The European Union׳s energy policy aims to increase the proportion of energy derived from renewable sources in Europe. Marine renewable energy, offshore wind energy especially, contributes to the renewable energy mix. Offshore wind farms appear to be clean, and are supported by governments and NGOs as a way to reduce the use of conventional energy resources and thus decrease greenhouse gas emissions. However, developing infrastructure in marine areas can impact marine ecosystems. European directives ask offshore wind farm developers to carry out an Environmental Impact Assessment (EIA) including a mitigation hierarchy, i.e. envisaging measures that would avoid, reduce, and if possible offset significant adverse effects on ecosystems and human activities. This paper reviews EIA reports from seven European countries and is focused on impacts on the open water marine environment. According to the reports, measures have been taken for avoiding and reducing impacts, so there should be no significant negative residual impacts and hence no need of offsets. But the mitigation hierarchy for ecological impacts seems to have been incompletely implemented, because it is unlikely that there are no significant residual impacts. The paper proposes some technical and ecological explanations, followed by some governance and social explanations, for the absence of biodiversity offsets.  相似文献

随着辐射防护理念的发展,环境中生物所受到的辐射影响日益引起人们的关注。本文使用ERICA项目中推荐的辐射影响评价方法,对阳江核电厂运行后对附近海域中海洋生物的辐射影响进行预测和评价。剂量率估算结果显示,阳江核电厂的液态放射性流出物对附近海域海洋生物造成的辐射剂量率不会超过7.47×10–3µGy.h–1,远低于国际上推荐的保护生物的辐射剂量率控制值,也低于本底辐射剂量率,因此,阳江核电厂正常运行后对附近海域中的海洋生物不会造成不利的辐射影响。  相似文献

This article addresses both environmental and socioeconomic issues concerned with the development or operation of the envisaged titanium mining project in Kwale District of Kenya. TIOMIN Resources Inc., of Canada, through its wholly owned Kenyan subsidiary, Kenya Titanium Minerals Ltd., is proposing to develop a titanium sands mine and mineral processing plants which will produce high grades of heavy minerals including rutile, ilmenite, and zircon. In addition, TIOMIN has proposed to develop a ship loading facility at Shimoni, a significant marine habitat in Kenya. When properly designed and implemented, an Environmental Impact Assessment (EIA) is a powerful tool for ensuring that environmental issues are given due consideration during project design, allowing the benefits of the project to be maximized, while reducing the environmental and social costs of development. In Kenya, the EIA has to be conducted according to the requirements of the Kenya Environmental Management and Co-ordination Act (2000) and in compliance with World Bank standards. An EIA document submitted to the enforcement authority, National Environmental Management Authority (NEMA), enables the issuing of an Environmental Impact Assessment License and a Mining License. A number of exploration studies have been undertaken and several sites have been identified for the extraction of titanium minerals and zircon. Many have expressed concern that environmental matters should be considered before a decision about titanium mining is undertaken. Toxic chemicals used in heavy mineral separation processes and disturbance or redistribution of sediment could spell a disaster for the coastal waters. The Wasini channel is home to world class coral reefs, humpback and spotted dolphins, and marine turtles. Another contentious issue is that of radioactivity associated with the minerals zircon and monazite. The coastal zone is a crucial part of the economy, as it supplies a living for a large number of people along the coast. It is envisaged that involuntary resettlement without adequate compensation and viable alternative sites may result in serious socioeconomic consequences.  相似文献

Oil and gas offshore platform and installations have a limited life of operations. When oil runs out, many terms are used to describe the situation: abandonment, removal, disposal, decommissioning, etc. Even the issue of decommissioning is now at the forefront of deep water oil drilling for many reason (the enormous costs required for disposal, the increasing number of rigs which required removal, the need to protect the marine environment, legal frameworks), there are very few published researchers studying the problem according to its different facets (legal, environmental, economical etc.). In this paper, we apply the concept of “Olympic” supply chain developed by Lakhal et al. Lakhal, SY, H'Mida S, Islam R. Green Supply Chain parameters for a Canadian Petroleum Refinery Company. International Journal of Environmental Technology and Management, IJETM 2007:7;56–67. to provide feedback for life-cycle offshore platforms. The use of self-governance as a fisheries management tool is increasing in New Zealand and elsewhere. Researchers argue that in theory self-governance can lead to improved outcomes, but evaluating actual benefits is difficult because of the need to distinguish self-governance impacts from other influences on fisheries performance. An indicator system was developed in this paper to evaluate the contribution of selfgovernance to the performance of the Bluff Oyster fishery (OYU5), which is also managed under New Zealand's Quota Management System. There is evidence that self-governance makes a positive contribution to economic efficiency, institutional effectiveness and resource preservation in the Bluff Oyster fishery.  相似文献

Studies from South Pacific Islands, some of which are uninhabited, as well as eastern Australia and New Zealand, show that discarded plastics are a significant pollutant of shorelines and adjacent coastal and oceanic waters. Environmental impacts include: death and/or debilitation of wildlife through entanglement and ingestion, reductions in quality of life and reproductive performance, hazards to shipping and possibly health, and a vector for the introduction of alien taxa that may endanger island ecosystems or traditional seafood resources. This material is also aesthetically distasteful.Blame for this pollution has been placed largely on indiscriminate disposal of plastic by vessels at sea. However, there is a growing appreciation that much shoreline litter has urban sources reflecting inadequate disposal practices as well as recreational visitors. Increasing population pressures and shipping activities around the region will lead to ever-growing quantities of unsightly plastic litter on shorelines of the region and experience elsewhere suggests this could be to the detriment of tourism.The problems need to be addressed through the Convention for the Protection of the Natural Resources and Environment of the South Pacific Region with common regional management policies developed similar to those now in place for the Caribbean. These should focus on waste disposal practices and identification of sites suitable for land-fill operations as well as development of port reception facilities. Alleviation of the problems may also come from Annex V of MARPOL and the London Dumping Convention, but ultimately the solutions will have to be regional in character and involve education sensitive to local cultures.  相似文献

New Zealand fisheries legislation provides commercial fishing rights to holders of individual transferable quota (ITQ). The settlement of fisheries claims against the Crown by Mäori, New Zealand's indigenous people, brought about the transfer of ITQ holdings to Mäori, and an obligation on the Crown to recognise and provide for indigenous (customary) fishing rights over fishing grounds and other areas that have been of special significance to Mäori. Some types of customary fishing areas exclude commercial fishing and could affect recreational fishing. Fisheries legislation requires that regulatory measures be put in place to avoid, remedy or mitigate the adverse effects of fishing. The Government also aims to protect marine biodiversity by having 10% of New Zealand waters in some form of protection by 2010. The legislative processes for protecting the marine environment and establishing customary fishing areas include assessment of effects on fishing rights. This paper explores the conflicts that arise from legislative obligations to uphold the rights of fishers, to sustain fishstocks and to protect the marine environment. The paper concludes that inconsistent legislative obligations and their disparate processes have led to spatial conflicts and a race for the allocation of space. Legislative obligations need to be integrated to maintain a balance between use of fisheries resources and protection of the marine environment.  相似文献

Over the next several decades, arctic marine mammals will face threats from six areas of human influence: climate change, environmental contaminants, offshore oil and gas activities, shipping, hunting, and commercial fisheries. This paper reviews these factors, the nature and magnitude of the threats they pose, current scientific understanding and management of those threats, and the potential for effective conservation action. Climate change, offshore oil and gas activities, and commercial fisheries likely pose the greatest threats. Addressing the combined effects of all six factors, however, will be particularly difficult but essential to prevent declines beyond those that have already occurred.  相似文献

ABSTRACT

In contrast to previous reports that leopard seals (Hydrurga leptonyx) are rare vagrants to New Zealand, we show that this species is a regular member of the marine fauna of this region. We present a first analysis from the New Zealand Leopard Seal Database – an extensive collation of 2,711 records of leopard seals within New Zealand between 1200 and 2018. Of these records, 51.2% (n?=?1,408) were photographic. Leopard seal sightings have increased over time and been reported in all seasons and regions of New Zealand. Sightings are predominantly of adult individuals of good or excellent body condition, which differs to previous hypotheses suggesting that leopard seals visiting New Zealand shores are primarily juvenile animals in poor health condition. A total of 176 unique individuals have been identified in the New Zealand Leopard Seal Catalogue between 2014 and 2018 and preliminary results indicate that numbers per annum have continued to increase over time. Three leopard seal births and a number of juvenile animals (34% of the NZ records) have been documented. Considering the information presented here and the current definitions in the New Zealand Threat Classification System, the threat status of leopard seals within New Zealand waters should be reclassified from Vagrant to Resident.  相似文献

ABSTRACT

The grounding of the MV Rena has highlighted the lack of information concerning the effects of oil-related compounds on New Zealand marine life. Yellowtail kingfish (YTK), Seriola lalandi, embryos were exposed in static incubations to the water-accommodated fraction (WAF) of Rena heavy fuel oil as well as a similar preparation treated with the commercial dispersant Corexit 9500. Mortality in WAF treatments generally increased in association with total polycyclic aromatic hydrocarbon (tPAH) concentration over a 24-h period. Physical abnormalities were observed in some of the larvae exposed to WAF for 48 h. There was no survival in dispersed oil treatments after 24 h of exposure. These treatments had greater tPAH concentrations (2–53?µgL?1) than equivalent WAF dilutions (0.2–1.5?µgL?1?tPAH). Indications are that significant morbidity is induced in YTK at ecologically relevant tPAH concentrations. This highlights the need for further research into oil and dispersant toxicity in New Zealand marine species.  相似文献

In 2012 the International Seabed Authority approved an Environmental Management Plan (EMP) for the Clarion–Clipperton Fracture Zone CCZ in the Eastern Central Pacific. The EMP is a proactive spatial management strategy that anticipates mining of polymetallic nodules and that includes the designation of Areas of Particular Environmental Interest (APEIs). The implementation of the EMP and the sound application of marine spatial planning require sufficient high-quality data to inform decision-makers and draw credible boundaries of protected areas. This paper outlines the development of the EMP in the context of the Authority׳s responsibilities with respect to the protection of the marine environment. The paper further highlights needs for research and data collection and introduces a related EU research project aiming to inform the development of mining guidelines. The authors suggest that the sustainable development of deep sea resources in the CCZ could be considered as a model for blue growth.  相似文献

本文从南太平洋地区区域构造演化出发,开展盆地类型划分和石油地质条件分析,了解不同类型盆地的油气成藏特征,并分析油气分布规律和资源潜力,以期对未来油气勘探开发国际合作选区提供借鉴。研究表明:(1)南太平洋地区经历了亨特-鲍恩造山运动、澳大利亚板块与南极洲板块分离、塔斯曼海扩张及珊瑚海扩张、巴布亚新几内亚地区的洋壳俯冲和弧-陆碰撞作用,最终形成了澳大利亚东部南缘和海域及新西兰地区以裂谷盆地为主、澳大利亚东部内陆以克拉通盆地为主的包括晚二叠世-三叠纪前陆盆地、古近纪-新近纪前陆盆地、古近纪-现今弧前盆地和弧后盆地6种盆地类型;(2)澳大利亚内陆南缘和东部海域以及新西兰地区裂谷盆地分布广泛,裂谷盆地油气最为富集,但内陆和海域有所差异,内陆南缘裂谷盆地油气资源丰富且石油与天然气的比值约为2:1,而东部海域裂谷盆地因油气成藏条件差,尚无油气发现;(3)根据盆地的剩余可采储量和远景资源量对南太平洋地区的资源潜力进行分析,认为白垩纪-古近纪裂谷盆地和古近纪-新近纪前陆盆地油气资源潜力最大,并优选出吉普斯兰(Gippsland)、塔拉纳基(Taranaki)和巴布亚(Papua)3个有利盆地。  相似文献

为加强对海上油气平台和海底电缆管道的信息化管理,为海洋管理部门的使用审批和相关企业的安全生产提供信息服务和决策支持,文章基于国家海域动态监视监测管理系统,设计开发海上油气平台和海底电缆管道信息化系统。该系统采用多层架构体系,具有较强的扩展性;分为数据整理、行政审批、统计分析、综合展示和系统管理5个功能模块,采用面向服务的软件架构、模型驱动的系统设计和开发以及MVC技术框架等关键技术,实现数据标准化和共享化、审批全过程管理以及二/三维可视化等功能。目前系统运行状况良好,已获取大量海上油气平台和海底电缆管道信息,在三维展示方面仍需完善。  相似文献

Ecosystem Based Fisheries Management (EBFM) requires the consideration of potential impacts of a commercial fishery on all components of the ecosystem. Assessment of the impact of commercial fishing on marine mammals generally focuses on species at known risk from bycatch. For cetaceans in particular, inclusion under the Threatened, Endangered and Protected (TEP) species component of Ecological Risk Assessment for the Effects of Fishing (ERAEF) can seem redundant if a species is already known to be at risk or is not thought to interact with the fishery with consequences for its conservation. A spatially and temporally explicit Productivity Susceptibility Analysis (PSA) procedure was developed for inclusion under ERAEF to allow cetacean species to be screened for risk. The technique is demonstrated by assessing the potential risk to harbour porpoise and minke whales from a number of static gear fisheries. The results demonstrate that although a fishery might pose high risk to a species, low or moderate risk areas can exist within the range of the fishery, enabling management measures to focus on areas of greatest risk. Designed to complement and support existing methods of bycatch assessment, this approach is a repeatable and standardised assessment, the outputs of which can be used to systematically document the level of risk posed to different species in a transparent way to aid the inclusion of cetaceans in ERAEF and EBFM both now and in the future.  相似文献

This paper presents the Biogeographic Assessment Framework (BAF), a decision support process for marine spatial planning (MSP), developed through two decades of close collaborations between scientists and marine managers. Spatial planning is a considerable challenge for marine stewardship agencies because of the need to synthesize information on complex socio-ecological patterns across geographically broad spatial scales. This challenge is compounded by relatively short time-frames for implementation and limited financial and technological resources. To address this pragmatically, BAF provides a rapid, flexible and multi-disciplinary approach to integrate geospatial information into formats and visualization tools readily useable for spatial planning. Central to BAF is four sequential components: (1) Planning; (2) Data Evaluation; (3) Ecosystem Characterization; and (4) Management Applications. The framework has been applied to support the development of several marine spatial plans in the United States and Territories. This paper describes the structure of the BAF framework and the associated analytical techniques. Two management applications are provided to demonstrate the utility of BAF in supporting decision making in MSP.  相似文献

The need for integrated resource management in coastal and marine areas is increasingly urgent. Estuaries, as a representation of the relationship between river basins and coastal areas are spaces of convergence due to their natural characteristics. Transboundary estuaries also historically represent divisions between regions and countries, often presenting overlaid administrative domains and a complex situation to manage. This paper makes a meta-analysis of the main geographical and managerial characteristics of 17 cases of transboundary estuaries in Latin America and the Caribbean region (LAC). These cases are presented as examples of bilateral relations of cooperation and co-management of shared systems (fluvial, coastal and marine). The analysis of these estuaries in LAC demonstrated that there is an inadequate integration between River Basin Management and Coastal Areas Management, not considering the scope of a management based in ecosystems. It was also exposed that the articulation of international and national policies and the land and sea domains that take place at these locations determine the system management, as well as the use and distribution of shared resources.  相似文献

The EU Blue Growth Agenda targets maritime economic activities that have the sea and the coasts as drivers. These activities are supported by marine Ecosystem Services (ES) in combination, or not, with abiotic outputs from the marine natural capital. This paper analyses Blue Growth activities with regards to the demand and supply of marine ES and Good Environmental Status (GES). The results show that marine provisioning ES support aquaculture and blue biotechnology, while blue energy is supported by marine provisioning ES and by abiotic provisioning, and abiotic provisioning supports extraction of marine mineral resources. Maritime, coastal and cruise tourism is supported by cultural marine ES and cultural settings dependent on marine abiotic structures. All these multi-sectoral economic activities depend on healthy marine and coastal ecosystems that are provided by regulating and maintenance ES combined with the abiotic regulation and maintenance by natural marine physical structures and processes. In order to balance concurrent sectoral interests and achieve sustainable use of marine resources there is the need to consider indicators for demand for ES, which are social and economically driven, and for the supply, which are dependent on ecosystems capacity to provide the required marine ES. Some of the actions foreseeing GES are already anticipated in legislation that underpin Blue Growth, whilst others could benefit from additional regulation, particularly in what concern the exploration and exploitation of marine mineral and biological resources. Blue Growth options require navigating trade-offs between economic, social and environmental aspects.  相似文献
