On October 8, 2005 an earthquake of magnitude 7.6 (M w) struck the Kashmir region of Pakistan causing widespread damage to buildings and infrastructure. This paper summarizes field observations of building damage made by the Earthquake Engineering Field Investigation Team (EEFIT) after the event, where the performance of residential, commercial and government buildings was investigated. A study of the seismic design provisions currently in place in Pakistan is presented and compared with seismic provisions of EC8 (1998) and UBC (1997). Several problems are identified for the implementation of the Pakistan seismic code in its current form and recommendations are made for its improvement in order to be used for the reconstruction of affected areas.  相似文献

Abstract

Pakistan has suffered a devastating flood disaster in 2010. In the Kabul River basin (92 605 km2), large-scale riverine and flash floods caused destructive damage with more than 1100 casualties. This study analysed rainfall–runoff and inundation in the Kabul River basin with a newly developed model that simulates the processes of rainfall–runoff and inundation simultaneously based on two-dimensional diffusion wave equations. The simulation results showed a good agreement with an inundation map produced based on MODIS for large-scale riverine flooding. In addition, the simulation identified flash flood-affected areas, which were confirmed to be severely damaged based on a housing damage distribution map. Since the model is designed to be used even immediately after a disaster, it can be a useful tool for analysing large-scale flooding and to provide supplemental information to agencies for relief operations.

Sediment‐laden runoff from arable fields has increasingly been recognized as a threat to housing, infrastructure and watercourses in Western Europe. Research suggests that land‐use change is far more important than any changes in rainfall in explaining recent increases in muddy flooding. However, the importance of changes in the organization of fields in the catchment has been overlooked. The loss of field boundaries has led to the loss of traditional sites of sediment deposition and an increase in the risk of sediment export via valley‐bottom ephemeral gullies. Successful schemes to combat muddy flooding have been pioneered in Flanders. The installation of grassed waterways in topographically controlled concentrated runoff pathways and the creation of sediment deposition structures are effective and efficient muddy flooding control measures. A supportive legislative and financial framework is also essential. The situation in Flanders is contrasted to that in the South Downs National Park, UK, where few measures to combat muddy flooding have been introduced and a supportive framework is lacking. In northern regions, river ice‐ jam flooding can be more severe than open‐water flooding causing property and infrastructure damages, loss of human life and adverse impacts on aquatic ecosystems. Very little has been performed to assess the risk induced by ice‐related floods because most risk assessments are limited to open‐water floods. The specific objective of this study is to incorporate ice‐jam numerical modelling tools (e.g. RIVICE, Monte‐Carlo simulation) into flood hazard and risk assessment along the Peace River at the Town of Peace River (TPR) in Alberta, Canada. Adequate historical data for different ice‐jam and open‐water flooding events were available for this study site and were useful in developing ice‐affected stage‐frequency curves. These curves were then applied to calibrate a numerical hydraulic model, which simulated different ice jams and flood scenarios along the Peace River at the TPR. A Monte‐Carlo analysis was then carried out to acquire an ensemble of water level profiles to determine the 1 : 100‐year and 1 : 200‐year annual exceedance probability flood stages for the TPR. These flood stages were then used to map flood hazard and vulnerability of the TPR. Finally, the flood risk for a 200‐year return period was calculated to be an average of $32/m2/a ($/m2/a corresponds to a unit of annual expected damages or risk). A long‐lasting rainstorm event from 20 to 22 August 2005 affected a large part of the northern Alps and Prealps in Switzerland. It resulted in elevated discharges and flooding in many headwater catchments and mountain rivers. The associated geomorphic processes included shallow landslides, deep‐seated slope instabilities, debris flows, and fluvial sediment transport. In many parts of the affected areas human activities are important, including many buildings, traffic lines and other infrastructure. In the steeper parts, geomorphic processes were mainly responsible for flow overtopping and sediment deposition both in and outside of the channel network. In the lower parts, lateral erosion and exceedance of the channel discharge capacity were the main reasons for morphologic channel modification and flooding. Flood hazard and risk assessment was conducted to identify the priority areas in the southwest region of Bangladesh for flood mitigation. Simulation of flood flow through the Gorai and Arial Khan river system and its floodplains was done by using a hydrodynamic model. After model calibration and verification, the model was used to simulate the flood flow of 100‐year return period for a duration of four months. The maximum flooding depths at different locations in the rivers and floodplains were determined. The process in determining long flooding durations at every grid point in the hydrodynamic model is laborious and time‐consuming. Therefore the flood durations were determined by using satellite images of the observed flood in 1988, which has a return period close to 100 years. Flood hazard assessment was done considering flooding depth and duration. By dividing the study area into smaller land units for hazard assessment, the hazard index and the hazard factor for each land unit for depth and duration of flooding were determined. From the hazard factors of the land units, a flood hazard map, which indicates the locations of different categories of hazard zones, was developed. It was found that 54% of the study area was in the medium hazard zone, 26% in the higher hazard zone and 20% in the lower hazard zone. Due to lack of sufficient flood damage data, flood damage vulnerability is simply considered proportional to population density. The flood risk factor of each land unit was determined as the product of the flood hazard factor and the vulnerability factor. Knowing the flood risk factors for the land units, a flood risk map was developed based on the risk factors. In urban areas, the presence of impervious surfaces limits natural drainage and routes water to stormwater infrastructure with finite capacity, making these areas especially prone to flooding. Though large floods are responsible for endangering lives and causing extensive damage, there is growing evidence that more frequent floods with shallow water depths, termed nuisance flooding, can have a high cumulative cost and many direct and indirect damages. To determine whether locations of nuisance flooding may be linked to topography, we took a parsimonious, spatially distributed approach to explore whether high topographic index values co-occur with citizen-reported nuisance flooding. We obtained nuisance flood reports from the municipal data service 311 for several watersheds in New York City and Baltimore, USA. Our analysis tested two topographic indices (TI)—topographic wetness index (TWI) and sink depth—both calculated from high-resolution (~1 m) digital elevation models. Generally, our findings suggest that not all but many locations of reported flooding tend to coincide with deep sinks or large TWI. However, nuisance flooding reports most commonly coincided with deep sinks and high TWI when using a maximum, instead of coincident, TI value extracted around each reported location of flooding, an approach we used due to the uncertainty in location accuracy of flooding reports. Overall, our results show promise for application of topographic indices, typically applied in more natural settings, as indicators of nuisance flooding areas in urbanized environments. Although limitations to this approach exist, the application of TIs and crowd-sourced reporting in tandem could provide a useful starting point for mapping flood-prone areas in many cities with technologically adept community members and ample geospatial data.  相似文献

ABSTRACT

The major flood of 2014 in the two eastern, transboundary rivers, the Jhelum and Chenab in Punjab, Pakistan, was simulated using the two-dimensional rainfall–runoff model. The simulated hydrograph showed good agreement with the observed discharge at the model outlet and intervening barrages, with a Nash-Sutcliffe efficiency of 0.86 at the basin outlet. Further, simulated flood inundation extent showed good agreement with the MODIS imagery with a fit (%) of 0.87. For some affected areas that experienced short-duration flooding, local housing damage data confirmed the simulated results. Besides the rainfall–runoff and flood inundation modelling, parameter sensitivity analysis was undertaken to identify the influence of various river and floodplain parameters. The analysis showed that the river channel geometric parameters and the roughness coefficients exerted the primary influence over flood extent and peak flow.  相似文献

Flooding is the most devastating natural hazard in Pakistan and the recent flooding has demonstrated its severeness. Floods are common throughout the country. However, their characteristics differ from region to region. Flooding behavior of the major basins and flood management at the national level are investigated in this article. Monsoon rainfalls are the main source of floods in the Indus Basin, while Mediterranean Waves and Cyclones, which are generated over the Arabian Sea, induce flooding in the Kharan Basin and the Makran Coastal Area. Fluvial floods in the Indus Basin have caused major economic losses. Pakistan’s government has spent vast resources on relief operations and flood works since the country came into existence in 1947. A number of provincial and federal acts, ordinances, accords, and treaties shape the national flood policy. Institutional setup for flood hazard and crisis management has evolved over the years. Nevertheless, data show no major reduction in the flood-to-damage ratio. The inter-linkage of structural and non-structural measures and their combined efficiency must be analyzed and optimized for more effective flood management.  相似文献

Abstract

Flood hazard maps were developed using remote sensing (RS) data for the historical event of the 1988 flood with data of elevation height, and geological and physiographic divisions. Flood damage depends on the hydraulic factors which include characteristics of the flood such as the depth of flooding, rate of the rise in water level, propagation of a flood wave, duration and frequency of flooding, sediment load, and timing. In this study flood depth and “flood-affected frequency” within one flood event were considered for the evaluation of flood hazard assessment, where the depth and frequency of the flooding were assumed to be the major determinant in estimating the total damage function. Different combinations of thematic maps among physiography, geology, land cover and elevation were evaluated for flood hazard maps and a best combination for the event of the 1988 flood was proposed. Finally, the flood hazard map for Bangladesh and a flood risk map for the administrative districts of Bangladesh were proposed.  相似文献

In many parts of the world, earthquakes threaten regional infrastructure systems. For modeling risk using stochastic earthquake catalogs, random variables include rupture location and the damage state of different components. Thus, there is an infinite set of possible damage maps that a risk modeler could evaluate in an event‐based probabilistic loss model. Even a finite but large number of damage maps may not be practical, because many network performance measures are computationally expensive. Here, we show a computationally efficient method for selecting a subset of damage maps, corresponding ground‐motion intensity maps, and associated occurrence rates that reasonably estimates the full distribution of the ground‐motion intensity and a target performance measure using optimization. The method chooses a subset of maps and associated annual rates of occurrence that minimizes the error in estimating the distribution of a network performance measure as well as the marginal distributions of ground‐motion intensity exceedance. The joint distribution of the ground‐motion intensity is implicitly included in the objective function of the optimization problem via the network performance measure. We then show how to tune the optimization parameters based on consistency checks related to the network performance measure and the ground‐motion hazard. We illustrate the proposed method with a case study of the San Francisco Bay Area road network to estimate the exceedance curve of the average percentage change in morning commute trip time. The safety of low-lying deltas is threatened not only by riverine flooding but by storm-induced coastal flooding as well. For the purpose of flood control, these deltas are mostly protected in a man-made environment, where dikes, dams and other adjustable infrastructures, such as gates, barriers and pumps are widely constructed. Instead of always reinforcing and heightening these structures, it is worth considering making the most of the existing infrastructure to reduce the damage and manage the delta in an operational and overall way. In this study, an advanced real-time control approach, Model Predictive Control, is proposed to operate these structures in the Dutch delta system (the Rhine–Meuse delta). The application covers non-linearity in the dynamic behavior of the water system and the structures. To deal with the non-linearity, a linearization scheme is applied which directly uses the gate height instead of the structure flow as the control variable. Given the fact that MPC needs to compute control actions in real-time, we address issues regarding computational time. A new large time step scheme is proposed in order to save computation time, in which different control variables can have different control time steps. Simulation experiments demonstrate that Model Predictive Control with the large time step setting is able to control a delta system better and much more efficiently than the conventional operational schemes.  相似文献

Abstract

The societal impacts of flash floods are more significant than any other weather-related hazard. They are often manifested in the form of damage to infrastructure, flooding of roadways and bridges, creating deadly hazards to motorists and inundation of crops and pasture. Some of these hazards can be anticipated and thus mitigated given effective warning systems. This study describes the tools proposed over recent decades in the USA to predict flash flooding and evaluates them using a common observational data set. Design recommendations for flash-flood forecasting systems are provided, taking into account today's availability of high-resolution rainfall data at scales commensurate with flash flooding, their archives, spatial data sets to describe physiographic properties, and ever-increasing computational resources.

During the last few years, the north‐western part of Romania has been affected by catastrophic floods with most of the watercourses reaching their highest recorded discharges. This study reports the generation of a numerical terrain model and the simulation of a backwater phenomenon at elevation steps according to the volume of water accumulated at the confluence of the Buhai Brook with the Jijia River. The hydrological data are complemented by rainfall data and the careful recording of the flood behaviour during the entire period of its development. The main aim of the study is to identify the causes of the backwater phenomenon and to highlight the material damage inflicted on the town of Dorohoi. At the same time, the study uses cartographic model that was developed to establish which areas are at risk of flooding at various levels of probability. The catastrophic flood began on the Buhai Brook, a slow‐flowing stream that drains the areas to the west of the town of Dorohoi and discharged into the upstream sector of the Jijia confluence. The flood caused two types of backwater waves: one behind the bridges and the houses built on the floodplain and a second that followed the course of the main stem (Jijia) upstream from the confluence, flooding the Ezer Lake, which was created specifically to attenuate such floods. The spillway backwater phenomenon was inter‐basin as it did not occur in a single hydrographic basin. The causes of the catastrophic flash flood and of the inter‐basin backwater overflow are natural but also reflect anthropogenic influence. After the lake filled, the discharge into the Jijia was controlled and the flooding downstream was thus greatly diminished. Though fortuitous, the backwater flooding was important in mitigating the impact of the flood wave from the Jijia River. Copyright © 2013 John Wiley & Sons, Ltd.  相似文献

Delineation of flood risk hotspots can be considered as one of the first steps in an integrated methodology for urban flood risk management and mitigation. This paper presents a step-by-step methodology in a GIS-based framework for identifying flooding risk hotspots for residential buildings. This is done by overlaying a map of potentially flood-prone areas [estimated through the topographic wetness index (TWI)], a map of residential areas [extracted from a city-wide assessment of urban morphology types (UMT)], and a geo-spatial census dataset. The novelty of this paper consists in the fact that the flood-prone areas (the TWI thresholds) are identified through a maximum likelihood method (MLE) based both on inundation profiles calculated for a specific return period (TR), and on information about the extent of historical flooding in the area of interest. Furthermore, Bayesian parameter updating is employed in order to estimate the TWI threshold by employing the historical extent as prior information and the inundation map for calculating the likelihood function. For different statistics of the TWI threshold, the map of potentially flood-prone areas is overlaid with the map of residential urban morphology units in order to delineate the residential flooding risk urban hotspots. Overlaying the delineated urban hotspots with geo-spatial census datasets, the number of people affected by flooding is estimated. These kind of screening procedures are particularly useful for locations where there is a lack of detailed data or where it is difficult to perform accurate flood risk assessment. In fact, an application of the proposed procedure is demonstrated for the identification of urban flooding risk hotspots in the city of Ouagadougou, capital of Burkina Faso, a city for which the observed spatial extent of a major flood event in 2009 and a calculated inundation map for a return period of 300 years are both available.  相似文献

The most significant damage on highway bridges during the recent earthquakes in Turkey (Kocaeli and Duzce earthquakes) and Taiwan (Chi–Chi earthquake) was the result of fault ruptures traversing transportation infrastructure. This phenomenon and its consequences accentuate the need to examine surface rupture hazards and to identify those areas at risk. This understanding can help to develop remedial measures for both structural and geotechnical engineering. For that purpose, damage to highway bridges during the recent events was reviewed. The total collapse of the highway overpass in Arifiye, during the Kocaeli earthquake, was investigated. The major problems under consideration (in Arifiye) were: (i) dislodging of the bridge spans, and consequently, the total separation of the reinforced concrete girders from the piers; and (ii) the stability of a mechanically stabilized earth wall (MSEW) system under extreme loading conditions. The results of the structural and geotechnical investigations presented herein can be taken in consideration to improve transportation infrastructure against surface rupture hazards.  相似文献

Flash flooding is one of the most hazardous natural events, and it is frequently responsible for loss of life and severe damage to infrastructure and the environment. Research into the use of new modelling techniques and data types in flash flood forecasting has increased over the past decade, and this paper presents a review of recent advances that have emerged from this research. In particular, we focus on the use of quantitative precipitation estimates and forecasts, the use of remotely sensed data in hydrological modelling, developments in forecasting models and techniques, and uncertainty estimates. Over the past decade flash flood forecast lead‐time has expanded up to six hours due to improved rainfall forecasts. However the largest source of uncertainty of flash flood forecasts remains unknown future precipitation. An increased number of physically based hydrological models have been developed and used for flash flood forecasting and they have been found to give more plausible results when compared with the results of conceptual, statistical, and neural network models. Among the three methods for deciding flash flood occurrence discussed in this review, the rainfall comparison method (flash flood guidance) is most commonly used for flash flood forecasting as it is easily understood by the general public. Unfortunately, no existing model is capable of making reliable flash flood forecasts in urban watersheds even though the incidence of urban flash flooding is increasing due to increasing urbanisation. A primary goal of earthquake engineering is to protect society from the possible negative consequences of future earthquakes. Conventionally, this goal has been achieved indirectly by reducing seismic damage of the built environment through better building codes, or more comprehensibly, by minimizing seismic risk. However, the effect that building damage has on occupants is not explicitly taken into account while designing infrastructure. Consequently, this paper introduces a conceptual framework and numerical algorithm to assess earthquake risk on building occupants during seismic events, considering the evacuation process of the structure. The framework combines probabilistic seismic hazard analysis, inelastic structural response analysis and damage assessment, and couples these results with the response of evacuating agents. The results are cast as probability distributions of variables that measure the overall performance of the system (e.g., evacuation times, number of injured people, and repair costs) for specific time windows. As a testbed, the framework was applied to the response of a reinforced concrete frame building that exemplifies the use of all steps of the methodology. The results suggest that this seismic risk evaluation framework of structural systems that combine the response of a physical model with human agents can be extended to a wide variety of other situations, including the assessment of mitigation actions in communities and people to improve their earthquake resilience. Pakistan and the western Himalaya is a region of high seismic activity located at the triple junction between the Arabian, Eurasian and Indian plates. Four devastating earthquakes have resulted in significant numbers of fatalities in Pakistan and the surrounding region in the past century (Quetta, 1935; Makran, 1945; Pattan, 1974 and the recent 2005 Kashmir earthquake). It is therefore necessary to develop an understanding of the spatial distribution of seismicity and the potential seismogenic sources across the region. This forms an important basis for the calculation of seismic hazard; a crucial input in seismic design codes needed to begin to effectively mitigate the high earthquake risk in Pakistan. The development of seismogenic source zones for seismic hazard analysis is driven by both geological and seismotectonic inputs. Despite the many developments in seismic hazard in recent decades, the manner in which seismotectonic information feeds the definition of the seismic source can, in many parts of the world including Pakistan and the surrounding regions, remain a subjective process driven primarily by expert judgment. Whilst much research is ongoing to map and characterise active faults in Pakistan, knowledge of the seismogenic properties of the active faults is still incomplete in much of the region. Consequently, seismicity, both historical and instrumental, remains a primary guide to the seismogenic sources of Pakistan. This study utilises a cluster analysis approach for the purposes of identifying spatial differences in seismicity, which can be utilised to form a basis for delineating seismogenic source regions. An effort is made to examine seismicity partitioning for Pakistan with respect to earthquake database, seismic cluster analysis and seismic partitions in a seismic hazard context. A magnitude homogenous earthquake catalogue has been compiled using various available earthquake data. The earthquake catalogue covers a time span from 1930 to 2007 and an area from 23.00° to 39.00°N and 59.00° to 80.00°E. A threshold magnitude of 5.2 is considered for K-means cluster analysis. The current study uses the traditional metrics of cluster quality, in addition to a seismic hazard contextual metric to attempt to constrain the preferred number of clusters found in the data. The spatial distribution of earthquakes from the catalogue was used to define the seismic clusters for Pakistan, which can be used further in the process of defining seismogenic sources and corresponding earthquake recurrence models for estimates of seismic hazard and risk in Pakistan. Consideration of the different approaches to cluster validation in a seismic hazard context suggests that Pakistan may be divided into K?=?19 seismic clusters, including some portions of the neighbouring countries of Afghanistan, Tajikistan and India.  相似文献
