To better prioritise adaptation strategies to a changing climate that are currently being developed, there is a need for quantitative regional level assessments that are systematic and comparable across multiple weather hazards. This study presents an indicator-based impact assessment framework at NUTS-2 level for the European Union that quantifies potential regional changes in weather-related hazards: heat stress in relation to human health, river flood risk, and forest fire risk. This is done by comparing the current (baseline) situation with two future time periods, 2011–2040 and 2041–2070. The indicator values for the baseline period are validated against observed impact data. For each hazard, the method integrates outcomes of a set of coherent high-resolution regional climate models from the ENSEMBLES project based on the SRES A1B emission scenario, with current and projected non-climatic drivers of risk, such as land use and socio-economic change. An index of regional adaptive capacity has been developed and compared with overall hazard impact in order to identify the potentially most vulnerable regions in Europe. The results show strongest increases in impacts for heat stress, followed by forest fire risk, while for flood risk the sign and magnitude of change vary across regions. A major difference with previous studies is that heat stress risk could increase most in central Europe, which is due to the ageing population there. An overall assessment combining the three hazards shows a clear trend towards increasing impact from climaterelated natural hazards for most parts of Europe, but hotspot regions are found in eastern and southern Europe due to their low adaptive capacities. This spatially explicit assessment can serve as a basis for discussing climate adaptation mainstreaming, and priorities for regional development in the EU.  相似文献

The likely intensification of extreme droughts from climate change in many regions across the United States has increased interest amongst researchers and water managers to understand not only the magnitude of drought impacts and their consequences on water resources, but also what they can do to prevent, respond to, and adapt to these impacts. Building and mobilizing ‘adaptive capacity’ can help in this pursuit. Researchers anticipate that drought preparedness measures will increase adaptive capacity, but there has been minimal testing of this and other assumptions about the governance and institutional determinants of adaptive capacity. This paper draws from recent extreme droughts in Arizona and Georgia to empirically assess adaptive capacity across spatial and temporal scales. It combines quantitative and qualitative methodologies to identify a handful of heuristics for increasing adaptive capacity of water management to extreme droughts and climate change, and also highlights potential tradeoffs in building and mobilizing adaptive capacity across space and time.  相似文献

The aim of this paper is to improve understanding of the adaptive capacity of European agriculture to climate change. Extensive data on farm characteristics of individual farms from the Farm Accountancy Data Network (FADN) have been combined with climatic and socio-economic data to analyze the influence of climate and management on crop yields and income and to identify factors that determine adaptive capacity. A multilevel analysis was performed to account for regional differences in the studied relationships. Our results suggest that socio-economic conditions and farm characteristics should be considered when analyzing effects of climate conditions on farm yields and income. Next to climate, input intensity, economic size and the type of land use were identified as important factors influencing spatial variability in crop yields and income. Generally, crop yields and income are increasing with farm size and farm intensity. However, effects differed among crops and high crop yields were not always related to high incomes, suggesting that impacts of climate and management differ by impact variable. As farm characteristics influence climate impacts on crop yields and income, they are good indicators of adaptive capacity at farm level and should be considered in impact assessment models. Different farm types with different management strategies will adapt differently.  相似文献

We identify and examine how policy intervention can help Canada's Inuit population adapt to climate change. The policy responses are based on an understanding of the determinants of vulnerability identified in research conducted with 15 Inuit communities. A consistent approach was used in each case study where vulnerability is conceptualized as a function of exposure-sensitivity to climatic risks and adaptive capacity to deal with those risks. This conceptualization focuses on the biophysical and human determinants of vulnerability and how they are influenced by processes and conditions operating at multiple spatial-temporal scales. Case studies involved close collaboration with community members and policy makers to identify conditions to which each community is currently vulnerable, characterize the factors that shape vulnerability and how they have changed over time, identify opportunities for adaptation policy, and examine how adaptation can be mainstreamed. Fieldwork, conducted between 2006 and 2009, included 443 semi-structured interviews, 20 focus groups/community workshops, and 65 interviews with policy makers at local, regional, and national levels. Synthesizing findings consistent across the case studies we document significant vulnerabilities, a function of socio-economic stresses and change, continuing and pervasive inequality, and magnitude of climate change. Nevertheless, adaptations are available, feasible, and Inuit have considerable adaptive capacity. Realizing this adaptive capacity and overcoming adaptation barriers requires policy intervention to: (i) support the teaching and transmission of environmental knowledge and land skills, (ii) enhance and review emergency management capability, (iii) ensure the flexibility of resource management regimes, (iv) provide economic support to facilitate adaptation for groups with limited household income, (v) increase research effort to identify short and long term risk factors and adaptive response options, (vi) protect key infrastructure, and (vii) promote awareness of climate change impacts and adaptation among policy makers.  相似文献

Adaptation is a complex, dynamic, and sometimes unequal process. Stemming from social ecological systems theories of climate change adaptation and adaptive capacity, this case study introduces the concept of ‘divergent’ adaptation. Adaptation is divergent when one user or group's adaptation causes a subsequent reduction in another user or group's adaptive capacity in the same ecosystem. Using the example of pastoral and agricultural groups in northern and southern rainfall zones of Niger, this study illustrates the concept of divergent adaptation by identifying changes to the adaptive capacity of users who are currently engaged in conflicts over access to natural resources. Similar to other studies, we find that expansion of farmland and the consequent loss of pastoral space are restricting pastoral adaptation. Divergent adaptations favoring agricultural livelihoods include cultivating near or around pastoral wells or within pastoral corridors, both of which limit the mobility and entitlements of pastoralists. Institutions rarely secure pastoral routes and access to water points, a problem that is compounded by conflicting modes of governance, low accountability, and corruption. The case study illustrates the need to enhance the adaptive capacity of multiple user groups to reduce conflict, enhance human security, and promote overall resilience.  相似文献

A critical challenge in supporting climate change adaptation is improving the linkage between climate-impacts and vulnerability research and public and private planning and management decisions. We highlight the need for bottom-up/top-down vulnerability assessment, bringing together bottom-up knowledge of existing vulnerabilities with top-down climate-impact projections, as a transparent basis for informing decisions intended to reduce vulnerability. This approach can be used to evaluate the likelihood of crossing identified thresholds of exposure, and to evaluate alternative adaptation strategies based on their ability to reduce sensitivity to projected changes in exposure and their robustness across uncertainty in future outcomes. By identifying thresholds for which adaptive capacity is limited in particular systems, adaptation and mitigation become complements where the magnitudes of climate change at which such thresholds cluster can help to define mitigation targets.  相似文献

Despite growing global attention to the development of strategies and policy for climate change adaptation, there has been little allowance for input from Indigenous people. In this study we aimed to improve understanding of factors important in integration of Yolngu perspectives in planning adaptation policy in North East Arnhem Land (Australia). We conducted workshops and in-depth interviews in two ‘communities’ to develop insight into Yolngu peoples’ observations and perspectives on climate change, and their ideas and preferences for adaptation. All participants reported observing changes in their ecological landscape, which they attributed to mining, tourism ‘development’, and climate change. ‘Strange changes’ noticed particularly in the last five years, had caused concern and anxiety among many participants. Despite their concern about ecological changes, participants were primarily worried about other issues affecting their community's general welfare. The results suggest that strategies and policies are needed to strengthen adaptive capacity of communities to mitigate over-arching poverty and well-being issues, as well as respond to changes in climate. Participants believed that major constraints to strengthening adaptive capacity had external origins, at regional, state and federal levels. Examples are poor communication and engagement, top-down institutional processes that allow little Indigenous voice, and lack of recognition of Indigenous culture and practices. Participants’ preferences for strategies to strengthen community adaptive capacity tended to be those that lead towards greater self-sufficiency, independence, empowerment, resilience and close contact with the natural environment. Based on the results, we developed a simple model to highlight main determinants of community vulnerability. A second model highlights components important in facilitating discourse on enhancing community capacity to adapt to climatic and other stressors.  相似文献

Climate change and land use conversion are global threats to biodiversity. Protected areas and biological corridors have been historically implemented as biodiversity conservation measures and suggested as tools within planning frameworks to respond to climate change. However, few applications to national protected areas systems considering climate change in tropical countries exist. Our goal is to define new priority areas for biodiversity conservation and biological corridors within an existing protected areas network. We aim at preserving samples of all biodiversity under climate change and facilitate species dispersal to reduce the vulnerability of biodiversity. The analysis was based on a three step strategy: i) protect representative samples of various levels of terrestrial biodiversity across protected area systems given future redistributions under climate change, ii) identify and protect areas with reduced climate velocities where populations could persist for relatively longer periods, and iii) ensure species dispersal between conservation areas through climatic connectivity pathways. The study was integrated into a participatory planning approach for biodiversity conservation in Costa Rica. Results showed that there should be an increase of 11 % and 5 % on new conservation areas and biological corridors respectively. Our approach integrates climate change into the design of a network of protected areas for tropical ecosystems and can be applied to other biodiversity rich areas to reduce the vulnerability of biodiversity to global warming.  相似文献

The current study presents an assessment of the impact of climate change on water yield, one of the main hydrological ecosystem services, in northern Patagonia. The outputs of regional climate models from the CORDEX Project for South America were used to drive the InVEST water yield model. CORDEX regional climate models project for the far future (2071–2100) an increase in temperature higher than 1.5 °C and a precipitation decrease ranging from − 10 to − 30% for the study area. The projected warmer and dryer climate emerges as a robust signal based on model agreement and on consistent physical drivers of these changes. Moreover, both the projected increase in evapotranspiration and the decrease in precipitation contribute to a strong decrease in water yield of around − 20 to − 40% in the headwaters of northern Patagonian watersheds. Comparison of the results in the two basins reveals that the land cover may be considered a buffer of water yield changes and highlights the key role of protected areas in reducing the vulnerability of water resources to climate change.  相似文献

适应性治理通过边学边做,针对各地方的社会经济条件、自然生态系统、地方知识文化等基本特征,基于一个动态、自下而上和自组织的过程不断测试和修正制度安排与知识体系,形成一个旨在解决实际问题的循环过程。通过内蒙古3个地区案例的对比分析研究,基于对其气候变化风险和社会脆弱性的评估,发现其在气候变化影响下形成的不同程度的社会脆弱性正是源于不同的草原利用机制和基于此的社会合作机制。正是因为3个案例地的牧民有着不同的社会资本和社会记忆,所以他们面对极端天气导致的自然灾害时,采取了不同的应对方式,有的牧户可以依赖于社会资本移动牲畜来渡过难关,有的牧户则可以在嘎查范围内重启社会记忆,通过合理安排草场利用和移动牲畜提高自身的抗灾能力,而有的牧户则只能通过买草料独立抗灾。这样不同的结果有力证明了适应性治理在提升这些地区气候变化应对能力方面的必要性和可行性。在地区层面引入适应性治理,可以满足各利益相关方的需求,有利于自然、社会及管理的多学科协同,与“未来地球计划”的协同设计、协同实施和协同推广理念不谋而合,是“未来地球”思想在气候变化适应研究中的实践。  相似文献

Rural and regional hinterlands provide the ecosystem service needs for increasingly urbanised communities across the globe. These inter-related ecosystem services provide key opportunities in securing climate change mitigation and adaptation. Their integrated management in the face of climate change, however, can be confounded by fragmentation within the complex institutional arrangements concerned with natural resource management. This suggests the need for a more systemic approach to continuous improvement in the integrated and adaptive governance of natural resources.This paper explores the theoretical foundations for integrated natural resource management and reviews positive systemic improvements that have been emerging in the Australian context. In setting clear theoretical foundations, the paper explores both functional and structural aspects of natural resource governance systems. Functional considerations include issues of connectivity, knowledge use and capacity within the natural resource decision making environment. Structural considerations refer to the institutions and processes that undertake planning through to implementation, monitoring and evaluation.From this foundation, we review the last decade of emerging initiatives in governance regarding the integration of agriculture and forests across the entire Australian landscape. This includes the shift towards more devolved regional approaches to integrated natural resource management and recent progress towards the use of terrestrial carbon at landscape scale to assist in climate change mitigation and adaptation. These developments, however, have also been tempered by a significant raft of new landscape-scale regulations that have tended to be based on a more centralist philosophy that landowners should be providing ecosystem services for the wider public good without substantive reward.Given this background, we explore a case study of efforts taken to integrate the management of landscape-scale agro-ecological services in the Wet Tropics of tropical Queensland. This is being achieved primarily through the integration of regional natural resource management planning and the development of aggregated terrestrial carbon offset products at a whole of landscape scale via the Degree Celsius initiative. Finally, the paper teases out the barriers and opportunities being experienced, leading to discussion about the global implications for managing climate change, income generation and poverty reduction.  相似文献

适应气候变化在国际公约谈判及国内适应实践中成为重要的关注内容,明晰适应相关的术语含义具有科学参考价值和实践指导意义。本文通过比较适应相关术语认为,适应是行为方式或对策措施的界定,可不需量化数据支持;适应能力需有明确评价指标体系,并最终产生量化性评价结果;适应性更偏重于能力属性,其基本结论是有或无、强或弱的判断,在适应性有量化结论支持或明确强弱确定时则等同于适应能力。脆弱性评价中,暴露度体现主体对象与气候变化相关的基本处境概况,敏感性表明气候变化对主体对象的影响,适应能力则是经济资本、自然资源、技术水平、社会保障四大要素的综合评价,各要素涵盖的具体指标需要酌情依据适应主体属性予以判别和遴选。适应气候变化与灾害风险管理在主体范畴、驱动因子、行动目的上有所区别,但两者共同关注提高对气候变化/气候灾害风险的抵御、承受、恢复能力,以降低不利影响,实现可持续发展为共同目标。  相似文献

Climate change is likely to require irrigators in Australia's Murray-Darling Basin to cope with less water, which will require ongoing farm adjustment. Possible incremental adjustment strategies include expansive and accommodating responses, such as irrigators buying land and water, increasing their irrigated area, changing crop mix and adopting efficient infrastructure. Contractive strategies include selling land and water, and decreasing their irrigated area. Using historical surveys we provide a comparison of irrigators’ planned and actual strategies over the past fifteen years, thereby offering a strong foundation to support analysing future adaptation strategies. We explore influences associated with farm adjustment strategies, and in particular the role that climate change beliefs play. Farmers convinced that climate change is occurring are more likely to plan accommodating, but not expansive, strategies. The relationship between climate change belief and adopting various adaptive strategies was found to be often endogenous, especially for accommodating strategies. Such results suggest the need for irrigation farming policies to be targeted at improving irrigators’ adaptability to manage water variability, and its link with farm future viability.  相似文献

Savanna megafauna have become scarce outside of protected areas in Africa, largely because of land conversion for farming (smallholders and agribusiness) and expansion of settlements and other infrastructure. Intensification also isolates protected areas, even affecting natural processes within reserve boundaries. Here, we used satellite imagery from the past 32 years in the iconic Maasai Mara ecosystem to assess the capacity of different land tenures to prevent degradation. We compare unprotected land with two types of conservation management: fully protected land without livestock (land sparing) and semi-protected community-based conservation – protected land with regulated livestock densities (land sharing). On unprotected land (61% of the area), we detected massive and accelerating degradation and fragmentation of natural vegetation, with large losses of woodland (62%) and grassland (56%), resulting in the expansion of bare ground. In contrast, directional change was minimal in both types of protected areas. Vegetation resistance to drought was lowest on unprotected land, intermediate under community-based conservation and highest under full protection. Our results show that the Mara ecosystem is under heavy pressure, but that conservation management counteracts negative trends. Importantly, semi-protected community-based land-sharing conservation offers clear, partial buffering against degradation.  相似文献

Small-scale fisheries in developing regions are particularly vulnerable to climate change, but the assessment of climate-induced changes and impacts are often hampered by the data poor-situation of these social-ecological systems. Based on 40 years of scientific and local ecological knowledge, we provide a coherent narrative about the effects of a marine hotspot of climate change on a small-scale fishery across different geographical and temporal scales. We applied a mixed-methods approach to assess biophysical changes, social-ecological impacts, and the incremental spectrum of actions implemented at multiple levels to increase the adaptive capacity of a small-scale clam fishery. The warming hotspot here analyzed was the fastest-warming region in the South Atlantic Ocean. Long-term changes in wind intensity and direction were also noticeable at a regional scale. Both sea surface temperature and winds showed a clear shifting pattern in the late 1990 s. These climate-related stressors determined ecosystem and targeted population changes (e.g. clam mass mortalities, slow stock recovery rates after ecological shocks, habitat narrowing), and favored harmful algal bloom-forming organisms. Climate-induced drivers also affected the human component of the social-ecological system, preventing fishers from securing a fulltime livelihood and limiting the fishery economic potential. Adaptive responses at multiple levels provided some capacity to address climate change effects, and transformative pathways are being taken to adapt to climate-induced changes over the long-term. Transformative changes were fostered by the local perception of environmental change, shared narratives, sustained scientific monitoring programs, and the interaction between knowledge systems, facilitated by a bridging organization within a broader process of governance transformation. The combination of autonomous adaptations (based on linking social capital and fishery leaders agency) and government-led adaptations were essential to face the challenges imposed by climate change. Our results serve as a learning platform to anticipate threats and envision solutions to a wide range of small-scale fisheries in fast-warming regions worldwide.  相似文献

Urban community gardens are vital green spaces threatened by global social and environmental change factors. Population growth has reduced the amount of space available in cities, and climate change challenges plant growth thresholds. Urban community gardens provide dynamic socio-ecological systems to study how such social and environmental change factors affect the management and delivery of ecosystem services. They provide spaces where urban citizens purposefully interact with nature and receive multiple benefits. In this paper, we synthesize the results of three years of research in a case study of urban community gardens across the Central Coast of California and present a framework showing how both social and environmental change factors at the regional scale affect the ecological make-up of urban community gardens, which in turn affect the ecosystem services coming from such systems. Our study reveals that global environmental change felt at the regional level (e.g., increased built environment, climate change) interact with social change and policy (e.g., population growth, urbanization, water use policy), thus affecting regulations over garden resources (e.g., water availability) and management decisions by gardeners (e.g., soil management, crop planting decisions). These management decisions at the plot-scale, determine the ecological complexity and quality of the gardens and affect the resulting ecosystem services that come from these systems, such as food provision for both humans and urban animals. A greater understanding of how environmental and social change factors drive the management processes of urban community gardens is necessary to design policy support systems that encourage the continued use and benefits arising from such green spaces. Policies that can support urban community gardens to maintain ecological complexity and increase biodiversity through active management of soil quality and plant diversity have the potential to increase social and environmental outcomes that feedback to the larger environmental and social system.  相似文献

The West Development Policy being implemented in China is causing significant land use and land cover (LULC) changes in West China. With the up-to-date satellite database of the Global Land Cover Characteristics Database (GLCCD) that characterizes the lower boundary conditions, the regional climate model RIEMS-TEA is used to simulate possible impacts of the significant LULC variation. The model was run for five continuous three-month periods from 1 June to 1 September of 1993, 1994, 1995, 1996, and 1997, and the results of the five groups are examined by means of a student t-test to identify the statistical significance of regional climate variation. The main results are: (1) The regional climate is affected by the LULC variation because the equilibrium of water and heat transfer in the air-vegetation interface is changed. (2) The integrated impact of the LULC variation on regional climate is not only limited to West China where the LULC varies, but also to some areas in the model domain where the LULC does not vary at all. (3) The East Asian monsoon system and its vertical structure are adjusted by the large scale LULC variation in western China, where the consequences are the enhancement of the westward water vapor transfer from the east oast and the relevant increase of wet-hydrostatic energy in the middle-upper atmospheric layers. (4) The ecological engineering in West China affects significantly the regional climate in Northwest China, North China and the middle-lower reaches of the Yangtze River; there are obvious effects in South, Northeast, and Southwest China, but minor effects in Tibet.  相似文献

Based on the experience of the U.S. National Assessment, we propose a program of research and analysis to advance capability for assessment of climate impacts, vulnerabilities, and adaptation options. We identify specific priorities for scientific research on the responses of ecological and socioeconomic systems to climate and other stresses; for improvement in the climatic inputs to impact assessments; and for further development of assessment methods to improve their practical utility to decision-makers. Finally, we propose a new institutional model for assessment, based principally on regional efforts that integrate observations, research, data, applications, and assessment on climate and linked environmental-change issues. The proposed program will require effective collaboration between scientists, resource managers, and other stakeholders, all of whose expertise is needed to define and prioritize key regional issues, characterize relevant uncertainties, and assess potential responses. While both scientifically and organizationally challenging, such an integrated program holds the best promise of advancing our capacity to manage resources and the economy adaptively under a changing climate.  相似文献
