ABSTRACT

Peri-urban areas are the interface between urban and rural regions, with these regions traditionally acting as foodbowls for adjacent urban areas. This peri-urban agriculture provides a diverse suite of benefits to urban areas. Increasingly, however, peri-urban areas are being converted to residential uses, driven in part by higher land values secured for land converted for residential development. In Sydney, planning and development has tended to treat peri-urban areas as ‘suburbs in waiting’. Using a Foucauldian governmentality approach, this paper investigates the prevailing rationalities in metropolitan-level strategic planning documents—in particular A Plan for Growing Sydney and the Draft South West District Plan—and how these rationalities relate to peri-urban agriculture. Our analysis shows that the three overarching rationalities—the global city, the compact city and the sustainability agenda—frame the urbanisation of peri-urban agricultural lands as necessary and inevitable, and only integrate agriculture as part of the future of the city of Sydney when it can be rationalised within the ‘global city’ narrative. As a result, peri-urban areas are not considered to have unique planning needs, but are imagined as latent spaces that will enable Sydney to meet its housing and job targets through their future development.  相似文献

Equity issues associated with Sydney's engagement with prosperity, especially over the last decade, are examined. Sydney is positioned within the historic contexts of major national economic change and of globalisation, noting especially the rise in importance of the financial, property and business services sectors. These sectors are concentred in inner Sydney and have helped position Sydney as Australia's leading global city, thereby generating jobs and growth in incomes. At the same time, however, there have been major shifts in patterns of income distribution across the Sydney metropolitan area and between Sydney and other parts of Australia. In particular, we note the 'revitalisation' of Sydney's inner-urban areas and their association with new forms of Central Business District (CBD) workforce growth and a significant realignment of journey-to-work patterns. Using Australian Taxation Office income data, the dynamics and some of the equity outcomes of 1990s prosperity within the Sydney metropolitan area are examined, paying particular attention to the impact of change in and around the Sydney CBD and the City of Sydney local government area. We find that there has been a complex shift in the nature of inequality across the Sydney metropolitan area, including a widening in incomes in some instances and a major geographic shift in Sydney's income-divide axis. The paper concludes by arguing that ongoing economic prosperity in Sydney will depend on the extent to which social cleavage can be avoided by a more equitable sharing of the benefits of prosperity.  相似文献

The period 1996-2001 has witnessed a refocusing of population growth on Sydney and Melbourne as both cities have developed significant concentrations of so-called 'new economy' jobs and taken on, to greater or lesser extents, the characteristics of global cities. The consequence of these trends, for Sydney most particularly, is population growth. This paper establishes this demographic reality by describing recent demographic trends in Sydney and possible future scenarios for Sydney's population, given differing levels of fertility, internal migration and international migration. A related future trend is also traced--that the number of households in Sydney will grow more rapidly than the population due to changes in household structure. This raises the issue of how and where these households will be accommodated, given the relative land shortage in the Sydney Statistical Division and given that there is no doubt that planners in New South Wales will be attempting to maintain and enhance Sydney's status as a global city. In sum, the paper argues that Sydney planners should be preparing for growth of around one million people in the next 20 years and a further one million in the following 30 years. To maintain that potential future residents of Sydney can be redirected to other parts of New South Wales is a vain hope.  相似文献

Since their post-war inception, Sydney's metropolitan plans have tended to be overtaken by the social, economic and environmental conditions they have had to confront. The depth and scope of Sydney's recent urban transformation threatens again to overtake metropolitan planning capacity creating, in the context of competitive globalisation, a potentially significant market disadvantage for the city, not to mention poor urban development outcomes. This paper reviews Sydney's post-war metropolitan planning strategies, examining the social and economic contexts and the policy paradigms in which they have been framed, in order to draw out the lessons to be learned from their successes and failures. We argue that future success in planning urban development will rely on richly informed and fine-grained understanding of the complex spatial outcomes of Sydney's ever-deeper global integration. Only such fine-grained understanding can empower metropolitan planning to be responsive to the evolving challenges of managing development in the contemporary urban context.  相似文献

The urban transition almost always involves wrenching social adjustment as small agricultural communities are forced to adjust rapidly to industrial ways of life. Large-scale in-migration of young people, usually from poor regions, creates enormous demand and expectations for community and social services. One immediate problem planners face in approaching this challenge is how to define, differentiate, and map what is rural, urban, and transitional (i.e., peri-urban). This project established an urban classification for Vietnam by using national census and remote sensing data to identify and map the smallest administrative units for which data are collected as rural, peri-urban, urban, or urban core. We used both natural and human factors in the quantitative model: income from agriculture, land under agriculture and forests, houses with modern sanitation, and the Normalized Difference Vegetation Index. Model results suggest that in 2006, 71% of Vietnam's 10,891 communes were rural, 18% peri-urban, 3% urban, and 4% urban core. Of the communes our model classified as peri-urban, 61% were classified by the Vietnamese government as rural. More than 7% of Vietnam's land area can be classified as peri-urban and approximately 13% of its population (more than 11 million people) lives in peri-urban areas. We identified and mapped three types of peri-urban places: communes in the periphery of large towns and cities; communes along highways; and communes associated with provincial administration or home to industrial, energy, or natural resources projects (e.g., mining). We validated this classification based on ground observations, analyses of multi-temporal night-time lights data, and an examination of road networks. The model provides a method for rapidly assessing the rural–urban nature of places to assist planners in identifying rural areas undergoing rapid change with accompanying needs for investments in building, sanitation, road infrastructure, and government institutions.  相似文献

Abstract

The built-up area of Addis Ababa and its surrounding towns is expanding into the peri-urban region leading to high losses of farmland, directly influencing the food production for the urban population. This paper investigates the patterns of settlement growth in the region surrounding Addis Ababa and their impact on peri-urban agriculture using an urban spatial scenario design model. The effects of two population density scenarios are explored within the framework of a proposed master plan. The model output was used to estimate areas of different suitability levels that would be lost to the modelled settlement expansion. The settlement area in 2038 would represent 29% of the case study’s total area in the low-density scenario but only 19% in the high-density scenario. Compared to the low-density scenario, the high-density scenario would only require a third of the agricultural land transformed into settlement areas. Settlement development would contribute to higher losses of land suitable for cultivating important export products, high nutritional value and import-substituting products. The scenario approach can support sustainable regional planning for settlement expansion that conserves valuable farmland in the peri-urban area and contributes to building capacity for strategic planning of the city regions of sub-Saharan Africa.  相似文献

In this ‘Thinking Space’ essay we revisit Maurie Daly’s 1982 book Sydney Boom, Sydney Bust, fuelled by concern for how Australian cities are being transformed by financialised real estate. Daly's insights remain highly relevant to Sydney and other cities around Australia and the world today. Poorly planned densification, inflated property markets, land speculation, and housing poverty are all outcomes of the (global) capitalist intersection of finance and land in Australia. The overwriting of Aboriginal country with colonial-capitalist systems of land ownership set in train a process of land and housing booms, bubbles and busts that are better understood by their circular continuity rather than as a set of ephemeral ruptures. It is the property and finance system itself, rather than any ruptures to it, that reproduces unequal and alienating social relations. Researchers investigating property speculation, global capital, urban planning and financialisation, we argue, ought to revisit this key text to inform their contemporary analyses. Moreover, those wielding power over Australian urban affairs would do well to read it too, lest its lessons be ignored for another generation.  相似文献

This paper examines the patterns of residential concentration and dispersion and the socio‐economic profiles of major immigrant groups from Asia in Sydney at the 1991 Census, taken soon after the largest immigrant boom in Sydney's urban history, which occurred between 1986 and 1988. It makes use of detailed birthplace, language and religion cross‐tabulations by area and socio‐economic indicators, as well as four‐digit occupational data from the Census. It then tests to what extent immigration flows from different parts of Asia have been linked to Sydney's emergence as a global city, and whether the disadvantage or advantage associated with the settlement of some communities is tied to restructuring, globalisation, language difficulties, residential concentration, or other factors.  相似文献

Measuring the sustainability of a city, and ranking the city against other cities, is increasingly seen as a way to achieve urban sustainability. A number of studies have highlighted how Sydney is unsustainable, with two recent ranking exercises appearing to confirm these findings by placing Sydney below many other Australian cities for urban sustainability. These two exercises are situated within international moves towards ranking cities. The article explores the assumptions and criteria used by Mercer in its Eco-City Index and the Australian Conservation Foundation in its Sustainable Cities Index. The conclusion discusses how Sydney could become more sustainable, and identifies why normative urban sustainability rankings should be recognised for their potential while simultaneously being treated with caution.  相似文献

This paper examines the claim that the North Ryde–North Sydney arc is Australia's ‘Silicon Valley’, seeking firstly to identify the empirical validities behind the claim, and secondly to ask how the documented patterns might be explained. The paper evidences the fact that this area indeed provides the pre-eminent site for Australia's information technology and telecommunications (ITT) sector. However, examination of this industry suggests that its expansion in Sydney has been motivated primarily by the increasing centrality of advanced producer services within the high-order business sector. It is Sydney's attributes for multinational business, as opposed to the propulsive dynamics of local clustering per se, which appears to explain the spatial concentration of these activities. Thus, it is the urbanisation economies of Sydney more than the localisation economies of the ITT sector which account for the growth of this sector in the city. Nevertheless, localisation economies are sporadically significant, suggesting that Sydney's ITT sector is to a certain extent a hybrid product of the two types of economies.  相似文献

Throughout the last decade, the Australian economy has experienced its second longest period of uninterrupted prosperity in recorded history. The paper argues that this prosperity is sourced from an extraordinary surge in finance-based economic activity along Australia's eastern seaboard, especially in the Sydney region. Population growth in the Sydney basin has further fuelled the region's economic growth. The spatialised nature of this prosperity has produced a major shift in distributional outcomes across Australian regions and among households. Sydney-based households, especially those in inner 'global Sydney' neighbourhoods, have had access to high rates of job creation and sustained increases in income and house values. On the other hand, non-metropolitan households away from Sydney--those in regional and rural Australia--have experienced largely negative consequences as historical inter-sectoral and spatial redistribution mechanisms have been dismantled. The paper shows how divergent experiences of the new prosperity have produced an unstable political landscape in regional and rural Australia. It concludes by urging further research into the spatialised nature of economic changes in Australia, especially research that is conscious of distributional flows and outcomes.  相似文献

This article explores the use of nighttime satellite imagery for mapping urban and peri-urban areas of Australia. A population-weighted measure of urban sprawl is used to characterize relative levels of sprawl for Australia's urban areas. In addition, the expansive areas of low light surrounding most major metropolitan areas are used to map the urban–bush interface of exurban land use. Our findings suggest that 82 percent of the Australian population lives in urban areas, 15 percent live in peri-urban or exurban areas, and 3 percent live in rural areas. This represents a significantly more concentrated human settlement pattern than presently exists in the United States.  相似文献

This article examines land-use development applications for minority religious facilities in two local government areas on the rural–urban fringe of metropolitan Sydney, Australia. Using critical discourse analysis and underpinned by Lefebvre's (1991) conceptual triad of space, the work interrogates the way in which place identity is generated and codified both by land-use planners and local residents through spatial representation. This representation is revealed in discourses around the compatibility of minority religious facilities for particular zones, lack of a sufficient minority population and social disruption. These discourses reveal a construction of peri-urban space that is aligned with particular elite Anglo-Australian activities (horse riding and gentleman farms) and land uses (rural residential, small-scale agriculture and the ‘bush-church’). These case studies illustrate the potential for the creation of exclusionary, abstract space by urban planners but also the ways in which local residents use discoursive strategies to ensure the stability of their position as elites in rapidly changing spatial situations.  相似文献

The peri-urban area is the region where there is a more dynamic interaction between the urban and rural. The peri-urban area supplies natural resources, such as land for urban expansion and agricultural products to feed the urban population. In arid and semi-arid lands, such as northern Mexico, these areas may also be the source of water for the city's domestic demand. In addition, scholars argue that peri-urban residents may have a more advantageous geographical position for selling their labour and agricultural products in cities and, by doing so, sustaining their livelihoods. A considerable number of studies have examined the peri-urban to urban natural resources transfer in terms of land annexation, housing construction, and infrastructure issues; however, the study of the effects of the reallocation of peri-urban water resources to serve urban needs is critical as well because the livelihoods of peri-urban residents, such as those based on agriculture and livestock, depend on water availability. In the case of Hermosillo there is a tremendous pressure on the water resources of peri-urban small farm communities or ejidos because of urban demand. Based on interviews and structured surveys with producers and water managers, this paper examines how peri-urban livelihoods have been reshaped by the reallocation of the city's natural resources in many cases caused some ejido members or ejidatarios to lose livelihoods.  相似文献

In recent years, a vibrant literature on urban informality has emerged in urban geography. A key claim of this literature is that informality is not only present in cities in the Global South, and that the concept can be usefully applied to understand important dimensions of urbanisation in cities in the Global North. In this paper, we apply insights from that literature to an examination of informality in Australian cities, as a means of deepening our understanding of changes currently underway in urban governance and politics. Drawing on that literature and our own research into informal practices in Australian cities, we examine the forces that help to produce informality, the diverse forms and agents of informality, the forms of authority that they enact, and their relationship to formal economies, regulations and politics. We use examples of informal housing, informal labour, do-it-yourself music venues, graffiti and its regulation, food foraging, and queer community building in Sydney to illustrate our arguments. We conclude by reflecting on the lessons learnt across these diverse cases for our understanding of urban governance and politics in Australia, and offer an agenda for further research on this issue.  相似文献

Non‐recognition is one of the key modes of re‐inscribing the Other. In Sydney's anti‐mosque politics this form of oppression was manifest as a discourse of absence. Sydney Muslims have been portrayed as non‐existent within, or external to, localities where mosques have been proposed. In these circumstances claims to belonging and citizenship by Sydney Muslims have been fundamentally injured. Census data are used to challenge the historical and contemporary constructions of Islamic absence in Australia. Sydney Muslims are a culturally diverse and somewhat disparate faith group. They are increasingly present in areas outside of the initial zones of residential focus. This diversity and dynamism is a substantial challenge for Islamic community building (Ummah) in Sydney and presents rich foci for further research.  相似文献

Perimetropolitan regions of Australian cities have been represented as populated predominantly by lower income, first-home buyers who endure poor accessibility to jobs and services as the cost of obtaining a foothold in housing markets. Perimetropolitan regions may be conceived as consisting of outer suburban, periurban, and exurban residential settings, each of which offers different combinations of housing costs and environmental amenity. These combinations influence the characteristics of people who choose to locate in the three settings. Based on a survey of more than 600 households that chose to settle in Sydney's perimetropolitan region in 1991, this paper compares and contrasts sociodemographic, housing tenure, journey-to-work, and choice factors of movers. Their profiles are broadly consistent with expectations, but there is much heterogeneity within settings and overlap between them. Representations of the Australian outer city as a region of deprivation retain merit, but with considerable qualification.  相似文献

Sierra Leone has recently emerged from a long period of political instability and is ranked among the world's poorest countries. During the decade-long civil war of the 1990s, widespread forced out-migration left much of the countryside abandoned, as rural residents fled to the safety of the capital city, Freetown. Consequently, food production became severely dislocated and, in the post-conflict era, the state of the agricultural sector has become a major concern to governmental and non-governmental development agencies. Focussing on the question of urban food security in Freetown, this paper examines the incidence, dynamics and significance of urban and peri-urban agriculture (UPA) among households, at a crucial point in Sierra Leone's post-conflict reconstruction phase. Drawing on recent field-based data, the paper contributes to the growing debate concerning how urban planning and development might be reconciled with the promotion of an ‘enabling environment’ in which UPA is encouraged and supported. It is argued that in the case of Freetown, a detailed evaluation of UPA is urgently needed to determine how agricultural activities can fit in with urban structure, urban problems and the livelihoods of a wide range of actors in and around the city. The paper concludes that not only is UPA a vital element in ensuring household food security, but it could potentially play a fundamental role in safeguarding the urban food continuum and promoting sustainable urbanization in the post-conflict period and beyond.  相似文献
