水资源承载力是反映区域水资源对经济社会发展的支撑能力,是衡量水资源与经济、社会、自然是否和谐发展的重要指标。综合考虑经济、社会、自然等因素,构建“承压-压力-协调-管理”四维水资源承载力评价指标体系,通过组合赋权法测度水资源承载力水平,运用M-K趋势法分析其时空变化特征,并运用R/S分析法预测未来发展趋势。结果表明:(1)黄河三角洲高效生态经济区水资源承载力指数呈缓慢上升趋势,整体数值偏低;(2)沿海地区水资源承载力较好,水资源承载力指数由沿海向内陆逐渐降低,承压指数、压力指数、协调指数、管理指数空间特征明显;(3)水资源承载力在莱州湾及黄河入海口部分县(市、区)显著改善,远海地区呈现显著恶化趋势,协调指数和管理指数有所改善,承压指数不容乐观,压力指数普遍恶化;(4)未来变化中,水资源承载力在黄河三角洲高效生态经济区呈现持续改善趋势,惠民县、阳信县、利津县、高青县等地区呈持续恶化态势。  相似文献

快速城镇化背景下,城市发展与资源环境的矛盾日益突出.选取中原城市群中土地、水资源、交通和环境要素承栽力指标,建立城市综合承载力评价指标体系.通过综合评价与比较分析,得出如下结论:水资源承载力对中原城市群的发展影响最大,而且是城市群发展中的短板要素;城市群供给指数低于需求指数;中原城市群城市综合承载力在五大城市群中处于中等水平;郑州和洛阳引领城市群发展的能力有限.针对上述问题,从城市发展速度、模式以及居民行为方式等方面提出提高承载力的政策建议.  相似文献

本文聚焦国家重要战略区——京津冀地区需水压力增大、水资源超载等问题,基于水资源承载力理论,将风险评估引入水资源承载系统,探索建构水资源承载力风险的概念内涵、因子识别与评估模型等理论体系,综合考虑气候变化、城镇化与产业结构变动等影响水资源承载系统的关键因子,利用多种计量经济模型、遥感反演模型与地理信息技术等分别开展水资源承载力危险性、脆弱性与暴露性实证评估研究,旨在客观反映未来京津冀水资源承载状态特征与风险演变规律。结果表明:① 未来京津冀水资源承载力危险性指数平均值为0.531,属中危险等级,其中人口增长与城镇化危险性等级(平均值为0.682,高危险)最高,其次为气候变化危险性(0.471,中危险)与经济与产业发展危险性(0.254,弱危险)。② 未来京津冀水资源承载力脆弱性程度呈升高趋势,脆弱性指数平均值为0.726,属高脆弱等级。③ 未来京津冀水资源承载力暴露性指数平均值为0.483,属于中暴露等级,并呈增强趋势,其中2035年暴露性最强。④ 未来2025年、2030年、2035年京津冀水资源承载力风险综合指数平均值较2016年分别增加了9.3%、11.5%、13.9%,高风险等级城市数量由2016年的3个增加到2035年的9个,高风险城市主要集中在北京及冀中南等地,由此表明未来京津冀水资源承载力风险程度持续加剧,水资源承载系统受风险扰动强烈。  相似文献

从资源平衡关系入手,定量计算了天然状态下内蒙古的水土资源平衡,揭示了内蒙古自然降水与作物水分需求的平衡关系;采用负载指数与承载力模型,计算了内蒙古的水资源利用潜力与承载能力,揭示了调控下内蒙古水资源支撑能力和保证程度.结果表明:内蒙古高原气候干旱,水分亏缺是自然降水条件下水土资源平衡的主要特征;内蒙古水资源承载力有限,当人均综合用水量达到较高水平时,平水年全区承载力接近超载临界值,偏枯水年全区水资源超载严重;内蒙古水资源承载能力盟市差异显著,水资源普遍短缺是区域人口发展的限制性特征.  相似文献

 中国是水资源短缺国家,水资源时空分布不均,水资源已成为制约中国社会经济可持续发展的重要因素。利用生态足迹法构建了黑河流域农业用水、工业用水、城镇公共用水、生活用水和生态环境用水5个二级水资源账户,并利用水资源负载指数,研究了黑河流域2004—2010年水资源承载力、水足迹和水资源负载动态特征。结果表明,黑河流域水资源承载力从2004年的16.36 hm2增加至2010年的24.40 hm2;总水资源生态足迹从2004年的571.81 hm2减少至2010年的486.73 hm2;而水资源生态赤字从2004年的555.45 hm2下降至2010年的462.33 hm2;黑河流域水资源负载指数高,水资源开发潜力很小;黑河流域水资源承载力增加与降水量有密切关系。  相似文献

采用区域人居环境指数、土地资源承载力、水资源承载力、物质积累水平和人类发展水平等5项指标加权求和的方法构建区域综合承载力模型,并对云南省分县区域综合承载力进行了定量评价,在此基础上划分出云南省三大经济发展重点区域,一级经济重点发展区域为"滇中城市群";二级经济重点发展区域地处云南省西部;三级经济重点发展区域地处云南省南部靠近边境地区。文中提出云南省三大经济重点发展区域发展的空间结构和发展模式。  相似文献

以陕西省9个流域为评价单元,基于宏观指标和综合指标构建水资源承载力综合评价模型。通过分析经济压力、人口压力、承载压力及协调指数,进而对研究区水资源承载力进行评价并探讨其时空分布特征。结果表明:(1) 陕西各流域水资源承载力差异较为明显,其中陕南最大,陕北次之,汉中最小。陕南地区的汉江和嘉陵江两个流域水资源丰富且降水充足, WI<0.6处于承载适宜阶段,但该流域水资源利用效率较低HI<0.6,流域人均用水量、万元GDP用水量以及农田灌溉亩均用水量均超过全省平均水平。陕北地区的河口—龙门、内流区以及北洛河三个流域水资源紧缺且存在水质性缺水问题,处于轻度超载阶段;而关中地区的渭河、泾河、龙门三门峡及伊洛河四个流域水资源供需矛盾随着人口与经济的增长进一步加剧,水资源承载力综合评价指标值WI >1.5,处于严重超载阶段。(2) 从承载压力指数分析可以看出,流域调水对缺水地区或经济中心城市的发展起到决定性作用。从丰水流域跨流域调水能解决地区性缺水问题,进而解决水资源危机所带来的社会经济可持续发展问题。(3) 基于水资源的自然资源属性,以流域为评价单元,其研究结果更符合自然规律,有利于实现流域间水资源的合理均衡和分配。  相似文献

在总结区域水资源承载力研究历史和现状的基础上,阐述了水资源承载力的内涵和特点,对目前各种水资源承载力的定义进行比较,分析其中深层次的联系,提出了以"可支撑的合理规模"来描述水资源承载能力的概念。在此基础上,从"社会经济-水资源-生态、环境"复合系统角度综合分析了节水措施对水资源承载力的影响,提出了基于现代进化算法的思想的水资源承载力计算思路。将该模型应用于辽河流域水资源承载力的研究中,分析计算了该地区在规划水平年水资源可承载的规模。实例证明,该模型能够综合反映出水资源的承载规模,可以为当地的发展提供科学依据。  相似文献

基于当前中国快速城市化、新型工业化与农业现代化协同发展的大背景,着眼于区域水资源承载能力与经济、社会发展的供求关系及互动响应,提出了水资源相对强度、水资源承载率、水资源系统可持续指数概念及其表征方法;基于水资源承载力的突变性特征及其与水资源相对强度的矛盾关系视角,借鉴突变理论和模糊数学理论,应用改进的突变模型对区域水资源承载力的可持续性进行多目标、多准则综合评价。依据这些概念及相关模型,以2001—2017年中国陆地水资源承载力评价为例进行了实证。结果表明:(1)从各水资源一级区的水资源强度来看,辽河、长江及珠江流域居民生活用水相对强度高;西北诸河、东南诸河及长江流域个别年度生态环境用水相对强度高但呈下降趋势,北方其它4区生态环境用水相对强度不高但上升趋势明显;松花江、黄河、西北诸河流域农业用水相对强度高;松花江、长江、珠江流域工业用水相对强度高。(2)从各省级行政单元的水资源承载力来看,研究时段内中国大陆省区城镇居民生活用水承载力相对稳定;生态环境用水承载力呈现比较明显的波动变化趋势;农业用水和工业用水承载力持续提高。(3)大陆省区水资源相对强度整体降低,水资源消耗强度高的省区收敛、高承载率省区水资源利用效率的空间溢出,促使中国大陆的水资源开发、利用向双重可持续方向发展。未来,中国应在传统水资源规划手段的基础上,努力探索区域水资源动态管理和流域水资源统一管理的新思路、新途径,将水资源纳入到区域PRED系统进行综合调度和优化配置,以期持续提高水资源的承载能力,促进水资源与区域人口、生态环境及经济、社会协调发展。  相似文献

辽中地区矿业城市是我国重要的能源生产和重工业基地,研究其生态承载力状况并预测其发展趋势,有利于区域经济、生态协调发展。基于资源保障率、环境承载力和社会经济增长相统一的原则,运用系统动力学方法建立了辽中地区矿业城市生态承载力评价模型,评价了1997-2006年研究区生态承载力状况,预测了2006-2020年研究区生态承载力变化趋势。结果表明:1997-2006年,辽中地区矿业城市生态承载力总体处于超载状态,但发展趋势差别显著。鞍山生态承载力指数从1.686下降到1.301,年均下降2.56%,但仍处于超载状态;抚顺生态承载力指数从1.169下降到0.909,年均下降2.49%,生态承载力从超载变为盈余;本溪生态承载力指数从1.070上升到1.249,年均上升1.56%,超载程度不断加大。2006-2020年,辽中地区矿业城市生态承载力总体上处于超载程度加大的趋势,鞍山、抚顺和本溪生态承载力指数年均增长率分别达到0.89%、1.56%和1.81%。作为矿业城市,鞍山、抚顺和本溪需要优先保障水资源和能源的供需平衡,改善水环境质量,从而达到生态承载力的提高。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.  相似文献
