Suburbanization has been a prominent urban process in the United States since the World War II. It has transformed American cities in profound ways in every single aspect of urban development; from population and wealth distributions, through political organization and affiliations, to the built environment. This paper investigates the link between gated communities and the process of suburbanization in the context of socio-economic inequality. It has been shown time and again in the scholarly literature on suburbanization, that suburban neighborhoods in American cities have been traditionally more affluent and less diverse than central cities. The research on gated communities in the US also shows that they are, on average, more affluent compared to other communities in terms of family income and housing values. Are gated communities then simply a new form of suburban communities? Is the gated community in fact a suburban community with the added element of security features? The paper investigates these questions based on segregation and spatial analyses. The research contributes to the long line of studies on suburbanization, gating and the larger issues of urban inequality.  相似文献

Disasters resulting from climate change are shown to be important determinants of people’s life choice decisions. In the literature, travel behavior choice and life choices are usually addressed separately under disasters such as flood and cyclone. However, travel behavior may be interdependent with other life choices, jointly shaping people’s adaptation decisions. To this end, the paper advances the literature by exploring the interrelationship between changes in travel behavior and job and residential location under flood disasters, while separating coastal and inland observations. For this purpose, a stated preference survey was conducted in 14 cities of Bangladesh in early 2013. An analysis approach based on structural equation modeling was developed to investigate the correlations between travel behavior change and job and residential location changes. Model estimation results suggest that flood impacts have significant influences on inland people’s life choices, while coastal people’s life choices are mainly affected by flood adaptation responses and attitudes. Significant correlations between travel behavior change and job and residential location changes are found for both observations. Moreover, both coastal and inland people tend not to change residential locations if changes in job location and travel behavior are made. Inland people may not change travel behavior if their job and/or residential locations are changed, but coastal people’s job and residential location changes are associated with changes in travel behavior. Travel behavior change is found to have more of an effect on residential location change than job location change in both regions. These findings conclude that the two-way relationship between travel behavior and life choices should be taken into account in future analyses, and thus adaptation policies to climate change disasters could be better linked with people’s behavioral responses.  相似文献

The growing research on gated communities has largely regarded them as isolated and isolating places, rather than considering residents’ relations with other spaces and communities. This paper seeks to examine these external contacts through exploring the ways in which gated communities establish relations with local political actors. This is done through an examination of two gated communities in Gokturk and Omerli, Istanbul, and an analysis of the differences between them. On the basis of semi-structured in-depth interviews with residents and locals, the paper demonstrates how gated communities engage with the outside world in contrasting ways. By focusing on the conflict between Islamist and secular people, the paper also argues that gated communities are active urban agents, establishing interdependent relations with local political actors which can change urban space and politics.  相似文献

Literature on common-interest development (CID) in housing, most common in the form of gated communities, has been based largely on the US’s experience, where the interpretation has centered on the interaction between three actors (local government, private developer, and homeowner association) and barely focused on the privatization of neighborhood governance in transition economies. This paper, through a case study of gated community in Phu My Hung new town shows that Ho Chi Minh City, Vietnam—in the context of transition from centrally-planned to market-based economy—has been witnessing this privatized phenomenon of neighborhood governance. It employs both primary data, collected through observation and key informant interview, and secondary data to explain the contextual factors for the rise of gated communities in the city and find out the mechanism of neighborhood governance. In the city, housing privatization reforms, influx of foreign direct investment, and the formation of urban middle class have constituted the supply- and demand-side factors for the rise of gated communities. In addition, the reforms towards grassroots participation created a favorable environment for a privatization of neighborhood governance in which the private developer plays a dominant role in partnership with local government and homeowner association. To a certain extent, this privatization is similar to the case of US’s gated communities, however, it does not threaten the public authority and instead maintains a good collaboration between these three actors. This is an indigenous innovation of gated communities in Vietnam due to its socio-economic conditions and political context.  相似文献

Flooding is the most costly natural hazard event worldwide and can severely impact communities, both through economic losses and social disruption. To predict and reduce the flood risk facing a community, a reliable model is needed to estimate the cost of repairing flood-damaged buildings. In this paper, we describe the development and assessment of two models for predicting direct economic losses for single-family residential buildings, based on the experience of the 2013 Boulder, Colorado riverine floods. The first model is based on regression analyses on empirical data from over 3000 residential building damage inspections conducted by the Federal Emergency Management Agency (FEMA). This model enables a probabilistic assessment of loss (in terms of FEMA grants paid to homeowners for post-flood repairs) as a function of key building and flood hazard parameters, considering uncertainties in structural properties, building contents, and damage characteristics at a given flood depth. The second model is an assembly-based prediction of loss considering unit prices for damaged building components to predict mean repair costs borne by the homeowner, which is based on typical Boulder construction practices and local construction and material costs. Comparison of the two proposed models illustrates benefits that arise from each of the two approaches, while also serving to validate both models. These models can be used as predictive tools in the future, in Boulder and other US communities, due to adaptability of the model for other context, and similarities in home characteristics across the country. The assembly-based model quantifies the difference between the FEMA grants and true losses, providing a quantification of out-of-pocket homeowner expenses.  相似文献

This paper focuses on the commodification processes and the aestheticization practices that shape gated communities and on the way these are connected to their segregational dimension, which is illustrated through the case of the Lisbon Metropolitan Area (LMA). First, I discuss the (increasing) aestheticization of commodities, emphasising some of the more problematic theoretical issues it involves. Following this discussion I present and analyse the ‘Lisbon case’. I provide a brief overview of gated communities in the LMA and then present and analyse the results obtained through a content analysis of LMA gated community advertisements and observation of their site semantics as conveyed through general built form, including physical location, planning, architecture, landscaping, and toponymy. I relate these findings to the LMA gated community market characteristics and to the broader prevailing socio-spatial context regarding their emergence.  相似文献

The purpose of this paper is twofold: first, to analyze the Joint Redevelopment Project (JRP), a housing renewal program in low-income residential communities, and second, to develop a community-based approach to urban redevelopment in Korea. In urban areas of Korea, particularly in Seoul, housing renewal has systematically reduced the supply of substandard housing in the areas where low-income families have concentrated, thereby isolating and marginalizing the displaced tenants. Housing renewal or urban redevelopment projects are basically profit-oriented rather than upgrading-oriented for a community by means of community dynamics and residents' participation. Although many renewal projects have contributed to the increase of homeowners among middle-income families who had enough financial resources for the purchase of a house, there have been no programs giving sufficient consideration to tenants. In fact, most renewal projects displaced low-income residents affected by housing speculation and attracted more middle-income families into the projects.For local governments, a community-based approach to urban policy means encouraging comprehensive planning and cooperation between governments and communities. It is a holistic approach built around families and communities. We need to use a learning and enabling process in order to develop a community-based approach to redevelopment in urban areas of Korea.  相似文献

The themes of immigration and mobility have not been adequately examined by environmental justice (EJ) scholars. This study addresses that gap by clarifying factors shaping Hispanic people’s residential decision-making and their associated exposures to cancer risks from Hazardous Air Pollutants (HAPs) in Greater Houston, Texas. In-depth semi-structured interviews were conducted with 29 Hispanic householders who had previously completed a structured survey, which was representative of Greater Houston’s population. Our research design enabled data collection from immigrant and United States (US)-born Hispanics living at high and low risk to HAPs. By using a comparative qualitative analysis approach to examine divergent experiences of Hispanic subgroups, we advance from the monolithic treatment of the US Hispanic population reflected in the extant EJ literature. Our findings reveal that key determinants of high HAP risks included economic constraint on residential locational options for both US-born and immigrant Hispanics, and attraction to sociocultural benefits in co-ethnic enclaves among immigrants in particular. In contrast, protective factors differed entirely between US-born and immigrant Hispanics. For US-born participants, the experience of upward-and-outward sociospatial mobility – coupled with detachment from the Hispanic community – generated lower HAP risks, while the experience of living in social isolation within a less-than-ideal rental unit was protective for immigrants. The pernicious, multiscalar nature of environmental injustice experienced by Greater Houston’s Hispanic immigrants is encapsulated by the fact that their pursuit of affordable and comfortable residential settings at the household level contributes to the reproduction of their collectively disproportionate HAP exposures.  相似文献

Private residential neighbourhoods encircled by a wall or fence and cut off from the public by a remote-controlled or guarded gate are not entirely new in Bulgaria. Both ‘dacha’ and leisure settlements of the communist rulers existed in such enclosed developments on the outskirts of Sofia, in mountain resorts, and on the coast of the Black Sea until the end of the 1980s. After the political change in 1989, new types of walled settlements, similar to gated communities in the U.S., began to spring up in Bulgaria, a result of the dramatic and decisive changes in Bulgarian society that are still very much underway today. Seven gated communities, comprising 78 housing units and six projects that are not yet fully completed create an entirely new social context and a residential landscape in the Sofia metropolitan area, which may indicate future residential desires. Ivanyane, situated on the western periphery of Sofia, and Mountain View Village to the southeast, exemplify the two main types of gated communities which are either self-organized by residents or developer-organized. The reasons why these gated communities were built appear to be very similar to those in other places. It can be expected that the demand for this new type of residential living will continue to increase in Sofia’s urban periphery, but it would be unwise to assume that these developments will necessarily provide a positive context for building a new society. There is a large sociological literature on racial- class-, and economically- based segregation in the United States and there is some evidence that residential segregation by income may have deleterious health consequences for residents of large U.S. cities. The health consequences of segregation in Canadian metropolitan areas, however, remain unknown and the comparison with the U.S. is always compelling. In this paper, we investigate the hypothesis that residential segregation by income may be associated with mortality in Canadian and U.S. metropolitan areas. Given the strong relationship between individual level socioeconomic status and health, it follows that metropolitan areas which isolate individuals economically could produce conditions that severely limit the life chances and therefore the health chances of the most vulnerable. To investigate the association between residential segregation by income and population health, we examined the relationship between working-age mortality and Jargowsky's (1996) neighbourhood sorting index (NSI) for a large group of North American metropolitan areas. We found a relationship between increased segregation and increased mortality for U.S. metropolitan areas but no such relationship for Canadian metropolitan areas. We also determined that income segregation could not be considered in isolation from income inequality – that, in effect, income inequality provides the propensity for meaningful segregation to occur. We further demonstrated the importance of considering both income inequality and income segregation together, especially when the analysis is intended to compare metropolitan areas. We conclude with a discussion of the need for an improved measure of segregation to better reflect the theoretical arguments for the relationship between concentration of poverty and affluence and population health.  相似文献

While the principle of public participation is an acknowledged requirement of planning in most Western countries there is continuing debate, and insufficient empirical evidence, on the effectiveness of public participation in practice. This research examines the power of public participation in local planning in Scotland with particular reference to the pressing issue of conflict over residential development in the metropolitan green belt. The paper first defines key concepts underlying the research, and identifies the principal actors in the residential development process. The post-2006 institutional framework for planning in Scotland is explained to establish the legislative and procedural context for a case study of conflict between developers and the local community in a village in Glasgow’s green belt. Using a combination of analysis of planning documents, interviews with local planners and developers, and a survey of village residents the empirical study provides detailed insight on the principles, practice, problems for public participation in local planning in Scotland. Finally, a number of conclusions are presented on the prospects for public participation in Scotland.  相似文献

This article investigates the impacts of globalization processes on community resilience. It argues that theoretical concepts such as transition theory can provide a lens through which resilience pathways at community level can be better understood, and proposes a framework focused on a social resilience approach for understanding community resilience as the conceptual space at the intersection between economic, social and environmental capital. It argues that certain types of communities are losing resilience through increased embeddedness into globalized pathways of decision-making, while other communities may be gaining resilience, although not one system is either totally resilient or totally vulnerable. Striking the right ‘balance’ between communities and their scalar interactions with the global level is key for maximization of community resilience: while too much isolation of a community may be bad in light of over-dependency on local resources, skills and people, ‘over-globalization’, with possible loss of autonomy and identity, may be equally fraught with problems. In particular, relocalized communities have, so far, not shown much tangible success, as almost all members of the relocalization process at community level are simultaneously embedded within the global capitalist system through their dependencies on global economic processes.  相似文献

This paper introduces a new modeling framework to understand and improve regional natural disaster risk management in the USA, including the interactions among key stakeholders and between the two important risk management mechanisms of insurance and retrofit. The framework includes a stochastic programming optimization to represent insurer decisions, which interacts with a utility-based model of individual homeowners’ decisions to insure and/or retrofit. Reinsurer and government roles are represented as inputs, and the decision models are integrated with a detailed regional catastrophe loss estimation model. This modeling framework is applied to a full-scale, realistic case study for hurricane risk to residential buildings in Eastern North Carolina. Several alternative system configurations are considered that affect the incentives for adoption of alternative risk management methods. They include providing a government subsidy for insured homeowners to encourage retrofit, providing both a government subsidy and insurance rebate to reduce retrofit costs, and mandating insurance purchase with a cap on insurance premiums. For each configuration, outcomes are presented from the perspectives of all key stakeholders—primary insurer, homeowners (insured and uninsured, in high- and low-risk areas), reinsurers, and the government. Results suggest that it is possible to design policies in which all stakeholders can be better off simultaneously. Retrofit incentives for insured homeowners can be effective in linking and strengthening the benefits of retrofit and insurance. Mandatory insurance coupled with capped profit loading factors and possibly retrofit rebates from the insurer to the homeowner can also reduce overall system risk.  相似文献

The factors that explain the speed of recovery after disaster remain contested. While many have argued that physical infrastructure, social capital, and disaster damage influence the arc of recovery, empirical studies that test these various factors within a unified modeling framework are few. We conducted a mail survey to collect data on household recovery in four small towns in southern Indiana that were hit by deadly tornadoes in March 2012. The recovery effort is ongoing; while many of the homes, businesses, and community facilities were rebuilt in 2013, some are still under construction. We investigate how households in these communities are recovering from damage that they experienced and the role of social capital, personal networks, and assistance from emergency responders on the overall recovery experience. We used an ordered probit modeling framework to test the combined as well as relative effects of (a) damage to physical infrastructures (houses, vehicles, etc.); (b) recovery assistance from emergency responders (FEMA) as well as friends and neighbors; (c) personal network characteristics (size, network density, proximity, length of relationship); (d) social capital (civic engagement, contact with neighbors, trust); and (e) household characteristics. Results show that while households with higher levels of damage experienced slower recovery, those with recovery assistance from neighbors, stronger personal networks, and higher levels of social capital experienced faster recovery. The insights gained in this study will enable emergency managers and disaster response personnel to implement targeted strategies in facilitating post-disaster recovery and community resilience.  相似文献

As property damage from flooding continues to increase, particularly in coastal areas, the adoption of strategies to mitigate these losses has never been more important to protecting the health and safety of coastal communities. Both structural and non-structural flood mitigation activities are being considered to buffer the adverse consequences of building structures in areas exposed to flood risk. However, little research has been conducted on the effectiveness of flood mitigation practices, particularly non-structural approaches at the parcel level. Our study addresses this lack of critical knowledge by examining the effect of mitigation activities adopted under the FEMA community rating system on insured property losses across multiple communities within the Clear Creek watershed located just south of Houston, TX and adjacent to Galveston Bay. Specifically, we statistically identify the degree to which various mitigation strategies adopted by a community reduce flood loss claims among 9,555 parcels from 1999 to 2009. Results indicate that several mitigation policies adopted at the community level result in significant savings in property damage for homeowners in the Clear Creek watershed.  相似文献

This paper examines the spatial patterns and extent of residential segregation in Berlin at the time of unification, and also considers changes since that date. Residential segregation is differentiated into three components - demographic, socio-economic and ethnic. For all these dimensions, segregation depends on housing provision and the rules of admission to various segments of the housing market. The former differences in housing regulations in East and West Berlin are therefore of importance, as well as changes since unification. The paper shows that before unification demographic segregation was more prominent in East Berlin, whilst socio-economic segregation was more pronounced in West Berlin. Ethnic minority communities in West Berlin had developed from the immigration of guestworkers and their families, with moderate levels of segregation: however in East Berlin there were very few foreign contract workers present throughout the 1980s. In spite of the short time-period since unification, there are clear signs of convergence between the segregation patterns in the two parts of the city. Nevertheless, it is argued that population movements between East and West are still remarkably low, so that differences in the population patterns will continue to exist for some time to come. The privatization of urban space, as represented in the trend towards a wide variety of common interest developments and increasing prevalence of gated communities, is an international phenomenon. Recent research has not systematically explored the ways in which these types of developments are collectively re-shaping the public and private realms of the city at large. This empirical study of community areas in a Canadian city describes a number of historical private neighbourhood development trends and their convergence in space and time. Based on the empirical generalizations, a conceptual model is developed to illustrate how the trends may have combined to produce a new geography or ecology of space privatization within the city, one in which the older public city is being circumscribed and bounded by new territories of multi-tiered privatization.  相似文献

Recent experiments in macrophyte dominated communities on the relationship between biological diversity and ecosystem functioning suggest that effects and mechanisms of genetic-genotypic and species diversity are analogous. As previously shown for species diversity, genotypic diversity enhances ecosystem productivity and recovery from disturbance. These findings generalize ecological theory, and provide an empirical basis for explicitly considering the maintenance of genetic or genotypic diversity for conservation strategies. Macrophyte systems such as seagrasses or salt-marshes may be excellent systems to test the interaction between diversity across several (genetic versus species) levels of biological organization because they are relatively species poor while simultaneously allowing the manipulation of genotypic diversity by taking advantage of clonal propagation in many species.  相似文献

This paper explores gated community culture and development in the suburbs of North Durban in the KwaZulu-Natal province of South Africa. Using perspectives from the anthropology of space and place as a theoretical and methodological framework, ethnographic fieldwork in one community in this area explores the cultural reasoning behind the movement to a fortified suburban enclave in South Africa by problematizing why, in a newly democratic society based on an ethos of desegregation, do individuals feel the need to segregate themselves along class and racial lines in fortified developments in a fashion reminiscent of homeland demarcation during apartheid? And, is the movement to gated communities within post-apartheid South Africa solely a white cultural and class phenomenon? While these questions are necessary, and perhaps commonsensical in terms of the unique social history of South Africa, research also attempts to complicate these lines of inquiry to apprehend the cultural reasoning and lifestyles of gated community residents to move past racial and class stereotypes and delve into the complex culture of these environments and the different rationalizations that individuals work with to justify their surroundings.  相似文献
