During the 1970s Italy changed from being a country of mass emigration to one of mass immigration, taking over from Germany the role of Europe's main recipient of immigrants from less developed countries. By 1991 the officially registered foreign population in Italy stood at 860,000; however, clandestine migrants push the real figure above 1 million. Italy was generally unprepared for this immigration and policy has been slow to evolve. Analysis of residence permit data show that the immigrants come increasingly from Third World, especially African, countries, and that there is a relative concentration in the north of Italy. One third of the immigrants are Moslem. Employment data are scarce but indicate that around two–thirds are involved in low-grade service sector activities (street-trading, domestic service, hotel work etc.). There is a high degree of occupational specialisation amongst certain national groups (Senegalese street-hawkers, Tunisian fishermen, Filipino domestics etc.). The immaturity of the immigration is also revealed by marked gender and age assymetry. Five main causes are suggested as being behind the immigration: ease of entry; Italy's increasing prosperity; segmentation of the Italian labour market, opening up specific niches for immigrant employment; dominance of push factors from the countries of origin; and the demographic collapse in Italy. Within Italy, the reaction to immigration has not been very favourable. Opinion polls indicate that Italians have mainly negative and stereotyped views of immigrants and there is disturbing evidence of growing racism. Further inflows of immigrants are likely, whatever policies Italy attempts to put in place.  相似文献

Under mounting pressure from women, Canada introduced employment policies to address the gender wage gap and women's access to a wider range of jobs. The policies were generally introduced between the late 1970s and early 1990s. Over time these policies have shifted from focusing on equality to emphasising equity. Two pivotal policies are pay equity and employment equity. In the end, the impact of these policies is difficult to assess. Keeping the European situation in mind we argue that they be considered as a component of broader changes rather than as specific causes of improving the situation of women in the Canadian labour market. Although agricultural work is declining in Hungary, farming remains an important source of employment. However, the agrarian population should not be regarded as homogenous because many small farms are worked only for subsistence and family income supplement. This is because of prolonged economic crisis which makes for a shortage of job opportunities in other sectors of the economy. Until economic growth accelerates there is a need for transitional solutions to the problem of unemployment. It is argued that the present farming system could be diversified through labour-intensive programmes to provide piped water and drainage in small towns and villages and simultaneously engage many of the long-term unemployed who are no longer entitled to benefit and lack the qualifications for jobs that require special skills. The environment could also be protected by the afforestation of 300–400 000 ha of arable land or its conversion to grassland. Light industry could also generate employment while stimulating the growth of local farm production and the improvement of the infrastructure. Training for unemployed young people should also be a priority if the erosion of rural labour resources is not to become irreversible. A much more proactive approach is needed from government to safeguard rural labour resources and achieve greater integration between forestry, farming and processing. The demise of South African Apartheid Planning in 1994 and subsequent lost of Umtata’s capital status when the Transkei was subsumed into the new Eastern Cape Province resulted in the major political transformation of the Transkei state. Central to the post-apartheid transformation was restructuring of Transkei bureaucracy which at the time of South Africa’s independence in 1994 displayed abnormalities. This paper documents the restructuring of the Transkei bureaucracy focusing on Umtata since 1994. The study has brought to the forefront the following facts: Firstly, that at the time of the Transkei merger into South Africa, employment in the government was ‘booming’ and to greater extent it was affected by Umtata’s role—being the capital city of the pseudo-Transkei state. Secondly, the post 1994-political transformation of the Transkei Bantustan impacted negatively on Umtata’s employment notably the civil service sector by ‘squeezing’ it during the early years of democracy (1994–2000). Thirdly, since 2001, with Umtata serving as the major urban centre of both King Sabata Local Municipality and OR Tambo District Municipality, employment in the civil service and municipality has been revitalized.  相似文献

Institutions are objects of study that raise questions about the relationship between continuity and change. Employment is changing and for this reason it presents an opportunity to explore how it is that paid work might be thought of as an institutional ‘space’ that is made up of enduring and shifting power relations. This paper views institutions through a lens of ‘power-geometries’, that is, as complex webs of relations of domination and subordination (Massey, D., 1992. New Left Review 196, 65–84). The paper illustrates these power-geometries by exploring employment in local authority cleansing depots in South East England. I concentrate on how the inequity of employment relations enables the institutionalisation of work practices. Employment relations were found to have shifted to different degrees according to the particular geographies and histories of labour markets, employer strategies, local politics and worker solidarities. Despite these variations the asymmetry of employment relations is seen to have endured. I conclude by arguing that whilst power-geometries are not fixed, when ‘institutionalised’ they are not easily changed during ‘everyday’ interaction.  相似文献

Malaysia is emerging as one of the most rapidly developing newly industrialized countries in the 1980s, mainly because it has pursued a strategy that is based on highly capital-intensive and export-oriented types of industries, financed by foreign capital and supported by a wide range of fiscal incentives. There has been, however, very little concern for the types and range of employment opportunities available. Based on unskilled labour, low wages and slow rates of employment absorption, this form of “industrialization-by-invitation” will in turn speed up processes or urbanization through rural-urban migration and create socio-economic problems of large city growth in the country.  相似文献

Perhaps the defining characteristic of development as a global discourse is its neoliberal character. Even recently liberated nations such as South Africa have not escaped its reach. In South Africa, there has been a movement from a development policy with a socialist resonance – the Reconstruction and Development Program (RDP) – to one decidedly neoliberal in form and substance – the Growth Employment and Redistribution (GEAR) policy. The articulation of neoliberalism through development policy is being facilitated through a series of measures among which are fiscal austerity, export oriented production and the privatisation of public sector services. While the GEAR policy, as a macroeconomic framework, is being contested by labour unions it is privatisation which is facing widespread opposition among communities. My intention is twofold, firstly, to investigate how neoliberalism as a global hegemonic discourse has succeeded in capturing, colonising and repackaging the development imaginary of the African National Congress (ANC). Secondly, I wish to examine how privatisation as a sub-discourse of neoliberalism is being articulated in the historically black township of Chatsworth, in Durban. I argue that the characterisation of the lower end of the service sector as innately poorly paid, casualised and unorganised confuses cause and effect. It describes the effects of an institutional vacuum that allows this sector to suffer severe wage competition, which results in low wages and poor working conditions. There is nothing innate in the lower end of the service sector that makes these jobs poorly paid except the lack of institutions, such as unions and the state, structuring this segment of the labour market. Pay and working conditions vary within the sector and between specific locations, and depend on institutions, or the lack of institutions, to structure the local labour market. I use the case of hotel employees and restaurant employees in Las Vegas to show that not only can high union densities affect wages and other measurable benefits but a strategically unionised labour market also can transform the structure of the labour market itself.  相似文献

Existing international literature on part-time farming derives mainly from developed country situtations. The vast and heterogeneous developing world awaits documentation, analysis and interpretation. New approaches will also be required due to different conditions, such as overwhelming dependence on agricultural employment, skewed patterns of access to land and high levels of landlessness. Heritage is also different as are future prospects.Colonial economic management introduced constrained part-time farming. For the native population, poll taxes induced migration to plantations. The Hacienda system in Latin America provides a built-in system of dependent part-time farming. Capitalist farming has been spreading rapidly, sometimes fueled by land reforms, and has boosted the use of the vast class of small farmers, usually part-timers, as a pool of low-cost and docile labour.Trends are not re-assuring. Entrepreneurial agriculture tends to displace small holders from the land and to throw them on to the labour market while at the same time it generally lowers the employment capacity of agriculture through modernization of production. Parttime farming seems as unstable as ever and operates against a secular threat to the employment and income of the vast rural labour force. Part-time farming in the developing world merits deep probing and imaginative assessment.  相似文献

This paper, written from a British perspective, presents a case for more local, as opposed to regional, economic research and argues for the central importance of the local labour market. Such research should direct its attention to the employment decision making of employers and employees. Alternative definitions of the local labour market are discussed, favouring that of M.W. Smart as the most appropriate. The importance of corporate spatial structure, and the labour force adjustment methods available to individual firms faced with declining product demand are discussed. Finally, a possible approach to local labour market analysis is outlined, based on the use of company personnel records.  相似文献

Since employment problems vary widely between individual localities, the definition of local labour market areas is of considerable importance for employment policy. The paper describes the results of studies undertaken to identify changes in self-contained labour market areas (LMAs) throughout Great Britain between 1961 and 1971. LMAs are defined by the application of a gravity formula to commuter flows between areas. The number of LMAs fell by one third over the decade, reflecting longer average work journeys. LMAs tended to combine on stable and predictable lines, through the strengthening of their main previous commuter links. The studies also show marked contrasts in LMA patterns between the central and peripheral regions of Britain. Most of the conurbations comprise a number of separate LMAs (some of them extending far into the surrounding countryside) and thus cannot be regarded as unified labour markets. Over one half of the 25 largest LMAs are located outside the conurbations, representing large self-contained economic communities which are inadequately recognised in conventional geographical categories. The paper also notes recent changes in the Department of Employment's “travel to work areas” based on similar criteria. Finally, it seems likely that LMAs have continued to expand since 1971 as the result of interconnected developments in housing, employment and transport.  相似文献

This paper is a review of statistical data and existing research on the part-time farming in Spain. The available data show an important level of development of the phenomenon: in 1965, 37.7 % of the earnings obtained by farm families are from jobs off the farm; in 1972, 48 % of the agrarian operators had main jobs off the farm. Most of the part-time farms are of small size although the phenomenon is also important on groups of farms of the largest size. The regional studies show a greater development of part-time farming in the Cantabrian coast, where the part-time farmer working in industry prevails, and in the E and S regions, where the jobs off the farm but within the agrarian sector (wage labour) are very important. Some studies on the stability of part-time farming show that this stability depends on the type of farming, the market of agricultural land in the area and the conditions of the jobs off the farm. There have been many studies of the retail industry in recent years, and of the impact that retailing has had on the spatial arrangement of urban areas and on consumer behaviour. Little attention has been paid, however, to employment in retailing, which is disturbing in view of its growing importance and its rapidly changing nature and composition. This paper examines the nature of the broad structural changes within the industry, and investigates their spatial consequences through a case study of employment generation within a system of suburban retail centres in Canberra, Australia. It is shown that the evolution of suburban centres, particularly those of a regional variety, has had an important and enriching impact on the suburban labour market. The regional centres are also seen to be the focus of the major structural employment changes currently affecting the retail industry. This paper reports the results of an analysis of service sector employment trends in Merseyside. The main data source was the Census of Employment covering the period 1971–1975; comparisons are made between Merseyside and national trends. The paper contains analyses of changes in industrial and male and female employment, tertiary and quaternary sector services, growth and declining industries, public and private sector employment, office employment and the components of employment change. Particular attention is paid to differences between the Inner City and Outer Areas of Merseyside. Employment decline was widespread in the service sector, as was also the case in manufacturing. Employment decline is likely to continue because of a number of adverse factors affecting the local economy. The paper concludes by describing a number of initiatives the public sector could take in association with private sector interests to promote the further development of service industries which are already established in Merseyside.  相似文献

Natural disasters are one of the main channels through which ecological and socio-economic systems interact. In particular, the severe impacts of earthquakes could disrupt activities in the labour market. However, the literature barely researched the long-term effects of such events. To investigate this issue, this article is concentrated in Chile that is subject to recurring seismic movements. The 27 February 2010 Bío-Bío Chile earthquake (Mw 8.8) was the second strongest in the history of the country. This natural disaster can be used to evaluate the response of the labour market to an exogenous shock. Besides, the capacity for resilience in the labour market is crucial for people who rely on their job. This document analyses the impacts of the 2010 Bío-Bío earthquake and tsunami on Chilean labour market outcomes, in particular, the quality of employment. With this objective, different data are combined for analysing the effect in the short and long term. Also, distinct econometric techniques and exogenous measurements of seismic acceleration are used. The evidence shows that these catastrophes harmed the labour market in the short term. However, in the long term, the government’s reconstruction efforts and other factors could have attenuated the adverse effects over some variables in the most affected zones.

In this paper an attempt is made to study the spatial division of labour in Britain, through an investigation of the changing structure of employment in the manufacturing sector between 1971 and 1981. The separate impacts of loss in the volume of manufacturing employment, change in the balance between production and non-production activities in the occupational structure and the spatial shift of the population employed in manufacturing upon spatial variations in manufacturing employment change are tentatively identified. Data on the socio-economic composition of the population employed in manufacturing from the Small Area Statistics of the Censuses of Population for 1971 and 1981 are used to measure the impact of these processes at the local labour market area (LLMA) scale and to draw conclusions for the future employment prospects of different parts of Britain.  相似文献

The paper examines the interlinked development of social process and spatial form in the analysis of the changing patterns of production and employment in France. A major hypothesis is that specific phases of capital accumulation are associated with the use and production of specific forms of spatial diferentiation, and that recent changes in the location of employment in France are connected with the transition from one stage of capitalist development to another. Thus the changing spatial pattern of agricultural employment is seen as part of the decay of petty commodity production and the intergration of family farming into a new capitalist agriculture. Similarly, spatial change in manufacturing employment is also a component of industrial restructuring, and the associated development of new infrastrucural and labour requirements. The French state is one element of these processes and the article concludes with a case study of the relationships between capital accumulation and regional policy.  相似文献

This paper examines the increasing complexity of interactions between temporary staffing agencies and their client firms within the local labour market of Birmingham, UK. Temporary Staffing Agencies have been identified as active and influential agents in local, national and international labour markets. Their influence on local labour market functioning, national labour regulation and international regulatory frameworks is growing. Existing literature demonstrates the power of large multinational temporary staffing agencies in both established and emerging temporary staffing markets. Such analyses also contend that multinational agencies operate in very different ways to smaller independent ‘back-street’ temporary staffing agencies, with different types of clients and at different ends of the market. However, the research conducted in Birmingham, UK suggests that the reality is more complex. It is argued that there can be more subtle and intricate nuances of relevance to the temporary staffing industry in respect of the relationships that exist between large and small temporary staffing agencies, as well as between such agencies and their clients. We highlight how smaller agencies in Birmingham are utilising a variety of strategies and tactics to creatively ‘bolt-on’ to more formalised national agreements established by multinational agencies with their clients. Moreover, smaller agencies – in some instances – are able to exploit their knowledge of local labour markets to subvert, sabotage and/or infiltrate the activities of multinational agencies in increasingly astute ways. In turn, this generates a series of questions for understanding the nature of ‘market making’ associated with the temporary staffing industry more broadly.  相似文献

The concept 'new economy' is widely used to characterise the outcomes of contemporary restructuring processes – but in contrasting ways: by globalisation and the increasing use of communication and information technologies as well as by deregulation, polarisation, feminisation of employment and new, more flexible patterns and hours of work. These tendencies are interlinked and partly account for growing social and gender divisions. They pose problems for social sustainability but also develop differently in different economic and social formations. This paper develops a theoretical understanding of widening social divisions and their gendered form, indicates how these tendencies have developed to different degrees within the European Union and illustrates how the divisions are experienced by people in a local labour market in the neo liberal UK, where social and gender divisions are particularly wide.
