Increases in wildfire frequency and extent in rangelands pose a growing threat to private property and ecosystem health. The state of Idaho, USA, recently promoted rangeland fire protection associations (RFPAs)—nonprofit organizations of local citizens who contribute to firefighting efforts on public rangelands—as one way to mitigate rangeland wildfire risk. This study used in-depth interviews with RFPA members and land management professionals to explore the local circumstances that influenced the establishment and functioning of one RFPA. Results indicate that intergenerational ties to “working the land,” existing reciprocity among neighbors, a culture of self-reliance, and informal social networks all contributed to RFPA formation and functioning. Interaction between RFPA members and professionals improved their relationships and promoted shared understandings about wildfire response. We conclude by discussing conditions that might enable or inhibit RFPAs in other areas and how our findings advance research on adapting mitigation programs to local context.  相似文献

Managing wildland fire incidents can be fraught with complexity and uncertainty. Myriad human factors can exert significant influence on incident decision making, and can contribute additional uncertainty regarding programmatic evaluations of wildfire management and attainment of policy goals. This article develops a framework within which human sources of uncertainty in wildfire management can be classified and managed, specifically identifying social, institutional, and psychological factors that can affect wildland fire incident decision making. These factors are reviewed in the context of wildland fire incident management and the literature regarding fire manager decision making. I then provide specific recommendations for addressing these issues, with a focus on improving incident decision processes. Extending this framework to consider a broader set of human factors and to consider how human factors affect the broader wildfire management spectrum could lead to improved fire management outcomes.  相似文献

Fire regimes emerge partly from human activities that reflect cultural‐ecological knowledge of the relationships among fire, vegetation, grazing, climate, and other variables, as well as social relations. More knowledge of such “fire cultures,” past and present, therefore remains necessary to better understand the causes and persistent consequences of landscape burning. In the neotropics, people have used fire for centuries to manage livestock pastures. Conventional wisdom has long posited that such practices derived solely from antecedent European and indigenous, Native American fire cultures. Analysis of accounts of rangeland burning from throughout the neotropics during colonial times, however, demonstrates that ranchers incorporated African fire cultures and that the timing of burning shifted from early during the dry season in the sixteenth century to late during the dry season by the nineteenth century.  相似文献

Wildfire is one of several potential disturbances that could have extraordinary impacts on individuals and communities in fire-prone areas. In this article we describe disturbance risk perceptions from interviews with residents in three Florida communities that face significant wildfire and hurricane risk. Although they live in areas characterized by emergency managers as having high wildfire risk and many participants have direct experience with wildfire, residents tended to share high hurricane and low wildfire risk perceptions. The different perceptions of risk seem linked to several factors: direct hurricane experience, different scales of impact, the local “hurricane culture,” effectiveness of local ordinances and development patterns, perceived predictability of the event, and perceived ability to control the event. This study shows that residents may perceive and act to reduce risk for one disturbance in relation to their perceptions, concern, and actions for another.  相似文献

Despite wildfire being an important regulator of dryland ecosystems, uncontrolled wildfire can be harmful to both forest ecosystems and human society, and wildfire prevention and control continue to raise worldwide concern. Wildfire management depends on knowledge of wildfire ignitions, both for cause and location. The regimes and factors influencing wildfire ignition have been studied at length. Humans have a profound effect on fire regimes and human activity is responsible for igniting the largest number of fires in our study area. Understanding the spatial patterns of ignitions is foremost to achieving efficiency in wildfire prevention. Previous studies mainly concentrate on overall wildfire risk integrating numerous factors simultaneously, yet the importance of human factors on ignition has not received much attention. In this study, we mapped human accessibility to explore the influence of human activity on wildfire ignition in a simple and straightforward way. A Bayesian weights-of-evidence (WofE) method was developed based on fire hotspots in China's Yunnan province extracted from satellite images and verified as known wildfires for the period 2007–2013. We considered a set of factors that impact fire ignition as associated with human accessibility: the locations of settlements, roads, water and farmland susceptible to human wildfire ignition. Known points of likely wildfire ignition were selected as training samples and all suspected thematic maps of the factors were taken as explanatory layers. Next, the weights of each layer in terms of its explanatory power were computed and used to generate evidence based on a threshold to pass a statistical test. The conditional independence (CI) of each layer was checked with the Agterberg-Cheng test. Finally, the posterior probability was calculated and its precision validated using samples of both presence and absence by withheld validation data. A comparison of WofE models was made to test the predictability. Results show proximity to villages, roads and farmland are strongly associated with human wildfire ignition and that wildfire more often occurs at an intermediate distance from high-density human activity. The WofE method proved more powerful than logistic regression, improving predictive accuracy by 10% and was more straightforward in presenting the association of dependence and independence. In addition, WofE with 1000 m buffer bands is more robust in predicting human wildfire ignition risk than binary or 100 m buffers for the ecoregion studied. Our results are significant for advising practical wildfire management and resource allocation, evaluation of human ignition control and also provides a foundation for future efforts toward integrated wildfire prediction.  相似文献

This article presents findings of a study that explored how culture influenced support for wildfire mitigation in Peavine Métis Settlement, an Aboriginal community located in Alberta, Canada. Community-based research was completed using interviews, focus groups, and participant observation. The results show that cultural factors appeared to influence wildfire mitigation preferences. Participants indicated the current state of the forest was not natural, and that mitigation activities would likely improve forest health. Participants supported Settlement Council-led wildfire mitigation activities at both the residential and community level due to a preference for communal action and collective problem solving. Participants also were found to distrust “outsiders” and preferred programs developed by members of their own community. The results of this study show that wildfire mitigation programs based on local culture can be well supported in an Aboriginal community.  相似文献

炭屑是探索自然火和人类用火及其驱动机制的重要指标。作者试图通过孢粉提取法获得毛乌素沙地东缘锦界剖面全新世中期(7.5~4.6 ka)的炭屑记录, 用来揭示该地区炭屑变化特征和火灾历史, 并探讨其与气候环境变化之间的关系。结果表明:在7.5~4.6 ka期间炭屑浓度变化范围为340~17 420粒·g-1, 平均为3 350粒·g-1。剖面炭屑总浓度变化趋势曲线呈“弓形”, 即在7.2 ka以前炭屑浓度较低, 平均约为1840粒·g-1 ;在7.2~6.6 ka浓度最高, 平均约为5 280粒·g-1, 并在6.8 ka前后达到峰值17 400粒·g-1 ;在6.6 ka之后浓度下降, 平均为1720粒·g-1。同时, 炭屑粒径指标表明<50 μm的炭屑占主导,>100 μm的炭屑稀少。炭屑浓度主要反映火灾频率和强度, 炭屑粒径则反映火灾距离和范围, 即毛乌素沙地东部在全新世中期火灾活动相对频繁并在6.8 ka左右达到最大值, 同时炭屑物源较远, 主要为区域性火灾。锦界剖面的化学风化指数、地球化学元素和粒度变化特征表明该地区在7.5~4.6 ka气候条件整体较好, 湿度增加, 处于全新世适宜期, 并在7.2~6.6 ka达到最佳值, 这表明毛乌素沙地的火灾主要发生在气候最佳时期。结合毛乌素沙地及其邻区的孢粉资料推测, 该地区在全新世气候适宜期时植被相对茂盛, 为毛乌素沙地的火灾提供了丰富的可燃烧物, 可能是火灾增多的主要原因。  相似文献

Indigenous knowledge is a multilayered knowledge system that can inform contemporary management in both natural observations and cultural value. Centuries old observations preserved within song, chant, and story has been globally recognized as a resource to integrate with conservation efforts for endangered species. In the case of the endemic land snails, kāhuli, of the Hawaiian archipelago, there is a prominent cultural presence preserved in oral tradition and written records in 19th and early 20th century’s Hawaiian language newspapers. As we witness the dramatic decimation of one of the greatest models of species radiation, the unveiling of the repositories of indigenous knowledge is crucial for conservation of these endemic land snails. This paper reports on indigenous knowledge that informs about the cultural significance (i.e., poetic device, metaphorical role, importance to hula) and ecology of kāhuli, and how indigenous knowledge can contribute to conservation efforts of rare and endangered species.  相似文献

The Cultural Impact Assessment of the Saru River Region represents the first time that a site investigation was implemented in Japan in order to preserve an ethnic culture in relation to the construction of a dam. One of the project's basic concepts was to get local residents, especially those of Ainu ethnicity, to participate in the investigation. Existing case studies of environmental impact assessment have argued that the assessment has failed to sufficiently involve Indigenous people in its process and has largely failed to incorporate Indigenous knowledge, cultural values, and voices into its processes and outcomes. Also, intangible aspects of Indigenous cultural heritage have not been protected. In the Cultural Impact Assessment of the Saru River Region, the Final Report was released in 2006 and significantly included the 3 year investigation of input by local residents. In this sense, this assessment succeeded in effectively involving Indigenous people in its process and in reflecting their cultural values in its results. The more important issue is, however, how these results were included in the final outcomes. If Indigenous people have no power over final decision making, their involvement is not effective. This paper analyses the significance and unresolved problems involved in this overall assessment process.  相似文献

Although researchers agree that public participation in natural resource decision making is critical to institutional acceptance by stakeholders and the general public, the processes to gain public perceptions of fairness, agency trust, and acceptance of management decisions are not clear. Using results from a mail survey of Minnesota resident anglers, we used structural equation modeling to examine how instrumental versus symbolic motives related to anglers’ perceptions of agency fairness, trustworthiness, and ultimately acceptance of fisheries management decisions. We applied laboratory research on relationships among procedural fairness, trust, and management acceptance, and then tested models incorporating anglers’ perceptions of voice for anglers and nonanglers in management decisions. Results suggested that trust fully mediated the relationship between procedural fairness and management acceptance. Angler perceptions of angler and nonangler voice both related to views of procedural fairness, but angler voice was more strongly related and was also significantly related to acceptance of management decisions.  相似文献

Tree stem (>2 m tall) mortality was assessed following a late dry‐season wildfire across a seasonally flooded elevation gradient at Workshop Jungle, near Darwin, in the Northern Territory of Australia. For all species combined, dead stems had significantly smaller diameter at breast height (dbh) than living stems. Assessment of tree‐stem damage following a tropical cyclone at Cobourg Peninsula, NT, revealed that damaged stems had significantly greater dbh than undamaged stems for all tree species sampled across a boundary between monsoon rainforest and savanna. A greater proportion of stems were damaged by the cyclone than by the fire (28 per cent as against 18 per cent), although there were considerable between‐community differences in the proportion of damaged stems at the two sites. The fire caused little impact (<10 per cent) on total basal area of three different forest communities on the elevation gradient at Workshop Jungle. The cyclone was found to cause >50 per cent damage to total basal area of three different communities on Cobourg Peninsula. It is suggested that the combination of a cyclone followed by an intense fire in storm debris could potentially destroy a monsoon rainforest through its impact on all tree‐size classes. This may explain why some monsoon rainforests rapidly contracted following Cyclone Tracy that destroyed the city of Darwin on Christmas Day, 1974.  相似文献

Despite the historical importance of fire as a savanna land management tool, much controversy still surrounds discussions on anthropogenic fire utilization and the sustainability of indigenous land management practices in African savannas. This controversy is arguably a result of a discord between official fire policies and actual indigenous fire practices – a discord based on a gap in existing knowledge of, and a lack of informed literature on, the importance of fire for socio-economic and environmental survival in savanna environments. Addressing a continuing lack of research on the political ecology of fire, this study investigates the historical and present day socio-economic, environmental and political frameworks that affect anthropogenic burning regimes and land management in the Kafinda Game Management Area and Kasanka National Park in Zambia. A series of participatory research activities revealed the continuing importance of fire to rural livelihoods, but that a mismatch in desired burning regimes exists between local stakeholders. The paper argues that local power relations are preventing the local communities from adopting burning regimes that would be more environmentally sustainable and more in line with present day farming systems.  相似文献

Rivers and dams are increasingly contested venues where knowledge pluralism is critical for effective governance. To navigate change, decision-makers can adopt culturally-sensitive interventions to address the needs of diverse stakeholders and rights holders. Calls for Indigenous flows have become important as dam operators seek to renew their legal and social licenses to operate. Knowledge pluralism is needed to enhance decision-making about flows that better address complexity and change to Indigenous livelihoods and cultural practices. However, leveraging diverse knowledge types to inform these interventions is not simply a matter of changing management practice. Power relations can constrain knowledge pluralism. We contribute an empirical example that links power in a decision-making process about a dam in Saskatchewan, Canada, to the losses experienced by downstream Indigenous communities. This paper operationalizes power to illustrate its methodological utility and documents the interconnected losses, experienced by resources users, resultant from the marginalization of Indigenous knowledge.  相似文献

Effective wildfire management is an essential part of forest firefighting strategies to minimize damage to land resources and loss of human lives. Wildfire management tools often require a large number of computing resources at a specific time. Such computing resources are not affordable to local fire agencies because of the extreme upfront costs on hardware and software. The emerging cloud computing technology can be a cost- and result-effective alternative. The purpose of this paper is to present the development and the implementation of a state-of-the-art application running in cloud computing, composed of a wildfire risk and a wildfire spread simulation service. The two above applications are delivered within a web-based interactive platform to the fire management agencies as Software as a Service (SaaS). The wildfire risk service calculates and provides daily to the end-user maps of the hourly forecasted fire risk for the next 112 hours in high spatiotemporal resolution, based on forecasted meteorological data. In addition, actual fire risk is calculated hourly, based on meteorological conditions provided by remote automatic weather stations. Regarding the wildfire behavior simulation service, end users can simulate the fire spread by simply providing the ignition point and the projected duration of the fire, based on the HFire algorithm. The efficiency of the proposed solution is based on the flexibility to scale up or down the number of computing nodes needed for the requested processing. In this context, end users will be charged only for their consumed processing time and only during the actual wildfire confrontation period. The system utilizes both commercial and open source cloud resources. The current prototype is applied in the study area of Lesvos Island, Greece, but its flexibility enables expansion in different geographical areas.  相似文献

The number of people living in wildfire-prone wildland–urban interface (WUI) communities is on the rise. However, no prior study has investigated wildfire-induced residential relocation from WUI areas after a major fire event. To provide insight into the association between sociodemographic and sociopsychological characteristics and wildfire-related intention to move, we use data from a survey of WUI residents in Boulder and Larimer counties, Colorado. The data were collected 2 months after the devastating Fourmile Canyon fire destroyed 169 homes and burned more than 6,000 acres of public and private land. Although this study is working with a small migrant sample, logistic regression models demonstrate that survey respondents intending to move in relation to wildfire incidence do not differ sociodemographically from their nonmigrant counterparts. They do, however, show significantly higher levels of risk perception. Investigating destination choices shows a preference for short-distance moves.  相似文献

Wildfires have long been an important environmental concern in Florida. Recent wildfires along the urban-rural interface of large cities in Florida have pointed to the need for an increased understanding of the physical and biological mechanisms that govern wildfire occurrence. Increased awareness of the relationships between global climate changes occurring in the tropics and their teleconnections outside the tropics dictate a reevaluation of the role of phenomena such as El Niño-Southern Oscillation on the risk of wildfire. One simple way of illustrating the relationship between ENSO and wildfire occurrence is the use of an Analysis of Variance (ANOVA) on wildfire data that has been categorized according to ENSO status (El Niño, La Niña, and neutral years). This research shows that a statistically significant relationship exists between ENSO conditions and annual wildfire occurrence in Florida when ENSO conditions are treated as a potential precursor to wildfire conditions. In particular, a statistically significant relationship exists between both acreage burned and average fire size, when the data are separated into El Niño and La Niña categories according to the previous year's ENSO status. This supports the idea that the climate from previous years has a measurable effect upon fire statistics in the years following the climate measurements, and that it may be possible to create a regional fire prediction model that incorporates ENSO information. This paper focuses on spatial distribution of long-term fire patterns versus physical and anthropogenic elements of the environment that determine wildfire dynamics in Greece. Logistic regression and correspondence analysis were applied in a spatial database that had been developed and managed within a Geographic Information System. Cartographic fire data were statistically correlated with basic physical and human geography factors (geomorphology, climate, land use and human activities) to estimate the degree of their influence at landscape scale. Land cover types of natural and agricultural vegetation were the most influential factors for explaining landscape wildfire dynamics in conjunction with topography and grazing.  相似文献

This article explores land-tenure issues faced by Timor-Leste, specifically with reference to customary land, and the significance of mapping in resolving those difficulties. A critical review is undertaken of the pitfalls of Indigenous mapping and applications of Participatory Geographic Information Systems (PGIS) to achieve sensitive and empowering outcomes for customary groups seeking land claims. A methodology for mapping customary land in Timor-Leste is described and an analysis of the author's on-the-ground research is presented. Although the importance of customary institutions for rural land management across Timor-Leste is ascertained, this article does not advance a definitive land rights framework for the country or prescribe national mapping of customary areas. Instead, it argues for a mapping methodology to support land-use decision-making that can make sense of Indigenous knowledge and appropriate cultural practices in rural land-use claims. Identified as crucial in the process is the equal value attributed to evidence presented in myriad forms that may act as key information bridges across epistemological divides and knowledges. PGIS is a potentially important tool for resolving land-use conflicts in rural Timor-Leste when resolution occurs within a formalised institutional framework.  相似文献

Development of efficient forest wildfire policies requires an understanding of the underlying reasons behind forest fire occurrences. Globally, there is a close relationship between forest wildfires and human activities; most wildfires are human events due to negligence (e.g., agricultural burning escapes) and deliberate actions (e.g., vandalism, pyromania, revenge, land use change attempts). We model the risk of wildfire as a function of the spatial pattern of urban development and the abandonment/intensity of agricultural and forestry activities, while controlling for biophysical and climatic factors. We use a count data approach to model deliberately set fires in Galicia, N.W. Spain, where wildfire is a significant threat to forest ecosystems, with nearly 100,000 wildfires recorded during a thirteen-year period (1999–2011). The spatial units of analysis are more than 3600 parishes. Data for the human influences are derived from fine-resolution maps of wildland–urban interface (WUI), housing spatial arrangements, road density, forest ownership, and vegetation type. We found wildfire risk to be higher where there are human populations and development/urbanisation pressure, as well as in unattended forest areas due to both rural exodus and a fragmented forest ownership structure that complicates the profitability of forestry practices. To better help direct management efforts, parameter estimates from our model were used to predict wildfire counts under alternative scenarios that account for variation across space on future land-use conditions. Policies that incentivize cooperative forest management and that constrain urban development in wildlands at hotspot fire locations are shown to reduce wildfire risk. Our results highlight the need for spatially targeted fire management strategies.  相似文献

A consistent finding in the literature on Indigenous peoples is the importance of the sustainability of land, language and culture. All three are related, with the maintenance of one helping to protect the others. This paper uses a nationally representative, cross-sectional survey of the Indigenous Australian population to look at the factors associated with individual measures of sustainability. Geography matters for those in remote areas who are much more likely to have participated in hunting, fishing and gathering than those in non-remote areas and somewhat more likely to be learning an Indigenous language. However, those in remote areas are somewhat less likely to have participated in Indigenous cultural production. Participation in the mainstream economy is not necessarily a barrier to these aspects of wellbeing as those with high levels of formal education were more likely to speak, understand or be learning an Indigenous language. While important in their own right, such aspects of sustainability also have the potential to directly contribute to narrower measures of social and emotional wellbeing. A positive relationship was found between the sustainability of Indigenous land, language and culture and an Indigenous person's subjective emotional wellbeing.  相似文献
