After the landfall of Cyclone Sidr along the southwestern coast of Bangladesh on November 15, 2007, emergency and public health personnel within and beyond Bangladesh anticipated a massive outbreak of water-borne and other diseases in most affected areas. Fortunately, such an outbreak did not occur. The objectives of this paper are to examine the extent and pattern of illnesses experienced by Cyclone Sidr survivors in the aftermath of its landfall and to investigate household and individual-level factors associated with such illnesses. Based on face-to-face interviews conducted among 277 randomly selected Sidr survivors living in the four most severely impacted coastal districts, this study found that the post-cyclone incidence of water-borne, respiratory, and other diseases was not unusually high. Only 52 persons suffered Sidr-related illnesses, and their illnesses were significantly associated with household income, and gender and age of the Sidr survivors. A major outbreak of such diseases was largely avoided because of the proper distribution of food and safe drinking water, as well as the timely implementation of health care intervention measures. This important finding will aid relevant authorities in successfully responding to outbreaks of diseases following a future extreme event in Bangladesh and perhaps elsewhere.  相似文献

Why relatively fewer people died? The case of Bangladesh’s Cyclone Sidr   总被引:1,自引:1,他引:0  
Cyclone Sidr, a Category IV storm, struck the southwestern coast of Bangladesh on November 15, 2007 killing 3,406 people. Despite a similar magnitude, Sidr claimed far fewer lives than Cyclone Gorky, also a Category IV storm, which struck Bangladesh in 1991 causing an estimated 140,000 fatalities. The relatively low number of deaths experienced with Sidr is widely considered the result of Bangladesh government’s efforts to provide timely cyclone forecasting and early warnings, and successful evacuation of coastal residents from the projected path of Cyclone Sidr. Using information collected from both primary and secondary sources, this study identified several other reasons for the unexpectedly lower mortality associated with Cyclone Sidr relative to Cyclone Gorky. Fewer casualties may be attributed to a number of physical characteristics of Cyclone Sidr, such as duration of the storm and storm surge, landfall time and site, varied coastal ecology, and coastal embankment. This article recommends improvements to the cyclone warning systems, establishment of more public cyclone shelters, and implementation of an education campaign in coastal areas to increase the utilization of public shelters for future cyclone events.  相似文献

Bangladesh, with its repeated cycle of floods, cyclones, and storm surges, has proved to be one of the most disaster-prone areas of the world. During the years from 1797 to 1991, Bangladesh has been hit by 60 severe cyclones (mostly accompanied by storm surges). This paper gives a brief account of these disasters with particular reference to the wind speed, surge height, loss of life, and damage to crops and properties, etc.In order to protect the coastal areas of Bangladesh from cyclonic storm surges and floods, a major system of embankments was constructed during the 1960s and 1970s, but this is now in need of rehabilitation. The Cyclone Protection Project, which was approved by the World Bank in 1989, would rehabilitate some of the existing embankments, build new embankments, and construct roads. Locally available materials, indigenous technology, and cheap surplus manpower should be used in this project. A variety of fruit trees should be planted along the dikes and roads.To the south-western part of Bangladesh bordering the Bay of Bengal, lies the world's largest single mangrove tract, known as the Sunderban, which covers a total area of 571 500 ha. This mangrove forest is of extreme importance since it provides efficient protection to life and property against cyclones and storm surges. But due to deforestation, the width of the mangrove belt is being rapidly diminished. The author therefore lays emphasis on coastal afforestation.Absolute security against cyclone hazard is probably out of the question, but an effective cyclone warning response can definitely reduce loss of life and damage to property. The author discusses the current conditions for cyclone forecasting and warning in Bangladesh, and then puts forward some proposals for improving the Cyclone Preparedness Programme.  相似文献

The objectives of this paper are to examine the extent of human injuries caused by Cyclone Sidr, which made landfall in Bangladesh coast on November 15, 2007, and report on the circumstances, type and causes of injuries, along with selected risk factors associated with such injuries. Relevant data was collected through a questionnaire survey administered among the cyclone victims. Semi-structured interviews with key personnel were also conducted to obtain information regarding the circumstances causing injuries and public response to care for the injured. The questionnaire survey data reveals that among the respondent families, 132 persons sustained various types of injuries. Since the respondent families comprised of 1,443 members, the injury rate was 9.15%. All injured victims were treated either onsite or in local hospitals. The most common types of injuries were soft-tissue injuries (cuts, bruises, and scrapes) and fracture/dislocations. The most common causes of injuries for survivors were associated with falling trees. Analysis of risk factors reveals that age is significantly correlated with injuries. Both formal and informal interviews suggest that injured persons and their family members were in general pleased with medical response they received from various sources. Several recommendations have been suggested to reduce future cyclone-related injuries in Bangladesh.  相似文献

Research on hunger and food security in the Global South and the Global North has often emphasized different factors and scales of analyses. Unlike newer monitoring systems in the Global South, which evolved substantially following critiques by Amartya Sen, US food security research has rarely combined the two dimensions of food availability and food access. Furthermore, this research has paid scant attention to household coping strategies. This study responds to this lacuna in US hunger research by developing a spatial model for predicting risk to food insecurity based on proxy measures for access (three demographic variables) and availability (grocery store density). The study then employs qualitative methodologies (surveys and semi-structured interviews) to understand household coping strategies in two ethnically distinct areas in Minneapolis-Saint Paul at risk to food insecurity. One neighborhood is dominated by Southeast Asian and East African immigrants and the other by African-Americans. This approach should allow for better targeting of food aid and programs that help alleviate food insecurity.  相似文献

Bangladesh is highly susceptible to tropical cyclones. Unfortunately, there is a dearth of climatological studies on the tropical cyclones of Bangladesh. The Global Tropical Cyclone Climatic Atlas (GTCCA) lists historical storm track information for all the seven tropical cyclone ocean basins including the North Indian Ocean. Using GIS, tropical cyclones that made landfall in Bangladesh during 1877–2003 are identified and examined from the climatological perspective. For the convenience of study, the coast of Bangladesh is divided into five segments and comparisons are made among the coastal segments in terms of cyclone landfall and vulnerability. There is a large variability in the year-to-year occurrence of landfalling tropical cyclones in Bangladesh. Most of the tropical cyclones (70%) hit in the months of May–June and October–November generally show the well-known pattern of pre- and post-monsoon cyclone seasons in that region.  相似文献

This study investigates the disaster-induced population displacement scenario at individual household level in Bangladesh. ‘Population displacement’ is seen here as an alternative adaptation option to natural hazard for the survivors after cyclone Aila. The changes both in origin and destination community due to population displacement are described here on the basis of social ‘inclusion’ and ‘exclusion’ concept. The field survey was conducted during March–July 2010, and a sample of 280 respondents from 12 villages in southwest coastal Bangladesh was interviewed. Findings show that at the end of emergency aid, male members of the family started moving towards nearer cities to find an income. Based on the income and asset distribution at the community level, this study developed a societal cluster of displacement and demonstrates the societal changes because of cyclone-induced population displacement.  相似文献

The 1991 Cyclone claimed more than 140,000 lives in Bangladesh. However, comparison of human casualty figures between the cyclones of 1970 and 1991 points to the effectiveness of cyclone shelters constructed after the 1970 disaster. Many inaccuracies of the regional data on social and natural circumstances affecting human losses, such as location of cyclone shelters, refuge-seeking behavior and poor population data are discussed. Based on field studies, comprehensive countermeasures are recommended, and it is mentioned that non-structural countermeasures are important to make structural ones more effective.  相似文献

The objective of the present study is to simulate the physical and socioeconomic factors of human vulnerability to tropical cyclones and storm surges at the household level in existing and changing status of households. The primary data were collected from a cyclone prone coastal area in Bangladesh, through structured questionnaire and GPS survey, key informants interviews and field observations. In order to simulate the physical and socioeconomic factors geographical information systems based Structured Query Language (SQL) query has been used. The study simulated the physical and socioeconomic factors of human vulnerability to tropical cyclones and storm surges on the basis of collected data through pre-designed SQL query. The study found the number of most vulnerable households under existing conditions and how much it will be afterward of a favourable or adverse change of the factors of vulnerability associated with households. The major findings of the study unveil that the socioeconomic and physical factors of human vulnerability have important function to determine the household’s level of vulnerability to the cyclone induced disaster. It has been demonstrated that the degree of vulnerability of households is changed with its physical and socioeconomic status. This study provides a conceptual model for assessing and simulating vulnerability to other natural hazards like floods, droughts, riverbank erosions and so forth. This study highlights that the households’ intrinsic vulnerable conditions are responsible for its defencelessness to the hazards and the reduction of vulnerability is the first measure of integrated and sustainable disaster management in the coastal Bangladesh.  相似文献

Most of the countries around the North Indian Ocean are threatened by storm surges associated with severe tropical cyclones. The destruction due to the storm surge flooding is a serious concern along the coastal regions of India, Bangladesh, Myanmar, Pakistan, Sri Lanka, and Oman. Storm surges cause heavy loss of lives and property damage to the coastal structures and losses of agriculture which lead to annual economic losses in these countries. About 300,000 lives were lost in one of the most severe cyclones that hit Bangladesh (then East Pakistan) in November 1970. The Andhra Cyclone devastated part of the eastern coast of India, killing about 10,000 persons in November 1977. More recently, the Chittagong cyclone of April 1991 killed 140,000 people in Bangladesh, and the Orissa coast of India was struck by a severe cyclonic storm in October 1999, killing more than 15,000 people besides enormous loss to the property in the region. These and most of the world’s greatest natural disasters associated with the tropical cyclones have been directly attributed to storm surges. The main objective of this article is to highlight the recent developments in storm surge prediction in the Bay of Bengal and the Arabian Sea.  相似文献

The purpose of this research is to explore indigenous coping strategies and identify underlying demographic, socio-economic and other relevant variables that influence the adoption of coping strategies in three distinct cyclone-prone coastal villages of Bangladesh. The study finds that cyclones and induced surges are a recurrent phenomenon in coastal Bangladesh; hence people are used to adjusting their lifestyle and adopting their own coping strategies intelligently. Adoption of a particular set of coping strategies depends not only on the magnitude, intensity and potential impacts of the cyclone and induced surge, but also age, gender, social class, dissemination of early warning information, locational exposure, external assistance, social protection and informal risk sharing mechanisms within the community. Indigenous cyclone disaster prevention and mitigation strategies significantly minimize the vulnerability of the people. Under extreme situations, when such disasters surpass the shock-bearing capacity of the victims, informal risk sharing mechanisms through social bonding and social safety-nets become vital for short-term survival and long-term livelihood security. Therefore, proper monitoring and understanding of local indigenous coping strategies are essential in order to target the most vulnerable groups exposed to disasters. Additionally, proper dissemination of early warning and government and non-government partnerships for relief and rehabilitation activities should be prioritized to ensure pro-poor disaster management activities. The study also recommends effective monitoring of the impact of aid to ensure corrective measures to avoid the development of relief dependency by disaster victims.  相似文献

‘Nature does not discriminate, but humans do’ – this deliberately echoed sentiment in an area affected by Cyclone Sidr problematizes the practice of resource distribution in post-disaster situations. While relief and rehabilitation services have the objective of ‘building back better’, the possibility of elite-capture of resource distribution channels, jeopardizes both humanitarian initiatives as well as future development. This paper explores the political economy of post-Sidr interventions from an ethnographic account. The paper establishes links between power networks and access to resources in the study area, finding that marginality is a production of ongoing disaster interventions which favour the relatively well-off over the structurally poor. Ultimately, humanitarian assistance channels resources through established power networks, thus reinforcing them and producing uneven resilience among different social strata. This paper offers important insights for redesigning the distribution of humanitarian assistance.  相似文献

Geographically, Bangladesh is considered to be one of the most cyclone-prone areas in the world. The super cyclone Sidr in 2007 was one of the most devastating disasters to have ever occurred in Bangladesh, having wind speeds of 223?km/h with a tidal surge of 6.1?C7.6?m high. In order to draw a pre- and post-Sidr damage and management scenario, a survey was conducted at Dumki upazila, Patuakhali district in Bangladesh with a pretested questionnaire. Primary data were collected through a questionnaire, while secondary data were collected from pertinent offices as well as academic journals. The major focus of this study was to assess the state of pre-Sidr tree plantations (woody and fruit trees), the devastation caused by Sidr on these tree plantations, and post-Sidr recovery and further sustainable management initiatives to counteract a possible future neo-Sidr. The post-Sidr study showed that about 16.84 million woody and fruit trees were uprooted by Sidr. A total of 3,120 rain tree (Samanea saman L.), 7,548 mahogany (Swietenia mahagoni L.), 1,444 royal siris (Albizzia richardiana L.), 702 white siris (Albizzia procera L.), 1,214 mango (Mangifera indica L.), 1,092 coconut (Cocos nucifera L.), 1,380 jackfruit (Artocarpus heterophyllus L.), and 7,640 betel nut (Areca catechu L.) trees were sampled among which 922, 1,662, 382, 210, 106, 38, 362, and 1,652 trees, respectively, were markedly damaged by Sidr. Sexually propagated woody trees with a damaged taproot were vulnerable to heavy wind during the cyclone. Fruit trees were more resistant to the cyclone than other types of trees, and the lack of proper tree training and pruning was one of the principal causes of the severe damage to woody trees. Hence, plantations of woody tree saplings with damaged taproots are strongly discouraged. However, proper training and pruning of homestead trees together with plantation of fruit trees rather than woody trees is suggested as a possible effective management strategy to protect the homestead ecosystem from devastation by future cyclones in Bangladesh.  相似文献

The article describes the food insecurity situation in three villages in northern Ghana. A livelihood approach is used emphasising the vulnerability of the peasants’ adaptation to a marginal and remote area. The peasant households are grouped according to level of food insecurity. In this paper, the performance of a high-resolution mesoscale model for the prediction of severe tropical cyclones over the Bay of Bengal during 2007?C2010 (Sidr, Nargis, Aila, and Laila) is discussed. The advanced Weather Research Forecast (WRF) modeling system (ARW core) is used with a combination of Yonsei University PBL schemes, Kain-Fritsch cumulus parameterization, and Ferrier cloud microphysics schemes for the simulations. The initial and boundary conditions for the simulations are derived from global operational analysis and forecast products of the National Center for Environmental Prediction-Global Forecast System (NCEP-GFS) available at 1°lon/lat resolution. The simulation results of the extreme weather parameters such as heavy rainfall, strong wind and track of those four severe cyclones, are critically evaluated and discussed by comparing with the Joint Typhoon Warning Center (JTWC) estimated values. The simulations of the cyclones reveal that the cyclone track, intensity, and time of landfall are reasonably well simulated by the model. The mean track error at the time of landfall of the cyclone is 98?km, in which the minimum error was found to be for the cyclone Nargis (22?km) and maximum error for the cyclone Laila (304?km). The landfall time of all the cyclones is also fairly simulated by the model. The distribution and intensity of rainfall are well simulated by the model as well and were comparable with the TRMM estimates.  相似文献

This research is located at the intersection of three canals in periurban Gurugram. Two of these canals were built to provide water for the growing city of Gurugram and one of them carries the wastewater of the city back to the villages. These canals cut through periurban villages that are excluded in principle from taking benefit of these canals. They are meant to be at their receiving end, as recipients of these waters. The paper, using a socio-technical lens, explores the mixed impacts of these canals on the villages through which they traverse. The paper further describes the strategies that periurban communities devise to circumvent the situation of exclusion. Using a qualitative, ethnographic research design, the paper describes the socio-technical mediation of periurban water insecurity, focusing on the mix of technologies and institutions that spring up around these canals that shape the periurban water users’ access to water. The paper concludes that approaches for promoting community resilience and periurban water security need to start from an understanding of the strategies devised by periurban communities to improve their access to water. In the larger discourse on building community resilience in the face of urbanization and climate change it is important to pay attention to local norms of cooperation that enable periurban communities to access water, rather than start from a premise that water insecurity caused by urbanization and climate change will lead to conflicts or necessitate capacity-building to promote avoid conflict and promote cooperation.  相似文献

The article explains Iraq's precipitous decline into food insecurity following its military invasion of Kuwait. Food security and insecurity are defined and then examined in the Iraqi context. Five vulnerabilities are identified that were activated by international retaliation against Iraq, including the UN Security Council's embargo on trade between Iraq and the rest of the world and the Gulf War itself. The emergence and intensification of food insecurity are analyzed step by step, followed by consideration of how food security might be restored in Iraq. 实现可持续发展,需要加深理解全球环境变化对可更新资源保障能力和灾害发生频率、强度和时空格局的影响。近年来发生在世界各国的巨灾造成了严重的灾情,如2008年中国南方的冰冻雨雪灾害,2007年孟加拉国的台风灾害,2005年的美国卡特里娜飓风等。加强对全球环境变化背景下的综合灾害风险防范研究已成为一个迫切需要解决的可持续发展问题。为此,在CNC IHDP的领导下,CNC IHDP RG工作组向IHDP提出了开展全球环境变化与综合风险防范研究的建议。经过2年多的努力,作为IHDP新一轮国际性核心科学计划——综合风险防范(IHDP IRG)已经得到IHDP SC的认可,即将于2009年4月在德国波恩IHDP科学大会期间正式宣布启动。该核心计划为从事风险研究、管理和具体实践方面的全球顶级专家和组织搭建交流平台,并引导未来国际综合风险防范研究从综合灾害风险防范的科学、技术与管理问题入手,通过案例对比,从多学科角度,对综合灾害风险防范的理论和方法进行创新性研究,以推动全球综合减灾实践的深入发展。CNC IHDP RG作为这一核心科学计划的倡议、发起和主要组织者,通过该计划的成功实施,不但可以在国际上充分展现我国综合灾害风险研究领域的成果,更将有助于大幅度提升中国在全球环境变化研究中的国际地位。  相似文献

Different individuals and groups perceive risk differently. This can significantly affect risk management and mitigation practices and requirements. This paper presents findings from a study of tropical cyclone risk perceptions in the city of Darwin in the Northern Territory of Australia. Primary in-depth interview data and other secondary data are analysed, focussing in particular on wind damage, storm surge and life safety risk perceptions of residents since Cyclone Tracy, which impacted in 1974, and perceptions of future climate change as it relates to tropical cyclone risk. The analysis reveals that a number of perceptions prevail. In particular, the study reveals a wide difference of perceptions between short-term residents (Group 1) and long-term and expert residents (Group 2) in relation to wind damage, storm surge and life safety risk. It also reveals a large division between laypersons (Group 3) and expert residents’ (Group 4) perceptions of climate change risk as it relates to tropical cyclone risk. The author recommends that flexible, multiple and integrative management and mitigation approaches are required to deal with such different perceptions and divisions in the resident population.  相似文献
