracting Party to NAFO. Administrative mechanisms can pose challenges to implementing ecosystem approaches to fisheries management (EAF) and to addressing the impacts of climate change. Emerging organizational structures and behaviours facilitate communication at the science-policy interface, within and between the organizations, thereby improving understanding of science and management needs and promoting trust relationships between scientists and managers. The involvement of multiple stakeholders in the information pathways addresses concerns about scientific uncertainty in assessment advice. A linear model of information flow typifies operational decision-making; however, collaborative models that incorporate different types of information, apart from fisheries science, are required to enable ecosystem-based management. The characteristics of the information pathways are particularly relevant as the organizations address their EAF mandates.  相似文献

The assessment and management of marine resources is an increasingly spatial affair dependent upon emerging geo-technologies, such as geographic information systems, and the subsequent production of diverse layers of spatial information. These rapid developments are, however, focused on biophysical processes and data collection initiatives; the social landscape of the marine environment is undocumented and remains a “missing layer” in decision-making. As a result, the resource areas upon which stakeholders and communities are dependent are neither mapped nor integrated into planning processes. We report on a participatory method to map the presence of fishing communities at-sea. The lessons learned concerning the spatial representation of communities informs not only fisheries, but other sectors struggling to incorporate similarly the human dimensions of the marine environment in assessment and planning.  相似文献

Project monitoring is now a standard requirement in natural resource management programs, bringing opportunities for greater accountability, adaptive management and social learning. While considerable effort has gone into designing appropriate monitoring frameworks and indicators for marine and coastal management, there has been less sharing of the mechanics of approaches that maximise collaboration and learning by multiple stakeholders. This paper outlines the project monitoring approach developed in the Pacific Islands International Waters Project (IWP), a project funded by the Global Environment Facility (GEF) involving 14 Pacific Island Countries. We find that a monitoring approach based on indicators to assess supportive processes, behavioural change and human–environmental conditions is useful for monitoring the long- and short-term impacts associated with integrated coastal management programs. Giving project staff the lead in indicator development has supported more strategic project planning and improved the relevance and value of the indicators developed. However, successful implementation of monitoring programs calls for ongoing collaboration, technical support and capacity building amongst key stakeholders.  相似文献
