根据泛北部湾经济区能源产业现状,构建能源生产、消费的异质性分析模型,从石油、天然气、煤炭、电力等方面对经济区的能源异质性进行分析,结果表明：泛北部湾经济区石油资源优势正在逐步丧失,竞争将会更加激烈;而天然气等清洁能源尚未得到有效利用,中国新能源技术与整个地区传统能源互补性较强,具有开展更深层次能源合作的条件,最后通过分析结果提出北部湾经济区能源合作的战略。 相似文献

能源地缘政治视角下中国与中亚—俄罗斯国际能源合作模式 总被引：6，自引：1，他引：5
中亚与俄罗斯油气资源丰富,是中国未来开展国际油气资源合作,实现油气进口多元化和能源运输安全的重要战略区域。从俄罗斯、美国、中国以及中亚自身的战略需求方面刻画中亚地区大国博弈的能源地缘政治格局及其演变,并对中国与俄罗斯、中亚各国的能源合作特征进行详细分析。研究发现:中国与中亚各国之间的能源合作进展顺利,并呈现出多元化的发展趋势,已从单纯的油气贸易向油气产业的上下游进行拓展,但是中国与俄罗斯的合作因地缘政治战略、价格因素等一波三折,乌克兰危机之后,双方合作出现新的战略机遇。针对在中亚能源合作可能遇到的大国地缘政治博弈、俄罗斯的政策不确定性、中亚各国的局部冲突以及可能存在的资源国有化和来自国际石油公司的剧烈竞争,提出未来中国可以采取贷款换资源合作模式、双向合作模式与中亚国家石油公司联合经营模式、探索上海合作组织框架内的油气资源供求一体化模式以及油气经贸一体化合作模式,以尽可能地降低能源合作风险。 相似文献

区域一体化是经济全球化背景下城际关系发展的必然走向,而经济圈战略下的区域跨界整合已成为新时期区域治理的有效策略.经济圈战略的实施旨在以整合性的经济区凝聚分散的、壁垒森严的行政区,促进生产要素的自由流动和空间集聚,以社会经济合作的方式推动城际关系由行政区经济下的相互隔离向一体化经济下的互利合作转变.该文以珠江三角洲西岸地区为例,识别出珠西地区经济圈发展战略下的主要特点,以机遇-问题-挑战的分析框架探讨了珠西地区经济圈战略下的发展环境,并建构了经济圈发展的主要策略,认为经济圈战略是城镇密集区均衡协调发展的重要推进策略,是实现区域跨界整合的有力手段. 相似文献

广西北部湾经济区城市群是极具发展潜力的城市群,但是其发展过程中存在着城镇体系规模等级发展失衡、产业规模有限、产业结构不合理、城镇职能不清等问题.在客观分析该城市群现状的基础上,对该城市群空间一体化机制进行了探讨,并进而提出实现广西北部湾经济区城市群空间一体化的策略.广西北部湾经济区城市群空间一体化的作用机制可归纳为点轴机制、政府行为机制和资本流向机制;一体化策略主要有:实施非均衡发展策略,建立城市群统一协调管理机制,空间整合与产业结构调整相结合,构筑一体化、开放化的基础设施体系,制度创新,发展乡镇实体经济、加强小城镇建设. 相似文献

目前,城市合作是城市在更大范围内参与区域竞争和国际竞争的重要选择,组合城市是城市合作的表现形式之一。2010年5月国家正式批准建立喀什经济特区,喀什经济特区的建立将吸引大量的人流、物流、资金流和信息流,从而推动喀什市及周边地区经济快速发展,阿图什市需要利用这一机遇积极向喀什市及喀什经济特区寻求深度合作。目前喀阿两市还缺乏同城化和一体化的必要条件,喀阿合作可以借助组合城市模式,以喀什经济特区建设为契机,在两市间合理调整产业布局,以安全协调作为保障推动交通一体化和经济一体化,并最终实现两市的同城化发展。 相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
