There is a plethora of organizations concerned with the environmental consequences of human activities bordering the North Sea. However, the use, users and problems within this semi-enclosed area dictate the need for an organization to encourage co-operation between local municipalities. Because of this, KIMO (Kommunenes Internasjonale Miljøorganisasjon, Local Authorities' Environmental Organization) has been created. The paper discusses the role, origin and aims of KIMO in the context of pollution control and best environmental practices in the North Sea area. These aspects are considered within local, national and international frameworks.  相似文献

The Helsinki Convention 1974 marked an important milestone in international ecopolitics. All sources of pollution were, for the first time for a sea area, made subject to regulations in one convention. By establishing the Helsinki Commission the Convention created the basis for far-reaching co-operation between the Baltic Sea states in the field of marine environmental protection. One of the most important steps was taken in 1992 by adopting a new Joint Comprehensive Action Programme as well as a revised version of the Convention. The latter takes account of the findings and experiences of the Helsinki Commission as well as of new ecopolitical developments, by introducing additional fundamental principles and making regulations more concrete and binding under international law.  相似文献

The coastal zones are areas of high biological productivity and intense human pressure. Environmental challenges arise from pollution and from urban and industrial development. Administrative, social and legal challenges centre upon the need for sound management of coastal zone resources, as an important component of national strategies for sustainability. A number of specific actions have been set out in Agenda 21, the principal product of the Earth Summit held in Rio de Janeiro in 1992. But these need to be carried forward within cross-sectoral, integrated coastal area management procedures. International action is also needed because marine ecosystems rarely coincide with national boundaries, and are affected by international economic, social and legal decisions.

International scientific co-operation on marine issues is already well established, and many regional action plans and Conventions have been adopted. Technological co-operation is less advanced. Such efforts need to be intensified, and continuously adapted. Sound plans for the future must be based on good science, critical economic evaluation of resources, sensitive evaluation of social and cultural factors and of the needs of local communities, evaluation of the risks of climate change, sea-level rise and other changes, and monitoring as a basis for continuing adaptation.  相似文献

The oceans have a major influence on world climate and are an important source of food, most of which comes from the coastal zones. These zones, and the traditional, sustainable, life-styles of the fishing communities that live there, are under immense and growing pressure. Urbanization, pollution, sea level rise, and the destruction of natural coast defences and fish nursery grounds are undermining sustainability. Although chemical pollution in some areas, with some substances, is falling it remains a serious problem over the world as a whole.

The United Nations Conference on the Human Environment, held at Rio de Janeiro in June 1992, recognized the need for more effective protection of the resources of the coastal seas, and a number of specific actions are set out in Agenda 21. But action is still not being taken on a scale which matches the problem. There are four probable reasons: first, the sea is still assumed to be too big to damage; second, jurisdiction is inadequate; third, serious national and international conflicts of interest remain; and fourth, economic distortions hamper sound judgement. The northern seas, which suffer less from these problems, should be demonstration areas for sound marine resource management.  相似文献

The western Baltic Sea infront of the German coast is a highly variable dynamical system, dominated by a complex and small-scale morphometry, the water exchange between the Baltic and North Seas, and driven by local wind. Neither data collection, nor satellite images or model simulations alone were able to explain the observed spatial patterns and transport processes. Therefore, all these methods were combined to explain the dynamical features and to systematise them according to the typical local wind pattern and time series. The aim was to develop an instrument for regional authorities which supports the interpretation of coastal water monitoring data and forms a basis for an improved monitoring strategy. Satellite data of sea surface temperature and ocean colour from the sensors NOAA-AVHRR and SeaWiFS were applied for synoptic investigations in the entire region and Landsat-7-ETM+ for regional studies. Model simulations were performed for the western Baltic using a 3D model MOM-3 and for the Szczecin Lagoon using 2D model FEMFLOW. For the first time, regional particularities in the coastal dynamical features and processes are derived for the main wind directions and for transitions between dominant wind situations west and east as derived from wind statistics. The simulated transport of particles released from different coastal and open sea sources indicate the affected areas during changing forcing conditions. The results support the interpretation of acquired coastal monitoring data as well as the assessment and optimisation of the monitoring programme.  相似文献

The Helsinki Commission (HELCOM) Baltic Sea Action Plan, adopted by the coastal countries of the Baltic Sea and the European Community in November 2007, is a regional intergovernmental programme of measures for the protection and management of the marine environment explicitly based on the Ecosystem Approach. The Action Plan is structured around a set of Ecological Objectives used to define indicators and targets, including effect-based nutrient input ceilings, and to monitor implementation. The Action Plan strongly links Baltic marine environmental concerns to important socio-economic fields such as agriculture and fisheries and promotes cross-sectoral tools including marine spatial planning. Due to complementarities with the European Union (EU) Marine Strategy Framework Directive, the Action Plan is in essence a pilot for this process without neglecting the important role of the Russian Federation - the only Baltic coastal country not a member of the EU.  相似文献

Poland largely encompases the estuary of the Vistula and Odra rivers, which drain into the Baltic Sea. Only a very small area of the south-east part of the country is within the Black Sea Basin. Poland contributes significantly to the pollution of the Baltic Sea, with biogenic nutrients and organic substances. Poland includes more than half the coastal inhabitants of the Baltic Sea, and they use 40% of the arable land situated there. The contribution to the pollution of this sea with nitrogen, phosphorus and organic substances is approximately 30, 40 and 22%, respectively. The main sources of nutrients are untreated sewage and the runoff and leakage of fertilizers from agricultural land. The natural conditions in Poland are poorer than in Western Europe due to the prevalence of light soils and a short growing period with frequent droughts. After correcting the synthetic index for soil and climate, it was estimated that for each inhabitant of Poland there are 0.3 ha of farmland, which is comparable to that of Western Europe. For the maintenance of the population, intensive agricultural production must be accompanied by environmental protection regulations. Polish agriculture is not only a polluter but also a recipient of pollution, especially the deposits of sulphur and heavy metals emitted by industry and municipal areas. The estimated annual emission of sulphur dioxide is about 4 million t, which equals an average deposit of about 90 kg of sulphur per hectare of farmland. The pedological processes and acid deposits cause more than 60% of agricultural land in Poland to be acidic. The contamination of soils with heavy metals in general is lower than in Western Europe, but in some areas (e.g. Upper Silesia) it exceeds the safe limits.  相似文献

The discharge of nutrients is investigated in relation to their sources and effects in two case studies. The reduction of 47% in the phosphorus load from Denmark to marine areas between 1989 and 1993 has resulted in significantly lower phosphorus concentrations in most Danish coastal waters, and tendency to decrease can be seen in the Belt Sea and Kattegat as well. No general changes in nitrogen concentrations have been observed. This is due to the fact that more than 80% of the nitrogen load in Danish waters originate from diffuse agricultural sources.In the Pomeranian Bight strong nutrient gradients are generated by the mixing of Odra river water and coastal water. The spreading of the river plume could be exactly observed especially in winter, when biological activity is low. In general, different types of distribution, transport and modification patterns can be described.The annual input of nutrients from the catchment area to the Baltic Sea was estimated to be around 1000 kt N and 46 kt P. As a result, winter concentrations of phosphate and nitrate are characterized by positive overall trends in the surface layer in all subregions of the Baltic Proper for the period 1969 to 1993. These trends stem mainly from the strong increase in the 1970ies and early 1980ies. Thereafter, the concentrations of both nutrients fluctuate strongly around a high level. The drastic decrease in fertilizer consumption since the late 1980ies mainly caused by the great economic changes in the countries of the former East Bloc is not yet significantly reflected in decreasing winter concentrations, but first signs already have been found in the decrease in averaged phosphate concentrations in winter, especially in the Arkona and Bornholm Seas.  相似文献

The environmental condition of the Baltic Sea is not only of concern for natural scientists. The awareness of the deteriorating state of the ecosystem has become an issue of interdisciplinary interest, and the amount of organizations with the marine environment and ecosystem health on the agenda is large. To present holistic and sustainable solutions and results of the actions taken, an active cooperation between all stakeholder groups and levels are needed. How different stakeholders in the northern Baltic Sea perceive the structures and assessments of the eutrophication were analyzed by semi-structured interviews with 17 stakeholders representing authorities, scientists, NGOs and national interest organizations. The focus was the view of the governance structures, risk assessment, management and communication. There was an overall consensus that eutrophication is a serious problem. Still variations in the opinions both within and between the stakeholder groups were seen. The scientists were most divergent from the rest.  相似文献

A brief analysis of the current situation pertaining to marine pollution prevention and management in the East Asian Seas is outlined, particularly focusing on pollution arising from both land and sea-based sources. This paper highlights the results of a Regional Programme supported by the Global Environment Facility (GEF) in addressing some of the key marine pollution management problems of the region. The Programme has made significant progress in the following areas: (a) successfully developed and tested working models on the application of integrated coastal management (ICM) in addressing land-based sources of pollution; (b) tested risk assessment and risk management methodologies for addressing pollution in the Straits of Malacca; (c) attained commendable records in the ratification of marine pollution-related conventions; (d) developed an operational modality for stronger public and private sector partnerships; (e) demonstrated the cost-effectiveness of marine pollution monitoring programs; (f) focused on capacity building at the local level, and (g) with the above achievements, it has illustrated a paradigm shift in concept, approach and methodology in addressing the mounting environmental pressure caused by increasing marine pollution loads.  相似文献

Two mathematical methods to assess the "health status" of flounder (Platichthys flesus), eelpout (Zoarces viviparus) and blue mussel (Mytilus spp.) populations of the Baltic Sea were applied on selected biomarker data collected during the EU project "BEEP" (Biological Effects of Environmental Pollution on Marine Coastal Ecosystems). The Bioeffect Assessment Index (BAI) and the Integrated Biomarker Index (IBR) combine different biomarkers to single values, which can be used to describe the toxically-induced stress level of populations in different areas. Both indices determined here produced essentially similar results, which in most cases agreed with the known contamination levels in the different study areas. Advantages and limitations of index applications and interpretations are critically discussed. The use of indices provides comprehensive information about biological effects of pollution in marine organisms and may therefore serve as a useful tool for environmental management by ranking the pollution status of marine coastal areas.  相似文献

The most serious environmental problem encountered in the Baltic Sea is eutrophication. Finland finalised in spring 2002 its national Programme for the Protection of the Baltic Sea. The programme contains more than 30 measures for improving the state of the Baltic Sea and protecting the marine environment. Total national investments during the next 10-15 years will amount to EUR 300-370 million. The highest annual cost will be environmental support to agriculture. The bulk of the rest of the money will be used for nitrogen purification of municipal wastewater, improvement of water protection in dispersed settlement areas, and investments to improve maritime safety and decrease the risks of oil spills.  相似文献

The review provides an overview of the features of the North Sea and the Baltic Sea in their European geographical and socio-political context. To reach sustainability in the wider sense the common society has to meet the 7 tenets - that management actions have to be environmentally sustainable, economically viable, technologically feasible, socially desirable (or at least tolerable), legally permissible, administratively achievable and politically expedient. Each of these are explained and discussed using examples from the two seas including pollution control, physical resource exploitation (such as aggregates, habitat loss, renewable energy and oil and gas), and biological resources exploitation (fisheries and aquaculture). This paper discusses the similarities between the areas in terms of their management regimes, population in the catchment, history of anthropogenic changes, derivation of objectives against a wealth of information and understanding, and the history of management and control. In contrast, the differences between the areas centre on their differing hydrographic regimes, including residence and flushing times, biological features, nature of the pollutants discharged, dominant types of fishing and type of control indicated by a predominant Eastern Bloc for the Baltic as opposed to European Union control in the North Sea. The review ends with an assessment of future challenges and examples of the way in which environmental problems have been addressed in the two areas. In particular, it sets the features against a background of management designed to achieve the Ecosystem Approach within the prevailing European marine management framework.  相似文献

The main exploitable biological resources in the Estonian zone of the Baltic Sea are fish stocks. Fishes of marine origin constitute the main bulk (on the average 91%) of catches. Some freshwater and migratory fishes, having usually only marginal role in the total weight of fish landings, are of special importance for local fishermen in certain regions. Other living resources — red algae and seals-have been exploited in rather small amounts.The main factors having controlled changes in the condition of fish stocks and catches are natural conditions, marine pollution, eutrophication and exploitation rate.  相似文献

Despite documented successes in the battle to clean up the coastal waters of Southern California, Los Angeles County residents continue to view the ocean more as a place of pollution than a vibrant and healthy place for bathing and swimming. This study shows that residents of Los Angeles County tend to hold perceptions of marine water quality that are at odds with data on bacteriological measures of water quality collected by local sanitation districts (and reported by not-for-profit Heal the Bay). Summary results of a survey of 400 randomly chosen households in Los Angeles County are given. Respondents were asked about their beach use and perceptions of environmental quality: both coastal water quality and air quality. The results suggest that perceptions of coastal water quality may be influenced less by "current coastal education campaigns" and more by the media and other factors.  相似文献

The AD 1634 North Sea storm is one of the most catastrophic storms along the Wadden Sea coast of Denmark. In this study we show how pre‐1634 storm morphology exerted a strong control on the resulting post‐storm coastal morphology. Erosional responses associated with the storm were barrier breaching, dune scarping and shoreface erosion and accretionary responses were washover deposition, shoreface healing and barrier‐island formation. Local sediment sources appeared to have a particularly strong influence on post‐storm coastal evolution and allowed a very rapid formation of a barrier shoal which resulted in several kilometres of coastal progradation. Sediment budgets suggest that formation of the barrier shoal was possible, but the sediment transport rates in the decades after the 1634 storm, must have been two to three times higher than present‐day rates. The study demonstrates that catastrophic storms are capable of moving large amounts of sediments over relatively short time‐periods and can create barrier shoals, whereas moderate storms mostly rework the shoal or barrier and create more local erosion and/or landward migration. Catastrophic storms substantially influence long‐term and large‐scale coastal evolution, and storms may positively contribute to the sediment budget and promote coastal progradation in coastal areas with longshore sediment convergence. Sources of pollution discharges and water quality samples at 27 stations in 2006 in the coastal waters of Hebei Province, western Bohai Sea, have been analyzed in this study. Pollutant loads from industrial sewages have shown stronger impact on the water environment than those from the general sewages. Analysis indicates that pollution of COD is mainly resulted from land-based point pollutant sources. For phosphate concentration, non-point source pollution from coastal ocean (fishing and harbor areas) plays an important role. To assess the water quality conditions, Organic Pollution Index and Eutrophication Index have been used to quantify the level of water pollution and eutrophication conditions. Results show that pollution was much heavier in the dry season than flood season in 2006. Based on COD and phosphate concentrations, results show that waters near Shahe River, Douhe River, Yanghe River, and Luanhe River were heavily polluted. Water quality in the Qinhuangdao area was better than those in the Tangshan and Cangzhou areas.  相似文献

Offshore oil and gas activities may lead to a conflict between the protection of the marine environment and health and safety aspects. Priority given to the protection of the marine environment may have an impact on the health or safety of the people working offshore and/or the integrity of the offshore installation. Previous health and safety protection measures are now known to create large-scale effects on the environment, e.g. the application of polychlorinated biphenyls as a cooling medium in transformers and the application of the ozone-depleting halons for efficient fire protection. Risk assessment, taking all health and safety aspects into account, may be the primary mechanism to justify operational procedures agreed by the national authorities as well as by the Exploration and Production industry. Risk assessment of health and safety aspects uses several models which are applied when designing new offshore installations. Several models, which have been developed in the last couple of years, are now available for the assessment of the environmental risk. This paper considers the need for the application of risk assessment with respect to all aspects, health, safety and environment, in order to determine a balanced set of priorities and protection measures.  相似文献

The fate of linear alkylbenzenesulponates (LAS) in estuaries and coastal areas of the North Sea has been characterized with simple environmental models. The predicted concentration range in the estuaries around the North Sea (0.9-9 microg LAS l(-1)) was validated by monitoring data (1-9 microg LAS l(-1)). In offshore sites of the North Sea, it is estimated--and experimentally verified for a few sites--that the LAS concentration is below analytical detection limit (i.e., 0.5 microg LAS l(-1)). The effects of LAS on marine organisms have been reviewed. For short-term acute tests, there was no significant difference (p = 0.83) between the mean LC50 values of freshwater and marine organisms (mainly pelagic species tested, 4.1 and 4.3 mg LAS l(-1), respectively). For longer-term chronic tests, it appeared that the sensitivity (mean no-observed effect concentration (NOEC) value) of marine and freshwater organisms (0.3 and 2.3 mg LAS l(-1), respectively) was significantly different pt-test = 0.007). The predicted no-effect-concentrations (PNEC) were 360 and 31 microg LAS l(-1), for freshwater and marine pelagic communities, respectively. Given that the maximum expected estuarine and marine concentrations are 3 to > 30 times lower than the PNEC, the risk of LAS to pelagic organisms in these environments is judged to be low.  相似文献

Application of the preventive techniques for the optimisation of fairways in the south-western Baltic Sea and the Kattegat in terms of protection of the coastal regions against current-driven surface transport of adverse impacts released from vessels is considered. The techniques rely on the quantification of the offshore domains (the points of release of adverse impacts) in terms of their ability to serve as a source of remote, current-driven danger to the nearshore. An approximate solution to this inverse problem of current-driven transport is obtained using statistical analysis of a large pool of Lagrangian trajectories of water particles calculated based on velocity fields from the Denmark’s Meteorological Institute (DMI)/BSH cmod circulation model forced by the DMI-HIRHAM wind fields for 1990–1994. The optimum fairways are identified from the spatial distributions of the probability of hitting the coast and for the time (particle age) it takes for the pollution to reach the coast. In general, the northern side of the Darss Sill area and the western domains of the Kattegat are safer to travel. The largest variations in the patterns of safe areas and the properties of pollution beaching occur owing to the interplay of water inflow and outflow. The gain from the use of the optimum fairways is in the range of 10–30?% in terms of the decrease in the probability of coastal hit within 10?days after pollution release or an increase by about 1–2?days of the time it takes for the hit to occur.  相似文献
