Successful coastal zone management (CZM) requires the participation of five sectors: local people, government authorities, non-governmental organizations (NGOs), scientists and investors. NGOs must play an important role in providing the opportunities for all sectors to meet and talk with each other. All the parties involved should have the chance to express and exchange their opinions. They should be able to discuss the problems they are facing and how they would like them to be solved. When all needs and problems have been discussed scientists or academics could then provide their expertise in formulating the CZM plan. The plan should reflect all the needs each sector has expressed as well as mitigation measures for implementation. Such- a co-management process should result in a satisfactory and sustainable CZM plan. This plan should be monitored and revised whenever it is seen fit. This is the pattern that Thailand is experiencing.  相似文献

Fisheries co-management is usually defined by shared decision-making between fishers and the state. Chile's co-management regime for shellfish differs from the norm by incorporating a third party: independent biological consultants. This paper evaluates Chile's system and compares three-party co-management to two-party systems. It finds that consultants fulfill functions absent in two-party co-management, such as playing an intermediary role between fishers and the state, and also perform certain functions better than either of the other two entities involved, such as acting as a credible and objective source of information. It then discusses ways to perfect Chile's system, such as stepping up knowledge transfer activities so as to further empower fishers.  相似文献

Potential benefits and constraints of a Coastal and Marine National Park (CMNP) for the entire Scottish coastline have yet to be fully debated. This paper recommends using Integrated Coastal Zone Management (ICZM) as a process to develop a CMNP. Converting the principles of ICZM into practice could be strengthened using the National Parks (Scotland) Act 2000. This Act provides the Scottish Executive with an existing legal mechanism to set up the UK's first CMNP.Issues highlighted that would benefit from further investigation include ways to effectively harness expertise, funding considerations, practical implementation and stakeholder participation. A strengths, weaknesses, opportunities and threats analysis demonstrates a ‘quick and dirty’ method to help assess whether CMNPs are a viable option for managing Scotland's coastal areas. Strengthening the existing local coastal fora network in partnership with universities that have ‘in-house’ multi-disciplinary expertise is put forward as one way to implement a CMNP.Stakeholder engagement at the start and throughout the debate on CMNPs warrants a high priority for action. Incentives that help to counter against survey fatigue and actively sustain involvement of civil society and key sectors should be sought from local knowledge. This approach could also address the fundamental gap in translating stakeholder derived information into practical policy recommendations that are more widely supported. Finally, local knowledge can aid resource management plans on a local, national and international scale and be applied to testing management scenarios.  相似文献

Gabriel T. Csanady turned 80 in December 2005 and we celebrate it with this special Progress in Oceanography issue. It comprises 20 papers covering some of the many areas that Gabe contributed significantly throughout his professional career. In this introductory paper we briefly review Gabe’s career as an engineer, meteorologist and oceanographer, and highlight some of his major contributions to oceanography, both as a scientist as well as an educator. But we also use this opportunity to remember and thank Gabe, and his wife Joyce, for being such good friends and mentors to several generations of oceanographers. The authors of the collection of papers in this volume deserve special thanks for their efforts. The Census of marine life programme (CoML) is expected to generate a large amount of information on the diversity, distribution, and abundance of marine communities, many of them new or poorly known. Institutions such as natural history museums can play a crucial role in providing the necessary tools to allow the CoML to advance knowledge in the fields of marine systematics and biogeography. These institutions can contribute taxonomic expertise to provide quality-controlled identifications of species; specimen collections to allow for cross-checking of occurrences and a historical context for new data; information, both paper and electronic, on taxonomy, ecology and other topics to enable researchers to review past work; education opportunities to inform the public about the results of current and past research on the marine world. Challenges for these institutions in the future include the recruitment, training, and retention of taxonomic experts, development of advanced molecular techniques for more reliable and faster species identification in certain groups, and integration of expertise and other taxonomic resources into research on scientific processes from start to finish.  相似文献

The annual catch entitlement (ACE) scheme was added to New Zealand's quota management system for fisheries in 2001. The scheme allocates quota owners an annual share of the total allowable commercial catch (TACC) in proportion to their quota holding of a particular fishstock. With ACE being transferable, the change made it simpler for fishers (permit holders) who did not own quota to purchase ACE to match catch for specific fishstocks. But to be viable, non-quota-owning (ACE reliant) fishers need access to a reliable, long-term supply of ACE. This study examines the relationships between ACE reliant purchasers and their suppliers of ACE in New Zealand's Fishing Management Area Three during the 2014-15 fishing year. The study found that most buyers and sellers of ACE form enduring relationships to their mutual benefit. This symbiotic relationship bodes well for the survival of small fishers with the expertise to land fish in an efficient manner.  相似文献

The recent few decades might well be called the age of onset of coordinated instrumental records. These decades of increased measuring capability, precision and analysis have also provided experience with failed short-term projections of climate, ocean and subsequent ecological responses. The problems have resulted primarily from insufficient contextual information and overindulgence in limited statistical approaches. The resulting atmospheric, oceanographic and resource-conservation sciences will some day be viewed as anti-existential groping for instant enlightenment and quick solutions to poorly understood and defined problems. The data-driven, computerized sciences still await the maturation of the observers and their insights into their respective areas of expertise. While recent generations of modellers and managers have searched for quick tools to justify decisions that could be made on far less rigorous bases, some empiricists have diligently compiled facts and made collaborative interpretations that can not only provide insights into the status and trends within larger ecosystem contexts, but also provide the pieces of the larger global puzzle that must be resolved. Examples of the various interlocking scales, and related patches and edges of the emerging picture are described, as are suggestions for how the shorter-term, anecdotal efforts of ocean scientists might be brought into focus for placement within these larger contexts.  相似文献

Although Britain may no longer “rule the waves” in terms of national fleet presence, London still maintains its supremacy as the world's leading maritime centre. However, with the decline of the fleet there has been an inevitable decline in the maritime skills-base and a loss of shipping expertise. The authors review half a century of government maritime policy measures and of recurrent challenges confronted with varying degrees of success, and identify the current period as critical for the future of London as a maritime centre and as a crossroads in British maritime policy.  相似文献

The Integrated Coastal Management (ICM) project in Xiamen, which started in the mid-1990s, is considered a successful example of ICM implementation. Now on its second cycle, the project has achieved significant results and received positive feedback from various international organizations.ICM, in general, has proven to be a workable environmental management scheme, and it has been replicated elsewhere in China and in other countries. However, it should be noted that ICM programs need to employ strategies aimed at strengthening human resources and institutional capacities. This paper discusses the establishment of the International Training Center for Coastal Sustainable Development and its role in disseminating the experiences and expertise of the Xiamen ICM site, the advancement of public education on ICM with the implementation of the Community-Based Conservation Management Cooperative Program of the Canadian International Development Agency; and the expansion of professional education in ICM through a Joint Masters Program in Environmental Management with the University of San Francisco. These three programs have been highly successful in developing ICM capacities at different levels (i.e. awareness of policymakers, public awareness and professional education), and they contribute to the formulation, design and implementation of successful ICM initiatives. As such, the formulation and implementation of partnerships in education programs are deemed crucial for Xiamen's success and in its role as one of the training bases for ICM in East Asia.  相似文献

Taxonomic information provides a crucial understanding of the most basic component of biodiversity – which organisms are present in a region or ecosystem. Taxonomy, however, is a discipline in decline, at times perceived as ‘obsolete’ due to technical advances in science, and with fewer trained taxonomists and analysts emerging each year to replace the previous generation as it retires. Simultaneously, increasing focus is turned towards sustainable management of the marine environment using an ecosystem approach, and towards conserving biodiversity, key species, and habitats. Sensitive indicators derived from taxonomic data are instrumental to the successful delivery of these efforts. At the base of the marine food web and closely linked to their immediate environment, plankton are increasingly needed as indicators to support marine policy, inform conservation efforts for higher trophic organisms, and protect human health. Detailed taxonomic data, containing information on the presence/absence and abundance of individual plankton species, are required to underpin the development of sensitive species- and community-level indicators which are necessary to understand subtle changes in marine ecosystems and inform management and conservation efforts. Here the critical importance of plankton taxonomic data is illustrated, and therefore plankton taxonomic expertise, in informing marine policy and conservation and outline challenges, and potential solutions, facing this discipline.  相似文献

The need for building human and institutional capacity has been identified in Agenda 21 of the UNCED conference as well as by a number of international environmental institutions as essential for integrated coastal management (ICM) and sustainable development in developing coastal states. There is a growing need for coastal management practitioners and organizations with expertise in planning and implementation for ICM. The application of strategies for institutional development and building human capacity in coastal management and other fields shows that short-term intensive training efforts and long-term institutional strengthening programs are appropriate to address the issues and needs of ICM. An overview of the experience of the URI/USAID International Coastal Resources Management Program in Sri Lanka, Thailand and Ecuador presents lessons learned for strengthening ICM efforts in developing countries.  相似文献

In the European Union, fisheries managers rely on the expertise of scientists to provide scientific advice for the fisheries management process. Yet the boundary between science and policy is not only imprecise, but one that is also socially constructed. Negotiations take place between two main groups, managers and scientists, surrounding the roles and expectations each has towards the other. Pressure is placed upon each group to conform to the role expectations of the other. Taking note of reform attempts of the European fisheries management system which are already under way, we suggest that reform must provide for effective two-way communication between scientists and managers, which recognises their different needs and role identities, and focuses on both areas of conflict and areas of common interest, in order that the system better meets the requirements of each party, ultimately aiding in the shared goal of the sustainable use of fisheries resources.  相似文献

近年来,稳定同位素技术已被广泛应用于食物网研究中。然而,生物样品取样部位对食物网构建的影响的研究相对少见。大型底栖动物作为潮间带食物网的重要组成部分,在食物网研究中有必要对其采样部位进行统一,以增加研究结果的准确性及可比较性。本研究选取黄河三角洲和烟台潮间带10种代表性的大型底栖动物,比较δ13C和δ15N在不同采样部位中的差异。结果显示,对于大多数底栖动物而言,采样部位将直接影响到δ13C和δ15N的测定结果。当底栖动物作为摄食者,需分析其食性和营养级时,应统一采用肌肉组织,如贝类的闭壳肌或足部肌肉,蟹类的鳌足肌肉,鱼类的背部肌肉;当底栖动物作为被摄食者,需分析次级消费者的食性和营养级时,除多毛类采用去除消化道内容物的体壁外,其他种类应选取整体(难以被消化的组织除外),如贝类的软体部,蟹类肌肉与鳃等的混合组织。  相似文献

随人工智能技术发展,智能船舶因其无人化、智能化的特点而与传统国际法律制度产生碰撞。当前,国际海事组织将制定“海上自主水面船舶规则”工作提上日程,航行安全问题作为其中的高度优先事项,受到各国广泛关注。船舶适航作为承运人的主要义务之一,是保障航行安全的先决条件。但智能船舶是否需要符合适航标准,如果适用会产生哪些法律障碍并如何解决等诸多问题亟待研究。对此,应修订《国际海上避碰规则》并明确智能船舶适船技术标准,明确岸基操作人员的法律地位并制定其资格取得、培训、值班标准,明确安全配员标准及需船员在船承担的职责的履行方式。  相似文献

Advance planning is essential for the production of quality data. Before any planning is attempted, a well-defined model of the problem under investigation must be established. The measurements may be made to test the model or they may be used with the model to clarify or solve the problem under investigation.In the planning process, chemical measurement must be considered as a system consisting of sampling, calibration, analysis, and data processing. Appropriate quality assurance procedures must be applied to ensure statistical control and evaluation of the data. Because of the interdependence of the various aspects of measurement, they must be planned in a coordinated mode, involving subject matter, measurement, and statistical expertise.Details of all of the above are discussed in the paper.  相似文献

CAD systems are used broadly in the shipbuilding industry. CAD systems for naval architecture are a useful tool for hull form, internal arrangement and the structural design of ships. These systems require high precision and expertise for efficient use. Therefore, these systems are not appropriate in supporting emergency responses, which require rapid modeling even if it generates some errors.This paper describes a geometric modeler for rapid ship safety assessment. The modeler is developed based on the 3-D geometric modeling kernel ACIS. The definition of hull form, internal arrangement and major longitudinal structural members is a fundamental function of the modeler. The developed modeler is interfaced with other applications used for ship safety assessment such as hydrostatic calculation, ship motion analysis in wave condition, longitudinal strength analysis and so on. In addition, it can generate a new ship model by making variations in a previously defined ship model.  相似文献

海洋线虫是海洋底栖生物中数量上最丰富的类群,在海洋生态系统中起着重要的作用。对海洋线虫进行种类鉴定是线虫研究中最重要的工作之一。目前,海洋线虫的鉴定主要采用形态学的分析方法,但是这种方法往往费时费力,对于如此丰富的物种,急需新的鉴定方法。作者以黄海潮间带自由生活线虫优势种——中华钩线虫(Oncholaimus sinensis)为例,在形态学分类的基础上,将DNA条形码技术引入线虫的鉴定中,探讨了线粒体细胞色素C氧化酶第一亚基(mt COI)基因序列、28S r DNA序列的D2D3区以及18S r DNA序列的部分序列作为DNA条形码在中华钩线虫中的适用性。结果表明,18S r DNA序列可作为该种线虫的DNA条形码,为海洋线虫的DNA条形码研究提供了很好的借鉴。目前,利用DNA条形码技术对海洋线虫进行鉴定的报道在国内还属空白,本研究将是海洋线虫分类学研究的很好补充。同时,对于了解该海域海洋线虫多样性及群落分布格局,开展海洋环境监测,进而对海洋的底质环境状况进行健康评价具有十分重要的科学意义。  相似文献

From 1984 to 1993, the Georgia Geologic Survey (GGS) participated in the Minerals Management Service-funded Continental Margins Program. Geological and geophysical data acquisition focused on offshore stratigraphic framework stud ies, phosphate-bearing Miocene-age strata, distribution of heavy minerals, nearsurface alternative sources of groundwater, and development of a PC-based Coastal Geographic Information System (GIS). Seven GGS publications document results of those investigations. In addition to those publications, direct benefits of the GGS's participation include an impetus to the GGS's investigations of economic minerals on the Georgia coast, establishment of a GIS that includes computer hardware and software, and seeds for additional investigations through the information and training acquired as a result of the Continental Margins Program. These additional investigations are quite varied in scope, and many were made possible because of GIS expertise gained as a result of the Continental Margins Program. Future investigations will also reap the benefits of the Continental Margins Program.  相似文献
