Small-scale marine fisheries policy in Vietnam   总被引:1,自引:0,他引:1  
Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

Overcapacity in the fishing fleets is considered as the most serious threat to sustainable fisheries. More effective fishing vessels and catching gear contribute to increased catch capacity. Increased catch capacity causes environmental problems such as overexploitation and calls for larger quotas. The problem of overcapacity indicates the need for a stronger integration of technological aspects into fisheries management. This article assesses the differences in sustainability between the Norwegian ocean and coastal fishing fleets in the cod fisheries, by using systems engineering methods. Attributes of sustainability in the Norwegian cod fishing fleets are investigated, as well as acceptance criteria and performance indicators. The results show that there are huge differences in the performance between the vessel groups, and that the results of an evaluation of sustainability in the fishing fleets are dependent on which attributes are explored. Thus, the discussion may contribute to a better decision basis and improved sustainability in fisheries management.  相似文献

This paper examines the involvement of coastal communities in fisheries management among the countries of the Gulf of Thailand—Malaysia, Vietnam, Cambodia and Thailand. Initiatives to decentralize management to local governing bodies, to utilize traditional management methods and to engage in community agreements to protect local resources are explored. An examination of recent experiences indicates some movement toward more local involvement in management. However, the study also leads to several suggestions for the future: in Vietnam and Cambodia, there is a need for significant legislation to control fisheries operations and greater clarity of the role of communities in management; in Malaysia, there is an overall need for more support to local fisheries management; and in Thailand, the need is for greater support of local-level enforcement and monitoring activities.  相似文献

Fisheries management receives valuable, but often fragmented information from academic disciplines such as biology, economics, and social sciences. A multi-disciplinary perspective seems to be necessary if the fisheries are to become sustainable. Globally, overcapacity is considered as the most serious threat to sustainable fisheries, which indicates the need for a stronger integration of technological aspects into fisheries management. This paper discusses application of systems engineering principles and integration of technology into fisheries management. The systems engineering process facilitates implementation of multi-disciplinary information from researchers to fisheries managers in the decision-making towards sustainable fisheries, but may also be used to overcome multi-disciplinary obstacles among scientists. The article concludes that use of systems engineering principles may become a valuable contribution to fisheries management because of increased transparency and reduced risk associated with the decision-making process.  相似文献

Ecosystem-based management of marine fisheries requires the use of simulation modelling to investigate the system-level impact of candidate fisheries management strategies. However, testing of fundamental assumptions such as system structure or process formulations is rarely done. In this study, we compare the output of three different ecosystem models (Atlantis, Ecopath with Ecosim, and OSMOSE) applied to the same ecosystem (the southern Benguela), to explore which ecosystem effects of fishing are most sensitive to model uncertainty. We subjected the models to two contrasting fishing pressure scenarios, applying high fishing pressure to either small pelagic fish or to adult hake. We compared the resulting model behaviour at a system level, and also at the level of model groups. We analysed the outputs in terms of various commonly used ecosystem indicators, and found some similarities in the overall behaviour of the models, despite major differences in model formulation and assumptions. Direction of change in system-level indicators was consistent for all models under the hake pressure scenario, although discrepancies emerged under the small-pelagic-fish scenario. Studying biomass response of individual model groups was key to understanding more integrated system-level metrics. All three models are based on existing knowledge of the system, and the convergence of model results increases confidence in the robustness of the model outputs. Points of divergence in the model results suggest important areas of future study. The use of feeding guilds to provide indicators for fish species at an aggregated level was explored, and proved to be an interesting alternative to aggregation by trophic level.  相似文献

In this synthesis article, we claim that institutional innovation is required for ecosystem-based approaches to fisheries management (EBAFM), and that such innovation can best be achieved by engaging in a delicate process of societal decision making. Current instances of participation in fisheries shed light on the societal processes required for such institutional innovation. We apply the IBEFish analytical frame to examine findings from recent European research on participation in fisheries management at different jurisdictional levels. We distil several issues of major concern for institutional innovation towards EBAFM. These concern information management, legitimacy, social dynamics and costs, as well as aspects of cross-scale and cross-sector integration of fisheries governance.  相似文献

China and Vietnam have recently signed two bilateral agreements to deal with maritime issues in Beibu Gulf. One is the maritime boundary delimitation agreement, and the other the fisheries agreement. The two parties have also formulated a supplementary protocol to the latter agreement. All of them have entered into force on 30 June 2004. This article introduces the new arrangements for fisheries management initiated by the two countries, focusing especially on the Joint Fishery Committee established by the two parties, the contracting waters covered by the fisheries agreement, and the conservation and management measures for the Gulf's fisheries. The challenges likely confronted by China after this institutional change takes place are analyzed. A brief comparison is drawn among the three effectual fisheries agreements signed by China, respectively, with Japan, South Korea and Vietnam. Finally, as for the future of fisheries management in the Gulf some recommendations are made.  相似文献

This article discusses the performance of the Norwegian fishing fleet within an acceptable level of sustainability. Previously, the cod-fishing fleet has been evaluated at the attributes—accident risk, employment, profitability, quality of the fish meat, catch capacity, greenhouse gas emissions/acidification, and bycatch/selection. The assessments focused on the first four steps of the systems engineering process, i.e., from needs identification to trade-offs of system alternatives. The objective of this paper is to focus on the last steps of the process; design, solve, verify, and test, to improve the decision-basis for fisheries management in order to increase sustainability in the fishing fleet. More specifically, this means to analyze the decision-making situation and develop acceptance criteria of a sustainable Norwegian cod-fishing fleet to enable fisheries management to monitor the sustainability performance of the fleet on a regular basis.  相似文献

Sustainable fisheries are the main objective of Norwegian fisheries management. Despite powerful management tools, sustainability in the fisheries sector is not an easy task. There is no formal definition of the concept, and operationalization is vague. In recent years, private actors and non-governmental organizations (NGOs) have increased their impact on defining sustainability in the fisheries, which has reduced the power of the traditional fisheries management to determine its content. The lack of a clear strategy for fisheries management to increase sustainability makes it timely to address three research questions: (i) what is meant by “sustainable fisheries”, (ii) to what extent has the institutionalization of the Norwegian fisheries management channeled the sustainability concept towards specific trajectories, and (iii) what are the options and hard choices available to increase sustainability in the Norwegian fisheries in the future? In determining the importance of fisheries sustainability indicators, stakeholders’ interest plays a defining role in the fisheries management practices. The indicator based tools such as RAPFISH have been available for sustainability assessment of fishery resources. In the present study, procedures to validate the pre-selected RAPFISH, which is a multidisciplinary indicator based evaluation tool for measuring the sustainability of fishery resources, are applied. The sustainability indicators were subjected to validation process based on feedback from resource owners, users and experts, using Multi-Criteria Analyses such as Weighted Sum Model and Analytic Hierarchy Process. Based on the validation results, suggestions have been made to improve methodology and its effective application in practice. This paper demonstrates RAPFISH as a potentially effective multidisciplinary tool for evaluation of sustainability of fishery resources.  相似文献

Decisions regarding the selection and implementation of management strategies that constrain fishing pressure can be among the most difficult choices that fisheries managers and stakeholders must make. These types of decisions often need to be confronted in a data-limited context, where few if any management measures are currently in place or fisheries are managed independent of adequate scientific advice. This situation can sometimes create a high risk of overfishing and potential loss of economic and social benefits. To address this situation, simple model-free indicator-based frameworks have the potential to be effective decision-making platforms for fisheries where quantitative estimates of biomass and fishing mortality based reference points are lacking. In this paper, a multi-indicator framework is developed that enables decision-makers to proceed with management decisions in data-limited situations. Model-free indicators are calculated using trends in observed data, rather than stock assessment derived estimates of biomass and fishing mortality. The framework developed is adaptive so that adjustments to catch or effort are recursive and can respond to changing environments, socioeconomic conditions, and fishing practices. Using stakeholder-defined objectives as a foundation, indicators and reference points of fishery performance are chosen that can be evaluated easily by undertaking analyses of available data. Indicators from multiple data streams are used so that uncertainty in one indicator can be hedged through careful interpretation and corroboration of information from alternative indicators. During the adaptive management cycle, managers and stakeholders evaluate each indicator against the associated reference points to determine performance measures, interpret the results using scientific and local knowledge, and adjust fishery management tactics accordingly using pre-defined harvest control rules. The framework facilitates the interpretation of situations in which performance measures suggest divergent stock abundance or productivity levels. A case study is presented on this framework's development for conch and lobster fisheries of Belize.  相似文献

Integrative approaches that involve natural and social scientists are needed to manage fisheries, but these are difficult to achieve. The process of developing a prototype, knowledge-based, electronic decision support tool for the South African sardine Sardinops sagax fishery provided a platform for fostering collaboration and achieving active participation of many stakeholders. The aim of the decision support tool is to assist managers in evaluating how effectively an ecosystem approach to fisheries (EAF) has been implemented for this fishery. The collaborative process involved a series of meetings during which knowledge was elicited from fisheries scientists, social scientists, resource managers and fishing industry representatives. Conceptualisations of the different stakeholder perspectives were developed in terms of objectives and indicators following the hierarchical tree approach recommended by FAO. This paper describes the collaborative process. Hierarchies of objectives, indicators and data sets for the human dimension of an EAF in the South African sardine fishery are introduced. The value of a transdisciplinary approach towards an EAF in South Africa is discussed.  相似文献

During the last decade, devolution of responsibilities of fisheries management has increasingly become an issue in the political debate. The CEC and national governments have expressed an interest in sharing responsibilities for fisheries management with stakeholders. This article investigates the dynamics and constraints of the devolution process in general and in relation to Danish demersal fisheries by answering the following questions: What are the important factors to consider with respect to sharing responsibilities in fisheries management; how can this delegation and/or devolution of responsibilities be institutionalised? Although overexploitation of commercial fish stocks in European waters has been in the public debate now for more than 20 years, the European Union has so far failed to implement sustainable fisheries management. Millions in subsidies paid to the fishing industry have led to significant excess capacity in the fishing fleet. Various feeble attempts to stop overexploitation of marine resources have failed. The cause is that fishing policy is highly dominated by short-term socioeconomic interests. There is an urgent need for a new fisheries management system in Europe that supports reductions in the fishing fleet, increases responsibility among fishers and guarantees long-term conservation of natural marine resources.Transferable rights to fish have proved a reliable and effective means of creating incentives to conserve marine resources. By strengthening individual fishing rights under flexible quota management systems, the EU Member States could, within the Common Fisheries Policy, make a significant contribution to conserving fish stocks, to reducing excess capacity and to raising the profitability of the fisheries industry. A closer look at existing reservations against a flexible management system shows most of the objections to be overstated or capable of resolution.  相似文献

This paper reviews the socio-economic and ecological context of Fijian reef fisheries. This review is deemed necessary because improved understanding of the state and trends of Fiji's coral reef fisheries on a national level is required for designing an effective management plan for Fiji's inshore reef fisheries. The most important point that emerges from our review is that despite numerous studies of Fiji's reef fisheries, the current status of reef-associated fisheries at the national level is still uncertain due, mainly, to the lack of dependable data on the subsistence fisheries. This in turn leads to uncertainty about how the continuation of fishing, in particular, fishing focused on target species for the coral reef resources trade, will affect fishing communities and the ecosystem.  相似文献

This paper addresses the issue of overlapping fisheries regulations by multiple authorities for coastal fisheries in the United Kingdom. It examines one particular case study of the oyster fishers of the Isle of Wight, focusing on resource management regulations, fishermen's strategies to deal with ambiguous legislation, and the response of the various management authorities. The main objectives of fisheries management are generally similar throughout the world. These are often stated in policy documents such as the Common Fisheries Policy and the Magnuson–Stevens Fishery Conservation and Management Act. However, at the local level often the key objectives of management are more detailed, characterised by both the overriding management structure and the status and type of fishery concerned. In this paper, we consider case study fisheries from the UK, France, Spain and Denmark to compare some of the various types of fisheries and fisheries management systems that exist in the European Union. Several research projects have studied Swedish coastal fishery to investigate the conflict between seals and fishery. In recent years, a strategy of participation by means of co-management has been unfolding. Realising that maintaining the coastal fishery requires societal support and knowledge integration, attempts have been made to introduce the principle of participatory management into the centralised Swedish fisheries management system. However, this co-management approach, presently implemented in six pilot projects, will take a long time to develop through a sustained process of experimentation and improvement.  相似文献
