In the period 1983-2007, The European Union controlled the evolution of the capacity of its fishing fleet through the so-called Multi-Annual Guidance Programmes (MAGPs). As a result, The European Union reduced the number of fishermen, fishing vessels, gross tonnage and power. However, the end of this period saw an increase in the average size of the fishing vessel and a reduction in crew size. The new “average fishing-vessel” was a more technologically advanced vessel with a greater fishing capacity and a higher degree of autonomy. The aim of the study presented here is to determine the degree of inequality to be found between the fishing capacities of the fleets of the European Union, and to verify whether the evolution of the “average fishing-vessel” responds to a homogenous trend shared by all of the fishing fleets of the European Union or whether it is in fact more unequal. The study formalises a methodology, using Theil indices, which enables the inequalities found between the capacities of the fishing fleets during the period of application of the MAGP adjustment polices to be analysed. The study uses data on fishermen, boats and tonnages from 13 countries of the European Union and results are obtained for the inequality indices of the average size of the fishing vessels, their degree of technological advance and their average crews.  相似文献

A large artisanal fleet made up of small-sized vessels fishes along the Galician coastline using passive gear and traps. The aim of this study is to analyse the economic profitability of this fleet in the last 5 years by looking at the average rate of return on the vessel and the investment payback period. The results show a slight drop in the return per vessel half-way through the period studied caused by the effects of the Prestige oil spill, to quickly recover over the following 2 years. Considerably high profitability rates from fishing activity were observed, especially in the second half of the period, and slightly lower payback periods, in general, than the average life of a standard fleet vessel.  相似文献

The aim of this study is to analyse the economic profitability of the Spanish Greenland halibut fleet in waters of the northwest Atlantic after the introduction of the halibut recovery plan. For it, the average yield and the investment payback period are used in the analysis. The results show a slight reduction in the average yield per vessel, especially at the end of the period and after the introduction of the halibut recovery plan, but with fishing profitability rates considerably high and payback periods slightly lower, in general, than the average life of a standard fleet vessel.  相似文献

This article discusses the performance of the Norwegian fishing fleet within an acceptable level of sustainability. Previously, the cod-fishing fleet has been evaluated at the attributes—accident risk, employment, profitability, quality of the fish meat, catch capacity, greenhouse gas emissions/acidification, and bycatch/selection. The assessments focused on the first four steps of the systems engineering process, i.e., from needs identification to trade-offs of system alternatives. The objective of this paper is to focus on the last steps of the process; design, solve, verify, and test, to improve the decision-basis for fisheries management in order to increase sustainability in the fishing fleet. More specifically, this means to analyze the decision-making situation and develop acceptance criteria of a sustainable Norwegian cod-fishing fleet to enable fisheries management to monitor the sustainability performance of the fleet on a regular basis.  相似文献

Overcapacity in the fishing fleets is considered as the most serious threat to sustainable fisheries. More effective fishing vessels and catching gear contribute to increased catch capacity. Increased catch capacity causes environmental problems such as overexploitation and calls for larger quotas. The problem of overcapacity indicates the need for a stronger integration of technological aspects into fisheries management. This article assesses the differences in sustainability between the Norwegian ocean and coastal fishing fleets in the cod fisheries, by using systems engineering methods. Attributes of sustainability in the Norwegian cod fishing fleets are investigated, as well as acceptance criteria and performance indicators. The results show that there are huge differences in the performance between the vessel groups, and that the results of an evaluation of sustainability in the fishing fleets are dependent on which attributes are explored. Thus, the discussion may contribute to a better decision basis and improved sustainability in fisheries management.  相似文献

This study presents the first comprehensive estimation of discard amounts in the Galician fishing fleet, in order to provide an integral view of this increasing environmental problem at a regional scale. Subsequently, a series of improvement actions relating to discard minimization are suggested with the goal of enhancing the performance of the Galician fishing fleet through discard minimization. Discard estimates were constructed individually for the different Galician fisheries by aggregating primary data obtained from a total of 89 fishing vessels and secondary data for those fleets that were not directly sampled. Results showed that roughly 60,250 t of marine organisms were discarded by the Galician fleet in 2008, representing 16.9% of the total capture. Moreover, an important percentage of these discards were linked mainly to trawling vessels and to a lesser extent, to certain long lining fisheries. Therefore, improved management measures in target stocks should take into account the fact that alternative fishing gears other than trawl nets may reduce the amount of discards for certain species. This estimation may improve the assessment of stocks and help to quantify the damage that discards may have on wild ecosystems.  相似文献

Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

As a signatory to the World Summit on Sustainable Development (WSSD), the European Union (EU) has made a commitment to maintain or restore fish stocks to levels that can produce the maximum sustainable yield (MSY), and where possible not later than 2015. So how has the EU's Common Fisheries Policy (CFP) fared in trying to achieve this objective? The development of the status of 41 commercially exploited fish stocks from the North East Atlantic, North Sea and Baltic Sea (FAO Area 27) was analysed together with the economic performance of the fleets exploiting those stocks. The analyses indicate that the exploitation status for many of the stocks has greatly improved during the last 10 years while the economic performance of the fleets over the same period has been highly variable. The main economic indicators (gross value added (GVA) and operating cash flow (OCF)) have gradually improved at a time when the general economic situation, which has a great influence on the markets, costs and purchase power, has worsened. While recognizing that much remains to be done to achieve the objective of the WSSD, the analyses indicate that actions implemented in the last decade under the CFP have led to an improvement in the status of many commercially important fish stocks and their fleets towards levels that are closer to those producing MSY.  相似文献

Our aim is to analyse the profitability of the Spanish swordfish fleet in the North Atlantic on the basis of the estimate of the gross profit per standard vessel, the average yield and the investment payback period (PP). The swordfish fleet has grown over the last decade to become the main producer in this fishery and one of the most stable fleets of all the Spanish fisheries. The results obtained show increases in profit per vessel, although there was a slight decrease in the final year studied, relatively high rates of return and PP shorter than the average life of one of the fleet's standard vessels.  相似文献

Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

This paper provides a global analysis of recent trends in the EU fishing fleet. Analysis of the capital productivity, labour rates, and economic benefits of the fleet revealed that considerable replacement of fishermen by better technology and well-equipped vessels occurred between 1990 and 2006. The analysis confirms that the Common Fisheries Policy (CFP) has been ineffective in reducing fishing capacity. In addition, the changes in capacity that occurred in this time interval differed among the different sectors of the fleet. Some members of the high sea fishing fleet increased their capacity (range 11–57%), and the deep-sea sector, which has greater tonnage and fishing power, increased its fishing capacity by 34–44%. These results confirm the ineffectiveness of the CFP in reducing overcapacity and illustrate the continuing threat of overcapacity to the long-term sustainability of fishery resources.  相似文献

Fishing vessels from Cornwall, England entered the albacore tuna (Thunnus alalunga, Bonnaterre, 1788) fishery using drift-nets in the Bay of Biscay in 1991, the prime motivation for this being concern over excess capacity and quota limitations in existing local fisheries. Although the albacore fishery has made a contribution to the region's prosperity and has reduced pressure other fish stocks, many operators who invested in the necessary fishing equipment have withdrawn their vessels after only one or two seasons. Those staying in the fishery have been able to do so only because of profitability for vessels with very low overheads. Two sources have undermined confidence in the fishery amongst Cornish fishermen; new legislation which evolved from inappropriate, extra-regional sources and conflict between the fishing fleets from different European countries due to its ‘High Seas’ location. The political significance of the fishery is disproportionate to its size and impact on the environment and has meant that the Cornish albacore fleet may cease to exist.  相似文献

Many African, Caribbean and Pacific (ACP) countries sell fishing licenses to distant water fleets. Fishing agreements have the potential to improve the performance of local fishing sectors. They create income that can be reinvested into domestic industries and often go along with partnerships in management and enforcement. However, many fishing agreements run a serious risk of undermining sustainable resource management. The present study critically reviews trends in distant water fishing as well as identifies those tropical host countries most dependent on fishing agreements. It is shown that traditional, more responsible distant water fleets (DWFs) are being displaced by less responsible, low-cost DWFs and that the most vulnerable host countries are small coastal states with large exclusive economic zones that lack the ability to benefit from value adding processes associated with fishing. The results suggest that the once-promising concept of fishing agreements is gradually posing a threat to both economic development and environmental sustainability of ACP countries.  相似文献

The “Spanish 300 Fleet” on the Grand Sole fishing grounds has been one of the most important fleets in Europe for decades. This paper analyses the process of institutional change that has determined the governance mechanisms and the property-rights system in the case of the Spanish 300 fleet. It studies the centralized top-to-bottom process of institutional change that has included some relevant legal norms such as the approval of the compatibility of the vessel scrapping grants while retaining ownership of the fishing rights, the transferability of rights and lastly the implementation of ITQs in 2007, among other changes. This evolution of the governance mechanisms has facilitated the modernization and size adjustment of this fleet, which has been oversized for the fishing opportunities provided by the TACs. The paper explains how this process of institutional change has implied a reduction of the “300 fleet” to a 100 fleet while shedding light on the relationships between institutional change, governance mechanisms and the property-rights system in this case of fisheries management.  相似文献

This article discusses application of systems engineering principles and trade-off analysis of sustainability in the fishing fleet. Sustainability in the fishing fleet may be characterized by seven attributes measured by performance indicators. Evaluations show that the energy consumption is higher for the Norwegian ocean going fleet than the coastal fleet, whereas the opposite is the case for the number of fatalities. An important part of the systems engineering process is analysis and optimization of system alternatives. Thus, the main objective of the article is to investigate ranking of the sustainability attributes, which implies use of multi-attribute decision-making methods. The analytic hierarchy process was used to interview stakeholders to the fishing fleet about their preferences. The article concludes that if “accident risk” is weighted as the most important attribute, the smallest fishing vessels are not as sustainable as often claimed.  相似文献

Achieving a balance between fishing capacity and fishing opportunities is one of the major challenges in European fisheries. One way to achieve this is to introduce individual tradable quotas or similar management measures. In several mackerel and herring fisheries in the Northeast Atlantic, such systems have already been introduced on a national basis and the long term economic gains of this have been acknowledged. This paper takes this a step further and investigates the potential economic gains from introducing individual tradable quotas between countries. Overall, the results show that the gross cash flow can be improved by 21% by allowing the mackerel and herring quotas to be traded internationally in the Northeast Atlantic. This rent gain arises mainly from increased productivity by allowing tradability between areas and fleets. The analysis also shows that the Danish pelagic fleet will gain from increasing its share of mackerel and herring quotas, whereas the Irish fleets are incentivised to sell quota, if individual quotas are allowed to be traded among countries. This result is in line with the qualitative analyses that show that Irish fishermen targeting herring in the Celtic Sea are negatively oriented towards international individual tradable quotas, whereas the Danish pelagic fishermen have strong preferences for international individual tradable quotas.  相似文献

An economic survey of the commercial operators currently active in the Queensland Coral Reef Fin-Fish Fishery has been carried out, as part of a research project aimed at evaluating alternative management options for this fishery. This paper presents the background analysis used as a basis to develop the sampling design for this survey. The background analysis focuses on activity patterns of the fleet based on effort and catch information, as well as patterns of quota ownership. Based on this information, a fishing business profile describing the micro-economic structure of fishing operations is developed. This profile, in conjunction with the qualitative information gained in undertaking the economic surveys, allows preliminary understanding of the key drivers of profitability in the CRFFF, and possible impacts of external factors on fishing operations.  相似文献

Regular flights over the Bay of Biscay by the French Customs Air Service, have enabled us to record more precisely, from 1989 to 1995, the geographical locations of French and other European Community (EU) fishing boats. Data showed three main ‘métiers’ within the Bay of Biscay fishing fleet: French and Spanish bottom trawlers (61 %), French gill-netters and Spanish longliners. More than 80 % of gill-netters worked inside the territorial sea (12 nautical miles) and 60 % of them worked south of Noirmoutier (47°N). Longliners moved according to the seasons, from the edge of the continental shelf to the 50–100 m sounding lines. Since they work at night, only few pelagic trawlers have been recorded (records being made in daylight). The potters, liners and other small ‘métier’ boats of the bay were only located along the coast. The position of the French boats' positions according to their registration district showed that most boats worked close to their landing ports and that the overlap is small between the areas of two neighbouring fleets. Further analysis of the spatial distribution of boats in the French EEZ showed that Spanish boats were mainly recorded in the southern part of the Bay of Biscay, and that most were Basque. Belgian and Dutch beam trawlers fished their quota of sole off the ‘Pertuis Charentais’, the Gironde estuary and the ‘bassin d'Arcachon’. The 100 m sounding line appeared to constitute a demarcation line between the major fraction of the French fleet and other EU fishing boats. Although some fishing areas were only visited by boats practising a particular ‘métier’, others were coveted by everybody and, consequently, were areas with the most serious risk of conflicts.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献
