Urban water systems need to serve increasing numbers of people under a changing climate. Studies of systems facing extreme events, such as drought, can clarify the nature of adaptive capacity and whether this might support incremental (marginal changes) or transformative adaptation (fundamental system shifts) to climate change. We conducted comparative case studies of three major metropolitan water systems in the United States to understand how actions taken in response to drought affected adaptive capacity and whether the adaptive capacity observed in these systems fosters the preconditions needed for transformative adaptation. We find that while there is ample evidence of existing and potential adaptive capacity, this can be either enabled or diminished by the specific actions taken and their cascading effects on other parts of the system. We also find social dimensions, such as public acceptance, learning, trust, and collaboration, to be as critical as physical elements of adaptive capacity in urban water systems. Finally, we suggest that changes in practices initiated during drought, combined with sustained engagement, collaboration, and education, can lead to substantial and long-lasting changes in values around water, a precursor to transformative adaptation.  相似文献

With climate change increasingly affecting individuals’ day-to-day lives, interest is growing in the personal and household adaptation behaviors that people can engage in. Many of these behaviors focus on actions to protect oneself or one's household in response to immediate hazards rather than ones that may achieve longer-term adaptation goals. We conducted a content analysis of 75 publications identified through a systematic literature review to learn how researchers from a range of disciplines conceptualize adaptive behavior in the context of climate change and what kinds of specific actions they describe. Based on this review, we propose a comprehensive definition of personal and household adaptation behavior that considers its purpose (i.e., preventing harm or gaining benefits), timing (i.e., proactive or reactive), time scale (i.e., short-term or long-term), as well as who acts (i.e., the individual alone or with others) and who is affected by those actions (i.e., the individual, other people, or the environment). We classify specific individual adaptation behaviors into civic engagement, consumption, coping, household protection, learning, lifestyle changes, migration, and self-protection. Research is needed to better understand the personal and societal benefits of adaptation behaviors and how to more equitably support these actions in different contexts.  相似文献

There have been a number of calls for public engagement in geoengineering in recent years. However, there has been limited discussion of why the public should have a say or what the public can be expected to contribute to geoengineering discussions. We explore how public engagement can contribute to the research, development, and governance of one branch of geoengineering, solar radiation management (SRM), in three key ways: 1. by fulfilling ethical requirements for the inclusion of affected parties in democratic decision making processes; 2. by contributing to improved dialogue and trust between scientists and the public; and 3. by ensuring that decisions about SRM research and possible deployment are informed by a broad set of societal interests, values, and framings. Finally, we argue that, despite the nascent state of many SRM technologies, the time is right for the public to participate in engagement processes.  相似文献

This paper analyses a set of generic options for national REDD+ governance structures – i.e., (a) a market/project based architecture; (b) a system with national REDD+ funds outside existing national administrations; (c) a national REDD+ fund organized under the present administration; and (d) conditional budget support. The analysis is based on experiences from different, but similar governance structures – e.g., the Clean Development Mechanism, payments for ecosystem services, environmental trust funds and various forms of budget support. While a solution with a market/project based structure has been favored by many, we conclude that this is the most problematic alternative. Concerning the other three, the national/local conditions will be of importance for their functioning. If REDD+ policies involve a large part of a county's forested area, establishing a good link to the general forest and other sector policies will be necessary.  相似文献

Coral reefs and other coastal ecosystems such as seagrasses and mangroves are widely recognized to provide protection against the devastating effects of strong waves associated with tsunamis and storms. The predicted warming climate brings to fore the role of these ecosystems in providing protection against stronger typhoons that can result in more devastating waves of greater amplitude. We performed a model simulation of storm generated waves on a Philippine reef, which is located along the path of tropical storms, i.e., at least 10 typhoons on the average pass through the study site yearly. A model to simulate wave propagation was developed using Simulating Waves Nearshore (SWAN) and DELFT3D-WAVE computer simulation software. Scenarios involving local monsoonal wind forcing and storm conditions were simulated. In addition, as climate change may also result to increased relative sea level, a 0.3 m and 1 m rise in sea level scenarios were also used in the wave model simulations. Results showed that the extensive reef system in the site helped dissipate wave energy that in turn reduced wave run-up on land. A significant reduction in wave energy was observed in both climate change, i.e., stronger wind and higher sea level, and non-climate change scenarios. This present study was conducted in a reef whose coral cover is in excellent condition (i.e., 50 to 80% coral cover). Estimates of coral reef growth are in the same order of magnitude as estimates of relative sea level rise based on tide gauge and satellite altimeter data, thus it is possible that the role of reefs in attenuating wave energy may be maintained if coral reef growth can keep up with the change in sea level. Nonetheless, to maintain reef growth, it is imperative to manage coral reef ecosystems sustainably and to eliminate the stressors that are within human control. Minimizing activities such as illegal and destructive blast and poison fishing methods, pollution and siltation, is crucial to minimize the impacts of high-energy waves that may increase with climate change.  相似文献

While knowledge coproduction between climate scientists and climate information users has become a common theme in the climate services discourse, the interface between climate service providers and users is an aspect of climate services projects that still calls for more attention. This is due in part to the dominance of the physical sciences in these projects, as well as the prevalence of an instrumental and narrow interpretation of coproduction. Following up on the World Meteorological Organisation’s Guidance on Good Practices for Climate Services User Engagement, and incorporating insights from the social and human sciences, we develop a coproduction framework for climate services to help establish a smooth and effective interface between scientists and stakeholders. This framework is intended for research and innovation projects developing climate knowledge and services. The coproduction framework comprises three realms: (i) engagement using various communication channels; (ii) involvement through interviews, workshops and webinars; and (iii) empowerment of stakeholders and scientists through focused relationships. This incremental participatory process involves stakeholders in increasingly profound ways: from a broad stakeholder group identified through awareness-raising campaigns, on to potential users with whom we exchange knowledge, and then to a set of “champion users” who co-develop the service and pioneer its use in decision-making processes. This paper illustrates the application of the coproduction framework in PRIMAVERA, an EU H2020-funded project for designing, running and testing new high-resolution global climate models and evaluating their outputs. While PRIMAVERA provided ground breaking scientific findings that could potentially benefit various stakeholders and support climate risk assessment activities, these results are highly specialised and their added value has yet to be assessed. Accordingly, the user engagement component of the project faced the challenging task of both motivating stakeholders’ participation in the project and motivating future users of potential services based on PRIMAVERA data. The trial of the framework in PRIMAVERA provided key lessons for enhancing coproduction in research and innovation projects. We demonstrate how the role of scientists gradually shifted in this coproduction cycle from masters of knowledge(Roux et al., 2017) to co-learners, and how the involvement of the project’s interdisciplinary team and their interaction with stakeholders served to move the project towards transdisciplinary knowledge production.  相似文献

Results-based funding (RBF) is a governance concept that is rapidly becoming the mainstream paradigm for international collaborations in the environmental sector. While portrayed as a compromise solution between market-based mechanisms and unconditional donations, the implementation of RBF is revealing new conflicts and contradictions of its own. This paper explores the application of RBF for Reducing Emissions from Deforestation and Forest Degradation (REDD+) by describing the discursive conflicts between recipient (i.e., Brazil) and donor (i.e., Norway and Germany) countries of the Amazon Fund about what constitutes “results” or “performance.” Although all parties agree that the financial transfers to RBF should be based on past emission reductions in relation to a historical baseline, they hold clashing interpretations about temporal (i.e., past or future) and epistemological (i.e., how to measure) aspects of the results these payments are intended for. Firstly, while Brazil emphasizes that it deserves a reward of USD 21 billion for results achieved between 2006 and 2016, donor countries have indicated an interest in paying only for most recent results as a way to incentivize further reductions. Secondly, while all parties believe that Amazon Fund should support policies to reduce deforestation, donor countries have revealed concerns that the performance of the Amazon Fund projects in generating further reductions has not been measured in a rigorous manner. This suggests that donor countries may consider making changes to current RBF mechanisms or getting involved in new forms of finance.  相似文献

The effect of motivational versus sacrifice message framing on perceived climate change competence, engagement, and 15 mitigative behavioral intentions was examined in a large Canadian community sample (n = 1038). Perceived competence, engagement, and several behavioral intentions were significantly greater after exposure to motivational framing than after sacrifice framing. Gender, age, income, and educational level moderated some results, and moral engagement and agentic language also played a role. The results support the use of motivational frames rather than sacrifice frames to increase the climate-related engagement and activation of community members.  相似文献

By growing awareness for and interest in climate change, media coverage enlarges the window of opportunity by which research can engage individuals and collectives in climate actions. However, we question whether the climate change research that gets mediatized is fit for this challenge. From a survey of the 51,230 scientific articles published in 2020 on climate change, we show that the news media preferentially publicizes research outputs found in multidisciplinary journals and journals perceived as top-tier. An in-depth analysis of the content of the top-100 mediatized papers, in comparison to a random subset, reveals that news media showcases a narrow and limited facet of climate change knowledge (i.e., natural science and health). News media selectivity reduces climate change research to the role of a sentinel and whistleblower for the large-scale, observed, or end-of-century consequences of climate change for natural Earth system components. The social, economic, technological, and energy aspects of climate change are curtailed through mediatization, as well as local and short-term scales of processes and solutions. Reviewing the social psychological mechanisms that underlie behavioral change, we challenge the current criteria used to judge newsworthiness and argue that the consequent mediatization of climate change research fails to breed real society engagement in actions. A transformative agenda for the mediatization of climate change research implies aligning newsworthiness with news effectiveness, i.e., addressing the extent to which communication is effective in presenting research that is likely to produce behavioral change.  相似文献

Demonstration of a fully integrated power plant with carbon capture and storage (CCS) at scale has not yet been achieved, despite growing international political interest in the potential of the technology to contribute to climate change mitigation and calls from multiple constituents for more demonstration projects. Acknowledging the scale of learning that still must occur for the technology to advance towards deployment, multiple CCS demonstration projects of various scales are emerging globally. Current plans for learning and knowledge sharing associated with demonstration projects, however, seem to be limited and narrowly conceived, raising questions about whether the projects will deliver on the expectations raised. Through a comparison of the structure, framing and socio-political context of three very different CCS demonstration projects in different places and contexts, this paper explores the complexity of social learning associated with demonstration projects. Variety in expectations of the demonstration projects’ objectives, learning processes, information sharing mechanisms, public engagement initiatives, financing and collaborative partnerships are highlighted. The comparison shows that multiple factors including the process of building support for the project, the governance context and the framing of the project matter for the learning in demonstration projects. This analysis supports a broader conceptualization of learning than that currently found in CCS demonstration plans - a result with implications for both future research and practice.  相似文献

Good governance is widely seen as a prerequisite for effective natural resources management in the context of environmental decline and increasing anthropogenic pressures. Few studies quantitatively examine governance principles, or explore links between perceptions of community members and the governance that shapes their behaviour. Comparative work, spanning multiple sites and contexts, is rare. This paper measures community members’ perceptions of governance in twelve coral reef-dependent communities across four countries in the Wider Caribbean Region. In relation to established principles of ‘good governance’, multiple correspondence analysis indicates that perceptions can be reliably described using two themes, institutional acceptance and engagement. These explain over 50% of variation in individual perceptions. These measurable themes provide an indication of the social fit of governance arrangements, and have implications for expected outcomes, including support for management and compliance with regulations. Cluster analysis provides unique empirical evidence linking structural characteristics of governance to community perceptions; four of five good governance indicators were present in communities with positive perceptions. Results suggest a combination of supportive structures and processes are necessary to achieve governance systems positively perceived by community members. Findings are relevant to those seeking to design management systems and governance structures that are appropriate to local circumstances and will engender stakeholder support.  相似文献

Fossil energy subsidies create a series of distortions that often have negative environmental and social consequences. Yet, since subsidies confer salient and tangible benefits in the form of cheaper prices, citizens are very resistant to reforms. This research investigates how to best communicate the removal of fossil subsidies using a highly powered, pre-registered study with 5,498 participants across 11 countries in Latin America. We assessed baseline knowledge and views about subsidies and randomly assigned participants to one of eight experimental conditions varying in both the aspects emphasized (e.g., environment, distributive justice, prospective fiscal benefits) and the form of providing the message (i.e., complete or summarized information). Our results show that citizens (a) display a generalized lack of knowledge about the existence of energy subsidies, (b) are very unwilling to remove these subsidies once they know of their existence, and (c) would like subsidies to actually increase rather than decrease. Despite these results, our experiment revealed that communication strategies can be tailored to increase the acceptance of energy reforms. Specifically, emphasizing the negative consequences of subsidies (e.g., overconsumption of natural resources and unfair allocation of resources to the wealthy) is more effective than highlighting the potential benefits to be obtained via their removal (e.g., higher investment in healthcare, education, public safety, or welfare programs). Further, providing complete information is more effective than offering summarized pieces of information. These findings provide guidance on how to effectively communicate energy reforms.  相似文献

Transdisciplinary research is a promising approach to address sustainability challenges arising from global environmental change, as it is characterized by an iterative process that brings together actors from multiple academic fields and diverse sectors of society to engage in mutual learning with the intent to co-produce new knowledge. We present a conceptual model to guide the implementation of environmental transdisciplinary work, which we consider a “science with society” (SWS) approach, providing suggested activities to conduct throughout a seven-step process. We used a survey with 168 respondents involved in environmental transdisciplinary work worldwide to evaluate the relative importance of these activities and the skills and characteristics required to implement them successfully, with attention to how responses differed according to the gender, geographic location, and positionality of the respondents. Flexibility and collaborative spirit were the most frequently valued skills in SWS, though non-researchers tended to prioritize attributes like humility, trust, and patience over flexibility. We also explored the relative significance of barriers to successful SWS, finding insufficient time and unequal power dynamics were the two most significant barriers to successful SWS. Together with case studies of respondents’ most successful SWS projects, we create a toolbox of 20 best practices that can be used to overcome barriers and increase the societal and scientific impacts of SWS projects. Project success was perceived to be significantly higher where there was medium to high policy impact, and projects initiated by practitioners/other stakeholders had a larger proportion of high policy impact compared to projects initiated by researchers only. Communicating project results to academic audiences occurred more frequently than communicating results to practitioners or the public, despite this being ranked less important overall. We discuss how these results point to three recommendations for future SWS: 1) balancing diverse perspectives through careful partnership formation and design; 2) promoting communication, learning, and reflexivity (i.e., questioning assumptions, beliefs, and practices) to overcome conflict and power asymmetries; and 3) increasing policy impact for joint science and society benefits. Our study highlights the benefits of diversity in SWS - both in the types of people and knowledge included as well as the methods used - and the potential benefits of this approach for addressing the increasingly complex challenges arising from global environmental change.  相似文献

‘Scepticism’ in public attitudes towards climate change is seen as a significant barrier to public engagement. In an experimental study, we measured participants’ scepticism about climate change before and after reading two newspaper editorials that made opposing claims about the reality and seriousness of climate change (designed to generate uncertainty). A well-established social psychological finding is that people with opposing attitudes often assimilate evidence in a way that is biased towards their existing attitudinal position, which may lead to attitude polarisation. We found that people who were less sceptical about climate change evaluated the convincingness and reliability of the editorials in a markedly different way to people who were more sceptical about climate change, demonstrating biased assimilation of the information. In both groups, attitudes towards climate change became significantly more sceptical after reading the editorials, but we observed no evidence of attitude polarisation—that is, the attitudes of these two groups did not diverge. The results are the first application of the well-established assimilation and polarisation paradigm to attitudes about climate change, with important implications for anticipating how uncertainty—in the form of conflicting information—may impact on public engagement with climate change.  相似文献

The authors suggested acceptance criteria for rural dispersion models’ performance measures in this journal in 2004. The current paper suggests modified values of acceptance criteria for urban applications and tests them with tracer data from four urban field experiments. For the arc-maximum concentrations, the fractional bias should have a magnitude <0.67 (i.e., the relative mean bias is less than a factor of 2); the normalized mean-square error should be <6 (i.e., the random scatter is less than about 2.4 times the mean); and the fraction of predictions that are within a factor of two of the observations (FAC2) should be >0.3. For all data paired in space, for which a threshold concentration must always be defined, the normalized absolute difference should be <0.50, when the threshold is three times the instrument’s limit of quantification (LOQ). An overall criterion is then applied that the total set of acceptance criteria should be satisfied in at least half of the field experiments. These acceptance criteria are applied to evaluations of the US Department of Defense’s Joint Effects Model (JEM) with tracer data from US urban field experiments in Salt Lake City (U2000), Oklahoma City (JU2003), and Manhattan (MSG05 and MID05). JEM includes the SCIPUFF dispersion model with the urban canopy option and the urban dispersion model (UDM) option. In each set of evaluations, three or four likely options are tested for meteorological inputs (e.g., a local building top wind speed, the closest National Weather Service airport observations, or outputs from numerical weather prediction models). It is found that, due to large natural variability in the urban data, there is not a large difference between the performance measures for the two model options and the three or four meteorological input options. The more detailed UDM and the state-of-the-art numerical weather models do provide a slight improvement over the other options. The proposed urban dispersion model acceptance criteria are satisfied at over half of the field experiments.  相似文献

Energy infrastructure projects have long been associated with a lack of participation by impacted, local populations—this history is evident in the case of hydropower projects in the Global South. Ever since the World Commission on Dams’ Report (WCD 2000), there has been substantive evidence, and numerous recommendations, that have called on governments, financial agencies and construction companies to increase community engagement and participation in dam construction and in their governance thereafter. Further, community groups, activists, and scholars have long articulated the need for participatory governance in energy projects. In this analysis, we evaluate participation in institutionalized mechanisms provided by dam builders—such as public meetings and negotiations—in Brazil’s Madeira hydroelectric complex. We evaluate how perceptions of positive and negative impacts, among other factors, predict engagement, estimating a series of logit models based on a social survey of 673 households carried out in 2019/20. Perceptions of negative and positive impacts of the dams before construction are related to participation in the meetings promoted by dam builders. Yet our results also imply that participation was rare, fleeting, and insufficient and points to the need to ensure community engagement and governance to ensure energy justice in future dam projects in Brazil and elsewhere.  相似文献

The relevance of climate change for society seems indisputable: scientific evidence points to a significant human contribution in causing climate change, and impacts which will increasingly affect human welfare. In order to meet national and international greenhouse gas (GHG) emissions reduction targets, there is an urgent need to understand and enable societal engagement in mitigation. Yet recent research indicates that this involvement is currently limited: although awareness of climate change is widespread, understanding and behavioral engagement are far lower. Proposals for mitigative ‘personal carbon budgets’ imply a need for public understanding of the causes and consequences of carbon emissions, as well as the ability to reduce emissions. However, little has been done to consider the situated meanings of carbon and energy in everyday life and decisions. This paper builds on the concept of ‘carbon capability’, a term which captures the contextual meanings associated with carbon and individuals’ abilities and motivations to reduce emissions. We present empirical findings from a UK survey of public engagement with climate change and carbon capability, focusing on both individual and institutional dimensions. These findings highlight the diverse public understandings about ‘carbon’, encompassing technical, social, and moral discourses; and provide further evidence for the environmental value-action gap in relation to adoption of low-carbon lifestyles. Implications of these findings for promoting public engagement with climate change and carbon capability are discussed.  相似文献

There is now a growing literature emphasizing the critical importance of social variables in the formulation of coastal management policies seeking to tackle climate change impacts. This paper focuses on the role of social capital, which is increasingly identified as having a significant role in climate change adaptation and mitigation strategies. We focus on public perceptions of the social costs and benefits arising from two management options (managed retreat/realignment and hold-the-line), the resulting level of policy acceptability, and how this acceptability is mediated by social capital parameters within coastal communities. These issues are examined by means of a quantitative social survey implemented in Romney Marsh (east Sussex/Kent, UK), an area facing significant impacts from climate change. We tested two models through path analysis with latent structures. The first correlates respondents’ perceived costs and benefits with the level of public acceptability of the two policy options. In the second model, we introduce social capital variables, investigating the impacts on perceived social costs and benefits of the policy options, and the overall effect on the level of public acceptability. Our findings demonstrate: (1) perceived social costs and benefits of proposed policy options influence the level of public acceptability of these policies; (2) these social costs and benefits are connected with the level of public acceptability; and (3) specific social capital parameters (i.e. social trust, institutional trust, social networks and social reciprocity) influence perceived policy costs and benefits, and also have a significant impact on the level of public acceptability of proposed policy options.  相似文献

Land use is regulated through various mixes of command-and-control interventions that directly affect land use via land use restrictions, and other public interventions that indirectly affect land use via agricultural, forestry, trade or macro-economic policies. More recently, coalitions of public and private actors have designed market-based and/or demand-led policy instruments to influence land use—e.g., eco-certification, geographical indications, commodity roundtables, moratoria, and payments for environmental services. These innovative instruments fall along a continuum of state involvement and interact with traditional public forms of land use regulation, leading to “hybrid” interventions. This article reviews emerging evidence on the effectiveness of the main instruments used to promote sustainable land use, and explores interactions between the new demand-led interventions and formal regulatory public policies. Although there are still insufficient rigorous studies evaluating the effectiveness of hybrid instruments, available evidence suggests some positive direct and indirect benefits. Hybrid instruments combine elements from both private and public regulatory systems, in innovative and effective ways. We propose a typology to characterize potential interactions between instruments that regulate land use. It links various types of interactions—i.e., complementarity, substitution, and antagonism—to the various stages of regulatory processes—i.e., agenda setting, implementation, and monitoring and enforcement. We give examples of governments endorsing certifications or using certification to support their own policies; governments creating enabling conditions for hybrid instruments to mature, allowing for wider adoption; and private instruments reinforcing public regulations or substituting for missing or weak governance. In some cases, governments, NGOs and corporations compete and may hinder each other's actions. With favourable institutional and governance contexts, well-designed hybrid public-private instruments can be effective. More systematic evaluation could boost the effectiveness of instruments and enhance synergistic interaction with traditional public land-use policy instruments to achieve incremental benefits as well as longer-term transformative outcomes in land-use protection.  相似文献

车载自组织网络的出现,在提高交通效率、改善交通环境的同时,也带来例如消息篡改、伪造和身份信息泄露等安全威胁.这就要求设计出更加符合车载网特性的消息认证方案.本文提出一种城市环境下的车载自组织网络隐私保护方案,其中包括对车辆进行分类,以及为不同类别的车辆分配不同的信任值的方法.在私人车辆认证的过程中采取一种假名多次签名方案对消息进行签名,在公用车辆和固定单元不需要身份隐私保护的情况下可以直接选用RSA签名方案对消息签名,在签名的同时都需要使用对信任值进行累加的策略来提高消息的可靠性.最后使用SUMO、MOVE和NS2进行联合仿真实验,结果表明该方案具有较好的灵活性,而且认证时间小于其他方案.  相似文献
