Abstract

The synoptic‐ and planetary‐scale signatures of precipitating systems over the Mackenzie River Basin (MRB) are elucidated using composites based on a 28‐year sample of widespread precipitation events. These wet events are defined as days on which 5 or more of 12 surface stations in the MRB receive at least 2.5 mm of precipitation. Seasonal composites based on a total of 600 wet events reveal a sequence of statistically significant flow anomalies. Examination of individual wet events motivates stratification of the seasonal samples according to sea‐level pressure distribution. One evolution that is particularly common during fall, winter and spring involves lee cyclogenesis over the southern MRB in association with a strong cyclone over the Gulf of Alaska; such events are dubbed Gulf Redevelopment (GR) cases. A composite based on 59 wintertime GR events indicates upslope flow north of the lee cyclone and warm advection along an east‐west oriented warm front during the precipitation event. Composites of the Q‐vector and the divergence of this field confirm the presence of quasigeostrophic (QG) forcing for ascent over the MRB during this period. A thermally indirect “topographic tilting” mechanism, involving downs‐lope warming over the southern MRB and upslope cooling to the north, is hypothesized to increase warm‐frontal baroclinicity over the MRB. The GR composite 500 hPa geopotential height anomaly pattern is characterized by a series of anomalies extending from the Bering Sea to the Gulf of Mexico. The western (eastern) anomalies tend to decay (amplify) with time. The composite exhibits a positive anomaly over the Bering Sea, a negative anomaly over the Gulf of Alaska that moves eastward into the MRB during the precipitation event, and a positive anomaly that moves eastward over western and central North America. The presence of large, slow‐moving flow anomalies and an extended period of enhanced southwesterly geostrophic flow over the MRB in the composite suggests that a persistent influx of Pacific moisture is required to moisten the atmosphere over the MRB sufficiently for widespread precipitation. An independent composite of dry MRB cyclone events exhibits substantially weaker southwesterly geostrophic flow into the MRB relative to the wet GR composite.  相似文献

Agricultural insurance programs are currently being championed by international donors in many developing countries. They are acclaimed as promising instruments for coping with climate risk. However, research on their impacts has mainly focused on economic considerations. Studies on broader social and ecological consequences are sparse and have produced ambiguous and inconclusive results. We address this knowledge deficit by (a) advocating for a holistic view of social-ecological systems and vulnerability when considering insurance impacts; (b) offering a systematic overview highlighting the potential beneficial and adverse effects of ‘climate insurance’ in agriculture, particularly where programs target intensifying agricultural production; and (c) suggesting preliminary principles for avoiding maladaptive outcomes, including specific recommendations for designing appropriate impact studies and insurance programs. Our synopsis brings together scientific knowledge generated in both developing and developed countries, demonstrating that agricultural insurance programs shape land-use decisions and may generate serious economic, social, and ecological consequences. If insurance is to be an appropriate tool for mitigating the impacts of climate change, it needs to be carefully developed with specific local social-ecological contexts and existing risk coping strategies in mind. Otherwise, it is liable to create long-term maladaptive outcomes and undermine the ability of these systems to reduce vulnerability.  相似文献

Sea level rise is one of the most pressing climate adaptation issues around the world. Often, coastal communities are interdependent in their exposure to sea level rise – if one builds a seawall, it will push water to another – and would benefit from a coordinated adaptive response. The literature on social-ecological systems (SES) calls for actors placed at higher levels of governance (e.g. regional government in a metropolitan area) to improve coordination between local managers by serving as brokers. However, we lack empirical insight on how higher-level actors might improve coordination in practice, and theoretical development on the implications of their intermediation. To address these gaps, we study the case of adaptation to sea level rise in the San Francisco Bay Area. We build a social-ecological network of social actors and shoreline segments using original survey data and simulated scenarios of tidal and traffic interdependencies between shoreline segments. We perform a frequency analysis of network motifs that operationalize social-ecological ‘fit’ in the context of the Bay Area. We find that regional actors and non-governmental organizations increase social-ecological fit by providing intermediation between actors who work on different shoreline segments, whether interdependent or not. This shows that these actors provide adaptive social-ecological fit, future-proofing the Bay Area to current and future climate adaptation challenges.  相似文献

Research on vulnerability and adaptation in social-ecological systems (SES) has largely centered on climate change and associated biophysical stressors. Key implications of this are twofold. First, there has been limited engagement with the impacts of social drivers of change on communities and linked SES. Second, the focus on climate effects often assumes slower drivers of change and fails to differentiate the implications of change occurring at different timescales. This has resulted in a body of SES scholarship that is under-theorized in terms of how communities experience and respond to fast versus slow change. Yet, social and economic processes at global scales increasingly emerge as ‘shocks’ for local systems, driving rapid and often surprising forms of change distinct from and yet interacting with the impacts of slow, ongoing ‘trends’. This research seeks to understand the nature and impacts of social shocks as opposed to or in concert with trends through the lens of a qualitative case study of a coastal community in Mexico, where demand from international seafood markets has spurred rapid development of a sea cucumber fishery. Specifically, we examined what different social-ecological changes are being experienced by the community, how the impacts of the sea cucumber fishery are distinct from and interacting with slower ongoing trends and how these processes are affecting system vulnerability, adaptations and adaptive capacity. We begin by proposing a novel framework for conceptualizing impacts on social systems, as comprised of structures, functions, and feedbacks. Our results illustrate how the rapid-onset of this fishery has driven dramatic changes in the community. New challenges such as the ‘gold-rush-style’ arrival of new actors, money, and livelihoods, the rapid over-exploitation of fish stocks, and increases in poaching and armed violence have emerged, exacerbating pressures from ongoing trends in immigration, overfishing and tourism development. We argue that there is a need to better understand and differentiate the social and ecological implications of shocks, which present novel challenges for the vulnerability and adaptive capacity of communities and the sustainability of marine ecosystems.  相似文献

As global environmental change continues to accelerate and intensify, science and society are turning to transdisciplinary approaches to facilitate transitions to sustainability. Modeling is increasingly used as a technological tool to improve our understanding of social-ecological systems (SES), encourage collaboration and learning, and facilitate decision-making. This study improves our understanding of how SES models are designed and applied to address the rising challenges of global environmental change, using mountains as a representative system. We analyzed 74 peer-reviewed papers describing dynamic models of mountain SES, evaluating them according to characteristics such as the model purpose, data and model type, level of stakeholder involvement, and spatial extent/resolution. Slightly more than half the models in our analysis were participatory, yet only 21.6% of papers demonstrated any direct outreach to decision makers. We found that SES models tend to under-represent social datasets, with ethnographic data rarely incorporated. Modeling efforts in conditions of higher stakeholder diversity tend to have higher rates of decision support compared to situations where stakeholder diversity is absent or not addressed. We discuss our results through the lens of appropriate technology, drawing on the concepts of boundary objects and scalar devices from Science and Technology Studies. We propose four guiding principles to facilitate the development of SES models as appropriate technology for transdisciplinary applications: (1) increase diversity of stakeholders in SES model design and application for improved collaboration; (2) balance power dynamics among stakeholders by incorporating diverse knowledge and data types; (3) promote flexibility in model design; and (4) bridge gaps in decision support, learning, and communication. Creating SES models that are appropriate technology for transdisciplinary applications will require advanced planning, increased funding for and attention to the role of diverse data and knowledge, and stronger partnerships across disciplinary divides. Highly contextualized participatory modeling that embraces diversity in both data and actors appears poised to make strong contributions to the world’s most pressing environmental challenges.  相似文献

Contemporary environmental challenges call for new research approaches that include the human dimension when studying the natural environment. In spite of the recent development of several conceptual frameworks integrating human society with nature, there has been less methodological and theoretical progress on how to quantitatively study such social–ecological interdependencies. We propose a novel theoretical framework for addressing this gap that partly builds on the rapidly growing interdisciplinary research on complex networks. The framework makes it possible to unpack, define and formalize ways in which societies and nature are interdependent, and to empirically link this to specific governance challenges and opportunities using a range of theories from both the social and natural sciences in an integrated way. At the core of the framework is a set of basic building blocks (motifs) that each represents a simplified but non-trivial social–ecological systems (SES) consisting of two social actors and two ecological resources. The set represents all possible patterns of interdependency in a SES. Each unique motif is characterized in terms of social and ecological connectivity, resource sharing, and resource substitutability. By aligning theoretical insights related to the management of common-pool resources, metapopulation dynamics, and the problem of fit in SES with the set of motifs, we demonstrate the multi-theoretical ability of the framework in a case study of a rural agricultural landscape in southern Madagascar. Several mechanisms explaining the inhabitants’ demonstrated ability to preserve their scattered forest patches in spite of strong pressures on land and forest resources are presented.  相似文献

This study develops first-order estimates of water quality co-effects of terrestrial greenhouse gas (GHG) emission offset strategies in U.S. agriculture by linking a national level agricultural sector model (ASMGHG) to a national level water quality model (NWPCAM). The simulated policy scenario considers GHG mitigation incentive payments of $25 and $50 per tonne, carbon equivalent to landowners for reducing emissions or enhancing the sequestration of GHG through agricultural and land-use practices. ASMGHG projects that these GHG price incentives could induce widespread conversion of agricultural to forested lands, along with alteration of tillage practices, crop mix on land remaining in agriculture, and livestock management. This study focuses on changes in cropland use and management. The results indicate that through agricultural cropland about 60 to 70 million tonnes of carbon equivalent (MMTCE) emissions can be mitigated annually in the U.S. These responses also lead to a 2% increase in aggregate national water quality, with substantial variation across regions. Such GHG mitigation activities are found to reduce annual nitrogen loadings into the Gulf of Mexico by up to one half of the reduction goals established by the national Watershed Nutrient Task Force for addressing the hypoxia problem.  相似文献

To examine management options for biodiversity in agricultural landscapes, eight research regions were classified into social-ecological domains, using a dataset of indicators of livelihood resources, i.e., capital assets. Potential interventions for biodiversity-based agriculture were then compared among landscapes and domains. The approach combined literature review with expert judgment by researchers working in each landscape. Each landscape was described for land use, rural livelihoods and attitudes of social actors toward biodiversity and intensification of agriculture. Principal components analysis of 40 indicators of natural, human, social, financial and physical capital for the eight landscapes showed a loss of biodiversity associated with high-input agricultural intensification. High levels of natural capital (e.g. indicators of wildland biodiversity conservation and agrobiodiversity for human needs) were positively associated with indicators of human capital, including knowledge of the flora and fauna and knowledge sharing among farmers. Three social-ecological domains were identified across the eight landscapes (Tropical Agriculture-Forest Matrix, Tropical Degrading Agroecosystem, and Temperate High-Input Commodity Agriculture) using hierarchical clustering of the indicator values. Each domain shared a set of interventions for biodiversity-based agriculture and ecological intensification that could also increase food security in the impoverished landscapes. Implementation of interventions differed greatly among the landscapes, e.g. financial capital for new farming practices in the Intensive Agriculture domain vs. developing market value chains in the other domains. This exploratory study suggests that indicators of knowledge systems should receive greater emphasis in the monitoring of biodiversity and ecosystem services, and that inventories of assets at the landscape level can inform adaptive management of agrobiodiversity-based interventions.  相似文献

This interdisciplinary paper presents an empirical analysis of techno-institutional lock-in in a regional fishery, in the Logone floodplain in the Far North Region of Cameroon. In the Logone floodplain, one fishing technique is spreading exponentially even though it is changing the social, hydrological and ecological dynamics of the system in ways that are largely considered problematic by local communities. We use a complex systems framework to analyze large hydrological and socio-economic datasets. Results show how social-ecological feedbacks foster the spread of the technique and contribute to the process of lock-in. The lock-in leads to a resistance to change despite awareness of the technique’s impact, a situation that may also be described as a social-ecological trap. We identify and explain four kinds of positive feedback loops relating to socio-economic, behavioral, demographic and hydrological processes, respectively. We also identify possible solutions that consider the complexity of the feedback loops across multiple dimensions of the floodplain system.  相似文献

The extensive use of nitrogen fertilizer on the central U.S. croplands contributes to nitrogen loading by the Mississippi River and the development of seasonal hypoxia in the Gulf of Mexico. The majority of grains cultivated on central U.S. croplands are used as animal feed, rather than directly as human food. In this study, the IBIS-THMB nitrogen modeling system is used to demonstrate how a shift away from meat production from Mississippi Basin crops could reduce total land and fertilizer demands by over 50%, without any change in total production of human food protein. The change would return nitrate-nitrogen export by the Mississippi River to levels at which the Gulf of Mexico “dead zone” has been small or non-existent. An analysis of future land use scenarios and other mitigation proposals, including the construction of riparian wetlands, indicates that a reduced focus on beef production may need to be a part of nitrogen management policy in the Mississippi Basin.  相似文献

Global visions of environmental change consider gender equality to be a foundation of sustainable social-ecological systems. Similarly, social-ecological systems frameworks position gender equality as both a precursor to, and a product of, system sustainability. Yet, the degree to which gender equality is being advanced through social-ecological systems change is uncertain. We use the case of small-scale fisheries in the Pacific Islands region to explore the proposition that different social-ecological narratives: (1) ecological, (2) social-ecological, and (3) social, shape the gender equality priorities, intentions and impacts of implementing organizations. We conducted interviews with regional and national fisheries experts (n = 71) and analyzed gender commitments made within policies (n = 29) that influence small-scale fisheries. To explore these data, we developed a ‘Tinker-Tailor-Transform’ gender assessment typology. We find that implementing organizations aligned with the social-ecological and social narratives considered social (i.e., human-centric) goals to be equally or more important than ecological (i.e., eco-centric) goals. Yet in action, gender equality was pursued instrumentally to achieve ecological goals and/or shallow project performance targets. These results highlight that although commitments to gender equality were common, when operationalized commitments become diluted and reoriented. Across all three narratives, organizations mostly ‘Tinkered’ with gender equality in impact, for example, including more women in spaces that otherwise tended to be dominated by men. Impacts predominately focused on the individual (i.e., changing women) rather than driving communal-to-societal level change. We discuss three interrelated opportunities for organizations in applying the ‘Tinker-Tailor-Transform’ assessment typology, including its utility to assist organizations to orient toward intrinsic goals; challenge or reconfigure system attributes that perpetuate gender inequalities; and consciously interrogate discursive positions and beliefs to unsettle habituated policies, initiatives and theories of change.  相似文献

Small-scale fisheries in developing regions are particularly vulnerable to climate change, but the assessment of climate-induced changes and impacts are often hampered by the data poor-situation of these social-ecological systems. Based on 40 years of scientific and local ecological knowledge, we provide a coherent narrative about the effects of a marine hotspot of climate change on a small-scale fishery across different geographical and temporal scales. We applied a mixed-methods approach to assess biophysical changes, social-ecological impacts, and the incremental spectrum of actions implemented at multiple levels to increase the adaptive capacity of a small-scale clam fishery. The warming hotspot here analyzed was the fastest-warming region in the South Atlantic Ocean. Long-term changes in wind intensity and direction were also noticeable at a regional scale. Both sea surface temperature and winds showed a clear shifting pattern in the late 1990 s. These climate-related stressors determined ecosystem and targeted population changes (e.g. clam mass mortalities, slow stock recovery rates after ecological shocks, habitat narrowing), and favored harmful algal bloom-forming organisms. Climate-induced drivers also affected the human component of the social-ecological system, preventing fishers from securing a fulltime livelihood and limiting the fishery economic potential. Adaptive responses at multiple levels provided some capacity to address climate change effects, and transformative pathways are being taken to adapt to climate-induced changes over the long-term. Transformative changes were fostered by the local perception of environmental change, shared narratives, sustained scientific monitoring programs, and the interaction between knowledge systems, facilitated by a bridging organization within a broader process of governance transformation. The combination of autonomous adaptations (based on linking social capital and fishery leaders agency) and government-led adaptations were essential to face the challenges imposed by climate change. Our results serve as a learning platform to anticipate threats and envision solutions to a wide range of small-scale fisheries in fast-warming regions worldwide.  相似文献

Meeting Report
Top-down economic approaches theoretically show that placing a price on carbon can reduce emissions. Responses by firms to these policies, however, are less well understood and are critical for understanding the effectiveness of price-based carbon policy. This article provides an analysis of firm-level responses to the carbon tax in British Columbia (BC) through empirical research of grey literature, industry participation, and interviews with executives of major emitting firms in BC. The article highlights the empirical responses to the tax by firms, who experience difficulty in making low-carbon changes in response to fluctuating commodity prices, the low certainty of climate policy over temporal and spatial scales, and the political economy of implementing regional climate policy. It also highlights the importance of understanding firm-level responses as a complementary approach to macro-economic policy making on carbon pricing. The article shows the importance of engaging decision makers in corporations to understand how carbon is governed in light of emerging climate policy.

Policy relevance

This article is relevant to policy makers implementing carbon-pricing initiatives by illustrating the need to complement macroeconomic models with firm-level response analysis. It also demonstrates the key concerns of executives in a resource extractive economy and the ability of a carbon price, and the need for complementary technology funds and policy, to affect change in industrial emissions.  相似文献

Multiple ecosystem services (ES) can respond similarly to social and ecological factors to form bundles. Identifying key social-ecological variables and understanding how they co-vary to produce these consistent sets of ES may ultimately allow the prediction and modelling of ES bundles, and thus, help us understand critical synergies and trade-offs across landscapes. Such an understanding is essential for informing better management of multi-functional landscapes and minimising costly trade-offs. However, the relative importance of different social and biophysical drivers of ES bundles in different types of social-ecological systems remains unclear. As such, a bottom-up understanding of the determinants of ES bundles is a critical research gap in ES and sustainability science. Here, we evaluate the current methods used in ES bundle science and synthesize these into four steps that capture the plurality of methods used to examine predictors of ES bundles. We then apply these four steps to a cross-study comparison (North and South French Alps) of relationships between social-ecological variables and ES bundles, as it is widely advocated that cross-study comparisons are necessary for achieving a general understanding of predictors of ES associations. We use the results of this case study to assess the strengths and limitations of current approaches for understanding distributions of ES bundles. We conclude that inconsistency of spatial scale remains the primary barrier for understanding and predicting ES bundles. We suggest a hypothesis-driven approach is required to predict relationships between ES, and we outline the research required for such an understanding to emerge.  相似文献

Intensive agriculture and densely populated areas represent major sources of nutrient pollution for European inland and coastal waters, altering the aquatic ecosystems and affecting their capacity to provide ecosystem services and support economic activities. Ambitious water policies are in place in the European Union (EU) for protecting and restoring aquatic ecosystems under the Water Framework Directive and the Marine Strategy Framework Directive. This research quantified the current pressures of point and diffuse nitrogen and phosphorus emissions to European fresh and coastal waters (2005–2012), and analysed the effects of three policy scenarios of nutrient reduction: 1) the application of measures currently planned in the Rural Development Programmes and under the Urban Waste Water Treatment Directive (UWWTD); 2) the full implementation of the UWWTD and the absence of derogations in the Nitrates Directive; 3) high reduction of nutrient, using best technologies in wastewaters treatment and optimal fertilisation in agriculture. The results of the study show that for the period 2005–2012, the nitrogen load to European seas was 3.3–4.1 TgN/y and the phosphorus load was 0.26–0.30 TgP/y. Policy measures supporting technological improvements (third scenario) could decrease the nutrient export to the seas up to 14% for nitrogen and 20% for phosphorus, improving the ecological status of rivers and lakes, but widening the nutrient imbalance in coastal ecosystems (i.e. increasing nitrogen availability with respect to phosphorus), affecting eutrophication. Further nutrient reductions could be possible by a combination of measures especially in the agricultural sector. However, without tackling current agricultural production and consumption system, the reduction might not be sufficient for achieving the goals of EU water policy in some regions. The study analysed the expected changes and the source contribution in different European regional seas, and highlights the advantages of addressing the land-sea dynamics, checking the coherence of measures taken under different policies.  相似文献

Intensifying land use is often seen as a corollary of improving rural livelihoods in developing countries. However, land use intensification (LUI) frequently has unintended impacts on ecosystem services (ES), which may undermine the livelihoods of the same people who could benefit from intensification. Poorer households are disproportionately dependent on ES, so inequalities may also rise. A disaggregated analysis of LUI is thus fundamental to better understand how LUI can progress in an equitable manner. Using a suite of multi-scale, multidisciplinary social-ecological methods and operationalising multidimensional concepts of land use intensity and wellbeing, we examine three case studies in rural Mozambique. Drawing on interviews, focus group discussions, 1576 household surveys and geospatial data from 27 Mozambican villages, we assess how wellbeing and inequality change with three common LUI pathways: transitions to smallholder commercial crop production, charcoal production, and subsistence expansion. Wellbeing improved with intensification of smallholder commercial and subsistence agriculture, inequality did not change. Unsustainable intensification of charcoal production showed no overall effect on either wellbeing or inequality. Improvements in wellbeing amongst the poorest households were only found with intensification of commercial crop production, where villages had better access to markets. Our findings suggest that socioeconomic benefits from agricultural intensification and expansion may overcome localised environmental trade-offs, at least in the short term. However, unsustainable charcoal resource management and limited productive investment opportunities for rural households resulted in both reduced market access and limited wellbeing improvements. Sustainable and inclusive markets are therefore crucial developments alongside LUI to sustain wellbeing improvements for all households, to ensure that no one is left behind.  相似文献

Large wildfire events (e.g. >100 square km) highlight the importance of governance systems that address wildfire risk at landscape scales and among multiple land owners and institutions. A growing body of empirical work demonstrates that environmental governance outcomes depend upon how well patterns of interaction among actors align with patterns of ecological connectivity, such as wildfire transmission. However, the factors that facilitate or inhibit this alignment remain poorly understood. It is crucial to improve understanding of the conditions under which actors establish or maintain linkages with other actors with whom they are interdependent because of ecological linkages. To this end, we introduce the concept of “risk interdependence archetypes” based on the spatial configurations by which one actor (i.e. a particular organization) is exposed to risk via the actions of another actor. We then develop a set of hypotheses to explore how different sets of conditions associated with each spatial configurations of risk interdependence may shape the likelihood that an actor coordinates with another actor in ways that promote social-ecological alignment. We test these hypotheses using network analysis of a wildfire transmission network developed through simulation of wildfires over several thousand fire seasons and a governance network created from interviews with 154 representatives of 87 organizations involved in efforts to mitigate wildfire risk in the Eastern Cascades Ecoregion, USA. Results indicate that social-ecological alignment is more likely when actors have opportunities to influence forest management practices on ignition-prone lands that they do not manage themselves, and when actors bear greater responsibility for averting losses from wildfires that spread to lands they manage independently. Importantly, not all forms of risk interdependence increase the likelihood of alignment, implying that organizations have limited capacity for interaction and may prioritize certain risk mitigation partnerships over others. While the performance of risk governance systems may hinge on the alignment of social and ecological networks, our results suggest that alignment in turn may depend on actor-level strategies for interaction with other actors.  相似文献

Encouraging pro-environmental behavior is an urgent global challenge. An interdisciplinary framework covering governance, economic, social, ecological, and psychological dimensions is required to understand the salient features that encourage pro-environmental outcomes within and across contexts. We apply the Ostrom social-ecological systems framework to model voluntary investments by members of civil society into the aquatic environment. Using a data set of 1,809 angling clubs managing water bodies for fish stocking and habitat management in Germany and France, we show that a small set of factors, most crucially social-ecological and governance context as well as social norms and other bottom-up social pressures, drive environmental investments. These factors appear to override behavioral influences from psychological variables of the decision-maker. By contrast, the contextual setting related to property rights, size of the resource system, and social expectations were found to be strongly related to behavioral decisions, highlighting that the social-ecological context as well as incentives may be more important than knowledge and cognitions in driving certain pro-environmental actions.  相似文献

Communities living in the grasslands of present day Inner Mongolia have experienced dramatic social, economic and ecological changes over the past millennium. More recently, these grasslands have undergone widespread degradation, raising concern for securing local herders' livelihoods. To understand these changes in ecological and welfare outcomes over long time scales, we define five broad periods of relative institutional stability over the past millennium, characterize social-ecological system during each period, and then assess major changes between these periods. Looking at changes in institutional contexts helps explain some of our outcomes of interest. We find that while much attention has been given to the change in grassland lease structures in China, the role of market integration and buffers against historically natural constraints on livestock production (e.g., protection from the winter months) have decoupled formerly tight local social-ecological links. This decoupling, along with weak land tenure security due to a complex and volatile policy landscape, suppresses local incentives for grassland conservation.  相似文献
