Through a series of case studies, this paper discusses the three stakeholders in land development for housing in Dhaka city: the public and private sectors, and NGOs. In a scenario in which urban planning merely serves to the fulfil formal requirements and benefit certain groups, in which the public sector is an accomplice to the private sector, and where NGOs have their own private interests; urban planning in the public interest is interlocked with private interests. NGOs are important tertiary stakeholders in planning and service provision. While they vary in their types and objectives, environment NGOs in particular often find themselves in an antagonistic position concerning public and private land development. However, the interventions to the public and private sectors placed by the NGOs can provide a platform for future negotiation and participation in policy formulation.  相似文献

The aim of this article is to investigate regulations regarding housing and spatial planning to determine the extent to which these have influenced the development of gated housing in Poland since 1989. The focus is on how government policy with regard to spatial planning and housing, together with the law on property and ownership, influences the emergence and development of gated forms of housing in the country. Legal regulation documents concerning issues of housing and spatial planning between 1990 and 2013 have been studied. The article argues that the liberal policies and legal regulation in the country is resulting in a disregard for spatial planning and housing, but also the lack of integrated urban policies. Existing spatial plans are of a consultative nature and bear no regulatory capacity, at the same time as housing programmes and spatial planning in the country is strongly in favor of private investors and new construction. All these shortcomings have created a differentiated housing market, one in which housing developers maximize their profits by constructing gated housing complexes, combined with a tendency among those who have the means to move to newly built housing behind gates. The long period of developer-friendly policies and governmental support of purchasers of new construction, have resulted in increased popularity of gated communities in Poland and their spread to many Polish cities.  相似文献

This article compares current Russian and Swedish policy discourses on state commitment to facilitating young adults’ access to housing by analyzing national, regional and municipal strategic documents. Both countries previously embraced the idea of housing as a commodified yet universal entitlement and exercised strong public regulation of housing redistribution, but are now establishing selective policies that support young people who comply with prescribed life-course norms. Thus, a life-course trajectory becomes integrated into the policy discourse, and a stable residential autonomy is considered a ‘crowning biographical event’, following a successful employment record and the establishment of a family unit. Notwithstanding important differences in policy formulation and realization, housing policies in Russia and Sweden are aimed to integrate emerging adults into market relations by increasing housing ownership through credit loans and stimulating individual responsibility for welfare provision.  相似文献

Under communism local authorities tended to be largely passive bystanders in a regional development process which emerged through the central planning process through the spatial allocations of investment by government ministries. Attention was given to physical planning, but comparatively little material entered the public domain on location policy and spatial priorities generally, apart from the objective of greater equality between regions and a commitment to backward areas generally. Now that much investment is down to private enterprise and government has become more decentralised and accountable, there is a need for concepts and strategies to coordinate public sector investment and provide guidelines for the evaluation of private development proposals. At the same time, there is an open competition for investment which requires communities to promote themselves in terms of their identity and development potential. This paper offers an overview by taking two countries - Hungary and Romania - where progress can be compared and where the focus can be placed on a common frontier which is diverting attention from conventional regional planning to cross-border cooperation. In both contexts however, attention is given to the ways in which planning can divert investment away from the main centres to the peripheral areas, including action to strengthen the role of small towns and also to improve cohesion among functionally-related groups of settlements and communes. This paper reveals the contingent aspect associated with the actualization of a neoliberal space. The paper examines the material, institutional, and economic conditions necessary for a neoliberal agenda to transform its urban policy objectives into a material reality. The study follows changes in housing conditions in Santa Monica, California from 1990 to 2008. During this period, the confluence of three sets of events led to the actualization of a neoliberal space. First, housing damage from the 1994 Northridge earthquake removed “dead capital” from the housing sector. Second, subsequent administrative actions at the local level and more importantly deregulation legislation at the state level eliminated rent control regulations and created market incentives that favored upscale development. Finally, the state’s economic recovery generated a substantial flow of private investments into the real estate market. These combined factors led not only to the dismantling of affordable housing in Santa Monica, but also to the erosion of residents’ and local authorities’ ability to manage housing choices and, consequently, to a historic restructuring of Santa Monica’s physical and social space. These changes had a disproportionately and negative effect on low-income and minority renters.  相似文献

Many of the imbalances which the successive strategic plans for the Paris region sought to correct have persisted, whether in employment location, transport access or structure and location of the housing stock. The reasons for these relative failures can be found, in part, in the content of the strategies, in housing, land and transport policies and in shortcomings of the urban planning and economic planning systems. The weakness of the Paris Region as the strategy's executor in relation to the central and local governments and public corporations cannot, however, be underestimated. In the first part, French strategic planning is assessed within the urban planning system, followed in the second part by a detailed study of the failures of plan implementation in transport policy and housing and office location.  相似文献

In the process of development of the Israeli Moshavot into towns a number of factors have created specialized pattern of residential land-use and a typical pattern of densities. Private and ownership, private and public housing agencies and a housing policy have all been the cause of a clear dichotomy between the center and the outskirts of the settlements during their growth. The United States is often considered the progenitor of conservation planning in the world, the first to establish a vast public domain, for example. But with continued population growth, conservation planning on private lands—rural and at the urban fringe—continues to be a substantial challenge due to a tradition of local home rule in land use planning and strong private property protection afforded by the US Constitution. New “bottom-up” collaborative approaches, as well as other innovative strategies seem to be emerging. How effective these will be given pressures for growth and high property values remain to be seen without a rethinking of ideas of nature, a rebalancing of the role of property in American local fiscal regimes, and of private property rights.  相似文献

This paper provides an overview of the current literature on why difficulties are being experienced in letting social housing within England. The first part of the paper focuses on whether the management of the social housing stock, and in particular the current allocation system, has contributed to the growing number of difficult to let (DTL) properties in the social sector. Drawing on findings from in-depth interviews with twenty local authorities, the paper provides evidence to support this argument and also highlights a number of initiatives which authorities have adopted to fill DTL properties. However, the paper argues that these initiatives are likely to have limited value in the long run in stemming the fall in demand for social housing, particularly in the North of England. The second part of the paper focuses on the changing aspirations of tenants and the way that social housing is in competition with alternative forms to housing provision, such as private rented housing. It concludes by advocating that an appropriate response to difficulties in letting social housing has to go beyond internal housing management initiatives. Instead a more strategic approach needs to be adopted which builds up an understanding of the operation of the local housing market and the complex interaction of neighbourhoods.  相似文献

Conclusion The sporadic application of ‘slum clearance’ programmes served only to exacerbate the already intransigent problem of urban housing shortage, as the example of Lagos has demonstrated. The continued application of Western assumptions in urban development (whereas they have since been modified in those countries) has inhibited a reassessment of issues in the Nigerian context. Some of the issues at stake have been considered in this paper. Conventional Western concepts have not only proved inappropriate to the realities of rapid urban growth and limited resources in Nigeria and most of tropical Africa, but have intensified the problems still further. In the context of Maroko slum clearance exercise as contained in this paper, they must be seen as an unsuccessful attempt to control rather than resolve the housing problems of the urban poor. I terms of planning five procedural steps are necessary to be followed to accomplish a desirable urban renewal exercise for the community. They are (1) to acquire land in accordance with the plan, consisting of purchase of land and the structures on it. (2) Relocation of residents from the acquired buildings into satisfactory quarters. The relocation exercise must be made not only mandatory on the government (local or state) undertaking renewal but made a legal requirement. (3) Site clearance — the razing of the structures on the land may be carried out only after the quality of such structures have been determined. This exercise also assumes that a process of data collection and analysis have been accomplished (social and physical). (4) Site improvements and supporting facilities and services are undertaken by the agency. Site improvements include streets, sewers, lightiing etc. Others may include parks, play ground, schools etc. (5) Land may be built upon by agency or sold to original owners if compensations have been paid. They may also be given back to owners with loans to rebuild either through self-help or cooperative venture. Amortization and interest on such loans should be made generous for the poor. Since demolition of housing must precede new construction in the project area, the existing stock of housing is decreased, forcing the displacees to seek shelter in the remaining housing in the city or erect squatter housing. This is especially likely at the low-quality end of the housing market, since the greatest reduction in the housing stock occurs there. The condition may remain depending on government’s degree of responsiveness. Perhaps the only way to avoid the problem of a reduced housing stock in any urban renewal project, thus curbing the incidence of the spiral process of slums among the poor, as the Maroko example has demonstrated in Lagos, is by building new dwelling units for relocatees before demolishing their present homes. Such policy would merge with general attempts to relocate the poor in suburbs, seeking a reduction in the concentrations of poverty in central cities of Nigeria.  相似文献

An integral part of post-socialist transformation under the Washington Consensus has been the privatisation of previously state owned and/or co-operative farms. In many instances, there have been attempts at ‘turning back the clock’ to pre-War conditions, including land ownership structures. Frequently, the result has been the division of large, economically efficient units into numerous, small and economically barely viable private plots. Following accession to the European Union, these re-constituted peasant-scale structures pose a major challenge to the Union’s agricultural policy. As this paper demonstrates, a simple transfer of western European practices, such as land consolidation, is not possible. The particular legacies of the communist system have given land ownership particular values, legitimacy and personal identity, and emotional bonds. Simple technocratic solutions, as applied in the West earlier, are thus not feasible. Consequently, the paper points out, new forms and instruments of tackling disadvantageous agricultural structures need to be found.  相似文献

Contemporary European agriculture has a number of additional aims beside of food production, such as safeguarding environmental services and conservation values. Substantial efforts at official levels are aimed towards sustainable development but also towards maintaining values of what may be termed vanishing landscapes. Selected areas and landscape features are set aside for protection or restoration. Individual efforts of this type have a long history in Sweden, and the issue has recently received increased attention, primarily due to more ambitious government goals concerning biodiversity conservation and Sweden’s ratification of the European Landscape Convention. This has resulted in an increased scientific and official interest in vanishing values in the rural landscape, where parts of Eastern Europe, such as the Maramures district in Romania, have been used as model examples of land use regimes which in the past was common in Sweden. In this context, the dilemma of romanticizing peasants’ use of land is highlighted and discussed more than has hitherto been done. This paper sheds light on some paradoxes inherent in official policies in relation to land use practices concerning the management of rural landscapes in Sweden, and relates the Swedish situation to a contrasting example of landscape practice in Romania. We discuss the concept of landscape care in relation to the construction and perception of landscape values and valuable landscapes through the lenses of rural realities and official policies. When Swedish authorities engage in the promotion of landscape care, they tend to work with slices of land, specific predefined values and individual farmers, and they often disregard the need to treat the landscape as a socio-ecological complex dynamic in space and time. We discuss how environmental policy generally could be improved through the adoption of a more inclusive and flexible approach towards aiding the different aims inherent in multifunctional rural landscapes.  相似文献

The Yangtze River Delta region is an area highly vulnerable to flooding. As the population density is rising concomitantly with high economic growth, this region is becoming more vulnerable to natural hazards. We conducted a survey to investigate the individual risk perception of both the local authorities and the general community, analyze the current situation regarding risk management and identify problems in the current risk management scheme. Data were collected through questionnaires distributed to some members of the community and interviews with representatives of the local authorities. The primary findings are as follows: (1) risk and disaster multipliers perceived by lay people show the stigma effect of the Wenchuan earthquake; (2) the responses of college students illustrate that the stigma effect has less influence on people who have more knowledge about hazards; (3) differences exist in comparative groups (China and USA), which shows that the society and culture influence people’s perception of risk; and (4) economic activities have complicated flood risk management such as land shortage, ground subsidence and flood diversion. Accordingly, the following measures should be taken: (1) the government should improve the risk communication and education of lay people; (2) the government must also control unsuitable land use and balance economic development and risk management; (3) flood diversion areas should be compensated through special funds collected from other cities; and (4) local governments should provide more support for hazard mitigation.  相似文献

This paper shows the importance that urban planning plays in the development of Hong Kong. This leads to a reassessment of the role of the government, which is the sole proprietor of the land, in the economy – while it acknowledges the importance of market forces. The first part shows how, since 1945, Hong Kong authorities have been obliged to intervene more in urban planning and local development, despite their liberal ideology. The second part focuses on the interaction between government action and market forces, and their influence in this development. The third part deals with the question of the economic integration between Hong Kong and the Pearl River Delta (PRD) after China started its economics reforms in 1978. The deconcentration of Hong Kong industries to China was mainly due to market forces, but provided a new role for the government. This role is analyzed through its transportation policy – the domain with the most visible governmental intervention before and after 1997. It indicates the preference of the government to develop the territory rather than better integration with the PRD, because of the internal economic problems that may emerge from this integration. Nevertheless, for political and economic reasons, this integration is also seen as necessary. The future of Hong Kong’s economy lies in the answers the authorities will give to this dilemma.  相似文献

Sustainable development was introduced as an approach to overcoming growing concerns about consumption and the limitations of the natural resource base upon which society depends. It advocates a system in which economic growth can still occur, but within natural resource limits and such as not to disadvantage either current or future generations. However the implementation of sustainable development has proven problematic due to definitional problems, institutional constraints and unresponsive socio-political systems. This paper examines the mechanisms through which an aspatial policy such as the Australian Government’s National Strategy for Ecological Sustainable Development is reinterpreted through the recent spatial planning processes of Lower Hunter Regional Strategy. This paper applies the cultural sociology of space theoretical framework which considers the dialectical relationship between material practices and the symbolic meanings that people attach to their environment. The framework provides insights into how within this spatial planning process, through a combination of language and representation, spatial practices and power rationalities produce discourses and spaces. Applying the framework also shows how a desired “sustainable future” is achieved through the predominance of land development rationality.  相似文献

Colonial society in Indonesia during the first forty years of the 20th century faced housing problems for both the European and native populations analogous to those in many Third World countries today. Some colonial cities tried to provide more housing first by annexing more land and so making building sites available and second by supporting the few private building societies which arose. In the mid-1920s housing proponents organized two national housing congresses. One result was the creation of limited liability public housing companies financed jointly by the central and city governments. By 1940 these companies had failed to provide more housing and so improve housing conditions particularly for the urban native population. The poverty of the masses, the shortage of funds, increasing populations, and government priorities which existed in colonial Indonesia are different in scale in Third World countries today and one may wonder if present-day solutions to housing problems will be any more effective.  相似文献
